Gamble isn’t paying off
Despite supporting expanded gaming, community groups have seen grants disappear BY

The loss of gaming money for all sorts of community groups, from service clubs to arts and environmental organizations, will have a devastating impact. That’s what Burns Bog Conservation Society president Eliza Olson had to say about the loss of provincial government grants organizations had depended on for years to provide services.
Olson, whose society is about to lose $30,000 in gaming money, equaling about 15 per cent of its budget, was recently named to the board of the B.C. Association for Charitable Gaming, which represents about 1,000 non-profit community service organizations. She was on hand with others in the association at a rally last Thursday on the steps of city hall in Vancouver, calling on council not to approve an application for a proposed casino until the province
restores the 33 per cent share of gaming revenues that had been promised in a memorandum of agreement signed a decade ago. The association, noting gaming revenues have continued to increase while charities have been shortchanged, issued an open letter to Housing and Social Development Minister Rich Coleman, the minister also responsible for gaming. It states B.C. charities actively supported and enabled the expansion of
gambling, mistakenly believing it would bring them a share of the proceeds. Earlier this year Coleman announced that arts, culture and sports groups for adults, along with environmental organizations, wouldn’t receive any grant money from the B.C. government. Delta holds firm on pay parking Fraser Health representatives renew discussions over Delta Hospital, but civic politicians cool to the idea BY

Delta council has no plan to allow Fraser Health to implement pay parking at Delta Hospital. Representatives from the health region recently made a presentation on the issue to civic politicians at municipal hall. Community planning director Tom Leathem said FHA representatives tried to make their case to have pay parking at the hospital, noting every other hospital in the health region has pay parking. Leathem said councillors had concerns not only about pay parking at the Ladner hospital, but also how it would impact the adjacent Delta Hospice care centre and other facilities, including the Ladner Leisure Centre. Earlier this year, Delta council made a pre-emptive strike by passing a bylaw banning pay parking at Delta Hospital. Politicians gave final reading to a bylaw that was originally introduced six years earlier but never enacted. When the bylaw was passed, CAO George Harvie said his office and Mayor Lois Jackson received inquiries from the health authority about revenue opportunities, including the possibility of introducing pay parking. He said a bylaw needed to be in place because the health authority had the ability to install parking meters. If a bylaw was passed after meters were installed, the meters could have remained. “This would be an unfair tax requirement on family and patients using our hospital,” Harvie said at the

Noting the program only covers a percentage

Birders have been flocking to Westham Island’s Reifel Bird Sanctuary after a rare sighting of a wood sandpiper over the last week. It’s believed this is only the third sighting on record of the bird in Canada. The wood sandpiper normally migrates south along the Asia side of the Pacific Ocean. Sanctuary manager Kathleen Fry said there was a group of about 30 out on Sunday with long lenses trying to catch a glimpse of the sandpiper. Thirteen birders with the Delta Nats Casual Birding group were there Monday morning but were not able to see the sandpiper.

The Delta Hospital Foundation is in danger of losing one of its community fundraisers, a cèilidh barn dance organized by the Doghouse folk band, unless the community boosts its support for the event. Doghouse began organizing fundraising events for the community in 2006 and past dances have raised over $1,500 for the foundation. The foundation, which raises money to provide the best health care at Delta Hospital, hopes for better attendance this year so as not to lose the key community fundraiser. This year’s dance is on Saturday at the Ladner Community Centre at 7:30 p.m. Without a larger attendance, it’s not viable to host such a fundraiser. Last year the event was cancelled due to low ticket sales, which is why this year, if it has the same low participation, it will be the last. Doghouse manager Linda Edwards expressed concern over this possibly being the last year: “It has been an interesting experiment, trying to introduce this type of dancing and music to the people of Delta while trying to give back to the hospital. I still believe that a cèilidh is a great way of fundraising, but it helps if you have your own venue. We could still continue the

Friday, Nov. 5 at the Delta Town & Country Inn in Ladner. The foundation was formed in the fall of 2007 with the goal of raising awareness about the lack of research done in the area of pediatric brain cancer and to raise money to help fund research into treating the disease. It was established in memory of Hannah Hatlen, a little girl who was struck down at a young age by a rare but deadly form of cancer. In mid-October 2005, Hannah was a typical fouryear-old. However, a sudden onset of symptoms — headache, dizziness, weakness and nausea — prompted her parents to take her to the doctor, who recommended a trip B.C. Children’s Hospital. There a few hours later, Hannah was diagnosed with diffuse intrinsic pontine glioma (DIPG), a tumour that grows in the brain stem. DIPG only strikes young children — usually those between the ages of four and 10 — and most die
within a year. Because of the location and the diffuse nature of DIPG tumours, surgery is not an option and the disease is mostly resistant to traditional chemotherapy and other treatments. Hannah had three rounds of chemotherapy during her fight. The treatment wasn’t enough and the disease claimed her life on Oct. 31, 2006. Since it was established, the Hannah’s Heroes Foundation has continued to raise money to fund research to look for more effective treatments and a cure for this disease as well as push for more awareness. Over the past 20 years, the survival rate for nearly all cancers has gone up, with the exception of pediatric brain tumours. The foundation has already made significant donations, including $25,000 during the annual B.C. Children’s Hospital Miracle Weekend event in June and $35,000 in 2009 to the B.C. Children’s Hospital Foundation to
Hannah Hatlen establish a research fellowship with a focus on pediatric brain tumours. This year’s Fall Fundraiser will include a silent auction, dinner and entertainment. MURPHY’S LAW One never joins a party because the structure is too confining. Another leaves the nest because party views conflict with the wishes of his constituents. A third is kicked out of caucus after making critical comments about the leader. The independent ranks in B.C.’s legislature have been bolstered in recent months to now total three, but it remains to be seen if the stance taken by Delta South’s Vicki Huntington is catching on or it’s just the usual bump in the road for provincial politics. Every term there seems to be at least one or two MLAs that end up sitting as independents after parting ways with caucus, either by their choosing or that of their parties. Given the size of the legislature and the contentious nature of politics, the occasional falling out is inevitable, so the fact Blair Lekstrom and Bob Simpson have joined Huntington on the outside looking in isn’t surprising. Often times independence is forced upon MLAs because of some transgression that draws the ire of the leader and lands the offender in purgatory. It’s customary for these miscreants to either rejoin the fold after the necessary time out or eventually succumb to the harshness of the political wilderness, never to be heard from again. Either way, the party structure endures. Could this time be any different? It’s hard to believe so given history in Victoria, but change has to start somewhere and it’s worth noting that none of these three independents did anything more than speak their mind or speak up on behalf of their constituents, actions that should hardly qualify as sins in a democratic society. What’s more, Lekstrom, who gave up a cabinet post to side with his constituents, not government colleagues, when it came to the HST, told Optimist reporter Sandor Gyarmati last week that he doesn’t plan to return to the Liberals, suggesting he’ll run for re-election as an independent in the Peace River South riding he has represented since 2001. A legislature devoid of parties is a pipe dream, to say nothing of a logistical nightmare, but a system where more free votes allow politicians to actually represent the people who elected them would be a noble goal. Huntington bucked history by becoming the first independent to be elected in more than half a century, so perhaps she can also be a catalyst for change in the capital. It’s no secret that a rigid system that puts party ahead of public interest could do with an overhaul.

COMMUNITY COMMENT What do Let’s Make a Deal, the Tsawwassen Area Plan and South Fraser Perimeter Road have in common? Let’s connect the dots. In the long-running game show Let’s Make a Deal, deals are offered to members of the audience by the host. The contestants usually have to weigh the possibility of an offer being for a valuable prize, or an undesirable item, referred to as a “zonk.” Major prizes and zonks are often found behind one of three curtains. So let’s play along. Behind Curtain #1 is the Tsawwassen Area Plan bylaw. According to figures in the bylaw, land use designations and housing types allow for an additional 9,544 people in Tsawwassen over the next 10 years. With a current population of 21,230, that’s a population increase of 44 per cent!
The bylaw also includes an assumption, without explaining where the assumption comes from, that only 30 per cent of development potential will take place over that time period. Do we breathe a sigh of relief or do we become a bit suspicious? On the one hand, we have huge growth potential as stated in the bylaw, but on the other hand, an assumption in the same bylaw leads us to believe that only some development will occur. Prize or zonk? Behind Curtain #2 is Metro Vancouver’s Regional Growth Strategy, which anticipates a population growth for all of Delta at 10,000 in the next 10 years. That’s a population increase of 10 per cent, bringing us to a population total of 109,000 by 2021. Contestants, or rather residents, may notice that behind Curtain #1 the development capacity number for Tsawwassen is almost the same number as behind Curtain #2, which is for all of Delta. Prize or zonk? Behind Curtain #3 is the South Fraser Perimeter Road, which will move mainly cars, not trucks, along an east/west corridor from South Delta to Pitt Meadows. Even while

this freeway is being preloaded, tracts of land along the freeway are being bought, re-zoned and flipped for huge profit. In many cases, the land is farmland. Can development be far behind? Using the Ministry of Transportation’s own figures, this paper reported in August that only about 600 truck trips of a 15,600 daily total would divert to the South Fraser Perimeter Road. Since the freeway is not going to be redirecting all those trucks off the highway as previously pitched to us by the government, but is instead, going to provide more roadways for cars, can we safely conclude that nothing but development is slated for areas south of the Fraser River and the freeway is just part of the infrastructure? Prize or zonk? The push for development and the infrastructure to support it has been a long-standing agenda item. Taxpayers are on the hook for it and we haven’t been given all of the information up front. The Tsawwassen Area Plan public hearing is Oct. 26. There is more at stake than the highlights in the corporation’s leaflet sent last week reveal. Prize or zonk? It’s your call.

Ever increasing taxes will be the result of this perverse planning from transit mandarins in their expensive ivory towers on Kingsway. Until regional mayors draw a line in the sand and say no more SkyTrain, build with light rail instead, property taxes, gas taxes and general taxes will rise on an annual basis until the Lower Mainland will tax itself out of existence. HST not as big an impact as some would suggest therefore when he writes “...and now with the HST (the government) wants a 12 per cent tax on everything we buy...” This is plain wrong and irresponsible to state in a newspaper. There is no HST on the biggest single shopping item we make daily, namely everyday groceries; there is no HST on a very considerable annual outlay, namely property taxes. There is no HST on another big bill, namely insurance. Furthermore, there always was PST plus GST (which totaled exactly the same as today’s HST) on alcohol, household goods, furniture, autos, most clothing, etc. The actual bills affected
by the application of this tax are relatively few (restaurant meals, some services, telephone, energy consumption) which, according to my own expenditures, account for about 10 per cent of total annual expenses. Put mathematically, applying seven per cent to 10 per cent of expenses means my expenses might increase by 0.7 per cent. It’s hardly world shattering. And with the HST rebate coming to many people, the net effect would be even smaller or possibly beneficial to some. Let’s get past all the hype and misinformation out there and just live with it. Officer provides example of how not to drive Editor: Last Thursday around noon I was travelling along River Road on my way to Ladner following a Delta police cruiser. Over about six miles the cop made four lane changes, one right turn and two left turns — with-
out signaling once. At one point we left a red light together and in no time he was speeding well over the posted speed limit until he got stuck behind a dump truck. He proceeded to tailgate for at least a mile until the road split into two
lanes, at which time he pulled out without signaling and passed the truck. I wonder what would happen to me if a cop witnessed me speeding, tailgating, weaving in and out of traffic and failing to signal? Rusty Monger

LIVING MATTERS We have talents, the husband and I. OK, so we don’t know the first thing about glass-blowing. We don’t know anything about the Pythagorean Theorem, let alone Pythagoras. And if you handed us a Russian translation of War and

Peace, the words would look, well, Russian. But still. The husband’s a darned good packer. That may sound like small stuff, but it comes in mighty handy. On average, I figure, the husband is able to get two more pairs of pants in a suitcase than the average packer. And three more pairs of socks. And 10 extra toothbrushes, not that I’m saying he’d need them. He can also usually predict what time it is, within three or four minutes, give or take — even when he’s

nowhere near a clock. Again, small stuff, but mighty useful, and mighty fun. I can’t tell you how often we’ve played the what-time-is-it-game. It’s what keeps the marriage humming. And me? Again: a person of many skills. I lose the what-time-is-it-game nine times out of 10, (what’s that, you say? We need to take up yoga?) but I score well in the telephone game. Here’s how it works. Friday night, when we are at home, instead of at a
yoga class: Husband: “OK, smarty pants. What was your telephone number when you lived on West 27th Avenue 31 years ago?” Me: “874-7121.” I kid you not. I am also really talented when it comes to making a bed with perfect hospital corners, although I have yet to figure out how to turn this into a pastime. Still, I would rank my hospital corners with some of the world’s best. And if I ever heard about a hospital-
corner competition, I’d be really hard-pressed not to enter. These skills, of course, are not likely to make me rich any time soon, or even allow me to land that perfect line of work. It is not as if I am likely to come across an advertisement for a job opening any time soon that reads: “WANTED: Hotel chambermaid who can perfect the hospital corner. Ability to recall old telephone numbers an asset.” Still.
Everyone on this planet has some particular talent. Some folks can build bridges. Some folks can design cars. Some folks can read War and Peace — in Russian — and then provide you with a plot summary. The world needs those folks. But the world also needs people who can pack well, predict time, remember phone numbers and make a perfect bed. That may sound like a curious skill set, but it’s one we happen to own.

South Delta seeks 3rd straight win on Saturday afternoon What a difference a couple of weeks can make in what is proving to be a wild and wacky plot in the Coastal AA Conference of B.C. high school football. The South Delta Sun Devils began a three-game homestand desperate to salvage their season and they have done just that. A win against the Seaquam Seahawks was followed up by an even better effort a week later in their their most complete performance of the 2010 campaign — a 28-7 win over the Ballenas Whalers. A 2-1 record is good enough to be tied with the Seahawks for second place in the standings behind the unbeaten John Barsby Bulldogs. Now, the team everyone thought they would be chasing is set to visit Tsawwassen on Saturday at 1:30 p.m. North Delta’s Sands Scorpions began the season with even higher expectations than their southern rivals yet are fighting for their playoff lives. A less than impressive tie against the Hugh Boyd Trojans was followed by 26-0 loss to the Seahawks last weekend. With only the top four teams advancing to the provincial playoffs, the Scorpions have backed themselves into a corner. Sun Devils head coach Ray Moon doesn’t need to be reminded about the Scorpions’ potential. It was mainly a Grade 11 squad that handed his team a 21-0 loss in last year’s provincial quarter-finals. Sands is guided
by former longtime South Delta coach Ron Uyeyama. “They are a big team and I expect to see them use their size to their advantage,” said Moon. “Ron loves to play smash mouth football. He will run the ball down your throat and dare you to stop them. After embarrassing losses to Abbotsford Christian and Barsby, the Devils coaching staff went back to the drawing board to re-evaluate their schemes on both sides of the ball. The plan was make the playbook a better reflection of the strengths they had to work with. “After those games, we wanted to change things around and it seems to be working,” added Moon. “There is better execution and things are starting to click for us. I just think the kids are more comfortable and confident now.” One of the adjustments seems to be to getting the ball into the hands of Raymond Calderwood on a consistent basis. The versatile senior rushed for a pair of touchdowns against Ballenas and finished the afternoon with over 150 yards in total offence, including 117 along the ground on 20 carries. Chris Adams and Brad Schmied also rushed for majors, while quarterback Mitch Rushton had his best passing game of the season — connecting on 12 of 17 attempts for 153 yards.

The Beach Grove Golf Club wrapped up another exciting competitive season with its Men’s Closing Day Fall Tournament. The rain held off and 116 golfers had a great day. Dave Otto led his team of Maxx Chiefallo, Rick Webb and Phil Cote to victory. Otto’s foursome posted a 25-under total in the best two net format. Finishing in second and just a couple strokes (-23) off the pace was team of Gerry Morris, Rick Homeniuk, Jeff Norris and Jay Drew. Incorporated into the men’s tournament program this year was the Challenge Cup Shootout. This featured three $250,000 shootouts throughout the season and finished with a $2 million shootout on Closing Day. A total of four Beach Grove members qualified to have the opportunity to win the $2 million prize package. Unfortunately Jim Peters, Brent Wallace, Dennis Reimann and Bill Arnason were not successful in holing the 160-yard shot.

The Western Hockey League’s Vancouver Giants have helped the Delta Skating Club get its season off to an exciting and lucrative start. The club was invited by the Giants to run the 50/50 fund raising draw for the Oct. 9 game against the Kamloops Blazers. With the support of parent and skater volunteers selling 50/50 tickets throughout the night and attending the game, the club raised much needed money for all its programs. As part of the night’s activities, hockey players that are involved in the club’s powerskating programs had an opportunity to play a mini-game during the first period intermission. The game was tightly contested and the boys had a great time on and off the ice and put on a show for the crowd. To cap off the night, sixyear-old Ryan Carleton, was the lucky player chosen to be the Giants “Seventh Man.” He skated with the team prior to the singing of ‘O Canada’ and lined up on the blue line with the starting lineup and Jack the Giant. George Henry (Harry)
Sept. 19, 1922 - Oct. 7, 2010 It is with great sadness that the family announces the passing of Harry Booth. Harry leaves behind many who love him: his wife, Thelma and beloved step children, Maryan, Dick and Colleen; grandchildren, Cameron, Michael, Andrew, Lissa, Megan, Matthew and Amber, as well as many nieces, nephews and friends. He is predeceased by his son Glen in 2006. Harry was born in Carberry, Manitoba. He joined the RCAF in 1942 as a rear gunner on Lancaster Bombers. He flew 33 missions over Europe with 100 Squadron RAF. Harry’s brother Robert, an RCAF pilot was shot down and killed in 1944. Harry had a successful 40 year career with The Canadian Wheat Board in Winnipeg retiring in 1981. He was a member or the Royal Canadian Legion for 65 years. A Memorial Service will be held at Ladner United Church, 4960 - 48th Ave on Saturday October 23, 2010 at 1100am. A reception will follow at the Royal Canadian Legion Branch #61, 4896 Delta St. In lieu of flowers, donations in Harry’s memory can be made to Ladner United Church. 1240 JARDIE , Frances (Grazier, Hummel) Fran passed away peacefully at Delta View Life Enrichment Centre at the age of 86. She was born in Castor, Alberta on November 21, 1923, the eldest child of John and Katherine (Brunner) Hummel. She will be sadly missed by her children, Doris, Jim, Bill (Tina), Norm (Nicole) and Jackie (Colin); her grandchildren, Pat, Lisa, Sean, Jason, Calvin, Shelley, Trina, Terry, Michael, Donna, Matt, Kelsie, Jaylene, Hayley and her great grandchildren. She is predeceased by her sister Josephine, brother Clarence and survived by her brothers Larry, Dennis, James and sister Doris. Fran enjoyed working at the Richmond Hudson’s Bay store from its opening in 1970, until her retirement at the age of 72. Fran loved her Saturday nights out dancing with friends, sewing, gardening, travelling and Sunday dinner with her family who enjoyed her cooking and apple pies. The family is forever grateful to the staff of Delta View for the love and care she received as a resident of the Baycrest unit. A funeral mass will be held on Thursday, October 21, at 10:30 am at Sacred Heart Church 3900 Arthur Dr. Ladner. Reception will follow. In lieu of flowers, donations to the Delta Animal Shelter would be appreciated.

William Frank Heminsley (Frank) passed peacefully into the presence of his Lord on Monday, October 4, 2010 at the Irene Thomas Hospice after a courageous year-long battle with cancer. Frank was born near Manchester, England on 17 May 1929, and immigrated to Canada in 1957 with his then wife Barbara. Frank and Barbara had 3 sons – Geoffrey, Alan and Christopher. Frank married Linda Layton in 1982 with the families blending, and Linda’s sons David and Andrew Layton bringing the number of sons to five. Frank enjoyed a diversified, challenging and rewarding career as an Electrical Engineer for 30 years working for BC Electric, which later became BC Hydro. Following his retirement from BC Hydro in 1988, Frank worked overseas for BC Hydro International and the Canadian International Development Agency (CIDA) in Sri Lanka and India on hydroelectric projects. Frank never truly retired – he spent countless hours volunteering and helping others through the Tetra organization, Provincial Emergency Services and South Delta Baptist Church. In recent years he became the Director of Emergency Social Services for Delta where he continued his work until just two months prior to his passing. Frank is predeceased by his former wife Barbara and stepson David. He is survived by his loving wife Linda, sons Geoffrey (wife Karen, daughter Mackenzie and son Kurtis), Alan (wife Sandy), Christopher (wife Tana) and Andrew (wife Lesley and sons Benett and Samuel). Frank was a wonderful husband, father and grandfather and will be greatly missed. Frank came to faith in Jesus Christ at age 51 and his faith shone through in his service to his community and church family, always with humour and a smile. There will be a Memorial Service held at South Delta Baptist Church, 1988 56th St. Delta, BC (Tsawwassen) on Friday, 22 October, 2010 at 2:00 pm.
