Everyone is talking about the future of parking, but I believe we are in the middle of that right now.

J

ust how far will technology take us before we stop thinking for ourselves and become reliant on a micro-chip to make even the most basic decisions on our behalf? Our skills set is shifting significantly so that we can barely function now without having an intel-like processor in our heads. It seems technology development is moving more rapidly in the direction of animating the things that we used to control mechanically into thinkers for us – I’m talking about thinks like phones that once hung on the kitchen wall, and are now clenched in the fists of every single person on the street, holding our most valuable information. Or self-driving vehicles that will become smarter and more efficient than their owners. I’m not sure I’m ready for all of that!

Even the thermostat in my home confounds me with the multitude of programs and functions that end up sending heat through our ducts in the summer and air conditioning in the winter! I’ll get it someday, but for now I’m happy to curse it and delegate its management to my partner in crime to keep our oasis moderate. That’s how it goes.

I pick my own battles.

Who, these days, doesn’t struggle with managing the copious amounts of information that bombards us? Are we getting smarter, or simply succumbing to the technology bloom that is growing faster than a hashtag fungus at 144 characters or less?

This Parker’s content demonstrates the nature of transitions that have, and are evolving, not only in the parking industry, but also in the communities around us. Everyone is talking about the future of parking, but I believe we are in the middle of that right now.

The good news is that this parking industry is growing in some very positive ways. Concerns of environmental impact from parking facilities has led to significant initiatives, such as rooftop green

spaces and solar power generation, storm water management, permeable parking lot surfaces, to name only a few.

Lighting retrofits in parking structures is a significant sustainable initiative. David Poole from Alberta Health Services has provided readers with their case study on lighting upgrades. They manage some 36,000 stalls across various municipalities in Alberta, so the impact is significant and the article is very informative.

Also on the rise is the installation of parking guidance systems that help to reduce traffic and congestion. From single facilities, to on-street wayfinding, Bill Smith writes about this fast evolving technology.

With the increased use of e-payments and credit cards, keeping data secure is the next big challenge. Renee Smith from Parking BOXX provides us with an update on implementation of the PCI DSS requirements, which have been postponed to February of 2018.

Indigo has provided a thorough look into their concepts of integrating digital technologies into parking management, with many provocative suggestions as to how cities will get ‘smarter’.

Tout le monde parle de l’avenir des aires de stationnement, mais je crois que nous ne sommes qu’à mi-parcours de cette évolution.

L

a technologie évoluera-t-elle jusqu’à ce que nous arrêtions de penser par nous-mêmes et que nous devenions dépendants d’une puce afin qu’elle prenne les décisions les plus élémentaires en notre nom? L’ensemble de nos compétences évolue tellement que nous pouvons à peine fonctionner maintenant sans avoir un processeur de type Intel dans nos têtes. Il semble que la technologie évolue davantage dans le sens d’animer les choses que nous contrôlions auparavant mécaniquement afin qu’elles pensent pour nous – je parle de choses comme les téléphones qui étaient autrefois accrochés au mur de la cuisine et qui sont maintenant agrippés au poing de chaque personne dans la rue, et qui conservent nos informations les plus précieuses. Ou des véhicules sans chauffeur qui vont devenir plus intelligents et plus efficaces que leurs propriétaires. Je ne sais pas si je suis prêt pour tout cela!

La bonne nouvelle est que cette industrie du stationnement croît d’une façon très positive. Les préoccupations concernant l’impact environnemental des stationnements ont permis des initiatives

importantes, comme les espaces verts sur les toits et la production d’énergie solaire, la gestion des eaux pluviales, les surfaces de terrain de stationnement perméables, pour n’en nommer que quelques-unes.

La réfection de l’éclairage dans les stationnements est une initiative importante en matière de développement durable. David Poole, des services de santé de l’Alberta (Alberta Health Services), a soumis aux lecteurs leur étude de cas sur la modernisation de l’éclairage.

Cet organisme gère quelque 36 000 espaces de stationnement dans différentes municipalités de l’Alberta; les répercussions sont donc importantes et l’article nous apprend beaucoup.

L’installation de systèmes de guidage pour le stationnement qui aident à réduire le trafic et la congestion est également en hausse.

Des installations simples à l’orientation dans la rue, Bill Smith décrit cette technologie en évolution rapide.

Avec l’utilisation accrue du paiement électronique et des cartes de crédit, le prochain grand défi est la préservation de la sécurité des données. Renee Smith de Parking BOXX nous offre une mise à jour sur la mise en œuvre des exigences PCI DSS qui ont été reportées à février 2018.

The various sectors that make up the CPA membership will be holding the usual round table discussions in October at the Canadian Parking Association’s Annual Conference and Trade Show. We are told often that these are the best networking events of the year.

E

arlier this year, the Ontario Ministry of Health and Long-Term Care introduced a directive for hospital parking operations to initiate an immediate rate freeze for the next three years, and will require that hospitals charging more than $10 per day provide discounted multi-day, transferrable passes with in and out privileges, along with a variety of other requirements. Hospitals in Ontario must adhere to a set of rules specified by the Ministry of Health and Long-Term Care (MOH) by October 1, 2016. To date, these directives have not been legislated.

In order to assist members in this sector to familiarize themselves with the requirements of the directive and work towards a pro-active process to achieve compliance, the CPA held a meeting on April 29 to share ideas, identify potential deficiencies and to develop solutions to enable the hospital sector in Ontario to take appropriate action. I’d like to thank all those who came out for a lively and very productive session and also thank Sab Sferrazza for spearheading this important initiative.

According to data provided by the MOH, 45 Hospitals in Ontario currently offer free parking and 54 charge $10 or less per day. It is estimated that 36 hospitals charge more than $10 a day. Attendees agreed that applying a standard across all hospitals is not as practical as the MOH study would suggest, given the diversity of the specific characteristics of each hospital, particularly their locations and surrounding environment.

In some areas, there is no need for a directive to respond to market value and space due to specific parking inventory and rates. Already, most hospitals have a discounted long-term parking permit system in place for patients and visitors. However, the various sites cannot be generally defined as the market conditions are so varied – downtown

Toronto for instance, where the hospital operations rely heavily on surrounding privately owned parking facilities, for which the directives cannot be imposed.

Equipment suppliers who attended offered some suggestions on existing software and value card options that are being developed to accommodate most of the requirements before the October 1 deadline.

The CPA will be consolidating the discussions and will present them on behalf of the Ontario hospital sector to the Minister for consideration, before legislation is finalized. Les différents secteurs qui composent l’effectif de l’ACS tiendront les discussions habituelles en table ronde en octobre au congrès et salon annuel de l’Association canadienne du stationnement. On nous dit souvent qu’il s’agit du meilleur événement de l’année pour le réseautage.

lus tôt cette année, le ministère de la Santé de l’Ontario a présenté une directive aux services de stationnement des hôpitaux afin de procéder immédiatement à un gel des tarifs pour les trois prochaines années. Il exigera que les hôpitaux qui demandent plus de 10 $ par jour pour le stationnement offrent des laissez-passer pour plusieurs jours à prix réduit comprenant des privilèges d’entrée et de sortie. Cette directive s’accompagne d’une variété d’autres exigences. Les hôpitaux de l’Ontario doivent se conformer à un ensemble de règles définies par le ministère de la Santé et des Soins de longue durée (MSSLD) d’ici le 1er octobre 2016. À ce jour, il n’y a pas de lois régissant ces directives.

Afin d’aider les membres de ce secteur à se familiariser avec les exigences de la directive et à travailler de façon proactive afin d’assurer la conformité, l’ACS a tenu une réunion le 29 avril afin de partager des idées, identifier les lacunes possibles et élaborer des solutions qui permettront au secteur hospitalier de l’Ontario de prendre les mesures appropriées. Je tiens à remercier tous ceux qui ont participé à cette session animée et très productive et je remercie également Sab Sferrazza d’avoir dirigé cette importante initiative.

L’ACS regroupera le fruit des délibérations et présentera le tout au nom du secteur des hôpitaux de l’Ontario au ministre afin qu’il les examine avant que la législation ne soit finalisée. PARKING & PAYMENT CARD INDUSTRY STANDARDS –

PCI COMPLIANCE

Data breaches are a constant worry for any business that accepts credit card payments.

Over the past decade breaches have become increasingly common, and some of the world’s best known companies, including Home Depot, Target, and TJX, have been the targets of sophisticated attacks through which millions of customers have had their personal and credit data compromised. The sad reality of modern life is that any type of personal or financial data that is obtained electronically and transmitted or stored online is potentially at risk.

The parking industry is not immune to this risk. In fact, now that credit card payment is the dominant and preferred form of payment at most parking facilities, parking owners and operators—both public and private— must be particularly vigilant about protecting customers’ financial data.

The credit card industry, through the Payment Card Industry Security Standards Council (PCI SCC), established a framework to help merchants (including parking owners and operators) protect data. The Council has established the Payment Card Industry Data Security Standard (PCI DSS), which is a set of requirements designed to assure that all companies that process, store, or transmit credit card information maintain a secure environment.

On April 28, 2016 PCI SCC released PCI DSS version 3.2, which replaces version 3.1, to address a growing number of threats to customer payment information. This version becomes effective on February 1, 2018. On May 27, 2016, PCI SCC released PA DSS version 3.2, which becomes effective on June 1, 2016. Until their respective effective dates, parking owners and operators should look to these standards as best practices that can help protect their organizations and their patrons.

What do the newest details of PCI DSS v 3.2 adherence entail? Organizations are subject to two significant new requirements.

First, they will need to implement a change control process. Second, Multi-factor

Authentication (MFA) must be put in place for all personnel with administrative Cardholder Data Environment (CDE) access. The majority of changes to PA-DSS 3.2 are intended to support those changes in PCI DSS 3.2.

Service providers are also subject to a number of new requirements. These include documenting descriptions of their cryptographic architecture; detecting and reporting on failures of critical security control systems; completing penetration testing for segmentation controls; assigning responsibility to protect cardholder data and create a PCI DSS compliance program. Additionally, software developers must attend secure coding training at least annually. Finally, quarterly reviews must be scheduled to ensure that security and operational procedures are being followed.

WHY IS PCI IMPORTANT? Clearly, achieving PCI compliance will require a great deal of strategic planning, as well as significant investment on the parts of parking owners and operators, as well as their technology providers. Nonetheless, PCI is important to the parking industry because credit card transactions are convenient for parkers, not to mention owners and operators. In fact, they are so convenient that they have become the preferred method of payment for owners, operators, and parkers alike. Every parking owner or operator with a merchant account to process credit cards must be PCI compliant by February 1, 2018. If PCI compliance standards aren’t met, penalties and fines will range from $5,000 to $500,000. Clearly there is a financial incentive for compliance.

Additionally, if any data breaches occur they can lead to the merchant account being terminated, eliminating the ability of the owner or operator to accept credit cards. For many facilities, losing the ability to accept credit cards would be devastating.

A data breach can also lead to a facility or its owner being blacklisted from opening a new merchant account. MasterCard maintains a database of businesses (and their owners) whose credit card privileges have been terminated for specific reasons. That list, which is known as the TMF (Terminated Merchant File) or MATCH (Member Alert To Control High Risk), is used by acquiring banks to screen potential applicants for new merchant accounts.

Merchants who are placed on the list must serve a five year sentence before being removed from it.

A third penalty for non-compliance has wider reaching implications. The cost of negative publicity, which damages the organization’s brand, reputation, and accumulated goodwill, is incalculable. High profile data breaches are widely remembered long after they occur.

WHERE TO START An important initial step in determining how to proceed is to establish your organization’s “level,” which is based on the number of annual transactions or whether there have been prior data breaches. After determining the level, an annual on-site or self-assessment audit may be required. For large merchants, a 2010 study found that the average annual cost for a PCI DSS audit can approach $225,000, plus fees such as operating and staff costs. For smaller organizations, however, PCI DSS compliance costs start at just a few hundred dollars a year.

Another important preliminary step for PCI DSS compliance is defining the scope of the cardholder data environment (CDE). All In-Scope technology, people, and processes need to be examined, including internal firewalls, segmentation systems, virtual machines and components, network components (such as switches, routers, firewalls, and wireless access points), servers for the Web, applications, databases, email systems, DNS, and all internal and external applications that handle cardholder data or provide administrative functionality with the CDE. Considering how expansive this list can become, it’s easy to appreciate the value of limiting your compliance scope.

Cardholder data is a particularly important element of PCI compliance. The PCI SCC defines cardholder data as the full Primary Account Number (PAN) or the full PAN along with any of the following: cardholder name, expiration date, or service code. Sensitive Authentication Data includes security-related information, such as card validation codes used to authenticate cardholders, including CCV and PIN numbers. Payment Applications that have access to cardholder data should be validated pursuant to Payment Application Data Security Standard (PA-DSS).

LIMITING COMPLIANCE SCOPE While the merchant is always subject to PCI DSS, there are ways to limit the compliance scope for purposes of PCI. For an existing network, common segmentation tools include placing the parking system behind a firewall with an access control list or network switch hardware. Alternatively, a new network (modem/router) may be installed for the parking system. Generally the goal is to move software and system components to be

Out-Of-Scope. In implementing their solutions, parking operators may wish to implement or upgrade to solutions with end-to-end encryption (E2EE) or point-to-point encryption (P2PE) certified solutions. For purposes of this article, we’ll leave firewalls, switches, and network creation up to your IT guys.

In parking systems, in addition to the management software and parking kiosks, many parking systems also incorporate items such as intercoms, video cameras, and access control components. To reduce scope, many owners and operators move those components to a LAN that is segmented from the parking management system. When this network segmentation is properly configured, items that are properly segmented should be considered to be Out-Of-Scope.

Another way to reduce PCI scope is through use of encryption. E2EE is more of a general technology term that describes the ability to encrypt from endpoint to endpoint. For a parking kiosk, if encryption happens at the credit card reader head, and then deciphered by the merchant or payment gateway, this is an example of E2EE in parking. The key, however, to determining whether payment software is subject to PA DSS or Out-OfScope is understanding who has the ability to access and view cardholder data. Encrypted cardholder data is only considered to be OutOf-Scope “if, and only if, it is validated (for example, by a QSA or ISA) that the entity in possession of the encrypted data does not have access to the clear text cardholder data

or the encryption process, nor do they have the ability to decrypt the encrypted data.” PCI SCC FAQ #1086. If you, your software vendor, or another third party have access to and can decipher the encrypted cardholder data, it is In-Scope for PA-DSS. P2PE, a subset of E2EE, is an official PCI certification that involves numerous additional safeguards that must be confirmed by a QSA auditor. First, the merchant may not be a manager of the encryption keys – all key management must be done by a third party.

P2P2 solutions are certified with specific point of interaction (POI) or PIN transaction security (PTS) devices that incorporate tamper resistant features. Additionally, further safeguards exist around the chain of custody of hardware (including shipping in preserialized, counterfeit-resistant, tamper-evident packaging, then storing such devices in such packaging until key injection).

Organizations with any questions or concerns about scope should turn to a Qualified Security Assessor to clarify both scope and the organization’s responsibilities. Ultimately, it makes sense for owners and operators to explore ways to reduce the scope of PCI DSS compliance by shrinking the footprint where cardholder data is located throughout their organization. By reducing the scope, owners and operators can dramatically lower the cost and anxiety of a data breach revealing sensitive cardholder data and increase the chance of PCI DSS compliance.

COMMON ISSUES When it comes to PCI, parking presents unique challenges because credit card payments are accepted in a variety of ways. Parking facilities accept payments at attended stations, unattended stations, via fax, email, and on-line. One common variable is the software utilized for payment processing, which could be at a cashier, at a walk-up pay station, or online.

To determine the Cardholder Data Environment, the merchant should request a diagram of the flow of cardholder data. The technology environment should be segmented and restricted to authorized users (physical access, LAN, and WAN) and protected by a firewall, and software security patches for this environment should be regularly updated. Antivirus, malware detection should be enabled on CDE devices, and the Payment Application should provide logging of access to the environment and send automated alerts in the event of credit card processing issues or system errors. The owner or operator will need to determine if Store and Forward (SAF) is offered by the software vendor, and if enabled, what maximum dollar amount and timeframe will be permitted to be authorized when an Internet connection is not available to process real-time credit cards.

On the physical side, owners and operators should physically inspect cardholders and PIN devices routinely to ensure that no skimming devices have been placed on the readers to steal the cardholder information, including the full magnetic stripe data. Process and procedure should be reviewed regularly with personnel. If a parking office accepts monthly parking renewals via fax, phone, or email, additional physical and technology PCI-DSS compliance requirements apply for each scenario.

WHAT ABOUT EMV? PCI’s goal is to protect cardholder data that is processed, stored, or transmitted by merchants. EMV’s goal is to ensure security of chip-based payments and requires certification between EMV-capable hardware and the processor. EMV provides an additional level of authentication at the point of sale that reduces the chance of fraud, but even so, owners and operators are still required to ensure PCI compliance of their CDE. Implementing EMV certified hardware reduces the PCI scope by ensuring that neither the merchant nor the software vendor has access to the encrypted cardholder data. Ultimately, while it doesn’t reduce parking owners’ and operators’ PCI overall responsibilities, EMV likely will reduce the CDE by utilizing E2EE and eventually P2PE. Additionally, this technology provides the maximum amount of protection for owners and operators, as well as their patrons who pay for parking with credit cards.

Parking owners and operators across Canada are breathing a sigh of relief over the postponement of implementation of the PCI DSS requirements from this month to February of 2018. PARKADE LIGHTING UPGRADES PROVIDES SAVINGS AND IMPROVED LIGHT QUALITY

In a program involving 13 hospital parkades in Calgary and Red Deer, Alberta Health Services (AHS) upgraded old HID lighting to LED technology, creating an annual cost savings of almost $250,000, while bringing light levels to current standards, and improving the overall quality of illumination.

Illumination in many covered or underground hospital parking lots in Alberta is provided by a mixture of HID (High Intensity Discharge – typically metal halide or high pressure sodium) and fluorescent T8 lighting. Lighting levels varied greatly, from very dim in some cases, to illuminated well beyond current standards for parkade lighting in others. In a retrofit and redesign program, funded by AHS Parking Services department, thirteen parkades were selected for a change-over to LED lighting technology. It should be noted that AHS Parking Services is an ancillary operation and is committed to providing an operation that is sustainable, effective and efficient. With this in mind, the project included a redesign of the lighting, and the use of motion and ambient daylight sensors in order to provide adequate light at all times and further reduce energy consumption and costs.

PROJECT DETAILS Alberta Health Services engaged a lighting consultant to provide tender documents for the upgraded lighting system and provide pre and post electrical measurements in order to verify the savings. The consultant utilized the current Illuminating Engineering Society of North America (IESNA) recommendations to redesign the parkade lighting. The lighting consultant and AHS worked together to evaluate a number of LED lighting products in order to provide an acceptable number of approved products based on a number of factors including performance, quality, warranty, history, etc.

A total of 4895 fixtures were affected by this project. The simplest upgrade consisted of replacing existing fluorescent T8 tubes with LED tubes of equal length but reduced wattage, using the existing fixtures and ballasts. For the most part, the work involved replacement of existing fixtures with new LED fixtures with integral motion and daylight sensors. A dimming feature on most fixtures allowed a reduction of light levels to a set percentage (30% in most cases) when no one is driving or walking in the immediate vicinity. A mix of pendant fixtures, strip lights, wall packs, canopy and surface mounted fixtures were used to serve the needs of the various areas (parking areas, stairwells, elevator areas, walkways, etc.).

Savings vary between 23% and 90%, with an average of 68% across all parkades. The low end of the savings spectrum was achieved with the one-for-one replacement of fluorescent by LED tubes. A contributing factor to the low number is the fact that the partially open parkade already had daylight and motion sensors, which reduced the number of hours that the lights were on. The high-end savings were achieved in a parkade which was very bright initially. Furthermore, this particular parkade is used by staff, creating shorter periods of activity during shift changes, followed by long periods when nothing is moving, so the lights dimmed to the reduced output (and energy consumption) setting.

Substantial energy cost savings can be achieved by changing parkade lighting to LED lighting technology, depending on factors like current lighting technology, existing light levels, and the amount and nature of traffic in the parkade.

Reduction in costs of lighting technology and improvement in efficacy will result in faster payback periods in the future. Reduced maintenance costs will help to reduce potential rate increases and are an important factor to consider in the overall project economics.

Communication with stakeholders is important to ensure smooth project implementation and acceptance of the changes. n

The simple payback period for the entire program is slightly over 10 years. Already, over the course of the implementation of the program, prices of LED fixtures have come down and light output per Watt have gone up. Future retrofits should show even better returns. An added benefit, which is not included in the pay-back calculation, is the expected long life of the LED fixtures and the reduction in maintenance costs for replacing lights and ballasts.

As a result of the project, Alberta Health Services avoids the emission of approximately 1,800 ton of CO2e greenhouse gas emissions every year.

USER FEEDBACK Whenever changes are made that directly impact users, feedback can be expected. In a few cases, users complained about lower lighting levels (as indicated, a few parkades were illuminated well above current standards), and in a limited number of cases, users expressed feeling unsafe. The project team responded to complaints by investigating the individual situations, and adding some lights where complaints were found to be legitimate.

An important lesson learned during the work at the first parkade is to not remove all old lighting before the new lighting is operational. Leaving some of the old lights up eases the transition to the new lighting regime for users. We also learned that communication could have been improved, through signage and other means, informing users about the goals and duration of the project, and the functioning of the lights (explaining the dimming and the day-light sensing features). Furthermore, including representatives from users like unionized staff and protective services to point out possible concerns about light levels in general or known dark areas from the onset, may facilitate easier acceptance of inconveniences during construction and acceptance of the final result.

Its mission is to provide a patient-focused, quality health system that is accessible and sustainable for all Albertans.

AHS Parking Services currently manages over 8,000 patient/visitor stalls and over 28,000 staff stalls in 31 parking structures and various leased and owned surface lots located in 9 municipalities throughout the province. As an ancillary operation, Parking Services must operate as a self-sustaining program. No government provided health care dollars can be used to build, lease, maintain or administer parking services at site where parking charges exist. All parking-related costs must be fully recovered through fees collected from users of the service.

INTEGRATING DIGITAL TECHNOLOGIES INTO DYNAMIC PARKING MANAGEMENT INTRODUCTION: THE NEW MOBILITY As a symbol of freedom, mobility, and autonomy, the automobile has changed the shape of our cities and suburbs, yet in the past century, it has evolved beyond our expectations.

Cars now come equipped with advanced hardware that can avoid collisions, they can be selfdriving, and yet the great paradox is that a typical car spends most of its time immobile. A car is parked on average 95% of the time, when it is not stuck in a traffic jam.

The digital revolution, a major upheaval caused by technological advances, primarily computers and the Internet, has placed us in an era of accelerating change.

In industrialized countries, this change has shaken several sectors of the economy. While cars become sophisticated enough to be self-driving, and as automakers become mobility providers, cities become smarter by using and integrating new technologies to meet the challenges of the modern city: transportation, governance, and citizen services, to name a few.

Traffic congestion ranks high on the list of evils that afflict urban areas. It increases greenhouse gas emissions and is largely responsible for the smog in big cities. The search for available parking is, in part, largely responsible for congestion - 90% of city motorists lose up to 20 minutes a day looking for a parking space, by slowly circulating, or by immobilizing traffic to parallel park.

With the emergence of “smart” parking, solutions such as nested technologies in the roadway and parking areas, and connections to new mobile tools are being put in place.

CHANGE IS WELL UNDER WAY THE AUTOMOBILE IS BECOMING A SOPHISTICATED COMPUTER ON WHEELS In 2015, 1,898,485 cars, light trucks and new commercial vehicles were sold in Canada, an all-time new sales record and the third in three consecutive years.

According to industry analysts, this can be attributed to lower interest rates and gasoline prices, but also to the arrival of new models brimming with state of the art technological innovations.

With computerized vehicles, a manufacturer can now fix a problem in one of its models remotely. A car can house between 50 and 100 computers that regularly generate millions of lines of code. This level of computerization has taken motor control to the point where cars can be self-driving, such as the Google driverless car.

The car, now transformed into a sophisticated computer on wheels, is ready to enter into the third evolution of the Internet: the Internet of Things (IoT), an era where devices and real world objects share information and data thanks to the Web.

ON MOBILITY This paper refers to two different but related concepts of mobility. Depending on the context, the term refers to sustainable mobility or mobile information technology. To avoid confusion:

CAR MANUFACTURERS TRANSFORM INTO FULL-SERVICE MOBILITY COMPANIES The car has been rapidly developing but so has the way we view it due to harmful effects, such as highway congestion, and the increase in greenhouse gases. Digital technologies have given us new services that bring together users and drivers through mobile applications, disrupting the taxi industry worldwide.

Sensing this shift, several automakers have already begun preparing to change their mission from vehicle builders to sustainable transportation providers.

For example, BMW now offers everyone – not only BMW owners – BMWi mobility services. The point is to encourage urban mobility whether you own a vehicle or not. The applications developed with the support of BMW include DriveNow, a car-sharing service; and ParkNOW, which filters parking spaces by rate, proximity, and services such as reserved parking. During the 2016 Auto Show in Detroit, Ford made an impressive display by launching FordPass mobility services, which will come standard with their new models.

FordPass, offered to both customers and the general public, proposes shared ownership of a vehicle, reserved parking spaces, as well as scheduling of intermodal transportation.

MAJOR URBAN CENTRES BECOME SMART CITIES New technologies have also pushed major urban centers towards the transformation to smart cities, cities that use and integrate new information and communication technologies by reconciling their housing, mobility, and economic functions, while at the same time reducing their global footprint.

According to a UN report, 54% of the world population was living in urban areas in 2014, and this proportion is expected to climb to 66% by 2050 with an addition of 2.5 billion new citizens.

In this context, cities are key to the sustainability of the planet and smart cities constitute a fundamental element. To accommodate the ever-increasing human population, cities must turn into more efficient, equitable and healthy living environments, and most importantly be respectful of the ecological fabric of our time.

Experts estimate that only a small share of urban congestion is caused by people passing through the city. The vast majority of vehicles in circulation want to reach a destination within the city, and one can conclude that these vehicles will, by necessity, have to park at some time.

A motorist can lose up to 20 minutes looking for a parking space.

If each day 90% of vehicles traveling spend time circulating and stopping to park on the street – the logical conclusion is that parking contributes significantly to urban congestion and increasing levels of pollution.

OVERVIEW Cities aspire to become smart to ensure their viability and the wellbeing of their citizens. Automakers are becoming smarter (unlike humans, they can avoid collisions and road rage!). It is therefore logical that parking must also become smart, and no longer pose a problem, but instead be part of the solution.

SAN FRANCISCO: 30% DECREASE IN TRAFFIC The city of San Francisco has managed to reduce traffic in the city center by 30% in two years.

The change: a visionary parking policy, which reduced the thousands of motorists circling through the city streets thanks to SF Park’s strategy. The city installed a computer display system (and a mobile application) that indicates in real time where available spaces are located, plus a rate that fluctuates according to traffic during the day, with an option to extend parking beyond the traditional two hours.

The term “smart parking” refers to the use of remote sensing devices that monitor the occupation of spaces.

These devices can be cameras, air sonars, parking entrance gates, or sensors embedded in the roads.

The most efficient remote sensing systems not only provide information about available spaces, but also specify whether a coveted free space is large enough to park a given vehicle. They also analyze and transmit this information to mobile and web applications and dynamic signage.

This is called Dynamic Digital Signage.

Smart parking also uses mobile computing tools, specifically the smart phone whose use is increasingly widespread in the population.

In 2014, 66% of Canadians owned a smartphone, compared to 62% in 2013.

The development of smart parking solutions is an emerging industry. Across the globe, large urban areas are currently testing these solutions, along with airports, public transit agencies, and other organizations that manage large parking lots such as universities and hospitals.

Smart parking is based on technological solutions related to mobile devices and applications, but more importantly it allows a city to: • Simplify and synchronize diverse parking management practices, both in the public and private sectors; • Adapt the supply of parking according to the use of available spaces in real time; • Optimize downtown parking in and on commercial streets to promote commercial vitality; • Modify pricing according to vehicle size. The smaller the car, the cheaper the price of parking.

SMART SOLUTIONS Several smart parking solutions are currently established or being tested worldwide. Among those: • Pay and Display Technologies, Pay by Space, Pay by License Plate These well-established technologies can replace several parking meters with a terminal for users to note the number of their parking space, and pay either with coins or a credit card, or with a mobile application. Pay by Space, and specifically, Pay by License Plate also automate security and management tools.

The number of street parking meters will gradually decrease and parking equipment will become multiservice. Moreover, we will see the arrival of multiservice terminals that will work in tandem with smart phones for all parking needs, plus combine several other municipal services: city and public services information, traffic updates through telemetering, and other commercial services in order to encourage the local economy.

For now, the first generation terminals consume a significant amount of energy due to the high number of features offered (color screen, keyboard, card reader, optical drive, etc.), which hinders their widespread implementation. But many technological advances are already reducing their energy consumption.

Eventually, parking meters will disappear: the connected car will communicate directly with the infrastructure responsible for parking management.

• Reserved Parking Spaces Many companies offer remote booking tools and advance payment for parking spaces. To gain traction these tools must strengthen their platform, software, and data integration.

Already their use has been successful in major airports such as London Heathrow, where much of the parking revenue comes from reserved parking.

• Dynamic Pricing: the US Since 2011 the city of San Francisco has transformed its parking policy - the biggest reform for on-street parking since the invention of the parking meter in 1935 - pricing based on demand. Parking rates on and off street vary by location and time of day.

Developed with mobile remote sensing technologies, pricing based on demand, or dynamic pricing, is designed to optimize the use of parking spaces. Other price varying criteria can be considered, for example, the implementation of a tiered pricing depending on the parking time, or free short periods on sections of commercial streets to encourage buying local.

In San Francisco, the policy is still at the pilot project stage.

In further implementations other cities face the obstacle of municipal regulations poorly adapted to this new approach.

• Dynamic Pricing with an ecological component: Madrid, Spain In late 2014, the city of Madrid reformed its parking policy.

Extremely innovative, and based on one of the most revolutionary algorithms, the program takes into account the ecological footprint of all vehicles according to their engine and their size.

Pricing varies hourly and base prices may fluctuate by 20%.

In addition, smog variables were introduced, allowing for an additional 10% increase if smog levels reached alarming levels.

Mobile and online tools have entered the parking industry in force, and have begun to revolutionize business models. For example, they allow parking managers to monitor violations and to issue tickets, or to monitor and repair equipment remotely. They facilitate the virtual management of private parking customers, and permit for variable rates to maximize potential: customers by the hour, monthly, VIP, events, exceptions, etc.

Software can track a driver’s route and their interactions with various elements in the city: parking meters, gates, parking, streets, even the city as a whole. Some motorists are already able to choose a parking destination through a mobile application: you drive to your destination, the parking operator can track your position en route, an attendant greets you on your arrival, and your place is guaranteed and has been booked and paid for.

Thanks to these technologies, all the features and applications enabled during a driver’s route can be centralized: transactions, gate less parking, regular customer management, vehicle location, monitoring traffic, the issuing of parking tickets, availability signals.

Bicycle parking can also be supported by this system. For example,

the company NOW! Innovations has developed a digital platform to facilitate citizens’ mobility. The system shares the parking network, it indicates charging spots for electric vehicles, self-service bicycle locking and parking, and other related services. This technology is capable of millions of transactions (research, billing and payment) in 8 countries and 3 continents.

When parking becomes fully integrated in smart transport systems, it will become central to the range of online services offered to citizens and visitors of smart cities.

CHALLENGES FOR A “SMART” FUTURE To become smart, cities must by necessity integrate parking in their planning. It is imperative they have in place a global and longterm vision. If established in isolation, a dose of optimism will have very little impact.

To be truly effective and comprehensive, this planning must involve all stakeholders in transport management including not only public parking managers, but also institutional parking managers (hospitals, universities) along with private, municipal and provincial authorities, the managers of the freight, transit, building owners, merchants associations, chambers of commerce, and citizens associations.

This planning should also consider the many challenges ahead.

Among others: • The challenge of data access: recognizing the importance and value of data and its use, agreement on the sharing and transparency of information; • The challenge of systems Interoperability: standardization and uniformity of the collection and presentation of data, to ensure their quality, ergonomics and their dynamic nature;

• The challenge of conflicting agendas among the many players, partners in the public and private sectors, competing industries, thinkers and practitioners of management transport and parking.

PUBLIC-PRIVATE PARTNERSHIPS AND PARKING

To these challenges must be added the emergence of a “smart” marketplace, chaotic, propelled by digital technologies, and the overuse of the word “smart” invoked as a panacea. There are countless IT companies offering solutions called “smart city” and “smart infrastructure”. Also on the market, any number of start-ups promising to solve all parking problems with their applications, but without any on-the-ground knowledge of the many parameters needed for management, monitoring and accounting in this specialized field.

At Indianapolis, the public parking system was modernized in 2011 through a public-private partnership.

According to the city, this agreement allowed it to increase its revenues and reinvest more than $12 million in improving its infrastructure.

A final but significant challenge, smart city planners must consider the costs of renovation and renewal of urban infrastructure in a context where the public finances are fragile. The sums to invest will invariably come from different sources besides the public domain.

They must learn the benefits and potentials of co-creating with their citizens, but also with private companies, public institutions and universities. They have every interest in inviting them to find and test all concrete solutions. Combined with the use of open data, the combination of the expertise of stakeholders from public and private spheres will be beneficial.

THE FUTURE IS NOW By 2050 two thirds of the world population will live in cities. This is an increase of 2.5 billion people that cities will have to seamlessly integrate into their infrastructure. Such an increase in displacement must be anticipated and managed today so as not to disturb the environment. At stake is the very quality of urban life.

The technologies needed to ensure a well-balanced development exist and are improving year by year. With advanced smart parking, urban fluidity can be increased, and the effects of congestion and pollution can be reduce considerably. Soon our cars will drive themselves, park themselves, and come pick us up. Parking fees will be paid automatically through our e-wallet and displayed on the dashboard.

Is this utopia? Already an individual’s daily trajectory could be interspersed with smart technologies that automate all the peripheral functions for parking, for example: the search for available spaces, payment, opening gates, signage for available spaces. All functions necessary for traffic management and mobility of individuals can also be automated: monitoring traffic and congestion, manual and automated monitoring of the use of parking lots (ticketing on the spot), controlling service use, user access control, and detection of equipment failures.

Computer components, software and mobile applications and platforms exist. What remains is to connect the multiple stakeholders – public and private actors, industries, regulations - to make this scenario possible. Let us hope that in 2050 all these functions are integrated into a centralized system that will manage smart cities and contribute to the sustainability of the planet.

The parking industry is in the midst of what may be its most exciting era. We have seen a lot of change over the past fifty-plus years, including major advances in parking design, planning, and management. These innovations have transformed our communities and improved the quality of life immeasurably. But no period in the parking industry’s history has seen so much exciting change.

What’s so exciting? The technology age that is so important to our everyday lives is transforming parking. New technologies are constantly being introduced to the marketplace, from pay-by-phone technology to online reservation services to innovative facility management packages, just to name a few. Each offers to make parking more customer-friendly, efficient, manageable, or profitable.

But perhaps the most important technologies revolve around parking guidance. Parking guidance tools use sensors to record whether a particular space is occupied. This information is then transmitted to LED signs that guide drivers directly to available spaces. Sensor-based systems also typically have the ability to compile occupancy data to allow parking owners and operators to manage their parking assets more efficiently and profitably.

CLEAR BENEFITS “Guidance systems move motorists into parking spaces quickly and reduce congestion throughout a facility,” according to Shareena Sandbrook, managing director from FrogParking Ltd. “This has benefits for customers in different ways. For example shopping mall operators need to maximize the time customers are in retail areas to boost revenues. While for airports, the goal is to make parking easy and efficient for people hurrying to catch flights. A guidance system shows them quickly, at a glance, where parking spots are available.”

And that’s also the appeal to parkers. Parking guidance systems eliminate the need for drivers to circle parking decks looking for an open space. As soon as a driver approaches a parking structure with a guidance program, exterior signage tells the driver how many spaces are available within the garage and, often, how many spaces are available on each floor. Then, when they enter the parking floor of their choice, an array of lights indicate the status of each space: green for available, red for occupied, and blue for spaces reserved for persons with disabilities. Tim Flanagan, managing director of Sentry Control Systems agrees that parking guidance systems provide extraordinary benefits to parkers.

But he adds that the advantages to owners and operators are just as significant.

“Garages with parking guidance have a huge advantage over those that don’t have the technology,” said Flanagan. “The most obvious benefit is the competitive advantage they have when trying to attract business.

Parkers are naturally going to be drawn to parking facilities that are easier and more convenient to use.

“There are also life-cycle advantages that most owners and operators never think about,” continued Flanagan. “By eliminating cars circling aimlessly throughout your garage day-in and day-out, you are significantly reducing the wear and tear on your facility. COMMON MISCONCEPTIONS In spite of the numerous benefits of parking guidance, many operators are still hesitant to take the plunge and install a guidance system. According to both Sandbrook and Fowler, this is often because of some common misconceptions.

“A big concern is the perceived cost and time involved with installation,” said Sandbrook. “There are a number of options when it comes to selecting a guidance system, and if cost and installation time are primary concerns, they can be mitigated. For instance, fully wireless systems can provide a high-quality solution without expensive infrastructure. These systems can be installed at a fraction of the cost, in a fraction of the time—just a few minutes per parking space.”

Fowler thinks that one of the primary issues for owners and operators is that they may not understand how significant the return on their investment will be. “Owners and operators often assume that there is no ROI and that the only

“For larger sites there can also be huge savings by deferring capital expenditures,” continued Fowler. “In the past, when owners believe they’ve reached capacity their automatic reaction has been to build more parking. But most garages have unused parking, and large facilities are typically considered full at 85% capacity because customers simply can’t find those last 15% of spaces. A parking guidance system can ensure that the full capacity is used and filling those last few spaces can actually add up to thousands of dollars a day in additional revenue.”

If there’s one thing we’ve learned from the current technology revolution, it’s that parking technology is limited only by the imaginations of the industry’s technology creators. Who could have imagined 25 years ago systems that could guide parkers directly to open spaces? Or having miniature computers in our pockets that could allow us to reserve parking spaces before we left our homes and guide us back to our vehicles when we’re ready to return home?

“Parking is particularly well-positioned to benefit from technological advances,” said Flanagan, who also contends that these new technologies will be deployed in even more creative ways. “We are going to continue to see exciting parking technologies introduced for at least another generation.”

The newer tools being introduced aren’t utilized in the same ways that traditional parking equipment was in the past. Rather than installing a particular piece of equipment to serve a single function, more parking technology providers are pursuing a total solution approach that combines different technologies from different providers. So, for instance, it’s not unusual to see guidance packages utilizing a variety of technologies from different providers or suites that combine a range of technologies that meet all of a parking owners’ needs.

“Really, when it comes to the types of technologies we’ll see in parking, how they are deployed, and the many ways they’ll benefit owners, operators and customers, the sky is the limit.”

Le vol de données est une inquiétude constante pour les commerces acceptant les paiements par carte de crédit. Au cours des dix dernières années, le vol de données est devenu de plus en plus fréquent. Home Depot, Target et TJX, des entreprises très connues, ont été victimes d’attaques sophistiquées affectant des millions de clients qui ont vu leurs informations personnelles et leurs données de crédits être compromises. La triste réalité de notre époque est que toute donnée personnelle et financière obtenue, transmise ou emmagasinée en ligne est potentiellement à risque.

L’industrie du stationnement n’est pas immunisée. En fait, maintenant que le paiement par carte de crédit est le mode de paiement principal et préféré dans la plupart des installations, les propriétaires et les opérateurs de stationnement, public comme privé, doivent devenir vigilants et doivent être en mesure de protéger les données financières de leurs clients.

L’industrie de la carte de crédit avec l’aide du Conseil des normes de sécurité PCI (PCI SCC) a établi la structure permettant d’aider les marchands (en comptant les propriétaires et les opérateurs de stationnement) à protéger leurs données. Le Conseil a établi les Normes de sécurité de l’industrie des cartes de paiement (PCI DSS), un ensemble d’exigences destinées à s’assurer que toutes les entreprises qui traitent, emmagasinent ou transmettent l’information de cartes de crédit offrent un environnement sécuritaire.

Le 28 avril 2016, les PCI SCC ont annoncé la version 3.2 des PCI DSS devant remplacer la version 3.1 et répondre à un nombre grandissant de menaces liées à la sécurité de l’information financière des clients. Cette version prendra effet le 1er février 2018.

Le 27 mai 2016, le PCI SCC a annoncé la version 3.2 du PA DSS, qui prendra effet le 1er juin 2016. Jusqu’à la date de lancement de ces versions, les propriétaires et les opérateurs de stationnement devraient considérer ces normes comme étant les meilleures pratiques pouvant aider à protéger les organisations et leurs clients.

Quels sont les détails de la PCI DSS version 3.2? Les organisations doivent

adhérer à deux exigences principales : premièrement, elles doivent implanter un procédé de contrôle des changements; deuxièmement, l’authentification multifacteurs (AMF) doit être implantée pour le personnel bénéficiant d’un accès administrateur à l’environnement de données des titulaires de cartes (EDT). La majorité des changements apportés dans le PA-DSS 3.2 ont été pensés afin d’appuyer les changements dans le PCI DSS 3.2.

Les fournisseurs de services devront également se soumettre à plusieurs obligations. Ces dernières comprennent la documentation des descriptions de leur système cryptographique, la détection et le rapport des échecs des systèmes critiques de contrôle de la sécurité, la réalisation d’un test d’infiltration pour les contrôles de segmentation, la délégation de la responsabilité de protéger les données des titulaires et la création d’un programme d’application des normes PCI DSS. De plus, les développeurs de programmes doivent suivre une formation en codage sécuritaire, au moins annuellement. Finalement, les examens trimestriels doivent être planifiés afin d’assurer le respect des procédures opérationnelles et de sécurité.

QUELLE EST L’IMPORTANCE DE LA NORME PCI ? Évidemment, respecter la norme PCI demandera une grande planification stratégique et un investissement significatif de la part des propriétaires et des opérateurs de stationnement, ainsi que de la part de leurs fournisseurs technologiques. Néanmoins, le PCI est important pour l’industrie du stationnement puisque les transactions par cartes de crédit sont pratiques pour les utilisateurs de stationnement, mais également pour les propriétaires et les opérateurs. En fait, elles sont tellement pratiques qu’elles sont devenues la méthode de paiement préférée des propriétaires, des opérateurs et des utilisateurs. Chaque propriétaire et chaque opérateur de stationnement ayant un compte marchand devront effectuer les transactions par cartes de crédit conformément aux normes PCI d’ici au 1er février 2018. Des pénalités et des amendes variant entre 5000 $ et 500 000 $ seront distribuées aux contrevenants à la norme PCI. Il est clair qu’il existe un incitatif financier à respecter celle-ci.

Un vol de données peut également provoquer la fermeture d’un compte marchand, éliminant donc la possibilité des propriétaires et des opérateurs de continuer à accepter les paiements par cartes de crédit. Pour plusieurs exploitants, le fait de perdre cette capacité d’accepter les paiements par cartes de crédit pourrait être dévastateur.

Un vol de données pourrait également placer le propriétaire ou son commerce sur une liste d’exclusion et les empêcher de créer un nouveau compte marchand. MasterCard possède une base de données des commerces (et de leurs propriétaires) qui ont vu leurs privilèges de cartes de crédit être retirés pour des raisons particulières. Cette liste, connue sous le nom de TMF (Fichier de marchands bannis ou Terminated Merchant File) ou de MATCH

Une troisième pénalité pour non-respect des normes a des implications plus importantes : les conséquences de la publicité négative, qui endommage l’image de marque, la réputation et la confiance des clients est incalculable. Les vols de données très médiatisés restent dans la mémoire collective longtemps après les événements.

OÙ COMMENCER ?

Une première étape essentielle est de déterminer comment établir le niveau de votre organisation. Ce niveau est basé sur le nombre de transactions annuelles ou sur l’éventualité qu’il y ait eu des vols de données dans votre établissement dans le passé.

Après avoir déterminé ce niveau, un audit annuel sur place ou une autoévaluation peuvent être requis. Une étude de 2010 a démontré que les coûts annuels moyens pour un audit de PCI DSS pour les grands marchands peuvent approcher les 225 000 $, en plus, notamment, des coûts de fonctionnement et des coûts liés au personnel. Pour les plus petites organisations, les coûts liés à la conformité aux normes PCI DSS peuvent n’être que de quelques centaines de dollars par année.

Une autre étape préliminaire importante pour le respect des normes PCI DSS est de définir l’étendue de l’environnement de données du titulaire de carte. Toute technologie à grande portée, toute personne et tout procédé doivent être examinés, y compris les pare-feu internes, les systèmes de segmentation, les machines virtuelles et leurs composantes, les composantes de réseaux (interrupteurs, routeurs, pare-feu et points d’accès sans fil, entre autres), les serveurs Web, les applications, les bases de données, les systèmes de courriel, les DNS et toutes applications internes et externes permettant de prendre en charge les données des titulaires de cartes, ou d’offrir une fonctionnalité administrative avec l’EDT. En considérant à quel point cette liste peut devenir coûteuse, il est facile d’apprécier les vertus d’une conformité limitée.

Les données des titulaires de données sont un élément particulièrement important pour le respect des normes PCI. Le PCI SCC définit les données des titulaires de cartes comme le numéro de compte primaire (PAN) ou le PAN complet ainsi qu’un élément parmi les suivants : nom du titulaire de carte, date d’expiration ou code de service. Les données d’authentification sensibles comprennent l’information à propos de la sécurité, telle que les codes de validation des cartes utilisés pour identifier les titulaires de cartes, y compris le CCV et le code PIN. Les applications de paiement qui ont accès aux données des titulaires de cartes devraient être validées en vertu de l’application de paiement,

normes en matière de sécurité des données, ou PA-DSS.

DÉLIMITER L’ÉTENDUE DES NORMES Malgré le fait que le marchand doit toujours se conformer à la PCI DSS, il existe des manières de limiter l’étendue des normes.

Pour un réseau déjà existant, les outils de segmentation les plus communs comprennent la protection du système de stationnement par un pare-feu équipé d’une liste de contrôle d’accès, ou un interrupteur de réseau. D’un autre côté, un nouveau réseau (modem/ routeur) peut être installé pour le système de stationnement. Généralement, le but est de modifier le programme et les composantes du système pour qu’ils soient non applicables.

En mettant en place ces solutions, les opérateurs de stationnement peuvent vouloir implanter ou même changer les composantes pour des solutions de chiffrements de bout en bout (E2EE) ou des solutions certifiées de chiffrements point par point (P2PE). Aux fins de cet article, cependant, nous laisserons les pare-feu, les interrupteurs et la création de réseaux à votre personnel du département informatique.

Dans les systèmes de stationnement, en plus de la gestion des programmes et des kiosques de stationnement, plusieurs systèmes incorporent également les interphones, les caméras vidéo et les composantes de contrôle d’accès. du stationnement. Lorsque cette séparation du réseau est configurée correctement, certains éléments qui sont correctement séparés peuvent être considérés comme non applicables aux normes.

Une autre manière de réduire la portée des normes PCI serait d’utiliser des chiffrements.

L’E2EE est un terme technique plus général décrivant la capacité de chiffrer de terminal à terminal. Un exemple serait le chiffrement au niveau du lecteur de carte de crédit et le déchiffrement par le marchand ou le terminal. Cependant, la clé pour déterminer si le programme de paiement est assujetti aux normes PA DSS ou non serait de comprendre qui a la capacité de voir les données des titulaires des cartes et d’y accéder. Les données chiffrées des titulaires de cartes ne seraient considérées non applicables seulement, et seulement si, un élément (QSA ou USA par exemple) aurait validé que l’entité en possession des données chiffrées n’a pas accès aux données déchiffrées du titulaire de carte, ou au processus de déchiffrement, ou s’ils n’ont pas la capacité de déchiffrer ces données chiffrées. PCI SCC FAQ #1086. Si vous ou votre fournisseur de programme, ou une tierce partie avez accès aux données chiffrées du titulaire de carte ou pouvez les déchiffrer, les normes PA-DSS s’appliqueront.

P2PE, un sous-ensemble d’E2EE est une certification officielle PCI qui implique plusieurs garanties additionnelles pouvant être confirmées par un auditeur QSA. Premièrement, le marchand peut ne pas être un gérant des clés de chiffrement; la gestion des clés doit être faite par une tierce partie. Les solutions P2P2 sont certifiées avec des points d’interactions particuliers (PI) ou des appareils de sécurité des transactions par NIP qui incorporent des fonctions garanties contre la falsification. Également, des garanties supplémentaires existent autour de la chaîne de responsabilité du matériel (y compris un emballage prénuméroté, non falsifiable et perméable. Le matériel décrit précédemment devra être placé dans ces emballages jusqu’à l’injection d’une clé de sécurité) Toute organisation ayant des questions ou des inquiétudes à propos de l’étendue des normes devrait se tourner vers un évaluateur qualifié en matière de sécurité. Finalement, il est logique pour les propriétaires et les opérateurs d’explorer des manières de réduire l’étendue des normes PCI DSS en réduisant l’empreinte à l’endroit où les données de titulaires de cartes sont localisées au sein de l’organisation. En réduisant l’étendue des normes, les propriétaires et les opérateurs peuvent réduire dramatiquement les coûts et l’anxiété provoqués par le vol de données sensibles des titulaires de carte, et ainsi augmenter la chance de respecter les normes PCI DSS.

PROBLÈMES COMMUNS En ce qui concerne la norme PCI, le domaine du stationnement offre des défis uniques parce que les paiements par carte de crédit sont acceptés de plusieurs façons. Les infrastructures de stationnements acceptent les paiements à des postes avec ou sans commis, par fax, par courriel et en ligne. Une variable commune est le programme utilisé pour traiter le paiement qui peut, lui, s’effectuer à une caisse, à un poste de péage ou en ligne.

Le marchand doit demander un diagramme de la circulation des données des titulaires de cartes afin de déterminer l’environnement des données des titulaires de cartes. Cet environnement technologique devrait être séparé et restreint aux utilisateurs autorisés (accès physique, réseau local et réseau étendu), ainsi que protégé à l’aide d’un parefeu; les programmes correctifs de sécurité devraient être mis à jour régulièrement. Le propriétaire ou l’opérateur doit déterminer si le mode différé (Store and Forward) est offert par le fournisseur du programme, et s’il est activé, quel montant maximal d’argent et quel délai seront autorisés lorsqu’une connexion Internet ne sera pas disponible pour traiter des cartes de crédit physiques.

Dans le monde physique, les propriétaires et les opérateurs doivent inspecter visuellement les titulaires de carte et les appareils NIP afin de s’assurer qu’il n’y ait pas d’appareils d’écrémage (appareil placé sur les lecteurs de carte permettant de voler l’information personnelle du titulaire de carte, y compris les données complètes des bandes magnétiques). Le procédé et la procédure doivent être réévalués régulièrement avec le personnel. QU’EN EST-IL D’EMV ?

Le but de la norme PCI est de protéger les données des titulaires de cartes qui sont traitées, emmagasinées ou transmises par les marchands. Le but d’EMV est d’assurer la sécurité des paiements par puce, et il exige une certification entre le matériel capable de prendre en charge l’EMV et le processeur. L’EMV offre un niveau additionnel d’identification au point de vente permettant de réduire les chances de fraudes. Malgré tout, les propriétaires et les opérateurs doivent tout de même respecter les normes PCI de leur environnement de données des titulaires de carte.

L’implantation du matériel certifié EMV réduit l’étendue PCI en s’assurant que ni le marchand ni le fournisseur de programme n’aient accès aux données chiffrées du titulaire. Finalement, bien que l’EMV ne réduise pas les responsabilités PCI générales des propriétaires et des opérateurs de stationnement, il permettra néanmoins de réduire l’environnement de données des titulaires en utilisant l’E2EE et éventuellement, le P2PE. Également, cette technologie offre une sécurité maximale pour les opérateurs et les

propriétaires ainsi que pour les utilisateurs payant par cartes de crédit.

PLUS PRÈS QUE VOUS NE LE PENSEZ Les propriétaires et les opérateurs de stationnement à la grandeur du Canada poussent un soupir de soulagement à la suite du report de l’implantation des exigences PCI DSS de ce mois-ci au mois de février 2018.

Ces normes nécessiteront des changements extraordinaires dans la gestion des systèmes de paiement par cartes de crédit des organisations de stationnement. Les 18 prochains mois devraient offrir assez de temps pour développer et implanter des systèmes et des programmes efficaces. Malgré tout, ces 18 prochains mois passeront rapidement, et la tâche devant nous promet d’être compliquée et exigeante. AMÉLIORATIONS APPORTÉES À L’ÉCLAIRAGE DES STATIONNEMENTS INTÉRIEURS : ÉCONOMIES ET HAUSSE DE LA QUALITÉ DE L’ÉCLAIRAGE PAR DAVID POOLE

Dans le cadre d’un programme mettant en cause 13 stationnements d’hôpitaux intérieurs à Calgary et à Red Deer, l’Alberta Health Services (AHS) a remplacé de vieux systèmes d’éclairage DHI par des systèmes d’éclairage à DEL; cette modernisation a rendu possibles des économies annuelles de presque 250 000 $, tout en permettant aux établissements de se conformer aux normes en vigueur et d’améliorer la qualité globale de l’éclairage.

modernisation financé par le service en charge des stationnements à l’AHS, treize stationnements intérieurs ont été choisis pour la transition vers un éclairage à DEL. Il est important de noter que ce service de l’AHS est un service auxiliaire engagé à fournir une solution durable et efficace. Ainsi, le projet comprenait une restructuration du système d’éclairage et l’utilisation de détecteurs de mouvement et de photocapteurs destinés à adapter l’éclairage adéquatement et en tout temps ainsi que de réduire la consommation d’énergie et les coûts y étant rattachés.

En Alberta, l’éclairage d’un grand nombre de stationnements intérieurs se fait par une combinaison de lampes HID (lampe à décharge à haute intensité : normalement des lampes aux halogénures ou des lampes à vapeur de sodium haute pression) et d’éclairage fluorescent T8.

D’importants écarts étaient observables dans le niveau d’intensité de l’éclairage des stationnements intérieurs : certains étaient illuminés bien au-delà des normes en vigueur et d’autres l’étaient bien au-deçà. Dans le cadre d’un programme de restructuration et de

Un total de 4895 accessoires fixes ont été assignés à ce projet. L’amélioration la plus simple a consisté à remplacer les tubes fluorescents T8 par des tubes à DEL de la même longueur, mais d’un wattage inférieur tout en utilisant les mêmes montures et ballasts. Le travail consistait en grande partie à remplacer les luminaires existants par des luminaires à DEL équipés de photocapteurs et de détecteurs de mouvement intégrés. Le système de gradation installé sur la plupart des accessoires fixes permet une réduction de l’intensité de l’éclairage à un niveau prédéterminé (normalement 30 %) lorsque personne ne conduit ou ne marche à proximité. Luminaires suspendus, éclairage de cyclorama, appliques murales, plafonniers et lampes de surface ont été utilisés en combinaison pour répondre aux besoins des différents environnements (stationnements, escaliers, ascenseurs, allées piétonnes, etc.). Des mesures de l’intensité de l’éclairage ont aussi été prises avant et après les rénovations afin de démontrer la conformité aux normes de la IESNA.

DÉTAILS DE PROJET L’Alberta Health Services a approché un consultant en éclairage afin qu’il lui soumette des documents d’appel d’offres dans le but de faire l’acquisition d’un système d’éclairage amélioré et d’obtenir des rapports sur la consommation d’énergie avant et après l’installation afin de confirmer les économies. Le consultant s’est basé sur les recommandations de la Illuminating Engineering Society of North America (IESNA) afin de restructurer le système d’éclairage des stationnements intérieurs. Le consultant en éclairage et l’AHS ont travaillé conjointement afin d’évaluer une quantité de produits d’éclairage à DEL et choisir un nombre adéquat de produits approuvés en fonction de plusieurs facteurs : performance, qualité, garantie, historique, etc.

CONCLUSIONS

L’enregistrement des données sur la consommation d’énergie avant et après le projet à l’aide d’enregistreurs de données DENT a permis de chiffrer les économies réalisées.

Elles varient entre 23 % et 90 %, avec une moyenne de 68 % pour tous les stationnements intérieurs. Les plus faibles économies ont été réalisées en remplaçant simplement les lampes fluorescentes par des lampes à DEL. Concernant ce taux moins élevé, il est important de tenir compte du fait que certains stationnements intérieurs étaient déjà équipés de détecteurs de mouvement et de photocapteurs réduisant le nombre d’heures de fonctionnement des lumières. Les économies les plus importantes ont été réalisées dans un stationnement intérieur qui était très éclairé; de plus, ce stationnement est utilisé par des employés, ce qui donne lieu à de courtes périodes d’activité pendant les changements de quarts suivies de longues périodes d’inactivité : l’intensité de l’éclairage (et la consommation d’énergie) baisse donc au plus faible niveau pendant ces longues périodes creuses.

Il est possible d’effectuer des économies substantielles sur les coûts d’exploitation d’un stationnement intérieur en passant d’un système d’éclairage désuet à un système d’éclairage à DEL; ces économies dépendront de certains facteurs comme le type et l’intensité de l’éclairage actuel ainsi que la densité et la nature du trafic dans le stationnement. La réduction des coûts des produits d’éclairage et l’amélioration de leur efficacité rendront dorénavant les délais de récupération plus brefs.

La réduction des coûts d’entretien contribuera à minimiser les potentielles augmentations des tarifs et constitue un facteur important à considérer lorsqu’il est question de l’aspect financier d’un projet. La communication avec les différentes parties prenantes est importante afin d’assurer l’acceptation et la mise en œuvre sans accrocs des changements. n

Le délai de récupération pour ce programme n’est que de 10 ans. Déjà, au long de l’implantation de ce programme, le coût des luminaires à DEL a diminué et le rendement lumineux en watts a augmenté. Les prochaines rénovations devraient permettre d’obtenir un rendement encore meilleur. Un autre avantage n’étant pas inclus dans le calcul du délai de récupération est celui que représente la grande longévité des luminaires à DEL et la réduction des coûts d’entretien liés au remplacement des lumières et des ballasts.

Ultimement, l’Alberta Health Services évite l’émission de plus de 1800 tonnes de gaz à effet de serre annuellement.

RÉTROACTIONS DES UTILISATEURS Lorsqu’il est question de changements qui affectent directement les utilisateurs, il est normal de s’attendre à recevoir des rétroactions. Dans quelques cas, les utilisateurs se sont plaints du niveau d’éclairage réduit (comme mentionné, certains stationnements intérieurs étaient illuminés bien au-delà des normes en vigueur) et dans un nombre limité de cas, les utilisateurs ont affirmé ne pas se sentir en sécurité. L’équipe assignée à ce projet a réagi aux plaintes en menant une enquête individuelle pour chaque situation et en ajoutant des lumières aux endroits signalés par les clients, lorsqu’approprié.

Une leçon importante tirée des travaux effectués dans le premier stationnement est qu’il est important de ne pas retirer l’intégralité du vieux système d’éclairage avant que le nouveau ne soit fonctionnel. Le fait de laisser une partie des vieilles lumières facilite la transition vers le nouveau système pour les utilisateurs. Nous nous sommes aussi rendu compte que la communication aurait pu être améliorée à l’aide de signalisation et d’autres moyens qui auraient servi à informer les utilisateurs du fonctionnement de l’éclairage (système de gradation, photocapteurs) et de la durée et de l’étendue des travaux. De plus, faire appel à des tiers ayant la confiance de la clientèle, tel que du personnel syndiqué et des membres des services de protection, pour signaler les inquiétudes liées à l’intensité de l’éclairage ou pour identifier les endroits obscurs aurait pu faciliter l’acceptation des inconvénients pendant la construction et l’acceptation des résultats finaux.

Les services de santé de l’Alberta (Alberta Health Services) sont l’autorité provinciale en santé responsable de la planification et de la prestation de soutien et de services de santé pour plus de 4 millions d’adultes et d’enfants vivant en Alberta. Sa mission est de fournir un système de santé de qualité axé sur le patient, accessible et viable pour tous les Albertains. L’AHS Parking Services gère actuellement plus de 8 000 espaces de stationnement pour les patients ou les visiteurs et plus de 28 000 espaces pour le personnel dans 31 stationnements et différents lots loués ou qui lui appartiennent situés dans 9 municipalités à travers la province. À titre d’activité complémentaire, les services de stationnement doivent fonctionner comme un programme autonome. Aucun dollar fourni par le gouvernement pour les soins de santé ne peut servir à construire, à louer, à entretenir ou à administrer des services de stationnement sur un site où l’on perçoit des frais de stationnement.

Tous les coûts liés au stationnement doivent être entièrement récupérés grâce aux redevances perçues auprès des utilisateurs du service.

L’industrie du stationnement est au cœur d’une de ses périodes les plus trépidantes.

Nous avons été témoins d’un grand nombre de changements ces 50 dernières années, notamment des avancements importants dans la conception, la planification et la gestion des stationnements. Ces innovations ont transformé nos communautés et ont grandement amélioré notre qualité de vie, mais jamais auparavant l’industrie du stationnement n’a connu de plus grands changements.

Mais qu’y a-t-il de si intéressant? L’ère technologique qui est si importante pour notre vie de tous les jours transforme l’industrie du stationnement. Régulièrement, de nouvelles technologies sont introduites sur le marché, comme la technologie de paiement par téléphone, les services de réservation en ligne ou les ensembles novateurs de gestion de bâtiments. Chaque technologie veut aspirer à rendre les stationnements plus conviviaux, efficaces, gérables et profitables.

Malgré tout, les technologies les plus importantes sont liées à la gestion du stationnement. Les outils de gestion du stationnement utilisent des détecteurs afin de déterminer si un espace est occupé ou non. Cette information est alors transmise à la signalisation DEL qui permet de diriger les conducteurs vers les espaces disponibles. Les systèmes basés sur les détecteurs peuvent avoir la capacité de compiler les données liées à l’occupation des stationnements, permettant ainsi aux propriétaires et aux opérateurs de gérer leurs actifs efficacement, tout en retirant des profits.

AVANTAGES CERTAINS « Les systèmes de guidage permettent de diriger rapidement les conducteurs vers des espaces de stationnement et réduisent la congestion dans les bâtiments, mentionne Shareena Sandbrook, directrice générale de FrogParking Ltd. Le client en profite de plusieurs manières. Par exemple, les opérateurs de centres commerciaux doivent maximiser la durée de magasinage de leurs clients afin d’augmenter leurs revenus. Les opérateurs présents dans les aéroports peuvent faciliter le stationnement des visiteurs pressés d’arriver à temps pour leurs vols. Un système de guidage permet de savoir rapidement où sont les espaces de stationnement disponibles. »

C’est également l’attrait pour les utilisateurs.

Les systèmes de gestion des stationnements éliminent la nécessité des conducteurs de circuler dans les niveaux des stationnements à la recherche d’un espace disponible. Aussitôt qu’un conducteur approche un bâtiment dédié au stationnement équipé d’un système de gestion, la signalisation extérieure indique au conducteur combien d’espaces sont disponibles dans le bâtiment, et souvent, combien sont disponibles sur chaque niveau. Lorsque ces conducteurs atteignent le niveau de stationnement désiré, une série d’indicateurs lumineux indique le statut de chaque espace : vert pour les espaces disponibles, rouge pour les espaces occupés et bleu pour les espaces réservés aux personnes atteintes d’un handicap. Les propriétaires et les opérateurs peuvent également créer un code de couleurs unique afin de désigner les espaces de stationnement réservés, aux voituriers ou à d’autres groupes.

« Avant tout, les systèmes de gestion des stationnements sont conçus pour aider les utilisateurs à trouver rapidement un espace de stationnement et d’assurer une utilisation maximale des espaces disponibles, souvent entre 24 % et 50 % plus rapidement que dans un stationnement sans système de gestion », mentionne Fowler.

Tim Flanagan, directeur général de Sentry Control Systems, convient que les systèmes de gestion de stationnement offrent des avantages extraordinaires aux utilisateurs. Il ajoute cependant que les avantages aux opérateurs et aux propriétaires sont tout aussi importants. « Les stationnements avec un système de gestion du stationnement ont un avantage considérable sur ceux ne disposant pas de la technologie, dit Flanagan. L’avantage le plus visible est de nature compétitive : ils peuvent favoriser les occasions d’affaires. Les conducteurs vont naturellement se tourner vers les stationnements qui sont plus faciles et plus pratiques à utiliser. »

« Il y a même des avantages affectant notre qualité de vie auxquels ne pensent pas les propriétaires et les opérateurs, ajoute Flanagan. En éliminant les mouvements incessants des voitures dans les garages, à toute heure du jour et de la nuit, les bâtiments s’usent moins rapidement. Avec le temps, cet aspect peut représenter d’énormes économies sur l’entretien et sur les coûts de réparation des bâtiments. Il peut également prolonger la vie de vos actifs de stationnement. » Selon Dale Fowler, directeur de la société d’INDECT USA, un autre fournisseur dominant de systèmes de gestion des stationnements, les avantages nombreux de ces systèmes favorisent les propriétaires, les opérateurs et les clients.

« Avant tout, les systèmes de gestion des stationnements sont conçus pour aider les utilisateurs à trouver rapidement un espace de stationnement et d’assurer une utilisation maximale des espaces disponibles, souvent entre 24 % et 50 % plus rapidement que dans un stationnement sans système de gestion », mentionne Fowler. Les autres avantages de ces systèmes sont : émissions de dioxyde de carbone réduites, roulement plus élevé des espaces de stationnement, utilisation à 100 % de l’espace disponible et besoin en personnel réduit. Les systèmes fournissent également une variété de renseignements à propos de leurs clients, un fait surprenant pour les propriétaires et les opérateurs. Par exemple, les systèmes indiquent où sont stationnés les clients, pour combien de temps et à quelle fréquence. Cette information statistique détaillée est précieuse pour l’audit, mais également pour la planification des bâtiments et des besoins futurs de stationnement et pour la gestion du rendement de la propriété.

« Étonnamment, les premiers systèmes ont été installés dans des petits stationnements afin d’encourager les utilisateurs à y venir et à y occuper tous les espaces, poursuit Fowler. Ils le font en fournissant de l’information précise aux garages de confiance.

Les personnes locales savent que si la signalisation indique qu’il y a trois espaces disponibles, elles seront capables de les trouver et d’ainsi se trouver un espace. Les profits des petits garages se font avec ces cinq derniers espaces; les systèmes de gestion aident les propriétaires et les opérateurs. Sans avoir accès à cette information sur l’occupation, les conducteurs vont supposer, la plupart du temps, que le stationnement est plein et iront voir ailleurs. »

IDÉES FAUSSES COURANTES Malgré les nombreux avantages du système de gestion du stationnement, plusieurs opérateurs hésitent à installer ces systèmes. Selon Sandbrook et Fowler, cette situation est souvent due à des idées fausses. « Une des plus grandes inquiétudes à propos de ces systèmes est le coût perçu et le temps nécessaire à l’installation, explique Sandbrook. Plusieurs options existent pour sélectionner le bon système de gestion et si le coût et l’installation représentent les inquiétudes principales, ces options sont réduites. Par exemple, les systèmes sans fil offrent une solution de haute qualité sans nécessiter des coûts d’infrastructure importants. Chaque site qui est presque complet possède un roulement de stationnement, et les stationnements à courte durée verront immédiatement une augmentation en revenu de 5 % à 15 %. « Les plus grands sites peuvent également faire d’importantes économies en reportant certaines dépenses en capital, ajoute Fowler. Dans le passé, certains propriétaires, lorsqu’ils croyaient avoir atteint la capacité limite de leur bâtiment, construisaient automatiquement plus d’espaces. Cependant, la plupart des garages possèdent des espaces non utilisés; les plus grands stationnements sont considérés comme étant complets lorsqu’ils atteignaient une capacité de 85 %, simplement parce que les utilisateurs ne parviennent pas à trouver le 15 % restant. Un système de gestion du stationnement assure l’utilisation de la pleine capacité d’un stationnement, et l’utilisation de ces derniers espaces peut rapporter quelques milliers de dollars par jour. »

LE FUTUR EST MAINTENANT L’industrie du stationnement a connu sa part de technologies futuristes dans les dernières années et plusieurs semblent être liées aux systèmes de gestion des stationnements. La plupart des avancées les plus intéressantes traitaient de la connexion entre les systèmes de gestion et les technologies mobiles. « La capacité des utilisateurs à trouver leur voiture grâce à leur téléphone mobile est déjà offerte, dit Fowler. Vous pouvez descendre de votre avion et être guidé directement de la porte de débarquement vers votre voiture, et ce, grâce à votre téléphone cellulaire. » Sandbrook est particulièrement enthousiasmée par le lancement de la technologie iBeacon qui permet de collaborer avec l’utilisateur et d’interagir avec lui aussitôt qu’il arrive dans un garage équipé d’un système de gestion des stationnements. « Le système est intégré aux médias sociaux et aux plateformes de publicité afin d’augmenter la valeur, mentionne Sandbrook.

Imaginez un automobiliste qui se stationne dans un garage. Son téléphone intelligent lui donne l’avertissement suivant : ‘‘Bonjour, John, bienvenue à Fashion Central. Vous recevrez aujourd’hui 20 % de rabais sur les chaussures en magasin! Nous avons également marqué l’emplacement de votre voiture. Indiquez-nous lorsque vous êtes prêt à y retourner.’’ Il s’agit d’une expérience de stationnement hautement personnalisée créée pour répondre aux désirs et aux besoins de chaque utilisateur. »

SANS LIMITES S’il y a une chose que nous avons apprise de cette révolution technologique, c’est qu’aucune limite ne s’impose à la technologie liée au stationnement. En réalité, la seule limite est l’imagination des créateurs de technologies de notre industrie. Qui aurait cru, il y a 25 ans, que des systèmes pourraient guider les utilisateurs directement vers les espaces disponibles ou qu’un mini-ordinateur dans nos poches pourrait nous permettre de réserver des espaces de stationnement avant même de quitter nos maisons, ou encore que ces ordinateurs pourraient nous guider vers nos voitures lorsqu’est venu le temps de retourner à la maison? « L’industrie du stationnement est particulièrement bien située pour tirer profit de ces avancées technologiques », mentionne Flanagan qui indique également que ces nouvelles technologies seront déployées de bien des façons imaginatives. « Nous continuerons également de voir de nouvelles technologies liées au stationnement apparaître, et ce, au moins pendant encore une génération. » Les nouveaux outils qui sont introduits dans l’industrie ne sont pas utilisés de la même manière que l’équipement traditionnel du passé. Plutôt que d’installer une pièce d’équipement particulière pour répondre aux besoins d’une seule fonction, les fournisseurs de technologie de stationnement poursuivent une approche de solution totale, combinant plusieurs technologies provenant de plusieurs fournisseurs. L’INTÉGRATION DES TECHNOLOGIES NUMÉRIQUES DANS LA GESTION DYNAMIQUE DU STATIONNEMENT INTRODUCTION : LA NOUVELLE MOBILITE En un siècle, l’automobile, cette invention synonyme de liberté, de mobilité, d’autonomie et qui a contribué à façonner nos villes et banlieues, a davantage évolué que notre relation avec elle.

L’automobile est aujourd’hui dotée d’ordinateurs qui peuvent aller jusqu’à éviter les collisions et même prendre en charge la conduite, et, comble du paradoxe pour cet objet à vocation mobile, elle passe l’essentiel de son temps dans l’immobilité 0 : une automobile est en moyenne stationnée 95% du temps, quand elle n’est pas immobilisée dans un embouteillage.

Dans les pays industrialisés, elle ébranle plusieurs secteurs de l’économie : tandis que la voiture se transforme en dispositif informatique si sophistiqué qu’il peut prendre la conduite en charge, que les constructeurs automobiles se transforment en fournisseurs de mobilité, les villes deviennent intelligentes en utilisant et intégrant les nouvelles technologies pour répondre aux défis de la ville moderne en matière de transport, de gouvernance, de services aux citoyens, entre autres.

La congestion automobile figure en bonne place dans la liste des maux qui affligent les agglomérations urbaines. Elle fait augmenter les rejets de gaz à effet de serre et est ainsi largement responsable du smog dans les grandes villes. Et la recherche de stationnement est, pour sa part, largement responsable de la congestion: 90% des automobilistes circulant en ville chaque jour vont chercher une place de stationnement à un moment ou un autre et ils perdront jusqu’à 20 minutes à le faire, en circulant lentement ou en s’immobilisant dans la circulation pour se stationner en parallèle i.

Les solutions sont en train de se mettre en place avec l’émergence du stationnement dit « intelligent », par exemple grâce à l’utilisation de technologies imbriquées dans la chaussée et les parcs de stationnement et connectées aux nouveaux outils mobiles utilisés par une portion grandissante de la population.

Les solutions technologiques qui permettront de rendre la recherche de stationnement fluide, de faire en sorte que cela ne crée plus une entrave dans la circulation – et de personnaliser et de faciliter l’expérience de l’automobiliste – existent.

Mais la révolution numérique en marche a vu émerger un grand nombre d’aspirants au titre de prochaine « licorne », ces startups technologiques qui perturbent des pans de l’économie et dont la valeur a atteint plus d’un milliard de dollars en des temps records.

Les gestionnaires de stationnement, tant ceux du domaine public que ceux du privé, devront s’adapter rapidement au virage technologique qu’impose la nouvelle économie urbaine tout en sachant séparer le vrai du faux avant de prendre des décisions importantes. Surtout, il faudra que toutes les parties impliquées dans la gestion du transport et du stationnement se concertent pour arriver à des solutions globales qui assureront vraiment la fluidité de la circulation.

À PROPOS DE LA MOBILITÉ Dans ce document il est question de deux notions différentes, mais apparentées de la mobilité. Selon le contexte, le terme désigne la mobilité durable ou la mobilité informatique. Pour lever toute confusion :

UNE TRANSFORMATION BIEN AMORCEE

Selon des analystes du secteur, on peut imputer ce phénomène à la baisse des taux d’intérêt et du prix de l’essence, mais également à l’arrivée sur le marché de nouveaux modèles débordant de nouveautés technologiques en phase avec l’environnement numérique d’aujourd’hui.

L’informatisation des véhicules permet maintenant à un constructeur de régler un problème à distance sur toute la flotte de ses véhicules. Une voiture peut receler entre 50 et 100 ordinateurs qui génèrent régulièrement des millions de lignes de code. Tous ces ordinateurs ont pris le contrôle des automobiles au point où ils peuvent même conduire la voiture à votre place, comme la voiture sans conducteur de Google iii.

La voiture, maintenant transformée en dispositif informatique sophistiqué, est prête à entrer dans ce qui est souvent présenté comme la troisième évolution de l’Internet : l’Internet des objets, une ère où dispositifs et objets du monde réel échangent des informations et des données grâce au Web.

LES CONSTRUCTEURS AUTOMOBILES SE TRANSFORMENT EN FOURNISSEURS DE MOBILITE L’automobile s’est transformée et notre regard sur elle également, affecté par ses effets néfastes, comme la congestion autoroutière et l’augmentation des gaz à effet de serre. Les technologies numériques ont aussi permis l’arrivée de nouveaux services offrant de mettre en contact utilisateurs et conducteurs grâce à des applications mobiles, perturbant ainsi l’industrie du taxi à travers le monde.

Ces services ont pour mission d’encourager la mobilité urbaine avec et sans automobile. Parmi les applications développées avec le soutien de BMW, on trouve DriveNow, un service d’autopartage, et ParkNow, qui permet de filtrer les parcs de stationnement

FordPass, également offert à tous, propose de partager la propriété d’automobiles, de réserver des places de stationnement, ou encore de planifier des trajets intermodaux.

LES GRANDS CENTRES URBAINS SE TRANSFORMENT EN VILLES INTELLIGENTES Les nouvelles technologies ont également poussé les grands centres urbains à amorcer un mouvement qui les transformera en ville intelligente, une ville qui utilise et intègre les nouvelles technologies de l’information et des communications en conciliant ses fonctions d’habitat, de mobilité, de pôle économique, tout en réduisant son empreinte sur la planète.

Selon un rapport de l’ONU, 54% de la population mondiale vivait dans un milieu urbain en 2014, et cette proportion devrait grimper à 66% d’ici 2050 avec un ajout de 2,5 milliards de nouveaux citoyens.

Dans ce contexte, les villes sont un élément clé de la viabilité de la planète et les villes intelligentes en constituent l’élément fondamental. Pour accommoder la population humaine toujours croissante, les villes doivent nécessairement se transformer en milieux de vie plus efficients, équitables et sains, et surtout respectueux du tissu écologique qui en est la trame.

LE STATIONNEMENT INTELLIGENT UN ROUAGE ESSENTIEL DE LA VILLE INTELLIGENTE Chaque jour, ces personnes parcourent leur ville pour atteindre une variété de destinations : lieu de travail, résidence personnelle, lieux consacrés à la culture, au divertissement, à l’éducation, au commerce, etc. La mobilité est un des éléments-clés de la qualité de vie d’une ville et de sa prospérité économique.

Les experts évaluent que seule une petite part de la congestion urbaine est causée par des personnes traversant la ville. La grande majorité des véhicules en circulation veulent atteindre une destination située dans la ville et on peut en déduire que ces véhicules devront nécessairement se stationner à un moment donné.

Un automobiliste peut perdre jusqu’à 20 minutes à la recherche d’un espace de stationnement. Si 90% des véhicules qui circulent chaque jour passent une partie de la journée à chercher une place de stationnement vi en roulant lentement – et en s’arrêtant pour se stationner sur rue – on peut en conclure que le stationnement contribue fortement à la congestion urbaine et à l’augmentation du niveau de pollution.

ETAT DES LIEUX Les villes aspirent à devenir intelligentes pour assurer leur viabilité et le bien-être de leurs citoyens. Les automobiles deviennent de plus en plus intelligentes (au contraire de nous, simples humains, elles peuvent systématiquement éviter les collisions et ne sont jamais envahies par la rage au volant !). Il est donc logique que le stationnement aussi devienne intelligent et ne soit plus un problème, mais partie de la solution.

Le terme « stationnement intelligent » renvoie à l’utilisation de dispositifs de télédétection qui permettent de surveiller l’occupation des espaces. Ces dispositifs peuvent être des caméras, des sonars aériens, des barrières à l’entrée du parc ou encore des détecteurs intégrés dans la chaussée.

Les systèmes de télédétection les plus performants peuvent non seulement fournir de l’information sur les places libres, mais également spécifier si une place libre convoitée est de taille suffisante pour garer son véhicule. Ils permettent également d’analyser cette information et de la transmettre à des applications mobiles et web et des panneaux de signalisation dynamique vii.

C’est ce qu’on appelle le téléjalonnement dynamique.

Le stationnement intelligent utilise également les outils de mobilité informatique, en particulier le téléphone intelligent dont l’utilisation est de plus en plus généralisée au sein de la population. En 2014, 66 % des Canadiens utilisaient un téléphone intelligent, comparativement à 62 % en 2013 viii.

Le développement de solutions de stationnement intelligent est une industrie en émergence. Plusieurs grandes agglomérations urbaines dans le monde sont en train de tester ces solutions, tout comme les aéroports, les organismes de transport en commun et d’autres organisations telles que les universités et les hôpitaux qui gèrent des parcs de stationnement importants.

Le stationnement intelligent repose d’abord sur des solutions technologiques liées aux appareils et applications mobiles, mais c’est surtout un moyen pour une ville de : • Simplifier et harmoniser les différentes pratiques de gestion des espaces de stationnement, tant par le secteur public que privé ;

• Moduler l’offre de stationnement en fonction de l’utilisation des espaces disponibles, en temps réel ; • Optimiser le stationnement au centre-ville et sur les artères commerciales afin de favoriser la vitalité commerciale.

• Moduler la tarification en fonction de la taille des véhicules. Plus la voiture est petite, moins cher est le prix du stationnement.

SAN FRANCISCO : RÉDUCTION DU TRAFIC DE 30% La ville de San Francisco a réussi à réduire le trafic automobile au centre-ville de 30 % en deux ans. Ce qui a tout changé : une politique de stationnement visionnaire, qui a fait disparaître les milliers d’automobilistes qui tournent éternellement en rond grâce à la stratégie « SF Park ». La ville a déployé un système d’affichage informatique (et une application mobile) qui indique en temps réel où se trouvent les places libres, auquel on a ajouté une modulation des tarifs selon l’achalandage dans la journée, et une possibilité de prolonger le stationnement au-delà des deux heures traditionnelles.

DES SOLUTIONS INTELLIGENTES Plusieurs solutions de stationnement intelligent sont actuellement implantées ou en phase de test un peu partout dans le monde.

Parmi celles-ci : • Les technologies Payez et affichez, Payez par espace, Payez par plaque d’immatriculation Ces technologies maintenant bien implantées permettent de remplacer plusieurs parcomètres grâce à l’utilisation d’une borne où les utilisateurs notent le numéro de leur emplacement et payent leur place soit avec de la monnaie ou une carte de crédit, soit avec une application mobile. Payez par espace et Payez par plaque d’immatriculation en particulier permettent également d’automatiser les outils de surveillance et de contrôle.

Le nombre d’équipements dédiés au stationnement sur rue va diminuer graduellement et le parc d’équipements devra être multiservices. On verra d’ailleurs apparaître des bornes multiservices complémentaires aux téléphones intelligents qui prendront en charge l’ensemble des besoins en stationnement et qui permettront d’amalgamer plusieurs autres services municipaux; information générale provenant de la Ville et des services publics, l’état de la circulation par télémétrie et plusieurs services commerciaux de façon à encourager l’économie locale.

Pour l’instant, les premières générations de ce type de bornes consomment beaucoup d’énergie en raison des multiples dispositifs offerts (écran couleur, clavier, lecteur de cartes,

lecteur optique, etc.), ce qui freine leur implantation généralisée.

Mais de nombreux progrès technologiques permettent déjà de réduire leur consommation énergétique.

Éventuellement, les parcomètres vont disparaître : les automobiles connectées communiqueront directement avec l’infrastructure responsable de la gestion du stationnement.

Des logiciels permettent de suivre les différents éléments du parcours de l’automobiliste et de ses interactions avec ceuxci dans ses déplacements dans la ville : les parcomètres, les barrières, les places de stationnement, les rues, même une ville dans son entièreté. Certains automobilistes sont d’ores et déjà capables de choisir une destination de stationnement grâce à une application mobile : vous conduisez jusqu’à votre destination, l’exploitant du stationnement connaît votre positionnement tout au long de votre trajet, un préposé vous accueille dès votre arrivée, votre place est garantie et elle a été réservée et payée.

• Réservation des espaces de stationnement De nombreuses entreprises offrent des outils de réservation à distance – et le paiement d’avance – des espaces de stationnement. Il reste encore de nombreuses intégrations – des plateformes, des logiciels, des données – pour que cet outil soit davantage déployé. Il est utilisé avec succès dans de grands aéroports comme Heathrow à Londres, qui tire du stationnement réservé une grande partie de ses revenus de stationnement.

• Tarification dynamique : exemple aux États-Unis Depuis 2011 la ville de San Francisco a implanté une réforme de sa politique de stationnement – la plus révolutionnaire depuis l’invention des parcomètres en 1935, la tarification basée sur la demande. Les tarifs de stationnement, pour une bonne partie des espaces sur rue et hors rue, varient en fonction de la demande et de l’emplacement ix.

Développée grâce aux technologies mobiles de télédétection, la tarification basée sur la demande, ou tarification dynamique, vise à optimiser l’utilisation des places. D’autres critères de modulation de la tarification peuvent être envisagés, par exemple, l’implantation d’une tarification progressive en fonction de la durée de stationnement ou encore des périodes gratuites de courte durée sur certains tronçons des artères commerciales pour encourager l’achat local.

Grâce à ces technologies, toutes les fonctions et applications activées au cours de ce parcours peuvent être centralisées : les transactions, la levée des barrières, la gestion des clients réguliers, la localisation des véhicules, la surveillance de la circulation, l’émission des constats PARTENARIATS d’infraction, la signalisation des places PUBLIC-PRIVÉ disponibles. À San Francisco, la politique est encore à l’étape de projet pilote x . Son implantation dans d’autres villes se heurte encore à l’obstacle des réglementations municipales mal adaptées à cette nouvelle approche.

• Tarification dynamique incluant un volet écologique: exemple à Madrid Depuis la fin de 2014, la ville de Madrid en Espagne a réformé sa politique de stationnement. Elle est encore plus novatrice et elle est basée sur un algorithme des plus révolutionnaires qui prend en compte l’empreinte écologique de tous les véhicules en fonction de leur motorisation et de leur taille. La tarification varie à toutes les heures et le tarif de base peut fluctuer de 20%. De plus, une variable smog a été introduite, ce qui permet de facturer un pourcentage additionnel de 10% si le niveau de smog atteint un niveau alarmant.

Les outils mobiles et connectés envahissent l’industrie du stationnement, dont ils ont commencé à révolutionner les modèles de gestion. Par exemple, ils permettent aux gestionnaires des parcs de stationnement de surveiller les infractions et d’émettre les constats ou encore de contrôler et de réparer les équipements à distance. Ils facilitent la gestion virtuelle de toutes les clientèles

Quand le stationnement sera intégré à part entière dans les systèmes de transport intelligent, il deviendra une pièce maîtresse dans la panoplie des services connectés proposés aux citoyens et visiteurs des villes intelligentes.

DES DEFIS A RELEVER POUR UN AVENIR « INTELLIGENT » Pour devenir intelligentes, les villes devront nécessairement intégrer le stationnement à leur planification. Il est important qu’elles se dotent d’une vision globale et sur le long terme : implantée isolément, une mesure d’optimisation n’aura que très peu de retombées.

Pour être vraiment efficace et globale, cette planification devra impliquer tous les acteurs de la gestion de demande du transport : les gestionnaires de stationnement public, mais également ceux qui gèrent les stationnements institutionnels (hôpitaux, universités) et privés, les autorités municipales et provinciales, les responsables de la gestion du transport de marchandises, en commun, les propriétaires d’immeubles, les associations de marchands, les chambres de commerce, les associations de citoyens.

Cette planification devra également tenir compte des nombreux défis qui se présenteront. Entre autres : • Défi d’accès aux données : reconnaître l’importance et la valeur des données et de leur utilisation, s’entendre sur le partage et la transparence de l’information

• Défi de l’interopérabilité des systèmes : uniformisation et standardisation de la collecte et de la présentation des données, pour assurer leur qualité, l’ergonomie et le caractère dynamique

promettant de régler tous les problèmes de stationnement avec leur application, mais sans réelle connaissance des nombreux paramètres nécessaires à la gestion, au suivi et à la comptabilisation des transactions dans ce domaine spécialisé.

• Défi des agendas divergents entre les nombreux acteurs, partenaires des secteurs publics et privés, industries concurrentes, penseurs et praticiens de la gestion des transports et du stationnement

Comme dernier défi d’importance, les planificateurs de la ville intelligente devront tenir compte des coûts de rénovation et de renouvellement des infrastructures urbaines, dans un contexte où la santé des finances publiques est fragile. Les sommes à investir devront invariablement provenir de différentes sources, autres que du domaine public. Ils devront aussi apprendre à tirer pleinement profit du potentiel de la co-création, avec les citoyens, mais également avec les entreprises privées, institutions publiques et universités. Ils auront tout intérêt à les convier à trouver et tester ensemble des solutions concrètes. Jumelée à l’exploitation des données ouvertes, la combinaison de l’expertise des intervenants des sphères publiques et privées ne pourra qu’être bénéfique.

À ces défis, il faut ajouter celui causé par l’émergence d’un marché de « l’intelligence » plutôt chaotique, propulsé par les technologies numériques et l’utilisation à toutes les sauces du terme « intelligent », invoqué comme une panacée. On ne compte plus les entreprises en TI qui offrent des solutions dites intelligentes : « ville intelligente», « infrastructures intelligentes ».

Bientôt nos voitures se conduiront et se gareront toutes seules, puis viendront nous chercher. Le coût du stationnement sera acquitté automatiquement grâce à notre portefeuille électronique et s’affichera sur le tableau de bord de la voiture.

Utopique tout cela ? Dès maintenant, le parcours quotidien des individus peut être parsemé de technologies intelligentes qui automatisent toutes les fonctions périphériques au stationnement des véhicules: recherche des places disponibles, paiements, ouverture des barrières, signalisation des places libres, par exemple. Toutes les fonctions rendues nécessaires par la gestion de la circulation et la mobilité des individus peuvent également être automatisées : monitorage de la circulation et de la congestion, surveillance manuelle et automatisée de l’utilisation du stationnement (constats d’infraction sur-le-champ), contrôle de l’utilisation du service, contrôle de l’accès usager, détection des défectuosités d’équipement.

Les composantes informatiques, les applications logicielles et mobiles ainsi que les plateformes existent. Il ne reste plus qu’à connecter ensemble les multiples intervenants – acteurs, industries, réglementations – qui rendront ce scénario possible.

Souhaitons qu’en 2050 toutes ces fonctions soient intégrées au sein de systèmes centralisés qui géreront les villes intelligentes et contribueront à la viabilité de la planète.
