Edgar Dunning would have had a good chuckle about a unique tribute paid to him for Halloween at the Westham Island Herb Farm. Proprietor Sharon Ellis normally carves about 150 pumpkins in all manner of whimsical design every year for All Hallows’ Eve, including one special pumpkin. This year she decided to pay tribute to the beloved Delta storyteller and journalist, a longtime family friend of the Ellis family, who recently passed away. The Delta school district isn’t getting an equitable share of provincial funding to assist disadvantaged kids. That was the message delivered to trustees by Kathy Guild, the district’s director of special programs, who outlined what
Delta receives from the Ministry of Education’s CommunityLINK program. CommunityLINK (Learning Includes Nutrition and Knowledge) provides over $51 million in funding to all 60 boards of education to support vulnerable students in academic achievement and social functioning, according to the ministry.
The funding helps school districts provide services such as breakfast and lunch programs, inner city and community school programs, school-based support workers, and counseling for atrisk children and youth. The term “vulnerable students” is defined as students primarily from less affluent socio-economic backgrounds and “at-risk” of not
achieving in school, but students whose first language isn’t English can also fall into that category. The goals include improving student attendance, report card letter grades and anger management skills and decreasing substance abuse as well as assisting with coping skills for students who have “financial concerns at home.”
Noting that at one time the program was administered through Deltassist before it was taken over by the ministry, Guild said CommunityLINK funding here goes into several different initiatives, including child and youth care workers, a behaviour specialist and multicultural workers. There isn’t any sense of defeat or disappointment because the proposed Tsawwasssen Area Plan has been scrapped. That’s what Coun. Bruce McDonald had to say following last week’s public hearing that resulted in the mayor announcing the area plan, which had been put forward for public comment, had been abandoned. McDonald said the public hearing was not an end result, but rather part of a process aimed at gathering public feedback and ideas. “You come up with a proposal and you put it in front of people. We had a number of people who said they hadn’t been consulted, but that was the consultation and opportunity for people to say whether we got it right, and I guess we didn’t in some areas,” said McDonald. “What you do is get the best planning advice you can get for the committee

over a period of time, and I’m sure there’ll be some people disappointed with some changes. But when it became obvious that we were going to have to make some significant changes to the proposal, then there’s no point in dragging the public hearing out if you know you have to change it.” The veteran councillor, who chaired the Tsawwassen Area Plan Committee that began looking at the current area plan

Cultures collide at history-making gala
Scottish bagpipes and Chinese suona duel it out at Delta Police Pipe Band’s annual Celtic concert It’s believed music history was created in Tsawwassen last Friday at the third annual Celtic Gala presented by the Delta Police Pipe Band. The South Delta Baptist Church concert was a fundraiser for the band’s upcoming trip to perform at the prestigious Windsor Castle Royal Tattoo in England next May. But first, some background. The suona is a Chinese reed instrument similar to the oboe. Used in combination with the sheng mouth organ, goings and drums, it is an important instrument in the folk music of northern China. It has a loud, high pitched sound
and is made in several sizes, having a conical wooden body ending in a metal bell, giving it a trumpet-like appearance. It became associated with the Delta Police Pipe Band through a new recruit, piper Zhongxi Wu, a professional musician in China who now lives in Port Coquitlam with his wife, Karen, also a talented musician. During the second half of the concert, Wu and his wife performed a duet of traditional Celtic tunes with Karen playing the sheng and Zhongxi on the suona. The audience was delighted with this unusual combination of Western music played on Oriental instru-

One of their pieces was commissioned by the village of Kinlochbervie, Scotland, to commemorate the memory of their local hero, Robbie McBeath, VC. McBeath was awarded the Victoria Cross for his bravery in the First World War and later moved to Canada with his wife, becoming a member of the Vancouver police. McBeath was shot and killed on duty when arresting a drunk driver. In July of this year, Tiller’s Folly performed at the memorial to McBeath in his hometown as part of a Scottish concert tour. The finale of the concert was a combination of the choir and the pipe band, with the moving rendition of Amazing Grace being dedicated to the memory of Edgar Dunning, Delta’s first Freedom of the Municipality recipient.

Pit bulls in Delta will no longer automatically be classified as dangerous dogs. Civic politicians approved a new animal control bylaw last week that removed the breed specific designation. “All dogs will therefore be classed on their behaviour as opposed to their breed,” municipal solicitor Greg Vanstone stated in a report to council. Vanstone and Delta Community Animal Shelter manager Sarah Lowe presented the new bylaw to Delta council. Last November, staff brought forward a number of proposed changes to the municipality’s animal control bylaw, which had not seen any alterations since 2001. At that time, the bylaw presented was given preliminary approval and sent to a public hearing. Following the hearing and a council workshop, staff was directed to make several changes. As a result, Vanstone said, staff brought
forward a revised version last week. The bylaw does not contain any stipulations requiring the licensing of cats, which was debated at the council table earlier this year.

The shelter currently has around 50 cats. That number can surge to 90 during “kitten season,” Lowe said. She said in many cases when a cat goes missing, the owner assumes it ran away or met with an unfortunate end and does not bother to check with the shelter. Licensing would allow
the shelter to reunite more lost cats with their owners, Lowe said. “Dog licensing has been very successful,” she said. The return rate for stray cats is “very low,” Lowe said, at about 11 per cent. The return rate for stray dogs is about 90 per cent. The municipality is still considering a $20 cat licensing fee, which would also help offset the cost of running the shelter. The report from Vanstone said that since April the municipality has heard directly from three residents in favour of cat licensing and another three against it. Municipal staff are still looking into the issue and will report back to council in the new year. The new bylaw will also mean an increase to Delta’s dog licensing fees. Licensing a spayed or neutered dog will now cost $35 for a year, or $55 for an unsprayed or unneutered dog, up from $20 and $40. Licenses for dogs considered aggressive or dangerous cost $210 for spayed and neutered and $510 for unsprayed or unneutered.

Members of the Tsawwassen Rotary Club gathered up coins thrown into the pond at Rotary Square in the Tsawwassen Town Centre Mall last week. The Century Group, which owns the mall, allowed local Rotarians to donate whatever they could fish out of the pond to the international service club’s Polio Plus campaign. The Tsawwassen Rotary Club presented the district governor with $800 last Thursday, including the coins pulled from the pond. Does your pet need a nail trimming? The Tsawwassen Animal Hospital is putting on a fundraiser for its Delta Homeless Animal Fund this Saturday where dog, cat and rabbit owners can bring in their pets for a nail trimming in return for a donation. Proceeds go to treating sick or injured animals. The animal hospital also performs spay and neuter surgeries on feral/semi-feral cats. “The first year I was here, I was probably doing on average two or three a day during the busy season of the summer/fall,” says Jane Milner, the animal hospital’s associate veterinarian, referring to the number of homeless cats she’d treat when she began working there over three years ago. Now she sees about one a day during that busy time of year. “I’m sure that’s us making a difference,” Milner says.

MURPHY’S LAW Civic politicians took much heat last week, as well as throughout an 18month area plan process, for some of the changes proposed for the Tsawwassen landscape. Development on a portion of the Southlands? No thanks. Six- or eightstorey buildings in the town core? Not interested. Redesignating single-family neighbourhoods to allow for higher density housing? Don’t even think about it. Time after time the message that came through loud and clear from Tsawwassenites was to leave the place alone, thank you very much. The changes being proposed weren’t considered improvements, but instead were going to compromise the enviable quality of life now enjoyed by all those who call Tsawwassen home. Now, you could take that opposition as evidence the locals are angry, and there’s no denying they are, but it could also be viewed as a sign that much is right about the place, which is the reason behind the strong desire to protect the status quo. If your glasses had a rose tinge to them, you could even go so far as argue that local government deserves our admiration for safeguarding that lifestyle over the years. OK, so you’re not willing to go there right now, but it’s fair to say that Tsawwassen is just about as nice a slice of the Lower Mainland as you’re going to find. As a result, not changing anything about it makes sense on many levels, but there’s also some truth in the adage that if you’re not moving forward, you’re going backwards. Tsawwassen’s population is aging and its housing options, beyond the omnipresent single-family abode, are limited, which isn’t a good combination. I don’t think the place needs a major overhaul, but tweaks here or there are required to provide a more rounded community that’s in step with today’s demographic. With the area essentially built out, almost all new housing would come in the form of redevelopment, which can be a minefield, as was evidenced by last week’s public hearing. I don’t think adding tastefully done townhouses and condos are going to ruin Tsawwassen’s character, but it’s equally clear designating a specific neighbourhood for such construction is fraught with problems. In a way it’s stunning that after a year-and-a-half a plan that incited such opposition could make its way before the public, but hopefully the hiatus that’s been imposed by municipal hall provides an opportunity for reflection. After all, the goal of the plan should be, and only be, to make Tsawwassen a better place.
Putting town centre on ’roids doesn’t fly with homeowners DEBBIE McBRIDE
COMMUNITY COMMENT At the last meeting of the Tsawwassen Area Plan Committee, there was an overflow crowd at municipal hall of people mostly concerned with making sure the Southlands retained its agricultural designation. There was a palpable sigh of relief when that designation remained and folks were gratified the results of their input would be respected. But hold on, what’s this? Looking at the whole area plan, it seemed Delta had put the town centre on steroids as it had suddenly swollen to triple its size. How, all of a sudden, was there a densification change that would affect 600 homes? The reaction from Tsawwassen residents was swift and when the public hearing started last Tuesday, it became quite clear they were not going to let this designation go
unchallenged. Hundreds showed up at the South Delta Recreation Centre to speak and was obvious that Delta had a problem. Ninetyeight per cent who spoke were against the increase of densification on such a large scale and they were demanding that changes be made. A clear majority was also reinforcing the retention of the Southlands as agriculture. On the third night of an extended public hearing, Delta pulled the plug on not just the hearing, but the entire Tsawwassen Area Plan. Two years of staff time, unknown tax dollars and community effort went down the drain. How did this happen and who should shoulder the blame? Certainly not the volunteer Tsawwassen Area Plan Committee. Members were told in the beginning their mandate was to gather input from the community and put together a plan that residents wanted. I was there when the final plan was presented to them and quite a few spoke out about the large increase in size of the town centre. Delta staff members were told there would be a negative response to this and this was not what residents had expressed a desire to see.

Some densification around the town centre yes, but not on such a huge scale. The planning department’s response was this was actually a planning driven plan that only required resident input. That was not the committee’s understanding and a couple of members questioned why they had even gone through the process. They must really be wondering what the point was now. Another troubling aspect to this failure to listen was Delta’s initial response to such a huge outcry. Don’t worry, residents were told, just because it’s in the plan doesn’t mean it will happen. If that’s the case, why have a plan in the first place? At the last committee meeting, Coun. Bruce McDonald thanked the committee members for all their work and I agree with him they deserve our thanks. However, McDonald then went on to lecture residents about how the process had been “hijacked by crusading citizen groups.” Me? I’d like to thank those crusading citizens because without them a lot of residents would have found out too late that Delta’s plan was not their plan at all.

A victory for the people listened to the voices of reason, and put the brakes on a badly conceived plan to change the way in which physical Tsawwassen will unfold in the years to come. There were any number of reasons why the plan was a bad one, and all kinds of examples in our recent history to expect that regardless of its flaws, council would barrel ahead. But that’s why the people came out, why they prepared themselves to fight a quiet but intense battle to stop council’s ill-conceived idea of progress. Somewhere in the process, perhaps because she
reportedly had a cold, but hopefully because she saw large writing on the wall, the mayor said: “Guys, it ain’t gonna work.” And on Thursday, to start the proceedings, she asked for a seconder to her motion to kill it, and mercifully, it died. We won’t gloat over the town plan victory. It’s not our nature. We will simply say thank you, Madam Mayor, for listening. Duncan Holmes

We vainly tried to keep up with the antics of Delta solons Tom Goode, the Ernies — Bexley and Burnett —- Bill Reid et al, but we could never match the depth and breadth and insight that Edgar’s superior Optimist provided. And while we enjoyed
modest newsstand sales at NorDel’s mom-&-pop corner grocers, the sight of the Sold Out sign weekafter-week in The Optimist’s cubby holes at various venues spoke volumes to us (and our advertisers) how vital Edgar’s paper was, and why ours was laughingly referred to by some as, simply, The Mess. Getting ready for holiday entertaining
Looking to spice up your usual routine? We’ve got a few tips and tricks from local businesses to help solve some of those entertaining dilemmas. Not sure where to start when it comes to decorating? What to bring something special to the table for your next dinner party? Jennifer Brennick, who owns Flowers Beautiful in Tsawwassen, says you don’t have to rush out and buy a whole new table setting and all the accessories for your upcoming soiree. “Generally, I try and use something I already have and add in something new,” she says. Existing plates, cutlery, a basic tablecloth and napkins can provide a canvas for a few additional elements to make a table feel festive and special.
Filling a clear glass bowl or vase with Christmas balls can bring a festive feeling to the table. Brennick recommends filling the vase mostly with plainer (and cheaper) balls and then adding in a few more expensive, ornate ones. Simple elements, such as a vase full of decorative twigs, feathers, stones or shells, can really help make a space feel more put together. Brennick also recommends keeping everything monochromatic, or just using two colours. Bringing in splashes of red or tiny lights can also make a space feel more festive, as can the addition of wreaths and candles. “Fresh flowers are always nice,” says Brennick. An arrangement near the front door can make a nice welcoming first impression on guests. As well, an arrangement, or a series of small arrangements, can also make a nice centrepiece for the dinner
table. And if you’re working with multiple pieces, Brennick recommends sticking with odd numbers.

The weather has changed, the holidays are just around the corner and soon friends and relatives will be gathering in kitchens, living and dining rooms to share in the holiday cheer.
Silver and white are the popular colours this fall and winter, and adding in an element with a little sparkle can give the table an extra bit on elegance, Brennick says.
“I love working with seafood all year long, and my recipes and menus reflect this. Seafood is versatile, appropriate for our region and is considered a healthy choice,” he says. Appetizer Shrimp Puffs 6 tbsp. butter 3/4 cup water 3/4 cup all-purpose flour 1/4 tsp. garlic salt 3 large eggs 1 cup chopped shrimp 1/4 cup sliced green onion 5 tbsp. freshly grated Parmesan cheese, divided • Melt butter in a saucepan with water. Bring to a full boil over medium heat. Immediately stir in flour and garlic salt all at once. Stir vigorously until the dough forms a ball and leaves the sides of the pan,

about 1 minute. • Remove from heat and let stand for 5 minutes. Stir in eggs, one at a time, blending well after each addition. Stir in cooked, chopped shrimp, sliced green onions, and 3 tablespoons grated Parmesan cheese. Drop by spoonfuls about 2 inches apart on ungreased cookie sheets. Sprinkle with 2 tablespoons grated Parmesan cheese • Bake in a 400°F (205°C) oven for 25 to 30 minutes, or until puffed and golden brown. Makes 24 appetizers.

Espresso Martini Espresso Van Gogh Vodka (1.5 oz) Bailey’s (0.5 oz) White Crème de Cacao (0.5 oz) Coffee (1 oz) Shake all ingredients over ice (it’s best to make sure the coffee is chilled before you start), strain, and serve in a martini glass. Take the stress out of holiday dinner party hosting this year with the following tips from Food Network Canada’s chef Corbin Tomaszeski. • Cook what you know and know what you cook. Don’t experiment with new ingredients or recipes when you’re expecting guests. Save that for the in-laws.
Where quality counts
• Don’t get complicated: less

Get as much done as possible in advance so you can spend time with your guests. A simple rule to follow: the lighter the fare, the lighter the wine. • Take advantage of local expert knowledge. Buy your ingredients from specialty shops when possible and talk to the resident experts. For example, when you buy fresh fish, go to your local
fishmonger and don’t be afraid to ask what’s in season and freshest. • Presentation is everything. Asking about health restrictions prior to the party will keep guests from feeling as if they should bring their own food, and it will save hosts the embarrassment of serving a meal their guests might not be able to enjoy.
One thing all hosts must consider when planning a get-together is their guests’ palates. While there’s no accounting for especially picky eaters, there are several things hosts must consider and quiz prospective guests about when putting together a party menu, whether that party is a black-tie affair or more of a jeans and T-shirt type of gathering.
• Religious restrictions. Observant followers of certain religions might be prohibited from eating certain foods. Even if host and guest are of the same faith, some people follow religion more closely than others, so it’s best to ask guests about any religious dietary restrictions.

Especially sacred to Celtic Druids, mistletoe was believed to bestow life and fertility, while also protecting against poison and serving as an aphrodisiac. Mistletoe would later take on a more political meaning, as the ritual of cutting the mistletoe symbolized the emasculation of the old king by his successor. Nowadays, mistletoe is typically hung in doorways or entry ways from one room to
another. This tradition can be traced back several centuries to the Middle Ages when branches of mistletoe were hung from ceilings to ward off evil spirits. Throughout Europe, mistletoe was placed over doorways in the house as well as the stables as a means to preventing the entrance of witches. The tradition of kissing
In 18th century England, a young lady standing underneath the mistletoe could not refuse to be kissed. Once kissed, the kiss would signify deep romance or eternal friendship. History also suggests that mistletoe was a symbol of peace. In Scandinavia, mistletoe was considered a plant of peace.

The Delta Youth Orchestra will be performing some Broadway tunes at its annual fundraising concert. Classical Cabaret goes to Broadway is set for Sunday at the Sheraton Vancouver Airport Hotel in Richmond. “We’re doing a collection of songs from the Broadway stage,” said DYO music director Stephen Robb. South Delta’s Noel 2nd best in Valley
South Delta Sun Devils cross-country team turned in some outstanding results at last week’s Fraser Valley Championships in Aldergrove. Leading the Tsawwassen school’s contingent was Peggy Noel placing second among the 158 entries in the senior girls division. Her outstanding performance and time of 16:04, over the 3.9 kilometre course, qualifies her for Saturday’s Provincial Championships in Victoria. Also having an impressive race and earning their way to the provincial capital were Gillian Thiele, placing 10th with a time of 17:12,
and Laura Paterson finishing 15th at 17:24. In the senior boys category, Florian Schultz ran a competitive race placing 16th amongst 214 athletes — running 5.9 km in a time time of 22.45 to secure a spot at the provincials. Harrison Wade placed 38 and also qualified for the B.C. championships with a time of 23:41. The SDSS junior boys team was led by MacKenzie Connors who had an amazing race — running 4.9 kilometers in 18:45. He placed fifth among150 entries and just missed out on competing at the senior level at the provincials.

A career night for an unsung hero and a little help from the out-of-town scoreboard has the South Delta Sun Devils finishing their season at Empire Field. The “AA” high school football team will play at least one provincial playoff at the temporary PNE stadium after locking up second place in the Coastal Conference. The Sun Devils concluded regular season play with their fourth straight win — a 27-0 triumph over the Hugh Boyd Trojans last Friday in Richmond. The open-

Delta Gymnastics Society has wrapped up its 26th annual Chocolate Drive with this year’s proceeds going towards the cost of new equipment for its future home at the Delta Development Centre in Ladner.

Competitive program participants at the Delta Gymnastics Society are celebrating the completion of a successful 26th Annual Chocolate Drive. Through the month of October athletes sold chocolate bars to raise money for the Society. All competitive athletes who participated in the fundraiser got a team shirt, which included a logo comprised of athlete signatures. This year, however, is very different from prior years. Traditionally, all funds raised have gone into a reserve fund to build an expanded sport centre. This year, with funding for the new Delta Sport Development Centre in place and construction underway, the Society is now raising funds in order to fully equip the new facility. The gym space in Ladner, for athletes and participants of any age and ability, will be double the size of the current training centre in
Tsawwassen. Without equipment to fill the new centre, the Society will not be in a position to address waitlists for programs or to expand programming for local kids, youth organizations and sport groups that have been waiting for opening day to arrive. The Kids 1st Campaign is a one-year effort to fully fund equipment in order for children to grow and for athletes to succeed. This year, funds raised from the Chocolate Drive will go directly towards the Kids 1st Campaign. The Society thanks all participants who’ve sold chocolates in the community, those who bought them, and those who are contributing to sport for our kids! BARTON, Caroline (Koroka)
April 28, 1928-Oct. 25, 2010 Caroline (Carrie) Barton died peacefully at her home in Beach Grove, in the presence of her husband, three of her four children, on Tuesday, October 25th, 2010. She was born on April 29, 1928, in Kingman, Alberta. On April 28, 1956, she married Bernard Barton in a wedding ceremony at Our Lady of Perpetual Help Church, in Vancouver. With the exception of two years spent in S a i nt Je a n - de - R i ch e l i eu , Quebec, Carrie lived much of her life in the lower mainland, and was a longtime resident of Tsawwassen. A powerful influence throughout her long life was her deep Christian faith. I thank the nurses with Palliative Care, and the beautiful ladies of the home care team who lovingly and gently brought comfort to Carrie’s final days. They were truly ministering angels. Bless them, everyone, and the nurses as well. A service celebrating her long life will be held at the Tsawwassen Alliance Church on 12th Avenue, at 2:00pm on Saturday, November 6th, 2010. HENWOOD Jean Catherine (nee: Devereau) September 20, 1936 - October 25, 2010. It is with great sadness that we announce the passing of much loved wife, mother, grandmother, sister and friend. After lengthy illness, Jean passed away on the 25th October at the Delta Hospital. Predeceased by her sister Edna, brothers Jack and Herd. She is survived by her loving husband of 54 years John (Jack), son Steven and his wife Debbie, daughter Shannon, granddaughter Shawna, sister Della and brother-in-law Allan Conner, nephews Michael, David, Danny, brother-in-law Harry Gray, niece and nephew Della-Jean and Ian Gray, niece and nephew Eileen and Jim Campbell. Jean was born in Tisdale, Saskatchewan, but moved to Vancouver at an early age. She spent her tweenie and teen years in Kitsilano area until she married in 1956. She traveled extensively both in Canada and Europe with husband Jack, a pilot with the RCAF, until they settled in Ladner in 1969. She is remembered by her many close friends for her loving heart, great sense of humor, spunky personality and generous nature. A celebration of life will be held at 1pm on Saturday November 6 at the Ladner Baptist Church, 5624 Ladner Trunk Rd. Bob passed away comfortably at Vancouver General Hospital on October 20, 2010 due to complications from a heart attack that he suffered one week earlier. Healthy and strong right up until that time, he is survived by his loving wife Sheila, who was at his bedside at the end, son Malcolm (Danica), daughter Danae, nephew and godson George (Danielle), grandchildren Jennifer, Katie, George Michael, and Robert, sister Hilda, his in-laws, and many nieces and nephews in BC, Alberta, Ontario and Newfoundland. Born the youngest of 7 siblings and the son of a Pentecostal Minister, Bob grew up on a farm in Ontario which provided him with some of his fondest memories. Very active in the community for many years, he was a past president of the Tsawwassen Business Association. Always an athlete, Bob excelled at both football and hockey. Later he would own the Ladner Rebels junior hockey team, coach both Danae and Mac in hockey and play, umpire and coach ball. He remained a loyal fan of his beloved Toronto Maple Leafs. He also never missed a chance to play golf with friends and family. His jovial nature, loyalty and compassion for the little guy will never be forgotten. A Celebration of Life service will be held at the Tsawwassen United Church on Saturday, Nov. 6 at 2pm. In lieu of flowers, donations can be made to the Heart and Stroke Foundation of BC and Yukon in Bob’s name.

Oct. 14, 1943 to Oct. 22, 2010 Pattie passed away peacefully in the arms of longtime love and companion Robbie Kerr. Pattie and Robbie enjoyed 41 years together, 38 of those years in the house of her dreams on the Fraser River. Pattie worked for many years in the fishing industry and happily retired with her beloved pets and gardening. Pattie will be lovingly remembered by her family and many friends. There will be no service by request, but a Celebration of Life will be held at a later date. Donations in Pattie’s memory can be made to the SPCA.

She was an avid reader and traveller. Her wisdom and counsel was like no other. Shirley spent most of her recent years with her many close and loving friends at the McKee Seniors Recreation Centre.
