L

et me just say how excited I am that we have Scott Wallace steering the ship now. It has been a very long time since Scott joined the board and so his experiences and wisdom will keep us on course as the newly formed board becomes acquainted and starts is work. You can meet your board of directors in these pages, and be sure to contact your representative at any time in the coming year. They and the CPA staff are at your service!

Scott takes over from some pretty heavy hitters: Ralph Bond, Ken Petry, Gwyn Thomas, to name a few; I know he will rise to the occasion and the Canadian Parking Association will continue to grow in strength and numbers.

As the year 2014 winds down, it is my pleasure to thank the Directors and all of the volunteers and supporters who have contributed to the association this past year. I wish you all a very Merry Christmas and/or a joyous holiday season.

By the time members read this, the 2015 Membership campaign will be well underway. As Scott mentions in his letter, the Directors have listened to members and have developed a membership scheme that offers something for everyone. You are encouraged to identify employees in your company who would benefit from being a part of the CPA membership and get them onto your company list as members. Pricing incentives are available for all sizes of organizations and benefits for new members will commence immediately.

An added bonus to including more than one person on your membership list will be at conference time, when all of your named members will be entitled to conference fee discounts. You, and they won’t want to miss the next annual event.

In October 2015, the Annual Conference and Trade Show will be held in Vancouver at the Westin Bayshore. Located right on the water’s edge, this venue will offer exhibitors and delegates alike, a prime site for meeting and networking (and perhaps, a little fun!).

We were guided by responses to the 2014 St. John’s conference survey that was completed by more than 30% of attendees, and plans are underway to bring a refreshed program, current topics, new vendors as well as our usual ‘suspects’ who support the conference year after year. The host committee is out of the blocks, so watch for updates on the website at canadianparking.ca/ conference-zone.

Speaking of which, early in December members of the association gathered to review and make suggestions and recommendations to the content of the web site and to the use of Social Media within the association. You can expect to see some innovation and updated features on the site soon. Keep in mind that the door is always open for members to share their views on anything CPArelated. What better way than through the web site?

As the year 2014 winds down, it is my pleasure to thank the Directors and all of the volunteers and supporters who have contributed to the association this past year.

efore I forget, I want to remind everyone that this year’s conference is not far away.

Mark October 17-21 in your calendars and plan on getting out to Vancouver; it is really is lovely there in October. The call for papers has already gone out, and the host committee is well on their way to organizing another great CPA event. But you don’t need to wait till October to find networking opportunities. Plan on attending a chapter event in your region (better yet, contact your local chapter chair and help plan the event!) or visit the website and join in on one of several online chats that we host.

I want to thank all of you for supporting the new board, thank those who are returning and welcome our new board members Randy Topolniski, Sab Sferazza, Nick Spensieri, and Lorne Persiko.

In response to many requests in recent years we will roll out a new, flexible membership rate structure this year. The Board will also meet in February to take care of business, review programs, develop new initiatives and review progress on implementing the strategic plan that was established last February. I urge members to submit their ideas and comments to any board member. It’s your association and I’m sure you have a thought or two on how it can be improved.

I want to thank all of you for supporting the new board, thank those who are returning and welcome our new board members Randy Topolniski, Sab Sferazza, Nick Spensieri, and Lorne Persiko. In my many years on the board I can’t recall a group that provides better representation of our membership; we cover almost every sector of our industry and every region of the country. Thank you also to Ken Petry and Steve Foster for their time on the board and their valuable contributions to the CPA. Finally, I want to thank Ralph Bond for steering the ship so capably through two separate terms as President. If I can do half the job Ralph has done I will have done well.

vant d’oublier, je veux rappeler à tout le monde que la conférence de cette année n’est pas bien loin. Notez du 17 au 21 octobre dans votre calendrier et planifiez un voyage à Vancouver. Le temps y est très agréable en octobre. L’appel aux communications a déjà été effectué et le comité organisateur est en voie de créer un autre grand événement ACS. Mais vous n’avez pas à attendre jusqu’en octobre pour trouver des occasions de réseautage. Prévoyez assister à une activité de votre section régionale (mieux encore, contactez le président de votre section et participez à la planification de l’activité!) ou visitez le site Web et prenez part à l’une des nombreuses discussions en ligne que nous organisons. À la suite de nombreuses demandes ces dernières années, nous mettrons en place une nouvelle structure flexible des taux d’adhésion cette année. Le conseil se réunira en février pour gérer les affaires, faire l’examen des programmes, développer de nouvelles initiatives et examiner le progrès de la mise en œuvre du plan stratégique élaboré en février dernier. Je suggère fortement aux membres de soumettre leurs idées et commentaires à n’importe quel membre du conseil. A TALE OF TOO MANY CITIES:

downtown merchants demand free parking

ANY

municipality wishing to manage parking access in its commercial district(s) usually considers the parking meter as a management mechanism. This is almost always an uneasy solution—especially for small to mid-sized municipalities—and has been so for 80 years. Established digital technology provides a new way out for such municipalities—flexible, friendly, voluntary and free to shoppers.

In several publications predating 1927, support for parking restrictions were voiced “by some downtown businessman and property owners, who feared that traffic congestion, for which they thought the parked car was largely to blame, raised the cost of doing business and reduced the volume of business done.”1 Not long after, in 1935, the mechanical parking meter was invented to address this. While deployment spread rapidly, the parking meter has always had more enemies than friends and continues to draw ire from both parkers and merchants.

Smaller cities like Huntsville, Sarasota, Springfield, and Windsor, with populations ranging from 20,000 to 210,000, have meters going in and out as downtown merchants who compete with others on the outskirts see parking meters as a threat.

HUNTSVILLE, ONTARIO In the spring of 2012 Huntsville replaced all parking meters in the downtown core with “signage…posted in certain downtown areas, limiting parking to no more than a two-hour period.”

According to an article in a local paper,2 the backstory for the Huntsville decision is that its town council had decided a few months earlier to “expand paid parking in the downtown core”. This “met with opposition from [the Huntsville BIA that] argued pay parking and parking tickets create animosity among downtown patrons as well as a competitive disadvantage when compared to other commercial areas in the municipality”. The mayor and council offered two alternatives: full authority over the policing of downtown parking, or replacement of the meters with 2-hour free parking. Characteristically, the BIA chose free-parking.

The Huntsville mayor was then quoted in the same newspaper: “For this new [emphasis mine] strategy to work, it is important that significant efforts be made by all employees in the downtown area to respect the two-hour parking limits that will exist where meters are currently located.

All of us at the Town of Huntsville offices will abide by this and walk a little further to work.” He also promised: “that the two-hour parking enforcement would target repeat offenders.”

Huntsville only has 20,000 people—perhaps more in cottage season.

However much parking congestion drove the invention of the parking meter, this is not an issue that motivates the Huntsville BIA. They are focused on commercial volume.

SARASOTA, FLORIDA Two and a half times bigger than Huntsville, Sarasota Florida experienced a much more difficult time dealing with the issue of paid vs. free parking. Concurrent with the Huntsville about-face, Sarasota made the same decision to end meter use. But this occurred only after a far greater investment in paid parking ($23M) and a struggle described on that City’s website as “a roller coaster ride of decision-making.”3 Several articles published early in 2012 in two local Sarasota papers document a rancorous quarrel between merchants seeking to attract commerce and city officials wishing to manage parking access.4 While the city officials were pointed in the right direction (85% occupancy) the newspaper articles imply that the city may not have taken sufficient care regarding setting price and supply. What appears evident is that the journalists reporting the matter understood the BIA side somewhat more than they did the traffic department’s side. No surprise.

SPRINGFIELD, MISSOURI In a wide ranging historical overview of downtown Springfield Missouri, parking payment is blamed for playing a role in the decline of the city center in the 1970s: “Downtown shoppers and businessmen readily blamed the parking meters (and risk of a parking ticket) as a deterrent to shopping downtown compared to the free parking at the shopping centers… By 1978, the city declared all parking meters to be free and by 1980, all parking meters had been removed from city streets and public parking lots.” 5 Because Springfield removed its meters 36 years ago, nine years before Berners-Lee invented the web, the struggle evident in both Huntsville and Sarasota was not documented on the web for Springfield. In a recent phone conversation with the parking manager in Springfield, I confirmed that two-hour-free, on-street parking in Springfield is managed via tire chalking, and the Springfield traffic department remains frustrated to be without the critical tool of metering to support the effort and expense of parking management.

WINDSOR, ONTARIO Walkerville Ontario, a heritage precinct of Windsor Ontario, is named for Hiram Walker of Canadian Club fame, as opposed to signaling pedestrian friendliness.

In March of 2013, the Walkerville BIA requested of the Windsor Environment, Transportation & Public Safety Standing Committee that the on-street parking meters be removed “stating that 73% of the membership have requested that the meters be removed, and … stating that the parking meters are challenging for small business owners since Devonshire mall has free parking for shoppers.” The Committee denied the request saying, among other things, that “chalking of tires is not an efficient method of assisting with the parking issue.” 6

WHY DOES THIS CONTINUE?

Of these four, only Windsor was able to resist the pressure from its BIA. Why was Windsor’s behavior the exception? One may guess that the committee responsible was aware that granting Walkerville an exception would almost certainly have had a domino effect on the remainder, and larger portion, of Windsor (Walkerville’s population accounts for just under 10% of Windsor’s).

What is critical to appreciate is that in all these cases each side is arguing a very different issue: attracting customers vs managing access (and funding the cost of that management).

The two sides are adversarial—not even on the same playing field—so how can game rules be agreed, much less shared?

Social scientists call this a wicked problem,7 implying that the issue each of these and thousands of other municipalities grapple with will not be resolved in the binary manner that was employed in these cases. In these four examples there is no real resolution, only a stalemate that portends a return for another review in some years.

Parking professionals familiar with the nuances of Donald Shoup’s work may suggest that there is an optimal balance that could address both issues. This would require careful measurement and price calibration, but would not be achievable by cities of this size. We see it succeed in Los Angeles and San Francisco, but not in Sarasota or Windsor. Even Windsor, which managed to retain paid parking, charges a flat $1.25 per hour for every business hour at every meter—hardly what Shoup recommends. Worse, on reading the newspaper accounts, Sarasota appeared to expect 85% occupancy rather than price for it (perhaps that was a nuance the journalist was unable to document adequately). Had there been more diligence in this regard their hourly rates would likely have been lower. Had that been the case, would they have been able to salvage their meter program?

WHAT HAVE WE LEARNED?

The lessons from Huntsville, Sarasota, Springfield and Windsor provide us with four issues to address: • A majority of merchants are convinced that paid parking and parking citations reduce sales (note that this is contrary to the original opinion (above) of those merchants in the late 1920s that gave rise to the parking meter in the first place!).

• Municipal traffic managers are generally certain that free parking can promote congestion.

• Both sides want access management, albeit for different reasons; this requires funding.

• Chalking is expensive and is hard to balance: weak enforcement invites abuse and strong enforcement discourages shoppers.

HOW CAN THIS BE RESOLVED? To address all four issues: • Provide free parking to please merchants and customers.

• Limit free parking to control abuse and address turnover needs.

• Create a source of funding to manage a shopper-friendly enforcement program.

• Minimize the use of citations from chalking.

For areas of time-limited parking, provide a cell phone app to allow parkers to pay a voluntary premium to overstay beyond the initial, free, time grant.

Those parkers would be granted a credential for time paid up to the maximum parking time permitted—possibly all day, where appropriate. (Albany, NY achieved this for their paid parking using progressive pricing in 2012, just as Huntsville and Sarasota were decommissioning their meters.)

THERE ARE FOUR ELEMENTS TO BE NEGOTIATED: FREE PARKING • A base, initial period of free parking would be granted across the municipality. A default might be to grandfather what is already in place (e.g., two hours). If vacancy rates lower than 15% are common, start with a shorter free period (e.g., 90 minutes). It is easy to extend a free period—or extend them via the app in exchange for merchant coupons.

• As a program matures, free-parking allotments could differ by location, time of day or day of week. Since the program is voluntary, the minimum-determined, free-parking time is posted for all parkers, but app users can take advantage of any additional time allotments at various locations or times of day as would be available on their phone.

• Shoppers pay for extended parking by shopping. Non-shoppers can either participate by paying to overstay or by adhering to posted limits.

• The key to simplicity is a single, default grant across the municipality as is currently common.

TURNOVER • At times and districts with greater than 15% vacancy, grant additional time via the app; since the app is voluntary and on a smart-phone, considerable flexibility is possible. This also provides greater opportunity for location-based merchant e-coupons which would help fund the system, keeping parking free for bona-fide shoppers.

• Vacancy rates can be determined via observation initially, and inferred from the app once 10% of parkers participate.

• Pricing for overstaying would reflect demand. Progressive pricing can be used to control turnover to preserve the desired vacancy rate.

FUNDING • The fees assessed for overstaying should be modest to keep parkers and merchants happy, but sufficient to manage turnover and pay for the program. This could be reassessed quarterly until the right price is determined. Los Angeles and San Francisco showed how to slowly converge to the right price with very small hourly increments ($0.25 in both cases); no one likes rapidly changing fees. These two cities took about a year to settle on optimal prices, which on average changed very little, while still reducing parking congestion.

• Overstay payments could be credited by electronic merchant refund tokens so that parking can effectively remain free for bona-fide shoppers, i.e., merchants use free parking to attract paying customers.

TIRE CHALKING • Tire chalking would continue. As the program matures, there would be predominantly three types of non-participating parkers: Parkers that simply comply with the posted times, visitors (tourists), and scofflaws that intentionally ignore the time limits. Visitors can be handled via a first-timewarning (no-citation) and a small merchant credit should they elect to use the smart-phone app, later. Scofflaws would still be subject to citations via chalking.

WITH THIS APPROACH, over-stayers who are shoppers could earn sufficient credits from

shopping to stay as long as they need. Over-stayers who are not shoppers would still be able to over-stay, and could pay modestly to avoid tire-chalking citations. But most importantly, merchants who are serious about business volume have a new way to attract customers to their businesses. n

Ted Seeberg was a partner with the firm Read Jones Christoffersen. Ted founded RJC’s specialized area of practice in parking design, and in the early days of parking design Ted was one of a small number of specialists in North America who developed this into a specialty. Ted was a founding member of the CPA, and when he died in 1985 the people at Read Jones Christoffersen wanted to create a lasting tribute to him, so they founded the Ted Seeberg award for outstanding contribution to the parking industry.

The award can be a single or life-time achievement.

Cities across North America now recognize the indisputable connection between health and the built environment. Change is happening, the pieces are coming together… but we can do more. And, specific to this article, people in the parking industry need to be involved active participants in the movement towards integrated sustainable mobility.

PARKING – A CONNECTED PIECE OF THE INTEGRATED MOBILITY SOLUTION Over the years ACT Canada has delivered annual inspiring Summits on sustainable mobility – showcasing examples of leading policy changes, TDM strategies, programs, innovations and collaborative efforts to increase the use of sustainable travel options.

Since the inception of ACT Canada almost 15 years ago, the Canadian Parking Association (CPA) has been a strategic ACT Canada partner, recognizing even back then, the critical role of parking in the integrated sustainable mobility puzzle. Each year CPA takes on a key and visible role in the Summit helping to address and raise awareness of parking related factors influencing urban mobility.

This year ACT Canada will be delivering Canada’s first ever integrated transportation - health focused summit, Sustainable Mobility & Healthy Communities Summit to accelerate the health-driven shift away from carfirst communities toward a new emphasis on walking, cycling, public transit, ridesharing and efficient car use. We’re at a ground-breaking pivot point in addressing sustainable mobility and we need parking industry stakeholders at the table.

ACT Canada’s sustainable mobility wheel includes parking in many segments and understanding how and where parking fits might better influence increased engagement by parking stakeholders. CANADIAN PARKING FOUNDATION

Research Grant Program The Canadian Parking Association Charitable Foundation (CPF) was founded in 1996 to advance education and research in the parking industry. A biennial World Parking Symposium (WPS) is held to share global best practices with international delegates. The Foundation awards funding to those who demonstrate excellence and merit recognition for their work on parking related research that advances the field of parking and sustainable transportation. The research grant program is administered through the CPF.

The goal of this research grant program is to create a body of knowledge through progressive research and education in the field of parking.

Research topics should contribute to the expansion of basic knowledge or apply such knowledge to the research of parking as an integral component of a sustainable transportation system. Topics may include, but are not limited to, operations, construction, maintenance, wayfinding, transportation demand management, integrated multimodal sustainable transportation systems, parking & sustainable modes (transit, carpooling, carsharing, cycling, bikesharing, walking), urban design, built environment, economic growth or other topics that benefit the owner, operator and/or user of the parking facility as well the local community. The research should be relevant and timely.

DESCRIPTION Two research grants, each in amounts of up to $10,000, are available annually. One or two year projects are eligible. Successful applicants will be required to submit for review a progress report and a final report. The research grantee’s final report should be of a quality and in a format suitable for publication in a peer reviewed scholarly or industry journal. It is also strongly recommended that the researcher present their findings at either the biennial World Parking Symposium (WPS) or the annual Canadian Parking Association (CPA) conference.

ELIGIBILITY Research grants are available to faculty or students at institutions of higher learning, masters and doctoral level research, postdoctoral research as well as governmental, NGO and industry led research. Proposals are accepted from all researchers globally.

PAST RESEARCH GRANT AWARDS In the fall of 2010 the Canadian Parking Foundation awarded its first research grant amounting to $10,000 to Rachel Weinberger an Assistant Professor of City and Regional Planning at the University of Pennsylvania.

The topic she submitted was to study the effects of on-site parking on home values in New York City. An understanding of the implicit market price for parking will help cities better understand under what conditions they should impose maximum or minimum parking requirements and under what conditions they might rethink their policies and rely more heavily on industry partners to determine supply, demand and appropriate pricing for this commodity.

In 2012, the award was granted to Katherine Morton, Senior Planner, Education and Research at the Canadian Urban Institute for a project entitled “Rethinking Surface Parking for Pedestrian Friendly Office Development”.

This project outlined best practice strategies to attract high density parking options that could facilitate office growth, in a range of urban contexts (established downtowns, emerging downtowns, office parks and individual developments). This research also illustrated the role and influence individual stakeholders have in addressing this challenge (municipalities, private developers, tenants and employees). Case studies provided insight on how these strategies can be effectively integrated and implemented.

EVALUATION PROCESS Each proposal will be evaluated by a multidisciplinary sub-committee made up of Directors of the CPF. If necessary, outside support will be sought, depending on the proposal submitted. Final decisions on the allocation of funds will be made by the full Board of the CPF.

EVALUATION CRITERIA Proposals submitted will be evaluated on the following criteria: Quality of the proposal – The proposal must clearly define the issue being researched and describe the methodology that will be used to investigate the problem. The objectives must be clearly stated. Professional outcomes must be consistent with the highest academic standards for scholarly productivity in the discipline.

Importance to the industry – The proposed research must define activities that are expected to make a significant impact on the field of study.

Breadth and depth of the proposed research – The proposed research should be part of a significant project, one which will provide long range benefits both to the parking and transportation industries as well as have identified community benefits.

Research productivity – The applicant’s research experience and record as determined by scholarly publications or presentations.

Is the applicant qualified to carry out the proposed research?

Applicants research funding – The total project cost must be clearly identified along with all other subsidies, grants, bursaries, awards, etc.

APPLICATION SUBMISSION Research grants are awarded on April 1 and September 1 of each year. Proposals for research grants will be accepted throughout the year. To be considered for a specific research grant award, proposal submissions must be received on or before the due dates below; April 1 Research Grant Award – Proposals due February 1 September 1 Research Grant Award – Proposals due July 1 Incomplete applications will not be considered.

The CPF shall have a permanent non-exclusive royalty free license to use any concept, product or process, which is patentable, capable of trademark, or otherwise produced by or resulting from the research rendered by the applicant in connection with the project.

How To Apply Proposal Format Research proposals will be limited to 7 single spaced pages that include the following headings, in the order identified: 1. Project Title.

2. Project Participants. Provide an overview of all project participants, including the location/Country where the research will be conducted. Resumes may be included in an Appendix.

3. Project Background. Brief review of relevant research/policy literature. Project justification.

4. Project Description. Proposed topic and its importance. How is it new, unique or different? What will it contribute to the industry and who will benefit? Symbolic or figural model outlining the framework of the study. Importance of findings to the industry 5. Project Methodology. Description of methodology proposed, including data collection and methods of analysis 6. Evaluation Plan. Description of desired project outcomes and results

FUNDING CRITERIA

7. Schedule. Provide a project schedule.

An applicant may submit only one proposal to the CPF Research Grant Program for review at any one time. All research grantees will be required to submit a brief (3-6 pages) progress report mid-way through the grant period. A final report will be submitted at the end of the grant period. Funding will be linked to the approval of the progress report and the final report. Grantees will receive one-third of the total award at the beginning of the grant period,

SCOTT WALLACE (CPA PRESIDENT) Read Jones Christoffersen Ltd. As Managing Principal, Scott heads RJC’s Toronto Structural Engineering and Parking Facility Design teams. He is an industry leading expert in parking planning and structural design, has been responsible for a number of awardwinning parking projects and has written for several publications related to parking design. Scott is known for his skill in finding innovative solutions to technical challenges and his sensitivity to projects with community concerns and special client needs.

Scott graduated from the University of Waterloo in 1983. He was employed in structural design, research and development and construction while in the university’s co-operative program. Scott joined RJC in 1985 as a Design Engineer and was made a Principal in 1991. He has functioned as Principal-in-Charge or Project Engineer on many of the Toronto office’s major projects.

Scott is a member of the Association of Professional Engineers of Ontario, and associate member of the Canadian Society for Civil Engineering, the Canadian Institute of Steel Construction, a member of the National Parking Association and is the current president of the Canadian Parking Association. n n n n n

Rick is the General Manager of WPS Canada Inc. With a B.BA from York University, Rick’s career started in business software applications and he was unsuspectingly and swiftly steered into the transportation and parking industry, spending the past 21 years helping customers implement solutions to manage space and time as they relate to parking access and revenue control systems.

Rick has been privileged to serve on the Board of Directors for the past nine years, during a time when the Association has achieved a number of positive goals. Rick’s personal commitment as a Director is to promote sharing of knowledge and networking amongst members, connect the CPA to related industries, and promote the CPA and its members within the wider business community and in the community at large.

Born in Montreal, Rick bleeds the ‘bleu, blanc et rouge’ of the club de hockey Canadiens. He has been married for 22 years to his wife Margaret and has two children: Blake, 18 and Carley, 12. Rick is an active volunteer, coaching kids’ sports teams, and was involved in the Big Brothers program for many years. n n n n n

Né à Montréal, Rick a le « bleu, blanc et rouge » du club de hockey Canadiens tatoué sur le cœur. Janice Legace has been the Parking Services Manager for the City of Fredericton since 1996 and is currently part of the City’s new Process Improvement Team. Janice is a graduate of the University of Maine with a major in Public Administration. She has worked at the University of New Brunswick Transportation Group, with the Department of Transportation and for several departments within the City of Fredericton including Police and Transit. Janice is training to be a Lean Six Sigma Black Belt and practicing to be a team facilitator. This has afforded her the opportunity to meet all sorts of City employees and work with them to find better and easier ways to deliver municipal services. Janice feels it is rewarding to be a part of something bigger just like it is rewarding to be part of the Canadian Parking Association. Janice looks forward to developing activities and membership in the Atlantic region. n n n n n

Daniel Germain serves as Operation Vice-President for Vinci Park Canada Inc. and has over 25 years of progressive management experience in the parking industry. He holds a computer and electronic college degree from Hertzing Institute in Montreal. Mr. Germain joined Gestiparc as a shareholder in 1998. In his position of Operations Manager, he participated in the development of Gestiparc in Montreal and Ottawa, and in 2004 launched operations in Toronto. In 2004 Vinci Park purchased a majority of share of Gestiparc and Daniel was promoted to Operation VicePresident in 2005. He is a Director for the Canadian Parking Association representing the Quebec region on the board. n n n n n

Impark Brett Bain is the Manager of Parking and Ground Transportation for the Edmonton International Airport, the highest per-capita parking of any Canadian airport, boasting 11,400 parking stalls. Brett is a frequent guest speaker on airport parking in North America and Europe. His career in parking began as a 12-year-old when he was hired by a parking company to do lot counts and violation reports. This early introduction to parking research helped plant the seeds for a career in the industry.

Prior to joining Edmonton Airports, Brett designed parking control and access systems for large commercial and industrial operations across Canada. In addition to parking systems design, Brett was the Operations Manager for several years with Imperial Parking Limited and holds several Information Technology software certifications. Brett is also an active member of the Technology Committee of the International Parking Institute.

Being responsible for the Major Markets portfolio, including healthcare, post-secondary education, municipal, airports, hospitality and large-scale stadium and event venues., Kobie manages multiple teams of parking professionals and oversees key client relationships with a goal to aggressively expand Impark’s presence in each Major Market segment through the development and execution of targeted strategic objectives in the areas of operations, human resources, business development, marketing and technology. He also oversees the acquisition and Concession / P3 / Design Build opportunities.

Nick Spensieri is the Director of Multi Modal Infrastructure at GO a division of Metrolinx. His currently responsibilities include oversight on the construction of GO’s Parking, Stations, and Bus Infrastructure. Currently he has over 150 projects at various stages of feasibility, design and construction. This includes 50 parking projects, 10 of which are parking structures.

Nick has been employed in the parking and transportation planning industries for twenty eight years, both in the public and private sectors. He is a Certified Civil Transportation Engineering Technologist and Holds a degree in Urban Studies.

Lorne joined the Toronto Parking Authority’s (“TPA”) Real Estate Group in 1992 and was appointed as the TPA’s new President in 2012. Prior to his position as President, Lorne served as Vice President of Real Estate, Development and Marketing at the Toronto Parking Authority, with over 25 years of real estate and development experience.

As Vice President, Lorne lead the acquisition, development, construction and asset management of TPA’s 200 plus real estate portfolio. He was directly responsible for creating a unique public/private joint venture structure which resulted in over 3.5 million square feet of residential and commercial development, yielding the City of Toronto over $100 million. Lorne has been active with the Canadian Parking Foundation for several years. n n n n n

I too found myself stepping into an “out of the ordinary” career in the parking world. In July 2007 I began as the Manager of Enforcement for the Winnipeg Parking Authority, four years later I was hooked on parking and in December 2011 appointed to my current position as Chief Operating Officer. I have never looked back at this decision and continue to be impressed with the professionalism and collaboration between parking organizations and parking professionals. I have embraced continued professional development through the CPA (CCPFM) and most recently, graduated from the International Parking Institute’s “Certified Administrator of Public Parking” (CAPP) program in 2012. I look forward to sharing my years of judicial and parking experience in my role as a CPA Director.

London Health Sciences Centre Sab has been employed by London Health Sciences Centre for 27 years. In 1987 he joined as a Management Engineer in the Computer department. Shortly after that he became Director of Building Services at Victoria Hospital. In 1995 Victoria and University Hospitals merged to become the London Health Sciences Centre and Sab filled the role of Director of Corporate Customer Service. With many changes over the years, Sab is now responsible for Fire and Security, Emergency Management, Retail Food, Switchboard, Parking, Portering, Linen, Transportation, Printing, Visual Services, Sterile Processing, Patient Food Services, Housekeeping and the Customer Support Centres and the portfolio was renamed to Customer Support Services.

Les bourses de recherche DE L’ASSOCIATION CANADIENNE DU STATIONNEMENT

Créée en 1996, la Fondation caritative de l’Association canadienne du stationnement (FCS) fait progresser l’enseignement et la recherche dans l’industrie du stationnement. Tous les deux ans, elle organise un Symposium mondial sur le stationnement (SMS) pour permettre le partage de pratiques exemplaires entre participants internationaux. La FCS accorde aussi des bourses aux chercheurs dont les travaux sur le stationnement et le transport durable font preuve d’excellence et méritent d’être encouragés.

Ces bourses ont pour but de créer un ensemble de connaissances par la recherche et l’enseignement dans le domaine du stationnement. Les projets de recherche sélectionnés doivent élargir les connaissances ou appliquer celles-ci à la recherche sur le stationnement comme élément d’une filière durable du transport. Ils doivent porter sur un sujet bénéfique au propriétaire, à l’exploitant ou à l’usager de parcs de stationnement, ainsi qu’à la collectivé, comme : le fonctionnement, la construction, l’entretien, l’orientation, la gestion de la demande en transport, les réseaux de transport multimodaux intégrés et durables, le stationnement et les modes durables (transport en commun, covoiturage, vélo, partage de voiture ou de vélo, marche), l’urbanisme, l’environnement bâti ou la croissance économique.

DESCRIPTION La FCS accorde annuellement deux bourses de recherche d’une valeur maximale de 10 000 $ chacune. Elle accepte les projets d’un ou de deux ans. Les candidats sélectionnés devront produire un rapport d’étape et un rapport final. La qualité du rapport final doit être suffisante pour en permettre la publication dans un périodique universitaire ou sectoriel à comité de lecture.

Les chercheurs sont fortement encouragés à présenter leurs résultats au SPS ou au congrès de l’Association canadienne du stationnement (ACS).

ADMISSIBILITÉ

ÉVALUATION

Sont admissibles à une bourse de recherche les professeurs et les étudiants des établissements d’enseignement supérieur, les projets de recherche de maîtrise, de doctorat et de postdoctorat, ainsi que les recherches menées par les gouvernements, les ONG et l’industrie, sans restriction géographique.

Chaque dossier sera soumis à l’évaluation d’un sous-comité multidisciplinaire composé d’administrateurs de la FCS. Si le sujet de recherche l’exige, celui-ci fera appel à des intervenants externes. Le choix définitif des boursiers revient au conseil d’administration de la FCS.

ANCIENS BOURSIERS À l’automne 2010, la FCS a accordé sa première bourse de recherche de 10 000 $ à Rachel Weinberger, professeure adjointe en urbanisme à l’Université de la Pennsylvanie.

Elle avait soumis un projet d’étude sur l’effet du stationnement sur place sur la valeur des résidences à New York. En comprenant bien le prix implicite du stationnement sur le marché, les villes pourront réévaluer leurs normes minimales ou maximales de stationnement et leurs politiques, afin de confier plus souvent la gestion de l’offre, de la demande et du prix adéquat du stationnement à leurs partenaires du secteur du stationnement.

En 2012, la FCS a accordé une bourse à Katherine Morton, planificatrice principale à l’enseignement et à la recherche à l’Institut urbain du Canada, pour un projet intitulé : « Repenser le stationnement en surface pour le développement d’espaces commerciaux conviviaux pour le piéton. » Ce projet a défini les pratiques exemplaires utilisées pour attirer des options de stationnement à densité élevée susceptibles d’encourager la croissance des espaces à bureau (centres-ville établis ou émergents, parcs commerciaux, développements individuels).

Cette recherche a aussi mis en lumière le rôle et l’influence de chaque intervenant (municipalités, développeurs privés, locataires, employés). L’intégration et la mise en œuvre de ces stratégies sont illustrées par des études de cas.

CRITÈRES D’ÉVALUATION Les critères suivants serviront à l’évaluation des dossiers de candidature : Qualité du projet de recherche : Le dossier doit définir clairement l’enjeu de la recherche et décrire la méthodologie qu’on utilisera pour l’aborder. Les objectifs doivent être clairement énoncés. Les livrables professionnels doivent répondre aux normes universitaires les plus élevées en matière de production académique.

Importance pour l’industrie : Le projet de recherche doit définir des activités susceptibles d’avoir un impact important sur le champ d’études. Étendue et profondeur du projet de recherche: Le projet de recherche devrait s’inscrire dans un projet d’envergure qui produira des retombées à long terme pour l’industrie du stationnement et du transport, en plus de présenter des avantages précis pour la collectivité.

Productivité en recherche : L’expérience et le dossier du candidat en recherche, évalués selon ses publications et présentations universitaires. Le candidat est-il qualifié pour mener à terme le projet de recherche proposé?

Financement du projet de recherche : Il faut identifier clairement le coût total du projet et toutes les autres subventions, bourses, etc.

CRITÈRES DE FINANCEMENT Le candidat peut soumettre un seul dossier de candidature à la fois au programme de bourse de recherche de la FCS. Le boursier devra soumettre un court rapport d’étape (trois à six pages) à mi-chemin de la période subventionnée. Il devra ensuite remettre un rapport final à la fin de cette période. Le financement est conditionnel à l’approbation du rapport d’étape et du rapport final. Le boursier recevra le tiers de la bourse au début de la période, le deuxième tiers à l’acceptation du rapport d’étape et le dernier tiers à l’acceptation du rapport final.

Nous acceptons les pièces jointes : curriculum vitæ des membres de l’équipe de recherche (s’il s’agit d’une équipe) avec l’affiliation et le rôle de chacun, bibliographie, liste de variables, modèle, tableaux, etc. Ces pièces jointes ne comptent pas pour la longueur maximale de sept pages. n

Rideshare Technology - no longer just for carpools

A glimpse into what is happening now & what the future may hold for Accelerating Innovative Parking Strategies

O

nline rideshare matching started out over ten years ago as a mechanism to help people find carpool partners.

They were launched by a few of the most forward thinking municipalities and private sector companies to help their residents or employees choose an alternative to driving alone.

Fast forward a decade and everything has changed. The internet and associated rapid technology advances, along with private and public sector demand (mostly south of the border), have resulted in a few of these systems being fully integrated multimodal transportation portals – and they include parking!

Streamlined integration with a multimodal focus are the fundamental elements that have resulted in the increased effectiveness of these rideshare systems and their growing use worldwide.

Understanding how parking stakeholders can use or integrate with this technology can be a vital business strategy for parking organizations. A glimpse into the state of rideshare technology today and where it’s going might help you with your business decisions or open up opportunities for collaboration and engagement with other transportation stakeholders.

What are the high level components included in an online rideshare system today?

Who buys rideshare systems and why?

There are two primary purchasers of these systems – public sector (city, regional level) and private sector (employers or universities/colleges). Each launch a rideshare system in response to their unique challenges or needs:

PUBLIC SECTOR: Canadian cities are facing a new transportation reality - Insufficient money, land and public support to meet future needs by road-building - Air quality, climate change, energy conservation, congestion are major public issues - Maximize the return and efficiency on smart infrastructure investments - Physical inactivity/obesity - Government leadership critical Inclusion of Sustainable Mobility strategies can: - Make today’s infrastructure more efficient - Make new infrastructure investments more successful (e.g. transit improvements) - Help resolve short-term traffic issues, such as during major construction projects - Slow congestion growth, and even reverse it

PRIVATE SECTOR:

Private sector companies are often facing parking demand issues, consolidation/expansion or desire to improve their sustainability portfolio.

Launching a commuter options program includes the provision of access to an online rideshare system, or in the case of most organizations, the online rideshare system becomes their commuter portal. Benefits include: - Improved employee health - Increased productivity - Reduced parking requirements & associated cost savings - Improved employee satisfaction - Access to employees through improved transportation options - Improved corporate social responsibility (CSR) - Response to mandates (more common in the USA) - More competitive cities attract more new businesses The specific ‘department’ that is involved in the purchasing decision is usually transportation, TDM or transit in the public sector and the parking, TDM or facility management in the private sector or university/college setting. Most commonly it tends to come down to one or two forward-thinking individuals who are the leading innovators in their organization who pursue and manage the rideshare system.

While there are many hosted rideshare systems on the market, there are really only a very small few who can provide the enterprise level services demanded from cities and organizations today.

Multimodal systems include matching for not only carpools, but for bike, walking and transit buddies. They include online transit, bike and walking planners, links to transportation agencies, park & ride lots, shuttle routes, EV charging stations, carpool parking and more. They can be the key online resource offered to the public or employees for transportation or commuting information.

Private sector organizations or universities/ colleges often offer closed systems with single sign on authentication.

Understanding online rideshare functionality from a high level perspective

Mobility Management System Full mobility or commute management portals offer integrated functionality. Online rideshare sites can offer all the following functionality through a single login – everything is integrated and intelligent logic ‘remembers’ addresses, preferences and history.

Core Rideshare Matching Find carpool partners or bike, walking and transit buddies. Searches are filtered by proximity to origin, destination, travel route, travel schedule and personal preferences (gender, smoker, driver/passenger), student/ staff separation, etc.

Custom Sub-sites Cities or organizations can launch one high level site with distinct and separately branded sub-sites within the same database.

Incentive Management People logging sustainable trips qualify for incentives. Incentive management can be quite complex or straightforward. Some cities encourage users to log their sustainable trips and then offer random draws for national or local retailers. Organizations often go one step further and enhance the system to link in with AMEX, Visa or other reward cards (or cash). The level of incentives offered typically is dependent upon the problem that the system was launched to address (e.g. congestion, parking demand/supply, compliance, etc.). When parking demand is a critical factor significant incentives can be offered to offset or delay the construction new parking infrastructure.

Used in state-wide or city systems to allow for uniquely branded regional or employer sites, and by organizations who have locations throughout North America or globally, each sub-site can include locationspecific information and be geocoded to a centroid in that specific location.

Carpool Parking Management Supporting sustainable travel choices includes the provision of priority carpool parking spaces. The system will let people register their carpool group and vehicles in order for the organization to distribute carpool parking hangtags.

Social Network Integration Allows for Facebook login and the posting of information to social networking sites by users (e.g. posting of “I cycled to work today and saved 32 kg of greenhouse gas emissions).

Priority carpool parking is used by private sector employers for their own parking lots.

Nortel was the first in Canada to dedicate almost 15% of their onsite parking for carpoolers.

Single Trip Matching Find carpool partners for one-off trips based on the core rideshare searching criteria, allowing for ‘instant or dynamic’ matches by geocoding location.

Trip Logging Calendar The most used feature on these websites is user logging of their sustainable trips. The system automatically calculates emission, health and cost benefit savings. The trip calendar is often (particularly in the USA) linked to incentives.

Priority carpool parking can also be offered through the system for public park and ride lots.

Routing or Points of interest Systems are now integrating with other database feeds, bringing in park and ride locations, bike share stations, vanpool routes (USA) or other elements that an organization wants to display on a responsive map (users can click, for example, on a park and ride location to set it as their origin or destination).

The integration with other XML data feeds is a hugely significant opportunity for the parking industry.

Carpool Group Management Some organizations offer cash or other perks besides priority parking to registered carpool groups. This component of the rideshare system allows users to register and validate their carpool group members.

Vanpool Participant Management In the USA, vanpools are a rapidly increasing service offered by transit authorities, 3rd party vendors or organizations. Rideshare systems provide users with information on relevant vanpool routes and allow them to join or go on a waitlist for this specialty service.

Survey Integration Monitoring, measurement and reporting on sustainable travel options is a fundamental requirement by all organizations. The inclusion of surveys embedded in the rideshare system allows administrators to better market and promote sustainable transportation services. >

Parking Space Finder In line with the new sharing economy, the integrated parking space finder allows people or parking lot providers to post available private parking spaces for rent. Users can search based on proximity to their desired origin/destination.

Commuter Challenge Challenges help to build engagement and a commuter challenge module that allows for joining teams and provides team rankings is often a critical feature for organizations looking to build engagement and promote sustainable travel options.

Of interest, the private parking space finder application is used by cities that experience challenges with on-street parking during winter snow clearing. The private parking space finder makes use of available parking in the community to get these vehicles off the road for snow clearing.

School Pool School pool matching reduces traffic around schools by facilitating carpooling by parents for children going to the same school, helps create walking school buses or bike trains for active transportation promotion

Emergency Ride Home Organizations encouraging sustainable commute options support their use by offering a guaranteed ride home in case of emergencies (unscheduled overtime, carpool partner leaves early, child sick, etc.).

The ride share system tracks claims and approvals. Often the use of the emergency ride home module is tied to the commute calendar where only those logging a certain number of sustainable trips qualify.

General Info Finally these ride share sites can now be the single portal into all information related to transportation, parking and sustainable travel choices. The ability for administrators to edit content encourages and supports dynamic websites and helps build awareness and participation. Mobile app’s offer users the ability to use the system while not at their desks. The most common functionality transferred to an app includes the core rideshare matching, single trip matching, trip logging and incentives. And finally, access to data is critical.

Enterprise level rideshare systems provide 24/7 data access, exporting, mapping, integrated email, filtering and more.

Existing and Future Opportunities for the parking industry Significant opportunities exist for parking industry stakeholders to embrace and get on board with rideshare technology for their organization:

UNIVERSITIES/COLLEGES If you manage parking at a university or college, launching a rideshare system offers significant benefits (and they are usually managed through the parking department): • Removing transportation barriers improves campus attractiveness to students; • improves sustainability portfolio; • lower parking demands can free up parking lands for new buildings;

I am relatively new to the parking field and have enjoyed the learning process. I am a university graduate and have been working for the City of Lethbridge for approximately 5 years.

It started out as a summer position and has turned into a career. I am currently responsible for repair and maintenance of approx 1600 single space meters, as well as off-street lots. The CCPFM course will hopefully allow me opportunity to advance in the parking field as I always enjoy new challenges. In my spare time I enjoy being physically active and spending time with family.

LE STATIONNEMENT — un élément clé de la mobilité durable intégrée!

Plusieurs villes en Amérique du Nord reconnaissent maintenant le lien indiscutable entre la santé et l’environnement construit par l’homme. Un changement est en cours, les pièces du casse-tête s’assemblent… mais nous pouvons en faire plus. Et, relativement à cet article, les personnes travaillant dans le domaine du stationnement doivent être des participants actifs impliqués dans le mouvement pour une mobilité durable intégrée.

LE STATIONNEMENT – UN ÉLÉMENT CLÉ DE LA SOLUTION INTÉGRÉE DE MOBILITÉ Au fil des ans, ACT Canada a tenu des sommets annuels inspirants sur la mobilité durable — présentant des exemples d’importants changements aux politiques, de stratégies de GDT, de programmes, d’innovations et d’efforts collectifs pour augmenter l’utilisation de moyens de transport durables. Depuis les débuts d’ACT Canada il y a presque 15 ans, l’Association canadienne du stationnement (ACS) est un partenaire stratégique d’ACT Canada qui a reconnu dès le départ le rôle important du stationnement dans le casse-tête de la mobilité durable intégrée. Chaque année, l’ACS joue un rôle clé dans le sommet en aidant à susciter un intérêt accru pour les facteurs reliés au stationnement qui influencent la mobilité urbaine.

Cette année, ACT Canada tiendra le premier sommet canadien sur le transport intégré ciblant la santé, Mobilité durable et communautés en santé, afin d’accélérer le passage sain des communautés préférant la voiture vers de nouvelles priorités telles la marche, le vélo, le transport public, le covoiturage et l’utilisation efficace de la voiture. Nous sommes à un tournant décisif en matière de mobilité durable et nous avons besoin d’intervenants dans le domaine du stationnement à notre table.

municipalité qui souhaite gérer l’accès au stationnement dans ses quartiers commerciaux considère habituellement le parcomètre comme un mécanisme de gestion. C’est presque toujours une solution difficile, surtout pour les petites municipalités et celles de taille moyenne, et c’est le cas depuis 80 ans. Une technologie numérique établie, souple, conviviale, volontaire et gratuite pour les acheteurs offre un nouveau choix à ces municipalités.

Dans plusieurs publications antérieures à l’année 1927, certains hommes d’affaires et propriétaires de commerces au centre-ville approuvaient les restrictions en matière de stationnement, car ils craignaient que la congestion, pour laquelle ils accusaient les voitures stationnées dans les rues, n’augmente le coût des affaires et diminue le volume d’affaires réalisé. 1 Peu de temps après, en 1935, le parcomètre mécanique a été inventé afin de régler ce problème. Bien qu’il se soit répandu rapidement, le parcomètre a toujours eu plus d’ennemis que d’amis et continue de provoquer le courroux des commerçants et des conducteurs.

Les parcomètres des plus petites villes telles Huntsville, Sarasota, Springfield et Windsor, dont les populations varient de 20 000 à 210 000 habitants, disparaissent et apparaissent puisque les commerçants des centres-villes qui compétitionnent avec d’autres commerçants en périphérie considèrent les parcomètres comme une menace.

HUNTSVILLE, ONTARIO Au printemps 2012, Huntsville a remplacé tous les parcomètres du centre-ville par de la « signalisation… affichée dans certaines aires du centre-ville, limitant le stationnement à une période maximale de 2 heures. » Selon un article paru dans un journal local,2 ce qui a motivé la décision de Huntsville était que son conseil municipal avait décidé quelques mois plus tôt « d’élargir le stationnement payant au centre-ville. » Cela « s’opposait à [la Zone d’amélioration commerciale (ZAC) de Huntsville] qui soutenait que le stationnement payant et les amendes de stationnement créent de l’animosité chez les clients du centre-ville ainsi qu’un désavantage compétitif en comparaison avec d’autres zones commerciales de la municipalité. » Le maire et le conseil ont proposé deux options : la pleine autorité sur le contrôle du stationnement au centre-ville, ou le remplacement des parcomètres par des zones de stationnement gratuit pour une période de 2 heures. Comme on pouvait s’y attendre, la ZAC a choisi le stationnement gratuit.

Le maire de Huntsville a ensuite été cité dans le même journal : « Pour que cette nouvelle [accentuation de l’auteur] stratégie fonctionne, il est important que des efforts significatifs soient faits par tous les employés du centre-ville afin que les limites de 2 heures qui seront instaurées aux endroits où il y a actuellement des parcomètres soient respectées. Nous tous qui travaillons aux bureaux de la Ville de Huntsville nous conformerons à cette règle et marcherons un peu plus pour nous rendre au travail. » Il a également promis : «que la mise en vigueur du stationnement de 2 heures ciblerait les récidivistes. » Huntsville compte seulement 20 000 habitants, peut-être plus dans la saison estivale. Peu importe l’étendue de la congestion des stationnements ayant mené à l’invention du parcomètre, ceci n’est pas une question qui motive la ZAC. Leur objectif est le volume commercial.

SARASOTA, FLORIDA Deux fois et demie plus grosse que Huntsville, la ville de Sarasota en Floride a connu une époque beaucoup plus difficile avec le problème du stationnement payant contre le stationnement gratuit. Au même moment que Huntsville, Sarasota a pris la même décision qu’eux, soit de ne plus utiliser de parcomètres. Cependant, cette décision a été prise à la suite d’un investissement beaucoup plus important dans le stationnement payant (23 millions de dollars) et d’une lutte décrite sur le site Web de la Ville comme « une montagne russe de prises de décision. »3 De nombreux articles publiés au début de l’année 2012 dans deux journaux locaux de Sarasota décrivent une importante querelle entre les commerçants qui cherchent à attirer les clients et les fonctionnaires municipaux qui souhaitent gérer l’accès au stationnement.4 Bien que les fonctionnaires municipaux se soient orientés dans la bonne direction (85 % d’occupation), les articles de journaux sous-entendent que la Ville ne s’est peut-être pas suffisamment préoccupée de la fixation du prix et de la disponibilité. Ce qui semble évident est que les journalistes qui couvrent ce sujet ont mieux compris les arguments de la ZAC que ceux du département. Ce qui n’est pas surprenant.

SPRINGFIELD, MISSOURI Dans un large aperçu historique du centre-ville de Springfield au Missouri, le stationnement payant est blâmé pour avoir joué un rôle dans le déclin du centre-ville dans les années 1970 : « Les clients et les hommes d’affaires du centreville ont rapidement blâmé les parcomètres (et les risques d’avoir une amende), trouvant qu’ils dissuadaient les clients de faire leurs achats en ville puisque des centres commerciaux offraient des stationnements gratuits. … En 1978, la Ville a déclaré que tous les parcomètres seraient gratuits et en 1980, tous les parcomètres avaient été retirés des rues de la ville et des aires de stationnement publiques. »5 Puisque Springfield a retiré ses parcomètres il y a 36 ans, soit 9 ans avant l’invention du Web par Berners-Lee, la lutte, apparente dans les villes de Huntsville et de Sarasota, n’a pas été documentée sur le Web pour Springfield. Dans une récente conversation téléphonique avec le gestionnaire du stationnement de Springfield, j’ai confirmé que les 2 heures gratuites pour les stationnements de rue à Springfield sont contrôlées en marquant les pneus des voitures avec de la craie. Le département de la circulation de Springfield demeure frustré de ne pas posséder l’outil essentiel qu’est le parcomètre pour soutenir les dépenses et l’effort investis dans la gestion du stationnement.

WINDSOR, ONTARIO Walkerville, un quartier historique de Windsor en Ontario, est ainsi nommée pour Hiram Walker du célèbre Canadian Club, et non pour souligner l’aspect invitant pour les piétons. En mars 2013, la ZAC de Walkerville a demandé au Comité permanent de l’environnement, du transport et de la sécurité publique de Windsor que les parcomètres dans les rues soient retirés « sous prétexte que 73 % des membres ont demandé que les parcomètres soient retirés, et… sous prétexte que les parcomètres sont un obstacle aux propriétaires de petites entreprises puisque le Devonshire Mall offre un stationnement gratuit aux clients. » Le Comité a refusé la demande en affirmant, entre autres choses, que « le marquage des pneus à la craie n’est pas une méthode efficace pour améliorer le problème du stationnement. »6

POURQUOI CELA PERSISTE-T-IL? Parmi ces quatre villes, seule Windsor a su résister aux pressions de sa ZAC. Pourquoi le comportement de Windsor estil une exception? Peut-être parce que le comité responsable était conscient que le fait d’accorder une exception à Walkerville aurait presque certainement un effet domino sur la plus grande partie restante de Windsor (la population de Walkerville compte seulement pour un peu moins de 10 % de la population de Windsor).

Ce qu’il est essentiel de comprendre est que dans tous ces cas, chaque partie fait valoir un enjeu très différent : attirer des clients contre gérer l’accès (et financer le coût de cette gestion). Les deux parties sont adverses, en fait elles ne sont même pas sur le même terrain, alors comment peuvent-elles se mettre d’accord sur les règles du jeu, plus ou moins partagées?

Les spécialistes en sciences sociales appellent cela un méchant problème7, suggérant que le problème auquel font face ces quatre villes et des milliers d’autres municipalités ne se résoudra pas avec la méthode binaire qui était utilisée dans ces cas. Pour ces quatre villes, il n’y a pas de réelle résolution, seulement une impasse qui présage le retour d’un autre compterendu dans quelques années.

Les professionnels du stationnement qui sont familiarisés avec les nuances du travail de Donald Shoup pourraient suggérer qu’il existe un équilibre optimal qui permettrait de résoudre les deux problèmes. Cela exigerait une mesure attentive et une calibration des prix, mais ne serait pas réalisable par des villes de cette taille. Cela fonctionne à Los Angeles et San Francisco, mais pas à Sarasota ou Windsor. Même Windsor, qui est parvenue à conserver le stationnement payant, facture un frais de base de 1,25 $ par heure durant les heures d’ouverture sur tous les parcomètres, ce qui ressemble peu à ce que Shoup recommande. Pire encore, en lisant les comptes-rendus du journal, Sarasota semblait prévoir un taux d’occupation de 85 % plutôt que de tarifier pour ce taux (une nuance que le journaliste n’a peut-être pas pu documenter adéquatement). S’il y avait eu plus de diligence à cet égard, leurs taux horaires auraient probablement été plus bas. Si cela avait été le cas, auraient-ils pu sauver leur programme de parcomètres?

QU’AVONS-NOUS APPRIS? Les leçons apprises grâce à Huntsville, Sarasota, Springfield et Windsor nous apportent quatre questions à aborder : • Une majorité de commerçants sont convaincus que le stationnement payant et les contraventions de stationnement diminuent les ventes (remarquez que cela est contraire à l’opinion initiale [ci-dessus] de ces commerçants à la fin des années 1920 qui avait mené à l’installation de parcomètres!).

• Les gestionnaires de la circulation municipale sont généralement convaincus que le stationnement gratuit augmente la congestion.

• Les deux parties veulent une gestion de l’accès, pour différentes raisons; ce qui nécessite du financement.

• Le marquage des pneus à la craie est coûteux et difficile à équilibrer : une faible mise en vigueur invite aux abus et une forte mise en vigueur décourage les clients.

IL Y A QUATRE ÉLÉMENTS QUI DOIVENT ÊTRE NÉGOCIÉS : STATIONNEMENT GRATUIT • Une période initiale de base durant laquelle le stationnement est gratuit sera accordée dans la municipalité. Une option par défaut possible serait de maintenir ce qui est déjà en place (c.-à-d. deux heures). Si des taux d’inoccupation inférieurs à 15 % sont fréquents, commencez avec une plus petite période de gratuité (c.-à-d. 90 minutes). Il est facile de prolonger une période gratuite, ou de la prolonger avec l’application en échange de coupons de commerçants.

• À mesure qu’un programme se développe, la répartition des stationnements gratuits pourrait différer par l’emplacement, l’heure de la journée ou le jour de la semaine. Puisque le programme est volontaire, le minimum déterminé et la période de gratuité sont affichés pour tous les conducteurs, mais les utilisateurs de l’application ont l’avantage de pouvoir rester stationnés plus longtemps dans leur emplacement de stationnement à divers endroits ou heures de la journée qui sont disponibles sur leur téléphone.

• Les clients paient pour un prolongement de la durée du stationnement en achetant. Ceux qui ne sont pas clients peuvent participer en payant pour prolonger leur stationnement ou en se soumettant aux limites de temps affichées.

• La clé de la simplicité est un simple octroi par défaut dans la municipalité selon la pratique actuelle.

ROTATION

COMMENT CELA PEUT-IL ÊTRE RÉSOLU? Pour résoudre ces quatre questions : • Offrir le stationnement gratuit pour satisfaire les commerçants et les clients.

• Limiter le stationnement gratuit pour contrôler les abus et répondre aux besoins de rotation (turnover).

• Créer une source de financement afin de gérer un programme de mise en vigueur convivial pour les clients.

• Minimiser l’utilisation de contraventions provenant du marquage à la craie.

Pour les zones de stationnement à durée limitée, fournir une application pour cellulaire afin de permettre aux conducteurs de payer volontairement une prime pour rester stationnés plus longtemps que la durée initiale de temps gratuit. Ces conducteurs recevraient un crédit pour le temps payé jusqu’à la durée maximale de stationnement permise, possiblement toute la journée, là où cela ne pose pas de problème. (Albany, New York y est parvenue pour son stationnement payant en utilisant une tarification progressive en 2012, au même moment où Huntsville et Sarasota retiraient leurs parcomètres.)

• Aux heures et dans les secteurs ayant un taux d’inoccupation supérieur à 15 %, octroyez du temps additionnel grâce à l’application; puisque l’application est volontaire et offerte sur les téléphones intelligents, une grande flexibilité est possible. Cela donne également une importante opportunité pour les coupons électroniques des marchands basés sur la localisation, ce qui aiderait à financer le système, tout en gardant le stationnement gratuit pour les clients sérieux.

• Les taux d’inoccupation peuvent être déterminés par observation au départ, puis confirmés avec l’application une fois que 10 % des conducteurs l’utilisent.

• La tarification du temps additionnel reflèterait la demande. La tarification progressive peut être utilisée pour contrôler la rotation afin de conserver le taux d’inoccupation souhaité.

FINANCEMENT • Les frais chargés pour le temps additionnel devraient être modestes pour que les conducteurs et les commerçants demeurent contents, mais devraient être suffisants pour gérer la rotation et payer le programme. Cela pourra être réévalué de façon trimestrielle jusqu’à ce que le bon prix soit déterminé. Los Angeles et San Francisco ont montré comment converger lentement vers le bon prix avec de très faibles augmentations horaires (0,25 $ dans les deux cas); personne n’aime les augmentations rapides de prix. Ces deux villes ont mis environ 1 an à établir des prix optimaux, qui en moyenne changeaient très peu, mais réduisaient tout de même la congestion du stationnement.

• Les paiements pour le temps additionnel pourraient être crédités par les jetons de remboursement électroniques des commerçants afin que le stationnement puisse demeurer gratuit pour les clients sérieux, c.-à-d. les commerçants qui utilisent le stationnement gratuit pour attirer les clients qui achètent.

AVEC CETTE APPROCHE, les

acheteurs qui dépassent les limites de temps pourraient accumuler suffisamment de crédit d’achat pour rester aussi longtemps qu’ils le désirent. Les personnes qui dépassent les limites de temps et qui ne sont pas des clients pourraient tout de même dépasser les limites et payer un petit montant pour éviter les contraventions par marquage à la craie. Mais surtout, les commerçants qui sont sérieux en ce qui concerne leur volume d’affaires ont une nouvelle façon d’attirer des clients dans leur commerce. n

MARQUAGE DES PNEUS À LA CRAIE • Le marquage des pneus à la craie continuerait. Alors que le programme progresse, il y aurait trois types prédominants de conducteurs non participants : les conducteurs qui se stationnent et se soumettent aux heures affichées, les visiteurs (touristes), et les personnes qui se moquent des lois et ignorent intentionnellement les limites de temps. Les visiteurs peuvent recevoir un premier avertissement (sans contravention) et un petit crédit de commerçant s’ils choisissent d’utiliser plus tard l’application pour téléphone intelligent. Les personnes qui se moquent de la loi sont sujettes aux contraventions avec le marquage à la craie.

Un aperçu de ce qui se passe actuellement et de ce que réserve l’avenir aux stratégies croissantes et innovantes dans le domaine du stationnement

L

es sites Web de jumelage en covoiturage ont vu le jour il y a plus de dix ans afin d’aider les gens à trouver des partenaires de covoiturage. Ils ont été lancés par quelques-unes des municipalités et des entreprises du secteur privé les plus avant-gardistes afin d’aider leurs résidents et leurs employés à opter pour un choix autre que la conduite en solo.

Avancez d’une décennie et tout a changé.

Internet et les progrès technologiques rapides qui y sont associés, en plus de la demande du secteur privé et public (surtout au sud de la frontière), ont mené à l’intégration complète de quelques-uns de ces systèmes en portails de transport multimodaux, et ils incluent le stationnement!

L’intégration rationalisée et un intérêt pour le transport multimodal sont les principaux éléments qui ont mené à une plus grande efficacité de ces systèmes de covoiturage et à leur utilisation croissante dans le monde. Comprendre la façon dont les intervenants dans le milieu du stationnement peuvent utiliser ou intégrer cette technologie peut être une stratégie d’affaires essentielle pour les organisations de stationnement. Un aperçu de l’état actuel de la technologie reliée au covoiturage et de son orientation pourrait vous aider dans vos décisions d’affaires ou vous apporter des possibilités de collaboration et d’engagement avec d’autres intervenants en matière de transport.

Qui achète des systèmes de covoiturage et pourquoi?

Il y a deux acheteurs principaux de ces systèmes : le secteur public et le secteur privé. Le département spécifique qui participe aux décisions d’achat est généralement le transport, la GDT ou le transport en commun dans le secteur public et les stationnements, la GDT ou la gestion des installations dans le secteur privé ou en milieu universitaire/collégial.

Quels sont les composants supérieurs qui sont maintenant inclus dans le système de covoiturage en ligne?

Bien qu’il y ait plusieurs systèmes de covoiturage sur le marché, il y en a très peu qui peuvent fournir à l’entreprise les niveaux de services demandés par les villes et les organisations.

Les systèmes multimodaux incluent le jumelage pour le covoiturage, mais également pour les vélos, la marche et les compagnons de transport en commun. Ils comprennent des planificateurs en ligne pour le transport en commun, le vélo et la marche, des liens vers des agences de transport, des stationnements incitatifs, des trajets de navette, des bornes de chargement pour VE, des stationnements pour covoiturage et plus. Ils peuvent être la ressource en ligne clé offerte au public ou aux employés pour les renseignements de transport ou de navette.

LES AUTRES ATTRIBUTS PRINCIPAUX : En général, la principale fonctionnalité du jumelage pour le covoiturage est également offerte en version mobile (une « application ») pour appareils portables.

Le site Web est sécuritaire, hébergé et offre une adresse URL unique pour chaque client (meilleure pratique).

Les organisations du secteur privé ou des universités/collèges offrent souvent des systèmes fermés avec une authentification à identifiant unique.

Comprendre les fonctionnalités du covoiturage en ligne d’une perspective élevée

Système de gestion de la mobilité Les portails de mobilité totale ou de gestion de navette offrent au minimum les fonctionnalités intégrées. Les sites Web de covoiturage peuvent offrir toutes les fonctionnalités suivantes lors d’une seule authentification. Tout est intégré et les fonctions intelligentes se « souviennent » des adresses, des préférences et de l’historique.

Jumelage principal pour le covoiturage Trouvez des partenaires de covoiturage ou des compagnons de vélo, de marche et de transport en commun. Les recherches sont filtrées selon la proximité de l’origine, la destination, la route empruntée, le moment du déplacement et les préférences personnelles (sexe, fumeur, conducteur/passager), séparation étudiant/ personnel, etc.

Jumelage pour un seul voyage Trouvez des partenaires de covoiturage pour un seul voyage en fonction des principaux critères de recherche du covoiturage, ce qui permet des jumelages « instantanés ou dynamiques » par géocodage de l’emplacement.

Sous-sites personnalisés Les villes ou les organisations peuvent lancer un site supérieur avec des sous-sites distincts et présentés séparément avec la même base de données.

Les sous-sites sont utilisés dans des systèmes conçus pour un État entier ou pour une ville afin de permettre la création de sites régionaux ou de sites d’employeurs particuliers et distincts, et ils sont utilisés par des organisations qui ont des succursales partout en Amérique du Nord ou dans le monde. Chaque sous-site comporte des renseignements spécifiques à l’emplacement et peut être géocodé à un centroïde de cet emplacement spécifique.

Intégration de réseaux sociaux Permet de se connecter sur Facebook et permet aux utilisateurs de publier des renseignements sur les sites de réseaux sociaux (p. ex. : publier « J’ai pédalé jusqu’au bureau ce matin et évité une émission de gaz à effet de serre de 32 kg.)

Calendrier d’inscription des voyages La fonction la plus utilisée sur ces sites Web est l’inscription par les utilisateurs de leurs déplacements durables. Le système calcule automatiquement l’émission, les avantages pour la santé et l’économie réalisée. Le calendrier des voyages est souvent (surtout aux États-Unis) relié aux primes.

Gestion par intéressement Les personnes qui inscrivent des déplacements durables se qualifient pour les primes. La gestion par intéressement peut être assez complexe ou directe. Certaines villes encouragent les utilisateurs à inscrire leurs déplacements durables puis leur offrent de participer à des tirages au hasard pour des fournisseurs nationaux ou locaux. Les organisations vont souvent plus loin et améliorent le système pour le lier à AMEX, Visa ou d’autres cartes récompenses (ou argent). Le niveau de primes offertes dépend généralement du problème qu’est censé résoudre le système (p. ex. : congestion, demande/disponibilité de stationnement, conformité, etc.). Lorsque la demande en stationnement est un facteur important, des primes considérables peuvent être offertes pour compenser ou retarder la construction de nouvelles infrastructures de stationnement.

Gestion du stationnement de covoiturage Soutenir les choix de transport durables peut être fait par l’octroi d’espaces de stationnement pour le covoiturage. Le système permet aux gens d’inscrire leur groupe et leur véhicule de covoiturage afin que l’organisation distribue des étiquettes pour les stationnements réservés au covoiturage.

Sab Sferrazza a été employé par le Centre des sciences de la santé de London pendant vingt-sept ans. Il s’est joint à l’hôpital en 1987 en tant qu’ingénieur en gestion du service informatique. Peu de temps après, il est devenu responsable des services d’immeubles au Victoria Hospital. En 1995, les Victoria Hospital et University Hospital ont fusionné pour devenir le Centre des sciences de la santé de London pour lequel Sab a pris le rôle de directeur du service à la clientèle.

Ce rôle a évolué au fil des ans et il est actuellement responsable des domaines des incendies et de la sécurité, de la gestion des urgences, de l’alimentation au détail, du standard, du stationnement, du portage, de la draperie, du transport, de l’imprimerie, des services visuels, de la stérilisation, des services alimentaires des patients, de l’entretien ménager et des centres de services à la clientèle. Le portefeuille a été renommé Services de soutien à la clientèle.

Il s’est joint au Groupe immobilier de la Toronto Parking Authority (TPA) en 1992 et y a été nommé président en 2012. Avant d’occuper le poste de président, il a été vice-président du service de l’immobilier, du développement et de la commercialisation, avec plus de 25 années d’expérience en immobilier et en développement.

Comme vice-président, M. Persiko était à la barre de l’acquisition, du développement, de la construction et de la gestion de l’effectif des 200 portefeuilles immobiliers de la TPA. Il a été directement responsable de la création d’une structure de coentreprise publique/privée, qui a entraîné plus de 3,5 millions de pieds carrés de développement résidentiel et commercial, rapportant plus de 100 millions de dollars à la Ville de Toronto. n n n n n n

Nick Spensieri est directeur de l’infrastructure multimodale chez GO, une division de Metrolinx. Ses responsabilités actuelles comprennent la surveillance de la construction des aires de stationnement, des stations et de l’infrastructure des autobus de GO. Il surveille actuellement plus de 150 projets à différents stades de faisabilité, de conception et de construction, y compris 50 projets d’aires de stationnement, dont 10 sont des structures de stationnement.

Nick a travaillé dans les industries de planification des réseaux de transport et de stationnements pendant 28 ans, à la fois dans les secteurs privé et public. Il est ingénieur technologue agréé en génie civil et titulaire d’un diplôme en études urbaines. n n n n n n

J’ai passé la majorité de ma carrière dans l’arène judiciaire et de régulation aux ministères de la Justice du Manitoba et de l’Alberta, la Cour du Banc de la Reine. J’ai moi aussi dévié vers une carrière « hors de l’ordinaire » dans le monde du stationnement. En juillet 2007, j’ai commencé comme gestionnaire des activités d’application pour la Direction du stationnement de Winnipeg, quatre ans plus tard, j’avais développé une passion pour le stationnement et en décembre 2011, j’ai été nommé chef de l’exploitation, poste que j’occupe actuellement.

Je n’ai jamais regretté cette décision et je suis continuellement impressionné par le professionnalisme et la collaboration entre les organisations et les professionnels du stationnement. J’ai opté pour le développement continu par le biais de l’ACS (CCIS) et, plus récemment, j’ai terminé avec succès le programme d’administrateur certifié de stationnements publics de l’International Parking Institute (Certified Administrator of Public Parking [CAPP]) en 2012. Je suis impatient de partager mes années d’expérience dans les domaines du droit et du stationnement en tant que membre du conseil d’administration de l’ACS. n n n n n n
