FROM THE DESK OF THE FILM COMMISSIONER
W
e’ve had a number of features and shorts filmed in and around town, so we’ve been quite busy while also preparing for the Sundance Film Festival’s Boulder debut. If you weren’t able to attend the Boulder County Film Commission’s first-ever Creative Expo, it was exciting to see our creative community come together to show off their world-class talents to leaders in Boulder County’s business community. We had over 400 attendees — not bad for our very first Expo. Speaking of Boulder’s creative community, we’re proud to feature so many of you in the 2027 Boulder Creative Directory. This issue includes a new Arts & Culture section, which features performance and visual arts organizations and individuals. Take a spin through these pages to learn more about the amazing talent we’re so proud of in Boulder County. I take great pride in serving as Boulder’s film commissioner, and I was honored to be one of 150 film commissioners from 28 countries attending the Association of Film Commissions International (AFCI) Studio Summit in Los Angeles this year. I was able to talk about Boulder to a wide variety of studio executives, location managers, production companies, and film commissioners, and of course I gave EVERYONE a printed copy of our beautiful Creative Directory. In the four years that I’ve been film commissioner — well before the Sundance Film Festival was even on the horizon — we’ve been working hard to help build Boulder’s film community. When productions are interested in filming here, it’s important that we have not only the experienced crewpeople they need, but also the appropriate infrastructure to support them. Our events help bring together these stakeholders, which is vital. If you’ve never attended one of our Schmoozers, please try to attend one!
They’re fun networking events, so if you like meeting new people in the creative industry, or if you’re looking to build new business relationships, or if you’re new to town — drop by; you’ll be happy you did. We typically get hundreds of people attending our Schmoozers; be sure to get on our email list so you can register well in advance, before they fill up. Just go to our website and sign up to receive our free newsletter.
THANK YOU to our Film Commission volunteers, along with all of the Boulder Chamber staff and ambassadors. Because of them, we’re able to host fun and informational events such as our quarterly Filmmaker Support Groups at the Trident Cafe, monthly happy hours before “Classics with Jeffrey Kash” at the Dairy Center, quarterly roundtables, monthly Screenwriters Meetups at KGNU, and our “Local Lens” monthly film screenings at the Boulder Marriott (where we show films made solely by Boulder County filmmakers). Thank you to Deputy Film Commissioner Tom Parkin for all that he does to build up our film community every second of every day! Thank you, Rob Shearer, Brook Aitken, Larry Ellmore, Lance, Merrie, Jenny, Julia, Debra, Alexander, Kevin, Jared, Molly, Justin. And special thanks to the Boulder Creative Directory team--Tom, Avis, Hilary, Jacqueline and Robyn—for their awesome help in putting this publication together. OMG, I could go on and on. It really does take a village! I’ve been a filmmaker for over 30 years in Boulder, and this is a very exciting time for our industry — and for Boulder. Let’s keep pushing forward and stretching the boundaries.

Joining Forces
Thriving Together
I
t’s been two years since the Boulder County Film Commission joined forces with the Boulder Chamber, uniting our film production and creative digital arts community with our traditional business membership. Together, we are a powerful force. The Boulder Chamber has always recognized and valued the talent our community harbors in the film industry. Of course, there is our amazing Boulder International Film Festival, which highlights many local film producers. We also house one of the nation’s leading avant guard film centers at the University of Colorado. But that doesn’t even begin to scratch the surface in terms of international award-winning filmmakers and creative digital arts specialists who reside in our midst. The Film Commission has become a force for uniting that abundance of talent for the purpose of collaboration, mutual support and skills development, and attracting more film production work to Boulder. Now, united with the Boulder Chamber, our local film and creative digital arts industry is fully ensconced as a beneficiary and partner in Boulder’s economic vitality efforts. That means you have the full force of the Boulder Chamber’s advocacy, workforce
development and business relations resources working to make this community as supportive as possible of your creativity and business goals. We hope you’re noticing the difference. It means making sure that you find an easier path to securing film permits. It looks like successful lobbying for additional tax incentives. It entails relationships in the local business community that lead to more corporate partnerships and access to beneficial support services. And it takes the form of an expanded network of film and creative digital arts talent and business community leaders joining forces to make sure we’re elevating you and your industry partners. The formula is simple: When you thrive, it means the film and creative digital arts industry thrives, and it means our entire economy thrives. That is why the Film Commission and the Boulder Chamber joined forces and, after just two years, it’s great to see us thriving together!

I
Manager, City of Boulder Office of Arts and Culture
spend my working hours thinking about art and the people who make it. Lately, I keep returning to a slightly absurd thought: Artificial intelligence can do some great things, but it cannot be angry. It cannot be sad. It cannot be horny. It has not suffered or been challenged or frustrated or joyous or desperate — and these are the human experiences that help us make art. That distinction is at the center of some of our recent work at the Boulder Office of Arts and Culture. The arts community has been wrestling with what it means to support human artists when a machine can generate a passable sketch in nine seconds. The Arts Commission’s draft values on AI put it plainly, stating that human creativity is irreplaceable, and the artistry, relationships, and lived experience people bring to cultural work simply cannot be automated. We recently finished Boulder’s tenyear arts and culture plan, the Boulder Arts Blueprint (bouldercolorado.gov/ projects/boulder-arts-blueprint). The Blueprint makes clear that a sustainable creative career requires shared support like fair pay, training, funding, promotion, and directories like this one. If Boulder wants to keep its creative economy, it has to invest in it with the same intentionality it gives sectors like biotech or aerospace. When we imagine the next decade or two, what are we trying to protect? What is the essence of this town, and how do we keep it feeling authentically like itself ? My answer is that the
essence is largely made of art and creativity and making, as well as the people who do the creating. You can find these people everywhere in Boulder. They’re the muralists who have turned alleyways and blank walls all over town into something worth wandering for, often with themes around social justice and the idea that joy itself is a form of resistance. They’re the theater-makers who hand the microphone to people experiencing the hardest issues of our time and help them tell their own stories. They’re the symphonies and the
...what you get back from a human being comes with their anger and deep thought, joy and midnight stubbornness baked into it, and that is precisely the thing worth paying for.
crowded shows and the musicians and potters and poets and dancers and filmmakers. These creatives got to where they are through some mix of obsession, grief, joy, and a drive that won’t let you sleep until the thing is finished. That’s the part a machine cannot counterfeit. It can imitate, but it has
never lost anything, wanted anything, missed someone, craved something, or stood in a cold garage at midnight with paint on its hands. The output might look finished and refined. It just doesn’t come from anywhere. And art that doesn’t come from anywhere tends, eventually, to feel like nothing. Which brings me to the directory in your hands. Every name in it is a real person carrying exactly the thing no machine ever will. So, when you need a photographer, a designer, a muralist, a musician, a film crew, a maker of any kind, hire someone from these pages. Hire local. Yes, the machine could be faster and cheaper and instantly gratifying. But what you get back from a human being comes with their anger and deep thought, joy and midnight stubbornness baked into it, and that is precisely the thing worth paying for. It’s also the thing that keeps our town feeling like a place rather than a product. To everyone who flips through these pages and hires the creatives here, thank you. You’re keeping real artists working, and you’re keeping Boulder Boulder. Lauren Click is an arts and culture leader, manager, and advocate based in Boulder. oulder County is home to filmmakers and creatives who have
won Academy, Emmy, and Grammy Awards, as well as countless film festival accolades (including the Sundance Film Festival and the Boulder International Film Festival). Yet recently, a dear friend in Boulder shared a terrific video about her company that has been posted on social media and her business website. My heart sank when she told me a San Francisco company made it.
I’ve been a professional video producer and filmmaker for 30 years in Boulder. My friend’s decision to hire a San Francisco company left me questioning my ability to market my professional services to my community, friends, and family. All too often, Boulder County businesses hire content creators from out of the area. Do they not know about the world-class creative talent we have here in Boulder County? Or do their Google searches lead them only to the national companies that pay to be at the top of their search results?

place where filmmakers come from all over the world to share independent stories with audiences for the first time. It’s a place where you will hear engaging Q&As following the movies and panels that lead to many memorable conversations. And the Festival is a place of community that you will be a part of. The Sundance Film Festival complements our local art and film culture, adding another layer to what we continue to build and enjoy in our city and state. The venues in Boulder are all rooted in the city’s history and its residents’ daily lives; they are a meaningful part of our community. These venues will present state-of-

What I’ve learned in the more than twenty years I have attended the Sundance Film Festival is you never know what you will see and experience. It’s about stories and artists, and it’s also about the community that is a part of the ecosystem for the full eleven days of the Festival. Most of the invited films are made independently and come to the Festival without distribution, hoping the world

This also brings industry visitors from around the world, including sponsors, media, distributors, agents, publicists and the support system that comes with a film, including the film teams’ families and friends to cheer them on. Some of my favorite memories of the Sundance Film Festival have been meeting people in line for a film or in a coffee shop or restaurant. There is something magical about experiencing stories with people you don’t know. These experiences bring us together and become part of the memories we take home. industry had evolved over the years I’d spent in it. The opportunity was clear. We just had to approach it differently. s I began developing my first feature, A The Man Who Changed the World, I quickly realized how challenging making a film can be. I needed a production office, a soundstage, huge parking lots for star wagons, catering trucks, and union vehicles. Every department needed space for 3,000 costumes, dozens of period cars, art department assets, and set construction. On top of that, I had to figure out where to build a life-size version of my childhood home My old high school in Denver was being converted into a STEM campus but was 95% empty. We reached out to the Westminster School District and secured a 120-day lease for the entire school for just $7,000 — with one condition: We would conduct master classes in each of the film specialties for the district’s high school students interested in any aspect of film. This model worked so well that I began talking with government

leaders about repurposing underutilized public areas, including empty government buildings and high schools across the state, as film sets. Gov. Jared Polis came to set one day while we were filming The Man Who Changed the World. We were filming a 1947 period piece in front of the Boulder Theater while simultaneously announcing that the Sundance Film Festival was coming to Boulder. Gov. Polis asked how he could help get my film produced. I replied, “I will not ask you for tax incentives…yet. What the greater film community and I need are empty high schools strategically located throughout Colorado’s great filming locations.” That’s the vision behind Ranch Productions. We see these empty high schools being transformed into office and warehouse facilities for lighting companies, sound teams, costume houses, and the entire filmmaking ecosystem. In return for free or low-cost space, the tenants
would teach master classes and mentor students. Storytellers would have enough space for a vertically integrated approach to making films complete with talent, stages, casting, locations, and possibly even coordinating funding where needed. And just imagine high schools like mine that have a 1,600-seat theatre where the finished films can be shared with Sundance Film Festival moviegoers all around the state! Ranch Productions wants to liberate storytellers in Colorado, and we have one chance to get it right. Our time is now. Dean Stoecker is an entrepreneur, filmmaker, philanthropist, and storyteller with deep roots in Colorado. He co-founded data-analytics company Alteryx in 1997 and helped build it into a global technology leader. Before You Roll 5 Things to Know About Filming in Boulder
©JUSTIN GREENSTEIN
Boulder has the locations, talent, and community spirit to support great productions. The city’s Office of Special Events and Film and the Boulder County Film Commission help keep filming safe, smooth, and respectful of the places and people that make this such a compelling place to tell your story. BY JUSTIN GREENSTEIN Manager, City of Boulder Office of Special Events and Film
B
oulder is a special place to film. From the Flatirons and open space views to our downtown streets, neighborhoods, parks, trails, and local businesses, the city offers a rare mix of natural beauty and vibrant community life. It is exactly the kind of place that can make a production feel grounded, memorable, and visually distinct. As the City of Boulder’s Office of Special Events and Film, our role is to help productions understand when a permit is needed, connect them with the right city departments, and make
sure filming can happen safely and respectfully on public property. We want Boulder to remain a film-friendly community while also protecting the public spaces, neighborhoods, businesses, and city operations that make this place so unique. Before you roll camera, here are five things to keep in mind.
1
Know whether you are filming on public or private property.
In general, a City of Boulder film permit is required when filming takes
place on City of Boulder property. A city permit is not required for filming on private property, though productions should make sure they have permission from the property owner and are aware of any other applicable requirements. The Boulder County Film Commission’s resources page also directs filmmakers to the appropriate City of Boulder, Open Space and Mountain Parks, and Parks and Recreation permit pathways. Public property can include streets, sidewalks, plazas, parks, trails, city facilities, open space areas, and

other public spaces. Some locations may require review by specific departments, so it is helpful to identify your exact filming location as early as possible.
2
Think about impact, not just crew size.
Even a small crew can create a significant impact depending on the location, equipment, timing, or activity. Filming with a drone, reserving parking, using generators, requesting a street or sidewalk closure, or filming in a busy downtown or park location may require additional review. Beginning in fall 2026, Boulder’s film permit fees are based on the size, scope, and level of impact to public property, neighborhoods, and city operations. Small productions and still photography permits remain free, while medium-size productions are assessed at $250 per day and large productions at $500 per day. The more clearly you can describe your crew size, equipment, vehicles, parking needs, timing, and public impacts, the easier it is for city staff to determine what level of review is needed.
28
2027 BOULDER CREATIVE DIRECTORY
3
Build in enough lead time.
Early communication makes a big difference. Even a simple shoot can require coordination if it involves public property, open space, parks, drones, parking, or impacts to pedestrians, cyclists, buses, vehicles, businesses, or nearby residents. The best applications are clear, complete, and realistic. Include your proposed date and time, location map, crew size, equipment list, parking and loading plan, drone information if applicable, and any anticipated public impacts. This helps staff route your request to the right reviewers and identify any issues before they become last-minute problems.
4
Boulder has many great locations, but each one has its own considerations.
Filming downtown is different from filming in a neighborhood, park, open space area, or public right-of-way. Each location has its own operational considerations, such as pedestrian access, business activity, environmental protection, parking, traffic, emergency access, and daily public use.
That does not mean filming cannot happen. It just means the city may need to place conditions on the permit to make sure the production works well for both the film crew and the community.
5
The Boulder County Film Commission is your partner.
The Boulder County Film Commission is a great resource for productions looking to film in Boulder and Boulder County. The Commission helps productions navigate permitting, identify locations, connect with local crew and support services, and access resources for Boulder’s film industry. The Boulder Creative Directory is another important tool for connecting with local creative talent, from filmmakers and producers to editors, photographers, production support, equipment rentals, and more. With thoughtful planning and early coordination, our office can help make sure filming is successful, safe, and respectful of the public spaces and people that make Boulder such a compelling place to tell stories. Justin Greenstein is the manager of Boulder’s Film Permitting Office, which provides permits for filming in any city-owned facility, city streets and sidewalks, the Pearl Street Mall, and city parks and open space. bouldercolorado.gov/services/filmpermit-application

Where creativity

connects

Two decades at the center of Boulder production has shown the crew at Pro Photo Rental that the city’s greatest resource is its people and the relationships they forge.
O
ne of the great privileges — and unique perspectives — of operating a rental house in Boulder is the enormous cross-section of the creative community we get to speak with every day. On any given morning, we might hear from an independent filmmaker preparing for a passion project, an agency producing a national campaign, a visiting production assembling a
local crew, or an in-house marketing team solving the inevitable lastminute problem. We treasure these relationships and all that they have taught us over the past twenty years. The strongest thread tying those conversations together is also one of the things we love most about Boulder: This is a place where creators genuinely believe that a rising tide lifts all boats.

This is a place you come not necessarily to “make it,” but simply to make.
There is competition, of course. Creative professionals still bid against one another, pursue the same clients, and work hard to distinguish themselves. But competition does not have to come at the expense of generosity. In Boulder, we regularly see people recommend another photographer when they are unavailable, share a location they discovered, lend a hand on a difficult shoot, welcome an out-of-town production into the local network, and connect a client with the crew member who is exactly right for the job. Those gestures may seem small, but together they create something meaningful: a creative ecosystem built as much on relationships as résumés. The partnerships among creators, vendors, agencies, venues, crew members, and local organizations feel less like a collection of transactions and more like a community. People remember who helped them. They return the favor. A conversation at a rental counter leads to a referral. A crew member from one production becomes a collaborator on the next. An assistant becomes a director, producer, or business owner—and brings others along. From our vantage point at Pro Photo Rental, we are fortunate to see many of those connections happen (and sometimes even foster some ourselves). Our most important role is obviously to provide the equipment that productions need. But the work has never felt like it is only about the gear. We’ve also become a meeting

point, a place where local and visiting creators exchange ideas, troubleshoot challenges, compare approaches, and occasionally discover that the person standing next to them in our front office may be the perfect match to help with their next project. We have always tried to contribute to that spirit. Sometimes that means talking through the best equipment for a particular creative challenge. Sometimes it means finding a solution when plans change at the last possible moment. Sometimes it is simply pointing someone toward another talented person or local resource. That kind of support is not unique to us. It is something we witness regularly throughout Boulder’s creative community. Boulder is not Los Angeles or New York, and it does not need to be. Those cities have extraordinary talent and opportunity, but they can also create the sense that every relationship is a ladder and every colleague is a competitor. Boulder offers something different. This is a place you come not necessarily to “make it,” but simply to make. You make the documentary you cannot stop thinking about. You build the small production company you always wanted to work for. You gather a crew of talented people who also happen to be people you enjoy spending twelve hours with. You experiment, take risks, share knowledge, and build a sustainable creative life, often with the mountains visible while on set.
That does not mean the work is smaller or less ambitious. Boulder’s creators produce exceptional work for local organizations, international brands, nonprofits, broadcasters, and audiences around the world. That collaboration extends to the directors, producers, and crews who come here from across the country and beyond. The difference is not a lack of ambition. It is a broader definition of success. Success here can mean doing excellent work without treating every project as a zero-sum contest. It can mean building a career while helping someone else build theirs. It can mean belonging to a community where collaboration is not merely a pleasant ideal, but part of how the work actually gets done. After two decades (and counting) of conversations with Boulder’s creators, that is what continues to inspire us most. People here want to make good work. They also want to make the place where they live and work a little better for the next person. And we wouldn’t want it any other way. Jared Kohlmann owns Pro Photo Rental, a Boulder-based photography and video equipment rental company. A photographer and entrepreneur, Jared founded the company in 2007 and has grown it into a trusted resource for photographers, filmmakers, production companies, and visual artists.
Discovering Boulder’s
B-Side
ARTICLE + PHOTOS BY MIRANDA CARNESSALE Co-owner, COlabs
A location manager found the Front Range’s cinematic character so compelling that she decided to make Colorado home.
I
n the summer of 2022, director George Nolfi called me to location manage Elevation, a film shooting across Boulder County and the Front Range. I had never set foot in Colorado. As I drove in on Highway 36, part of my brain was already working, taking in the orientation of the streets, the relationship between the mountains and the grid, the way the Flatirons give an instant compass. In Boulder, west is never a question.

From Flagstaff Road, from NCAR perched on its mesa, from a dozen overlooks I catalogued in those first weeks, Boulder has a distinct cinematic identity. What surprised me most was the accessibility. Above-treeline terrain — the kind of dramatic, raw landscape that elsewhere requires a serious hike or an ATV and half a day — sits right off the road here. Every canyon route toward the Peak-to-Peak Highway was a serene respite inside otherwise relentlessly full workdays. I was on the clock, always, but driving Sunshine, Left Hand, or Boulder Canyon in the early morning felt like something was being returned to me. Location scouting is a fast track into a place’s soul. Over the four months I

Greenstein, manager of Boulder’s Office of Special Events and Film, understands what production needs. He has been a consistent, reliable resource in a process that can turn bureaucratic very fast. The City of Boulder film permit office operates with a speed and friendliness that should serve as a model for other municipalities. The combination of accessible open space, historic Americana character, and institutional support makes Boulder a serious production destination.
FIlm shoot in an airplane hangar at Boulder Municipal Airport.
spent driving the canyons, knocking on doors in small mountain towns, and building relationships with local leaders, I came to understand Boulder the way you can only when your job requires total immersion. The surrounding communities pulled me in as much as the city itself: Nederland, Ward, and Gold Hill with its hand-painted signs and historic mining cabins. Eldorado Canyon State Park. Bluebird Road winding through Chautauqua, where the open space changes color with every shift in light and season but never stops being beautiful. When the producer handed me my return-home date in early December, I wasn’t ready. The decision was immediate and decisive. After months of learning every canyon and back road in Boulder County, I knew exactly where I wanted to live. And knowing how to find a location, I had a house rented fast. I flew back to Los Angeles, bought a used Subaru, put snow tires on it, and drove to my new home in Gilpin County on New Year’s Eve. Since then, I’ve had the honor of bringing several productions to Boulder. The Man Who Changed the World gave me another season in these locations. And most recently, I’ve been working on The Let Go, a modern-
day fairy tale written and directed by Boulder’s own Kristen Wolf. A script is a set of instructions that forces a scout to look at a place differently than anyone else has. A tourist comes to Boulder for the Flatirons, the Pearl Street Mall, the trailheads. A scout comes for all of that, but then a scene breakdown sends them somewhere else entirely, into a layer of the city most people never find. The brutalist concrete of the University of Colorado Boulder’s Engineering Center. The Denver Water pipeline eerily jutting through private land behind Eldorado Canyon State Park. The interior of a hangar at Boulder Municipal Airport, where the open door frames the Flatirons like a painted backdrop. The Black Forest (aka Swiss Chalet) restaurant in Nederland, closed now but perfectly preserved, a time capsule of late 1970s alpine kitsch. And at Scott Carpenter Park, a 1970 rocket ship play structure honoring the astronaut for whom the park is named. These are the locations that don’t make the travel guides. They surface when a script demands them, and they have a way of making a familiar place feel newly cinematic. My experience filming here has been a genuine joy, and much of that credit belongs to the city itself. Justin
I love living and working in Colorado’s Front Range because of the people, the lifestyle, and the beauty. My goal is to keep putting Boulder on call sheets, because a place this cinematic deserves to be seen. Miranda Carnessale is the co-founder of COlabs, a consultancy that connects film commissions and destinations with productions. A location manager and scout with eighteen years in film and television production, she is based between Los Angeles and Boulder. Her film credits include Elevation, The Man Who Changed the World, The Let Go, Killers of the Flower Moon and Barbie.
