The New Westminster school district seems to be clawing its way out of an almost $1 million deficit left over from the 2008/09 school year. According to the school district’s 2009/10 audited financial statements, the district has a $337,700 surplus from last year’s budget, though it won’t reap the benefits of that surplus because it must be put toward what’s remaining on an $889,300 deficit. The Ministry of Education allowed the district to run the deficit under the condition that it be paid back in three years. The district also put last year’s $200,000 surplus toward the deficit. But it hasn’t been easy to get to the point where it’s in the black. The district had to cut $3.1 million in jobs and services in order to achieve this year’s budget. “Everybody worked hard,” said secretary-treasurer Brian Sommerfeldt. “Dealing with the structural deficit was difficult for the board. It was difficult for the community. It was difficult for staff, who had to implement the budget.” The district’s other bottom-line boost comes from a surprising source – the school district’s controversial business company, which oversees a school in China. According to the business company’s audited financial statements, the overseas operation netted $347,000 last year – a more than 50 per cent increase over the previous year’s $157,365 profit. What’s the safest way to walk to school? It’s a question the City of New Westminster wants to answer for residents with maps that outline the least-risky routes students can take to their local school under the Active and Safe Routes to School Program. “This was initiated by the city because its clients are everyone in the city, and that includes school kids,” said Coun. Bob Osterman, who chairs the city’s neighbourhood traffic advisory committee. The tragic death of an 11year-old sixth grader from École Glenbrook Middle School “reenforced” the need for maps, Osterman said. Christian Mesa was killed last spring on his bike while crossing the busy intersection at Sixth Avenue and McBride Boulevard on his way to school. The incident rocked the school, and, as a result, parents from Glenbrook had been calling on the city and the school district to undertake a review of traffic safety. The city started planning the safe-walking route maps a year ago, working with consultants from the non-profit organization, Hub for Action on School ◗Maps Page 8

Royal City residents have a chance to attend a once-in-a-lifetime ceremony when the city confers Freedom of the City upon the HMCS Discovery. Since the honour was created in 1859, the city has granted Freedom of the City to four individuals and one group. The last time the honour was given out was in 1963. “A Freedom of the City can be conferred upon an individuals or a military organization,” said Colin Stevens, the city’s manager of museums and archives. “It is somewhat similar to the keys of the city.” The Freedom of the City ceremony will take place on Sunday, Oct. 1 at 1 p.m. in front of city hall. According to Stevens, military units are not allowed to march For more on this story, go to through the www.royalcityrecord.com city with flags flying, drums beating, bands playing or bayonets fixed (attached to the end of their rifles). “A military unit does not have that permission. It dates back hundreds of years,” he said. “It usually meant, ‘we are looking for recruits, food or women.’ The citizens were afraid.” Bestowing the Freedom of the City honour on a military unit indicates that the city trusts that unit implicitly and considers it a friend. The ceremony is part of a series of events that are commemorating the Canadian Navy’s centennial year. It will replicate a 400-year-old tradition and demonstrate the good relations between the City of New Westminster and the HMCS Discovery. “We are very proud to grant this unique privilege to the men and women of HMCS Discovery in honour of the Canadian Navy’s 100th anniversary,” said Mayor Wayne Wright. “New Westminster has a longstanding connection to our armed forces, and this is a great way to celebrate.”

Big bin or little bin for you? BY THERESA MCMANUS REPORTER tmcmanus@royalcityrecord.com

Royal City residents are being asked to give their new garbage bins a fair shake but will be able to upsize if they’re not meeting their family’s needs. Now that garbage and Cleaner Greener carts have been delivered to single-family homes in New Westminster, the city’s new automated waste collection service is getting underway. City workers will no longer have to lift and empty cans by hand because waste will be deposited into carts that will now be emptied by a mechanical arm on a truck. “There are a few isolated areas where our crews will have to manually pick up containers,” said Jim Lowrie, the city’s director of engineering services. “There are a few very tight lane areas where the vehicles can’t pull up beside the containers to dump it automatically. We will probably have a different truck respond.” Lowrie is anticipating a smooth transition to the new program, which gets underway this week. City staff has been training on the new trucks. “During the initial start-up of our new program, it will be an adjustment for us all,” said Kristian Davis, the city’s supervisor of solid waste and recycling. “Our operators will be getting used to their new trucks and assisting residents with cart placement issues, while residents will be adjusting to separating food waste from other waste as well as familiarizing themselves with their new carts.”

Under the new system, residents in single family homes will be able to include a variety of items in their Cleaner Greener carts: any kind of cooked or uncooked food scraps, including meat, fish, bones, dairy, and eggshells; food-soiled paper like napkins and pizza boxes that are too soiled to recycle; and yard trimmings, leaves and grass. Davis said he’s received plenty of feedback from residents, with many asking what they can throw into the new Cleaner Greener carts. “Most did not know that they can throw food soiled paper such as napkins, paper towels, or pizza boxes in with their yard trimmings and food scraps,” he said. Most houses have received one 120-litre cart for their garbage, while properties with a registered suite have received a 240-litre container. Each household has received a 240-litre cart for Cleaner Greener food scraps and yard trimmings carts. The City of New Westminster wants residents to try their new bins for a month. After Nov. 1, they will be able to upsize to a larger cart for a fee. “It will be an option,” said Blair Fryer, the city’s manager of communications. “We ask people to try the bin sizes that have been delivered.” Davis said this will give residents time to try out the new carts and to try and reduce the amount of waste they throw into the trash by separating out their compostables. It will also give the city time to iron out any kinks in the new program. “Residents may find that after a month

trial that they won’t need a larger cart and can manage with the smaller containers,” he said in an e-mail to The Record. “The city is still offering tag-a-bag collection for those who have extra garbage on the odd occasion. After Nov. 1, residents will have the opportunity to upsize to the larger 240L carts for an additional $102 per year.” The City of Burnaby noticed a decrease in garbage waste and a significant increase to the yard waste toters after introducing a food waste collection program earlier this summer. Burnaby has estimated that about 50 per cent of its residential garbage is actually food waste. Several members of New Westminster Environmental Partners appeared before council in March to commend the city for opting for a 120-litre bin for single-family homes, rather than a larger bin. Some people have suggested that a 240litre size bin is too big for clean green products. Others have questioned why they can’t place compostable bags or diapers in with their yard trimmings and food scraps. Davis noted that all yard and food scraps will be transported to a regional compost facility where they will undergo an accelerated composting process. “The process uses anaerobic digestion to biodegrade high solids organic waste such as yard debris and food waste. This facility prohibits us from disposing any sort of plastic or plastic bags, even compostable bags,” Davis explained in an e-mail.

Looking for worldwide ties The City of New Westminster is striking an international relations task force to assist it in establishing ties with foreign cities. Until 2006, the City of New Westminster had sister city relationships with Moriguchi in Japan, Quezon City in the Philippines and Lijiang in China. Since then, it has built additional relationships with several cities in China: Yunfu (friendship city relationship); Zhengjiang (friendship city relationship) and dialogue with Chongwen, Datong City, Xinzhou City and Taiyuan City in China, as well as Geumchen District in Korea. The task force will consist of two city councillors, the director of legislative services, the economic development manager and (as required) the chief administrative officer. When the task force has completed its mission, the city might decide to form an international relations committee to carry on the mandate of the task force. – Theresa McManus

The report mentions the company’s “growth potential” to expand operations in China and elsewhere. The district’s presence in China is gaining “worldwide” recognition, he states. “The financial well-being of the business company remains fiscally sound and viable,” Atkinson’s report says. “It is vital that the business company achieve unanimous support from the board of education as its sole shareholder, in order to focus its efforts solely in continuing to grow the business to its full potential as a revenue-generating asset to the district.” The business company runs two programs in Wenzhou, Zhejiang Province in China – a secondary school and an

English language program. The auditor general recently sent a letter to the school district stating that his office would be performing an audit on the business company.

HISTORY IN A NUTSHELL:

The business company was launched after the Liberal government introduced legislation in 2002 that made it possible for school districts to sell the B.C. curriculum overseas. After complaints from New Westminster parents in 2007, the government changed the law to increase transparency by requiring such measures as arm’s-length directors, annual public meetings and annual reports. In January, the board voted to designate the business company advance as an interest-bearing loan with no fixed repayment term, because the company’s earnings aren’t predictable.

cent reduction. One might imagine that Health Canada would have wanted to ramp up a variety of education, warning and smoking cessation programs to achieve its stated target – and in doing so, save this country billions in health-care costs. But after more than six years of “consultations” in a variety of forms, the federal government has quietly halted its plans to update the warnings on cigarette packets and include the number of a toll-free line to help smokers quit.

Instead the federal government will focus its efforts on contraband cigarettes – a move that will clearly benefit the tobacco companies as much as it might reduce the supply of some smokers. Surely protecting the health of Canadians ought to be more important than stopping the flow of illegal smuggling. There’s something sadly askew with the government’s priorities on this one. And, unfortunately, it’s Canadians who will pay the price.

Baldrey got it wrong on the Zalm Dear Editor:

Re: Rule by the mob isn’t democracy, In the House, Sept. 29. In his Wednesday rant against the tactics of Bill Vander Zalm in the fight against the HST, Keith Baldrey repeatedly fumes over the shocking proposition of a government bending to the demands of an “unelected gang.” I deeply resent that, Mr. Baldrey, because I am a member of that unelected gang, for its other name is the people of British Columbia. Vander Zalm and Chris Delaney represent perhaps a million of us (720,000 on a petition that would have grown larger in time). We quite rightly make demands on that elected gang called the B.C. Liberal government, a very small group that kept its grip on political power

only by lying about the HST in the last general election. Baldrey really should know that in a functioning democracy, those elected to serve are not granted an all-powerful right to rule; that’s dictatorship. Their basic mandate is to represent us, the great unwashed mob that should not have to bend before the self-serving dictates of the Gordon Campbell gang. Baldrey attacks the integrity of Vander Zalm for resigning as premier over “serious ethical lapses.” At least he had the grace to resign, while our current premier refuses to step down, despite his lies and other ethical lapses (such as a drinking and driving record) and basement-level popularity. Further, Baldrey accuses the anti-HST movement of being “swept along by populist sentiment” and acting in “blind obedience.”

Strangers to the rescue

Dear Editor:

So there I was, kids in the car at 8 a.m. Monday morning, heading home from early morning hockey practice. A new week – rushing kids to school, heading to work, need my coffee. So much to do. What? A flat tire! What am I going to do? My dad (like most dads, I guess) made me learn how to change a tire, but frankly, that was more years ago than I care to remember. And then, out of nowhere, there they are – two people on their way to their breakfast at Amelia’s, stopping to offer their help. Family Place needs a home

Dear Editor:

Re: Loss creates “chaos,” The Record, Sept. 29. I was extremely disappointed to read of the manner in which Royal City Centre’s ownership has given the boot to long-time tenant, Family Place. I say “tenant” because even if the group was not paying a fee to use the space, a decade of user history counts for something in my book. I get it that the new ownership might want the space back, and to be perfectly honest, I think that’s reasonable – businesses do need to make tough decisions like that all the time. But to have security turn the Family Place staff away a week before the program was set to start?

That’s simply pathetic. As far as I am concerned, appropriate and written notice should have been given. Thirty days would have been reasonable and professional. I also don’t buy it that the toys and other supplies were an attractant to thieves – if that is the case, I suppose I should consider my unfenced and unsecured backyard a giant magnet for criminal activity, since it is currently littered with assorted toys. I find it hard to believe that used toys are the latest and greatest black market commodity. I smell an excuse, and a poor one at that. Personally, I wish that mall management and ownership had more concern for the alarming vacancy rate of their retail spaces than with capitalizing on a back hallway meeting room for the use of tenants. Royal City Centre is a sad shell of its potential and, aside from a few shining stars, there are few reasons for me to set foot in there at all. An available meeting room – for a fee, the cynic in me presumes – isn’t going to change that. The ownership and management of Royal City Centre should be ashamed of themselves for unceremoniously dumping Family Place. I only hope they are more professional and community-minded to their small business owners and future tenants. Family Place is a crucial and essential part of New Westminster. I know I am not alone when I say it saved my sanity on more than one occasion the first year of my son’s life. It continues to connect me with parents I wouldn’t otherwise have the opportunity to meet. The staff are caring, friendly and helpful. Family Place is not just “some drop-in play centre” – they offer resources, access to public health staff and other experts, a parent break room, toy loaning, a library, a clothing exchange, daily snacks, special outings and, more than anything, a place to share with other parents in a supportive and non-threatening environment. And did I mention at no charge? Family Place is free to users. In these tough times, I am blown away by what Family Place manages to offer for free. I urge all residents to help find a space for Family Place in the Uptown neighbourhood. This program is simply too valuable for it to die. These kids are the future of our community and they need access to amazing organizations like Family Place to succeed. Jen Arbo, New Westminster

Maps: Finding the safest routes ◗ continued from page 1

Transportation Emissions, said Jenyfer Neumann, who works in the city’s engineering department. Parents were surveyed through schools and community groups have also been advising the city on the best routes. “What we are asking for is precise input about obstacles, dangerous areas from people who live and transit in the area,” said Osterman. “We will actually physically walk the area with our staff and look for obstacles ... We will offer the safest route for children to walk to their local neighbourhood school.” The city and Transportation Canada are splitting the $20,000 cost to produce the maps. The maps will offer suggestions for the safest routes to take on foot or bike to every elementary and middle school in the

city. “When this is done, and it’s going to be a long process, we will deliver the maps,” Osterman said. “We want to make sure the school district and the parents are truly aware of what we are going to do. We should have something by early December.” When the maps are completed, they will be sent to schools and they will be distributed to students. The maps will also be available online on the district’s website, Neumann said. “We are moving toward (being) a walkable city,” Osterman said. The bid to create the map was driven by requests from parents, said Osterman, who was a local school trustee from for more than 13 years before he made the move to city council.

portion of the earnings – $169,000 – will go toward paying interest on the almost $1 million loan the school district made to launch the contentious company, which sell B.C.’s education curriculum in China. The interest payment and the remaining $178,000 profit will both go toward helping to pay off the school district’s operating deficit. Enrolment in the school district’s offshore school continued to grow, Sommerfeldt said. At home, the district managed to find savings in the cost of the average teachers’ salary. Also, the cost of utilities and supplies was lower than expected. “What we are trying to do is err on the side of caution,” Sommerfeldt said, summing up a budget process that seems to

have become considerably more conservative since Sommerfeldt took over the district’s financial department last year. Despite the cuts, the district’s educational programs didn’t seem to suffer, said Sommerfeldt, a Port Coquitlam resident who even transferred his own son to New Westminster Secondary School because of the quality of education. “It was a difficult year, but educationally ... this district, in my opinion, as a parent, is way ahead in its service delivery to students, even with the difficult year we just had,” he said. “New Westminster needs to be proud of the educational programs. On the business side, we are making a lot of progress.” The district still owes $204,600 to the ministry for the remainder of the 2008/09 deficit.

City politicos and mayor attend UBCM convention BY THERESA MCMANUS REPORTER tmcmanus@royalcityrecord.com

Several members of New Westminster city council were in Whistler this week for the 2010 Union of B.C. Municipalities convention. Joining Mayor Wayne Wright at the convention were councillors Bill Harper, Jaimie McEvoy and Lorrie Williams. Councillors Jonathan Cote, Betty McIntosh and Bob Osterman didn’t attend the convention, which was held from Sept. 27 to Oct. 1 at the Whistler Conference Centre. During the five-day convention, delegates considered more than 150 resolutions. One of those recommendations was to extend civic terms of office from three to four years, a move defeated by a majority of delegates. Rick Page, the city’s director of legislative servic-

es, said New Westminster had proposed one item for the convention’s agenda, but White Rock beat the city to the punch in putting it on the agenda. That was a recommendation from the B.C. Poverty Reduction Coalition, which asked the Union of B.C. Municipalities to support a resolution to urge the provincial government to adopt a comprehensive and accountable poverty reduction plan. The convention featured study sessions, receptions and clinics. Topics covered included living wage, child poverty, wildfire prevention, ranching, sustainability planning, affordable home ownership and effective financing of local government services. The theme of the 2010 UBCM convention was Forging Gold Medal Standards. “More than ever, British

A taste of the Emerald Isle

BY ANDREW FLEMING REPORTER afleming@royalcityrecord.com

The city of New Westminster, named after Mother England’s thousand-year-old seat of government, is about to get a wee touch of the Irish. Only months after the Pen Café & Bistro locked up for good, yet another food and beverage establishment is set to open its doors inside the gatehouse of the old B.C. Penitentiary. “We are hoping to open as it stands now either Monday or Tuesday,” said owner Fred Bilawey of what he has chosen to call the Dublin Castle Neighbourhood Grill due to the local landmark’s castle-like characteristics. “We’ve changed all the inside décor. Lots of oak finishes, wainscotting, oak tables, a lot of warm, deep colours, lots of red brick. We’ve added a bunch of 55 and 60-inch plasma TVs everywhere. We’ve actually built a new bar, which is probably going to be one of the highlights of the room, and we’ve basically gutted the kitchen and rebuilt it with all new equipment.” Bilawey knows a thing or two about Irish pubs, and his extensive resume includes, among other things, helping to successfully launch some nearby Elephant & Castle outlets, Expo ‘86’s infamous Unicorn Pub, and even a place called Pedro McMurphy’s in the Dominican Republic, a country whose only obvious link with the land of Eire is that both are islands. The restaurateur, who has rented a house just a block away from his latest venture, wants to stress, however, that the 88-seat Dublin Castle isn’t technically a pub and will be as much about serving good food as it will be the Guinness or grog. “I want to clarify that it is a food primary, so it is a neighbourhood grill,” said Bilawey. “Some of the residents in the immediate area have kind of a thing about pubs, they think it might be loud and obnoxious.” One thing the new restaurant will have in common with the previous tenant of 319 Governors Ct., for now at least, is that it won’t be accessible via the damaged stone staircase linking it to Columbia Street.

Cheers: Fred Bilawey hoists a pint at the soon-to-beopened Dublin Castle Neighbourhood Grill – named in part for the architecture of the old B.C. Penitentiary building (at left) where it’s housed.

“It is my understanding that the Heritage (Preservation) Society, they only want to allow some of the original marble or granite or whatever that the original stairs were made of,” he said. “That is extremely cost-prohibitive for the landlord. These people sit around and say ‘We would like to have this or we want to see that.’ Well, if you want to have it, write the cheque. … I’m hoping common sense will prevail.” Many people in the B.C. restaurant biz say they are staggering these days from the one-two punch of the HST and harsh new impaired driving laws, but Bilawey expects the Irish-themed sports grill to have more than a fighting chance.

A

doctor who wrote a book about his experiences working in remote areas north of 60 back in the sixties will be dropping by the Royal City later this month for a book signing event. Keith Billington will be doing a book signing at Black Bond Books in Royal

City Centre on Saturday, Oct. 30 at 1:30 p.m. “Keith Billington’s surprise bestseller, House Calls by Dogsled: Six Years in an Arctic Medical Outpost, described Billington and his wife Muriel’s experiences providing medical care to a string of isolated First Nations settlements in the Northwest Territories during the 1960s,” said a press release from Harbour Publishing. “Billington uses his talent as a patient, heartwarming storyteller to dish up more tales of the medical emergencies, native traditions and wild

landscape that make the Canadian north such a compelling place. “Time and again, the Billingtons were awoken in the middle of the night to find someone rapping on the station door with a life-threatening emergency, which often ended by lighting a makeshift airstrip with rolls of toilet paper soaked in kerosene. “Once the plane took off again to bring the patient to the hospital in Inuvik, Muriel and Keith would boil water for coffee and start preparing for the next day’s treatment clinic.”

Keith trained as a registered nurse in Britain and later studied public health nursing at Dalhousie University in Halifax, Nova Scotia. He and Muriel, also an English-trained nurse and midwife, emigrated to Canada to work at the Fort McPherson Nursing Station in the Mackenzie Delta. “Billington writes about the ease of falling asleep after a long day on the dogsled and waking up to the smell of fried caribou meat and bannock; the warmth of fur-fringed parkas and moosehide

mukluks,” said the press release. “He introduces us to unforgettable Gwich’in characters – people who have sustained a traditional way of living while adjusting to the inevitability of change. Cold Land, Warm Hearts is an adventure story that rounds out the Billingtons’ Arctic saga with a deepened understanding of the far North and its people.”

If anything, he expects its dense residential location in Fraser View to bring some luck, especially as the nearest competitors are all several blocks away. “People will be able to walk to our place to get their prime rib rather than, say, drive to the Keg, or get a great salmon meal here that they would otherwise go to the Boathouse for. We’ll also be doing breakfast and brunches on weekends. Because of where we are located, we definitely want to be all things to all people.” He said he is already getting around 50 people a day stopping by to enquire about the opening date and the restaurant’s bare-bones website, www.dublingate.ca, is already seeing a fair bit of traffic. “Our mailing list is at 1,200 already, and we’re not even open yet.” www.twitter.com/Flematic

How did Fire Prevention Week start?

F

ire Prevention Week was established to commemorate the Great Chicago Fire, the tragic 1871 conflagration that killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures and burned more than 2,000 acres. The fire began on October 8, but continued into and did most of its damage on October 9, 1871. According to popular legend, the fire broke out after a cow - belonging to Mrs. Catherine O'Leary - kicked over a lamp, set-

ting first the barn, then the whole city on fire. Chances are you've heard some version of this story yourself; people have been blaming the Great Chicago Fire on the cow and Mrs. O'Leary, for more than 130 years. But recent research by Chicago historian Robert Cromie has helped to debunk this version of events.

THE 'MOO' MYTH Like any good story, the 'case of the cow' has some truth to it. The great fire almost certainly started near the barn where Mrs. O'Leary kept her five milking cows. But there is no proof that O'Leary was in the barn when the fire broke out - or that a jumpy cow sparked the blaze. Mrs. O'Leary herself swore that she'd been in bed early that night, and that the cows were also tucked in for the evening. But if a cow wasn't to blame for the huge fire, what was? Over the years, journalists and historians

have offered plenty of theories. Some blamed the blaze on a couple of neighborhood boys who were near the barn sneaking cigarettes. Others believed that a neighbor of the O'Leary's may have started the fire. Some people have speculated that a fiery meteorite may have fallen to earth on October 8, starting several fires that day - in Michigan and Wisconsin, as well as in Chicago.

emove or disable smoke alarms.

Smoke Alarms

S

moke alarms should be installed on every level of the home (including the basement), outside each sleeping area, and inside each bedroom. Larger homes may need additional smoke alarms. Never

Interconnection of smoke alarms is highly recommended; when one smoke alarm sounds, they all do. (This is particularly important in larger or multi-story homes, where the sound from distant smoke alarms may be reduced to the point that it may not be loud enough to provide proper warning, especially for sleeping individuals.) A licensed electrician can install hardwired multiple-station alarms. Wireless alarms, which manufacturers have more recently begun producing, can be installed by the homeowner. There are two types of smoke alarm technologies – ionization and photoelectric. An ioniza-

tion smoke alarm is generally more responsive to flaming fires – like a pan fire or the smoke from cooking. A photoelectric alarm is generally more responsive to smoldering fires – like a cigarette, overheated wiring or something hot like a space heater. Install both types of alarms in your home or combination ionization and photoelectric alarms that take advantage of both technologies. Test smoke alarms at least monthly by pushing the test button. If an alarm “chirps,” warning the battery is low, replace the battery right away. All smoke alarms, including alarms that use 10-year batteries and those that are hard-wired alarms, should be

replaced when they’re 10 years old (or sooner) if they do not respond properly when tested. Never remove or disable a smoke alarm.

Smoke alarms for the deaf and hard of hearing There are some smoke alarms with strobes or the ability to be used with strobes – also called visible notification appliances – that signal to awaken those that are deaf (those with profound hearing loss.) the use of tactile notification appliances (such as a pillow or bed shaker) is also now required, and activated by the sound of the smoke alarm. Tracking garbage A

s New Westminster has a new way of handling the collection of solid waste (since Oct. 1), we would like to look again at how that was done in the past. Today the new automated system for single family garbage pickup includes separate containers for “green” or compostable garbage, material still going to a landfill, and recyclables. Thinking historically about trash and what was done with it can be an interesting and eye-opening process. In the earliest days of this city, waste was taken care of by the individual who created it. Sometimes it was buried, sometimes burned, sometimes tossed in the Fraser River and other times just dumped somewhere. Usually it was dumped some distance away from the city, but not always. Early communities often designated a place to dump garbage so that it would not attract animals or send smoke into the town if it was burned. Every so often in modern times, a previously unknown dumpsite is discovered and provides an interesting collection of “artifacts” that can help in studying the history of

If the committee’s recommendation went ahead, a bylaw would be passed regarding the collection of garbage and every householder would have to possess a garbage can. Apparently, the recommendation didn’t proceed, as in June of that year all garbage was to be taken to a specific area in the city and burned daily – not in an incinerator, but by open burning. We really have come a long way with our new collection system and recycling processes.

a town. Currently running on the History Channel is a program on garbage of great cities and what we can learn from exploring this “commodity.” Some of what is known about First Nations in B.C. has been gathered from the careful excavation and interpretation of their garbage dumps known as middens. The New Westminster museum has a sizable collection of discarded items from the early Chinese community that were uncovered during the development of the former Chinatown site, and these have added to the understanding of the area and its occupants. But a hundred years ago, in March of 1910, a committee, struck to deal with the issue of solid waste, reported that due to the cost of collection and maintenance, it could not recommend construction of an incinerator. Instead the committee recommended calling for tenders for a 70-foot scow that would hold the garbage, then be towed away and dumped into the gulf. A licence would be granted to a firm or person who would collect garbage from householders in properly constructed carts or wagons. They would be entitled to charge 50 cents per month to householders and an amount to be agreed upon to storekeepers. The garbage collectors would then take all refuse to the scow, which would

How do you make your resume and cover letter stand out from the many that are submitted for one job posting? At a recent career development event, a diverse panel of human resources (HR) experts gave advice Gregg Taylor that can help you accomplish this. HR experts gave mixed messages about the best way to submit a resume (e.g. in PDF vs. Word format). This highlights the importance of knowing the different preferences for each company. Make sure you follow all the submission instructions included on a job posting. If there aren’t any instructions, visit the company’s website or call them to find out the best practice. Many job postings will include instructions to submit a cover letter along with your resume. Some HR experts said they read cover letters, while others did not read them. The lesson learned from this insight is that it is wise to include everything you want an employer to know in your resume. Your cover letter should just highlight the information in your resume, and briefly explain why you are a fit for the position you are applying for. Every expert agreed on the importance of including keywords from the job you are applying for in your resume. When your resume is received, it will be pre-screened by a person or electronic scanner that will prioritize applications based on the number of job posting keywords if contains. LUXURY PET HOTEL @ YVR airport because your pet deserves a vacation too! 604-238-Pets (7387)

Aries March 21 - April 19: A powerful week for relationships, marriage, businesspartnerships, dealing with the public, opportunities, possible fame. What transpires now will have “sweet echoes” for three months. Love relationships are helped by October’s high level of sexual desire. Business partnerships might go through a process of re-arrangement, buyout, or balancing of assets/ownership. (All through October, with “lingering trailers” to January 2011.) Be diplomatic, flexible; if you insist on your way, you might turn opportunities into refusals, potential partners into competitors. Romance Sunday! Taurus April 20-May 20: The monthly emphasis lies on employment, chores, machinery, dependents and health. A new job can arise Wednesday onward. An important affectionate relationship might be developing – although you could begin to have a few mild doubts about your commitment to this bond. The same might be said about a contract, negotiation, relocation opportunity, or litigation. This indecision is due to a temporary factor. By late November, December, you’ll return to certainty about bonding with a person, place, agreement, etc., so remain optimistic. Excitement or disagreement grows Friday/Saturday. Gemini May 21-June 20: Romance (with a coworker?) pleasure, beauty are at the top of your wish list. You’re on a winning streak – you can succeed in speculation, gaming, sports and creative ventures. All these, from romance to creativity, are marked by a new sobriety, slowness and carefulness. Good, these will eventually bring depth, strength and durability to any love or venture you undertake. Your health needs attention. Your career ambitions will get an autumn boost (be active but patient: fastest progress comes in December). Rest early week. Wednesday to Saturday brings romantic (et al) excitement!

Cancer June 21-July 22: The accent lies on home, children, security, gardening, nutrition, Mother Nature, foundations and basics. A streak of romance runs through your days (e.g., this Friday/Saturday) – right into next January. If you’re happily married, you’ll bask in love of children, creative joys, nature’s beauty, sports and/or simple pleasures, speculation, gambling, etc. Chase money Sunday. A Monday disagreement might be building with your mate over domestic/property concerns. It’s minor, but points to larger issues. Run errands, chat Tuesday/Wednesday. Friday p.m. starts an intriguing weekend! Leo July 23-Aug. 22: It’s a busy time but not an important time, Leo. Do paperwork, errands, chat, travel, email, schedule (especially Wednesday/ Thursday) but rest on a deeper level. Pause to watch nature, to meditate, contemplate, or simply to drink in family joys. (You’re a sweet’n’sour mixture in domestic arenas – after October, only the sweet will remain.) You shine Sunday, your charisma and energy surge. Chase money carefully Monday to Wednesday. (Your work habits need an overhaul: work smarter, not harder.) Friday afternoon begins a long, deep, renewing weekend – family reunions are blessed! Virgo Aug. 23-Sept. 22: Money, earnings, buying/selling fill this month. Your days bring interesting errands, casual meetings, paperwork, communications – a casual friendship could develop into a light romance (likely Oct. 8-10). You might sense that under a surface of free and easy flirtation a deeper “turn” is lurking – and it is. (Ditto in all areas – lightness hides depths. E.g., light communications or errands/travel could lead to an investment.) For students and intellectuals, October is a superb month for research and writing. Rest, lie low Sunday. Your energy and charisma rise Monday eve to Wednesday.

★ ★ ★ ★ ★ ★ ★ ★ Libra Sept. 23-Oct. 22: Your charisma, energy, effectiveness and confidence soar, especially Wednesday afternoon to the weekend. Get out, start major projects, tackle difficult situations. See and be seen – be there in person. You’ll impress others. A sensual relationship attracts you all autumn – or you might pursue a luxury purchase. Either way, don’t be discouraged if mild delays occur next week to midto late November: success will still be the outcome. Sunday’s social, happy. But retreat, rest and plan mid-day Monday to mid-day Wednesday. If you have to insist Monday, it signals future incompatibility. Scorpio Oct. 23-Nov. 21: Rest, lie low, replenish energies. Life is sending a mixed message: your sexual/partnership magnetism is high, but the energy you need to act on it is low. Reflect on what you really want in love, so when your energy rises (Oct. 23 onward) you can chase the right person. There’s no rush – your unusual attractiveness will last into early January. Meanwhile, attend to neglected duties, governmental or institutional contacts, and administrative chores. Follow charitable urges. Drink spiritual breaths, envision your future. Tuesday, happiness! Saturday highlights that magnetism! Sagittarius Nov. 22-Dec. 21: Wishes come true, but in a quiet, sober way. Optimism, light romance, popularity, entertainment and social joys fill this month. Many of your deepest desires stay hidden, which can lead to a clandestine attraction, or might simply leave you quiet and contemplative despite your happiness. Realize that now to late 2012, your real wish is for money. Start thinking of ways to make this one come true. Your real estate luck returns, now to late January. Sunday’s mellow, loving. Monday brings a disagreement about money and the future. Midweek offers joy, friends. Rest, Friday eve, Saturday.

Oct. 3 - Oct. 9 Capricorn Dec. 22-Jan. 19: The accent lies on ambition, career, prestige relationships, your status in the community. You’ll meet with bigwigs or authorities, or feel their influence, especially Wednesday to Friday. If meeting, put on your charm – your social skills are tops now into next January. You might meet a “just right” romantic prospect in a group – if Monday to Wednesday, he/she will be obviously drawn to you. If late month – Oct. 22 to 24 — you will be the pursuer. Life’s depths, sex, finances, major commitments intrigue you Sunday. Wisdom Monday/Tuesday. Happiness Friday eve, Saturday! Aquarius Jan. 20-Feb. 18: For you, October is always loving, gentle, wise and compassionate. But this October your sweet mood can be slightly sullied by either 1) a temptation to use romance as a rung on the ladder of ambition, or 2) frustration that true love is unavailable. Realize that temptation and denial/ frustration are two manifestations of the same thing. (True love is never denied, but blocked by temptation.) Or, you might find true love now, especially Sunday (opposites attract) Monday-Wednesday (lust) Wednesday-Friday (gentle mind-meld) or Friday/ Saturday (nervous romance). An interesting week! Pisces Feb. 19-March 20: You swim in life’s depths now: subconscious urges rise, your dreams intrigue, hunches prove accurate – rely on them when making consequential decisions. Commitments are serious, in finances, intimacy, lifestyle areas. What you do now can change your life. That applies particularly to love of a marriage/wedding kind, and to legal affairs touching on earnings and/or possessions (Friday/Saturday). A few months ago you had powerful ambitions, optimism about your prospects – grab those again, because you’re on a lucky four-month roll in career, worldly ambitions. Opportunities Tuesday! timstephens@shaw.ca • Reading: 416-686-5014
