Police have issued a Canada-wide warrant for the arrest of Frank Joseph Federici, who was on parole for a 1998 manslaughter charge. RCMP spokesperson Cpl. fficials have been singing the praises of the new emergency room at Chilliwack General Hospital (CGH) for months, but some seniors are finding it hard to get in the door. The temporary entrance to the ER by the ambulance parking lot off Hodgins Avenue opens onto a small doctors’ parking lot with no ramp for walkers, wheelchairs or those with trouble walking. For seniors like Enid Kulesh, who has had to negotiate the entrance more than once while helping an elderly friend, that’s a problem. “I’m surprised at this huge oversight at a hospital particularly,” s h e s a i d “I re a l i z e i t’s o n l y temporary, but illnesses aren’t necessarily temporary.” Kulesh first ran into the problem two months ago when she was picking up her friend Elfrida Marlon-Lambert, who is 92 years old. Since the main doors of the hospital were locked (they are locked at 9 p.m. every night), Kulesh had to pick her friend up at the temporary ER entrance. Upfront Prolific offender arrested Police arrested a man they say is a prolific offender in connection to a Friday morning theft. Mounties say they were called around 3:50 a.m. by a witness reporting a theft in progress in the 45800 block of Yale Road. When police arrived, a man dropped a number of items, which the RCMP says were stolen from a vehicle, and fled. He was quickly apprehended. Floyd Peter Herrling, 38, faces michief, theft and breach of recognizance charges. RCMP spokesperson Cpl. Lea-Anne Dunlop said Herrling is known to police and considered a prolific offender.

1993 Museum board in trouble
The sudden resignation of half of the Chilliwack Museum and Historical Society left the organization in a precarious legal position. Infighting amongst the board has left the Society without the ability to hold a quorum as the president, vice-president and two trustees handed in their resignations following a board meeting. Coun. T
he Western toads of Ryder Lake are on the move by the thousands. T h e a n n u a l We s t e r n toad rescue at Ryder Lake, organized by the Fraser Valley Conservancy (FVC), began Friday, but this year volunteers didn’t get as close to the action as they had in past years. To aid them on the journey that sees thousands killed by vehicles, the FVC organized a toad crossing for the last two years where volunteers of all ages helped the little amphibians by picking them up, putting them in buckets and placing them across the road. This year the city agreed to temporary road closures to clear the way for the toads to cross on their own without human interference. Picking up the toadlets and dropping them down again can stress the animals, something the FVC wanted to minimize this year. “When volunteers picked up the toadlets, it put stress on the young animals plus the baby toads were frightened by the presence of volunteers. So we are hoping to avoid that situation this year,” said FVC executive

On Friday morning, volunteers were at barricades to give information and directions around the closed roads. The road closures do have a positive effect, but are only a short-term solution according to the FVC. Longterm solutions may include signs, smaller duration road closures, specialized amphibian tunnels, fencing and an increased community awareness and cautious use of roads. To raise money for the
program, the FVC have created the Toonie for a Toad program. For 12 toonies (a monthly donation of $2) donors receive a year’s membership to the FVC and three editions of the newsletter. On Tuesday, one last road closure was planned from 8 a.m. to noon and from 5 to 10 p.m. in the evening. ne man was killed and another injured after a fire tore through a Chilliwack mobile home Monday afternoon. The fire, in the Cedar Grove Manufactured Home Park on Unsworth Road, drew more than a dozen firefighters and sent putrid grey smoke billowing out over Sardis. Fire crews were still on the scene at press time but RCMP spokesperson Cpl. Lea-Anne Dunlop said rescue crews had located the dead man. “One adult male has been located deceased at the time,” Dunlop told the Times. Another man, she said, was taken to hospital with “smoke-related injuries.”
Investigators had not yet had a chance to access the scene to determine the cause of the fire. Neighbours described a desperate man’s efforts to save his father after the fire broke out around 1 p.m. One neighbour said he “heard a boom.” The neighbour said a man then screamed “My dad’s in there,” and ran into the building. He was forced to exit, however. Bernadette MacDonald, who has lived in the park for more than a decade, said the fire wasn’t the first time flames touched the park’s homes. “This is the fourth trailer in 15 years I’ve seen go up,” said MacDonald. She said she watched another mobile home burn in just seven and a half minutes.

hilliwack’s elected representatives from all three levels of government gathered for some hugs, handshakes and backslapping on Friday. Mayor Sharon Gaetz hosted Chilliwack-Fraser Canyon MP Chuck Strahl along with Chilliwack MLA John Les and ChilliwackHope MLA Barry Penner at Sardis secondary to thank them for the infrastructure stimulus funding that helped pay for three major local projects. Behind where Gaetz thanked her provincial and federal colleagues was an excavator and sewer pipes being used as part of the Tyson-Stevenson sewer project currently underway bringing sewer service to 452 homes in the area. “They were so excited to

The city received $2.5 million in federal and provincial grants to go towards the project. In total, Gaetz was thanking her colleagues for nearly
$7 million in infrastructure stimulus and flood protection funding. The Lickman Road Interchange, which was slated for completion on Monday, was a $1.3 million project made possible by stimulus cash. Upgrades to the east dike at a cost of $1.7 million and the west dike at a cost of $3.2 million were also both mentioned by the mayor. Both Strahl and Penner made brief comments on cooperation and the benefit to local residents from the projects. Les did too, but also had something to say about the legacy of debt such spending has created. “Our children and grandchildren will have to pay that off,” he said. “These are good projects . . . but also lets be honestly aware about these macro-economic issues out there.”

ith local roadsides drier than an Englishman’s wit, fire crews have been busy responding to small fires near local highways. Last Wednesday, firefighters attended two such microblazes, both along the side of the Trans-Canada Highway. And while one was difficult to avoid—a wheel fell off a boat trailer near the Vedder/Yale interchange sparking a small grass fire—the other was caused
by sheer carelessness. That fire, in the highway median near the Lickman Road interchange, was the latest that began when a stray cigarette landing in dry bulk mulch. “We’re getting had quite a few lately,” said assistant fire chief Ian Josephson. “Unfortunately these smokers, I guess, don’t want to dirty their cars with their own cigarette butts and flick them out the window and away we go.” Not only are the fires a pain in the butt to put out, but they’re also dangerous.
“It’s quite hazardous for our guys because we have to stop in the median, in the fast lane and get out and deal with these things. “If [drivers] would be a little more cautious it would be appreciated from our end.” The dry conditions have also sparked a fire ban for the entire Coastal Fire Centre, of which Chilliwack is a part. Killing spree planned Documents say Roueche planned jail break and murder of prosecutors BY KIM BOLAN Vancouver Sun

nited Nations gang founder Clay Roueche told a fellow inmate last year of a plot to kill three U.S. prosecutors and break out of a Seattle jail, documents say. The startling allegations are laid out in new court documents filed by the U.S. attorney in response to the Chilliwack-born gangster’s appeal of a 30year sentence handed to him last December for heading an international drug-trafficking ring and money laundering. The documents said an inmate at SeaTac Federal Detention Center claimed Roueche was plotting a murderous rampage with fellow Canadian prisoner Luke Sommer that would culminate with Roueche’s escape. “Roueche had informed this inmate that Roueche e x p e c t e d t h e f o l l ow i n g events to occur in the near future: the murder o f t h e a s s i s t a n t Un i t e d States attorney who had prosecuted Luke Sommer,
the murder of the assistant Un i t e d St a t e s a t t o r n e y prosecuting Roueche, the murder of the thenUn i t e d St a t e s a t t o r n e y for the Western District of Washington, the murder of the warden of the SeaTac D e t e n t i o n C e n t e r, a n d t h e e s c a p e o f Ro u e c h e with the help of UN Gang m e m b e r s ,” t h e c o u r t document said. In his appeal, Roueche is arguing that evidence other than what was before Judge Robert Lasnik inappropriately contributed to his lengthy prison term. All of Roueche’s legal team’s appeal documents were filed under seal and inaccessible. But a 68-page response

Federici was released to a federal halfway house in February to serve the rest of his sentence. It was his second time on parole; he had been released in 2007 but was returned to jail for violating his parole for drug offences. Federici, 33, is white, five-foot-six and

The document lays out the reasons why Roueche was transferred to a highsecurity Illinois prison a year ago, months before his sentencing and without telling his lawyer. “The court noted that although it applied a very low standard of proof when considering a request by Bureau of Prisons to transfer an inmate because of secur ity concer ns, it would not consider the same information for sentencing purposes because there needs to b e a h i g h e r t h re s h o l d , o b v i o u s l y, t h a n j u s t rumour, innuendo and the like,” Brunner said. S o m m e r, a f o r m e r U.S. Ranger convicted of robbing a Washington state bank, has since pleaded guilty to plotting the murder of an assistant U.S. attorney. Roueche was arrested on drug conspiracy charges in Texas in May 2008 after being turned back as he attempted to enter Mexico for a vacation. He pleaded guilty in April 2009 to smuggling huge quantities of marijuana and cocaine across the border, as well as laundering millions of dollars in drug profits.

Daycare gets go-ahead But some neighbours say 25 kids too many near homes

A
Chilliwack daycare operator was given a permit to set up a 25-child facility in a downtown residential area at the last meeting of city council despite opposition from some neighbours. Natasha Lundgren originally wanted to establish a 50-child daycare centre on Reece Avenue just a few houses down from McCammon elementary, but neighbourhood opposition led her to change her application to 25. A number of neighbours addressed council with concerns about traffic and parking on Reece, as well as noise from so many children aged 30 months to five years. “Twenty-five children in a home that is very much like my own is simply too much,” said neighbour Lydia Nickle. “When someone said to us a daycare we were thinking eight children and we are not opposed to that. When we found out at one point 50 children and at this point retracted to 25 and presumably four adults . . . in this particular neighbourhood so close to the school and the cul-de-sac, it simply is too much.”
Nickle’s name was one of 25 on a petition presented to council to oppose the daycare. But Lundgren had a petition of her own with 65 signatures in addition to a number of letters of support including one from Barb Presseau, co-ordinator for Chilliwack Community Services’ Child Care Resource & Referral. “It is important that child care spaces do not decrease,” Presseau wrote. “Our province can find regulated child care for approximately only 20 per cent of the children needing care.” Lundgren operates Playing to Learn Childcare Center (sic) run out of a portable on Chilliwack secondary property, but the school district has ordered her out as they need the space. She purchased the Reece Avenue property and applied to the city for a temporary commercial operating permit to move the operation to the home. Lundgren knew there were neighbours opposed so she sought research and support of her own, something that helped sway council to approve the permit. “I spoke with most neighbours and I have been able to address most of their concerns,” Lundgren told council at the July 19 public hearing. “I’ve been run-
ning daycare centres for six years now and both of my current ones are located next to adult-oriented housing and I’ve never had a noise complaint.” In December, Fairfield Island Preschool’s owner applied to the city to expand that operation from 16 to 32 children, but council denied the application saying the business had become “an intrusion in the neighbourhood” and that traffic and parking issues were too much. In the case approved last week, the support from the neighbourhood was the difference, according to Coun. Diane Janzen. “The operator here had done a pretty good job of recognizing what some of the concerns are and working to deal with them,” she said. “Sometimes when you are looking at something of this nature you want to see how far have folks gone to make things work in the neighbourhood.” Peter Soth, neighbour and parent of a child at Lundgren’s daycare, said kids are taken care of in the facility and it is important for Chilliwack. “It’s very hard to find good daycare in this town,” he said. “What she presents is a very good daycare.” The health inspector reported Lundgren had a“high assessment rating” as a daycare manager and the facility will be reviewed by the Ministry of Health upon submission of a business licence application.

Let’s make BBQ season real
P
olitical pundits typically refer to the summer months as the “barbecue season.” This is in reference to politicians touring the land and taking their turns flipping burgers and wieners at fairs, rodeos, picnics and other community gatherings where they attempt to press the flesh and show how down to earth they are. Almost every serving politician of every party engages in this long-established summertime ritual. But the combination of barbecue and politicking is hardly a Canadian original. It’s as American a tradition as…well, as barbecue. George Washington wrote of his attendance at barbecue events as early as 1770. Horseshoes were thrown, pigs were slow smoked, and there was music and dancing. It was the most efficient way to meet people and make connections. In 1793, Washington’s team served a 500-pound barbecued ox at the nation’s capital. Supporters, detractors and the undecided lined up for blocks. Barbecue has long been an essential component of U.S. electioneering. Presidents, senators, governors and a host of others have long relied on the lure of slow cooked ribs and hickory smoke in the air to rally the base. Lyndon Baines Johnson was so famous for having hosted so many star-spangled barbecues that his

Both the Bush Presidents hosted annual congressional barbecues during their terms in office. When George W. was first elected to the White House, he hired the owner of Cooper’s Old Time Pit Barbecue in Texas to cater his victory celebration. When Barack Obama was campaigning to be the Democrat nominee, his team made a point of dropping in on some of the most revered BBQ joints in the country, including one of my very favourites—The Iron Works in Austin. Barbecue, politics and campaigning have essentially been inseparable for hundreds of years and it’s a tradition and strategy that has reaped many a dividend. Canadian political strategists have long looked to the U.S. for campaign lessons; though some will defiantly deny doing so. The
summertime barbecue—meet and greet is one of the very best tricks of the trade so it stands to reason it has been a fixture in this country for many years. So I ask, why not do it up proper? Instead of flipping pre-made, frozen patties with the artificial grill marks painted on them, why not serve up real barbecue? I’ve been to my share of political events in the summer months that indicated the word “BBQ” on the invite. But thus far, I have yet to see anything even resembling actual barbecue. Sorry folks, but processed patties and hot dogs aren’t going to do the trick. There is something almost sacrilegious about taking such a time-honored tradition and turning it into a junk food parody of what it should be. The political-barbecue connection is all about showing how real and genuine the candidate is. These events are an opportunity to meet the person, not the manufactured, public image. So if genuineness is what these gatherings are after, let’s have some genuine barbecue served up. Ribs, brisket, sausage coils and pulled pork sandwiches. Or should that be pulled porkbarrel sandwiches? ! John Martin is a criminologist at the University of the Fraser Valley.
Dream. Challenge. Achieve. Not every one of the young athletes who showed their best form in the B.C. Summer Games held in Langley last weekend will go on to become Olympians and Paralympians. Some may never again be involved in tournaments outside their home towns. But they were all able to dream. They were able to dream of being good enough to join some of B.C.’s top rising stars on the track, in the pool, on the field, on the court . . . and if they never have an opportunity to compete at this level again, they still realized those dreams on the weekend. Not every one of those young athletes came away from the weekend’s challenges with a gold medal. Some left with no medals at all—just a lifetime worth of memories that they faced their challenges, met them head on, and did the best they could do. For some, meeting the challenge was the biggest thing they’ve done so far in their young lives—and for all, it was likely a growing experience. Every one achieved something. For some, their achievements on the weekend put them onto a road leading to greater competition, perhaps at national or international levels. But for all of these youngsters, the B.C. Summer Games help them achieve something bigger than the sports they competed in—something bigger than the games themselves. From this time forward, they will know that they can dream, that they can face a challenge, and that by doing so, they can achieve their dreams.

Eye Examinations Available
HST is one thing, eco fees another Editor: Many people are concerned over the HST but have they looked at the eco fees our government is sneaking in? I recently considered purchasing a 32-inch TV at $347.99. When I asked what the full price would be I noticed an eco fee of $31.75 plus the HST. After doing a quick check I realized the HST had been charged on both the TV and the eco fee. The tax on the eco fee alone was $3.81. At this point I decided to check this out before spending my money. I contacted several people in government and went on the Ministry of Environment website in my search for information. I have not been able to find a comprehensive list of the items on which the fee is being charged or the amount being charged. The best list I could find had been put out by Dell Computers and it contained a list of 15 electronic products and the associated fees. What I did find was that all the government publications indicated the fee was not a tax but a fee for service. When is a tax not a tax? In the course of my searching I found that a new eco fee, effective July 1, 2010, has been introduced on light bulbs, including the new twisty ones we are supposed to use. We can all expect to pay a bit more for

Site C dam is long overdue Editor: I cannot understand why some people are opposed to an important project like the Site C dam. It’s been part of the energy plans of this

If they park in the visitor parking lot around the side of the building by Mary Street, patients can reach the temporary ER entrance by using three ramps on a route that crosses the ambulance parking lot. “It may not be as clear as it should

Even if British Columbia didn’t need the power from Site C back in the 1980s, Site C should have been built anyways as an investment in the province’s future knowing that we would one day need the power. And think about all those years in which we could have been exporting any power from Site C that we didn’t need for our own use. Billions of dollars could have flowed into this province that could have gone toward healthcare, education and keeping our provincial debt
down until we needed the power. It’s time to get on with building this long overdue project. Time waits for no one, and the time wasted in not getting on with this project has been a real loss for the British Columbia economy and a loss for British Columbia’s environment considering the amount of carbon emitting power we’re now importing. Taken for a ride with gas prices Editor: The Chilliwack gas price has been in the paper of late and deservingly so. Generally one might feel taken for a ride every time you need to fuel up. We are now paying $1.10 to $1.14/L. The British Columbia average at this time is $1.10/L and is the second highest in Canada behind Northwest Territories at $1.16/L. Interesting to see that Ontario’s average per litre is 1.03 after having added HST of eight cents per litre on the July 1. If the public is dissatisfied with this scenario it’s hard to blame them. Doug May, who had to check his 90-year-old sister into the emergency room last Tuesday, opted to stop in the doctors’ lot instead and needed help getting his sister into a wheelchair on the curb. “I understood this was closer to the emergency department,” he said, surprised not to find a ramp closer by.

Kulesh wonders why the hospital hasn’t eliminated one of the stalls in the doctors’ lot to make way for a ramp, but Duncan said that idea was rejected early on because parking at the hospital is scarce and because loading and unloading patients in the small lot was deemed unsafe. “The minute you get cars and people in a small space like that, it’s not safe,” said Duncan. With seniors like Kulesh and Day opting to use the lot anyway to avoid a long trek from the main entrance or the visitor parking lot, however, that hazard now appears compounded by the lack of a ramp. Despite this, Duncan said the entrance has elicited few complaints since being opened in April and added concerns can be directed to site administrator Elma Pauls at 604-795-4141. The temporary ER entrance will be in place until renovations are complete in September when it will be converted into a staff entrance.

Fondest memories of Empire Stadium prove to be a winner for Delta man waiting for Christmas morning; I couldn’t wait to get to Empire Stadium. Finally the parade ended and my dad, still in uniform, got me and we went to the game. Arriving at Empire Stadium the sounds, smells, and the entire goings-on put my head on a pivot, for I did not want to miss any of this first-time experience. We waited in line with our tickets and then waited in line at the concession stands. To me, football had to be played in this way in this stadium. Over the years there were many more times that I visited Empire Stadium. I watched the Lions roar; there were concerts, and track and field events. As a high school football player I played at Empire Stadium against the Notre Dame Jugglers in the 1969 Shrine Bowl. Unfortunately we lost. I believe that we were the last game on real grass at Empire Stadium. A few years later as a player for the Vancouver Meralomas, I returned to Empire Stadium to play in the Junior Big Four Football League. At that time the field was artificial turf and when you hit the ground it really hurt. It was quite something for me to play for the Vancouver Meralomas. For it was with the Meralomas that my Uncle Vic had played part of his football career. His picture still hangs on the clubhouse wall in the president’s room. Yes, Empire Stadium holds many memories for me. I was sad the day they tore it down. But now I rejoice at the realization that I will take my 22year-old, son to a Lions game at Empire Stadium. It won’t be like 1960, it won’t be for the Grey Cup, but it will be the continuation of a tradition. My dad took me to my first game at Empire Stadium and even though I have taken my son to the dome, he has yet to experience Empire Stadium: the sounds,thesmells,thewholeexperienceofwatchingfootballoutdoorsin agrandoldstadium.Lifegoesonandshallforeverchange,butsometimes I think they should just leave some things alone. Empire Stadium should remain and be used as a sports and entertainment complex at least until my son can take his son to Empire (Stadium) Field.

Solid second half not enough for a comeback

he Chilliwack Huskers’ season got off to a rocky start as the locals dropped their first B.C. Football Conference game of the season 55-27 Saturday to the Victoria Rebels at Exhibition Stadium. The Rebels scored early and often and took a 34-7 lead into halftime. Chilliwack rallied in the second h a l f , b u t c o u l d n’t d ra w any closer despite the best efforts of pivot Clayton Kroeker. With the Huskers’ runners unable to make any headway, the offence turned to the air and Kroeker started to connect with receivers, finishing the game having completed 19 of 35 passes for 283 yards and four touchdowns. Ben Skerrett led all Chilliwack receivers, catching three passes for 74 yards and one touchdown. Dylan
Belair made five catches, including one for a touchdown and Corey Rollings and Nick Diguistini also had touchdowns. Huskers coach Luke Acheson said that while there is still work to do, the game was an improvement from an exhibition thrashing the previous week. “I was happy with some a s p e c t s [ o f S a t u r d a y ’s game] and there are some things we’d definitely like to improve on,” Acheson told the Times. Acheson specifically pointed to the aforementioned running game, which managed only 18 yards on seven carries. “I think we need to work on some of the timing and blocking issues.” He s a i d t h e Hu s k e r s’ inability to run the ball allowed the Rebels to take
over the ball in prime scoring areas. “We put our defence in some bad positions and they got some scores from that,” said Acheson. The defence, and special teams, meanwhile, has to play more consistently he said. “We need to eliminate the big play. Other than that, I think we did pretty well.” Indeed, the score was more lopsided than the play may have indicated, with the Rebels getting seven points from a 65-yard interception return and a short run following a 65-yard punt return, both in the third quarter. “Hats off to Victoria,” said Acheson. “They came in and played a pretty good game.” Next up for the Huskers are back-to-back national junior football champions Vancouver Island Raiders, who beat the South Surrey Rams 37-13 on Saturday. The teams square off at Caledonia Park in Nanaimo on Saturday at 4 p.m.

hree Chilliwack athletes have returned to the Fraser Valley with some new bling after taking part in the Special Olympics Canada Summer Games in London, Ont. Lisa Newell won three weightlifing gold medals, Matt MacKay won a pair of silver, also in weightlifting, and Ryan Kuester brought home a gold and two silver in swimming to cap a successful week. “I felt like in the real Olympics; it was that good,” said Newell, after returning to Chilliwack. Team gold at BC Games Chilliwack’s Awrey takes gold, silver and bronze in the pool

ndividual gold eluded Chilliwack athletes at the 2010 B.C. Summer Games in Langley this past weekend, but they did come away with five first-place finishes in team events. Local swimmer Justin Awrey took gold as part of a Fraser Valley (Zone 3) boys 4-by-50 metre relay team that finished with a time of 1:56.87. Awrey also swam to individual silver in the 100-metre breaststroke (1:18.10) and bronze in the 50-metre freestyle (27.28) making him the most decorated Chilliwack athlete at the games. he BC SPCA is once again reminding pet guardians to play it cool with their animals this year, and offering tips on how to keep pets safe. First off, don’t leave your pet in the car. Even a car parked in the shade can pose a threat to your pet if the sun should change direction and heat up the car’s interior. The temperature inside a parked car at this time of year—even one that’s in
the shade—can climb well above 38 degrees Celsius (100 degrees Fahrenheit). Dogs can withstand high temperatures for only a very short time—usually just 10 minutes—before suffering irreparable brain damage or death. Signs of heatstroke in pets: exaggerated panting; rapid or erratic pulse; salivation; weakness and muscle tremors; lack of co-ordination.
