Les nombreux festivals et évènements tenus tout au long de l’année mettent en valeur notre culture riche, notre histoire et notre patrimoine. WELCOME Welcome to the Canadian Parking Association’s 31st Annual Conference and Trade Show in iconic St. John’s, Newfoundland. CPA members are generally known to be friendly, enthusiastic and helpful people. I’m sure the atmosphere in St. John’s will make it even more so! The Host Committee, chaired by Chris Pitcher from the City of St. John’s has performed yeoman’s service in putting together a program which will challenge, inform and entertain you – all at one event! A big “Thank-you” to the Committee for your enthusiasm and hard work. It is our first time in Newfoundland, so the CPA has arranged special group rates before and after the conference and organized pre- and post- conference tours to help you become acquainted (fit in that is!). Please take the time to enjoy this wonderful part of our country. You will find many opportunities to improve your knowledge of the parking industry – from roundtable discussions and educational presentations to the fantastic trade show. Please also take advantage of the tremendous networking opportunities – your fellow delegates are eager to share their knowledge and experience with you – just ask. If you are new, take time to attend the Sunday afternoon President’s reception for new members so we can introduce you to the CPA and the conference. On Monday morning at the breakfast session, you will be able to observe or participate in our Annual General Meeting. Last, but not least, please introduce yourself to members of the Board who will be happy to meet you and help you find your way around the conference, whichever way they can. I look forward to seeing you all at the opening reception on Sunday evening, the Awards Luncheon on Monday, and the “Rally in the Alley” event on Tuesday evening. Also – remember to hang around for the Alan Doyle Trio starting at 9pm after the Rally – it’s like a free concert! Comme il s’agit de notre première visite à Terre-Neuve, l’ACS a prévu des tarifs de groupe spéciaux avant et après le congrès, et organisé des tours avant et après le congrès pour vous aider à faire connaissance (c’est-à-dire à vous intégrer!). Dr. MacInnis is a physician, scientist, and author who led the teams that made the first science dives at the North Pole MONDAY and built the world’s first KEYNOTE polar undersea station. He was among the first to dive September to the Titanic and has worked with 29 the - 9:30 am US Navy, the Canadian 8:30 government, the Russian Academy of Sciences, and NASA. Dr. MacInnis also spent 80 KEYNOTE days working with James Cameron SPEAKER on Cameron’s “DeepSea Challenge Dr. Joe MacInnis Project.” As Cameron’s digital journalist and team physician, MacInnis recorded the final construction of the sub, the initial tests in Australia, the first research dives in Papua New Guinea, and Cameron’s epic, 7-mile dive into the Mariana Trench. He has given keynote presentations on leadership to IBM, Microsoft, GE, National Geographic and the US Naval Academy.

The purpose of this presentation is to present findings from a research project on the job experiences of Parking Enforcement Officers (PEOs) working in two major cities in the Pacific Northwest. Dr. Danielle van Jaarsveld from the University of British Columbia will discuss individual-level factors that can prevent mistreatment from members of the public and protect PEOs from the negative consequences that stem from a mistreatment event. Attendees might be particularly interested in how to prevent sabotage or mistreatment directed back at a member of the public, and this presentation will speak to that as well.

Allen Swanson, Swanson Transportation Consultants Mark Huberman, City of Edmonton The management of curbside parking is typically comprised of four basic strategies where the degree of regulation depends on the magnitude of the curbside parking problem. The primary parking characteristics related to the degree of control that is required are parking occupancy and extent of over-stay parking. The presentation will focus on the multitude of factors that should be considered when the installation of curbside pay-parking is being considered, and the resultant warrant procedure.

Tim Maginn, T2 Systems The parking industry and the transportation industry have been aware of each other for years but have rarely crossed paths. Recently we are seeing much more overlap between ITS (intelligent transportation systems) and TDM (transportation demand management) with parking. This presentation will cover the research and development necessary to successfully integrate parking and transportation operations, and provide information on how parking operations can work with transportation to build, implement and grow successful crossover programs. As an employer, you will be invited to encourage this trend by offering employees the ability to recharge their electric vehicles at work. Moreover, it is not utopic to think that in years to come, offering the ability for your staff to recharge their vehicles will be both a selling point and a way to retain your best employees. Employers must subscribe to this collective effort, but not at any price. It will be important to choose a solution that is economical, progressive, user-friendly and able to satisfy your employees’ needs.

RETHINKING BICYCLE PARKING Kristie Gagnon and Meredith Wilkinson, BA Consulting Group Bicycle parking is an important element to help encourage/promote cycling as a mode of travel. Several municipalities across Canada have acknowledged the benefits of cycling and now require residential, commercial and institutional developments to provide infrastructure to support and encourage cycling as a sustainable mode of travel. Our presentation will address the following: • Benefits of cycling, as well as the obstacles; • an overview of existing and emerging bicycle parking policies and standards; and • a review of bicycle parking design standards and best practices. CALGARY’S ON-STREET DYNAMIC PARKING PRICING APPROACH Chris Blaschuk, City of Calgary Over 2012 and 2013, Calgary developed and implemented a dynamic parking policy approach for setting the price of all on-street parking in Calgary with the goal of optimizing the use of street space. Four pricing time periods were established during the weekday across 27 pricing areas. Using observed parking transaction and enforcement data, parking occupancies are calculated for each pricing area over each time period on an annual basis. The result indicates whether prices will change in the following year - allowing prices to automatically adjust to changing conditions out on the street.

Le Dr MacInnis est médecin, scientifique et auteur. Il a dirigé les équipes qui ont effectué les premières MONDAY plongées scientifiques au pôle Nord etKEYNOTE bâti la première station sous-marine polaire au monde. Il a été parmi les premiers à explorer September 29 am le Titanic et il a travaillé 8:30 avec- 9:30 la marine américaine, le gouvernement canadien, l’Académie des sciences de la Russie et la DISCOURS NASA. Le Dr MacInnis a également passé D’OUVERTURE 80 jours à travailler avec James Cameron Dr Joe MacInnis sur son « DeepSea Challenge Project ». En tant que journaliste numérique et médecin de l’équipe de Cameron, MacInnis a enregistré la construction finale du sous-marin, les tests initiaux en Australie, les premières plongées de recherche en Papouasie-Nouvelle-Guinée et la plongée épique de 11 kilomètres de Cameron dans la Fosse des Mariannes. Le but de cette présentation est d’exposer les résultats d’un projet de recherche sur les expériences professionnelles d’agents de stationnement travaillant dans deux grandes villes du Nord-Ouest du Pacifique. Dr Danielle van Jaarsveld de l’Université de la Colombie-Britannique discutera de facteurs au niveau individuel qui peuvent prévenir les mauvais traitements de la part de membres du public et protéger les agents de stationnement des conséquences néfastes découlant d’un évènement de mauvais traitement. Les participants pourraient être particulièrement intéressés par la façon de prévenir le sabotage ou le mauvais traitement redirigé vers un membre du public, et cette présentation abordera également ce sujet.
Partout, les opérations et l’infrastructure de stationnement continueront à viser la prise en charge de plus en plus importante des voitures électrovoltaïques (VÉ). Sur dix de ses 65 sites, GO Transit a installé plusieurs stations de recharge pour VÉ. Nous partagerons avec vous nos expériences à ce jour et nos plans d’avenir alors que le système se développe. Nous examinerons les leçons tirées, le type et la quantité d’équipement déployé et le processus de sélection, la préparation du projet, les coûts d’installation et d’exploitation, les frais des clients, et l’utilisation de l’équipement à ce jour.

APPROCHE DE TARIFICATION DYNAMIQUE DU STATIONNEMENT SUR RUE DE CALGARY Chris Blaschuk, Ville de Calgary Au cours de 2012 et 2013, Calgary a développé et mis en place une politique de stationnement dynamique pour fixer le prix de tout le stationnement sur rue à Calgary afin d’optimiser l’utilisation de l’espace sur rue. Quatre périodes de tarification ont été établies durant un jour de semaine pour 27 zones de tarification. En utilisant les données de transaction et d’application observées, l’occupation du stationnement est calculée

DESIGNATED CROSSING ROUTES BETWEEN DELTA ST. JOHN'S AND SJCC Construction at the St. John's Convention Centre has created some access challenges. The sidewalk in front of the expansion is temporarily closed. We would like to take a moment to illustrate three designated routes so that you can travel back and forth to the SJCC quickly and safely. Look for the posted signage and follow the directions below. Please let us know at the Registration desk if you will require assistance to transfer between venues.
ROUTE 1 This route takes you from The Delta to the SJCC without having to step outside! Travel along the Delta Hotel pedway, through the Cabot Building to Mile One Centre. Take the Mile One pedway directly to the SJCC.
ROUTE 2 Prefer a breath of fresh air? No problem! Exit at the Delta Hotel lobby, walk down Barter’s Hill, cross at the corner of Barter’s Hill and New Gower Street and walk to Mile One Centre. Enter Mile One at Gate 2 and travel on the pedway directly to the SJCC.

For delegates who prefer to take the scenic route: Exit at the Delta Hotel lobby, walk down Barter’s Hill, cross at the corner of Barter’s Hill and New Gower Street and walk past Mile One Centre to the crosswalk. Cross safely and take a right - the SJCC is just up the street.
