THE man who ran over Michael Bowden in Weipa while high on ice will spend less than 100 days in prison after he pleaded guilty in court last week.

Vincent Edwards, 26, will be eligible for parole in early May after being sentenced at the Weipa Magistrates Court on Wednesday. His 20-year-old victim was likely killed “almost immediately” when he was struck by a car driven

by Edwards, 26 on Northern Avenue on June 9, 2018 – the weekend of the Weipa Fishing Classic. Magistrate Jacqui Payne heard that Edwards, a father of one, was aware he had hit a person, but did not stop and drove on to go fish-

ing, despite passing an ambulance. Edwards pleaded guilty to failing to remain at the scene. He was handed a nine-month jail term but will likely spend less than 100 days behind bars. Police were unable to charge

him with more serious offences and the fail to remain charge carried a 12-month maximum sentence at the time of the incident. It has since been changed to a maximum of three years. Continued – Page 2

However, she also said Edwards showed “callous disregard” for Mr Bowden, who was believed to have been intoxicated lying on the road, when he failed to stop and try to assist him, the Cairns Post reported. “Even though this happened in a split second Mr Edwards knew his car had struck a person,” she said.

Crane said Edwards told police he had smoked ice before driving his vehicle. “That someone would be left alone on a roadway to die is horrific to the general community,” he said. Defence barrister James Sheridan said Edwards was forced to leave town, such was the public vilification, and he was “lost for words” after reading the victim impact statement penned by Mr Bowden’s mother Rachael. The statement described the “horror of horrors” Mr Bowden’s family faced.

Stone’s road also ruined IT’S not just the Peninsula Developmental Road that has been damaged by heavy rain. A number of Cape York Weekly readers have complained about the state of the Stone’s Crossing access road, near Weipa, which was recently sealed as part of a state government funding package. Freshly laid bitumen has already been washed away in

what has been a fairly typical wet season on the Cape. The contract to seal sections of the Stone’s Crossing road was awarded to a Cape York company, however they are not Weipa-based. The road is largely on the Napranum DOGIT area and is used by locals to access Billy’s Lagooon, as well as the Steve Irwin Wildlife Reserve.

TELECOMMUNICATIONS are back online in Lockhart River after the Cape York community suffered a 10-day outage to kick off February. Landline phones, internet and mobile service was restored in Lockhart River around 2pm on Thursday “following the delivery of parts and technicians by helicopter as a priority”, according to Telstra. “The outage that impacted residents of Lockhart River was caused by intermittent power and transmission failures at a solar power site in Batavia Downs which affected mobile services in the area, including fixed line phone and internet for businesses and residential customers,” a spokesman said. “When communities are iso-

lated and have no access to 000 emergency services, we treat them with the highest priority.” It’s not the first time Lockhart River has been cut off and won’t be the last, Wayne Butcher said. The mayor claimed his town was being put in danger in the event of an emergency. “It’s not safe, if there was a cyclone coming we wouldn’t be able to keep up to date with information and we wouldn’t be able to warn people properly,” he said last week. “If anyone is stranded or broken down somewhere, we can’t help them. “Even our petrol bowsers depend on the internet, so there’s no unleaded fuel at the moment, although the council has some diesel capacity. “All in all, it’s impossible to do any work or run a business

here, as it would be anywhere, without communications. “And we are cut off from all road transport – in short, it’s bloody hard to run a business in remote Cape York and Telstra is being less than helpful.” Cr Butcher said the community had a long history of communication issues, mostly in the wet season, when they needed these services the most. “In 2018 we struggled to maintain contact with the outside world for six weeks after a lightning strike took out our phone tower,” he said. “This is a situation that has been getting worse by the year, we need far better communication into our region. “There are more than 800 residents in and around our town, without any reasonable phone coverage which is unsafe, par-

ticularly at this time of year in the wet season. “Telstra needs to improve in a big way, we can’t continue with these ongoing failures.” The Telstra spokesman said the company had organised a temporary mobile cell to be sent to Lockhart River in the event that another failure occurs at Batavia Downs. “We thank the residents, mayor and council of Lockhart River for their patience during this time, and when weather interrupts vital services in remote communities like theirs,” he said. “We have heard their frustration and will be in direct consultation to ensure they can have confidence in telecommunications to the region in the future, and above all, feel safe and connected.”

Absent MP disconnects NEWS IN BRIEF herself from local news Crackdown on horses

CYNTHIA Lui has not only refused to visit her constituents in Weipa, Napranum and Mapoon – she has also decided to cut ties from reading the local news in her communities. The Member for Cook did not only ignore last week’s front page of the Cape York Weekly, she decided to unsubscribe from getting the paper delivered to her inbox each week. It is now 537 days since the

MP visited this part of Cape York and heard the concerns of local residents in one of the most isolated places in Australia. There’s a running joke among the mayors when asked about Cynthia Lui and it has spread throughout the community. When asked about Cynthia Lui, they often respond with “Cynthia who?” Our absent MP has become a punchline and it’s not just Weipa and the Western Cape she is ignoring.

After moving her office from Mareeba to Cairns, locals on the Tablelands are also finding it difficult to get through to her on important issues. Two hundred people attended a rally in Mareeba to speak up against youth crime in the region and the MP did not turn up. Her response? “If you think showing my face at a rally is going to make a difference, it’s not,” she told The Express newspaper. Cape York Weekly contacted

the Premier’s office for a comment on the performance of Ms Lui and did not get a reply. Weipa Town Authority chair Michael Rowland said the town would happily roll out the welcome mat to the MP should she ever choose to visit. “We want her to come here so we can show her some of the projects we are working on and the support we need from the state government,” he said. “Weipa wants a strong relationship with the state.”

MAPOON Aboriginal Shire Council intends to put a stop to roaming horses in the community, citing a safety risk to locals and visitors. “Council has taken steps to install road signage warning of the presence of horses,” it said on a public notice. “However, council now intends to take further steps to reduce horse numbers.” Residents have been warned to put their horses in a paddock and that the council will seize stray brumbies in the area. The new local laws will come into affect on March 1.

Tours return in 2021 BOTH the Western Cape Eco Tours and Weipa Mine and Town Tours are back in action in 2021. Bookings have been solid already for the Weipa tourism operators, indicating a big season ahead for the region. Some days have already been booked out as tour bus companies lock in spots for their passengers.

Receptionist eager to learn Ely chair Linda McLachlan with Ejsha Thorpe, one of 16 recipients of education funding support in this year’s round of bursary grants.

Education bursaries helping out locals SIXTEEN locals have shared in close to $107,000 as part of the annual Ely Bursary Education Assistance Scheme. Each year, the Ely Trust supports local Aboriginal people that are looking to undertake further studies outside of their community, including secondary boarding school, TAFE and university. The EBEAS was created as part of the Ely Bauxite Mining Project Agreement, which states Rio Tinto will provide financial

assistance each year to assist local Aboriginal people with the costs of boarding or higher education outside of their communities. This year, close to $107,000 in grants were awarded to 16 recipients under the scheme. They included: • 3 x university students; • 1 x TAFE student; • 12 x boarding school students. Rio Tinto provided $34,740 of the funds, with the Ely Trust covering the remaining amount.

Applications for the EBEAS are accepted annually in October/November each year. Grant recipient Ejsha Thorpe said: “I am proud, grateful and humbled to receive these funds to help support my university studies. “My Elders have left this legacy behind for us to ensure our education supports the development of strong leaders for today and tomorrow.” Ely chair Linda McLachlan said: “Education is life-long and

equips and empowers us with the skills that we need in life to build confidence, have purpose and have a positive attitude. “Education is the key to opening doors to exciting careers and can turn our dreams into reality. “The skills we learn are transferrable and can be applied to all sorts of jobs. “The Ely Bursary scheme can assist children, parents and mature students to grab hold of the many education opportunities available today.”

Plant overflow won’t pose health risk to Weipa residents, says Rio By MATT NICHOLLS

THERE will be no risk to public health as a result of water from a lagoon adjacent to a sewerage plant being pumped into Weipa’s Mission River, Rio Tinto says. Last week, the mining company notified local residents that it would be releasing water from the lagoon next to the Awonga Point Sewerage Treatment Plant into the Mission River following heavy rainfall. Under normal operations the Awonga Point STP produces “high quality effluent” that is released via a submerged pipeline about 60 metres offshore, under the Mission River Bridge. When flow to the Awonga Point STP exceeds plant processing capacity, excess volumes are diverted to an onsite stormwater collection lagoon. Rio Tinto said the site water team had been monitoring the volumes closely to manage any risk of overtopping the lagoon. “The measures are part of the Awonga Treatment Facility’s emergency response plans in the event of high rainfall,” a company spokesperson said. “We have notified the Department of Environment and Science

and outflow rates will be strictly monitored to prevent environmental impacts.” Cape York Weekly understands that in the week leading up to the public notice, the lagoon approached a critical threshold at which it was at risk of overtopping. While such an incident had not occurred before at Awonga Point

rainfall events of this nature are quite common for water treatment plants in high rainfall areas requiring active management. In order to maintain safe operation of the plant, a small steady volume of water from the lagoon will be diluted with treated water from the plant and released via existing infrastructure under the Mis-

sion River bridge until the volume stored in the stormwater lagoon is returned to a safe operating level. This will occur over a four to six-week period, Rio Tinto said. Water quality monitoring will be undertaken throughout the discharge period to confirm water quality levels remain in accordance with environmental licence

conditions ensuring no harmful impacts are identified. Theses outcomes will be reported to the Department of Environment and Science. Rio Tinto said fishing and consumption of shellfish from the Mission River bridge area should be avoided as a precaution until the release is complete.

Croc attack reveals issue with name of popular spot THE sign says Vyces Crossing, most maps say Vyce’s Crossing, yet the location of Cape York’s most recent crocodile attack was actually at Vyse or Vyse’s Crossing. A reader of Cape York Weekly sent us a polite message to inform us that the popular wet season swimming hole is in fact named after Tom Vyse. Ken Harley wrote: “It’s named after Tom Vyse, a dozer driver who pushed drill lines through the bush. “It was named by Frank Isenbert in about 1974 or 1975 – Frank made lots of picnic and camping places around Weipa as he and his drilling crews found them.”

EXPERIENCED marine executive Rochelle Macdonald has been appointed as the new CEO of Sea Swift. Dr Macdonald has more than two decades of experience in the ports and marine industries across regional Australia, having previously been involved with North Queensland Bulk Ports, which services Weipa. FAST emerging as one of the biggest events on the Cape York calendar, the Weipa Running Festival continues to go from strength to strength. While the pandemic put a hold to the major race day last year, a virtual event allowed the show to roll on and people from all over the world ended up taking part.

Following last week’s AGM, the enthusiasm remains among the committee and 2021’s running festival should be the biggest one yet. “We want to bring back the race day and get that atmosphere back at Andoom Oval, but we also want to keep the virtual event going to encourage as many people as possible to participate,” spokesperson Rose Robins said. “Now is the time to register and

get fit ahead of the event, which will be held in July.” The virtual races will be held from July 11-25, while the race day in Weipa will be on July 25. Those keen to run a marathon or half marathon will get their opportunity, while there are 10km and 5km events on the day. Rio Tinto Weipa employees and their immediate families will get free entry, paid for by the company.

School’s new leaders recognised WESTERN Cape College’s 2021 captains Malachai Clements and Jessica Stainkey will lead the biggest cohort of students in the school’s history. Enrolment figures are unofficial in the early stages of Term 1 but it can be revealed that Western Cape College will have close to 1050 students on its books this year. Principal Peter Linnehan said it was a positive for the school and the community in general. “We’re in a really good position and we’ve got some exciting things happening in 2021,” he said. Western Cape College’s leaders for 2021 were honoured in front of family, friends and peers on Friday as part of the official leadership badge ceremony.

Teachers dine out with students LASAGNE was on the menu at the Western Cape College Residential Campus last Wednesday night as the new secondary school teachers enjoyed dinner with the students. Kellie Kremmer, the Head of Residential Campus, said it was a good way to get to know one another outside of the classroom. “We have students from all over the Cape and Torres Strait and they all have their own story,” she said. A jovial game of volleyball was enjoyed after dinner.

Gary Head was nearest the pin on the 7th and also recorded the worst score to take out the Bradman’s. No one was nearest the pin on 9.

JOSH Balodis is too humble to say it but he’s proving to be an inspiration to those around him. On Australia Day last year, the 36-year-old was 150kg and unhappy with his body. Next month, he’ll step into the boxing ring more than 50kg lighter. It will be his first official fight and he can’t wait for the March 27 bout in Mareeba. “I’ve been in plenty of fights but this is the first one in a ring,” Balodis said with a laugh. While the weight loss has been achieved through hard work with the Cape York Boxing Academy in Weipa, it can be attributed to a change in attitude. “I just felt like crap. I was sick of being overweight so I decided to do something about it,” Balodis said last week. “I rejoined the boxing club and went to work. The first 15kg came off really easy and then it got a lot harder.” The results speak for themselves as Balodis now tips the scales at 98kg. Trainer Scott Wallace said he was now ready for his first fight. “He’s done all the work now we just have to get him ready for the actual fight,” he said. “It’s harder in Weipa because we don’t have a permanent facility to train in, but we’ll get down to Cairns a couple of weeks before the fight and put a heap of work in.” Balodis is currently training twice a day in readiness for his bout, which will be three, twominute rounds. “I’m up at 3.30am and training until 5 and then I’m back again after work.” Currently working as the acting superintendent of electrical

THE Cairns Pop-Up Arena will host an allimportant 2021 FIBA Asia Cup qualifier featuring the New Zealand Tall Blacks and Australian Boomers on Saturday. Both countries were scheduled to contest four Group C (Australia, Guam, Hong Kong and New Zealand) games as part of a 2021 FIBA Asia Cup qualifying stage in the Philippines during the forthcoming February international window.
