Overview Established in 1926, Canberra Girls Grammar School (CGGS) is a proudly independent and nonselective Anglican school. Honouring our strong tradition and heritage, CGGS is committed to being an exemplary school in the Anglican faith. CGGS is co-educational from Reception (three years of age) through to and including Year 3. From Year 4, the School is an all-girls school. CGGS is an International Baccalaureate (IB) World School and as such, offers a high quality, challenging, international education that CGGS believes is important for all students. CGGS is authorised for the Primary Years Programme (PYP) from Reception to Year 5, and the IB Diploma Programme in Years 11 and 12. CGGS is also registered for the Middle Years Programme (MYP), currently implementing MYP from Years 6-9. At CGGS, the PYP and the MYP are mapped to the Australian Curriculum (AC) and our students meet the requirements of the AC whilst completing their studies in the PYP and MYP. In Year 10, students enter our Senior Phase of Learning with preparatory and signature programmes that assist them to make an informed choice between the IB Diploma and the ACT Board of Senior Secondary Schooling (BSSS) Certificate for Years 11 and 12. In partnership with our families, we aim to provide an exceptional, holistic education to children and young women. The purpose of this document is to inform prospective families of the process, terms and conditions of enrolment at Canberra Girls Grammar School (CGGS). It also guides those staff engaged or assisting in the enrolment process to follow Enrolments procedures in a transparent and consistent manner. This Policy should be read in conjunction with the CGGS Enrolment Agreement.

Eligibility for enrolment The Education Act of 2004 deems it compulsory that all children residing in the ACT between the ages of six and 17 years old are enrolled in and attending a school or registered home schooling until they complete Year 10 (Australian Capital Territory, 2021). If the child turns three before 30 April, they can start Reception on the day they turn three in Term 1 in that year. If the child turns three after 30 April, they can start Reception the first day of Term 1 in the following year. If the child turns four on or before 30 April, they can start Pre-Kindergarten (Pre-school) on the first day of Term 1 in that year. If the child turns four after 30 April they can start Pre-Kindergarten the first day of Term 1 in the following year. If the child turns five on or before 30 April they can start Kindergarten the first day of Term 1 in that year. If the child turns five after 30 April, they can start Kindergarten the first day of Term 1 in the following year. Early entry is offered to eligible families to meet the needs of their children in the early years of their education at the Principal’s discretion. If seeking delayed enrolment until six years of age, the family will need to apply for an exemption from the requirement that all children aged between six and 17 years must be enrolled. Students entering CGGS from overseas locations will be enrolled into the Australian year level appropriate to their age at the time of entry. Students arriving mid-year from overseas schools will be enrolled in the same year level as that of the previous school.

Intake and Offering There are six main intake years for entry to Canberra Girls Grammar School: Reception (ELC) Kindergarten Year 4 (girls only) Year 7 Year 10 Year 11. Vacancies in non-intake years are limited and variable. Due to the transient nature of the School’s Defence, Government and Diplomatic enrolments, places often become available throughout the year. Enrolment in non-intake years and throughout the school year is at the discretion of the Principal. Families are encouraged to apply well in advance of the preferred year of admission. Once enrolled, a student's place is assured until the end of Year 3 for boys, and the end of Year 12 for girls, with no further application for enrolment required. This assumes that all expectations of the student are being met, and payment of all tuition and/or boarding fees are up to date. The key intake enrolment period is for two years out and generally closes on 31 May annually. CGGS offers the following: ELC and Junior School (Reception to Year 5): International Baccalaureate Early Learning Years and Primary Years Programme (PYP). Our programmes also meet the requirements of the Australian Curriculum from Kindergarten to Year 5. Junior - Senior School (Years 6 to Year 9): International Baccalaureate Middle Years Programme (MYP) . Our programmes also meet the requirements of the Australian Curriculum from Years 6-9. Senior Phase of Learning (Years 10, 11, 12): holistic curriculum delivered under the auspices of the Department of Education in Year 10, with a choice of ACT Board of Senior Secondary Studies (BSSS) package (tertiary or accredited) or the International Baccalaureate Diploma Programme (IBDP) in Years 11 and 12. Where enrolment applications exceed available places, the following criteria will be considered[1]: date of application for enrolment

Mid-year enrolments For enrolments to the ELC not commencing on day one of Term 1 due to the School’s toilettraining requirements, a holding fee will be payable to secure the child’s place. This holding fee is valid for up to one term and is approved at the Principal’s discretion. The holding fee is not refundable. For enrolments to the ELC commencing after day one of Term 1 due to factors other than toilettraining, the place can be held for up to two terms at full fees/pro-rata for part-time enrolments. Note: eligible families cannot claim the Child Care Subsidy (CCS) until the child starts attending the ELC. For enrolments to the Junior and Senior School commencing after day one of term but before Week 4, a full term’s fees will be charged. For enrolments starting Week 5 or later in any given term, fees may be charged pro-rata. Advancement and Acceleration Advancement to a higher year level, whether at the end of the School year or during a year, is at the discretion of the School. Acceleration of students can only occur within the School; no acceleration of year level can occur between the student’s previous school and CGGS. Students will, in the first instance, be required to enter the age or year level equivalent to that of their previous school for mid-year entry, or one chronological year after their previous school for start of year entry.

Acceleration will only be approved pending an interview with and assessment by the Head of Inclusive Learning and Enrichment (Senior School) or Head of Inclusive Learning and Enrichment (Junior School). Final approval for acceleration is at the discretion of the Principal. If acceleration is approved, school fees applicable to the accelerated year level will apply. Scholarships and bursaries will be offered according to the student’s accelerated year level. For example, if the student begins at the School in Year 4 but is accelerated to Year 5 at any time during that year, and has received a scholarship or bursary to take effect in Year 5, the scholarship will take effect at the time of acceleration. [1] It is the responsibility of prospective families to update the School of any change of contact details or the desired year of entry. Failure to do so may result in a change of place on the waitlist.

Application Process The process for applying for enrolment at the School is also outlined below, and in the Enrolment Journey, published on the School’s website. Entry into the ELC varies slightly, with Conditional Letters of Offer sent prior to the interview, which occurs six-months before commencement.

Enquiry

Prospective families make an enquiry through an online form, in-person or via communications with the Enrolments team. The Enrolments team contacts the family by phone and/or email to acknowledge the enquiry. Arrangements are made for the student and their family to tour the school or attend an open event. 2.

Application

Parents are directed to the CGGS website to complete the online application. In the absence of a court order, either parent may enrol a child in the School. A child must be enrolled under the name on their birth certificate except in specified circumstances. Payment of the $200 non-refundable application fee is made. The application is automatically acknowledged via email. Nothing further is required for applications for enrolment more than two years from proposed entry. The application/s will be processed and added to the enrolment

waitlist in order of date of application, appropriate to the year of entry. The successful lodgment of an enrolment application with an accompanying application fee does not guarantee a child a place at the School. 3.

Documentation & Assessment

In March two years prior to proposed entry (or when the application is received if applicable), the Enrolments team contacts the family by email to make a request for documents. Applications are reviewed by the Director (Enrolments) and recommendations for meetings with Heads of Inclusive Learning and Enrichment, School Counsellors, etc. may be made at this time. The student’s application and supporting documents will be reviewed by the Deputy Principal Head of Senior School/Deputy Principal Head of Junior School, or their delegate in order to be approved for interview. Supporting documentation will include but may not be limited to the following: Birth certificate Immunisation records School reports (2 most recent) NAPLAN results or equivalent benchmark testing results Visa/passport Student Support reports (e.g. Academic Engagement reports) Psychology or Psychometric Testing reports Court Orders (where applicable). International students will also need to provide written evidence of proficiency in English as a second language at the time of application, and updated documents closer to the date of entry if more than two years from the time of application (e.g. AEAS test score which satisfies the School as outlined in International Student Handbook on the School’s website). Further information pertaining to the enrolment of international students can be found in the Enrolments Policy – Appendix A International Students. Where Court Orders apply, the School will use the principles outlined in the ACT Government Family Law Policy to meet obligations to students and parents. 4.

Interview

Once the necessary documents have been provided, and within two years of proposed entry (or earlier if practicable) the child will be invited to attend an interview with the Principal or their

delegate. In addition: Students wishing to commence their studies in Year 10 or 11 must have an interview with the Director Inclusive Learning and Enrichment to discuss their academic package for the senior years. This may involve a meeting with the Assistant Director Academic Care for particular questions around the International Baccalaureate Diploma Programme. Applicants wishing to move to CGGS in Year 12 must first have an interview with the Director (Learning & Innovation) to ensure that the applicant is able to continue their subjects (and continue their academic package) for Year 12. Students applying for a place in the Boarding House must meet with the Director of Boarding to approve their place. The child and any legal parents/caregivers are required to attend the interview. Additional interviews may be required for applicants seeking to commence in Years 10, 11 and 12, or into the Boarding House. All applications for enrolment are conditional on the outcome of the interview and the provision of all requested information. For those applicants applying outside of Canberra, a telephone or online interview can be arranged. A recommendation for House allocation, considering any family connections, special requests, House affiliations and House numbers, is made post-interview. Applicants who were unsuccessful in their enrolment application will be advised of this in writing. 5.

Enrolment Offer & Acceptance

Once approved after interview, applicants will receive a Letter of Offer for a place at the School and/or Boarding House. Payment of the $2000 enrolment deposit is requested at this time to secure the student’s place. The enrolment deposit is credited towards the first term's tuition fee and is non-refundable.[1] A place is held when the enrolment documentation and the enrolment deposit have been provided to the Director (Enrolments) by the applicant. Documents required to be read and signed at this time will include: Enrolment Agreement Additional information and/or medical forms Boarding House Agreement (Boarders only).

To accept the offer for a place at the School, all legal parents/guardians must sign, date and return the Enrolment Agreement. They must also complete and return the required forms in the Letter of Offer and pay the non-refundable Enrolment Deposit by the required date. Failure to do so before the required date may result in a loss of offer with their name being returned to the waitlist and the process may need to be renewed. If the School is unable to offer a child a place in a particular entry year, the applicant will be placed on a waitlist for a subsequent point of entry and the enrolment deposit moved to the year of entry. An application may be cancelled if an acceptance of offer or a deferral of offer is not received after reasonable efforts have been made to contact the applicant’s family. At this time, the student’s application will be labelled ‘No Response’ or ‘Declined’. 6.

Confirmation Letter of Enrolment

A Confirmation Letter of Enrolment will be sent to successful applicants shortly after the interview. Families are informed that enrolment is guaranteed through to the end for Year 3 for boys, and the end of Year 12 for girls - unless one term’s notice is provided in writing to the Principal, and assuming all requirements for continued enrolment are being met by the family and student. [1] Defence families who accept a place but give notice of deployment before the child commences at the School will be entitled to a refund of the enrolment deposit. Signatories to the Enrolment Agreement, who no longer have custody of the enrolling child at the time of planned commencement, may also be entitled to a refund.

Exceptions The Principal reserves the right to use alternate criteria to offer or decline enrolment to any student, regardless of waitlist criteria. Furthermore, admission into non-intake years may be made at any time at the Principal’s discretion as places become available.

Signatories to the Enrolment Agreement (EA) must keep the School informed of updates to contact details within seven days of the change, including home address, postal address (if different from the home address), email address and telephone number.

Pausing an enrolment In exceptional circumstances, as approved by the Principal, the family of an enrolled student can request a pause of enrolment. This request must be made in writing to the Principal and depending on circumstances, may not take the place of the one term’s notice required for withdrawing a student without penalty. A pause of enrolment assumes the student will return to the School and will be reflected on the School’s Synergetic system by classifying the student as ‘Future’, and ‘Finalised’ at a set date in the future. In approved cases the family will be asked to pay a holding fee of up to $2000. This will secure the student’s place in the appropriate year level for a pre-agreed time period, as approved by the Principal. Should the pause of enrolment extend beyond the pre-agreed time, a further fee may be applicable. The fee/s will contribute to the first term’s tuition fees upon their return to the School and is non-refundable.

Leave of Absence (LOA) The School may enable enrolled students to suspend their studies by granting a leave of absence (LOA) through formal agreement and in certain limited situations, including compassionate circumstances (e.g. illness where a medical certificate states that the student is unable to attend classes, border closures due to pandemics, etc). Where a LOA is requested for more than one term with one full term’s notice, the holding fee of $2000 will be payable to secure the student’s place in the appropriate year level. This holding fee will contribute to the first term’s tuition fees upon their return to the School. The holding fee is nonrefundable. Where LOA is requested with less than one full term’s notice, a fee equivalent to half a term’s tuition fee (and boarding fees where applicable) is payable. All LOA requests are approved at the Principal’s discretion.

Notice of one full school term must be received by the Principal in writing, addressed to Principal@cggs.act.edu.au to: a) cease enrolment b) withdraw from the Boarding House As per amendments to the Education Act (2004), the School is required to collect the name and location of the Student’s new school, which must be provided at the time of notice of withdrawal. In the case of (a) or (b) above, tuition fees for one half of a School term are payable if the required notice is not given. In the case of (b), Boarding fees for one half of a School term are also payable if the required notice is not given. For example, if a student is not returning in Term 4, written notice to the Principal must be received by the last day of School Term 2. In the absence of such notice, one half of the Tuition Fee for School Term 4 is chargeable. Waivers of the Late Notice Fee are at the discretion of the Principal. Re-entry to the School after absence of more than one term is dependent upon a place being available, and Application Fees may apply. Fees are non-refundable and are only subject to pro-rata payment at the School’s discretion, except for non-Australian resident enrolments, where the International Student Refund Policy is applicable. For example, if a child’s last day of enrolment falls within a term and the family has provided the required notice, they will be charged for the full term. If a boarder leaves the Boarding House within two school years after entry, a continuing place as a day student cannot be guaranteed and/or is approved at the Principal’s discretion. Unilateral change to the Enrolment Agreement cannot occur so as to disadvantage the student or Guardian.

Continuity from the ELC to Junior School and Junior School to Senior School Once a child is enrolled in the ELC or at any year level, enrolment is guaranteed through to the end of Year 3 for boys, and to the end of Year 12 for girls, assuming all requirements for continued admission are being met including timely payment of School fees (as set out in the CGGS Behaviour Expectations Policy and Enrolment Agreement).

Requests for children to repeat a year in the ELC must be made in writing to the Director of Junior School (Early Years) and will be assessed in conjunction with the Deputy Principal (Head of Junior School). Places for repeating students can only be offered subject to availability.

Behaviour expectations As per the CGGS Behaviour Expectations Policy, Canberra Girls Grammar School can only provide the best education for a child or help equip that child with the skills required for a fulfilling adult life, with cooperation and support. The School recognises that parents ultimately want the best for their children, and therefore expects parents to recognise everyone’s right to operate within a safe working environment. Therefore Canberra Girls Grammar School expects that students will follow the CGGS Behaviour Expectations Policy, and that parents will act in line with the School’s Parent Code of Conduct and behave respectfully at all times towards the School’s staff (including employees, contractors and volunteers), other students and other parents. This applies not only to words used, but also to tone and body language. The following is a non-exhaustive list of behaviours that are not respectful: Bullying, intimidation, discrimination, sexual harassment, victimisation and child abuse Actual or threatened aggression or physical violence Behaviour that causes a risk to a person’s health and wellbeing Defamatory or disrespectful comments Gossip, rumour, and innuendo Requesting or demanding details about nonfamilial students (inappropriate requests may include but are not limited to home details, school processes, parent details, background, behavioural consequences) Raising one’s voice, or using offensive language, while communicating Age-inappropriate language when communicating with children. The CGGS Behaviour Expectations Policy, together with such rules and conditions as may be determined by, or with the authority of, the School Board from time to time, must be upheld at all times. The School may deal with a breach of the CGGS Behaviour Expectations Policy or Parent Code of Conduct, and other rules and conditions, in accordance with the Education Amendment Act 2022, including expulsion or suspension.

Parents may request the School Board, in writing, to reconsider any action taken as an exercise of discipline. The School Board will consider the request and may take any other action it considers appropriate. The decision of the School Board following consideration of the request is final. Fees and other charges remain payable during a period of suspension. Consequences for breach of behaviour expectations Under the Education Act 2004 and Education Amendment Act 2022, a student may be suspended for a stated period of no longer than 20 days for the purpose of ensuring the safe and effective learning environment of the School. If the Principal considers that the student has committed a serious breach of the CGGS Behaviour Expectations Policy, or has otherwise engaged in conduct which is prejudicial to the School, or its staff, or its students, and in cases where suspension is not suitable, the student may be expelled from the School. Signatories to the Enrolment Agreement will be consulted and informed in writing of the grounds and length of suspension or expulsion and offered the right of reply. In the case of suspension, the student will be given reasonable opportunity to continue his or her education and pastoral support will be made available. In the case of exclusion, signatories to the Enrolment Agreement and the student will be offered information about alternatives for continuing their education. If the Principal believes that a mutually beneficial relationship of trust and co-operation between signatories to the Enrolment Agreement and the School has broken down to the extent that it adversely impacts on that relationship, then the Principal may recommend that signatories to the Enrolment Agreement withdraw the student from the School.

Sibling Discounts A sibling discount of 7.5% on tuition fees is applied to the second child, and 15% to the third and any subsequent child simultaneously enrolled at the Junior School and/or Senior School (not the ELC). A sibling discount does not apply to the eldest student. In cases where a sibling has recently graduated from the School leaving only one child at the School, sibling discount requests are approved at the Principal’s discretion.

Sibling discounts cannot be aggregated with scholarships, bursaries or other discounts; that is, only one discount can be applied to a student’s fees at any given time. The School reserves the right to determine the sibling status for both enrolment purposes and sibling discounts.

Payment of tuition and other fees It is a condition of the student’s enrolment that signatories to the Enrolment Agreement must pay the fees and charges imposed by the School as at the date they are due and payable and as set out in the Schedule of Fees as notified from time to time. A Schedule of Fees is reviewed and determined by the School Board on an annual basis and is published online. All fees rendered and charges levied are to be paid in full by the first day of each School Term or first week of commencing with the School, unless a direct debit arrangement has been entered into with the School. Fees are non-refundable and are only subject to pro-rata payment at the School’s discretion, except for non-Australian resident enrolments, where the International Student Refund Policy is applicable. For example, if a child’s last day of enrolment falls within a term and the family has provided the required notice, they will be charged for the full term. A Late Fee Charge will be added to any fees and charges still outstanding if an account is not paid in full by the due date or when agreed payment arrangements with the School lapse. Signatories to the Enrolment Agreement who experience temporary difficulty in paying any fees or charges by the due date should contact the Chief Operating Officer immediately to discuss the situation. If signatories to the Enrolment Agreement pay a full year’s fees on or before the first day of School Term 1, they will receive a discount at a rate determined by the School Board. A student may be asked to leave the School if any fees are outstanding for more than one School Term without the written approval of the School. The fees and any other charges, including the Late Fee Charge, as detailed in the Schedule of Fees, then outstanding may be recovered as a debt due and payable to the School. The School may approve to extend the period for payment of fees and charges at its absolute discretion.

The School may refuse to accept an enrolment if this form is not signed by each adult having custody of the student at that time. Signatories to the Enrolment Agreement are jointly and severally liable for payment of all fees and charges. As a condition of the student’s enrolment, signatories to the Enrolment Agreement will indemnify the School from and against all the School’s costs and disbursements including without limitation, legal fees on a solicitor and own client or indemnity basis, whichever is higher, and in addition all the School’s nominee’s costs, incurred in collecting any outstanding fees and levies owed. Standard Family Contribution (SFC) The SFC is payable per family to the Gabriel Foundation Education Trust to support the ongoing development of the School. The SFC is NOT tax deductible and is payable relevant to the year that the eldest child entered the School. The SFC is invoiced in three instalments: when the eldest child enters the School, moves from the ELC to the Junior School and/or moves from the Junior School to the Senior School. Each instalment of the SFC is payable within two weeks of the invoice date.

Additional notes International Students International Students attending CGGS who do not reside with their family and enrolled in Years 7 to 12 are required to live in the Boarding House. Furthermore, CGGS does not provide, organise or facilitate Homestay accommodation during exeat weekends or extended term, semester or yearly breaks. If an international student turns 18 while enrolled at the School, the School’s Confirmation of Appropriate Accommodation and Welfare (CAAW) responsibility will cease. If an international student turns 18 while enrolled in the final period of their course, the School may require the student to continue to reside in the approved accommodation until the completion of the course. Privacy
