New Westminster second in country in per capita parolees BY ALFIE LAU AND CHAD SKELTON REPORTERS The Record and Vancouver Sun

The Royal City is number 2 in the country for federal parolees per capita living in the city. According to data obtained by The Vancouver Sun, the Royal City has 167.4 parolees per 100,000 residents, second only to Victoria, which topped the list with a per capita rate of 187 parolees per 100,000 residents. The data reveals there are so many ex-cons living in Victoria and New Westminster that their share of parolees is more than six times the national average. New Westminster MLA Dawn Black said Royal City residents don’t need to live in fear. “I’ve lived in this community for a long time, and my children and seven grandchildren all live here,” she said. “I feel very secure living in New Westminster, and so does my family.” Chilliwack, at 94, and Prince George, at 79, are also among the top 10 cities nationally for parolees, both with more than three times the national rate of 25. Sara Parkes, a spokeswoman for Correctional Services Canada, noted in an interview with the Vancouver Sun that those cities with the most parolees also tend to be those with halfway houses and parole offices. For example, Victoria has three halfway hous ◗Parolees Page 9
