What could be the beginning of a landmark criminal trial kicked off Tuesday behind closed doors in the New Westminster Courthouse. Ron Corbeil of the United Steelworkers’ (USW) has launched a private prosecution of Weyerhaeuser Company Ltd. over the onthe-job death of Lyle Hewer at the company’s nearby mill six years ago. The union’s lawyer, Glen Orris, plans to call over 20 witnesses to testify in the case before a provincial court judge, who will then determine whether the case will go any further. If it does, it will be the first test of Canada’s workplace safety law, a 2004 amendment to the Criminal Code known as the Westray amendment that makes it a crime for companies, their directors, executives and anyone else with authority to direct employees to work in unsafe conditions. The union’s director for Western Canada, Stephen Hunt, said he expects the private action case to proceed. “We believe the evidence will show that Weyerhaeuser is criminally responsible for ◗Court Page 4

Fireworks Regulations New Westminster Fire and Rescue Services would like to remind everyone of the regulations surrounding the use of fireworks in accordance with Fire Protection Bylaw 6940, 2004. No person shall, at any time, offer for sale or sell Low Hazard Fireworks anywhere within the City. Reconstruction of the Mercer Stadium track is behind schedule and is now dependent on Mother Nature. The city was originally aiming to complete the project by the end of September, but the project has encountered some unforeseen circumstances and fallen behind schedule. “We are at the point where we are beginning to apply the synthetic surface,” said Dean Gibson, the city’s director of parks, culture and recreation. While the work is taking place, there will be times when the track is closed to the community. There may also be times when the inner field is closed because of construction activities. “People will be noticing intermittent interruptions,” Gibson said. “We are keeping the sports fields open.” In addition to track construction, drainage work is also being done on portions of the site, something that wasn’t included in the original plan. “There is multiple things happening,” Gibson said. “Different

According to the report, the available funding will be insufficient, even by directing the full $1.7 million budget exclusively to the track reconstruction. The additional $175,000, which will allow the track to be completed, will come from funds that had been allocated toward lighting replacement on the Queen’s Park central roadway and a catch basin installation for the parks maintenance yard. Staff had suggested that the stadium grandstand storage improvements, estimated to cost $400,000, be put on hold for now and be considered in future budget years. Council asked staff to report back on options for moving forward with the Mercer Stadium grandstand and related storage facilities. On Oct. 25, city council approved a staff recommendation that a standalone storage
facility be built near the existing grandstand. The $210,000 cost of designing and building the storage structure will come from a provincial grant the city received several years ago, but the city will also apply for one-third funding through a federal grant. The federal government had contributed $566,667 toward the project, which represented onethird of the original $1.7 million budget. Gibson said the city will proceed with construction of a standalone storage facility. “This has been a longstanding need of organized sports groups,” he said of groups, including youth soccer and field lacrosse organizations. Gibson said the city will address the need for additional storage at this time, but will need to consider the grandstand in the future. According to the staff report, an assessment done in 2007 identified about $500,000 worth of backlogged maintenance for the grandstand and about $150,000 worth of other work needed to the structure (excluding work to strengthen the grandstand seismically). The report noted that sealing the concrete is estimated to cost about $57,000, but would only be effective for up to five years.
Summer robberies push up crime stats City had racked up seven months of declining offences before summer binge BY ALFIE LAU REPORTER alau@royalcityrecord.com
After seven straight months of monthly declines in total Criminal Code offences in the Royal City, September saw a 13 per cent increase in recorded offences as compared to September 2009. Those statistics were released at the October regular police board meeting by Deputy Chief Dave Jones. Jones pointed out that the 538 Criminal Code offences last month are substantially more than the 476 offences in September 2009, but overall the city is still down six
per cent in Criminal Code offences on a year-to-date basis as compared to 2009. On that overall basis, there have been 4,103 Criminal Code offences in the Royal City in the first nine months of 2010, as compared to 4,382 in the first nine months of 2009. Of particular concern to Jones was the increase in robberies, particularly during the summer months. In 2009, there were four, six and 10 robberies in July, August and September, but in 2010, those numbers went up to eight, 15 and 12 in the same corresponding months. Jones said that while the police don’t know why the robbery numbers are up, they are looking into the problem. “We do know that once you drive the numbers down so low, any increase leads to a big percentage increase,” said Jones.
The city has enjoyed year-to-date decreases in total offences each month since February. April saw the largest decrease, with 17 per cent fewer Criminal Code offences in 2010 than in 2009. February was also a very good month, as the numbers were down 15 per cent, with much of that decrease attributable to the fact the 2010 Winter Olympics were taking place and many people were in downtown Vancouver instead of in the suburbs. Jones said calls for service to the police have gone up seven per cent this year. But on the positive side, the numbers are down in almost every crime category. For example, property crime is down five per cent overall in the first nine months of 2010 as compared to 2010, assaults are down 14 per cent in the same period, breakand-enters down 23 per cent and vehicle
theft is down 13 per cent. Robberies are up 34 per cent in that same period, but in terms of raw numbers, that translates to 59 robberies in the first nine months of 2009 and 79 robberies in the same period this year. Mayor Wayne Wright said that while it’s nice to see the overall numbers down, the police service and the community cannot rest on its laurels. “We have to continue to be vigilant,” said Wright. In other police board news, comptroller Mark Wilson said the police service is currently on track for a $350,000 surplus by the end of the year. this terrible tragedy that could have been avoided,” said Hunt. “After investigating, the New Westminster Police recommended that a charge of criminal negligence was warranted against the company.” Hewer died on Nov. 17, 2004, eight months after the law came into effect, as a result of injuries incurred while clearing a wood waste hopper he was ordered into without having been properly trained. Police recommended charges be laid under the Westray amendment, but Crown
counsel decided against it, saying at the time there was not enough evidence to support a conviction. WorkSafe B.C. fined Weyerhaeuser $297,000 for Hewer’s death in 2007 – the highest fine in its history – saying that management ignored safety concerns and condoned a culture where “complacency in the face of danger became the norm.” The in-camera process hearing will include testimony from Hewer’s co-workers, management employees, WorkSafe officials and New Westminster police.

letter to Sgt. Trevor Dudar. Szendrei was attacked in Mackie Park, in the 8200block of 110th Street near Sands secondary school, on Sept. 25 and died a day later in hospital. Her funeral was a private family affair, although there were public memorials held afterwards.

Local parents fear the planned Pattullo Bridge expansion and replacement will increase traffic in New Westminster and endanger children as they walk or ride their bikes to school. The district parent advisory council wrote a letter to TransLink board chair Dale Parker, outlining its concerns and requesting the opportunity to speak with TransLink on plans for the new bridge. “The City of New Westminster is undergoing a substantial increase in densification that is already placing strains on existing transportation infrastructure,” said the letter signed by DPAC chair Paul Johansen. “We feel that any further potential increase in vehicular traffic needs to fully address all community concerns before proceeding. … We feel that discussion of these matters may help to bring about solutions that
may mitigate an increase in traffic and congestion and thereby decrease the safety risk to children in our community.” TransLink’s plan to replace the Pattullo Bridge involves moving the access point from Royal Avenue to Front Street. Warnings about Wi-Fi

As an electro-sensitive person, I was greatly disturbed to read of the mayor’s intention to make the city of New West “hot,” or totally Wi-Fi by the end of the year. With all the seeming benefits and financial compensations, people have neglected to question whether all this microwave radiation is good for us. Cancer is on the rise, and more and more children are suffering from learning disabilities and unexplained health problems. Isn’t it time people put two and two together? Reports from reputable doctors and scientists all over the world are warning us of the damaging health effects from this new technology. As a result, universities,
libraries and public schools are dismantling Wi-Fi from their buildings. I’ve lived in the New West area for over 30 years. It’s my home. My bank, doctor, and health practitioners all work in that two-block radius of Sixth and Sixth, where the Wi-Fi masts have been installed. I now have to avoid this area completely, and all the shops I used to frequent because of the debilitating side effects I experience. If the whole city becomes “hot,” I’ll have to move out, away from my family and friends. Exposure to wireless is accumulative and eventually causes a breakdown in health – unexplained heart palpitations, dizziness, spaced-out feeling, terrible headaches, neurological problems – to name a few. When I’m in a Wi-Fi area, I can’t walk a straight line – I’m pulled from side to side like a drunken person. My thinking becomes confused, and I become very jittery and emotional, as this powerful frequency revs up the nervous system. We will probably see an increase in road rage as a result of this overexposure. Since there are no laws at the present time regulating the installation of these cell towers and antennae, you’ll see them everywhere – on the freeway, on tops of medical buildings, high rises, etc. Do you really think we need all of this? People of New West, I’m like the canary in the coal mine. If it’s affecting me, it’s affecting you, too, in very subtle or not so subtle ways. The public, especially children, need to know their options and how to protect themselves from harmful radiation. But the rest of the cabinet changes were relatively minor in major, and only one new face – Stephanie Cadieux from Surrey – was promoted from the backbench. There were no real demotions – no one was actually taken out of cabinet – which may speak to Campbell having to be very careful about hurting anyone’s feelings in his party right now, given the party convention coming up in November. Campbell says he regards his current team as strong, with little need for new blood. He remains stubbornly optimistic he can pull both himself and his government out of the mess they find themselves, and that he can do that with little change in the people around him.
There was one important exception to that, however. After spending 13 years as Premier Gordon Campbell’s chief advisor, Martyn Brown has left the premier’s office to become a deputy minister. Replacing him is former deputy finance minister and ICBC president Paul Taylor. The importance of Brown’s departure cannot be downplayed. Few people last long as a chief of staff to a political leader, and Brown’s survival in that post for so long speaks volumes about how much Campbell relied on him. Chief of staff can be an immensely powerful position, second perhaps only to the premier himself. Brown has been the unseen force in the B.C. Liberal government since

it first took power in 2001. Like his predecessors, he seemed likely to last only a few years, but after a while it became apparent he was so intrinsically linked to Campbell that he wasn’t going anywhere. But now he has left (he’s now deputy minister of tourism, trade and investment) and it will be interesting to see what impact his departure has on Campbell’s strategic and philosophic approach to governing. I suspect Taylor’s priority will be to help devise a strategy to sell the HST to the public. It brings all the kids around.” Tweedle Dee and Tweedle Dum, and the Cheshire Cat have replaced pirates in the family’s yard at 232 Third St., where a giant tea party is being set up. “The Red Queen is taking over the pirate ship,” Jessica recently told one inquiring youngster. “That is why we are flying the Red Queen’s flag.” The production is a family affair. Jessica, 21, will be dressed as the Mad Hatter, while Emily, 17, will be the Red Queen. The family has decided to set up a donation box for the donations to cancer research, in honour of the grandmother who got the whole thing started.
“Ten years ago, Grandma mailed a strand of lights and a few Halloween decorations,” Wager said in an e-mail to The Record. “Each year we purchased more decorations, and in honour of Grandma we would like to fundraise in hopes of finding a cure for everyone that is battling cancer.” The house, which is already decorated, normally attracts about a thousand trick or treaters on Halloween night.

orld Poetry Night Out New Westminster is celebrating its first anniversary – an occasion that once appeared to be in jeopardy. Not long after getting underway a year ago, the group lost its host location when the downtown coffee shop closed. The New Westminster Public Library stepped in and provided a venue. “I think we have done well,” said Ariadne Sawyer, one of the group’s founders. “It is amazing the stories of a lot of people over the year. It has really helped transform people’s lives. Community members are welcome to attend the group’s first anniversary celebration on Wednesday, Oct. 27 at 6:30 p.m. at the library. Ariadne and Heidi Mueller are hosting the event, whose guests will include New Westminster First Nations Chief Rhonda Larrabee, New Westminster poet laureate emeritus Don Benson, New Westminster poet laureate emerita Edna Anderson and the city’s newest poet laureate, Candice James. Danielle James, the youngest member of World Poetry Night New Westminster, will also attend. The event will also be attended by some visiting poets who are on tour, including Dr. Stephan Gill, a poet laureate from Ontario who has written more than 20 books and is the subject of various doctoral studies. Her current projects include editing a book on Gill and translating his epic poem The Flame into Hindi. It’s a long way from Stony Plain, Alberta to New Westminster, but for Elizabeth Houston, the move has been nothing but good news. Houston moved to the Royal City five years ago and took up the game of poker, which has now led to an appearance on the television show The Big Game, being shown this month on both Sportsnet and Omni Television. The Big Game is a popular cash game poker show that pits five top pro players against a “loose cannon,” a lesser-known player who is staked $100,000 to play against the pros. While all previous “loose cannons” have been American, Houston is the first Canadian to be staked, and her shows began airing earlier this month and will be run again as repeats over the next several weeks. “I’ve been playing poker for about 10 years now,” said the 28-year-old. “But I’ve only been playing seriously for the last two years.” Houston estimates she spends about six hours a day playing poker, with half that time spent online and the other half at local casinos – the Starlight in Queensborough and the Edgewater in downtown Vancouver are her favourites. When asked how she does financially with poker, she said: “I’m doing all right.” “All right” may be an understatement, as Houston beat out thousands of other applicants to get on The Big Game. “I think they had about 35,000 to 40,000 people send in audition tapes, and if they liked your tape, they had a pro call you and interview you with situational questions, like what would you do against this hand, what are the pot odds, questions like that,” said Houston. She passed that hurdle and did a web interview – more situational poker questions – before she got the call that she had made the final cut and was the first Canadian loose cannon. “I think I’m the seventh loose cannon ever,” she said. “I’m pretty proud to be the first Canadian.” Houston can’t reveal how she did on the show – taping took place in Las Vegas from Aug. 13 to 20 – but she can say who she enjoyed playing with. “My favourite was Tony G,” Houston said of the fiery Lithuanian poker pro now living in Australia. Tony G, with the nicknames The Mouth from Down Under and the Australian Airbag, was much different from his television persona, according to Houston. “He was really helpful to me, and I really

dead of summer was as hot as she imagined. “I had a chance to visit Fremont Street, but mostly, I was playing poker and staying focused,” she said. “It was so hot outside that the best place was to be inside, where the air conditioning was.” It was a world far different from Houston’s upbringing in Stony Plain, just outside of Edmonton. “My family’s a lot more supportive now,” she said, “but when I told them what I was doing when I started, it wasn’t ◗Poker Page 12

However, those interested in the research side of costume and fashion can find many informative resources in the New Westminster Public Library’s reference department. The five-volume set Fashion, Costume and Culture is a time capsule of sorts, capturing key points in fashion from the ancient world up to 2003. Each time period examines items of clothing, headwear, body decoration and footwear. The brief articles include the kalasiris worn by Ancient Egyptian women, 17th century cravats and the Rachel haircut of the mid-1990s. The Greenwood Encyclopedia of Clothing through World History is an extensive three-volume set that also places clothing in its historical and social context in world cultures. Looking at the top of the head is The Encyclopedia of Hair: A Cultural History. Victoria Sherrow provides everything you want to know about hair including
such topics as hair straightening, the historical role of hair in China, and even key figures known for their work with hair and those who had a signature hairstyle. Information about the history of Canadian fashion is in Fashion: A Canadian Perspective, edited by Alexandra Palmer. In it, writers examine the Canadian stamp (or lack thereof) of home-grown designers, the Canadian fashion industry and the role of the press in this field. Perhaps you are curious about other ways the human body can be decorated and modified. Margo DeMello’s The Encyclopedia of Body Adornment features short articles on subjects ranging from corsets to cultural forms of body art to trepanation. The boldest fashion choice is undoubtedly the most permanent: the tattoo. Terisa Green’s The Tattoo Encyclopedia: A Guide to Choosing Your Tattoo includes a short history of tattooing along with an illustrated, alphabetical list of the various types of tattoos and their meanings. pproximately 150 people turned out to celebrate at the annual Fraser River Hall of Fame gala dinner on Oct. 21 at the Fraser River Discovery Centre. Forrest Marine Ltd., a third-generation family business, now run by Michael and Ray Forrest, was the 21st inductee into the hall of fame. “The Forrest family has done so much on and for the river,” said Catherine Ouellet-Martin, executive director for the Discovery Centre. “I can’t think of a more worthy family and business to receive this year’s honour.” The gala dinner featured auctioneer Tony Scott entertaining the crowd and such unique items as a brass bell and paintings up for bids. There was also a silent auction and a 50/50 draw featuring a grand prize of 35 bottles of wine. The annual dinner is a highlight of the Royal City social calendar.

As we get older, back pain can become a “pain in the neck” Neck pain is pain that occurs anywhere from the bottom of your head to the top of your shoulders. It may spread to the upper back or arms and may cause limited neck and head movement. Neck pain is a common problem, especially in older adults. You may feel a “kink,” stiffness, or severe pain in your neck.
The pain may spread to your shoulders, upper back, or arms, or it may cause a headache. You may not be able to move or turn your head and neck normally. If there is pressure on a spinal nerve root, you may have pain that shoots down the arm or numbness, tingling, or weakness in your arm. If your neck pain is long-
lasting (chronic), it may be difficult to cope with daily life. Common side effects of chronic pain include fatigue, depression, and anxiety. If your pain starts after an injury, such as a car accident, severe fall or blow to the head, or if your pain does not improve after a few weeks, your health professional may want to do
an X-ray, magnetic resonance image (MRI), computed tomography (CT) scan, or other imaging tests to check the neck bones, spinal discs, spinal nerve roots, and the spinal cord. Most neck pain is caused by activities that result in repeated or prolonged movements of the neck’s muscles, ligaments, tendons, bones, or joints. This can result in a strain (an overstretched or overused muscle), sprain (injury to a ligament), spasm of the neck muscles, or inflammation of the neck joints. For example, painting a ceiling, sleeping with your neck twisted, slouching, or staying in one
position for a long period of time can all cause neck pain. Less frequently, neck pain is caused by injury, such as whiplash that occurs in a motor vehicle accident or a fall from a ladder, or by another medical condition, such as infection in the neck area, a narrowing of the spinal canal in the neck (cervical spinal stenosis), or rheumatoid arthritis. Most neck pain caused by activities goes away within 4 to 6 weeks. Chronic neck pain is first treated the same way as acute neck pain. Your BC Lions — In Their Own Words Travis Lulay - 14 I was born and raised in Salem, Oregon and live there during the off-season with my wife Kimberly along with my parents, siblings and extended family, who still call the area home. I’ve been around football since I was a young kid and I decided pretty early on that I wanted to train hard and get accepted into university so I could play at the college level and ultimately pursue a professional career. You could say that I’ve been successful in reaching my goals so far! I spent the 2002 to 2005 seasons at Montana State, where I set a school record for career passing yards, led my team in rushing yards during my senior season, and concluded my college career ranked fourth all-time in rushing yards and touchdowns – the highest total for any quarterback at Montana State. While I’ve spent much of the last several years with a number of different professional football teams, I’m happy to have had these opportunities to play the game I love. Whether it’s stints in Seattle with the Seahawks of the NFL, in New Orleans with the Saints or moving overseas to play with NFL Europa’s Berlin Thunder, I know these experiences have all contributed to making me the person and player I am today. With these experiences in mind, I remember what it’s like to be a young athlete with a dream of playing at the professional level which is a big reason why taking part in the Lions’ community initiatives is so important to me. Whether it’s acting as a guest coach at a local community football practice or helping run a Timbits Camp at our practice facility, it’s a rewarding feeling to know I could be inspiring a young person to pursue their goals in sports and in life. The Douglas College Royals finished up the men’s soccer season with a 10-0-2 record and a berth in this weekend’s provincial tournament. The No. 1 nationally ranked Royals completed league play with a 1-1 draw at Thompson Rivers University Saturday and followed it up with a 3-2 win over the University of B.C. at Kelowna Sunday. Although going in as the favourite, Douglas head coach Joe Ormerod is taking nothing for granted. “In sport there is always surprises. It’s all part of it. We’ve had some nice surprises and some disappointments,” Ormerod said. The Royals used last week’s fixtures to ensure a healthy and card-free roster was available for this weekend’s six-team B.C. Colleges’ championship tournament. Freshmen centre-midfielder Raaqim Amijee and Simrin Rattanpal both had strong contributions to a Royals team that boasts the two leading scorers this season. ◗Soccer Page 23

The St. Thomas More Knights earned an important two points and a whole lot of respect in the B.C. high school varsity football eastern conference last week. The Knights knocked off the reigning B.C. AAA champion Centennial Centaurs 32-27 at Burnaby Lake Sports Complex-West to move into sole possession of third place in the conference. STM came back from an eightpoint deficit at halftime, outscoring the Centaurs three touchdowns to one in the second half, including Mikey Carney’s six-yard game-winning strike to Ross Hilliam in the end zone with just 31.6 seconds remaining in the game. The Knights gave every intention they would be no easy pushover for Centennial, scoring on an 11-play, 72-yard drive on the opening possession, when Carney scampered into the end zone from 11 yards out. “We have the ability to compete (in the conference),” said Hilliam,
who finished with two catches for 24 yards and a key two-point conversion that tied the contest at 20-20 midway through the third quarter. STM kept Centennial off balance with a hurry-up offence that at times had every player but the quarterback on the line of scrimmage. It’s part of a clever strategy and keen conditioning that the Knights have employed to make up for their overall lack of size. “We’ve been smaller every single game,” Hilliam said, but added the team must still be more disciplined to allow the system to get the job done. That was true in the first half. After the opening score, Carney and Alex Golding executed a successful short kickoff recovery. Three plays later, Knights Justin Siglos took a pass to the Centaurs’ one-yard line, but a 15-yard major penalty negated that gain. The ensuing field goal was blocked. STM linebacker Carlson Lacson intercepted a pass on the next series, but on the following possession, Kyle Madden was stripped of the
ball at midfield after a nice 10-yard gain for STM. In the second quarter, another major penalty on the Knights called back a 30-yard pass and run by Hilliam on the following possession. Two plays later, Carney threw his only interception of the game. Centennial finally broke a big play, going deep to wide receiver Nathan Lund on a 32-yard pass from Bobby Pospischil. Siglos had a 45-yard kickoff return called back on a holding call, but STM managed to take the ball back 76 yards to regain the lead 12-7 on a 13-yard scramble by Siglos up the middle. Siglos rushed for 111 yards and one touchdown. But Centennial countered quickly on a 46-yard run by Pospischil and a second TD pass to Lund. But despite the setbacks, STM came out in the second half, continuing its stout defence while engineering three, long, time-sapping drives to pull out the win. “I would have to thank our coaches for that. Simon Fraser University men’s soccer team chalked up a record 14th consecutive win following a 4-3 victory over Western Washington University Saturday. The Clan gave up the opening goal in the third minute to the home team Vikings but rallied for four first-half goals, including the eventual game-winner from Joseph Martin just before half time. With just seconds left in the opening half, Martin drove the length of the field and blasted a shot from 12 yards out to put SFU up by 4-2. Two minutes earlier, Sang Hwang tallied a free kick just inside the corner post from 25 yards out to give the Clan a one-goal lead. Thomas McCole and Josh Bennett scored three minutes apart midway through the first period to knot the game at 2-2. “It was an absolute battle. Every time you come and play Western
Washington in Bellingham it’s going to be a fight. But we scored four world class goals in some adverse weather to win a tough match on the road,” said Clan head coach Alan Koch in a school press release. The win improved SFU’s record to 14-0-0, including six straight wins in the team’s debut in the NCAA Division II Great Northwest Athletic Conference. Last week, freshman Carlo Basso registered his first career hat trick in a 3-0 victory over the University of Mary in conference play Oct. 19. J.D. Blakley earned his first career shutout in goal for the Clan. Earlier, the varsity men thumped Thompson Rivers University 6-0 in a nonconference match on the strength of a five-goal first half. Two of the goals came off boot of redshirt freshman Lucas Ferritto. Hide Ozawa got the shutout in goal. Ozawa has won a total of 13 games so far this season.

WILLIAM ROY BROWN
Born - Bulyea, Sask. Mar. 13, 1912 Died - Royal Columbian Hospital Oct. 12, 2010 Family and friends will gather at First Presbyterian Church, 355 7th Street in New Westminster, at 2:00 pm on October 30, 2010, to celebrate the life of Roy Brown who passed peacefully in the evening of Oct. 12, at the age of 98. Roy’s life was shared with his wife, Anna for 72 years - Anna will sorely miss him. During his life, he served his country in the Canadian Armed Forces in WWII. Wounded twice, he fought in France, North Africa, Italy and Greece. He then taught school in Hedley, Keremeos and Kelowna for 35 years, during which time he and Anna raised four children - Rodney, Lorne, Charlene and Patricia. His devotion to his seven grandchildren and four great-grandchildren represented everything that Roy’s life encompassed – his faith and a strong sense of family. He will always be loved and remembered. Donations, if anyone wishes, may be made to the Salvation Army on Columbia Street in New Westminster.
