olice are notifying the public about a sex offender granted day parole near Abbotsford with an unprecedented warning.

James Douglas Campbell, 59, a convicted pedophile serving a 24-year sentence for five sexual assaults, forcible confinement and possession of a prohibited weapon, is the subject of the Abbotsford Police Department’s first public notice regarding a paroled sex offender.

Campbell’s convictions include the sexual assaults of several young girls, aged five to 12, including one sev-

en-year-old girl he abducted while she was walking to school.

Other charges include break and enter, possession of a loaded shotgun, robbery, fraud and property offences.

Ian MacDonald said Campbell could be frequenting the Abbotsford area.

BC Radio’s Early Edition pulled into Abbotsford in the wee hours on Friday to the delight of local CBC fans, for a live broadcast of the early morning program from the Abbotsford Recreation Centre.

Host Rick Cluff and the broadcasting entourage came to the city as part of the station’s nod to Asian Heritage Month.

Abbotsford is a natural choice as one of the most ethnically diverse cities in Canada, with more than 18 per cent of the population claiming Asian heritage.

Several community leaders and commentators were invited to be guest panelists.

Fueled by questions from Cluff and the audience, they discussed ethnic diversity and inclusiveness, crime gangs, farm worker safety and the city’s rapid growth.

The panelists included Satwinder Bains, director of Indo-Canadian Studies at the University College of the Fraser Valley and Abbotsford-Mission Times columnist Ken Herar.

Karry Kainth, the co-founder of Together for Tomorrow, a program that diverts youth away from gangs, was also on the panel along with city Coun. Dave Loewen, Abbotsford Police Chief Bob Rich and Abbotsford-Mission MLA Randy Hawes.

Despite criticism from farm worker advocates that labour van inspections have actually dropped off since a 2007 accident in which three women were killed, Hawes said transportation safety has improved.

“Vans are inspected on a much more frequent basis,” he said.

“The van inspection teams are out there and we’re taking unsafe vans off the road. We making sure all of the driver have the appropriate licensing,” he said, and if vehicles don’t meet set standards, labour contractors face WorkSafeBC fines.

Van operators are also now required to have at least a Level 1 First Aid ticket, he said.

“They know we’re out there looking for them – we have, I think, got a lot more compliance.

There’s been a big improvement in the safety aspect for farm workers,” said Hawes. see CBC, page A12

The Run for Water participants and run organizers certainly got a push in the right direction, as Dallaire spread a message of national responsibility to aid impoverished nations during his keynote speech.

Both the gala and the Sunday morning run aimed to raise money to bring clean water to villages in Ethiopia.

The gala evening started with a dinner at Phoenix Lounge with Dallaire, who served with the Canadian Armed Forces for 35 years and earned numerous honours, including the Order of Canada in 2002. A small group of about 20 people, including Dallaire, were at the dinner.

He said giving impoverished people access to water is an important step in preventing conflict in those affected areas.

During his talk at the larger gathering, held at the Abbotsford Entertainment and Sports Centre, Dallaire spoke about the importance of having troops in unstable countries for as long as it takes.

“We’ve got to be ready to be there for 40 years,” said Dallaire. “The aim is to prevent those countries from going catastrophic.”

He also talked about his experiences in Rwanda in 1994, which is the topic of his 2003 book, Shake Hands with the Devil: The Failure of Humanity in Rwanda.

The book documents his struggle, and ultimate failure, to keep United Nations troops in Rwanda during the genocide in that country.

Dallaire said Canadians have a responsibility to help struggling peoples around the world, and that we as a nation are recognized by our fundamental belief in human rights.

Ray Zahab, who ran across the Sahara in 2006, learned first-hand about the seriousness of the clean-water crisis in Africa.

“Water is the basis and foundation of every community,” Zahab said.

Abbotsford city councillor Dave Loewen said the Run for Water event speaks to the generosity of the community of Abbotsford.

“This event epitomizes what the community of Abbotsford, what the people of Abbotsford are all about,” he said.

The participants in Sunday’s run lived up to that endorsement, almost doubling the total amount of money earned from the previous year.

In all, the event raised $150,000 ($81,000 in 2009).

raised more than $6,800 for the cause and had 68 participants.

All the winning schools received $1,000 apiece to go toward educational supplies.

Altogether, schools raised more than $22,000, which is enough for one village to have clean water.

Next year run organizers are planning to add a marathon distance to event. The race day is set for May 29, 2011. See more about this ongoing program at www.runforwater.ca.

quick-thinking elderly woman engaged the help of Abbotsford Police Sunday night after being notified her missing dog was at a local apartment complex, police said.

The pet, which the woman claims was stolen May 23 from a fenced and gated yard, is of special significance, having belonged to her late husband who recently died of cancer, APD Const. Ian MacDonald said.

Police have seen many cases of missing or lost pets ending up with individuals who capitalize on the situation by seeking a higher than offered reward, or in some cases what pet owners describe as a “ransom,” he said.

“She put up missing dog posters in the area and received an anonymous call regarding the dog’s whereabouts, and did the right thing by getting us involved rather than attempting to get the dog back herself,” MacDonald said.

Pu t t i n g u p p o s t e r s often prompts the quest for a reward, he said, adding it’s unfortunate that distressing situations involving family pets can be used for monetary gain.

Often these situations can lead to a confrontation, he said, something police would rather broker than see the parties involved try to negotiate themselves.

“If we can mediate, as opposed to someone being put into a dangerous spot, that’s our job,” said MacDonald.

Close bonds all about making history Historical dioramas bring parents and children closer together MARIA RANTANEN Maple Ridge-Pitt Meadows Times

A

group of fathers and sons have been meeting in Maple Ridge during the past few months to learn about Canadian history, but it’s a far cry from memorizing facts from textbooks – at the end of the course the father-son pairs will have built a diorama depicting a scene from the Second World War. Todd Farion teaches a course called Hands on History at Southgate Church in Maple Ridge. Pairs of fathers and sons have been meeting weekly to build dioramas of scenes – “snapshots” – from the Second World War in 1/35 scale.

At the end of the course, the children have to talk about their diorama.

“I’ve never encountered a child who didn’t eloquently speak [about their diorama],” Farion said.

Farion, a self-described “avid history buff,” starts each class with a history lesson, and then the participants get to work on their projects.

“I’ve always been passionate about World War Two history,” he said. He has also been building models for about 40 years and a few years ago decided to combine these two passions.

It started when he was building a model with his daughter about six years ago, and then someone asked him to start teaching history modelling courses in Abbotsford, where he lives.

He has taught the course at various learning institutes since then, including the Traditional Learning Academy in Abbotsford.

“It just got a life of its own – the reputation just spread,” he said.

Primarily, it’s mothers who are home-

schooling their children who come to Farion’s courses. The children taking it are usually between eight and 15 years old.

“I’ve had eight-year-olds turning out models that look incredible,” Farion said.

The parents also get excited about building the dioramas, Farion said, with women going “crazy” over the terrain while men enjoy the machinery, for example, the tanks.

A while ago, someone at his church in Maple Ridge suggested his Hands on History course could be a good father-son activity, so he’s running it for the second time here in Maple Ridge. Many participants add their own elements based on personal histories.

One mother, who took the course with her daughter, spent some time talking with her Dutch parents about what it was like in Holland during the war and that added elements to their project.

At the current course, the diorama created by the Pires father and son team has included actual sand from the beaches of Normandy brought home by Miguel’s oldest son, Keanu, who recently returned from a vacation in Europe.

While there Keanu, who is not part of the class, toured Juno beach and gathered the sand.

To build their dioramas, the participants use scale models and figures, scale buildings, cobblestone streets, dirt, grass, rubble and trees as well as paint, sculpting material, plaster, paper maché Styrofoam and chicken wire.

Farion points out in his course outline that Canada sent one million citizens overseas to serve in the Second World War out of a population of 11 million, which was the largest per capita commitment in the war.

When the dioramas are finished, Farion plans to take them to the Branch 88 Legion and present them to the vets.

“It will drive support for the vets and that’s what it’s all about,” Farion said. “We should show our appreciation to vets.”

Farion has also been nominated for the Governor-General’s Excellence in Teaching Canadian History award.

bbotsford managed to scoop a few dollars to put toward an innovative ammonia treatment study at the JAMES sewage treatment plant, which it operates in conjunction with the District of Mission.

The $10,000 grant from B.C.’s Ministry of Community and Rural Development will help the engineers study the viability of using anammox bacteria to break down ammonia in wastewater.

“It oxidizes the ammonia and breaks it down into its elements. It’s used in Europe, but not in North America,” said Rob Isaac, the director of wastewater and asset management for the City of Abbotsford.

He’s hoping to leverage that grant to access more funds.

The two-year pilot program needs about $210,000 to get started, which, if the money were in place, could start in the fall, Isaac said.

The project will divert a small amount of the waste water that is separated from the solids at the JAMES plant during the treatment process.

The extracted water has a high concentration of ammonia and currently, it must be aerated to lower the ammonia levels before it can be put back into the system for further treatment, said Isaac.

In contrast, the anaerobic ammonium oxidation microbials (discovered in the deep oceans only in the 1990s) simply absorb the ammonia, breaking it down to nitrogen gas and other benign elements.

Because less power is needed to treat the wastewater, the anammox can do the job with a much smaller carbon footprint.

The project is generating a lot of interest, said Isaac.

“If it’s successful then it could be a model [for treatment] plants across North America,” Isaac said.

The bacteria was already tested in the lab by a graduate student at the University of British Columbia, and he now wants to test it in the field at the JAMES plant.

The grad student and Dayton and Knight Consulting Engineers would oversee the project.

Lodge re-opens for Mission’s homeless Mission Community Services Society has been awarded the contract to manage a nonprofit supportive housing program at the former Grand Street Lodge.

The MCS will oversee the operations of the 44-unit complex at 7755 Grand St., Mission. It will offer support services to people who were previously homeless or at risk of becoming homeless, as they move toward self-sufficiency.

The Fraser Health Authority will work collaboratively with MCS to provide mental heath and addiction services for the residents.

The health authority bought the Grand

Street Lodge in January 2009 to help provide affordable lodging for those in need in the area. Renovations at the former seniors residence have been underway and they are expected to complete in June, and with the building ready for occupancy in July.

It’s one of 46 buildings in 16 communities Fraser Health has purchased since 2007, at a total cost of $132 million.

Mission Community Services was selected through a tender process issued in February.

MCS also operates the Haven in the Hollow, a 20-bed emergency shelter in central Mission.

HST odds 1.5 million to one

Eric Foster. Recognize any of those names? I didn’t think so.

They are all MLAs, members of the B.C. Liberal government backbench, a status that virtually guarantees a cloak of anonymity.

They all sit on an obscure legislative committee that has never actually met, but which is about to play a pivotal role in determining the fate of the Harmonized Sales Tax in this province.

The Select Standing Committee on Legislative Initiatives will decide what to do with that antiHST petition that continues to collect signatures.

Despite the obvious unpopularity of the HST, the B.C. Liberal government is unlikely to repeal the tax on its own, even as it tumbles off a cliff in public opinion. Last week, Premier Gordon Campbell said he will “follow the law” and hand the petition off to the committee, which has two avenues of possible action.

The committee will either turn the petition’s language into a piece of legislation to be tabled in the legislature, or it will submit the petition to a general referendum.

Recently, I speculated the referendum route was unlikely but now I’m not so sure. The reason for rethinking this is that like many other people, I neglected to go back and review the legislation governing referendums in this province. The law states that 50 per cent of ALL voters in this

From the Ledge province must vote in favour in order for a referendum question to pass and become legislation.

Not 50 per cent of those who bother to vote – but 50 per cent of the near three million registered voters in B.C. That means 1.5 million votes.

While it’s certainly possible, it may prove too high a number to attain. To put this in context, remember that in the 2009 election, only 1.6 million people bothered to vote. In other words, almost every single person who voted last time – for whatever party – would have to vote yes in a referendum to repeal the HST in order for it to pass.

To put it another way, the anti-HST petition, while very successful is still a long way from attracting 1.5 million signatures.

Bill Vander Zalm, who organized the petition drive, thinks he may get a million signatures by the time his sign-up period expires in early July. That would be a very impressive accomplishment, but he’d still be a half million signatures short of what’s required in a referendum.

Another important factor to consider is the timing of the referendum. By law, it’s not to

happen until Sept. 24, 2011. After more than one year actually living with the full impact – negative and positive – of the HST, will 1.5 million people still turn out to vote to repeal it?

For these reasons, the referendum appears to be the most enticing option open to a government hell-bent on keeping the tax. The B.C. Liberals are likely to bet that 16 months from now, not enough people will vote to get rid of the HST. It may seem to be a safe bet, but then again many people discounted the chances of the antiHST petition succeeding and were proven dead wrong.

History shows that tax revolts don’t last very long, but we may be in uncharted waters. The prospects of a recall campaign against one or more Liberal MLAs is still a possibility, even if a referendum is promised.

The white-hot issue will soon be handed off to that group of anonymous B.C. Liberal backbenchers.

Of course, the premier will be telling his backbenchers what to do (the NDP has four members as well). Nevertheless, it seems odd that the fate of the B.C. Liberal government is about to be turned over to six people with very little political experience between them.

n a remarkable bit of backwards thinking, the B.C. Court of Appeal has put handcuffs on a law enforcement initiative that works to reduce the impact of marijuana grow operations in local communities.

While we understand the court’s willingness to value the right to privacy, it’s difficult to understand how that value supersedes the safety concerns surrounding intense use of electricity – usually stolen and often dangerously rerouted – involved in many grow ops.

It started with the case of Arkinstall et al v. Surrey et al, brought by two residents of Surrey who refused to allow safety inspectors to enter their home as long as they insisted on being accompanied by police officers.

The inspectors were abiding by provisions of B.C.’s Safety Standards Act that – until struck down by the B.C. Appeal Court in May – lets municipal and fire inspectors enter into anyone’s home for safety inspections, if they suspected the home was being used to grow marijuana.

The Appeals Court ruled that such inspections violate the Charter of Rights and Freedoms, and that in future, administrative warrants will be required.

That would still allow the inspections to take place, the court maintains, but would reasonably protect individual privacy.

And it would give marijuana growers the heads up they need to clear out and restart their operations in a new neighbourhood.

Once again, law enforcement gets the run-around, and it would seem criminals get the breaks.

Fewer ambulances boosts workload, even risk of death Editor, The Times: Recently the British Columbia Ambulance Service announced that they were going to reduce their transfer fleet in the Vancouver and Fraser Valley area by nearly two-thirds.

This means that out of 23 transfer ambulances, 14 will be gone with nine remaining and operating at reduced hours.

The government, who holds the purse strings under the auspices of Health Minister Kevin Falcon, says that there is a $5.2-million shortfall in the BCAS operating budget.

This is their solution to the problem.

They say that the number of transfers have dropped by 33 per cent in the past few years.

What this actually means is that the number of transfers are now at a manageable level, where before they were more than the fleet could handle and the extras were being given to the emergency fleet, preventing them from responding to emergency calls.

The very reason why the transfer fleet was created in the first place, in the 1990s, was due to the tragic death of a little girl in Maple Ridge. There was no emergency ambulance available to respond when she was choking on a piece of food – they were all doing transfers.

Even with the reduction in transfers, they still number 29,000 plus calls per year.

And now BCAS wants to reduce the number of ambulances available to respond to them and put the burden on the emergency cars.

It is just another example of how this government continues to download costs onto its citizens or to cut services.

Anyone using the private transfer service out of the confines of the hospital will pay more than by using an ambulance, as they are a for-profit business. If you think this is an important issue, please make your voice heard.

Stand up to protect urban green space Editor, The Times: On May 27, we attended a rally of persons who oppose the R10-002 development proposal.

This proposal calls for the building of 48 two- and three-storey town houses on

the forested land bounded

by Old Yale and Marshall Roads in Abbotsford.

Obviously this development proposal will involve clear cutting the forest, diminishing more of Abbotsford’s green space and the resulting loss of wildlife and mature trees.

Adjoining Mountain Elementary School is an area where development has apparently begun.

This very large space was once the home to mature trees and numerous wildlife.

Now it appears as if it has been used for air force target practise. This, we assume, will be the future for R10002.

During the next city election we need to support those councillors who have the courage to oppose rampant and destructive development.

and as the population ages, call volumes will increase.

There are not enough ambulances now and the government is making no indication that they are going to increase the number.

The health authorities in the region have contracted out some of the very stable transfers to a private company (thus the major reason for the reduction in transfer fleet calls).

This is not a bad idea, as an ambulance is not always necessary. However, many patients from area hospitals go to other area hospitals every day for specialized procedures.

They may go from Chilliwack, Abbotsford or White Rock to Royal Columbian, Vancouver General or St. Paul’s Hospital for angiograms or angioplasties.

They may be hospitalized patients going for radiation treatment, MRIs, CT scans, day surgery and so on.

It is far safer for them to go by ambulance than the private patient transfer service, because of the skill level and experience of the paramedics that work on them.

The end result of this downsizing will be an increased and unreasonable amount of calls put on the remaining transfer fleet and on the emergency fleet, delays in responses to patients awaiting transfer, delays to emergency calls and a decrease in the level of service available to hospitals and patients with the definite possibility of unnecessary disability or death.

All because of a shortfall that the government doesn’t want to make up.

However, they can spend over $400 million on a new roof for B.C. Place.

Water not essential in cooking The choice of a distinctive liquid would accent the existing flavours without risk of overpowering the dish.

If the recipe states a large quantity of water, then one must examine what the other ingredients are and how much flavour they will impart on their own.

ow many recipes have you seen that list water as an ingredient?

A pasta sauce recipe, for example, may say to add a cup of water. How much flavour does water have?

None. I am always preaching to be innovative while cooking and add ingredients other than water such as wine, broth, beer, juice and so on because they have more flavour.

Although most recipes can adapt to this type of modification, some cannot. It will usually depend on the amount of seasonings and flavours already in the dish.

The first thing to examine is the amount of water the recipe suggests. If the amount is of minuscule proportion, then typically replacing the water shouldn’t be a concern.

This is not as complicated as it may sound.

The most effective way to determine if a recipe can accept any variation is to make it the way it is written first and then listen to your taste buds.

Could it use more flavour? If so, what would compliment it and how

pungent or mellow can the liquid be?

Maybe just replacing a portion of the water would be the solution or leaving the recipe in its original state is just fine. Make notes in your cookbooks for future reference.

Rice cooked in chicken stock, for example, has more flavour than if it was cooked in only water.

I know that may seem quite obvious, so let me give you some ideas with the following liquids: Red wine or dark beer are great additions to red meat and tomato dishes, such as pasta sauce, gravies, chili, stir-fry’s, soups, stews and others.

A general rule of thumb is the stronger the flavours in a certain dish, then the more robust wine or beer it can handle as an ingredient.

White wine is better suited to cream sauces, poultry gravies, lighter soups and various seafood.

Broth, stock or vegetable juices can be paired up with certain dishes, based on the flavours you want to impart, depending on whether it’s chicken, beef

or vegetable. Broths and stocks are an option for almost any savoury dish.

Fruit juices can also be used in savoury dishes (savoury is the opposite of sweet).

A delicious example would be an orange ginger stir-fry made from orange juice.

These are only suggestions as there are countless options and combinations to try. Keep tasting and taking notes.

Your cookbooks may turn out looking like highschool textbooks, but for the sake of better eating, it is worth it.

Dear Chef Dez: If I don’t have white wine and a recipe calls for it as an ingredient, what can I use instead?

Therefore it is better to use them in smaller quantities, unless your goal is a sweet finish.

Rich said since the APD made crime gangs its No. 1 priority, it has attacked it on a number of fronts. This includes creating a 15-member gang squad that works in tandem with its drug officers, and a list of key gang leaders they are systematically arresting and charging.

Prevention is also a big factor.

In fact, Rich was to address a middle school audience after the radio program, as part of his promise to speak to every middle school student about the risks of gang life.

“We doing a lot of prevention work to try to change what has been allowed to develop in the last 10 years here,” he said.

Rich conceded that while immigrant children may be more susceptible to the lures of gang life, he wanted to bust the myth that the youth in gangs are South Asian.

“The gangs represent the ethnic community perfectly.

“Our gangs are grown here in Abbotsford . . . and that’s why we’re putting so much effort into the prevention side, because we’ve got to change whatever took place 10 years ago, and this time, we’ve got to do it right,” he told Cluff.

While the community is known for its strong religious roots, even making it into the Guinness World Book of Records once for its high number of churches, both Bains and Loewen want to see more ministerial leadership in integrating the various ethnic groups.

“It’s an amazing opportunity, but I think it’s untapped,” said Bains.

“There’s a real potential for the churches and the temples and the mosques to get together to do some dialogue and discussion on integration.”

Loewen said religious beliefs, whatever they are, can at times be insular and an impediment to discussion, but that schools and churches can counter that.

“That’s where we can play a role in informing and educating each other of who we are, our unique religious communities, and I don’t think we do a very good job at that,” Loewen said.

Also up for discussion was Metro Vancouver’s proposed waste to energy incinerator, which critics say will increase air pollution in the Fraser Valley.

“At this time the forces are united, the [city] council is opposed to incineration . . . and we’ll continue to oppose it, as far as I know,” said Loewen. “We need to look at the alternatives.”

Van Dongen joins ALS walk John van Dongen, MLA for Abbotsford South, will be lacing up his trainers in June to walk for ALS. He has been named the honourary chairperson of the Fraser Valley Walk for ALS, on June 19 at Mill Lake Park in Abbotsford.

“ALS is a serious disease that has affected some of my closest friends. I urge everyone to walk for ALS and support the critical research we need to find a cure for this tragic disease,” said van Dongen.

ALS or Amyotrophic Lateral Sclerosis is a neurodegenerative disorder that affects a person’s motor neurons, which carry messages to the muscles.

The progress of ALS results in weakness and wasting in arms, legs, mouth, throat and elsewhere. In the later stages of the disease the person with ALS often cannot speak, swallow or move anything but his or her eyes while their mind remains entirely alert.

Typically, someone diagnosed with ALS is immobilized or deceased within two to five years.

The Fraser Valley Walk for ALS is part of a national campaign. Funds will go to research the cause and to find a cure for the disease, along with directly supporting patients living daily with ALS in British Columbia.

ALS is a disease that demands urgent attention as it wreaks devastation on the person diagnosed with it, their family, their caregivers and the health care system.

When ALS strikes a family the focus turns to providing JOHN VAN DONGEN care, equipment, and emotional support to the person living with ALS. These resources are very expensive and fund raising is critically important to our community.

Mow your way to an eco-friendly lawn M

ost Canadians find that lawn care can be a challenge. However, there are simple ways to having a green lawn without the struggle. All you need is a basic understanding of how a lawn works, the right equipment, and a few tips on lawn care.

“Along with proper cutting techniques, watering is essential to keeping your lawn green and healthy.”

The first step to ensuring your lawn will stay green all season long is to check where your grass is growing. Is it in the shade of a tree or in the hot sun all day?

A simple tip is to seed the right type of grass for each area. Red and Sheep Fescue grasses are excellent for shady parts, while Perennial Rye Grass and Tall Fescue grass blends are perfect for hot sunny areas. The second step is often the least favourite: mowing. However, it doesn’t have to be. There are plenty of new mowers out there that make the activity more enjoyable. Take a close look at your current machine and if it’s hard to push, loud, and spits out a cloud of smoke each time you start it, consider purchasing a new unit.

Electric mowers are the easiest to maintain and the ecological choice as they have no emissions, so it’s better for you and the environment. As well, electric mowers are silent,

making them perfect for an early morning mow, without waking up the neighbourhood.

A personal favourite is the new 36V cordless mower from Black & Decker. Cordless mowers are great as you don’t have to worry about extension cords and the 36V battery has enough power to cut most lawns on a single charge.

Mowing is important. Grasses are like most plants; if you clip off the growing points they will produce new shoots and become denser.

The growing point for grass is in the crown where the new leaves develop. Cutting the crowns will turn thousands of individual grass plants into a tightly woven turf or lawn.

The best clipping height is about two to 2½ inches.

You can determine your blade height by placing your mower on the sidewalk and measuring the distance between the blades and the ground. Cutting the grass too short will make it susceptible to weeds, disease, insects and drought.

Along with proper cutting techniques, watering is essential to keeping your lawn green and healthy. Provide no more than one inch of water per week.

If you keep your grass cut to the suggested length, it will not need to be watered until the end of June. But a lawn that is cut too short needs be watered more often.

Remember, Abbotsford and Mission will likely ban lawn sprinkling this July and August.

Until 2004, music was a “hobby” for Shane, but that year he entered the Canadian Idol competition and made it to the top five finalists. Since then, music has become a much larger of part of the young couple’s lives, as they perform regularly and have cut some CDs. They presented inspiring performances at the Run for Water gala on Thursday evening, along with Calvin Dyck and Betty Suderman.

The pair is also speaking up against proposed waste incinerator plans in the Lower Mainland. To make their point, they recently recorded Landfill in the Sky, sung to the tune of Spirit in the Sky by Norman Greenbaum, at a Fraser Valley recording studio.

Tonight’s concert is at 7 p.m., doors open at 6:30 p.m. Tickets are $15, and those who sign up for a newsletter get a discount.

Fraser Valley Championships, but rather than feel sorry for themselves, they simply put their heads down and pulled themselves out.

In the end, Fraser Middle overcame every obstacle in its path en route to winning this year’s Grade 8 boy’s rugby championship with a 32-15 decision over Eugene Reimer last Wednesday.

“It’s been an interesting season to say the least,” said Fraser Middle’s

coach Ryan McWhinney last week.

“We’re very proud of the way the boys performed and they had to overcome the odds.”

The trio of losses to cross-town rivals put Fraser in a precarious position heading into playoffs.

Every game became a “must win,” said McWhinney, and his boys were up to every challenge they faced.

“The guys progressed as the season went on,” he said. “Grade 8 rugby is all about improvement. Most of the kids are new to the sport but they learned as the season went on.

“Reimer came out hard in the second half and pushed us.”

With a definite size mismatch, the smaller team from Fraser Middle had to alter their game plan in order to come out on top, said McWhinney.

“Our kids rose to the occasion, wanted to win and played with a lot of heart and desire,” he said.

The second place finish by Reimer and a third place finish by Clayburn Middle also ensured that Abbotsford schools would take home the top three spots in the Fraser Valley.

The future is looking bright for school rugby, said McWhinney, president of the Abbotsford Rugby Club.

“We’re doing our best to keep the base big.”

he Robert Bateman Timberwolves senior girl’s rugby team is the talk of the school this week – and why not?

The T-Wolves capped off an undefeated season (15-0-1) with a gutsy 8-3 double overtime triumph over Shawnigan Lake on Saturday to claim the title of 2010 provincial champions after back-to-back seasons of heartbreak.

“It’s awesome,” said head coach Jeff Dods on Monday morning as his team basked in the glory of fellow students and staff.

“It was the toughest game of the year and either you respond or you don’t respond and our girls responded.”

Entrenched in an instant classic for 60 minutes of re g u l a t i o n t i m e, M a d i Blakeburn finally ended a 3-3 stalemate in the 68th minute with the game-winning try.

MADI BLAKEBURN “The last thing we heard right before we scored was the boy’s senior rugby team chanting ‘Bateman, Bateman,’” said Dods.

“It took us until the 68th minute to finally execute this one designed play . . . but every back touched the ball and we got it in.”

But as storybook as Blakeburn’s try was, it would

not have been possible without a strong effort from the defence.

“They went to the wall,” said Dods.

“You can bend a little, but we didn’t break.”

And what had been the backbone of the Bateman game plan all season set up for Blakeburn’s dive into the record books.

It was a sweet moment for the squad.

Two years in a row, the T-Wolves girl’s team placed third in the province, which wasn’t a disappointment, but neither did it carry the kind of jubilation and satisfaction as winning the big prize.

“Maybe that’s what willed them through,” said Dods.“It’s still a surprise to have finished off a provincial championship. When the game hit the 60-minute mark, you just thought it was going to be unfair for a team to lose. The level of will was remarkable.”

On Saturday, it was Ryan March who led the hunt with three tries as the Bateman Secondary Timberwolves senior boy’s rugby team advanced to the quarterfinals of the 2010 B.C. High School Rugby Triple-A championships with a resounding 24-8 victory over Argyle Secondary.

“What can you say? His attack was brilliant today,” said head coach Stephen Rowell.

“He was on his A-game.”

On each of his three tries, March would not be denied.

Each time the hulking 17year-old trumped into the end zone, he carried on his back three or four Argyle players with him.

March’s offensive outburst came not a moment too soon, either.

Bateman trailed the match twice in the first half, surrendering the opening try in the first minute of play before regaining control.

A testament to both a strong defensive effort and the ability to come through at the right time, said Rowell.

“Today probably ranks as the best mental game of the year. Mentally, we didn’t break after that opening score.

“The guys just came back and worked methodically and stayed with the game plan.”

The coach admitted nerves might have played into the slow start, which featured two Bateman turnovers in the opening 15 minutes of play.

The Timberwolves will now play No. 1 ranked Shawnigan Lake tomorrow at Rotary Stadium, field No. 3, at 4 p.m.

T h e Ya l e L i o n s a l s o advanced to the quarterfinals courtesy of a 10-7 victory over St. Michaels University School on Saturday in Kamloops.

The Lions will play the Carson Graham Eagles on field No. 4 at 4 p.m.

The Eagles eliminated Rick Hansen from contention on Saturday by a score of 32-6.

That contest also featured a late-game dust up with several fights.

Yale was behind by 10 at the half, and came up big in the second half to pull out the victory. “It was nice to win the last game of the season,” added Radons.

Wildcats bring home bronze The U15 Wildcats girls volleyball team from Mission captured the bronze medal at the three-day Canada West Open Championships in Calgary recently.

More than 150 teams of boys and girls came to the University of Calgary for the competition.

In the bronze medal match, the Wildcats lost the first game to Fog Fusion from Morinville, Alta. 22-25 but won the last two games 25-29 and 15-7 for the match. The competition was the largest indoor event in Western Canada.

2K Chiefs take first

The Abbotsford 2K Chiefs spring hockey team went undefeated to finish first in the 18th annual Challenge Cup Hockey Tournament held over the Victoria Day long weekend.

The 2K Chiefs won all six games against the Island Stars, Colorado Thunderbirds, Caribou Starz, Okanagan Redline, Nanaimo Young Guns and the BC Bucaneers.

The Chiefs were led by their captain Jake Mulder who was the overall top goal scorer in Abbotsford’s Alex Allan the atom minor divison, which meets Walter Gretzky. had over 500 players.

Prior to one of their playoff games, the 2K Chiefs received a special visit in their dressing room from hockey’s most famous father, Walter Gretzky.

Lacrosse provincials coming to Mission

Mission Minor Lacrosse has begun its 2010 season and for the first time will be hosting the provincial championship tournament for the midget age division. From July 14-18, Mission will be hosting 30 teams from around the province.

Mission Minor Lacrosse Association will be organizing various fundraising events with a goal of raising $5,000 to provide teams, coaches, and officials with a variety of complimentary items including drinks, snacks and small mementos.

aseball is a simple game when the leadoff man gets on base, and the Abbotsford Junior Cardinals can testify for that.

Last weekend, during a four-game series in Kelowna against the Okanagan Jr. Athletics, Coleton Besse led the offensive juggernaut with nine hits in his first 10 at-bats of the weekend as the Jr. Cards’ outscored the opposition 53-11 to earn the sweep.

“It’s unheard of to go nine-for-10 in two games,” said the Jr. Cardinals head coach Corey Eckstein last week.

“The ball had eyes for him.

When things are going good, the ball begins to look like a beach ball and t h a t ’s w h a t happened for COLETON BESSE Coleton.”

Besse was unable to keep up his skyrocketing average in the final two games of the series, but his teammates continued the onslaught at the plate.

Eckstein also singled out Nick Sheehan and Alex Massier for their strong contributions with the bat.

“They started to swing the bat really well,” said Eckstein.

“It was really just a matter of time.”

The offensive outburst, which has been somewhat of a rarity this spring, meshed with a pitching staff that has been solid all season.

With the pieces of the puzzle starting to fit more and more, Eckstein said it’s really no surprise the team is sitting in second place in the B.C. Junior Premier Baseball League behind the Langley Jr. Blaze and in the midst of a seven-game winning streak.

“At the beginning of the season, we kind of had an idea that it would be ourselves and Langley at the top and that’s exactly what’s happened now,” said the coach.

“We have high expectations for the kids and they do for themselves as well.”

The Jr. Cards returned home last night from a tournament in Washington and will resume league play tomorrow against the North Delta Jr. Blue Jays.

ustin Russell may only be 28 years old, but his resumé in men’s fashion is growing rapidly.

On May 4, he added to that list with the opening of his brand new store, LAunch Man, which provides men between the ages of 18 to 40

the opportunity to find that upscale, business-casual style otherwise absent from most clothing outlets in Abbotsford.

“There was a niche in the market for what we were doing,” said Russell, who recently joined the Abbotsford Chamber of Commerce.

“We wanted to situate ourselves

between [modern] wear and corporate wear and there was nothing here like that.

“I was hard pressed to find a place where I would really shop and knowing that a lot of my friends in the 30 to 40 age bracket felt the same way.

“If you’re wife or girlfriend says ‘you should get a new shirt,’ where do you go around here?”

Russell, who was born and raised in Langley, studied fashion at the Blanche MacDonald Centre in Vancouver and then moved to London,

England.

There he worked for one year under for Burberry, as well as Ozwald Boateng, where he said he got “immersed into the more unique type of fashion.”

“I thought I knew a lot about fashion but I had no idea,” he admitted.

After honing his fashion eye and buying expertise in Europe, moving to the Fraser Valley, specifically Abbotsford, and opening his own store is a dream come true for him, although his original plan was to

open a store in Vancouver.

“I had always had the vision of having my own store and my wife and I just had a little girl and now is as good a time as any,” said Russell, who runs the store with wife Michelle – aptly they named their daughter London.

Russell said his passion for fashion goes deeper than simply finding the right outfit one day at the mall.

“It started for me at a very young age,” he said.

Great examples of customer appreciation’s impact on your bottom line

ast month I wrote an article describing some valuable lessons I’ve learned relating to customer service and initially I was heartened by the response to the piece.

It’s clear that you have all had similar experiences to the ones I described. Here are two more real life experiences that illustrate some very important principles of business and life.

Years ago, my former wife’s boss was posted to Houston, Texas, and he knew that she had always enjoyed flipping through the Neiman Marcus catalogue looking at the wide range of extravagant items for sale.

For those of you not familiar with the store, it is kind of like the Harrods’s of Texas, with an annual catalogue that would always boast some over-the-top item like personalized bejeweled motorcycles or a customized automobile with your initials in diamonds on the dashboard. Frivolous, but harmless fun.

Her boss signed her up for a Neiman Marcus account and the card arrived in the mail. This ensured that she’d get the annual catalogue, and since there is no Neiman’s in Canada, she ordered a few items from the catalogue, fun trinkets for friends, but no matching motorcycles.

We decided to take a trip to Las

Vegas and wouldn’t you know it, there’s a Neiman’s right there on the strip, so we decided to go over for a look.

We were dressed casually, shorts, golf shirt, running shoes since we were doing a marathon walk down the Vegas Strip. Apart from the curiosity of actually visiting the store depicted in the catalogue, my wife had been looking for a dress to wear to a company function coming up back home.

We had hit a variety of nice stores as we made our way to Neiman’s. I learned during this trip that even the most expensive stores have a discount rack at the back with some pretty smoking deals.

When we arrived at Neiman’s and wandered into the ladies fashion section there were two women working the area.

The older of the two was in her mid-40s and dressed impeccably with perfect hair and make-up and a very serious demeanor. The second was a younger woman, perhaps in her early 20s, organizing materials around the cash register area.

I was a couple of paces behind my spouse (like most men, the ladies clothing section is a mystery to me and something to be feared.

Incomprehensible sizing systems and the nervous anticipation of the inevitable question, “does this

make my butt look big?” But I digress). This gave me the vantage point to watch the interaction that took place.

The older of the two literally looked the two of us up and down and decided from our casual attire that we would be best served by her young apprentice.

The ‘Golden Rule’ applies, but the old expression ‘never judge a book by its cover’ is the one that came to mind at the time. This lesson has been reinforced to me time and time again over the years.

“Why don’t you help these people dear,” she said to her young colleague. The trainee looked up, smiled at my wife and said, with some enthusiasm, “Hi there. Welcome to Neiman Marcus. Can I help you today?”

My wife explained what she was looking for and the young lady escorted her around the ladies section for the next half hour, and from time to time I would glance at the older lady, who seemed perturbed at the amount of time that was being spent on us.

There were a couple of dresses, expensive, but not outrageous, that my wife quite liked. The young salesperson held them up and they discussed colours and sizes (I admit that I was glazing over at these details).

Eventually, we reached the ‘discount rack’ and my spouse picked a couple of items and asked if there was a change room to try them on.

At this point the older of the two ladies was watching us with all the empathy of an East German border guard at the Berlin Wall.

My wife tried a few items on, and then asked the young salesperson to get one of the more expensive dresses they had looked at earlier. The older woman actually rolled her eyes.

A few seconds later my wife came out of the change room and looked stunning in that dress. This was coming home with us for sure.

She changed back into her shorts and golf shirt, and handed that dress, along with a few other items from the discount rack to the young sales rep as we made our way to the cash register.

As the young lady got behind the counter she asked “would you like to put that on your Neiman’s account?”

The expression older lady, for the first time, changed from the scowl she had displayed the whole

Publisher’s notes time we were there, to a suppressed smile as she held back a laugh at the thought that we’d have an account at this fine establishment.

Here’s the payoff. My wife replied, “Yes” and produced her account card from her wallet.

I was watching the older lady, knowing what was going to happen, and I was rewarded as her smug demeanor quickly transformed into confusion when the account card was produced.

The older sales rep did not see that coming, and from her confusion I’m guessing that she just walked away from a huge commission.

What’s our lesson here?

aving spent much of the weekend on my favourite golf course (hint: they are Abbotsford Chamber members), it finally seems as though summer is on the way.

Hockey playoffs are still on as I write this article but more and more outdoor sports and activities are being enjoyed with the onset of better weather.

School will soon be out for the year and many people will be getting out of town.

There are more campers and trailers on the roads these days, some with boats in tow.

Chamber wants Abbotsford to stay true to its OCP Cement goal posts and be clear on future

ontrary to some letters to the editor and reports in the local papers, the Abbotsford Chamber of Commerce did not support the rezoning application for the Mahogany project.

The Chamber of Commerce made a very succinct presentation calling on mayor and council to provide good governance and uphold the bylaws of the city.

The Chamber’s position was consistent with our presentation at the Sol Terra hearing and with written positions on the Lafarge gravel extraction application.

The Chamber’s presentation called on mayor and council to uphold their own laws that empower the Official Community Plan. The OCP is the definitive document on the development, evolution, and future of our city.

The OCP is the city’s statement, enacted by law, hence the name bylaw, as to how our city is

EXECUTIVE DIRECTOR’S SOAPBOX to grow and be shaped. It is the legal promise to our collective future.

The Chamber had become increasingly concerned with what appeared to be a trend of subjective decisions from council, in matters in their purview, that are contrary to the Official Community Plan and sound urban planning practices.

It is essential to have an attractive business climate to attract and retain business, which in turn will ensure a vibrant successful community. Business is like water, it takes the least line of resistance. If one jurisdiction is too difficult to do business in, they will likely move to the next.

An essential tenet for a positive business climate is to have rules, regulations and laws/bylaws that are not only defensible but also consistent and upheld. Business

needs to know which rules they are playing by before they start “the game.”

To use a sports analogy, moving goals posts are a difficult target to hit. With business, moving goal posts creates uncertainty and consternation.

The business community depends on the city to cement their goal posts in place and stand by their decisions so business knows where they are aiming and the rules they have to play by.

The official community plan cements the goals posts, for a specific period of time, providing certainty and stability for not only businesses but for the entire community in a wide variety of disciplines, including land use.

Our current OCP was adopted after a tremendous amount of work by staff and urban planning contractors.

That work was augmented with open houses, public hearings, extensive advertising, and finally consideration and adoption by city council.

All the citizens of Abbotsford, not just the business community, need to have faith that they can trust the city to stand by their

laws and ensure certainty otherwise we find ourselves in an untenable situation.

Mayor and council, though not unanimously, made not only a tough decision, but the right decision with the Lafarge, Sol Terra and Mahogany applications.

Most often in politics the right decision is not the most popular.

It is difficult to not be swayed by very emotional and well presented arguments asking to have the laws of the city set aside.

The council rejected the zoning application for the Mahogany property almost a year earlier.

It would have been reasonable, at that time, to conclude that the majority of council considered the OCP deficient. I was surprised, in the subsequent months, that there was not a directive from council to change the OCP for that section of the city.

In the absence of action to change the OCP, one would have to deduce that the city was content with the allowable uses, which included a high rise building. It should not have been a surprise when the owner of the property come back to the city looking to develop the land in

compliance with the wishes of the city as expressed in the OCP. The Official Community Plan is for all the people of Abbotsford.

The council needs to ensure that the city consistently applies sound urban planning practices, which includes following the OCP. A target that is moved, with what appears to be reasoning that has no foundation in good governance, but simply for oneoff decisions based on irrelevant and subjective decisions, often contrary to existing governing bylaws and planning decisions, makes an untenable environment for not only the business community but all the citizens of Abbotsford.

I would expect given the last couple of contentious public hearings regarding applications that are consistent with the OCP, but considered unacceptable by citizens in proximity, that the next round of reviews and revisions to the OCP will garner significant attention and input prior to adoption.

The time to stand up and express displeasure with the OCP is prior to adoption into the law that fixes the goal posts.

New strategies to reduce taxes

Take the opportunity to decrease the dent in your bank account

W

hen you work for your investment income, the last thing you want to do is see your returns eroded by taxes.

But at least you can do something to protect the money you do make. Following are several strategies that can help you reduce your family’s tax bill.

A historic opportunity: The Spousal Loan Strategy.

If you pay taxes at the highest rate, you know just how punishing Canada’s marginal tax system can be. But if your spouse earns little or no taxable income, you currently have a historic opportunity to reduce your family’s overall tax bill by using the Spousal Loan Strategy.

Here’s how it works: First you make a loan to your spouse, which is backed by a simple promissory note setting out the terms of the loan. Then your spouse invests the entire loan amount in their own name. This way, the investment income is taxed at your spouse’s lower marginal rate – reducing your family’s overall taxes.

To ensure the income is taxed in your spouse’s hands – and not yours – your spouse must pay you interest at a certain rate, which is set by the Canada Revenue Agency (CRA).

However CRA-prescribed interest rates on spousal loans have dropped to historic lows, creating an unprecedented opportunity to maximize this proven, yet often overlooked strategy. Bear in mind that rates may change, so consult with a professional advisor for the latest.

Helping your family while reducing taxes: The Family Trust.

You could be looking at some large capital gains over the next few years as the stock markets recover. While this is welcomed news,

Because of the basic personal amount they can claim on their tax returns, they can each earn up to about $45,000 in tax-free income, depending on the income mix generated in the trust (varies by province of residence).

To qualify for the tax break, the income generated in the trust must be used for the benefit of, or allocated to, the beneficiaries of your RBC Dominion Securities Family Trust.

If you are currently paying for things like your children’s education costs from your after-tax income, the Family Trust can make a lot of sense. When properly structured, you don’t pay taxes on the capital gains earned within the trust, so your dollar goes a lot further in covering this sort of cost.

Earn tax-free investment income.

The new Tax-Free Savings Account (TFSA) is a no-brainer for anyone looking to reduce taxes. With the TFSA, you can earn tax-free investment income and make tax-free withdrawals any time you want for any reason.

You can contribute up to $5,000 annually and, while this may seem like a small amount now, over time it can make a big difference, especially with the effect of tax-free compound growth.

He said that for men, looking good and dressing well also helps build confidence.

“If you look in the mirror and you look good and get compliments on it, you’ll feel good, too.”

Despite being in the early stages of his business endeavour, Russell said he plans to

cover areas such high school graduations, and he is also hopes to talk further with the University of the Fraser Valley for a possible collaboration for a fashion show.

He added that these plans are, however, just preliminary.

“Any way you can network with other members of the business community is fantastic,” said Russell.

Giving golden leads to getting green in the till GOLDEN, from page CV2 One day I was looking over some sales figures and there was this enormous blip in the single day sales of the store, and I called to find out what happened.

This is a true story.

A young man walked into the store and approached the counter. The other reps, thinking that he was looking for some small item ignored him.

The guy that did rush over to talk to this customer was a fellow named Bob. Bob was consistently one of the best salesmen in the company, and I remember from looking over his sales that he had an enormous number of transactions in the day.

That told me that he spent time behind the counter dealing with the small transactions, as well as the bigger sales.

The young man asked Bob for some blank audiocassette tapes (this was the early 80s, and we still used cassette tapes, so if you retell the story to a young

person today you may have to substitute blank DVDs. Again I digress). The customer didn’t just ask for any kind of tapes, but a very specific type that was hard to find and almost triple the price of the usual blank tapes we all used back then.

This was the critical point in this story. Most people would have handed the guy the tapes and rung up the sale. Not Bob. Bob casually remarked to the customer as he reached for them, “these are the best consumer tapes available, you must have quite the stereo system.” The fellow did have an amazing stereo system, one that he proudly began describing to Bob. Bob loved music, he loved audio equipment and in the conversation he told this young man about the new stuff that had just arrived in our stores and described the specifications, not from a salesman’s perspective, but as someone who loved music as much as this customer. The two of them retreated into the demo room and for the

next 20 minutes the store was rattling as the two of them played with this new equipment as volume levels that would make your ears bleed.

Within a couple of hours he was back with his old system, in the original boxes with all the manuals, and Bob helped him load the stuff into the store.

They wrote up the deal and the young man dropped his Amex Card on the counter and the transaction was completed. Bob helped the guy load up the stuff, and even went with him to set it up in the fellow’s home.

The total bill for the stereo system easily topped $4,000, plus he sold the guy’s old system to another customer within a day.

olice are notifying the public about a sex offender granted day parole near Abbotsford with an unprecedented warning.

James Douglas Campbell, 59, a convicted pedophile serving a 24-year sentence for five sexual assaults, forcible confinement and possession of a prohibited weapon, is the subject of the Abbotsford Police Department’s first public notice regarding a paroled sex offender.

Campbell’s convictions include the sexual assaults of several young girls, aged five to 12, including one sev-

en-year-old girl he abducted while she was walking to school.

Other charges include break and enter, possession of a loaded shotgun, robbery, fraud and property offences.

Ian MacDonald said Campbell could be frequenting the Abbotsford area.

“It’s an unprecedented move on our part.
