Civic officials headed to India Mayor Lois Jackson leads municipal delegation to Mangalore, Delta’s sister city, in bid to forge economic ties JESSICA KERR

Armed with a video and brochure promoting the area, a delegation from the Corporation of Delta is heading to India later this week in an attempt to forge economic ties with a city there. Earlier this year, Delta entered into a twin city relationship with Mangalore. Delta council approved the idea last year to take advantage of the province’s Asia-Pacific Initiative. At the time, a city hadn’t been

selected, but the civic tourism advisory committee recommended a city in India be chosen for the initiative. Planning director Sean McGill told the Optimist earlier this year that Mangalore was selected because it has many similarities to Delta. “We were looking for a city that had similar economic interests. It is a port city, it has a local airport and lots of agriculture,” he said. The chief port city of the Indian state of Karnataka, Mangalore has

a population of around 432,000, making it the 101st most populous city in India. Agricultural processing and port-related activities dominate Mangalore’s economy. The New Mangalore Port is India’s ninth largest in terms of cargo handling. On Friday, Mayor Lois Jackson, chief administrative officer George Harvie and administrative manager Manjit Kaila will leave Delta for India. It’s a long journey, which includes a 13-hour flight from Vancouver to Hong Kong and

a seven-hour flight from Hong Kong to Bangalore, India. The trio will spend part of a day in Bangalore meeting with the B.C. Trade and Investment Office there as well as taking a tour of International Tech Park Limited, before a one-hour flight to Mangalore. Once in Mangalore, the delegation has three busy days planned — including meeting with the city’s mayor, local press, the port trust, Mangalore International Airport and Manipal Academy of Higher Education — before

returning home next Friday. “This is the first step in the process of establishing relations in Mangalore and exploring opportunities for economic partnerships,” McGill stated in a report to council Monday night. The municipality received a $50,000 grant from the province for the trip. The total cost of the trip is budgeted at $64,475. “We’re very much looking forward to it and... there are economic opportunities, I believe,” Jackson said.

Ella Harris celebrated her 108th birthday last Friday surrounded by family and friends at KinVillage in Tsawwassen. Born in Watford, England in 1902, Harris, who lives at the retirement centre in Tsawwassen, came to Canada with her parents at a young age. Aside from some hip and hearing issues, Harris is in good health and credits her longevity to a positive attitude. After going through a difficult period during the Depression, she made a decision to be happy and positive, no matter what hand life dealt her. Gaudry facing another sex charge

Former bureaucrat, who resigned after child porn charges here, taken to Winnipeg to face new allegation BY

The former Delta bureaucrat who resigned after a police investigation into child pornography allegations is facing an additional sex-related charge in another province. Kip Gaudry, who was Delta’s director of engineering when he resigned in March 2009, is now facing a charge of indecent assault involving an underage girl stemming from an incident that occurred in Winnipeg

dating back to the summer of 1973. Gaudry, 59, who now lives in White Rock, was arrested last month and transported to Winnipeg to face the charge. He was held in custody for several days before being released on $3,000 bail on Sept. 21. Gaudry was released with several conditions: that he return to his White Rock home; stay away from any public park or swimming pool where anyone under the age of 14 is present, or expected to be present; stay

away from daycare centres, schools, playgrounds and community centres; not be in the company of anyone under the age of 14 unless another adult is present; and, not be in possession of a computer or any device with Internet access. Gaudry is also facing child pornography charges here at home. In March 2009, Delta police searched Gaudry’s office at municipal hall as well as his North Delta home. Computers and other technical equipment were

seized in the raid. He was suspended without pay before resigning a few days later. He stands charged with possession of child pornography and accessing child pornography. He was released on $10,000 bail at that time. He is scheduled to be back in Surrey Provincial Court later this month to set a date for trial on those charges. He is scheduled to appear in a Winnipeg courtroom again on Dec. 14. Gaudry was hired by

Delta in 2001 and was named head of the engineering department just a few months before the police raid. Before that he served as director of community planning. He has a history of sexual offences. In 1995, Gaudry pleaded guilty to nine charges of sexual assault involving teenaged girls while district administrator in Houston in westcentral B.C. The assaults took place between 1986 and 1994. He was sentenced to three

Delta police were able to nip a possible ATM fraud attempt in Ladner in the bud thanks to an alert witness. On Sunday, three Hispanics — two males and one female — were seen tampering with a bank machine in the 5100-block of 48th Avenue. A witness saw the trio placing an electronic device over the ATM keypad and immediately called the police. The three suspects were gone by the time officers arrived at the scene. The area was checked but officers were unable to locate the suspects. The device, which had a pinhole camera with a view of the keypad, was seized for forensic analysis.

Bids by companies wanting to land municipal contracts won’t be kept from the public. Delta council recently reversed a new policy quietly started by civic staff to only show preferred bids. “I’m here to protect our taxpayers, not businesses,” Mayor Lois Jackson said. Coun. Anne Peterson agreed, saying companies making bids for public

contracts are in the public realm, so every effort should be made to ensure transparency. Civic politicians raised questions as to why only the successful bid was shown for a project involving watermain upgrades valued at $93,000. Finance director Karl Preuss told council that companies don’t want to give an unfair advantage to their competitors by revealing what they’re bidding on and for how much.

Intersections planned for the South Fraser Perimeter Road in Delta could be dangerous locations, say local officials. “Priority one should be safety. One of the highest crash incident intersections in the Lower Mainland is the (Highway) 91 and 72nd (Avenue) because it’s not really effective in the format it’s in right now,” said Coun. Anne Peterson. A four-way intersection is to be built at 80th Street, near the Delta Community Animal Shelter in Tilbury, while another is to be built near Nordel Way and River Road in Sunbury. A recent report to Delta council notes staff had not seen revised concept design drawings for the SFPR, but the government informed Delta the Sunbury and 80th Street locations will be intersections, whereas the Highway 17 and Highway 99 connections will remain as interchanges. At a recent Delta council meeting, Coun. Scott Hamilton said the municipality’s position has always been that those locations should be interchanges, because the intersections could be “a recipe for disaster.” CAO George Harvie said the safety concerns would be raised at an upcoming meeting with Gateway Program officials. The report to council notes the province acquired sufficient land to allow the Sunbury and 80th Street intersections to be upgraded to interchanges “when traffic volumes warrant.” A spokesperson with Ministry of Transportation and Highways told the Optimist traffic studies

found those intersections could accommodate the anticipated opening day traffic volumes. The project has acquired and preloaded property for future interchange construction. Peterson, however, said it would make sense to construct the interchanges now rather than take on the additional expense in what could be the not too distant future “It had always been intended to be interchanges. To turn it into intersections at this late date and say they’ll do something in 20 years when capacity calls for it isn’t good enough. If you’re going to build it, build it right the first time. “Back when they built the (Highway) 91 and the Alex Fraser (Bridge), they had all sorts of intersections coming on and off the bridge. Within six months they had to change that and make them interchanges and change the configuration to remove the lights, because it was creating such a havoc,” she added. Delta forwarded the concerns to ICBC for review, Peterson said. The South Fraser Perimeter Road will be a four-lane, 40-kilometre highway extending northeast of the existing Highway 17/Deltaport Way intersection to highways 1, 91 and 99 and the Golden Ears Bridge. This summer the government announced it had entered into a design, build, finance and operation agreement with Fraser Transportation Group. The construction cost is $658 million. The completion date for the South Fraser Perimeter Road project has been pushed back a year to the end of 2013.

The Delta school district established Delta Global Campus Ltd. two years ago. The for-profit company provides services to overseas students. ultimately it’s students without creating a financial liability. Further, unlike some business companies in the past, more recent legislation does not allow the district to lend or give money, so we operate solely within our own financial means. “We really look to this coming year as being a watershed year for us and we have every reason to believe we’ll see some significant sales of Challenge Exams.” One of the challenges, Strain said, is finding qualified overseas companies that can partner with the district. Truelove, a school trustee, said at the school board’s meeting the previous week the volunteer company board is “an outstanding group” but it was “sad that it hasn’t produced more results, but not for a lack of trying.” Strain, the district’s secretary treasurer, went over some of the challenges the company faced during a presentation at the AGM. “We’ve always been clear our mandate was to develop a positive revenue stream for the school district and

Next year will be pivotal for Delta Global Campus Ltd., according to the board of the Delta school district’s for-profit company. Established by the Delta school board two years ago, Delta Global Campus is supposed to be a revenue generator for a district that’s been busy hunting for new sources of money as it grapples with declining enrollment. The school district is the sole shareholder. The company’s board of directors held its second annual general meeting late last month at the district’s administration offices, where nobody from the public attended except the Delta Optimist. According to the company’s 2009/10 annual report, Delta Global Campus Ltd. lost $1,957, although it still has over $2,500 remaining in retained earnings. The company specializes in selling what it calls Challenge Exams to overseas students that want to graduate with a B.C. curriculum and are looking for course credit. The students can write those exams in a number of subjects before arriving here when they become international students. Because school boards are no longer permitted to bankroll their companies, the Delta entity got its seed money by selling a software program for online exams created by company presi-

Teen excited to be on Gateway stage Ladner’s Dylan Kruger lands role in Brighton Beach Memoirs, which opens tomorrow at Richmond theatre BY

Ladner’s Dylan Kruger says he’s looking forward to being a part of Gateway Theatre’s upcoming production of Brighton Beach Memoirs. “I think it’s hilarious, it’s a comedy. It’s a coming of age story and I’m super excited about it,” he says. The 15-year-old plays Eugene Jerome, a character Kruger describes as an imaginative teen that wants to be a writer or baseball player but gets caught up in family chaos. “What’s really cool about Eugene is that he’s almost the same age as me. He’s turning 15 and I’m 15. He’s going through these problems in his life that are [about] him growing up, him transitioning from a child to an adult, which I can relate to in a lot of ways,” says Kruger. “He talks about ... sports, writing, girls, his parents. It’s all very relatable so I really, really fell for the character.” The play is set in 1937 Brooklyn and follows the

subjects. “The play is one of his best works,” says Johnston. “There’s a new generation out there that hasn’t seen Brighton Beach for itself;

that’s where Gateway comes in.” It will be Kruger’s second professional play. The Grade 10 student at Vancouver College had a role in a Pound of Flesh Theatre production of Macbeth a few years ago and is involved in theatre at his school. He says he got started with acting by taking classes at an academy at Gateway Theatre when he was in Grade 5. “I just fell in love with it and kept going,” he says. “What I love about it is, no matter who you are or what you’re going through in real life, when you’re acting you can be whoever you want. Some people play sports, some people dance, acting is just a way of forgetting about your life and focusing on someone else’s problems for a while.” Brighton Beach Memoirs runs Oct. 7 to 23 at Gateway Theatre, 6500 Gilbert Rd., Richmond. United Entertainers member becomes fourth champion in annual contest Ted Hubert is the latest Delta Idol Karaoke Competition winner. “He did an amazing job. He was really good,” said Natascha Trautmann, one of the contest’s organizers. She noted Hubert was also named Audience

Favourite. The finals were held last Saturday at the Tsawwassen Legion. Caitlin Toom finished second and Bob Bowley came in third place. The prize money breakdown included $75 for first, $50 for second and $25 for

third. Contestants competing in the finals had to make the cut at one of the contest’s qualifying rounds. Tsawwassen’s Hubert is involved with the United Entertainers, a local musical variety show group.

While last year’s Delta Idol winner, Brad Cooper, was the emcee for the event, fellow past winners Emile Greene and Cheryl Dunwoodie were also in attendance. It was the contest’s fourth edition.

MURPHY’S LAW Police officers will be the first to tell you it’s necessary to put crime, particularly that of the violent nature, in the proper perspective. Despite the prominent media coverage these acts can generate, they’re not, thankfully, a common occurrence in these parts and, in most instances, the victim knows the assailant, meaning the chances of something similar happening to you are so slim they’re virtually non-existent. However, when a deadly act of violence occurs like it did in North Delta 10 days ago, the belief that all is well comes crashing down around us. When a 15-year-old girl is killed on a Saturday afternoon in a busy park while walking to meet friends it’s not only an unfathomable tragedy, but it also shakes a community to its core. The Delta police department has done a stellar job in the days following the murder of Laura Szendrei, deploying considerable resources to scour the scene, investigate the more than 100 tips that have come in and to keep an emotionally fragile community in one piece. But since police can’t, at this point at least, determine whether it was a random or targeted attack, the murder of the popular teenager continues to unnerve those who call North Delta home. Coming on the heels of similar, though not fatal, attacks in the area earlier this year, it isn’t a stretch to think the most recent incident is an escalation of that perpetrator’s behaviour. I don’t want to jump to any conclusions, or prompt others to do so, but there’s no denying the uncertainty surrounding the case is disquieting for a great many people. It has moved Mayor Lois Jackson to order the wooded area in Mackie Park, the site of the murder, to be thinned out and to request that similarly dense areas in other parks, including those in South Delta, be pruned in order to improve visibility and provide a greater sense of security. How an innocent 15-year-old can be bludgeoned to death in broad daylight in suburbia has attracted attention from across the country for the apparent randomness of the attack. It’s so unusual, and disconcerting, that media outlets from as far away as Toronto and Montreal have felt compelled to cover the story. It’s clear this murder has struck a chord, sending shockwaves of grief, repugnance and fear throughout North Delta and beyond. The apprehension of whoever committed this unspeakable act can’t come soon enough — for Laura’s family and friends as well as the community as a whole.

End result of HST fight might not be in B.C.’s best interests DAN SOUTHARD

COMMUNITY COMMENT I wasn’t involved in the antiHST petition drive, but I certainly appreciated the efforts of those who were. However, the question I often asked when the subject arose was, “What’s the end game?” To get rid of the HST? OK. To start a tax revolt? Even better. To overthrow the Liberals? Hmm, let’s think twice. Well, it seems apparent now the end game is the ousting of the Liberal party. Despite a promised referendum on the HST, Bill Vander Zalm is gearing up for some targeted recall campaigns and Chris Delaney has started the B.C. First Party. Meanwhile, Carole James is out making campaignstyle speeches in which she’s trying to reinvent herself as a tough-asnails cowboy in a flank steak pantsuit. Hmm.

No matter how you slice it, if Zalm and Co. are successful the outcome will be an NDP government in B.C. Is that really what we want? More to the point, would things really have played out differently under an NDP government? Pretend that the James’ NDP won the election in 2005. Let’s also assume James had implemented all the new programs and all the spending increases she has demanded of the Liberals in her time as opposition leader, including a wide-reaching stimulus package. We’ll also assume she wouldn’t have instituted any spending cuts, given her outcry when the Liberals stopped handing out free firewood at campsites. So, we find Premier Carole James in 2009 with a multi-billion dollar deficit and the feds knocking at her door with $1.6 billion in hand and a team of economists singing the praises of the HST. What do you think James would have done? Closed the door or reacted like an audience member on an Oprah giveaway show? I think the latter. Some will suggest that, unlike Campbell, James would have been upfront about implementing the

HST, but I don’t buy it. Between the recession and a crippling budget deficit, James would have been facing a tough election in 2009. I seriously doubt she would have committed political suicide (thus handing the reins of power to the Liberals) by announcing a major tax shift leading up to, or during, an election campaign. Whether it’s James or Gordon Campbell, however the equation always results in the HST, except with James we also get a worse economy, larger annual deficits and even higher taxes. The dilemma is the Liberals truly need a good kick in the butt ... and an extended soak in a tub full of Purell. So, choosing between them and the NDP is like choosing between Hodgkin’s disease and lung cancer. Neither is desirable, but you have a better chance of surviving Hodgkin’s. Of course, we’re just onlookers to this game of MLA Survivor. We already kicked them all off the island and are just here hangin’ with the locals. The question is, how many others will do likewise? Heck, this could even lead to the Greens winning a seat somewhere. Nah, probably not.

Businesses to benefit on the backs of taxpayers

Editor: Re: HST is good for B.C. business, letter to the editor, Oct. 2 John Winter informs us the HST is good for B.C. businesses. Although all business owners don’t share his view, most agree with him. And why wouldn’t they? As he says, every shipping receipt can now be recovered by businesses. And savings will be recovered on the purchase of things like a new stove by a restaurant, a new truck for a construction company or a new treadmill for your local gym.

The source from which these savings will be “recovered,” of course, is B.C. taxpayers. The same people he says are “frustrated” by the way the HST was implemented (but who presumably in his mind love the tax itself). They are the same people who now pay more for the meal that restaurant serves, more for the renovation that construction company performs and more for the fees to use that local gym. He calls the $2 billion a year tax shift from businesses to us “tax reform” that will “stabilize” business and help pass on a

more competitive province to our children and grandchildren. No mention of lower prices or more employees. Gordon Campbell promised when he surprised us with the HST that as a result of the tax B.C. businesses would lower prices and hire over 100,000 new employees at some undetermined date. Winter, who represents these businesses, doesn’t go that far. I wonder why? Campbell has never failed to deliver on a promise before. Has he? Lew Edwardson

Thanksgiving dinner not the same without a bird BARBARA GUNN

LIVING MATTERS This year, we are decidedly Thanksgiving-challenged. And no, that’s not on account of the centrepiece; we’ll trot out the same dried-leaf arrangement we have in years past. It’s not because of the pumpkin pie; my mother will do her usual thing and whip up her lovely creation. It’s all about dinner guests. The ones my husband’s inclined to invite. The ones who don’t eat turkey. “They’re vegetarian,” my husband reminded me. “So if they can make it, we’ll have to serve something else this year.” He offered no suggestions. “No turkey?” I asked. “What’s Thanksgiving if you take away the turkey?” The husband sighed. “We have to respect their dietary preferences,” he

informed me. “We will have to come up with something else. That is, if they can come.” OK, I said. “We may want to explore Tofurkey,” he said. I looked aghast. I had no interest in exploring Tofurkey. Tofurkey, as near as I can guess, is something that’s dressed up to look turkey, yet made from something else. Like tofu, say. Or prunes. Or radishes. “No way I’m eating prunes instead of turkey,” I said. “Can’t we just feed them prunes and eat the turkey ourselves?” The husband pondered the question. “I don’t believe so,” he said. “I believe they feel so passionate about their vegetarianism, they will not even be comfortable sitting at a table where turkey is served. “You know, if they can make it.” “OK,” I said. “And I believe passionately that pumpkin pie should be topped with whipped cream, and not with toothpaste. But if they want to do the Colgate thing at the

table, it wouldn’t bother me in the slightest.” The husband sighed. “You’re being silly,” he observed. He suggested main-course alternatives. Like brown rice. And yams. And asparagus. And stuffing — minus the sausage. “Brown rice?” I asked. “As a main course? Who wants to give thanks for brown rice as a main course?” “Vegetarians,” he said. “And turkeys, no doubt.” OK, I said, turkeys the world over would be thrilled to know that rice — brown, white or wild — was taking centre stage. Still. My mouth began to water. Not for yams. Or radishes. Or even toothpaste. But for juicy, roasted turkey. “Listen,” said my husband. “I know how you feel. But let’s just give them a call.” I promised I’d give them the invite for dinner this year, and I promised we’d forgo the bird. The meal will be served at 3:30 a.m. Chances are, they may have plans.

Delta libraries rocked over summer with reading club More than 2,300 kids took part in annual program

Over 2,300 kids joined the Summer Reading Club this year at Delta libraries, confirming reading really does rock. This year’s theme, Reading Rocks!, celebrated the joy of reading for pleasure. Through July and August, 3,521 children and parents also enjoyed storytimes and featured programs such as the Great Smartini Magic Show, Mad Science, Super Weird Show and musician Will Stroet. The first annual Boundary Bay cross country meet held in Boundary Bay Regional Park last Friday turned out to be a huge success. The meet was hosted by the RunInn Delta for all kids between grades 2 and 7. “We had over 500 kids in our first year,” said Kevin Ridley of the RunInn, “and we were thrilled. We could not have asked for a better day to run the event.” The meet had a race for every grade with grades 2 to 4 running 1,000 metres and grades 5 to 7 running 1,400 metres. “We organized the meet to give all the Delta schools a chance to compete and train for an event in our own community,” said Tracey Derrheim. “We had great feedback from all the schools and coaches that were involved and we hope

Pioneers seeking gold in Montreal BY

Their route to McGill University had more to do with money than wins but that doesn’t mean the Ladner Pioneers won’t be a major threat to win their second senior men’s national field lacrosse championship in three years. The Pioneers bid to represent B.C. at the Ross/Victory nationals should have ended last spring when a heartbreaking one goal defeat in the semi-finals resulted in a bronze medal finish. However, they received new life when the two teams that finished ahead of them opted not to go. Ladner will field an even stronger line-up in Montreal — stacked with homegrown talent. “I really do believe we will be the team to beat,” boldly predicted head coach Greg Rennie. “The roster we have put together is just as good or even better than what we have gone with in the past.” Rennie’s optimism stems from longtime friends Gary

Bining and Andrew McBride opting to play. Bining is attending med school in Maine but is making himself available. McBride now lives in Calgary and is a key member of the National Lacrosse League’s Roughnecks. The 22-man roster also includes Dane Stevens, who finished second in team scoring with the WLA Burnaby Lakers, as well as former national junior team member Shawn Williams. In fact, the only missing highprofile local talent is current Ohio State University standout Logan Schuss whose full-ride scholarship means he could only be a spectator. Rennie’s greatest challenge might be be more off the field than on it. Montreal’s vibrant nightlife can take its toll — especially with a schedule that could see as many as six games compacted into three days. “The night life can definitely be a distraction,” he admitted. “But it wasn’t a problem (two years ago in Calgary) and the guys know what they are there for.”

The Vancouver Whitecaps Prospects Program has put a huge smile on the face of Eric Swanson. The Tsawwassen Soccer Club product was one of 24 players from around the province to be selected into the Whitecaps development program. Selections were announced two weeks ago and the excitement of finding his name on the list has capped a tremendous couple of years for the 12-year-old. Just two years ago, Swanson was playing and enjoying his soccer at the house level, having just missed out on a spot on the select team for his age group. He had developed a passion for the game and with that passion, continued his improvement with both his team, and as a member of the Tsawwassen Soccer Club Academy, to the point where he made the select team the next year. They did manage to penetrate Barsby’s 10-yard-line five times but their red zone execution was atrocious — fumbling twice and turning the ball over on downs on another occasion. The misfiring was enough for Moon and offensive coordinator Sheldon Paris to revisit the playbook. “We basically have been second guessing ourselves about our game plan,” he said. “There were too many errors in our execution. Is there too much for the kids? Are they confused? We are at the point where we need to simplify things.”

Royals come up just short in 1st place battle Tsawwassen Royals “B” team came out on the short end of an entertaining 3-2 battle with the Richmond Olympics “B” squad in an early season first place showdown Sunday in the Vancouver Metro Soccer League CAT Division at South Park. The visitors scored twice inside the first half hour and took their lead to the break. But after the interval, the Royals fought back with a tremendous goal from Matt Scozzafava as he hammered home a 20yard blast on the hour. Colin Jones was unlucky not to score twice, hitting the woodwork once, and blasting another wide on a breakaway. Andrew Davis also hit the post on a 30yard bomb that had the Richmond goalkeeper beaten. After allowing the 3-1 goal,

Meanwhile, the Royals “A” squad dropped a 2-0 road decision to the Burnaby Fury in Second Division play. A scrambly start to the game saw the Fury take a 1-0 lead but the Royals composed themselves and hit a crossbar and post before the halftime whistle . Tsawwassen took over the game in the second half but failed to convert numerous chances only to be scored on during a counter attack. The local lads will look to rebound Friday when the Cliff Sr. Cobras visit Winskill for an 8:30 p.m. kickoff.

The game was all but over when the visitors exploded for four unanswered goals in

3:49 span, highlighted by a hat trick from Cody Smith. Cody Fidgett capped a wild first period with 58 seconds remaining to give Delta a 6-0 cushion. Aaron Merrick added a pair, while Kody Botterhill and John Proctor also scored. The Ice Hawks (7-2-1) travel to Minoru Arena Thursday to face the Richmond Sockeyes at 7:30 p.m.

The Delta U16 Tier 1 Footmen field lacrosse team attempted to shake ‘the cloud over their heads’ Sunday at Holly Park when they played the Burnaby Devils. Thanks to a goal by Ben Wagner in the first period, the Footmen were only down 2-1 and when Ryan Anderson found the net in the second, the Footmen saw themselves trailing 3-2. At that point Burnaby’s attack laid down the line and erupted for nine unanswered goals and the Footmen never recovered. Late goals in the third period by Scott McQuarrie and John Phillips made the final 14-4.l Coaches Shawn Williams and Mike Vincent are looking forward to the short Thanksgiving holiday break and then getting back to a regular practice schedule where they can work out some of the kinks and get the team back to working as a cohesive group.
