After a year of global disruption where agility and pivot became the words of the day, this year’s Regulatory Forum will reflect on the forces of change that have been active in the electricity sector. Decarbonization, Decentralization, Digitalization, and Democratization, or the “4 Ds”, have each intensified during the COVID-19 crisis and will be more important than ever in the post-pandemic world. This forum will feature experts and stakeholders from across Canada and the United States. They will focus on identifying how regulatory constructs and policy frameworks can pivot to anticipate and respond to the 4 Ds. These thoughtprovoking discussions will leave you with important takeaways. CEA has invited an expert observer from the Delphi Group to provide a summary of today’s presentations and discussions. This summary will be provided to all participants. Included in this program is the summary of a report by Navigant commissioned in partnership with Natural Resources Canada. The Regulatory Cumulative Impact Study, identifies regulatory obstacles and opportunities relating to electricity sector investment. It was completed just prior to the global crisis, and indeed, the findings from that work are more relevant than ever. We have broken out the most important findings, based on the current context, in the preface that follows. Thank you for attending and enjoy the conversations.

Melanie Bayley
Jennifer Nicholson is a Member (Commissioner) of the Nova Scotia Utility and Review Board. A Chartered Professional Accountant, Jennifer has held a number of executive positions in various industries including electric utilities, gold mining, container shipping and teaching.
Melanie Bayley is the President of the Electricity division at ATCO. After obtaining her Engineering degree from the University of Alberta, she began her career as a civil engineer in Calgary. Prior to her appointment to her current role, Melanie was the Senior Vice President and General Manager, Electricity.

Sally Talberg is a former state utility regulator and independent system operator board chair with 25 years of experience in energy and environmental regulatory policy. Prior to starting Talberg Policy Solutions, to consult on clean energy strategies, Sally served as a gubernatorial appointee on the Michigan Public Service Commission.

Indy Butany-DeSouza leads the Regulatory Affairs department for Alectra Utilities. Indy is a primary strategist behind developing policy positions for emerging issues from the Ontario Energy Board, Ministry of Energy, and Independent Electricity System Operator.

Jen Hiscock leads the Smart Grid & Renewable Energy portfolio for NRCan’s Office of Energy R&D. She previously worked with the CanmetENERGY research labs on smart grid development and the integration of renewable and distributed energy resources.
Richard Carlson is director of energy policy and Energy Exchange at Pollution Probe. He has 15 years’ experience professionally and academically in analyzing energy policies and politics in Canada, Europe, Central Asia and the Middle East.

Kurtis Hildebrandt
John Todd established Elenchus in 1980 as a boutique firm specializing in regulatory and competition issues. He has served as an expert advisor and/or witness in over 300 regulatory proceedings before provincial energy regulators across Canada as well as several federal tribunals.
Kurtis Hildebrandt is the Director, Regulatory Applications at ENMAX where he leads teams of professionals responsible for developing and defending regulatory applications for ENMAX’s regulated distribution and transmission business. He has more than 20 years of utility experience across numerous departments.

Dr. Ahmad Faruqui is an energy economist whose consulting practice encompasses rate design, demand response, distributed energy resources, demand forecasting, decarbonization, electrification and energy efficiency and load flexibility.
Fred James has been working in the regulatory arena for over 25 years. He is concerned with rate design, revenue requirements and financial issues. Fred has a focus on regulatory innovation as BC Hydro comes back under full regulation by the BC Utilities Commission.
