Another $1 million may need to be spent when Richmond hosts the 2011 Tall Ships Maritime Festival. A staff report presented to city council Tuesday afternoon recommended that $1.1 million additional funding be allocated to the Tall Ships budget for infrastructure improvements at Garry Point Park. City staff were asked earlier this year to come up with options for locations for the festival and to get construction estimates for upgrading the infrastructure. Garry Point Park was the location of choice, but an estimated $1.52 million in float construction and another $130,000 in design and consultancy costs are required, according to the report. The city has already committed $550,000 to hosting the Tall Ships next June, bringing the added funding needed down to $1.1 million. Several other options were considered, including buying or renting barges instead of building floats. But the city’s parks technologist, Marcus Liu, said in his report that “the floats design would compliment the existing surroundings of the area and will provide both the strength and maintenance requirements along the mouth of the Steveston Channel.” see Floats page 6 $ $

A would-be thief picked the wrong time and place for a smash-and-grab at Richmond Centre Monday, when an offduty RCMP officer just happened to walk by. Cpl. Annie Linteau was in Richmond doing some back-to-school shopping with her eight-year-old daughter when she heard glass breaking and the sounds of a scuffle. A man had just broken some glass at a jewelry store, but was unable to escape because he was collared by Linteau and a couple of bystanders. “I saw some people Cpl. Linteau struggling with the suspect, and got involved in restraining him until police arrived,” she told the News. Since she was off-duty, Linteau did not have a gun or handcuffs, but did have her badge, which she managed to flash during the scuffle. Linteau, who does not live in Richmond, credits two bystanders for helping her make the collar. “I really cannot take all the credit for this,” she said. “Initially, some people apprehended him. And of course it’s not something we recommend people to do. You never know if the suspect is armed, is he on drugs, has he been drinking?” As the media spokesperson for the RCMP’s E division, Linteau is the public face of the RCMP. “Previous to doing this job, I was general duty in Kelowna detachment for 10 years. We are trained to restrain suspects and basically I restrained him in such a way that he wouldn’t flee until the police arrived,” Linteau said. see Daughter page 7

Fishing veteran ‘mind-boggled’ by return BY NELSON BENNETT

t is September 1958. The grainy 16mm film footage shot by Bob Karliner shows the Fraser River so thick with salmon they are almost jumping in the boat. That was the year 18.5 million sockeye retuned to the Fraser. “It’s a sight some of us will never see again,” the 89-year-old Tsawwassen resident says in the narration of the video. But he was wrong. This year’s return is now estimated at 34 million. “This year they are going to exceed that historic run. I find this mind-boggling, the amount of fish that is going to come through,” said Karliner. The commercial fishery ended Tuesday morning. Not that there isn’t more sockeye still coming, but they are now mingling with coho, whose numbers are much lower, so the Department of Fisheries and Oceans closed the commercial fishery. “Yesterday was one of the best days the gillnetters had,” Karliner said. Karliner started fishing when he was 13 and spent his whole life as a commercial fisherman. He has kept journals most of his life, which includes details on the entire Pacific coast fishery, including run sizes and test fishery numbers. Based on his observations, he believes this year’s return will surpass the 35 million mark. “We’re going to realize an all-time record of 40 million,” he predicts. Sockeye generally run on fouryear cycles, and the current one typically is strong, thanks to one historically robust population of sockeye from the Adams River. But this year’s return is so abundant it has led to speculation by some fishermen that it is being augmented by five-year old fish that should have returned last year but didn’t, and three-year-old fish that might normally return next year. Sockeye do sometimes return

But fish scale tests show that has not been the case this year, says Barry Rosenberger, area manager for DFO. Ninety-eight to 99 per cent of the fish that have been sampled are four-year-old sockeye, he said. “Less than one per cent will be five-year-olds,” he said. In 2009, a return of 10.5 Fraser River sockeye was predicted, but less than two million returned, prompting Prime Minister Stephen Harper to strike the Cohen Commission. This year’s massive return promises to be something of a game-changer for Bruce Cohen, who will be in Richmond Sept. 13 for a public hearing at StevestonLondon Secondary School. The Richmond meeting, which runs from 6:30 to 9:30 p.m., is part of a series of less formal meetings
preceding the formal evidentiary hearings, which start Oct. 25. “It’s an opportunity for the members of the public to provide their perspective on it,” says commission spokesman Brian Wallace. Karliner plans to be at the Sept. 13 meeting. He wants Cohen to know that this year’s feast, and last year’s famine, have one thing in common: Wildly inaccurate predictions by the Pacific Salmon Commission and Fisheries and Oceans Canada on predicted returns. He said fisheries managers are too often caught off guard by sudden large returns, and by the time they open the fishery to the commercial fleet, local fishermen have lost opportunities to catch fish. “This is what’s throwing the whole industry into chaos,” he said. He thinks DFO could do a bet-

And if he can get Cohen — and DFO — to listen to just one piece of advice, he said it would be to ban catch and release sport fishing for sockeye on the upper Thompson River when Adams River sockeye are passing though on the last leg of their journey. “That should never be allowed in that area,” he says. The Fraser River sockeye are made up of fish from various lakes and stream systems. The Adams River sockeye are the most numerous. Even if the DFO allows for a large escapement, it won’t mean much if Adams River sockeye are hooked, reeled in and then released when they are already exhausted. “I hope the powers that be will listen,” he said.

If you’ve been to Steveston Village recently, chances are good you’ve come away with a few sockeye. Some fishermen have been selling them for four for $50 — “cheaper than hotdogs,” as one fisherman quipped. But unless you are planning to have a small army over for a salmon barbecue, you’re going to need to preserve the fish somehow. And unless you have a smoker or plan to can it, you’ll have to freeze it. There are two ways to freeze salmon: whole or cut up in steaks. You should only a freeze a salmon whole if its undressed (head on, guts in), says Jeff Doyle of the DonKat fishing boat. “I don’t dress the fish,” he says. “Instead of freezer burn going into the meat, it goes

space-saver. “You can lay it all flat in your freezer,” he says. Nothing you do to preserve your fish will help if the fish itself isn’t fresh. Just because a fish has come right off a boat does not necessarily mean it will be in ideal condition, says John Gedak of the Sun Dog. Many consumers don’t realize that the quality of the meat declines soon after the salmon hits fresh water, he says. Salmon still in salt water are still feeding, he says, and their flesh is still firm. But once they enter fresh water, they tend to stop feeding and their flesh becomes softer. “You’ve got to go for a boat that has caught the fish out in front of the river,” he says. He says consumers can ask where the fish were caught. He says it’s also easy to tell a fish caught in salt water from those that have been in fresh water for a while. Fish that have developed a darker colouring may mean the meat may not be quite so firm. “If the fish is a beautiful silver colour, then you know you’ve got a good fish,” he says.

Mouth-watering ways to serve up your sockeye
— Steveston Seafood House. One of the best ways to cook salmon is on a cedar plank in your barbecue. Not only does the cedar impart the fish with a subtle smoky flavour, it also cooks the fish in its own juices, leaving it nice and moist. You can buy cedar planks at local fish shops and some grocery stores. This takes a bit of planning, since you have to soak the plank in water. The following recipe suggests soaking the plank for one to two hours; some cooks suggest soaking it overnight. Ingredients: 1 soaked cedar plank

Floats: To be made moveable Continued from page 1 Liu added that the recommended option would also provide flexibility as the floats could be easily relocated elsewhere along the Steveston waterfront area and provide “future moorage revenues for the city.” After Tall Ships 2011, the new floats could be located at the No. 2 Road pier, Imperial Landing and Britannia Heritage Shipyards. Another option being aired is for the floats to remain at Garry Point year round, similar to the Coal Harbour public floats in downtown Vancouver. The recommended infrastructure option would be a timber and steel float construction, consisting of four 150 feet by 20 feet sections for the Garry Point Park waterfront location. Timber and steel (as opposed to concrete pontoons) can also be “repaired and replaced when necessary at a lower cost.” Richmond city council agreed in July to sign the contract to host the 2011 Tall Ships Maritime Festival from Friday, June 3 to Tuesday, June 7. The event attracted 400,000 over four days to Steveston when it was last held in Richmond in 2002. The June date wasn’t popular with some
councillors, who expressed reservations about the typical weather, sea conditions and the fact that most people will still be working. But if the city passed up the 2011 festival, it would be 2014 before the chance would again present itself. The festival will see three kilometres of waterfront — from Garry Point Park, through Steveston village and down to Britannia Heritage Shipyard — transformed. One of the biggest attractions will be the mock gun battles fought out by some of the tall ships. The ships essentially do a Pacific Ocean circuit, with Richmond now being the port for the early part of the challenge, along with Victoria and Port Alberni. Among the attractions at the 2011 festival will be the ships’ arrival and sail past; ship boarding and viewing; on-board receptions; waterside tours; gun battles; water taxi service; entertainment stages and fireworks. It’s expected that all costs incurred by the city to implement the plan and host the festival — approximately $6 million — will be recovered through ticket sales, grants and corporate sponsorship.

Richmond Oval Suspected video pirate busted Legacy Contest CRIME
A 31-year-old Richmond resident is facing copyright infringement charges, after being busted for allegedly selling pirated video games. The Richmond RCMP’s Economic Crimes Unit, working with IPSA International — a private investigation firm that specializes in fraud, money laundering and intellectual property right infringe-
ment — began investing Penguin Village Hobbies and Entertainment at Parker Place Mall in April. On Sept. 1, the RCMP executed a search warrant on the shop and arrested a 31-yearold male, who was released on a promise to appear in court Dec. 2. RCMP are recommending charges of selling pirated video games.

Two towers is too much
F
ew development proposals in recent years has generated the kind of reaction we are seeing to Onni’s two-tower proposal for the Steveston Waterfront. Harold Steves — in particular — is getting flak for suggesting the proposal may have merit. Richmondites have always counted on him to defend heritage in the face of development, but here he’s gone and voiced support for the new Onni plan. To be fair, we should note Steves has said he actually favours the residential-maritime retail mixed zoning that currently exists to what Onni is now proposing. However, we are told, every time Onni has pitched a proposal that would work within that existing zoning, the public has told the company it doesn’t like development encroaching on the waterfront or the reduction of park space. In light of that, Onni has devised this proposal which would mean less encroachment and more park space in exchange for densification. This might sound like a good deal, if the numbers weren’t so out of whack — 200 units in exchange for 52 units? Presumably, Onni thinks it needs the additional 148 units to make up for the loss of land. Nevertheless, Onni and city councillors need to think again. Two hundred units is too many. This tiny corner of Steveston is already overcrowded. Steveston now has a traffic and parking congestion problem. Imagine what concentrating another 200 units into this tight spot will do. The $500,000 Onni plans to donate to the Steveston Community Centre doesn’t come close to mitigating the impacts this development would have. Certainly, the current zoning is not perfect. We’re not crazy about shops lining the walkway, either, but what Onni is now proposing seems be a case of the cure being worse than the ailment. To find out more, a public open house will be held Sept. 9 at the Steveson Community Centre from 3-6:30 p.m.

Where’s Coun. Steves?
The Editor, Re: “Coun. Steves backs two-tower Onni plan,” News, Sept. 3, 2010 Coun. Steves says the Steveston he once knew is gone. Unfortunately, so is the Coun. Steves I thought I knew. Where is the firebrand councillor who fought so passionately between 1975 and 1981 to save Garry Point from residential development? Where is the crusader who galvanized both residents and city councillors to defy developers and instead gave Richmond the legacy of a much needed and much loved park? Highrise residential development on the Steveston waterfront was wrong then and it is still wrong today. Perhaps Coun. Steves has forgotten than he was elected to represent the residents of his community, not to pander to large development companies whose only interest is profit. He and his fellow councillors should be reminded that our city is not obligated to accept development proposals that are so obviously inapt and undesirable. As far back as 1997, all bids for 10- to 12-storey towers on the BC Packers lands were summarily rejected by residents and councillors alike. Surely the bribe of $500,000 is not temptation enough to now destroy the ambience and character of an entire community forever, especially when that amount is likely less than the purchase price of only one unit in those towers and will not come close to providing the recreation services that will be demanded by the increased population that 200 units would bring to Steveston village. And don’t count on any more parkland either. Coun. Steves has already alluded to the possibility of the city allowing the building of a Granville Island-style market on the few acres Onni has offered to donate in exchange for its offensive towers. Consider the impact of that on businesses on Moncton Street. If Coun. Steves is truly concerned about the Steveston waterfront, he should campaign to have the city purchase the entire site on behalf of the people of Richmond. They did it for Garry Point, they did it for the Garden City lands, they could do it again here. Maybe then my faith in Coun. Steves would be restored. Edith Turner Richmond
Learn to learn past the droning Okay, kids. Outta the pool! Party time’s over. Your desperate search for nothing to do is at an end. Summer’s done. Your fall is coming quickly upon you. The warden is waiting, and the gaolers are polishing their keys. You have breached your parole by merely existing, and you shall be punished with another ten months of sitting in hot, stuffy classrooms, listening to the majority of your “teachers” drone you into a state of insensibility with lists of facts, figures, rules, and promises of snap quizzes on any material that went in your left ear and set off every one of your boredom sensors before escaping freely out of your right ear. Even the odd neutrino gets captured as it transits the central bulk of the earth, but too many teachers’ words have more in common with dark matter — completely and unconditionally undetectable — when they come in contact with a child’s mind that has been rendered inert by the interminable babble of an educator whose career has become interminable. By this time next week, child, you will be an inmate in a prison whose bars are the spoonfed thoughts and opinions of Great People, which you must memorize,

rehearse, and be able to regurgitate at the headmaster’s will. No matter that many of said thoughts and opinions are no longer relevant — or were useless from the day they were first poured into the unwitting ears of generations of students before you. They are the thoughts and opinions that will guide you through the next test paper, before fading to their rightful nothingness in the junk drawer of your mind. No matter that the relevant and great thoughts interspersed with the mundane will be addressed to you in such disguise as to make them as deadly boring as the sixth word in the second sentence of the third paragraph on page 123 of whatever Dickens classic you’re being buried in today. And woe betide the young cell-dweller who dares prepare a thought of his own. You can reap the grapes of wrath by no easier means than to suggest that the turnkey in charge of today’s lesson consider an original consideration, ponder a fresh imponderable, interpret a
new interpretation. But luckily, not all of the teachers who intermittently block your view of the blackboard during your stay in lock-up will fit the usual pattern of drone, scribble, drone, pass out test papers, drone, collect test papers, drone… return to first drone. Those are the ones who actually get through. They are the ones who will expect something of you, something other than just staying awake when the September sunshine is warming the dust motes that burden the air on your side of the window. They are the ones who won’t leave you wishing you could close those heavying eye-lids — for just one transcendental moment — while the heat register inexorably slows time beside your desk in the winter. They are the ones who will captivate you with excursions into new discoveries within and without yourself while others are beating their prisoners… er… I mean… students with a disdain for the joys of budding springtime opportunities. They are the ones who will teach you to learn. They are the ones who will encourage you to enjoy learning. Those are the ones you will remember. In response to all of the letters to the editor regarding South Arm Park, the South Arm Community Association would like to submit the following document. The proposed, planned and constructed basketball courts at South Arm park unofficially opened last week ending a three year process that included multiple opportunities for feedback. The courts have been packed with people of all ages and the feedback has been overwhelmingly positive. There is an aura of enthusiasm and excitement that we expect will continue well after the courts official opening on Friday, Sept. 17 at 6 p.m. All are welcome to attend and see for themselves what all the buzz is about. The Park Vision that went to council last December included nine statements to represent public feedback. ‘The people are right’ The Editor, Re: “Coun. Steves backs two-tower Onni plan,” News, Sept. 3. Back in 1971, the City of Vancouver supported a proposed Four Seasons Hotel right at the entrance to Stanley Park. However, after overwhelming public pressure against that ill-conceived proposal, the city and the hotel chain scrapped that plan in favour of building a hotel in the downtown core, where it stands today. The City of Vancouver also bowed to public pressure and rescinded its support for a planned waterfront freeway that would have resulted in the obliteration of the historic Gastown and Chinatown neighbourhoods.
Sometimes the people are right. In 2010, the present Richmond city council must listen to the public they work for and serve in regard to the equally illconceived plan to build two highrise towers at the Imperial Landing. Those imposing structures will ruin Richmond’s most precious heritage and community resource if they are built. For the present generation and for all future generations of Richmond residents, the present city council must withdraw any and all support for the Onni towers in Steveston. Marshall Letcher Richmond

Kudos for correction The Editor, Re: “Parking rip-off at Olympic Oval,” Letters, July 30. I want to follow up with a letter I sent to the editor about the parking ticket I received while dropping off my child at the Olympic oval in Richmond during the summer. I want to say thanks to the staff at the Olympic oval for contacting me and refunding my $35 that I
paid to the city for the parking ticket. There was indeed an error by the city parking staff and I was assured that this should not have happened. There should have been no tickets issued while parents dropped their kids off for camp and the lesson learned is that if you have any issue with something while attending the Olympic oval, the staff member I spoke to assured

Don’t forget to enjoy yourself
Life is here for us to live it and enjoy it. We get so caught up in our mind about what is occurring in our daily life that we don’t take the time to celebrate what is here now in this moment. The world offers us abundance every day but more often than not people do not connect with the offering. It could be as simple as a colleague bringing you a coffee, a kind deed a friend or family member has done for you, the sun shining on your face, it’s all abundance in the receiving, but most people only think of abundance as money. When you begin to recognize you do have abundance in your life, the drive for desire to have more subsides because you are grateful for what is here now, and there is not the thought that your life is lacking some “thing”. As you pay attention to the abundance in your life each day and be grateful, it appears to continue to manifest in your life. It is the universal law of attraction that you will attract that which you are, and that can be influenced by your own thoughts, actions and beliefs. When we can be grateful for everything that is in our life including the challenges that come, because they too are gifts for us to discover ourselves more fully, we can grow from these experiences and then our life can flow from this place rather than a place where we believe we are lacking some ‘thing’.

That perception comes from the mind; it’s always generating a thought about what you don’t have rather than what you do have. Stop right now and take the time to feel the energy of abundance or gratitude in your body, think of a situation that recently occurred in your life that you were grateful for and notice the feeling. As you become aware of the feeling of gratitude in your body, remember it is available to you at any time. All it takes is a second to stop and realize what you are grateful for right now. What a gift knowing we can enter into this at any given time and all it takes is moment. When you are having a day that feels like the tail wagging the dog, stop and take the time to write a list of the abundance that showed up in your life for the day and what you are grateful for. Some days it might just be one or two items, other days the list can be quite long, but you may be surprised at how rich your life already is. Remember also that it’s not about generating a long list of items because just one acknowledgement is enough to recognize that abundance is here and gratitude flows from that place. Our mind is brilliant at

showing us the things that are lacking in our lives, but when we are always coming from a place of desire we can never feel fulfilled. We believe after we get the next desire that it too will make us happy, and, of course, that might work for the moment. But as beings having a human experience, we are always looking for the next fix to feel better through the acquisition of ‘things’ or relying on other people to make us feel better. The truth is, happiness is within. It is our natural state of being and yet we don’t recognize it because the mind is busy driving our life with apparent thoughts of who we are not and what is lacking in our life. A gentleman called Trevor Jenkins will take that one step further when he brings his slick brand of murder mystery dinner theatre to the Steveston Seafood House this weekend. Titled ‘Who Shot the Comic?’ Jenkins has teamed up with Shane Dagan at his Steveston restaurant to produce a raucous routine spiced with twists, turns and barrels of laughter. Your BC Lions — In Their Own Words Jon Hameister-Ries - 67 I was born and raised in Edmonton, Alberta and didn’t begin playing football until my senior year at Strathcona High School when my team went undefeated and won the city and provincial championships – I’d say that was a pretty good start to my football career! Following my high school graduation, I had an opportunity to head south to continue my education and play football for the University of Tulsa, which was a long way from home but turned out to be one of the most positive experiences of my life. After four years on the Golden Hurricanes’ offensive line, I was excited to hear I’d be returning home to Canada after I was selected by the Lions in 2006 CFL draft. Now in my first full season on the Leos’ offensive line, I truly enjoy coming to work every day and playing football for a living. My teammates on the offensive line would do anything for each other and it’s good to know that the guys you’re going into battle with are people you can count on. From a very young age, I’ve always believed in the importance of higher education, which is why I completed my MBA at Tulsa last year. As a guy who has had a couple of injuries in his career, I know that football isn’t forever and it’s important to look ahead to the future in preparation for the next phase in life. For that reason, I really enjoy taking part in the club’s Lions in the House program. In today’s world, youth are faced with many decisions that can ultimately determine their future and it’s a good feeling to know that I might in some small way inspire a high school student to make positive life choices. Sockeyes load up on homegrown talent Junior hockey team could have as many as 10 local products in its line-up when the season begins tomorrow night BY MARK B OOTH

Selling programs wasn’t on Richard Petrowsky’s priority list when it came to recruiting talent for the 2010-11 edition Richmond Sockeyes. The team’s general manager is counting on homegrown players like few times seen before in the franchise’s rich history. When the Sockeyes open the Pacific International Junior Hockey League regular season tomorrow night against the Port Moody Panthers at Minoru Arena (7:30 p.m.), no fewer than 10 local products are expected to be in uniform. The club is talking full advantage of a couple of bumper crop age groups that have come through the Seafair and Richmond Minor Hockey Associations. “There is some good talent from both of those programs and the emphasis (from ownership) was to get more Richmond kids in the line-up,” said Petrowsky. “But make it clear, they deserve to be here and have worked very hard to get here.” After winning the Keystone Cup two years ago, the Sockeyes looked poised to take another serious run at the Western Canadian championship. They put together a 33-9-6 regular season record, then promptly took care of the Grandview Steelers in the quarter-finals. However, the apparent road to more glory came to a sudden end when they
fell to the upstart Delta Ice Hawks in five games. Despite the surprising result, fourth-year head coach Judd Lambert saw plenty of
warning signs of trouble on the horizon. “We were very committed two years ago to playing our game and I don’t think we had the same commitment last year,” he said. It

started on the ice led to off of it as well. That was main difference between the championship team and what happened last year.” It also led to the Sockeyes taking a different approach to training camp. They held their main camp in July and had their roster finalized by early August. It has since become a waiting game to see which of those players have landed spots at higher levels of junior. Slowly, most of them have returned. “We wanted to get a commitment from them, that if they were playing in this league, they would be playing for us,” explained Lambert. “We knew there were three or four guys with a good chance of playing junior ‘A’ but that didn’t change the fact they were still committed to us if it didn’t work out.” Lambert delivered another change-up when the club announced Patrick Hunter would be its new captain. The 18-year-old has played just one season in Richmond after being acquired in a trade with Aldergrove. “I like his energy,” he said. “He shows lots of desire to be a Sockeye and is prepared to do whatever it takes.” Lambert is also expected to go with just one 20-year-old and is hoping a younger team will bring the same success as two years ago. “They are coming along and wanting to learn,” he added. “They seem committed to the style we want to play.”

Strikers prominent on provincial rugby teams
The McRoberts Strikers rugby program was wellrepresented at the recent national championships with five players selected to play on various provincial teams. This is a significant achievement as only seven other schools in the province had five or more players selected for the national tournament. The representative players were Kapi Vataiki (U18), Anton Metalnikov (U16), Harjun Gill (U16), Spencer Walker (U14) and Nick Wu (U14). Metalnikov was the youngest picked for the U16A team, while Gill was the second youngest selected for either team.
The selection process for the U18 and U16 teams started at the Provincial Championships at UBC a month earlier. Besides Metalnikov and Gill, Strikers selected to play for the Vancouver West team were Taran Dhesi, Austin Matilda, Som Gohosh and Danny Chang. The selection for the B.C. U14 team was made at the recent B.C. Summer Games in Langley. McRoberts was well-represented at the tournament by Nolan Howell, Cody Krajic, Nicolas Morowat, Alvaro Lopez as well Walker and Wu. It is especially encouraging for the coaching staff that four of the five
provincial team players are in Grade 9 or 10, meaning at least three more years to contribute to the school’s rugby program. Meanwhile, three McRoberts graduates
— Bryan Tyrer, Alex Kam and Connor Fuller — were members of the Vancouver U20 team that narrowly lost to Newfoundland in St. John’s at the National U20 Championships.
