DOZENS of teachers, staff and administrators at the North Vancouver school district will lose their jobs in July after school trustees unanimously signed off on the 2010/11 budget Tuesday night.

“No one is very happy with the things that have been removed from the system,” trustee Barry Forward said. “It’s an unfortunate place we’re in.” According to human resources director Mark Jefferson, approximately 110 teachers will be laid off this summer, about 70 of whom will be rehired in September, leaving 40 out of work for good. These teachers will get the first chance to be rehired if a colleague goes on leave, retires or quits. District support staff will shed 30 jobs, and 10 administration positions will be eliminated through layoffs and non-replacement of retiring personnel. These layoffs will cut slightly more than $1.5 million from the district budget, although those savings are more than wiped out by a $1.6 million increase in employee benefit costs. Overall, the school district will spend $123,533,102 on salaries and benefits, which represents 90 per cent of the $136,559,140 total budget. “We are in the people business,” said trustee Sheila Bouman. “I’m not comfortable with these cuts and I’m not sure what the impact will be.” Next year’s budget also took a $300,000 hit from the Ministry of Education, one instalment of a $600,000 penalty levied against the district for incorrectly documenting its students with special needs. Assistant superintendent Larry Johnson explained after the meeting that the province routinely audits programming in districts across the province to ensure that students who attract additional funding, such as those with special needs, are properly documented. “It’s a paper audit only. They don’t look at students or go to schools,” said Johnson. “They’re looking for diagnostic materials, individual education plans, and a variety of assessment practices.” North Vancouver’s special education program hasn’t been audited in 11 years, and many students’ files didn’t meet Victoria’s requirements. “What we encountered this time was a lack of grandfathering of older ‘what-will-satisfies.’ The requirements changed, the district would have changed had we known in advance that there wouldn’t be grandfathering of some aspects of that paperwork,” he said.
