jkurucz@thenownews.com The City of Coquitlam has narrowed the field down to three potential sites in its search for a new off-leash dog site in the City Centre. A staff report presented to the recreation, sports and culture committee Monday listed the pros and cons of three areas: Glen Park, the northwest corner of Town Centre Park and along the trail system flanking the west side of the Coquitlam River. Staff recommend the new site be located within Glen Park, though at a cost of $80,000 to $100,000, that option remains by far the most expensive choice of the three. Should council vote to move ahead with the Glen Park option, staff would have to scale back the end product to ensure the park is built within the $80,000 budget. “What we’re hearing more and more of is that, as more people move into the City Centre highrises with pets, they’re looking for council to provide some place to go. We have to find the money to facilitate that,” Coun. Barrie Lynch, vice-chair of the committee, said in an interview. Though the Glen Park site is the most expensive proposal, it’s also situated on the largest tract of land available of the three options near City Centre. The Town Centre proposal calls for a fenced off-leash area encompassing about 3,900 square metres, one that would cost the city $47,000 to build. The Glen Park option, on the other hand, would be situated on 12,000 square metres of land and include both a  CONT. ON PAGE 4, see SITE.

Now that Port Coquitlam is diverting 63 per cent of its waste from the landfill, the city wants Metro Vancouver to set a loftier target for itself. PoCo’s waste-diversion rate has risen since the city changed its system to include alternateweek garbage pickup and increased kitchen waste collection. This year, residents have sent 27-per-cent less garbage to the landfill compared to last year and have saved more than $33,000 in associated costs, according to a staff report. By the end of 2010, staff anticipate PoCo will reach 70-per-cent diversion. As a result, PoCo council unanimously agreed at Monday’s council meeting that Metro Vancouver should establish an 80-per-cent diversion rate for all sectors in the next five years. Metro Vancouver’s draft solid waste management plan proposes a target waste diversion rate of 70 per cent by 2015, up from the 50-per-cent goal met in 1999. However, Port Coquitlam council believes the region can do better. Coun. Darrell Penner said Port Coquitlam has already taken steps to reduce its waste, and other municipalities should follow suit. “We have got one of the great systems in the Lower Mainland,” Penner said. “So we are seeing what we’ve done in a short time. Other communities have to get there.” PoCo council will also suggest that Metro Vancouver create economic incentives for communities to increase their diversion rates above target levels. Similarly, higher disposal rates could be charged to cities that don’t achieve the regional goals. Coun. Brad West supported this motion, as did his fellow councillors. “In our community, Port Coquitlam residents have stepped up to the plate and are doing their part and deserve to be rewarded for that,” West said. Council agreed that public organizations and Crown corporations should be required to meet the same goals to minimize waste and maximize diversion. Council also voted to recommend all wasteto-energy options be considered for additional waste processing, with Penner and Coun. Sherry Carroll opposed. Penner expressed concern about the issue of incineration, which could come up as one waste-to-energy possibility.

One man charged after stabbing in North Road area Simone Blais sblais@thenownews.com One man is facing charges after a late-night stabbing in Coquitlam that saw four victims receive medical attention. Coquitlam RCMP were called to the 300 block of North Road at about 1 a.m. on Saturday, on a report of a disturbance. According to witnesses, two groups of people got into a verbal altercation inside Plus Karaoke. “It is unclear what the verbal dispute was about, but a fight ensued in the outside parking lot in front of the location,” RCMP Cpl. Bert Paquet said in a press release. During the fight, one man allegedly produced a knife and four other men received stab wounds. When police arrived, they found one man with a stab wound on his arm and one young woman who had sustained minor injuries from a vehicle leaving the scene. Both were taken to Royal Columbian Hospital by ambulance and later released. Paquet said the New Westminster Police Service contacted Coquitlam RCMP members to say victims related to the North Road incident were at Royal Columbian. The emergency parking lot was roped off with police tape. RCMP officers found the three other male victims at the hospital. They had all received non-life-threatening stab wounds. Jae Wan Johnny Lee, 23, from Coquitlam, was arrested that night. He is charged with three counts of aggravated assault and was released on bail with conditions. He is scheduled to appear in court again on July 28. Coquitlam’s major crime unit continues to investigate.

City plans to simplify industrial land zoning John Kurucz

jkurucz@thenownews.com The City of Coquitlam is initiating plans to consolidate and simplify policies around its industrial lands, a move that will affect hundreds of properties across the city. The city plans to decrease the number of industrial zones from nine to three, though staff don’t expect any substantive changes until at least the fall. “I think these are great initiatives,” Mayor Richard Stewart said. “It does simplify some of the industrial issues … some of the complexities that we traditionally ended up with in Coquitlam are quite problematic.” A staff report laid out a number of reasons for consolidating the zones, including the need for more efficient and simplified land uses, to keep land costs in check and to attract more businesses. “The purpose of the review was to create industrial zones that are straightforward and logical, more in keeping with current business operations, understandable and easier to administer and that will also ensure that Coquitlam’s industrial land base is used as efficiently as possible,” the report states. “The zones also need to ensure that Coquitlam remains competitive as a location for businesses to prosper.” The proposed M-1 general industrial zone

would pave the way for both outdoor and indoor industrial production and storage, allowing for film studios, wholesale sales and accessory retail and accessory office uses. The M-2 industrial business zone is intended for light industrial uses that are fully enclosed, with no outdoor production or storage: commercial recreation, film studios, industrial offices, wholesale sales, accessory retail and office uses. The M-3 business enterprise zone would see fully enclosed, light industrial uses along the lines of commercial recreation, film studios, general offices, wholesale sales, some restaurants and accessory retail and office uses. Jim McIntyre, the city’s manager of planning and development, said more information is needed from BC Assessment Authority before any substantive work moves ahead. “What that leads to is some pretty extensive legwork,” McIntyre said. “We have to look at, if we’re going to go to three zones, how do we treat all the industrially zoned properties now and what properties are impacted what way?” Once staff are done working alongside the assessment authority, the city will begin working with the affected properties more closely, and McIntyre said he’s hopeful the process will be completed before the end of the year. “This is a long time coming,” said Coun. Brent Asmundson. “I think this is one of the key issues for helping to retain and attract business into our industrial areas.”

Someone allegedly became a one-man wrecking crew behind the wheel Tuesday, causing $10,000 in damage to six vehicles. Port Moody police were called to the intersection of Moody and St. Johns streets just before 12:30 p.m. on a report of a multiple-vehicle crash — but had to retrace some steps. Investigators believe the chain of events began with a motor vehicle accident at Guildford and Balmoral drives, where the driver allegedly left the scene, drove over the overpass onto Moody and Clarke streets and hit another vehicle on the driver’s side door. The vehicle then proceeded to drive a short distance away, where it allegedly struck three other vehicles at the intersection of St. Johns and Moody. Port Moody police Const. Bill Kim said damage estimates are over $10,000. All drivers were checked out by paramedics and either released or taken to hospital for treatment or observation. A 34-year-old man who lives in the Tri-Cities was arrested. Kim said investigators have ruled out drugs or alcohol, but are conducting interviews with witnesses and others involved.

Establishing an off-leash site along the trails on the west side of the Coquitlam River is seen as the cheapest option — costing just $5,000 for signs — though staff noted that the potential for conflicts could arise when balancing the needs of those who walk and run along the trail. Staff also cited the potential for environmental concerns if an off-leash park is set up in the area. “Goal No. 1 is to find compatible uses and to make sure we co-locate compatible uses,” Mayor Richard Stewart said in an interview Tuesday. “The runners of Mundy Park, the naturalists in Mundy Park and the dog owners in Mundy Park have loud and distinct voices, and they have irreconcilable differences. I want us to be really sensitive to making sure that the uses that we put in a park are compatible as much as possible.” And while Coun. Mae Reid said Glen Park is “the logical choice,” she wants to establish a six-month trial period along the Coquitlam River first. Reid said an area master plan for Glen Park has yet to be completed and, because of that, she doesn’t want to allocate money towards a park that is still subject to more planning policy work. “Let’s use somewhere else right now — we could leave it alone and try a six-month offleash trial on the [Coquitlam River] for a while until we get the Glen Park master plan done,” she said Tuesday. Monday’s discussion was largely framed around the city’s ongoing public feedback process around the issue of off-leash dog areas. Discussion

Coquitlam RCMP investigators are now armed with more information about debit card and pin pad fraud, as well as counterfeit currency, after representatives from Interac and the Bank of Canada dropped by the detachment for a training session earlier this month. “We believe that by having up-to-date and relevant security information, our officers will be better equipped to provide residents of our communities with an improved knowledge and understanding of the steps that they can take to avoid becoming victims of these types of crimes,” Insp. George Gfellner said. Officers were given security tips and information to better prevent debit card crimes, given the popularity of the payment method. Canada is the second-largest user of debit in the world behind Sweden, and British Columbians rank third in Canada for use, following Ontario and Quebec.

Mission RCMP were called to Hatzic Lake just before 7 p.m. after the teenaged girl fell into the water. According to police, the girl had been out boating for the afternoon with family

Pay parking at Rocky Point? Last Saturday, I spent a few hours in White Rock, visiting with relatives mainly on the beach. I paid $12 to park for four hours. On Sunday, I spent a couple of hours visiting Rocky Point Park to take in the free Sunday afternoon concert paid for by corporate sponsors (thanks PCL, TD Canada Trust, Rhino Marketing, Boathouse, et al). I paid nothing to park. While listening to the lively music, I found myself wondering how residents To The and visitors alike might respond to the idea of a parking charge that would generate funds to support the arts and perhaps other non-profit groups that have recently lost gaming and city grants to the economic pressures facing our governments. The “take” from the $3-perhour parking rate in White Rock must be substantial from the number of vehicles parked there. Even at

Poll results show voters still upset

wenty-three per cent. That’s the proportion of B.C. residents who now support Premier Gordon Campbell’s Liberal government, according to poll results released Tuesday. It’s a shockingly low number, and pollsters are attributing it, at least in part, to voters’ anger over the HST. To put the numbers in perspective, the Liberals have now lost half their popular support, since 46 per cent of B.C. voters cast a ballot for the party during the May 2009 election. Mario Canseco, vice-president of public affairs for Angus Reid Public Opinion, called the drop “monumental.” “We thought [the party’s ranking in June] was low, but now they’re at 23 [per cent] in July, so it’s definitely related to the HST, which has been remarkably unpopular all throughout B.C.,” Canseco said. That the Liberals are taking a hit in the polls is not surprising. Results show that 30 per cent of B.C. residents believe the new tax will severely affect their household finances. Seventy per cent of 801 online poll participants indicated they will dine out less often as a result of the HST, while 62 per cent plan to attend fewer concerts or sporting events. Sixty per cent plan to spend less time at movies or the theatre, 55 per cent plan to buy fewer newspapers or magazines and 49 per cent indicated they will pay fewer visits to the dry cleaner. Whether those plans last past the first few weeks of cash register shock over the HST remains to be seen. But it’s clear that something about the tax — that it applies to so many items, that it’s coming at a time when people already feel overtaxed or even that it was implemented in a dishonest way — has shaken up B.C. politics. What we’ll all be watching for is to see if that translates into a change at the ballot box.

But her inexperience at the provincial level may create enough doubts to nix a winning candidacy. This brings us back to Taylor. She hasn’t actually said she’d even be interested in taking the job, but that’s to be the expected response as long as Campbell is still the boss. And with Campbell likely to remain leader for another year or so, it is premature for the Liberals to allow any public speculation by their own people on the leadership issue. But privately, you know they’re all thinking about it. And if they want to survive, they had better have a game plan. It appears the best such plan would see all those leader wannabes check their egos at the door and allow Taylor to win by acclamation. That could set up an historic fight in 2013: Carole versus Carole. Not only would that guarantee an elected female premier in this province for the first time ever, but it would likely ensure this province sticks close to the political centre. Bears and profit don’t mix

I would propose that contractors building on Burke Mountain go in and ensure that all wildlife is slaughtered so as not to subject our children to the trauma of watching these animals be shot. The wildlife could then be stuffed and placed inside the now-defunct hatcheries, which could then be used as sales centres and museums where the animals could safely be viewed in their stuffed condition. The dried-up streams could be paved, allowing the new residents easier access to Starbucks, and in the case of the condo towers, where recent research has shown that up to 80 per cent of these projects are bought by offshore investors and rented, the new occupants would have better access to the lively drug scene in downtown PoCo. Rather than imposing exorbitant fines on homeowners who engage in normal suburban behaviour, perhaps Mayor Richard Stewart should expand his planning horizon to include a review of Coquitlam’s profligate expansion plans into mountainous wildlife territory. Driving along the major roadways in Coquitlam, one sees evidence everywhere of ill-advised, expansionist single-family development up the mountainside, which is the natural habitat To The Editor of bears, coyotes and other wild species. And yet, more expansion is planned on the Port Coquitlam border in the Burke Mountain area, which is the historic habitat of multi-generational families of bears and coyotes. Not surprisingly, as their natural mountain habitat is developed, bears and coyotes increasingly migrate to the low-lying areas near the Pitt River area, where I live. We have had bears in our front yard pushing over fences, and coyotes howling in our alleys on a nightly basis. No one wants these animals killed, but everyone agrees that their activity has increased in recent years, as development explodes on our borders. Does Mayor Stewart really think that his community can continue to expand forever into wildlife mountainous habitat without consequence? Who is really at fault for these tragic encounters — negligent homeowners or development-hungry elected officials who continually push unsustainable development into

Finally the parade ended and my dad, still in uniform, got me and we went to the game. Arriving at Empire Stadium the sounds, smells, and the entire goings-on put my head on a pivot, for I did not want to miss any of this first-time experience. We waited in line with our tickets and then waited in line at the concession stands. Now well prepared with hotdogs, Coke and peanuts, we walked through the small tunnel entrance and for the first time I could see Empire Stadium from the inside. The grunts and the groans, the hits and the misses, the running, the catching, the kicking, the punting football now had me mesmerized. I loved everything about it. I wanted nothing to change. To me, football had to be played in this way in this stadium. Over the years there were many more times that I visited Empire Stadium. I watched the Lions roar; there were concerts, and track and field events. As a high school football player I played at Empire Stadium against the Notre Dame Jugglers in the 1969 Shrine Bowl. Unfortunately we lost. I believe that we were the last game on real grass at Empire Stadium. A few years later as a player for the Vancouver Meralomas, I returned to Empire Stadium to play in the Junior Big Four Football League. At that time the field was artificial turf and when you hit the ground it really hurt. It was quite something for me to play for the Vancouver Meralomas. For it was with the Meralomas that my Uncle Vic had played part of his football career. His picture still hangs on the clubhouse wall in the president’s room. Yes, Empire Stadium holds many memories for me. I was sad the day they tore it down. But now I rejoice at the realization that I will take my 22-year-old, son to a Lions game at Empire Stadium. It won’t be like 1960, it won’t be for the Grey Cup, but it will be the continuation of a tradition. My dad took me to my first game at Empire Stadium and even though I have taken my son to the dome, he has yet to experience Empire Stadium: the sounds, the smells, the whole experience of watching football outdoors in a grand old stadium. Life goes on and shall forever change, but sometimes I think they should just leave some things alone. Empire Stadium should remain and be used as a sports and entertainment complex at least until my son can take his son to Empire (Stadium) Field.

oliticians were on the hot seat last Thursday at the Mayors’ Mixer, a TriCities Chamber of Commerce event at Samz Pub in PoCo. But it wasn’t just the questions from the crowd that were making them sweat. A problem with the air conditioning in the building where the pub is located — on what may go down as one of the hottest days of the year — left the mayors fanning themselves on stage. The sold-out audience still wanted to know, however, where the three stood on issues such as tax rates for businesses and whether business owners should be allowed to vote in elections when they don’t live in the municipality. The first question, for Coquitlam’s Richard Stewart and Port Moody’s Joe Trasolini, was whether business taxes are too high and, if so, what the mayors would do to reduce them. Both said the taxes are too high. Stewart said they’ve been too high for 20 or

30 years in B.C., especially in Metro Vancouver. “We’re actually doing a three-quarters-of-a per-cent every year tax shift,” he said, referring to the city’s policy of moving the mill rate down for businesses and up for residents. Trasolini said the issue is “huge,” adding that for 100 years, cities have funded services based on a specific formula, so it’s difficult to “turn back the clock” now. He said he’s asked the province to look into the issue. “There’s too much burden on cities,” he said. Stewart responded to a question about whether business owners who live outside Coquitlam should be able to vote in elections there by saying they should, and that city councils would be “more accountable” to business if non-resident owners could vote. Another question — whether the three cities should amalgamate — is asked each time the mayors get together to meet with chamber members. Each time, the mayors agree it’s a bad idea. Thursday was no different. “If you believe that [by] being amalgamated you will reduce your taxes, you are dreaming,”

Trasolini said, adding that there are examples “all across Canada” of amalgamated jurisdictions with higher taxes and reduced services. “It’s still not working in Ottawa,” Moore said, adding that wages would not go down for city workers. He gave a hypothetical example of clerks at rec centres. If the three cities amalgamated and the clerks were earning different rates before amalgamation, they’d earn the same rate after, but it would be the higher rather than the lower wage, he said, meaning costs would go up. Stewart said the three cities are already taking advantage of efficiencies by working together as a sub-region. “There’s a lot of sharing and amalgamation,” Moore said. “It already works on the service [delivery].” A question gauging how the mayors feel about standardized business licences for the region led to positive responses, including “I love it,” and “I think it’s great.” “We’ve been actively working on the how,” Trasolini said, while Stewart added that standardized licences should be Metro-wide. Another question concerned homeless-

ness and the long-term approach for solving it. PoCo Mayor Greg Moore said a “broad spectrum” of services is needed. He expressed interest in market-based transitional housing, favouring the approach New York City has taken. On the issue of how PoCo can get connected to the proposed Evergreen Line, assuming it will be built, Moore said the city has tried, even offering to provide land, but so far there’s been no interest. “It’s not going anywhere,” he said. Another question concerned the proposed Murray-Clarke Connector in Port Moody. Trasolini said it’s the province’s responsibility to pay for it, since the provincial government expanded the highway in the 1980s, then “siphoned off” the money that was supposed to go toward the connector. He said the project was downloaded to TransLink and after that, people began saying the city should pay. “It was never our project,” he said. “We didn’t start it. We are not going to finish it.” The questioning ended on a lighter note: “Sunday — Spain or the Netherlands?” Everyone picked Spain.

Nominate favourite gardens Port Coquitlam residents can show appreciation for their favourite local garden by nominating it for the 2010 Pride of PoCo Garden Awards. The annual event recognizes single- and multi-family residential gardens, as well as local business landscaping and balcony gardens. Any PoCo resident or business is eligible for nomination. PoCo Garden Club members and city representatives will judge the competition. Criteria includes effective use of colour and space, maintenance of plant and landscape materials, and curb appeal. Naturescape gardens will also receive recognition. Results will be announced at the Sept. 13 council meeting. Winners will take home prizes from local gardening retailers Art Knapp Plantland and Florist or Meadows Landscaping. First-, second- and thirdplace certificates will be awarded in the single-family residential garden category, with additional certificates for the top multi-family residential garden, the best balcony garden and the most innovative business landscaping. Moms-to-be program seeks pregnant women If you’re a pregnant woman who will be having your baby in a Fraser Valley hospital between September and April, you’re in high demand by University of the Fraser Valley nursing students. Mothers-to-be are invited to help a UFV nursing student learn about pregnancy and childbirth from the patient’s perspective. Women who are due between September and April are eligible to participate in the moms-to-be program. Participants must be having

their babies at Abbotsford, Chilliwack, Surrey Memorial, Ridge Meadows, Peace Arch, Langley Memorial or Royal Columbian hospitals. Over the past 15 years, many UFV nursing students have had the opportunity to shadow a pregnant woman through doctor visits, prenatal classes, labour and delivery, and the postnatal period through this program. The students complete this component of the program while they study the theory of maternity nursing and before

they take clinical training on maternity wards. “It’s been a wonderful opportunity for our students,” said UFV nursing professor Marlene Upton in a press release. “It gives them a chance to experience the pregnancy and birth process up close from the perspective of the mother and her family.” Student nurses will meet participating women, and their partner if applicable, for a “get-to-know-you chat.” The range of prenatal experiences the student may

At the beach or pool, it is easy to do pushups for the chest as well as various

abdominal exercises. I hope by now you are seeing how relatively easy it is to keep up with your exercising through the summer months. In fact, whether you want your body to look better for the beach or to feel fitter while hiking in the mountains, it is a good idea to keep your muscles in good shape. Do not be too concerned with your legs because they get enough work from all the other things you do. I would recommend focusing on your upper body, especially your

abdominals. If I have not been able to convince you to continue with your fitness routine during the summer, do not despair. When you do get back to your workouts, be patient, go easy and be consistent. Still in the pool, Sharks celebrate 50th year of fun Dan Olson sports@thenownews.com It’s been a summertime source of friendship, competition and outdoor activity for half a century. From the era of John Diefenbaker and black and white televisions, the Coquitlam Sharks emerged as a popular group where children could bond with new and old friends, and parents could mingle and cheer from the pool deck. At 50 years old, the Sharks don’t show their age. The club is celebrating its 50th anniversary next week, with an alumni banquet and a special meet swim. It’s beginnings were like many organizations of the time, of simple and pure ideals. Former Coquitlam director of parks and recreation Don Cunnings recalls that as part of the centennial celebration of the colony of B.C., the communities of Coquitlam, Port Coquitlam and Haney (now Maple Ridge) joined together to commission identical designs for their first public outdoor pools. The final product — a 25-yard, sixlane pool among the trees and near an open ditch in Blue Mountain park — opened in September of ’58, setting the stage for the club’s birth. “I was just half-way through my degree and I came back to Coquitlam amazed to see that they had built this pool, unheated, no filters, that drained into an open ditch in the park,” Cunnings recalls. “They had to call the (volunteer fire) department’s pumper truck to empty the rest of the pool every so often.” Cunnings hired siblings Mary Anne and Jimmy Duncan as lifeguards, and in quick time they saw that the kids in the area had talent. “When they saw the potential of these kids they approached me about starting up a club, and I thought it was a terrific idea.” The Duncans and Tom Protheroe organized the first swim team in 1959, with meets against their PoCo and Haney rivals. Those were two main hurdles Coquitlam’s Jennifer Yang faced entering Friday’s final round of the B.C. Junior Girls Golf championship at Victoria’s Gorge Vale Golf Club. The 16-year-old was up to both tasks, firing a par-72 to reclaim the lead and, with it, the title by four strokes over her nearest rival. The victory also earned her a spot on Team B.C. for next month’s Canadian Junior Girls’ Championships in Camlachie, Ont. It was all about consistency for the teenager, who was two shots back of the lead following a one-under par 71 on the opening day. When 84.7 per cent of your holes end in pars, and you average 3.98 strokes on the par fours, you are doing something right. But it did have some close moments. Yang’s second round was going well until the

10th hole, when she posted a double-bogey on the 133-yard par three, and a bogey on the 14th. She credits her performance over the final four holes in helping regaining that winning consistency. “On the second day I was doing kind of poorly, but on the 15th hole I sank a birdie (putt) and then followed with two more,” Yang recalled. “It was kind of the turning point for me.” It put her in first, one shot ahead of Nanaimo’s Amanda Baker and Richmond’s Stephanie Wong, but the lead was shortlived. The Coquitlam golfer posted a double-bogey and a bogey early on the third day en route to a 76, leaving her one back of Baker with 18 holes to play. Yang’s closing round of 72 featured one birdie and one bogey, closing the books on a three-over par 291. With her iron game working well, placing her on the green in quick time, it gave her a chance to shine on the putting green. That part of her game also rose to the occasion. “I was just relieved to be playing so consistently, I wasn’t nervous,” she said. “I just wanted to keep

my pace and fire as good a round as I could.” A year ago, Yang jumped out to an early lead, shooting 70 at Pitt Meadows’ Golden Eagle Golf Club, but settled for fifth place. Locked in a three-way tie for second was Port Coquitlam’s Soo-Bin Kim, who shook off a shaky start that saw her fire rounds of 77 and 75, to challenge for the lead with closing rounds of two-under par 70 and 73 (295). In a playoff to settle the final two Team B.C. berths, Kim came up just short. Her efforts were rewarded, however, when Golf British Columbia officials chose to pay the 17-year-old’s way to Ontario for the nationals. In eighth place was Coquitlam’s Jisoo Keel, who posted a four-day score of 299 (84-71-72-72), while Anica Yoo of PoCo was tied for 10th at 303 (78-7180-74). Port Moody’s Valentina Trillo stood 15th overall at 309 (75-77-81-76). Kim, Keel and Yoo are competing this week at the Callaway Golf Junior Worlds in San Diego.
