More city staff hit the $100,000 mark Report shows 72 city employees earning more than $100,000

A City of New Westminster employee is closing in on the $200,000 mark and another passed that mark by retiring. A report released Monday shows that city administrator Paul Daminato earned $197,695 and had expenses of $5,305 for a total of $202,999. Former fire chief

Carl Nepstad was paid $249,421, which reflects some payouts for items such as vacation time. In total, 178 employees earned $75,000 or more in 2009. The report showed that 19 employees earned $75,000 to $79,999, 37 earned $80,000 to $89,999, 50 earned $90,000 to $99,999, and 72 (including Daminato and Nepstad) earned more than $100,000. In 2008, 38 city employees earned $100,000 or more, meaning the number has almost doubled in a year’s time. Of the 72 employees passing the $100,000

Park will pay tribute to city’s history

A forgotten piece of New Westminster’s history will be remembered in the future Westminster Pier Park. Bruce Hemstock, a principal with PWL Partnership, said a structure that will represent the historic Lytton Square will be the centrepiece and heart of the Westminster Pier Park. The new structure won’t look exactly the same as its predecessor, which was an enclosed building – the new structure will be open, but they will share the same shape. The building, which housed New Westminster’s first official public market, was destroyed in the Great Fire of 1898.
The proposed Lytton Square Market structure will incorporate space that houses washrooms, storage and a concession. Hemstock said the structure won’t be located at the original location of Lytton Square, because the Fraser River still flowed over Front Street when the building existed, but will be located “just a stone’s throw away” from its original home. Coun. Betty McIntosh said many community members aren’t aware this type of structure is being done as part of the park, but she believes it will be welcomed. Project manager Dugal Purdie said the structure will be representative of Lytton Square. “The big difference is it is not a building

City trees belong to everyone

Re: Tree bylaw sought, The Record, June 23 The trees belong to all of us: they are a commons. They absorb our carbon dioxide and produce our oxygen. Each tree that’s cut down reduces these functions that sustain us all. One by one, we clearcut our urban forest and degrade our life-support systems. So trees are never “private property,” even on your own lot or development site. We need a tree bylaw that reflects these realities. Particularly in view of increasing weather anomalies, no more trees must be cut. Taking climate change into account was agreed as a policy by a recent Union of B.C. Municipalities convention. In case of unavoidable necessity, the homeowner, government agency or developer must apply for
a permit, the city apply stringent assessment. If cutting is allowed, the proponent would have to replace that tree, preferably on-site, with the equivalent in tree production relative to its age. On the riverbanks, no trees at all must be cut. The outrage at Jardine and the dyke must not be repeated. While five younger cottonwoods were blown down in last month’s high wind, two of the elder, stable trees, origins of the younger, remained standing. The developer, having long ago gotten permission to build a house on the riverbank under the Queensborough small lot bylaw, cut down both mature trees. He also clear-cut the bush on the riparian edge – against Fisheries regulations – and moved fill there from his upland property. Fisheries and the city alerted, a stop-work order was issued, requiring the fill be removed. Some has been removed, but most remains, extending to below

the high tide mark, covering the riparian edge. What kind of house would be allowed? The cabin that was there was on piers, the high tides coming as far as the dyke at times. Will a retaining wall be allowed on the riparian edge? This part of the riverbank has been clear-cut – a failure of oversight by both the city and Fisheries that must not happen again. Such disasters can be prevented with: ◗ a sustainable tree bylaw; ◗ an information program by fisheries for riverbank property owners; ◗ an amendment of the small lot bylaw disallowing building on the river side of the dyke. We must start by reversing the permission for this first house and amend the bylaw in the latest OCP revision. Likewise, the waterfront residential zoning on the river side of the dyke near the Alex Fraser Bridge must be changed to green zone. The riparian edge must be restored, replacement trees planted, through cooperation of all the perpetrators of this error: developer, city and Fisheries. The cottonwoods are flood protection; they suck up thousands of gallons of water a day. When they built the dyke, according to a longtime resident, they cut the cotton-
woods to do it; those ancients were six feet through. Why not build the dyke behind the trees? Presumably to take as much upland for real estate as possible. We keep making the same mistake – working against rather than with nature. If we keep encroaching, we will lose not only the salmon but all our life-support systems.

But, in the end, everyone has to decide whether they are going to do what is right or what is easy. I believe the HST is the right thing for our province’s economy and for our children’s future. Light rail a better option
This summer, interesting news will be released that will delight supporters of the “return of the Interurban” to the Fraser Valley. TramTrain is simply a light rail vehicle that can operate on existing railways and on its own tracks, greatly reducing “rail” transit costs while at the same time providing a much larger light rail network. As an example, for the cost of a SkyTrain Evergreen Line, we could build a Vancouver to Chilliwack TramTrain and a Vancouver to Maple Ridge TramTrain. A larger “rail” network servicing more destinations, at a cheaper cost should be TransLink’s number 1 planning goal. Sadly, what I see from the ivory towers on Kingsway is more of the same, plans for hugely expensive metro lines with no realistic way to fund them.

as such,” he said. “This is a wood-frame structure that is to represent the old building. It doesn’t have walls, it doesn’t have a roof, it doesn’t have windows.” Purdie said the structure sits over the area that will house the washrooms and concession, which will be set into the embankment. Some portions of the structure will be covered in a tempered glass, but those locations are yet to be determined. On June 28, city council received updated artist’s renderings of the future Westminster Pier Park, which shows the Lytton Square structure located next to the park’s “festival lawn,” an area for people to gather. The artist’s renderings also show the portion of park that will be developed further in the future, as funding allows. That space, located east of the festival lawn and Lytton Square features, will be usable space but won’t be developed to its final quality at this time. “It’s a hard surface where people can gather, ride bicycles. What we are not doing at this stage is programming it,” Purdie said. “It’s really an opportunity to do just about anything that people want, whether it is for listening to music, playing basketball, flying airplanes.” In June, the City of New Westminster learned it had received an extension on
the deadline for expenditure of its $16.6million Building Canada Fund grant for construction of Westminster Pier Park. The extension gives the city until March 2012 to complete construction of the new waterfront park. At the time of the announcement, Purdie said the extended timeline could help the city complete more of the park, by reducing some costs. “It’s too early to say on that front,” he said. “We are still looking at costs and trying to assess that.” Purdie said the project is proceeding with the “base plan,” and any decisions about expanding the scope of the park because of savings gained will be made at a later date. The City of New Westminster purchased the brownfield site on the waterfront in March 2009 for $8 million. The city, province and federal governments have each contributed $8.3 million toward park construction. Coun. Bill Harper recently questioned whether the city is able to spend its money in the final stages of the project and spend the provincial and federal contributions first. “The federal and provincial governments are saying no,” said Gary Holowatiuk, the city’s director of finance and legislative services. “They will only reimburse us if we prove we have spent our money.”

Most residents happy about life in the city A new Ipsos Reid poll has found that the vast majority of Royal City residents are satisfied with the quality of life in the city. The 2010 city satisfaction study found that 99 per cent of respondents rated the quality of life in New Westminster as good, which includes 37 per cent “very good” and 62 per cent “good.” That’s an improvement from the 95 per cent rating in 2008 and the 97 per cent rating in 2007. “It shows a report card for us,” said Mayor Wayne Wright. “The report card says we have passing grades, and maybe we’ll make the honour roll.” Wright was pleased to hear that most residents believe they have a good quality of life in New Westminster. “It’s humbling,” he said. “I think our staff is doing a terrific job. I think our city
is moving forward.” The top issues for residents are: transportation – 25 per cent; education – 22 per cent; crime – 15 per cent; growth – 11 per cent; taxation/municipal government spending – nine per cent; municipal government services – seven per cent; social – six per cent; parks, recreation and culture – six per cent; health care – five per cent; economy – four per cent; environment – four per cent. Wright wasn’t surprised to see that transportation remained the top issue for residents, noting that New Westminster is in the centre of the region, home to several SkyTrain stations, and near bridges and major transportation routes. Transportation dropped from 28 per cent in 2008 to 25 per cent this year. Education, cited as a top issue by four per cent of respondents in 2008, jumped to 22 per cent in 2010.

“We have got several places in the city that aren’t in the way of anybody. They can give us revenue for quite some time that we can put toward the park or some other place,” Wright said about locations near bridges and the highway. “It’s not in neighbourhoods. They are not intrusive.” Ipsos Reid asked resident why they think the quality of life has improved. These were some of the top responses: good roads/ infrastructure (15 per cent); good amenities and services (15 per cent); growth/development (11 per cent); clean municipality (six per cent); and good public transporta-
tion (five per cent). On the flip side, Ipsos Reid asked residents why they feel their quality of life has worsened, and these were some of the top responses: lack of services (16 per cent); growth (14 per cent); too much traffic (13 per cent); crime (10 per cent); poor government (10 per cent); municipal planning (10 per cent); high taxes (eight per cent); homelessness (eight per cent). “It’s a nice mix that you have to have,” Wright said about development in the city. “We do not want a community that turns into a hodgepodge. We are working to a plan.”

Members of the New Westminster Community Gardening Society are starting to see the fruits of their labour. A group of local residents formed the society to support the development and operation of community gardens in New Westminster. They’re now celebrating the completion of Phase 1 of the community garden at St. Mary the Virgin Anglican Church in Sapperton. “It’s been going very well,” said David Maidman, a member of the society. “We came to an agreement with the church. We started construction in May. Things are coming up great. The plants are doing very well.” A variety of vegetables are now growing in the garden that’s on the hill overlooking the Fraser River. “There is 15 plots,” Maidman said. “We are hoping to expand next year, put more plants in, put in some fruit trees.” The St. Mary the Virgin community garden is a joint project of the church and the New Westminster Community Gardening

Society. “We are working on another one in cooperation with the City of New Westminster over at Simcoe Park,” Maidman said. “It’s a little more temporary than Mary Mount.” At the Sapperton site, community members have claimed all of the available plots.
“What we are hoping to do is create a demand and have a waiting list and have to meet that,” Maidman said. “Ideally we would like to see a community garden in each of the four quadrants of New Westminster.” Maidman said people will have to rely more on homegrown products more and
more because of food security issues. “I have a plot. We have tomatoes, beets, strawberries, peas, beans, peppers and marigolds,” he said. “I have had some fresh strawberries. Once you have eaten a locally gown strawberry, it is very hard to go back to California-grown.”
Tour explores Royal City’s cultural history A few weeks ago, we led a walking tour of the downtown area of the city, focusing on a theme fully interconnected with the history of arts and culture – “theatres and performance.” This was great fun as we looked at sites of opera houses, early theatres and venues for presentations, linked tightly to stories of the entertainments that thrilled, charmed and excited their audiences. Some of the names we touched upon included Burr, Rushton, Kerr, Tidy, Scott, Herring and Mandrake – all people

here are many diverse aspects to the character of a community, and arts and culture is usually one of the most important. New Westminster’s character has been moulded by both arts and culture from the first days of the city’s existence to the present.
who have places in the local heritage of arts, culture and the world of the theatre and performance, and there are many more to be noted in the story of the Royal City. Some are prominent and well-known, others more private and limited in recognition, but the historical list of those in the world of New Westminster’s arts and culture is really quite impressive. The names just noted relate to movies, theatres, vaudeville, opera, saloons, travelling shows, concerts, entertainers and magic. Many other names have
links to additional topics. These include Peebles with music and opera; Hill with water colour painting; Bodington with Victorian writing; Peele with church music; Morey with musical education; Leslie with musical composition; Okamura and Stride with photography; Herring with historical writing; Legge with the stage and dance; and Bushby with violin and vocals. You will likely recognize a few of the names but perhaps not others. Depending on your age, the name Raymond Burr will bring an immediate
reaction. To many folks he really was Perry Mason of TV fame, and if you read the Erle Stanley Gardner novels, the image in your mind is probably that of Raymond Burr. His grave in Fraser Cemetery is arguably the one marker we are asked about the most. If you are deeply interested in our local history, then Frances Herring is a name you will know. Among many things she did, Frances was an author whose historical works, written long ago, are frequently sought out for the colourful scenarios she portrayed. Original
copies of her books are quite valuable. Alice Bodington, the wife of a doctor at the asylum in New Westminster, was very prominent in her own right as an author of scientific works, and her death in 1897 was strongly noted by her Victorian counterparts. All of these folks and many others, will be introduced on a tour of Fraser Cemetery on Sunday, July 11, starting at 3 p.m. near the cemetery office at 100 Richmond St. Arts and culture will be the theme, and you’ll be fascinated by some of the stories.

he Young People’s Opera Society of B.C has reworked Hansel and Grrretel as a modern cautionary tale. The production is an up-to-date version of Engelbert Humperdinck’s classic opera. Two street kids – Hansel, played by Julia Fox of Burnaby, and Grrretel, Dodi Barillec of Surrey – flee parental abuse and are preyed upon in Anytown by a drug dealer, who replaces the witch in the original story. Cast and crew from New Westminster include Jen Slinn, who is in the angel chorus; Nicole Slinn, the stage manager; Christopher MacLeod, the lighting designer; and Nancy Slinn, the promoter. Novel lecture

The New Westminster Arts Council is holding a 1 to 3 lecture this month on how to format a book manuscript in MS Word. This is the second part of the lecture. The first was held at the Royal City Book Festival. There will be a brief overview of Part 1 of the lecture, and then the workshop will focus on using sections of your book for proper chapter layout and creating a table of contents, an index and list of figures automatically. The boys will ready themselves for the Candian championships to be held in Winnipeg Aug. 2 through 7, with three upcoming competitions including the Western Canada Showcase in Langley July 12 to 14. In girls’ basketball, forward Lexie Der of St. Thomas More Collegiate and guard Alisha Roberts of York House were both selected to the u-17 provincial team. The girls’ team will play three tournaments in the United States in preparation for the national championships in Toronto in August. New Westminster Secondary School guard Ariana Sider was named to the girls’ u-16 team. The u-16 girls will play in three competitions this month. The first is the Wolfpack tournament in Kamloops this weekend. The B.C. teens will then travel south of the border for the Mid-Nite Madness in Seattle from July 10 to 13 before playing in the Center Stage in Las Vegas later in the month. The days of the 32-team 7-on7 Passing Challenge are ancient history, said New Westminster Hyacks head coach Farhan Lalji. For the second summer in a row, the offensive football skelly competition at Mercer Stadium played host to just 10 high school programs, including just one from south of the border. “The days of 32 teams and 16 American schools are over,” said Lalji after the annual Big Kahunasponsored event on Sunday.
Kelowna Secondary, behind the MVP lead of quaterback Taylor Loffler, won this year’s event with a 45-36 victory over Nanaimo’s Ballenas Whalers. Cedar Park Christian from Bothell, Washington placed third overall. The Hyacks finished sixth, and W.J. Mouat, which prides itself on its traditional passing game, placed one spot off the bottom of the pack. Two years ago, after passport restrictions were put in place at the U.S./Canada border, the number of American schools coming
north slowed to a dribble. But Lalji said the lack of U.S. content is more to do with the number of similar tournaments that have since sprung up in Washington State. “You can’t go any weekend in Washington without a tournament or camp held somewhere in the Seattle area. It’s not like the old days,” he said. But Lalji is not complaining. In fact, he prefers the smaller venue and says the number of teams is easier on all the volunteers. Next week, the Hyacks will
make their annual trek to Oregon with only the proof of citizenship necessary for a team travelling to the States on a school-sponsored outing. The goal for New Westminster at this summer’s team camp is to get better as a whole unit, he said. After losing such a large crop of seniors to graduation last season, this year’s Hyacks are struggling, not with a lack of numbers, but with a lack of players with varsity experience. That can all be changed for New Westminster’s first-year
players getting an eye-opening look at how top U.S. programs prepare themselves for the start of the playing season. “The goal for us is to get better. The biggest challenge for us is to get a functional scout (practice) team,” Lalji added. “One of the historical traits of our program is we are a really fast starter. That’s a team ready to play. Playing good teams every day will make our team a lot better. We need team camp more this year than we ever have.” Team camp runs from July 5 to 9.

Golfing Knights to B.C. junior St. Thomas More Collegiate student Alan Tolusso placed first among under15-year-olds at the recent Zone 4 u-18 junior boys’ golf championships. Tolusso, just 14, shot a four-over-par 147 to finish just behind winner James Fahy and STM schoolmate Michael Belle at the junior championship played at Northlands golf course on June 9 and completed at the Vancouver Golf Club course in Coquitlam June 20. Fahy carded a two-round total of 145, while Belle, at 146, and Tolusso finished with the high round of even-par 72s. Both Belle and Tolusso qualified for
the B.C. Golf Association junior boys’ championships to be played at the Crown Isle golf course in Courtenay July 6 through 9. Joining Belle and Tolusso as qualifiers for the B.C. junior championships will be STM teammates Kevin Vigna, Lucas Gatto and Joshua Punzo. Vigna finished in 16th place at the zones with a two-round 153 score, including a two-over 74 on the final day. Gatto and Punzo placed back in a tie for 26th spot with 15-over-par 158 totals. Also tied at 158 was Wyatt Racette of Burnaby.

Hurdler on way to nats St. Thomas More Collegiate student Sebastian Adugalski qualified for the Canadian Legion national track and field championships in Ottawa next month. Adugalski, who trains withtheNewWestSpartans, won the 100-metre hurdles in the midget boys’ division in a Team B.C. qualifying time of 14:23 at the recent Pacific Invitational meet in Langley. Adugalski won three other events, including the long jump, 200m hurdles and the 300m. Other Spartan winners included Devin Strome in the junior development
80m hurdles and high jump and Samantha Page, who came back from an injury to win the long jump with a 4.73m leap. Marco Sherwood also won the 200m hurdles and triple jump in his age class. Logan Kenler, Ahmad Nizamani, Mihailo Stefanovic, Ethan Strome and Bogdan Pavel won medals in the midget division, while Damanpreet Rai, Manisha Kandola and Milena Stefanovic medalled in the junior and juvenile classes. MAUREEN KAREN DOUGLAS (Harder)
June 26, 1942 – June 24, 2010 It is with sadness that we announce the passing of our mother Maureen in her 67th year. Born in Camrose, Alberta, Maureen moved to Burnaby, BC where she attended Edmonds Elementary School, Burnaby South & Central High Schools, before graduating from the Essondale School of Psychiatric Nursing. She later went on to have a successful career as a realtor in the New Westminster, Burnaby and Coquitlam areas. Maureen enjoyed an active lifestyle, as well as gardening, and treasured her time with family and friends. Maureen’s greatest joy was being grandma to her seven grandchildren, who knew her as their “Momee”. She will be remembered by all those who knew her as a hardworking, loving lady, with a wonderful smile. Maureen will be missed by her sisters, Cheryl and Judy (Richard), her three children, Christina (Randy), Angela (Paul) and Aaron (Kim), and her seven grandchildren – Brittany, Kyle, Emily, Benjamin, Makena, Summer, and Lilah. She was predeceased by her mother, Mildred, father, George, and step-mother, Grace. A heartfelt thank you is given to the staff at Buchanan Lodge, who showed Maureen great love and compassion, and to her wonderful care companions, Vikki and Christina, who brightened Maureen’s days. A celebration of life to honor Maureen will be held on Friday, July 16 at 10:30 a.m. at Buchanan Lodge, 409 Blair Avenue, New Westminster.
