Lyons-Mehama Water Board Recall Goes to Ballot

Residents of Lyons and Mehama are faced with a tough decision: recall or hold the four elected Lyons-Mehama Water District (LMWD) board members on the Linn and Marion County special election ballots. The recall was organized by Concerned Citizens for Safe Water (CCSW). The cost of the recall election will be paid by the Lyons-Mehama Water District. As of April 4, 35% of ballots mailed to Marion County residents have been returned. Ballots are due April 12 by 8pm and can be dropped at Lyons City Hall or US Bank in Mill City in addition to mailing. Postmarks do not count. Regardless of the recall decision, two positions are up for re-election this coming May 17. Officials said the results of the recall will not change the May 17 election. Officials will not comment on how the two remaining positions will be filled, if the recall of all four board members is successful. The four LMWD members up for recall are Terry Tegg, Bruce J Matthis, George L Geddes and Gene Coles. Each received 118-122 voter signatures in favor of the recall in a petition, based on the following regulatory concerns: August, 2010 Public Health Division of DHS Drinking Water Program cited these LMWD deficiencies: • Since 1988: No cross-connection control program, monitoring requirements not complete • Since 2002: Pressure less than 20 PSI at some locations, no written coliform (bacteria) sampling plan, master plan older than 20 years, no emergency response plan, no storage tank inspection/cleaning schedule or records, no record of daily chlorine and caustic soda dose, tracer study not conducted • Since 2007: Consumer confidence report missing or late, operation and maintenance manual incomplete, turbi- Continued on back page

In Focus: Mari-Linn Elementary and Middle School Artist in Residence
Congratulations, Principle Jeri Loftus
on your marriage to Mr. Russ Loftus on March 22.
Formerly Jeri Harbison, the Mari-Linn principle and her new husband were married over spring break in Las Vegas. Mrs. Loftus has been working for the North Santiam School District for almost twenty years. ―I always think about this community as being mine...I’m so proud of how supportive everyone is.‖ Mr. Loftus is from the Portland area and is a fleet & logistics manager for the West Coast Region.

Students got a chance to get their hands dirty this past week thanks to a $500 grant from the AJ Frank Foundation and help from the PTA. Pottery artist Kathy Lord guided 1st-3rd graders through making clay fired ladybugs, frogs and decorated leaf plates; older kids got creative with handcrafted usable mugs. This is the first year (in many years) that the school has had an Artist in Residence from the Salem Art Association. Special thanks to the Mari-Linn PTA and Mandi Atiyeh for organizing the event.

Student Competes at Speech Competition Eighth grade student Shelby Wilkins was honored this past March 16 for her speech abilities. The Mari-Linn student competed in the Stayton Rotary Speech Contest against other eighth graders in the district. Her topic focused on her decisions regarding animal testing in response to the topic question ―what are the four truths and how have you applied them to making a decision‖. ―It was challenging to think of a good subject because the topic was so broad,‖ said Wilkins. ―But once I found a topic that I was passionate about, it was easy. It was also great that my best friend Cassandra Smalley from Stayton Middle School was there.‖ Shelby Wilkins was escorted by her grandfather to the event held at the Santiam Golf Club.

Outdoor School Bingo Fundraiser, April 9, 6:30-9pm: Proceeds to send 24 local sixth graders on a five-day trip to OMSI’s Hancock Field Station near Fossil, OR Family Fun Night and Book Fair, April 12, 5:30-7pm Free dinner, book fair and student art show. Participants can purchase books to support the Mari-Linn Library and visit classrooms for fun activities. Box Tops For Education: Over in $400 redeemable rewards was collected by the Mari-Linn PTA and local residents. The funds will be used to purchase equipment for students. Jump Rope and Hoop for Hearts: Mari-Linn students and families raised over $1300 for the American Heart Association. Third grader Mira Cross raised $300; seventh grader Morgan Hunt raised $50 for the foundation. The school will receive $100 in new PE Equipment. Papa Murphy’s Pizza Night The Eight Grade Promotion Committee-organized fundraiser raised $246 (plus $100 in donations) from community members who purchased pizzas from the Stayton pizzeria.
Detroit Sign Maker Makes His Mark on the Canyon Local resident Dave Shelton has spent the past 35 years developing his craft of sign making and design – and making his mark on the Santiam Canyon at the same time. While attending art school, Shelton took a course in sign painting which led him to purchase White Water Signs and Graphics from his retired boss at the age of only 19. He’s been perfecting his craft ever since. Local residents view his work every day at places like the Canyon Life Museum, Kelly Lumber Sales and Rosie’s Mountain Coffee House. ―I enjoy the design aspect,‖ said Shelton. ―I like taking the customers ideas and giving them options and solutions, then making it a reality.‖ White Water Signs and Graphics does all types of signage, from small directional signs to banners to large signs like the entry to the City of Mill City. Their technology allows them to take a design and print a multi-colored ―sticker‖ that adheres to a backing. ―Most sign companies are product driven – I’m design driven. Habitat for Humanity Fundraiser a Success
Local Bakery Finds New Home
Lyons-based Sugar & Spice Bakery is moving out of the home kitchen and into a retail outlet in Lyons to broaden their ability to make more of the delicious treats for their customers. The gourmet bake shop will open in June and will feature loose leaf teas, coffee and ―chef’s choice‖ of baked goods for the day. Partners Sarah Smith and Bonnie Taylor got the keys for the building this past April 28, located at 711 Main St in Lyons. Renovations will start soon with a complete redesign, new landscaping and new roof. ―I’m really excited about being able to talk to people face to face,‖ said Sarah Smith.
Santiam Canyon and Stayton residents gathered this past April 2 at Regis High School to help raise funds for the new Mill City Habitat house for Joseph & Tanya Samuell and their five children ages one to thirteen. The fundraiser was organized by SLAMMS (Stayton, Lyons, Aumsville, Mill City, Mehama, & Sublimity) the local division of Habitat for Humanity and included breakfast from the Covered Bridge Café. Guests were also shown a slideshow of how the organization has helped other people, including a family dealing with Autism. The Mill City build has already begun, with a scheduled ―Mini-Blitz Build‖ to complete framing and roofing this coming April 23. Mill City Middle School students got a chance to get out of their chairs this past March 31, combining speed and agility with knowledge about shape forms and equations. Students travelled from group to group around campus answering questions like ―find the quotient of 24 divided by 6‖ and ―what shape has three equal sides‖. Some groups were formed into teams, with one team member answering the questions and another playing ―trash can basketball‖ to score points. Those with the most points went on to compete in a finale assembly, which included a ―π in the face‖ (pi in the face). The school-wide ―Math Day‖ was organized by Janet Sexton, Dan Cunderman and Lynn McClatchey, plus sixteen other volunteers from Santiam High School and the community.

Canyon Arts Festival Coming To Mill City This two day Arts and Entertainment fun filled family event kicks off April 29th with an evening of music ―the Battle of the Bands‖ at Santiam HS Auditorium. Start the next morning Saturday April 30th with a 5K family fun run/ walk around Mill City ending near a food court full of enticing treats and live performances with music, magic, and drama that will continue throughout the day. Green Machine Jazz ensemble, Cwerks Live Theatre, Don Freed magician are slated, to name a few.

The entire three block downtown campus from Santiam High School to Mill City Middle School will be cordoned off to fill all the indoor, and out door space with artists, craftsmen, a writers workshop, street vendors and performers, music and merriment. A dizzying display of fun and inspiration is promised. A few noted attractions include: The Amazing Spaghetti, Amazama Juggling School, (you too can learn to juggle!) live chainsaw carving and blacksmithing demos. Inside you’ll find galleries and tables full of Arts and quality handmade crafts on display and for sale. This weekend brought out the best of the best: volunteer search and rescue teams from all over the state came to the N. Santiam Canyon to practice their swift water rescue skills, partially in response to the ongoing search for the body of Lori Blaylock, a missing Bend woman, whose body was last seen on the Bruno Mountain Run section of the N. Santiam river near Idanha. The all volunteer team above trains at least once a month, and responds to search and rescue calls throughout Oregon. Why? ―These people...give everything, and ask nothing in return,‖ said Wade Phillips, a volunteer from Clackamas County.

New steelhead are coming into the lower river; a few have gone upstream to Mehama, but most are still lower in the river. Quite a few eagles, osprey, herons, geese, ducks, kingfishers, and other birds are seen on most river outings. Salmon and steelhead smolts are going downstream towards the ocean, so the food supply for big birds is good. The adult birds and game are in the reproductive season, so we expect unusual behavior. As soon as the mating stops, the serious nest building occurs, and we have a quiet period until it is necessary to feed and exercise the new young hatchlings. The upcoming warm weather will bring a flurry of activity to the riverbanks. On the April 2 trip, the river flow at Packsaddle was 1,670 cubic feet per second, and the flow had increased to 6,440 cfs at Mehama because of heavy inflow from Mad Creek, Rock Creek, and Little North Fork. Those river levels would be treacherous in the upper river but in the lower sections the river is just a little deeper. There are still a few items of litter and debris that volunteers could help clean up. In general, the river is clean and has a semiwilderness feel most of the way. A little more help will make it even more beautiful. The next Learn the River trip is from Mehama to Stayton on May 7. More information is available from North Santiam River Guides Association, from Steelheaders Salem Chapter, from North Santiam Watershed Council, or from my contact info listed below. The trips will be discussed at meetings through April. Last week, the river at Packsaddle was pretty constant around 1,600 cfs. Large rain and snowmelt events caused Mehama flow to vary from 3,570 cfs up to 6,480. Upper and Lower Bennett Dams are problematic at high levels.
