Civic politicians get another raise
Staff report finds workload is greater yet council remuneration had fallen behind Lower Mainland average BY

Civic politicians voted to give themselves another raise Monday. The 2.5 per cent hike will see Mayor Lois Jackson’s salary go up almost $3,000 to $103,032, while Delta council salaries will increase just under $2,000 to $44,048. Their vehicle allowances will also increase $100 per month. A staff report stated council salaries have historically been
calculated based on comparison to four similar-sized Metro Vancouver municipalities: two with larger populations (Coquitlam and Richmond) and two with smaller populations (Township of Langley and District of North Vancouver). Delta salaries are set at the average level of those four. The Delta rate, according to the report, had once again slipped below the average of the four cities. The report also pointed out
Delta continues to be the largest municipality in B.C. to employ a mayor and six councillors, whereas the normal practice for cities with populations greater than 50,000 is to have eight councillors. Noting they carry an additional workload, Jackson said having smaller regular adjustments for inflation is more palatable than much larger increases every few years. Saying he expects criticism
from the public, Coun. Robert Campbell defended the increase. “I provide community value and everybody else at this table provides community value for the remuneration we receive,” he said. “There are people who will call you late at night and people who will e-mail you at any time of the weekend and expect you to respond at any time. There are events you go to, so this is a job that goes on and on.” Coun. Heather King said it’s
difficult voting for a pay hike for herself, but council is only keeping in line with the average. In May of 2009, an increase resulted in councillors’ annual pay going up about 15 per cent, while the mayor’s salary increased by roughly 10 per cent. The previous time council members gave themselves a pay hike was December of 2007 when councillors’ salaries jumped 13 per cent and Jackson’s salary increased five per cent.
Community Kitchen to host Xmas dinner BY

The Ladner Community Kitchen is getting ready to host its second annual Christmas Dinner next Monday. About 30 people came to the dinner last year. “This year we’re hoping to have more [people attend]. Volunteers from the food bank are also invited,” said Ladner Community Kitchen organizer Jini Aroon. The soup kitchen, which will mark its first year of operation later this month, works in conjunction with the South Delta Food Bank at Ladner Christian Fellowship. There were a lot of leftovers after last year’s event after volunteers prepared enough food for 100 people, Aroon said. “Nothing went to waste. We froze all the turkey and kept making soup,” she said.

Conservative MP Stockwell Day made an announcement at Asco Aerospace Ltd. on River Road last week. The firm manufactures aircraft parts, including components for fighter jets. Day noted the new F-35 Lightning II fighter jet, also known as the Joint Strike Fighter, will be a significant part of the aerospace industry, meeting the future needs of Canada’s armed forces and defences worldwide. The Lockheed Martin F35s, the fighter of choice in the Joint Strike program, is a single-seat, single-engine, ultra high-tech stealth fighter. When it enters service it will be the world’s most advanced fighter aircraft, described as having “nextgeneration technologies”
and “unprecedented capabilities.” Canada will receive the first of 60 of the jet fighters in 2016, said Day, adding the assembly of key components of the aircraft at the Delta plant is exciting. Kevin Russell, vicepresident and CEO of Asco Aerospace, said the company has experienced tremendous growth in its technology, resulting in steady job increases. In 2005, the company had 65 employees and $12 million in revenue and by 2011 there will be 165
employees with upwards of $40 million in revenue, he said. “Right now, our plans are that by 2014 we’ll be well over 200 employees and with the support we’re getting we think we can get our revenues over $70 million, and a good portion of that is going to come from the new Lockheed program,” Russell said. “The way the global environment is today, if we don’t continue doing a lot of R & D (research and development) and staying ahead of the research curve,
we will not be continually competitive in the world. In Canada, we have to make sure we are on the leading edge of technology growth.” Day and other federal officials got a tour of the Delta plant and its specialized machinery, but some off the processes were off limits to cameras. Asco Aerospace Canada Ltd. (Asco Aerospace) also produces components for companies such as Boeing and Bombardier. It’s the Canadian subsidiary of Asco Industries, a privately owned Belgian corporation.
Delta chamber supports gradual increase of minimum wage DAVE WILLIS
The Delta Chamber of Commerce wouldn’t mind seeing an increase to the minimum wage. “It would be safe to say we wouldn’t object to it,”
said chamber chair John Appleby. The group asked its members via a blog post for their thoughts on a possible increase to the $8 minimum wage, which is the lowest in Canada. The majority of those who responded
favoured an increase. The one caveat chamber members did suggest is that it be implemented in gradual increments, Appleby noted. B.C. Labour Minister Iain Black announced last month that he asked staff
to meet with business and labour stakeholders to discuss employment standards, including the minimum wage. “The workplace is changing constantly,” Black said in a press release. “I’ve asked staff to gather views
on how we can best ensure employment standards reflect the realities and needs of employees and employers in 21st-century workplaces.” The Delta chamber “is speaking up as part of this process in the com-
ing months,” the blog post stated. Appleby noted the B.C. Chamber of Commerce had a conference call with the minister on Monday and the Delta chamber had passed along its opinions to the provincial group.

Ladner is getting into the Christmas spirit this weekend with a host of annual events. On Friday night, the Ladner Business Association will kick things off with a tree lighting at 7 p.m. at the corner of 48th Avenue and Delta Street. Ladner Gospel Assembly carolers, who have attended the event for more than 30 years, are returning on their decorated, hay-filled, flatbed truck to serenade the crowd with Christmas favourites and everyone is invited to sign along. To help keep everyone warm, the Royal Canadian Legion Ladies’ Auxiliary will have coffee and hot chocolate on hand. After the lighting of the tree, at about 7:30 p.m., the choir will join the children’s parade as it makes its way down to the government dock at the foot of Elliott Street to welcome the carol ships. Anyone wishing to be in the parade is asked to gather at the corner of 48th Avenue and Elliott Street at 7 p.m. The route takes the parade north along Delta Street to Chisholm Street and on to the wharf. The carol ships will arrive at about 7:45 p.m. on Friday and will return on Saturday at 7:15 p.m. The museum will also get into the Christmas spirit
Friday night. It will be open from 6:15 to 8 p.m. to show South Deltans what Christmas used to look like. Displays will depict what the holiday was like for Delta’s earliest pioneers and visitors to the museum will have a chance to make some of the decorations that would have appeared in pioneer homes during the holiday season. There is no admission fee that night, however, the museum is asking people to bring a non-perishable donation for the food bank instead. Saturday morning also marks the return of a longstanding local Christmas tradition, the Ladner Business Association’s Breakfast with Santa. This year’s breakfast runs from 8 to 11 a.m. at the Ladner Community Centre. Breakfast costs $3 for pancakes and $4 for pancakes with ham. This year’s event will also include face painting, songs and stories by Daryle Sherman, Christmas crafts with the Delta Museum and dance entertainment by The Flow. All kids will have the chance to visit, and have their photo taken, with Santa. Families can choose to have the photo taken by a professional photographer for $5 or take their own. Photographs will be taken by Buttercups Children’s Boutique with proceeds going to Hannah’s Heroes Foundation.

Since then, no action had been taken on the application and the preliminary approval time frame had expired. The owner of the property earlier this year advised Delta that a buyer was being sought but there hasn’t been any progress reported on that front. Surrounded by a residential neighbourhood and the Beach Grove Golf Club across the street, the motel, occupying 20,000 square feet, is a two-storey tourist accommodation comprised of three buildings.
Councillor experiences health scare at Monday’s meeting BY

Coun. Scott Hamilton had a minor health scare during Delta council’s regular meeting at municipal hall Monday. In the middle of the evening meeting, the threeterm councillor quietly stood up and left the discussion. He did not return. Although his colleagues went through the entire
agenda without him, it was obvious there was some concern when Hamilton’s seat remained empty. Mayor Lois Jackson and CAO George Harvie briefly left the meeting. Complaining of pain in his chest, Hamilton was fortunate fire chief Dan Copeland was on hand. Copeland, who was at Monday’s meeting to make a presentation on secondary suite health and safety
issues, drove the councillor to Delta Hospital’s emergency department. Councillors quietly received updates from Harvie. Following the meeting, Harvie said Hamilton appeared to be suffering from a case of “indigestion.” However, on his cell phone, Hamilton, who was in a hospital bed hooked up to monitoring equipment, told the Optimist he was
told he had spasms of the esophagus. Saying it was an embarrassing incident, he said he went through the same thing the night before. He said he was to be checked out of the hospital in a few hours.

Longtime South Delta resident Charles Giordano has passed away at the age of 75. The former journalism instructor at Kwantlen and Douglas colleges, who died peacefully in hospital Dec. 3, was a behind the scenes fixture on the local and provincial political scenes for many years. His career in journalism was long and extensive, including stints at the Kelowna Courier, starting the short-lived Tsawwassen City News and Delta Challenger newspapers in the 1960s, overseeing several magazines as well as being a columnist for such publications as the Delta Optimist. Using his media skills, Giordano was active behind the scenes in many municipal elections as well as helping with several federal

With news last week of a person posing as a fire extinguisher inspector, one local resident who works in the industry is offering a few tips to keep local businesspeople from falling for the scam. Mike Edwards is a fire safety administer with DBC Marine Safety Systems in Richmond. He felt the need to speak out after hearing about the attempted fire extinguisher fraud in Ladner. Last week, Delta police were warning businesses of a potential fraudster working in the area. The man enters the business and falsely identifies himself as a fire extinguisher maintenance person. After obtaining the fire extinguisher, he leaves the store briefly and returns with an invoice for the work, usually charging between $20 and $45. “Both myself and my company are concerned and disturbed when an individual brings our industry and livelihood into disrepute,”

DEVELOPMENT OF A PEST MANAGEMENT PLAN - NUISANCE MOSQUITO CONTROL

The purpose of this Pest Management Plan (PMP) No. 700-0003-2011/2015 is to reduce overall mosquito annoyance within The Corporation of Delta and the Tsawwassen First Nation by controlling larval development using an Integrated Pest Management (IPM) approach to control. The PMP focuses on larval mosquito control initiatives and uses public education, physical site modification and biological controls to reduce larval mosquito populations. The PMP also conserve natural mosquito predators wherever possible and includes the use of nonpersistent, bacterial larvicides.

The proposed duration of the PMP is from 15 April 2011 to 31 December 2015. Larvicide products proposed for use include VectoBac 200G, which contains the natural-occurring soil bacterium Bacillus thuringiensis var. israelensis, (PCP #18158) and VectoLex CG (PCP # 28008) made with the related bacterium Bacillus sphaericus. Both of these products provide speciesspecific control of mosquito larvae and are non-toxic to other organisms including fish, birds, wildlife, man and domestic animals. This PMP will replace Delta’s previous PMP that expires in 2011. No substantive changes from the existing PMP are being considered in the development of this PMP. Mosquito larvae require stagnant or non-flowing waters, temporary or permanent, to develop. Development habitats include salt marshes and freshwater marshes, ponds and ditches. When physical alterations (draining, filling) are neither practical nor desirable, developing larvae will be treated using VectoBac 200G or VectoLex larvicides. Total area for larvicide treatment is not to exceed 50 hectares of public lands in each year of the PMP. Applications of VectoBac 200G and VectoLex CG will be made using ground-based, hand-broadcast methods. All applications will be conducted within The Corporation of Delta and Tsawwassen First Nation lands. This Pest Management Plan is being prepared for The Corporation of Delta and Tsawwassen First Nation by D.G. Regan and Associates Ltd., an environmental services firm with extensive experience in pest management plan development and local mosquito control operations. MURPHY’S LAW Jim Cessford was put in a no-win situation and, not surprisingly, he lost. Earlier this year, Delta’s police chief was asked by his counterpart in Vancouver to wrap his hands around one heck of a hot potato. Allegations of abuse of authority had been leveled against two city officers that had injured a man in a case of mistaken identity while responding to a domestic call and Cessford was asked to lead the probe into their actions. It was to be yet another instance of police investigating police, a practice that suffers in the optics department these days and whose outcomes are frequently questioned, particularly when officers are exonerated of any wrongdoing. If that was to be Cessford’s finding in this case, and ultimately it was, you didn’t need a crystal ball to know it wouldn’t go over well. Before I go on, let me say Delta’s police chief is a skilled and experienced investigator. He’s also a decent man and is as honest as the day is long, so when he concluded the Vancouver officers acted in accordance with the situation, I’m apt to take his word for it. He’s got far too much integrity to compromise an investigation, so when he says it was thorough, fair and impartial, my guess is that it was thorough, fair and impartial. The problem is that when police investigate each other, especially in a high profile case where a member of the public ends up with a black eye, among other injuries, there’s only one satisfactory outcome — and it’s not the one that clears the officers. B.C.’s police complaints commissioner has ordered a public hearing into this case, basing his decision on a number of factors, including the seriousness of the complaint as well as the harm done to the individual. He also cited flaws in the investigation. My guess is the flaws in the investigation pale in comparison to the heat being applied to his office to not allow two officers to escape punishment in a case that saw images of a man with his eye swollen shut splashed all over the media. If someone isn’t held accountable, the optics, rightly or wrongly, are the police are covering up for one of their own. Given Cessford’s integrity, that’s not the case here, but it doesn’t change the perception and it certainly doesn’t help matters that the police complaints commissioner believes further scrutiny is warranted. It’s simply more proof that when police are tasked with investigating each other, they’re placed in a no-win situation.

Apart from the obvious pain, misery, suffering and financial calamity of victims, Operation Red Nose volunteers save us all delays in traffic, insurance premiums, policing costs, emergency and health care expenses, and the sad experience of witnessing grieving families on the evening news or in the newspaper. A tear in the social fabric that results from car carnage mayhem affects us all to
some degree. Operation Red Nose operates on nine nights (still to come are Dec. 10/11, 17/18 and 31) this holiday season. Berner should pay price for her choices innocent person. At the very least, this woman deserves involuntary manslaughter. She killed a young child and injured another person. Everyone knows it. The courts know it, the people know it, the parents of this beautiful young girl know it and she knows it. Our system is very unjust and flawed to even consider this woman should be anywhere but in jail. I realize everyone has
“rights,” but obviously that isn’t entirely true either, is it? Because the way this farce is shaping up, the Middelaer family has no rights. Too bad Berner’s sentence didn’t come from a jury of citizens. I would bet she’d still be behind bars and she would stay there for more than a few months. I find this absolutely appalling and insulting to every law abiding Canadian. The judge says Berner is

It is correct that some real estate developers have expressed interest in working with TFN fee simple interest landowners. However, the TFN as a government is the agency that will approve and regulate any proposals coming from
those TFN members and, to date, no such applications have been received. The draft Metro Vancouver regional growth strategy projects 5,000 people and 2,100 dwelling units on our lands, well below the numbers quoted in your article. Though we are in the early stages of community consultation and planning for the TFN enterprise zone, the planning team expects the number of dwelling units and additional population will be consistent with that draft strategy. Metro Vancouver is using lessons learned during a pilot project to try and increase the recycling rate at the regional government’s other housing facilities. In 2008, Metro Vancouver announced it would be testing new ways to increase the low recycling rate at multi-family homes and launched a pilot project at Metro Vancouverowned housing facilities in Port Coquitlam and Surrey. Metro Vancouver provides affordable housing at more than 50 sites across the Lower Mainland, including two in Ladner, a 38-unit apartment building and a 51-unit townhouse complex. The regional district announced the lessons learned during the pilot project would be applied to five more sites. Recycling rates are typically much lower in multifamily buildings and complexes than single-family homes. Across the region, the average waste diversion, or recycling, rate is 16 per cent, far lower than the 46 per cent average recycling rate for single-family homes. “With some time, effort and small investments, virtually any apartment or condominium can implement the lessons learned during this pilot project to reduce waste and maximize recycling,” said Metro Vancouver board chair, and Delta mayor, Lois Jackson. “A higher recycling rate at multi-family homes will help the region achieve its aspirational goal of an 80 per cent waste diversion rate by 2020.” During the pilot project, Metro saw significant increases in recycling rates. The rate at Kingston Gardens, a 196-townhouse facility in Surrey, increased to 21 per cent from 14 per cent. At Meridian Village, a 202-unit apartment and townhouse facility in Port Coquitlam, the recycling rate went up more dramatically, almost tripling to 28 per cent from the old rate of 10 per cent. Metro learned many residents had given up on recycling because the bins provided were often overflowing. Simply providing more bins greatly increased the amount of material diverted from the landfill. The study also showed language proved to be another potential barrier.

Despite the first snowfall of the year, community supporters came out to shop Nov. 20, raising a total of $1,900 for the Delta Hospice Society. Retailers at the Open Space Shopping Day donated 15 per cent of their sales that day to the society, Urban Rack donated 10 per cent of its day’s profits and Potters for Hospice donated 100 per cent of all pottery sold. “It was an extremely successful event,” said organizer Michael Rudd. “With the community’s help we created a lot of awareness that we still need to raise $850,000 to pay off the new hospice buildings. Many people think that because the buildings are up that
they’re paid for. They’re not — we need to keep spreading the word to help make this happen.” “It was a fun event for everyone involved,” said Delta Hospice executive director Nancy Macey. “I picked up several unique gifts for Christmas and saw many familiar faces selling their wares and others who were shopping. Highway 91/Nelson Road Interchange Project On December 14 and 15, all traffic on Highway 91 will be shifted to one side of the median and reduced to one lane in each direction between the hours of 9:00 p.m. and 5:00 a.m., weather permitting. This detour will allow crews to install girders for the new Nelson Road Interchange at the S-curve on Highway 91 in Richmond, five kilometres south of the junction with Knight Street. Rod Raglin pens third in Eco-Warrior series
Author Rod Raglin is helping out the Burns Bog Conservation Society with his latest book. He’s donating the net royalties for one year from the sales of Not Wonder More — Mad Maggie and the Mystery of the Ancients to the society. Described as contemporary romance with paranormal undertones, the book is the third in Raglin’s Eco-Warriors series. “Like all the books in the series, Not Wonder More addresses important environmental issues in the context of a contemporary romance, in this case the issues of species extinction and habitat loss,” his website states. Sun Devils crack top 10 at jr. provincials BY

The South Delta Sun Devils exceeded expectations all the way to a top 10 finish at the Provincial Junior Girls Volleyball Championships. The Sun Devils concluded their season with an outstanding showing at the 24-team event, held last month in Richmond. After finishing seventh in the Fraser Valley playoff tournament, South Delta cranked up its game to another level and knocked off zone champions Prince George and St. Pats in round-robin play. Its only defeat was to eventual third place finisher South Kamloops. The Devils moved onto the playoff round which was highlighted by a huge win over Fraser Valley second place finishers Surrey Christian. “To be honest, our only goal going into the season was making the Fraser Valley Tournament,” said South Delta head coach Dan Burgess. “The girls have come a long way and the future looks promising.” A decision to carry a large roster, featuring mostly Grade 9s, should also pay off in a big way next season. With the Delta District not offering an exclusive Grade 9 league, the Devils still opted to carry 19 players and enter a number of Grade 9 tournaments. It means 10 players will be

“Moving forward, being less than 90 days out from Halifax, planning the Christmas camp in Richmond and then the Pre-Stage (February 8-10 2011) now becomes our focus in preparing for the Canada Winter Games in Halifax,” added Weber. Team B.C.’s quest for gold will begin on the first day of the Games when they take on Team Quebec. Joining B.C. and Quebec in Pool A will be Ontario and Nova Scotia. Team B.C. will look to improve on their fourth place finish at the 2007 Canada Winter Games.

Macoy Erkamps will be getting a taste of winter in the Maritimes. The Ladner defenceman was among 20 players named to the Team B.C. hockey team for the 2011 Canada Winter Games in Halifax, NS slated for Feb. 11-18. The final roster selection concluded an extensive process that began with identification camps last spring and featured a U16 Male Provincial Camp in July. Thirty-three players were shortlisted from that camp and further evaluated during the first three months of the season.

Pacers sixth at provincials
Delta secondary turned in an impressive showing at the recent Provincial High School Swimming Championships in Nanaimo. The team, coached by Grade 12 students Sarah Munro, Crystal Worrall and Jeffrey Yamasaki, placed sixth overall among with the 78 entries with 327 points. It was an immense improvement compared to a year earlier when Delta was 56th out of 94 teams. Almost all relay teams and individuals placed in the top 16. Leading the way was Dalton Boon who competed in the para division. He won gold in the 50 metre backstroke and 100 metre freestyle. The relay teams were also outstanding as the 200 girls medley foursome of Madison Milford, Kiana Beaton, Sidney Peake and Nicole Currie won silver. The mixed open

Tsawwassen Royals FC have bolstered their chances of taking a run at the Vancouver Metro Soccer League Division 2C championship with the signing of Mike Easingwood for the balance of the season. The Tsawwassen native is coming off an outstanding collegiate season as captain of the Langara Falcons. After turning down the opportunity to play for teams in the VMSL Premier division, Easingwood decided to join the Royals with the hopes of helping the local club gain promotion. “I’m very excited to be joining the Royals for the remainder of the season” stated Easingwood. “I’m very impressed with the
direction the club is heading. They have been very professional in how they’ve handled my situation, and I hope I can help them take a step to the next level.” Club Chairman Andrew Raines sees the signing as another step in the right direction for the club, and for soccer in the community. “For our club, the signing of a player with Mike’s ability and background is very exciting both on and off the pitch, “said Raines. “This is a great statement for us, and our goal of providing top level soccer in Tsawwassen. Head coach Jim Norris is excited to see the impact Easingwood will make during the stretch run of the season. “Mike has been training with us for several weeks now and I expect him to make a smooth transition into the first team” said Norris. “He’s the type of player we need to get us to the next level.” Easingwood made his debut Friday in an important match-up with the Burnaby Fury. Looking to avenge a 2-0 loss from earlier in the season, the hosts played a solid first half, giving the opposition few opportunities despite the Fury’s speed up front which had been a factor in the previous match up . At the half, Norris decided to move Easingwood from right back to midfield to give him more influence in the game. The always eager Andrew Hodges took Easingwood’s spot at fullback. Within minutes of the restart, Hodges was overlapping on the wing and hit a vicious strike that curled wide. Moments later, Hodges again broke into the final third of the field and unleashed another shot
that was not to be denied . The Fury responded with a goal created by several defensive errors but the Royals settled down and Skafti Sinclair’s rocket from 18-yards found the corner of the net . McKENZIE,
Marie Inez MacDonald (nee Smith) Passed away peacefully on December 4, 2010 at the age of 93, to re-join her husband, Colin who predeceased her in 2005. She will be dearly missed by her family and many friends. Inez was one of Canada’s first female meteorologists and worked at the Vancouver International Airport from 1948 until retirement in 1979. Inez was a long standing active member of the Beta Sigma Phi sorority. She lived in Kerrisdale until 1983 when she moved to Tsawwassen. You may remember this ‘‘classic lady’’ for her sharp wit and incredible memory. All are invited to attend a celebration of life memorial on December 9th, 2010 at Henderson’s Funeral Home, 20786 Fraser Highway, Langley, BC, viewing 10am, service 11am. HASTINGS, Brenda Marie November 8, 1936 to December 1, 2010. Brenda moved to Ladner in 1967 to raise her family and never looked back. This was the best pla c e in her m ind. On December 1, Brenda passed away peacefully at Delta Hospital. She loved life and was a fighter. Graduating high school in Victoria at age 16 she went to University to study nuclear mathematics. Her desire was to become a veterinarian but eventually had a long, fulfilling career with Canada Post. She loved the people whose mail was so important. Mom enjoyed helping others through donations or any other means she could. Selling Poppies for the Royal Canadian Legion was a task she looked forward to yearly. She left this world determined and proud. Our family would like to thank Delta Hospital, Surrey Memorial and the BC Ambulance staff for working so hard to make mom’s visits comfortable. Please take your special pet for a walk, give them a hug for her, look to the sky and say hello. In lieu of flowers please make a donation to your favourite charity.
