Cape councils combine for snake training CAPE York councils have been trained in snake handling and management as part of training run by the Local Government Association of Queensland.

In an average year, LGAQ staff make and answer 100,000 or so phone calls and receive more than 50,000 emails but prior to 2020, no one reported handling an enquiry about handling snakes.

So, when the call came in August from Napranum Aboriginal Shire Council to say the com-

munity was experiencing greater than usual venomous snake activity, in particular with a couple of large coastal taipans around

its aged care and childcare centres, it created an unprecedented challenge.

Through discussions with other councils in Cape York, it became apparent the problem was in fact widespread and in need of swift attention.

Napranum approached the LGAQ to urgently organise snake handling and relocation training.

“Ranger Dan” Bamblett, owner of Hands on Wildlife, drove from Townsville – with

his snakes – to the Napranum Community Hall to conduct the first course of its kind the LGAQ has carried out, covering snake identification, snake and reptile behaviour, zero-contact (safe use of hooks and tongs) handling techniques for venomous and non-venomous snakes and, of course, proper first aid treatment for snakebite.

In all, 20 participants – from Napranum, Mapoon, Lockhart River, Weipa and Kowanyama – completed the course.

Rio Tinto urges crews to buy local this Christmas

CHRISTMAS joy will be spread across the Weipa community this year as Rio Tinto looks to support local businesses.

COVID-19 restrictions forced the mining company to scrap its end-of-year Christmas parties and look for an alternative way to thank the workers and their families.

“We know local businesses have been affected by COVID, so Rio Tinto Weipa has partnered with the local business

community, through the Western Cape Chamber of Commerce, to introduce a ‘buy local’ initiative called Let’s keep it Local,” Rio Tinto Weipa acting GM Dan Kelleher said.

“Local businesses will have the opportunity to register as a store where Rio Tinto employees can spend their end-of-year recognition vouchers, valued at $100 each.

“We encourage all local businesses to participate by registering via the Western Cape Chamber of Commerce website.”

Vance Wallin, the president of the chamber, said the initiative would be a major boost for local businesses.

“If every employee gets $100 to spend locally that will put a lot of money back in the community,” he said.

“We are more than happy to facilitate this program because it directly helps locals.”

Local businesses simply need to register with the chamber and keep the vouchers that are used by the Rio Tinto workers.

“The business can then in-

voice the chamber. We’ll be the middle man,” Mr Wallin said.

Weipa business owner Andrew Sands, from Cape Industrial Service and Supply, said: “This is a great idea by Rio Tinto and we’re more than happy to get behind it.

“Christmas parties are on the way out and this spreads the love instead of the money going to one venue or business.

“Most Weipa businesses did it tough this year so they’ll be grateful for this support.”

Maternity service report welcome news for mums

WEIPA mums have thrown their support behind the decision to bring birthing services to the Weipa Hospital.

After reading it on the front page of last week’s Cape York Weekly, Hannah Hayman and Jess Smith gave the news the thumbs up.

“It’s going to be a huge help, particularly for mums who have already had a baby,” Ms Smith said on her morning stroll.

“For some it’s easier than others but it’s still a challenge.”

For all but a couple of years in the town’s history, expecting mothers in Weipa and Cape York have been flown to Cairns to give birth.

Mums are usually flown out four weeks before their due date and then stay a further two weeks in Cairns after giving birth.

Ms Hayman last year gave birth to son Owen in Brisbane because of family support in the south-east corner.

“It was easier than Cairns because we have family down there,” she said.

Ms Smith said it was expensive to have a baby at the best of times and that the added costs of accommodation, transport and food while being away from home was difficult.

Queensland Health covers a certain amount of accommodation expenses, but usually not enough for the whole trip.

“Most people are trying to save up for the baby and to be hit with six weeks of accommodation and being away from home is hard,” Ms Smith said.

“Even if you work for Rio Tinto and they help out with some of the costs, you still have to pay up front and get reimbursed, which can sometimes take a while.

“The last thing you want to do after having a baby is filling out paperwork.”

for the whole time they were out pre-birth was difficult.

“Not everyone has the leave to just be out for four weeks,” Ms Hayman said.

“It’ll be much better for mums to be able to stay at home.”

Former Minister for Health Steven Miles announced last year that planning was under way for a birthing unit at Weipa.

“We’re currently investigating the feasibility of establishing a birthing facility in Weipa,” he said in May, 2019.

There have not been any birthing services in Weipa since the early 1990s.

“While there is excellent antenatal and post-natal care in the region, there is no actual birthing facility so pregnant women have to travel to Cairns to give birth,” Mr Miles said.

“It’s estimated that each year, a low-risk service in Weipa could be used by up to 70 mothers from Western Cape communities including Napranum, Mapoon and Aurukun.”

Cairns Hospital would remain the principal service for women with higher risk pregnancies.

When the Cape York Weekly went down to Pebbles Playgroup in Weipa last Tuesday, mums said they supported the introduction of maternity services.

However, they wanted more information about the systems

that would be in place in case something went wrong.

Charissa Corbett said mothers would want assurances about the quality of care in Weipa.

“I’m worried that things can go wrong, even with low-risk pregnancies,” she said.

“We’ll have to wait and see all the details.”

Nicole Henry said it was tough for expecting mums to be without their partners for extended periods of time but was grateful to have family support in Cairns last time around.

She said for this reason she would consider going back to Cairns again, rather than giving birth in Weipa.

“But it’s good to have choices,” she said.

No time frame has been given on when the birthing suite will be operational.

Plans in motion to free community of Rio Tinto control

Time is right to normalise Weipa

ALL the stars have aligned for Weipa to become a normalised town and form its own council, Michael Rowland says.

The chair of the Weipa Town Authority said the continuation of the Palaszczuk government for a third term was a major positive for the push to normalise Weipa.

That, and the fact Rio Tinto is ready to hand over the keys.

“We’ve been having talks for a long period of time now and things were on the verge of happening just before the election,” Mr Rowland said last week.

“Now that we’ve kept the same government, we shouldn’t lose that momentum down in Brisbane.”

Mr Rowland said if the wheels were put in motion and agreements signed, the next local government election in 2024 would be Weipa’s first as a normalised community.

“That’s the timeline we are working towards,” he said.

“If we could get it done by then it would be a great result for the community.”

Mr Rowland has already ruled himself out of the running for what would be Weipa’s first mayoral election.

“This is my last stint and I ran on the platform that I wanted to guide Weipa to normalisation. That’s my number one objective,” he said.

EYE ON THE FUTURE WEIPA won’t look any different the day it becomes a normalised community, Mr Rowland said, but that won’t always be the case.

“In general it’s not going to look much different to how it is at the moment. All the key services that Rio Tinto and the WTA provide will still be there,” he said.

“Going forward, there will be some noticeable changes.

“This is about future proofing the town so it is not a mining town but a town with a mine.”

The WTA chairman said Weipa was a regional community with 4000 people and had a number of advantages that other remote towns did not have.

Weipa is ready to stand on its own two feet and become a town with a mine, rather than a mining town, says WTA chairman Michael Rowland.

“We’ve got a great airport, a deep water port, a high-earning workforce and some very good public infrastructure,” he said.

“Weipa definitely needs more investment outside of mining and normalising will help boost investor confidence.”

Mr Rowland explained that any potential business had to deal with Rio Tinto first if they wanted to bring industry to Weipa.

That would change if Weipa was a normalised community and had its own council.

“We have to be sustainable and the only way to do that is to grow and bring more jobs and tourism to Weipa,” Mr Rowland said.

“That’s what the state government has always worried about – another council that has to be put on life support.”

As the Andoom and East Weipa mine sites reach their expiry dates, Rio Tinto would have less reason to keep investing in the town, the chairman said.

“The timing is perfect now so

we can transition Weipa away from Rio Tinto’s control so it can stand on its own feet,” he said.

“In the conversations we’ve had with Rio and the government, there is an understanding that Rio Tinto will need to keep contributing over a period of time.

“Those details will be key but we need to get a Memorandum of Understanding signed and start the clock.

“There will be key milestones that need to be achieved along the way, but we are talking about a 10year period of transition.”

RIO TINTO SUPPORT PREVIOUS administrations have presented as a stubborn road block to normalisation but the current decision makers at Rio Tinto support the change.

Dan Kelleher, the acting GM of Weipa’s operations, said Rio Tinto was ready to hand back the keys to the town.

“Normalisation is extremely strongly supported by Rio Tinto and, for the first time ever, we have

the support of the government,” he said at a community forum.

Mr Kelleher said progress was stalled due to the state election but indicated a Memorandum of Understanding could be signed between Rio Tinto and the Queensland Government in January.

“The director-general for local government is supportive of normalisation,” he said.

“If the support for normalisation is still there from the government in December or January we could sign an MoU that would look to having something formalised and be ready to go by 2024.”

Mr Kelleher said Rio Tinto was committed to making sure Weipa was able to stand on its own two feet as a normalised community.

they always do. There won’t be a lot of noticeable changes,” he said.

“For most residents, it’ll be business as usual.

“We are just thinking about the future and what things will look like in 10 years, 20 years, 50 years.

“It’s important that Weipa does this now so the future is secured for the community.”

MILES THE NEW MAN A CHANGE in the Queensland government ministry should not have a major impact on momentum, Mr Rowland said.

Deputy Premier Steven Miles was last week handed the portfolio for Local Government, replacing Stirling Hinchliffe.

“I’m fairly confident we won’t (lose momentum,” the WTA chair said on Wednesday.

“A lot of the work is done by people within the department.

“The Minister is at the top of the pyramid and signs off on it all, but the department guys do the work.

“We’ve had assurances that everything is moving forward.”

HOUSEHOLD rubbish from Mapoon will soon end up in the Weipa landfill.

The Mapoon Aboriginal Shire Council last week said that it’s landfill was full and that a garbage truck from Weipa would start coming up once a week on Wednesdays to collect residential rubbish.

Weipa has been discussed as a hub for Western Cape rubbish disposal in the past, although the current Evans Landing site is also nearing capacity.

Locals urged to share the Christmas cheer in Cape

WEIPA Community Care is proud to support the Weipa Child Safety Hub in its Bring A Smile To A Child campaign, as well as the new Hampers for Carers program.

It was through last year’s generous support received from Woolworths Weipa, Sunshine Mitre 10, Goodline and Rio Tinto that the 2019 campaign was a huge success.

Weipa Community Care has agreed to support Child Safety in raising funds and collecting donations for the purpose of purchasing Christmas gifts for children in kinship and emergency care, We’ll also facilitate food hampers to support the carers and their families.

Our aim is to develop and foster a sense of belonging and connection within the family unit and encourage positive relationships with peers and elders alike, while improving social connectedness and quality of life to support confident and involved children and families.

Students given a practical lesson

LAST week, Year 12 students took part in the Road Attitudes Awareness Program, organised by Queensland Fire and Emergency Services.

Unfortunately due to the students’ age and where they live, they are the most likely group to be involved in a road traffic crash.

Monday’s session involved our students witnessing a car crash response demonstration.

This was a collaborative response by all branches of our local emergency services.

Students were shown the process involved with handling a road crash – from receiving the call, arriving at the scene, assessing the situation and providing first aid and support to those involved.

Year 11 students Miriama Welsh and Tori Kowalski put in brilliant acting performances playing the casualties of the incident.

Tuesday’s session involved a conference in the Resource Centre where students examined the contributing factors of road accidents, what to do in an emergency and the impact being involved in a road accident can have on themselves, their family and the community.

calls Carpentaria Golf Club has Shire for artists sights set on strong future to step up STRENGTHENING Cape York’s only publicly-owned golf course is a major priority for Michele Elms, president of the Carpentaria Golf Club in Weipa.

Last week, she said a $15,000 grant from Rio Tinto’s Community Development Fund would be spent on developing a business plan for the club, as well as training.

“We are a not for profit, member-driven and community-orientated club that operates 12 months of the year, seven days a week, on and off the golf course,” she said.

“Community clubs such as ours are not only providing public sporting facilities, they are important community hubs for social interaction and engagement.

“Our facilities allow us to offer our members, guests, and the broader community a venue for hospitality, entertainment, fundraising and sporting with our 9 hole, 18 tee golf course.

“Our members have shared values and a sense of belonging and this strengthens the social fabric as well as promotes and builds a strong community.”

Ms Elms, who has been a stalwart at the golf club alongside husband Brett, said the success of the club was heavily dependent on the expertise and skill set of the elected volunteer management committee.

“The long term success or failure of any club should not be dependent on the vision and skills of its management committee,” she said on Wednesday.

“The funding received through this program will enable us to engage an independent non-biased financial and business advisory service to complete a financial health check, and implement recommendations.

“In addition, the funding is sup-

porting us to bring an industry specialist to Weipa to provide governance workshops and technical training to not only us, but other community sporting and not-forprofit clubs.”

Ms Elms said that as a local organisation, the club needed to be able to respond to the needs of its members, guests and community.

“At the end of this project, we hope that Carpentaria Golf Club will have documented operational

and strategic business plans and processes in place to guide future committees,” she said.

“The impact of this funding is broader than our club.

“In remote areas, you find that a lot of committees are supported by the same people, or have connection to others.

“By building the knowledge and capability of committee members, these skills can be transferred to other committees and clubs.”

COOK Shire Council, in partnership with the Regional Arts Services Network, says that applications are now open to all Cape York and Torres Strait Island artists for the chance to take part in a once in a lifetime opportunity to showcase their talents while developing their arts practice and professional business acumen.

The Cape York and Torres Strait Island Regional Arts Showcase will be held from June 9-13 next year as part of the Cooktown and Cape York Expo.

Forty artists from across the Cape and Torres Strait will be selected to take part in the program that includes mentoring from industry professionals; workshops on pitching, arts management and skills development and networking events.

Performing artists will also have the opportunity to demonstrate their skills and showcase their work at the Reconciliation Rocks Festival (11-13 June) while visual artists will have their works showcased at an exclusive exhibition and opening night event.

Cape York pauses to pay respect REMEMBRANCE Day services were held across the Cape last Wednesday as community members paused to pay their respects.

At Weipa, the visit of the 383 Squadron from RAAF Townsville added to the commemoration.

The squadron was in the Cape as part of a familiarisation trip to RAAF Base Scherger.

Wing Commander Alan Brown said he was pleased his team could join in the Weipa service.

“It’s a significant day on the Australian calendar and we were happy to play a role for the Weipa RSL,” he said.

Those thoughts were echoed by Lloyd Williams, president of the RSL sub-branch, who thanked the 383 Squadron for its attendance.

Elsewhere, Aurukun residents gathered in the town centre for an intimate service, while Western Cape College students at Mapoon paid their respects at the school.

Student leaders at Mapoon led the service last week.

Students at Mapoon paused to reflect for Remembrance Day.

The 383 Squadron from Townsville was in the Cape and stopped by to take part in the Weipa Remembrance Day service.

Mixed netball champions crowned DYNAMIC Weipa mixed netball side YNO blitzed its rivals to win the A-grade grand final on Friday night.

The game was over at halftime as YNO led Dry Season 17-7 and the gap was extended as the champs went on to win 35-12.

Young gun Miriama Welsh was named MVP of the final, playing alongside older sister Kaiawa and mum Rochelle.

The winning team thanked the umpires and committee for working hard to keep the season alive during COVID-19.

In the B-grade final, Guzins had to work hard to beat Interceptors, winning 26-19.

Dirt kart season finishes on high RACING was at its best on Saturday night at the Weipa Motosports Complex as dirt kart racers put their pedal to the metal in the endof-season Enduro.

Big fields of racers hit the track for heats and a final as they battled not only their rival drivers, but the reliability of their karts.

Ben West, returning to Weipa from the Tablelands, said it was a thrill to be back on the track.

“This is so much fun. The track is perfect at the moment,” he said with a big smile.

The first race of 2021 is likely to be in March or April.

Visibility was an issue if you were back in the pack.

Two leaders found trouble on a bend after making contact.

FELISE Kaufusi has called on Maroons firebrand Tino Fa’asuamaleaui to smash Payne Haas by any legal means in the State of Origin decider this Wednesday.

Fa’asuamaleaui and NSW prop Haas wrangled with each other in a fiery confrontation in the Blues’ 34-10 win in Sydney and both were sin-binned for their trouble.

All eyes will be on the pair at Suncorp Stadium and Kaufusi has urged his former Storm teammate to maintain the rage, but in a targeted fashion.

“I expect them to go head-tohead. Whether or not punches will be thrown, I don’t know, but they will be ripping into each other on Wednesday night,” Kaufusi said.
