Yet-to-be-approved Metro initiative would see regional government buy farmland to save it from development BY

The Southlands could be a prime purchase by the regional district through a new compensation program, says the chair of the district’s agriculture committee. Having long stated his opposition to any kind of development on the Southlands property in Tsawwassen, Harold Steves said his committee endorsed a plan last week for the creation of a farmland trust. “We’ve been working on this for two years. It would have great implications for Delta,” said Steves. “The Southlands would be a candidate and all that South Fraser Perimeter Road and the Vancouver Port stuff would be candidates for donating towards the Southlands and other properties,” he said. Steves said projects that impact farmland should contribute toward a fund so properties can be purchased and saved from development. “They aren’t going to like that and it would be a long haul to get them to do it, but it’s now in a report recommending doing that and it will likely go to the (Metro) board in early October,” Steves noted. The idea of establishing a trust is to have the regional district buy farmland and then lease those properties to farmers and to establish farm schools.

The premier simply can’t be trusted which is why a recall campaign will likely go ahead, according to Fight HST leader Bill Vander Zalm. There have been several developments over the past week in the ongoing saga of the much-maligned harmonized sales tax that kicked in this summer. A legislature committee voted to send the issue to a referendum on Sept. 24, 2011. Premier Gordon Campbell said the tax would be removed if a majority of voters opposed it. However, that isn’t good enough for Vander Zalm. The Ladner resident and former premier said in a news release, “He’s been telling everyone he will make the referendum to scrap the HST truly democratic by allowing a simple majority of votes cast, and that it will be binding on his government. But he refuses to conduct the vote under the Referendum Act rather than the Initiative Act. That means British Columbians will have to take him at his word, and that is not very reassuring given his track record so far.” Vander Zalm explained, “The Initiative Act says the vote will be non-binding, and that it requires 50 per cent of all voters in the province to pass it, plus 50 per cent in two-thirds of all constituencies. Those are impossible thresholds, and completely undemocratic.
The premier admitted that by saying he will not require the vote to achieve those thresholds. But then he turns around and says he won’t change the legislation, we’ll just have to trust him.” Vander Zalm told the Optimist he suspects the government may be using “bits and pieces” of the Initiative Act for a province-wide referendum because it can’t legally do so, thus the results of the referendum could be challenged in court by a big business group, which would drag out the HST’s existence even further. As far as starting recall campaigns against selected Liberal MLAs, he said Fight HST is finding out from regional organizers which constituencies are prepared to initiate campaigns, which couldn’t begin until November at the earliest. “Next week we will be announcing not only the first recalls, but also how we intend to go about it,” he said. “If they (the premier or finance minister) come back and say they’ll go with the Referendum Act and they’ll do it this year, then we’ll drop all recalls.” Vander Zalm, noting he’s answering up to 200 e-mails daily, said he’s been getting positive feedback from Delta residents when he’s out and about in the community, although he said independent MLA Vicki Huntington should also get credit for her support as well.

Meanwhile, a report released last week by Auditor-General John Doyle was highly critical of the ability of the Agricultural Land Commission to protect land in the ALR. He found the commission has inadequate enforcement mechanisms and suffers underfunding, among other problems.
In addition to better compliance and enforcement, Doyle’s recommendations include the commission working more closely with municipalities to encourage farming. Asked to respond the report, Agriculture Minister Steve Thomson told the Optimist his ministry has initiated a review that’s being carried out by the chair of commission. “That review is underway and many of the issues raised by the auditor general in his report and recommendations are issues we’ve flagged as part of that review process,” he said. “I recognize the current
challenges facing the ALC and we’ve initiated that review. Both that review and the auditor general’s report will be very helpful to us as I look forward to taking policy suggestions forward, addressing those challenges.” Saying there have been too many objectionable ALR exclusions, Delta South MLA Vicki Huntington said she’ll be meeting with the chair shortly and hopes to impress upon him the public is losing confidence in the commission. Thomson said the review is to be finished by the end of October.

Their trek kayaking up the B.C. coast took about two-and-a-half months but in the end Ladner’s Bryan Kinshella and Maggie Woo made it. The couple travelled from Lions Bay (near West Vancouver) to Ketchikan, Alaska in separate kayaks, departing in mid-June and arriving at their destination near the end of August. “It was a great trip. We got to see so much,” said Woo, 23. On the way home they took a ferry from Ketchikan. An overpass will be constructed on 80th Street to accommodate traffic heading to Boundary Bay Airport. CAO George Harvie announced at Delta council’s weekly meeting this week that the long talked about $15.5 million project in East Ladner will go ahead. To be completed in the summer of 2012, the twolane overpass over B.C. Rail lines is part of several projects in the Roberts Bank Rail Corridor program. The project will be funded by the federal government ($7.2 million), the provincial government ($2 million), Port Metro Vancouver ($4.8 million) and Delta (close to $1.5 million), said Harvie, who noted Alpha Aviation, which leases the municipally-owned airport, will contribute almost nine acres of developable land to accommodate the overpass.
“With this project I want to assure the community that there will be finally a signalized intersection, also, at Ladner Trunk Road and 72nd Street. That signalized intersection will remain. 80th Street will be closed during the construction but it will not be closed until the signalization is completed at 72nd Street,” said Harvie. The project will also feature a rail advanced warning system to notify drivers on Ladner Trunk Road of an approaching train, enabling them to reroute to the new overpass. “We are noticing that trains are increasing in their length, as we knew they were, and this project is very timely,” said Harvie. He added emergency vehicle access to the airport will be greatly improved with the new overpass. Three companies have already been shortlisted for a design-build contract and the contract is to be awarded next January.

Chief supports federal gun registry, but police board not on same page BY

Police chiefs and police boards across the country were speaking out in favour of maintaining Canada’s long gun registry this week, however, Delta’s remained silent on the matter. While chief Jim Cessford supports the registry and extolled its benefits at a recent Delta police board meeting, the board and chair Mayor Lois Jackson do not agree. “From a front line police perspective... the registry is useful,” Cessford said. At a meeting earlier this month, Jackson spoke out strongly against the federal gun registry, saying she feels money put into it could be better used in other areas of policing. The police board recently received a request from the Canadian Association of Police Boards to support the long gun registry. After much debate, the board passed a motion that states while it supports the establishment of a gun registry, it does not endorse the current one.
A report from the RCMP Canadian Firearms Program showed Delta police officers access the registry an average of seven times a day — 11,000 inquiries are made annually nation wide — and Cessford said there have been many instances when a search of the registry has provided useful information. In one recent case, a young person was making firearm-related threats on Facebook. Police were notified and when a search of the registry was carried out, officers discovered there were several guns in the house the youth could potentially access. Officers visited the home and in the end removed the guns. “At least we knew he had access to firearms right away,” Cessford said. In another case, a student was making threats using their cell phone while hiding in a school bathroom. Police did not know how serious the threats were until a search of the registry indicated the youth resided in a home that contained firearms.

Tougher drunk driving laws to begin Stiffest penalties in the country to accompany new provincial legislation that comes into effect on Monday BY

Starting Monday, drivers in this province who get behind the wheel after consuming alcohol will face the stiffest penalties in the country. Earlier this year, B.C. Solicitor General Mike de Jong announced that as of Sept. 20 law enforcement officials will be armed with the toughest laws and penalties in the country to get impaired drivers off the road. “Unfortunately, impaired driving is on the increase in this province and that’s alarming because it means some people still aren’t getting the message,” de Jong said earlier this summer. Impaired drivers can lose their licence, have their vehicle impounded and monetary penalties range from $600 to more than $3,700. Under the new regulations, drivers who have a blood alcohol level of more than 0.08 per cent, or those who refuse to provide a roadside breath sample, will face an immediate 90-
day driving ban and a $500 fine. As well, the offender’s vehicle will be impounded for 30 days and they could face criminal charges. Drivers caught in the “warn” range — a blood alcohol level between 0.05 and 0.08 per cent — will face an immediate three-day driving ban and a $200 fine for the first offence. Getting caught a second time in the “warn” range will garner a seven-day ban and a $300 fine; a third time will mean a 30-day ban and a $400 fine. In addition to the new immediate consequences, drivers who blow once in the “fail” range (over 0.08 per cent), or three times in the “warn” range within five years, will be required to participate in the rehabilitative Responsible Driver Program. Those offenders must also use an ignition interlock device, which tests a driver’s breath for alcohol every time they operate their vehicle, for one year. The changes to B.C’s impaired driving laws were inspired by the death of a Ladner youngster who was killed more than two years

Close to 1,000 air cadets will parade at historic Boundary Bay Airport tomorrow afternoon to commemorate the 70th anniversary of the Battle of Britain. Weather permitting, a fly past of vintage Second World War aircraft will take place, along with a modern CF 140 Aurora long-range surveillance aircraft from CFB Comox. This year marks the 70th anniversary of the Battle of Britain, a turning point early in the Second World War. Boundary Bay Airport was a major west coast site for the wartime Commonwealth Air Training Plan. Tomorrow’s event is set for 1:30 p.m., with the fly past at 1:45 p.m. and the parade at 2 p.m.

The Terry Fox Run is set for tomorrow. Organized by the Tsawwassen Rotary Club, the local edition of the fundraiser starts from Rotary Square at the Tsawwassen Town Centre Mall at 9 a.m. “Terry said he would take himself to the limit for the cause. We would hope that all of us take ourselves to the limit to make sure we try and eradicate this terrible, terrible disease,” said Rotarian Leslie Abramson. She added that every family has been touched by cancer in one way or another. The Terry Fox Run is a non-competitive event that commemorates Fox’s 1980 Marathon of Hope, an attempt to run across Canada to raise awareness about cancer as well as raise money for research. Fox, who grew up in Port Coquitlam, hoped to raise a dollar from every Canadian. The routes remain the same as last year with fiveand 10-kilometre options. From Rotary Square, par-
ticipants will head south along 55th Street then east on 12th Avenue. There, the five- and 10-kilometre routes split, with the longer distance heading through Boundary Bay and the shorter through Beach Grove. Both routes finish at the mall. Participants can run, walk, wheel or ride. Last year’s event raised about $26,000 for cancer research and had about 150 participants and volunteers take part. Ladner teen Samantha Mattersdorfer, who had her fundraising efforts matched by Deltaport operator TSI Terminal Systems Inc., gave a donation of around $17,000. Organizers said earlier this week that Mattersdorfer, who has a terminal form of cancer, would attend the event if she’s able. Organizers also said Donna White, provincial director of the Terry Fox Foundation for B.C. and the Yukon, would be attending. Registration goes from 7:45 to 8:30 a.m. tomorrow. MURPHY’S LAW Tsawwassen’s population could grow by almost 50 per cent over the next 10 years! That’s right, the 20,000 or so people living in the sunny enclave now could be joined by close to 10,000 new neighbours by the time the decade is out. Is that likely to happen? No. The growth estimate coming from municipal hall is for just over 3,000 new residents over that time, but the area plan that received preliminary approval from civic politicians this week, if followed to the letter, would provide the space for over 9,500 newcomers. Given the existing area plan, approved in the early 1990s, allowed for far greater development than has been experienced since that time, it’s a good bet municipal hall’s “modest growth” estimate is a more likely scenario than the updated area plan’s potential build-out. So, we’ve got an 18-year-old plan that only saw some of its objectives realized and a new one that we’re already told won’t reach certain targets, which leaves me wondering: Why go through all the effort of debating this, that and the other thing, when at the end of the day, a lot of it never comes to fruition? I understand the need to be prepared, to plan for all conceivable growth rates, and I realize economic forces, not civic documents, drive development. I’m not against plans or those who formulate them and I’m respectful of the significant amount of time citizens on the area plan committee, as well as those throughout Tsawwassen, have spent on the current undertaking. But it seems to me we have created such an extensive process, and one that’s so contentious it got to the point a complaint was lodged with police, that we need to step back and evaluate how things are done. And who knows, a different method toward town planning just might mean we’d undertake the exercise more frequently than once every two decades that’s now the case in Tsawwassen. As all the efforts and consultation were drawing to a close this time, Delta decided to commission an Ipsos Reid survey that asked Tsawwassenites a series of five questions. It appears municipal hall put a lot of weight into the responses, which is understandable given the scope of the poll, but it also illustrates an alternative approach. It seemed odd, at least to me, to have volunteers and staff hashing out a plan for over a year, only to turn to a survey at the 11th hour, but perhaps it’s the way of the future. I suspect I’m not alone in thinking the current process could use some help.
Cell phones are changing the world, even the Third World IAN ROBERTSON
COMMUNITY COMMENT Most people between the ages of 10 and 75 have a personal cell phone that is a part of their daily life. Over the past decade cell phone retailers have worked hard to increase the number of phones in people’s hands and have now approached the saturation point. Or have they? Once the instrument of business folks on the move who got to make important phone calls between locations, it is now a ubiquitous instrument whose prime function depends on who has it in their hands. Using it as phone, whether on the go or as a replacement for the old wired phone in your home, is typical and almost passé. Most
teenagers use it to scribe short text messages to one another, whether they are separated by miles or by just metres. Talking on it by them is acknowledged to be possible, but is not as cool as sending and receiving many messages per day. This texting feature has had profound impact on the Third World where the cost of a message is just a penny or two and where traditional phone networks are often non-existent. More recently the so-called “smart phone” has emerged. Now in addition to text, you can operate it as if it was a computer connected to the Internet, allowing you to pay bills, inquire about the weather, book tickets to a play, or have it tell you where you are and where the nearest cappuccino bar can be found. Sending photos to one another is a common activity for many. Using the phone as a movie camera is now quite common. Emerging with all of these features is a newly arrived demand for watching live sports, TV shows and movies.

Music in the background has been a common feature for some time. So as I prepare for a journey to Europe, I have my London Underground map on my Blackberry, which will guide me on journeys once I enter my stations. As I travel I will have instant access to my email anywhere. Next for me is to get a tour guide program that can guide me through a stopover in Rome. Cool jazz prerecorded on the Blackberry will hopefully calm me as I navigate strange stations and airports. Where is all of this going? For the Third World, billions of people are able to communicate where never before. Information is no longer restricted. Real social progress may emerge in many countries as a result of clear, factual communications. For us, the intermingling of TV, cable and phone companies is bringing on new features, increased competition, a dizzy array of phone choices that are constantly changing and rapidly evolving technology. What will it be like in a decade? One word — different!

Hard for Delta to justify ROW townhouses Editor: A policy that permits and encourages replacement of existing single family homes with townhomes along B.C. Hydro’s 230 kV corridor in Tsawwassen strikes me as irresponsible. During the review process Delta’s position regarding upgrade of power lines to 230 kV was unequivocal. As currently published on Delta’s website it reads:
“Delta recommended that the project be denied on grounds that the proximity of high voltage transmission lines to residences, schools and parks pose an undetermined and, therefore, unacceptable risk to human health.” Assuming it was not disingenuous, how can council reconcile its concern over health risks with a new policy to increase the number
of people living along the corridor? In stark contrast, consider B.C. Hydro’s response to these same human health concerns. It purchased the homes of concerned residents no longer wishing to live along the corridor. In reselling these 100-plus homes, B.C. Hydro cautions buyers to “DECIDE FOR YOURSELF.” To aid the
engineering department could draw up something to reflect our community’s true vision. My suggestion would have condos or container trucks embellishing our Delta signs. Mind you, it should be realistic, so may I sug-
taxpayers. Should these health risks someday become proven reality, will people who relied on Delta’s new policy and purchased homes and townhouses in the corridor look to Delta for compensation? I believe council should carefully consider the possible consequence of this policy. Ed Ries

Editor: Re: Tsawwassen sign missing sun, letter to the editor, Sept. 11 Like Ursula Easterbrook, I was also away most of the summer but was not surprised to come back to find a new issue had arisen in Delta while I was away. I agree that Delta is a colourful place to live and controversy is never far away, but I don’t believe the people in Ladner and Tsawwassen should be looking to our past. It is the future that we should embrace whole-heartedly. Perhaps Delta’s talented
purchaser’s decision, it provides information about the power lines and possible health effects of the electro magnetic field (EMF) they radiate. I am not expert in such matters, but it seems to me that a decision to increase housing density along this corridor, in light of Delta’s declaration of a possible health human risk, invites liability for Delta and its

Editor: Re: Supporters not so ignorant, letter to the editor, Sept. 11 Bravo to the group that recently supplied us with an accurate and timely definition of ignorance. For one, I am really getting tired of all of the negative comments from the Southlands “naysayers” when most, if not all, have not studied the plan enough to even have a clue about what it’s all about. During the course of many meetings, mall encounters, and personal discussions, I can truthfully say that I have not met anyone who, after studying and understanding the plan, is still against it. It is just too easy to say “leave it,” “no development” or many other catchphrases that mean nothing, and certainly do nothing for the community. Don’t assume farmland development is inevitable Editor: Should we accept development of farmland as inevitable from the moment it falls into the hands of a developer? Absolutely not! But do we? It certainly seems that way. Century Group has pushed hard to get the community to accept its “Sweep,” “Tuck “ or “Canal” proposals that all feature 1,900 new homes being built on farmland. It
has failed but it is still not giving up hope. It is able to apply and reapply for rezoning of the land ad nauseam and Sean Hodgins has publicly stated he “will never quit” (seemingly regardless of the wishes of the community). Century can threaten to build chicken houses or pig barns or greenhouses. It can try to bribe us with “bequeathing” land to the community (but still keep-
ing its name on the deeds for that land). It can threaten to sell it to someone else who could do “any number of things” with the land. It can tie up municipal resources with repeated applications. It can continue to divide the community (remember, without the threat to develop the land the “divisive” atmosphere would disappear overnight). Through attrition, it can hope to whittle down the
opposition. In the case of the Southlands, the housing complex would result in a massive profit for Century Group but would leave the community with huge infrastructure and traffic costs as well as a host of other ills. Rather than simply accept that we “have to give them something” to make the “problem” go away, I think we should be looking at alternative solutions that help put the community
in the driver’s seat when considering future building needs. For example, consider a limit on the number and/or frequency of applications that an owner of agricultural land can make to develop his land. Perhaps make the application process much more costly; each subsequent application is charged an increasingly expensive fee. Also, set in motion the process to have the land at

Editor: It has been written that Canada is losing 1,700 veterans of the Second World War and the Korean War each month. Of the 1.1 million Canadians who served in the Second World War or Korea, fewer than 155,000 are alive today. The average age of a Korean War veteran is 80 years while the average age of a Second World War veteran is 85. Not included in these statistics are the average ages of the various Canadians who served in the many UN peacekeeping tours this country was engaged in. Each veteran was a stalwart who has a story to tell. The point of this is that as these veterans die, so, too, do their stories and we all know that veterans’ accounts do not rate highly on the agenda of most Canadian provinces’ ministries of education list of important items. We ought not to permit these veterans’ stories to die with them; posterity and Canadian heritage demands that they do not. The truth
of Canada’s military history is too valuable to be left to historians who were not there and who, based on my experience, sometimes tend to bend accounts to suit their own personal, political agendas. Thus, I wish to contact as many Delta veterans as possible who are willing to share their stories. The idea is to collect these stories, add factual historical data, and publish the lot as a tribute to the veterans of Delta. We might call it Delta’s Veterans. Time is of the essence as the above referenced statistical information highlights. I will welcome contributions until Oct. 1, and then if insufficient interest has been shown, the entire project will be shelved. Editor: The traffic woes of Tsawwassen will not go away by adding the feared roadways. What is well known is the addition of road capacity with highways and the like has proven time and time again to increase our automobile dependency, a condition that leads to more road congestion, not less of it. Is this not the argument people have with the Southlands development: that the existing roads cannot handle more car traffic? A good transportation system first moves people, not cars. The Southlands develop-
ment plan accommodates cyclists, boarders, joggers and pedestrians with its park areas and accessibility to the town centre. If we can look ahead to having the Canada Line and overall a better public transit system, this will allow the flow of emergency services, private motorists and commercial transport on the existing roads. We need to find ways to prioritize accessibility and not just provide the means for mobility. Planning for people and making livable use of land that has not been developed and sits idle is the issue and a good place to start. Margot Millen

New building won’t be in keeping with area revenue-generating schemes as possible, a restaurant will never be completely off Metro’s wish list. Part of the planning complexity for Metro is the Boundary Bay foreshore is an environmentally sensitive area and is listed as a development permit area in Delta’s Official Community Plan. This means that any development must comply with guidelines set out by the Ministry of Environment to prevent damage to the natural environment (wildlife and fisheries habitat) and to protect development from hazardous conditions (mainly flooding) through siting and design control. Flood proofing guidelines require the ground floor of any building be at least 2.9 metres above the high water mark. Accordingly, the proposed structure will have to be four to five feet above the current grade and, in order to provide a gradual upward slope for accessibility, a large area in front of the building must be filled and graded. The building will also have to be located as far away from the playground as possible, hence the variance application for zero setback (reduced from 7.5 metres) from the north property line. There are other factors for Metro to consider as well: • Neighbours to the south, quite understandably, don’t want a restaurant or even an expanded concession/café rebuilt on the current washroom site. • Most park users (according to the 1996 open house survey — there hasn’t been one since) enjoy the natural beauty of the park as it is and don’t want activities such as trail walking, birding and nature study disturbed by commer-

cial operations. • Environmentalists are concerned that moving the main beach activity area northward will force beach users into the rare and unique coastal sand dune ecosystem immediately north of the current beach area. They are also concerned about the impact of expanded café operations on bird populations. All the above considerations lead to the question, “Have all other options been considered?” For example: Instead of one building attempting to be all things to all users and not really succeeding at any, could each need could be accommodated separately? This option would cost taxpayers a lot less money and may satisfy more needs than Metro’s current proposal. Please attend the Metrosponsored open house on Monday from 6 to 8 p.m. at the Kiwanis Longhouse, 1710-56th St., and make your views known. Kent Warmington
Editor: Be careful what you wish for because the taxpayers will be left with the tab and user fees. There are plans by Metro Vancouver to build a new concession and washroom facility at Centennial Beach. I’m sure most people would agree this project is long overdue. However, I urge people to take a good look at what is planned because a massive building is about to be constructed that will involve major changes to the park. Metro Vancouver will be at the Kiwanis Longhouse at the South Delta Recreation Centre on Monday between 6 and 8 p.m. In true Metro fashion, it is unclear whether this is just a “show and tell” or an opportunity to speak and listen to others. In true Metro fashion, the public is being given very short notice about the meeting. Many people are not aware Metro Vancouver is quickly, and quietly,
setting up infrastructure and a building that will accommodate a destination restaurant in the future. It claims the destination restaurant is a “maybe,” but once the infrastructure is in place and paid for by taxpayers, just see how quickly phase two will happen. While the Kitsilano Restaurant may work well in that area, the location should not be compared to the environmentally-sensitive, dead-end Boundary Bay Regional Park. Metro Vancouver is choosing to ignore public input. In February, 1996, a survey at a Metro open house asked if respondents would support a fine dining restaurant within the regional park? Eleven per cent agreed; 77 per cent disagreed! It appears the current plan is to build a 55-seat indoor/outdoor café that is being called a concession stand. The large structure is planned near the children’s playground adjacent to
land that was purchased under the Nature Legacy program. Disturbance and future light pollution will negatively impact protected habitat of international and national significance. For those who care little about wildlife protection, I urge them to consider the fact Metro Vancouver is planning to adopt numerous user fees, including pay parking. It could cost you up to $10 a day to park at Centennial Beach. A recent newspaper article indicated Metro Vancouver wants to turn many of our green parks into amusement parks in order to generate revenue. Is this what you want for our natural area that provides free beach access to our surrounding communities while at the same time protecting an internationally-significant wildlife area? What’s wrong with a simple improved upgrade at one-tenth the price? Please speak up before it’s too late. Susan Jones

Editor: The need to replace the washroom/concession building at Centennial Beach has been on Metro Vancouver’s (previously GVRD) to-do list ever since it took over operation of the beach area of the park 14 years ago. At various times over that period, Delta council has urged Metro to “get on with it.” However, as a Metro staff report stated in January, “The primary reason why site planning was stalled is because a final decision was required on the destination restaurant.” Metro began pondering the addition of a restaurant, either as a second storey or a special wing to a new washroom/concession building, even before 1996. And, although 77 per cent of those attending a February 1996 Metro open house were opposed to a restaurant anywhere in the park, Metro has continued to include one in its planning ever since. The current plan is for a long, narrow, approximately 5,200 square foot building (7,800 square feet including the substantial roof overhang), to be located at the far north end of Deltaowned property, roughly on top of the current path from the north parking lot to the beach. While Metro claims it is no longer considering a restaurant (due to noninterest from the business community and the prohibitive cost of constructing one itself), it does want to include a rentals kiosk and a café with indoor and outdoor seating for 55 — all of which means a very large modern building that will disturb surrounding habitat and is likely to be out of place in the natural setting. Armed forces are ‘big business’ in B.C., admiral tells chamber lunch
for most countries, with China being the exception. “China has finally woken up to the value of maritime power.” There’s been a “stunning decline” to the Russian navy over the last 40 years, he said.

The Canadian Forces have an economic impact of over $1 billion a year in B.C., says Rear Admiral Nigel Greenwood. “That certainly is very big business,” he said. Greenwood, the commander of the navy’s Maritime Forces Pacific, was the guest speaker at a Delta Chamber of Commerce luncheon at the Coast Tsawwassen Inn on Wednesday. The bulk of that, to the tune of around $700 million, comes from the Canadian Forces Base in Esquimalt on Vancouver Island, he said. It’s the “centre of gravity of the military now that we don’t have any regular force army here” in the province, said Greenwood. There are around 3,800 to 4,000 military personnel and about 2,000 civilian employees based at Esquimalt, he said. Greenwood touched on other topics, including

He said while Southeast Asia has historically had a fair bit of activity in terms of piracy, it is now shifting
to areas like Somalia. “It’s really incredible the extent to which the pirates are going off shore — to enormous distances — in or to capture these vessels and hold them for ransom,” he said. The stolen purse contained multiple credit/bank cards, $100 cash and passports. Purse was later located in the bushes outside the store and only the money had been taken. • September 11, 5:12 p.m., 1100-block of Skana Drive: Vehicle owner reported that unknown person(s) scratched the driver’s door. Damage: approximately $100. • September 12, 1:48 a.m., 5200-block of Upland Drive: Resident reported being awoken by a vehicle that ran up onto the lawn and attempted to dislodge itself from a boulder in the front garden. The driver freed the pick-up truck, fleeing eastbound. Extensive area patrols conducted with negative results. Damage: $2,000. • September 12, 11:11 p.m., 5400-block of 16th Avenue: A black F350 pick-up was stolen from the driveway. Shortly after the vehicle fled from police northbound on Highway 17 near Highway 99. Vehicle was not pursued. No recovery. No suspect description. Ladner • September 6, 9:36 a.m., 4600-block of 61st Street: Complainant reported graffiti along the north wall of the school. Graffiti consisted of profanity and other inappropriate subject mat-
ter. The mischief occurred sometime overnight. No witnesses. No suspects. Damage: $1,500. • September 6, 10:30 p.m., 5200-block of 88th Street: Police responded to an attempted break and enter. Suspect was observed in a white truck entering the compound through the gate. The Caucasian male wore glasses and a black hat with “security” written on it. Complainant doubted the suspect’s story and noticed the lock was cut. Lock seized as evidence. Still under investigation. • September 7, 9:16 p.m., 4800-block of 48th Avenue: Complainant reported eight youths entering an unlocked motorhome when she scared them off. No damage. Nothing stolen. Area patrols negative. Motorhome secured to deter further problems. • September 7, 11:13 p.m., McNeeleys Way and River Road: Report of youths throwing eggs and water balloons at people and buildings. A blue pickup was located driving in the area and the driver admitted they had been the culprits. Balloons filled with water were located under the passenger seat. Driver issued violation ticket under the Motor Vehicle Act and given verbal warning regarding mischief. • September 8, 4:30 a.m., 4500-block of 47A Street: Complainant reported her insecure vehicle had been entered, but nothing was stolen and there was no damage. • September 8, 7 a.m., 7700-block of Progress Way: Complainant reported the business had been broken into. It appears the suspect breached the front gate and stole a variety of tools valued at approximately $4,850. • September 13, 3:08 a.m., 30B Street and River Road West: A police stop revealed the vehicle to be stolen. Driver was arrested and transported to cells. Vehicle towed.

There is no business block in Delta with a more interesting history than the Masonic building on the southwest corner of Trenant and Delta streets in Ladner. It’s the oldest multi-storey business emporium in the municipality and has experienced many changes of occupants. Built in 1904 by Delta lodge of the Independent Order of Odd Fellows, three-quarters of the lower floor was occupied by the first branch in Delta of the Royal Bank of Canada. H. K. Wright was the first manager. There are many tales to tell about this building, but I’ll only ramble on about some of them and not necessarily in the order in which they occurred. For instance, when King George V High School was opened in 1912, about where McKee House is now, a manual training room was

the space to more pleasant use when he opened a photograph studio, before moving to larger quarters provided in the same block on the east side of Delta Street. There Pat McCrea had opened a small building that became the first liquor store in Delta. His son, best remembered as Ace McCrea, returned from the First World War to become Delta’s first liquor vendor. More about the Masonic hall in next ramble. *** Now, I must ask a question on behalf of Ken Atkey: What were the original colours of the Big Store at the north end of Delta Street? The historian is building a miniature replica of the Lanning, Fawcett & Wilson store and wants to get the colours right. If you remember them, phone Atkey at 604-946-6741.

opened on the west side of the basement. That was fine for many parents who approved of teaching the boys skills that could be used on farms, but what about the girls? The problems was solved by using the long narrow room, still at the rear of the Masonic building, for teaching girls the home economics of the day. Before Herb Walker opened Delta Funeral Home on Bridge Street, bodies were placed in the long room for removal to the Center and Hanna quarters in Vancouver for preparation and then returned to Ladner for the funeral. A youngster playing on the west side of what we knew then as Fairview Road, now 46A Street, slipped into the drainage ditch on the west side of the road and drowned. The little body was taken into Ladner and placed on display in what by then was called “the long room” and I was asked to obtain a photograph for the family records. Pastor Terry Jones went viral! Not that this was his intention when it came to announcing a Koran burning event on his church property. Nevertheless, the communication tools at our disposal today made his intentions a global issue. News media couldn’t leave the story alone as reporters on the church property far outnumbered the 50 or so regular worshipers at his church. Citizens of various Muslim countries demonstrated vociferously. Key influencers in American politics and bureaucracy were sent to dissuade the pastor. Happily it worked. It is alleged that Jones was asked: “What would you have done had a Muslim imam announced a Bible burning event?”
The reply, “I would pray for them.” Hmmm. Had he only thought of that right from the beginning. What Jones threatened to do was contrary to the teachings of Christ himself. Jesus said: “Love your enemies, do good to those who hate you, bless those who curse you, pray for those who mistreat you.” Luke 6:27

Gathering reunites students from almost 70 years ago
Students who attended Delta Jr.-Sr. High School in 1941-42 reunited after 68 years last month at the Tsawwassen Golf and Country Club. There were 60 former students and guests in attendance, including local historian Edgar Dunning, who spoke about the early schools in Delta. Ken Atkey dutifully performed his role as master of ceremonies at the reunion that featured an a la carte
lunch, reports by class representatives to remember deceased classmates, door prizes, a 50/50 draw and class photos. Walter Schilling was the photographer. Atkey also recognized those who organized the event, including Maryhelen Bowling, Phyllis Fox and Jeanne Erskine, with parttime help from Jack Froud. There was much reminiscing, with the opportunity for some to visit
for the first time in many years. Out-of-province schoolmates included Jean Sheldon (Reynolds) from New Zealand, Bill and Helen York (Dennis) from California, Anne Mary Franzen (Stewart) from Washington state and Alex Moore from Edmonton. The graduates of 1942 were the first to complete Grade 12 following conversion of the Delta Central School to become the Delta Jr.-Sr. High School.

Adult Fall Tennis Lessons
Workshop to help parents deal with kids’ behaviour difficult behavior. The workshop teaches effective ways of defusing power struggles, giving appropriate choices, providing consistency and natural consequences, and modeling appropriate behavior. Participants will be working in groups as well as on their own, and there will be time for questions and discussion. Workshop facilitators Camille Netherton and Pam Collins both have extensive backgrounds in child development and years of experience providing consultation and planning for families who have children with challenging behavior. The popular workshop has been offered in Delta since 2005 and has become
a favorite among parents and caregivers. The workshop will be offered by Reach Child and Youth Development Society, a non-profit organization in Delta that has been helping children and families since 1959. Collection takes to stage Hockey enthusiast aids Sidekick production with memorabilia BY

rdent hockey memorabilia collector Andrew Castell is helping out the Sidekick Players Club with the theatre group’s latest production. “We’re going to have a display in the upstairs of the theatre. I’m going to bring a whole bunch of memorabilia and bits and pieces for a mini hockey hall of fame display for people to come have a look at,” he says. Sidekick will present Jacques Plante and the Parkdale Knitting League by Paul McLaughlin at the Tsawwassen Arts Centre beginning next Wednesday. Castell, 50, is also lending gloves, sticks and pennants to the theatre group that will be used as props in the play. Sidekick got in touch with him through the B.C. Sports Hall of Fame. Castell, who works for Industry Canada and recently moved to Ladner, has an extensive collection. He’s accumulated 1,827 hockey sticks, 4,000 pucks, over 50 pairs of gloves, almost 50 pairs of skates, 235 jerseys (160 of them game-worn), just under 100,000 publications (magazines, guides, books) and 500 posters over the years. “Hockey’s been my life since I was probably nine- or 10-years-old,” he says, adding there’s “lots of memories” within his collection. A majority of the memorabilia came from his days of being a “rink rat” at the Pacific Coliseum, he says. He used to skip out of school, get on his bike and ride down to Vancouver Canucks’ practices. Castell says he would hang around the team’s trainers, as well as talk to the trainers from visiting NHL clubs, and come away with bits and pieces of memorabilia. “They’d always have tons of stuff for me,” he says. Castell also notes that he’s found items at swap meets, collectible shows and has even had things donated to him after he and his

collection were featured on a Hockey Night in Canada broadcast. A former longtime Canucks season ticket holder, he’s now got season tickets to the WHL’s Vancouver Giants. Castell played minor hockey in Burnaby up until midget. He counts a press pass to Game 7 of the 1994 Stanley Cup finals between the New York Rangers and the Canucks (a game he actually attended), a Vladislav Tretiak goal stick from the 1972 Canada-Russia series (signed by Tretiak and Paul Henderson) and
a Pavel Bure Canucks jersey as items in his collection that are “near and dear” to him. Asked if he had any tips for prospective collectors, Castell says it’s important to be buyer beware. “There’s a lot of stuff out there that’s not authentic.” Sidekick’s Carroll Allan, who’s directing the play, says her group is having a lot of fun with the production. “Getting some of Andrew’s things incorporated into the play is just like [being] a kid in a candy shop,” she says.
The play is mostly factual but it’s also interwoven with a fictitious love-story and humour. Plante was the first NHL goalie to regularly use a facemask. Evening performances run Wednesday to Saturday from Sept. 22 to Oct. 2 at the Tsawwassen Arts Centre, 1172-56th St. The box office opens at 7 p.m. while curtain time is 8 p.m. A matinee show is set for Sunday, Sept. 26 at 2 p.m. Tickets cost $18 for adults and $15 for seniors (60 and up)/students (12 to 18). admired a silver and green willow forest. Our path was now blocked by a small stream, which I doubt existed when the trail had been reviewed for the Hike Jasper National Park website. While we could easily have waded across, neither of us fancied attempting the rocky bottom in bare feet, or on the other hand, hiking another six hours in wet socks. Grabbing logs cut from felled trees, we rolled them into the running water to form a makeshift bridge. We inched across, grabbing onto thorny wild rose bushes for support. Somehow, my feet still got wet. Once safely on the other side, my dad was fascinated by a grotesque burl disfiguring the profile of a fir tree and I was trying to remember pictures of bear scat my natural-history professor had posted in PowerPoint presentations and decide whether they resembled a large pile of dung beside us on the trail. The Hike Jasper website warns that bears frequent the trail, and I had developed a crick in my neck from frequently looking over my shoulder to check for signs of movement. However, although deer tracks littered the trail, shed antlers poked out from the underbrush and we spotted an elk skeleton a short distance from the trail, our journey had been devoid of bear sightings. The picturesque Overlander trail starts at Jasper’s Sixth Bridge picnic area and heads north, ending at the parking lot where Highway 16 crosses the Athabasca River by the

Cold Sulphur Springs. The trail is named for a group of 19th-century travellers, the Overlanders, who passed through the Athabasca Valley on their journey from Winnipeg to the goldfields of British Columbia. The well-defined trail rises gradually, with a few steep climbs and downward scrambles that make for varied hiking. It is 16 kilometres long. The Hike Jasper website recommends bringing two vehicles and parking one at each end of the trail, but my dad and I chose to overlook this recommendation. We
had been looking forward to a full-day hike as part of our weekend getaway and wanted to hike the trail both ways. As we ascended through the forest, my feet began to dry as the day became warmer. The hike was silent except for the call of songbirds and the thud of our feet against the dusty ground. I found it pleasantly removed from some of Jasper’s more crowded tourist nature sites, such as Athabasca Falls, where large coaches bring dozens of excited travellers for brief photo opportunities.
The hike was so secluded that we didn’t encounter another human being until a group of teenagers ran past us in the opposite direction as we navigated our way carefully along the side of a cliff. I couldn’t help but admire their ability to move at such a speed along a trail riddled with roots and rocks that could easily have tripped them and sent them plummeting down the side of a mountain. popular hikes, including directions, distances, points of interest and estimated completion time. • You need a parks pass to stop in any national park and to access the Icefields Parkway between Lake Louise and Jasper. Passes can be bought at the Jasper Park gates. A one-day pass for a group of up to seven people costs $19.60. Annual passes are also available. • Although it is possible to arrive in Jasper on a Greyhound bus and shuttle to some hostels or hotels, it is difficult and expensive to fully explore the park without a vehicle.

Locals can submit pictures in contest
The magic of a photograph is its ability to provide us with a little piece of the past. They provide an opportunity to reminisce or tell stories about our home, the people in our lives and the things that are dear to us. While our memories can only hold onto so much, photographs enable us to look back at our deep personal and collective histories. Delta’s rich history, beautiful landscapes and memorable moments have been captured in photographic form by the residents of Delta for more than a century and on Oct. 23, the Delta Museum and Archives will bring some of the very best photographic memorabilia out of the archival vault and into the feature gallery with the unveiling of its newest exhibit, A Delta Self Portrait: Photographs of Delta by Deltans.
In conjunction with the exhibit, the museum and archives will be holding a photography contest to showcase the photographic stylings of Deltans. It invites all Delta residents to pick up their cameras and photograph what living in Delta means to them, then enter the photographs in the museum’s first annual photo contest.

In addition to the photo contest and exhibit, program co-ordinator Carol Ballard has co-ordinated an all-day digital photography workshop for Saturday, Oct. 2. With Ron Long as instructor, participants will be provided with tips that will allow them to take digital pictures that will impress their friends. A third period goal from captain Liam Harding insured the Delta Ice Hawks wouldn’t be haunted by their former teammate. Harding’s second tally of the game with eight minutes remaining lifted the Ice Hawks to a 3-2 victory over the Squamish Wolf Pack and spoiled a terrific night for Shanson Lunny. The former Hawk did just about everything to keep his team in striking distance — stopping 50 shots, including 22 in the second period. The Wolf Pack, who were blitzed 6-0 by the Richmond Sockeyes in their season opener three nights earlier, jumped out to a 2-0 lead after 20 minutes. The Ice Hawks answered with a dominant middle frame and goals by John Proctor and Harding to get back on even terms. Wyatt Waddell’s comeback trail led him all the way to the provincial title. The 12-year-old motocross racer from Ladner was in outstanding form at the recent B.C. Provincial Championships in Kamloops — capturing his 12-to-16-yearold age class in the Super Mini 100 CC Division. He also finished second in the 85 CC class. The Grade 8 student at Delta secondary school saw his outdoor season put on hold when he broke his scaphoid during a training run in California back in March. The hand injury kept him off his bike for 13 weeks. Waddell returned in time to compete at

We are sad to announce that Vince passed away peacefully at Delta Hospital. He is lovingly remembered by his wife Marian, sons, David (Fiona, Kyla, Brianna), and Graham (Elspeth, Emma, William, James) and his many friends, both here and in England. John was born in Winnipeg, Manitoba on April 24, 1926, and passed away after a heroic battle with colon cancer on September 12, 2010, in Delta Hospital with family by his side. John is survived by his two daughters, Janis J. Sephton, with fiancé Ron Willemsen of Tsawwassen, BC and Heather J. Goodwin-Robinson with son-in-law Christopher M. Robinson of Trabuco Canyon, California. Predeceased by his parents, Richard Goodwin and Maude Ariel Goodwin of Erickson, BC and his loving wife Judi J. Goodwin. He leaves sisters Barbara Johnston, Shirley Barber, Jean Becker with husband Dennis and Gloria Staples with husband Lyle. Will also be remembered by cousin Don McClellan, grandson Kyle L. Sephton and many wonderful nieces and nephews. John proudly served in World War II from 1943 to 1946 with the Armour Corp. in Active Service as a rifleman. He worked for the Canadian Pacific Railroad and Human Rumble Electric Co. He also ran a survey crew in the Rockies, became the army representative for the 3 Vets Army Surplus store, and panned for gold in the Thompson River. He was also a show promoter for the Tex Morton traveling show, a salesman for the Stage Bill and an advertiser for the Richmond Review, Delta Optimist and finally the North Delta Sentinel Paper, until he retired at the young age of 78. John will be fondly remembered as a good husband, beloved father and a wonderful brother. The family would like to express our deepest thanks to all of the doctors, nurses and staff of Delta Hospital for their loving and tender care of John in his remaining days. A Remembrance Service will be held at All Saints Anglican Church, 4755 Arthur Drive, Ladner, BC on Thursday, September 23, 2010 at 1:00 pm. Reception following service. In lieu of flowers, the family asks that donations be made to Delta Hospital Foundation, 5800 Mountain View Blvd, Delta, BC, V4K 3V6, or a charity of your choice. NEIL, Ian Alexander Ian passed away September 09, 2010 at Ridgewood Lodge in Princeton, BC. Ian was born September 15, 1934 to Alex and Edith Neil in Woodside Nova Scotia. At the age of 17 Ian enlisted in the Canadian Air Force as an Aero Engineer Technician. He served in Canada and Europe for five years. He then continued his education and worked in the Aviation Industry until 1967 when he was employed by CP Air. Ian travelled the world throughout his career and after 29 years with CP Air he retired. In 2005 Ian and Janet moved from Ladner BC to Princeton BC. Ian is predeceased by his parents and Sister in law Kathy Neil. He is survived by his wife Janet of 45 years, Son Robert (Kat) of Princeton, Daughter Debbie (Fred) Bergsma and Cherished Granddaughter Karis Bergsma of Tulameen BC, Sister Alice Roberts of Nanaimo BC, Brother Bernard (Lydia) of Shawnigan Lake BC, Aunt Jean Faulkner of Waverley Nova Scotia, numerous nieces and nephews, long time Air Force Buddy Harry Vansickle (Pet) and family and his four legged friend and buddy Rusty. Ian was an active member of the Canadian Air Force Association and in later years the Royal Canadian Legion. Ian enjoyed his travels throughout the world with work and his family. He also enjoyed the outdoors, canoing, camping and walking with Rusty. He will be deeply missed for his wit by all who knew and loved him. A tribute to Ian’s life will be held at the Royal Canadian Legion Hall in Princeton BC on September 25, 2010 at 1:00pm. In lieu of flowers donations can be made to Ridgewood Lodge Princeton BC.
