T
his has been a busy year for the CPA, and one marked by considerable change. Across the organization, important work is underway to modernize how we serve members, strengthen our community, and respond with purpose to the opportunities and challenges ahead. There is a particular energy that comes with gathering an industry in transition. This issue of Parker arrives at that moment for Canada’s parking and mobility community—as we prepare to meet in Montréal for the 2026 Annual Conference and Trade Show, and as the Canadian Parking Association continues its evolution toward the Canadian Parking & Mobility Association. The theme of this year’s conference, “Where Parking & Mobility Intersect,” reflects the reality of the work we do every day. Parking is no longer an isolated service or simply a place to store vehicles. It is connected to curbside management, public space, transportation planning, electrification, data, technology, accessibility, customer experience, and the movement of people and goods through our communities. Our association’s focus remains clear. Parking is central to our mission, and we will continue to be practical, applied, and operator focused. At the same time, the responsibilities of parking professionals are expanding. A recent member survey confirmed what many of us already know: mobility is increasingly part of our work, with 85 per cent of respondents indicating that mobility is already integrated into, or actively emerging within, their organizations.
The final step to confirm our name change to Canadian Parking & Mobility Association (CPMA) will be presented at the Annual General Meeting on Tuesday, Sept 29, where members will be asked to approve the move. All attendees are welcome to attend the AGM over breakfast in the Main plenary room. This special conference issue is designed to help you prepare for Montréal and to explore the ideas shaping our sector. With support from Agence de mobilité durable de Montréal, Nicolas Filion and Randall Ascui, we will bring a panel of mobility experts to open the conference education program. Delegates will then have further information available at various breakout sessions and to end the conference, a tour of their Mobility Hub. As these sessions will be bilingual, remember to bring your earbuds to access the translation technology that will be provided. Electric vehicles are another major focus of the Montréal program, where you will learn from EV experts on the trends evolving in that sector and how you can assess and grow your situation, both from you company’s and your personal perspective. Meet with EV experts at the trade show for some hands-on experience. We are pleased to announce that the CPA has received funding from Natural Resources Canada to advance EV education and awareness within Canada’s parking sector. Through webinars, workshops, case studies, best-practice resources, and industry events, this initiative will support parking professionals as they

Parking facilities will play an essential role in Canada’s charging network, and our members need practical information to make sound decisions for their organizations and the communities they serve. More details of the program rollout will come shortly after the conference. The conference section of the magazine is your guide to Montréal 2026. From the opening reception and sector round tables to the main-stage plenaries, educational breakouts, trade show, technical tour, and networking events, the conference offers opportunities to learn, connect, and discover. The Canadian Parking Association’s Management Training and Certification. The Parking Management Certification program (PMC) addresses the training needs of management teams and front-line supervisors who oversee parking operations. This program sets performance and service standards at the point where the parking operation, technology, mobility, and the customer meet. The PMC credential is the standard by which performance can be measured.

The Examination
Recognized as the benchmark for supervisory and management level employees in the Canadian parking industry, the program offers candidates a comprehensive study program that includes relevant and essential aspects of a standard parking operation.
The computerized PMC examination is composed of 150 four-option multiple-choice questions and is administered during a 3-hour testing session held in close proximity to the candidate’s home or workplace.
The course is designed for quality and fairness in assessing the skill set for the industry and may be used by employers to evaluate candidates during the hiring processes.

Development of The Certification Program The study materials and examination outline contain information fundamental to the defined roles and responsibilities of parking managers. Content has been compiled from a cross-section of parking professionals from Canada and has been updated to include current information relative to today’s parking industry.

Surmounting the Challenge of Concept to Successful Delivery Part 3: Skills, Smarts, Strategy & The Preliminary Plan BY BILL FRANKLIN, P.ENG.
Introduction In the first article, we examined why a city needs to start a large project. Initiatives to address population growth and changing demographics, updating infrastructure, improving downtown transportation, changing aesthetics, the list is endless. The challenge is daunting, as most large projects that fall outside of regular operational activities require skills and knowledge that lay outside of the city’s everyday toolkit. The second article examined key aspects of a successful project, defining the dream and retaining conceptual integrity, i.e. maintaining control over defining features and avoiding scope creep by keeping a laser focus on the product and project goals. Desired features in citywide parking could include: •
A smoothly operation parking system will be the city’s “welcome mat” to come on in and enjoy what the city has to offer.
In this third chapter of a series of articles, we will examine prerequisite skills, smarts, strategy and the plan to move the concept to the RFP stage.
Scoping the Dream Defining the dream can be hard. Actually really hard. When one has done something for the first time, the second time is easier and third easier still. A big part of the challenge is the deficiency of necessary skills and smarts. Your organization needs at least one smart and knowledgeable person to lead the charge. For example, payment mechanisms are required to enable your clients, (e.g. parkers) to pay by: •

Understanding these challenges means understanding the payment systems and sweating the details. Do you have someone who can do that? Another example. How much will the entire project cost? •

Well it depends. If you have done 20 projects of various sizes with similar attributes, then it’s possible to estimate the cost, effort and duration of the project. But if your city has done it precisely zero times, then the chance of getting it right and on budget and on schedule is also pretty much zero.
The First Step The first step when the edict is delivered is to learn. Ideally one has seen this coming and has begun to come up to speed already, but if not, the best time is the moment you realize you are getting the BIG assignment. •
Develop an elevator pitch that can be stated in 30 seconds, some examples: • this phone will be a computer in your hand and offers you a window into the world, music and entertainment and an abundance of helpful apps • this software application will enable any shop owner to have an online presence • this parking system will simplify and make parking downtown fast and easy • (Can you guess who these are?)
•
Look for and consult with other people in similar cities throughout Canada and the USA • How did your parking system come about? • What are its features? • How much did it cost? • How long did it take to start? To finish? • How many people were involved? • How many contractors, vendors? • How smoothly did the different systems work together? • How did you handle the media? • What were the best aspects?
It is also iterative. You read, attend class, fly to and tour other cities. It is now time to define the objective in more detail, the features, general systems design, the moving parts, the data flow, cash flow, people’s behaviour, queueing, construction, city planning, budgeting and more. If you can present the concept and address most if not all of the things listed above, it is time to expand the reach to include vendors and consultants.
The Role of Vendors and Consultants and AI As a large potential client, you will soon be barraged by vendors and consultants looking to share their valuable skills with you. But before spending significant money it’s important to have a base of knowledge that gives you the “sniff test” ability. Vendors and consultants want to sell you their stuff. Moreover, vendors and consultants are good at selling. You may want to retain an industry expert that has no particular allegiance to a product or consultancy, rather they are skilled in the trade, and may be certified with CAPP or be a professional engineer. Nevertheless, your internal expert should have the prerequisite skills as previously described. In any case, vendors and consultants can add value to your knowledge base. Use your new relationships with other cities to vet potential vendors and consultants.

Doing these things means getting out of your office, reaching out to other players in the industry, attending conferences and trade shows. Taking classes.
Finally, how useful will AI be for shaping your new project? The jury is still out, unfortunately as your author has found, AI’s choice of Reddit is not a great resource but oft quoted. Choose your sources wisely.

Recapping Conceptual Integrity One of the most critical elements to a successful project is a well-defined definition of what it is. All successful projects and launches define the product or system, what it is, what are its goals, its operating metrics (how big, how fast, how much cargo, how efficient), how much it will cost, who will use it, the benefits. Conceptual Integrity has these attributes: •
Has one leading person with a handful of other contributing people that manage or monitor every significant feature and design of the system
•
A well-defined description of the product or system and a detailed description of who the users are and how they will use it
•
Features and functions and operation operate smoothly and reliably, with simplicity and intuitiveness. Aspects that seem out of place, disconnected or random are rare or non-existent. Descriptions are fleshed out with use cases that provide better insight and drill into details, for example:
•
Ballpark Pricing By now, one should be able to ballpark a price for the project. You’ve talked to six different cities, and the price for your initiative looks to be somewhere from $2 million to $4 million. Virtually all successful projects have well informed beginnings: knowledgeable staff, realistic goals, a reasonable budget. If not, they need to. And it costs money to research, learn and develop a detailed plan. A good metric is 5% of the estimated cost should be allocated to up front work. So for the above project, let’s average the cost, i.e. $3 million, then the budget to develop knowledge and to do good planning is $150,000 to $200,000. This will include: •

Planning, talking to stakeholders

This point in the project is an inflection point. Hewlett-Packard coined it a stage gate. The stage where preliminary planning work was done, where ballpark project size and budget and schedule were estimated. The gate is to get buy-in and move on to the next stage, ramping up the project for build out. In the next article, you’ve got buy-in, acceptance, sign-off. Time to develop a realistic project plan.n

Canadian Parking Association Receives NRCan Funding to Advance Electric Vehicle Education and Awareness Ottawa, Ontario — August 14, 2026 — The Canadian Parking Association (CPA) is pleased to announce that it has received funding from Natural Resources Canada (NRCan) to support a new initiative focused on increasing education, awareness, and understanding of electric vehicles (EVs) and EV charging within Canada’s parking sector. The project will provide CPA members with practical information, resources, and educational opportunities to help them better understand the evolving role of electric vehicles and charging infrastructure in parking facilities and communities across Canada. As EV adoption continues to grow, parking facilities are becoming an increasingly important part of Canada’s charging network. Parking professionals play a key role in planning, implementing, operating, and communicating EV charging solutions. Through this project, the CPA will help equip its members with the knowledge and tools needed to develop effective EV programs and respond to the changing needs of EV drivers. “The Canadian Parking Association is uniquely positioned to bring EV education directly to the professionals who are helping shape the future of transportation in communities across Canada,” said Frank Cavaliere, CPA President. “Our members manage and influence parking environments where many Canadians will encounter EV charging. By increasing their knowledge and confidence, we can help them develop effective EV programs while also improving awareness among the communities they serve.” The project will deliver webinars and workshops, develop educational resources and best-practice guides, provide case studies, host industry events, and create resource learning materials for members. The CPA’s national membership provides an important channel for reaching parking professionals across Canada. FRICTIONLESS PARKING DOESN’T HAVE TO BE UNCONTROLLED BY JOHN CONWAY
The parking industry is undergoing a quiet but profound transformation with the advent of gateless parking. Traditional gates, paper tickets, and cash payments are steadily giving way to mobile apps, license plate recognition, and digital reservations. For municipalities and private owners alike, the shift toward frictionless, “free-flow” parking has been driven by a need to improve throughput, reduce congestion, and meet rising customer expectations.
But as many cities and operators are discovering, removing friction from the parking journey often presents a new challenge. As systems become more open and less controlled, a measurable gap emerges between vehicles using a facility and vehicles that registered and are authorized to use the facility. This is the compliance gap, and in high-volume urban environments, it can represent a significant financial drain as non-registered vehicles take spaces from your customers and potentially, revenue from your operations. The stakes are far from trivial. Parking is a major contributor to municipal and private-sector value across the country. When you factor in municipal parking fees, private facility revenues, store and restaurant validations, residential premiums tied to bundled parking, and the embedded value parking adds to commercial real estate, parking is estimated to contribute tens of billions of dollars annually to the Canadian economy. Conservative industry estimates place direct parking-related economic benefits in the range of $8 to $12 billion per year, with broader economic value significantly higher when real estate impacts are included.

The stakes are far from trivial. Parking is a major contributor to municipal and privatesector value across the country
Yet a meaningful portion of that value is never realized. Industry data suggests that non-registered use, nonpayment, underpayment, and system inefficiencies can result in revenue leakage of 15% to 35% in ungated or partially automated environments. That translates to hundreds of millions of dollars annually that would otherwise support transit, infrastructure, and essential municipal services, or flow directly to property owners’ bottom lines. The issue is not that operators lack technology. In fact, most urban facilities are already equipped with advanced tools like LPR cameras, mobile payment platforms, digital permits, and enforcement systems. The problem is that these systems often function independently rather than as a coordinated ecosystem. Without a unified approach, even well-equipped facilities can struggle to ensure that every parking session results in a compliant and registered transaction. To understand why, it helps to look at how the compliance gap forms. In traditional gated environments, authorized facility use and payment is enforced physically. A driver cannot exit the lot or parkade without being authorized or by paying, and the system controls the entire process. In contrast, frictionless parking removes that control. Vehicles enter and leave freely, and facility registration and/or payment becomes a separate step that depends on the driver taking action. In practice, that creates multiple opportunities for breakdown. A driver may not notice signage explaining how to use the facility and when to register their use and/or pay. They may intend to register/pay later and forget to. Or they may enter incorrect license plate information or use a payment method that does not properly connect to their stay. Even small errors, when multiplied across thousands of daily transactions, can result in substantial lost compliance and unauthorized use. Canadian municipalities and operators often attempt to close this gap through enforcement, but enforcement alone is an imperfect solution. It is resource-intensive, reactive rather than proactive, and can create negative perceptions if it feels punitive. Faced with these challenges, some operators are considering reintroducing friction, introducing more signage, stricter controls, or even a return to gated systems. But this approach runs counter
to how we increasingly expect mobility to function. From highway tolling systems like Highway 407 in Ontario to transit payment platforms and rideshare services, users have grown accustomed to seamless, automated transactions that require minimal effort. Reintroducing friction not only frustrates users but also erodes the operational efficiencies that made frictionless systems attractive in the first place. The better path forward is not to force compliance, but to design systems where compliance happens naturally. This requires a fundamental shift from voluntary payment to automatic completion. In a voluntary model, the responsibility rests with the driver to initiate and complete payment. In an automated model, the system takes on that responsibility, identifying the vehicle, tracking its stay, and completing the transaction through a known payment method. This concept is already familiar throughout Canada in other areas of mobility. The challenge is that parking environments are inherently more complex. Vehicles may enter and exit multiple times, linger briefly without parking, or move within large facilities. Accurately defining a parking “session” is far more nuanced than simply capturing entry and exit points. Closing the compliance gap depends on solving this problem with precision. It requires automated facility monitoring technology that can distinguish between drive-through traffic and actual parking stays, correctly pair entry and exit events, and account for irregular movement patterns. Without this level of accuracy, even the most advanced payment platforms will struggle to deliver consistent results without strong facility monitoring technology. When session detection via facility monitoring technology is reliable, the benefits extend well beyond revenue capture. Automated payment becomes dependable, disputes decline, and customer service demands are reduced. Operators gain clearer visibility into facility usage, enabling better planning, pricing, and operational decisions. Equally important is the integration of payment channels. In many areas, payment options are fragmented across mobile apps, pay stations, reservation platforms, and third-party providers. Each serves a purpose, but without coordination, they can create gaps in the overall system.

A unified approach brings these channels together around a single, authoritative record of each parking session. Whether a driver pays through an app, a pre-booking, or an automated billing system, every transaction is linked to the same underlying session data. This not only improves accuracy but also preserves flexibility, allowing users to choose how they register/pay while ensuring operators capture every stay. For Canadian cities, the implications are significant. Improved economic and revenue capture supports investment in infrastructure, transit, and public services. It aligns with broader smart city initiatives, where data-driven systems are used to manage mobility more effectively. And it helps ensure that frictionless parking—now a core component of urban transportation—remains financially sustainable. For private owners and operators, the benefits are equally compelling. Higher compliance capture, lower
management costs, and fewer disputes translate directly into stronger financial performance. At the same time, a seamless user experience enhances customer satisfaction and supports long-term asset value. Frictionless parking is not a passing trend. It reflects a broader shift toward integrated, user-centric mobility systems. But frictionless does not mean uncontrolled. Without the right systems in place, convenience can come at the expense of accuracy. The opportunity for Canadian cities and parking owners is clear. By investing in precise facility monitoring and session detection, integrating payment systems, and embracing automated compliance models, they can close the compliance gap without compromising the user experience. In doing so, they can achieve the balance the industry has been working toward for years: parking that is effortless for drivers and effective for the bottom line. n

The Canadian Parking Association is pleased to announce it has been awarded funding from Natural Resources Canada’s Zero Emission Vehicle Awareness Initiative to deliver the project: National EV Charging Education for Parking and Mobility Enablers.
This funded initiative will develop and deliver national education and resources to parking and mobility professionals to accelerate safe, effective deployment of EV charging infrastructure. Through targeted training, best-practice guidance, and stakeholder engagement, the project will help parking operators, property owners, municipalities, and mobility providers plan, install and operate EV charging solutions that support Canada’s transition to zero-emission transportation. Members will be engaged through regional educational events and at the 2026 Annual Conference & Trade Show in Montreal, where project resources, training opportunities, and participation pathways will be shared. We look forward to sharing project milestones and opportunities for involvement with members in the coming months. Through the generous support of National Resources Canada (NRCan) and industry contributors, the Canadian Parking Association will enable its members to develop and expand the EV charging network across Canada, linking EV drivers to EV charging facilities in your parking facilities.

Why Airport Parking and Mobility Will Be Unrecognizable by 2040 Airports are entering the most significant ground transport disruption since the invention of the private car. And the uncomfortable truth is this: Car parks built today will not serve the same purpose for their full design life. Autonomous mobility is no longer a distant concept. It is a commercial inevitability — driven by cost curves, fleet economics, urban policy, and the accelerating shift away from private car ownership.
Between 2026 and 2040, the way passengers access airports will change more than it has in the last 40 years.
1. The Autonomous Adoption Curve Is Now a Strategic Planning Horizon
2. Parking Revenue Is Exposed — But Mobility Revenue Can Replace It
The timeline is clearer than ever.
Parking today is one of the most reliable non aero revenue streams. In many UK and EU airports, it delivers £5–£8 per passenger.

3. Car Parks Become Multi Use Mobility Assets Tomorrow’s “car park” is no longer a place where passengers leave cars. It becomes a multi use mobility node: • AV storage hubs • Peak staging zones • Fleet maintenance bases • Local mobility integration nodes • Real estate redevelopment opportunities
AV fleets don’t park. They stage, charge, reposition, and maintain. This shifts the commercial model from B2C parking to B2B mobility infrastructure.
The airports that understand this early will be the ones that monetise the transition.
