Disrupters impact on Canada’s food sectors

Climate change, protectionism and automation are three forces identified as major disrupters to the global economic outlook. They’re also among the biggest trends for Canadian agrifood supply chains to watch in 2020. With the potential to both promote and

inhibit growth, these forces will shift the profitability of Canadian businesses.

According to a recent climate change report, Canada is warming at twice the rate as the rest of the world.

That’s the long-term forecast. But while forecasts for Canada in 2020 vary, partly due to the challenge of

forecasting precipitation, it’s safe to say that both weather and trade disruptions have recently increased volatility of Canadian ag production.

Canada’s 2019 production of canola, corn and soy fell year over year, as a result of either challenged growing conditions or protectionism

(or both), resulted in fewer seeded acres.

In 2020, these are the production and trade risks that will still be present for Canadian agri-food businesses. They’re significant because they’re global.

Any shutdown in food manufacturing poses a risk for the entire supply chain,

especially in sectors lacking recent investment.

Major global co-occurring heat events are becoming more likely. These hold the potential to recharge global food insecurity and boost import-dependent countries’ efforts to stockpile ag and food commodities.

Viking golf theft solved

Viking and Leduc RCMP swung into action after receiving a video of a break and enter and theft at the Viking Golf Course.

On May 26, Viking RCMP received a report of a break and enter at the Viking Golf Course that occurred at 3:20 a.m. During the commission of the break and enter, suspects also stole a golf cart and clubs.

Upon review of surveillance video, Viking Golf Course staff observed two suspects with a truck and trailer. The video and information was shared with Leduc Crime Reduction Unit who immediately started investigating the incident and links to Leduc area.

After a lengthy joint investigation with Leduc RCMP and Viking RCMP, a male was arrested on nine charges relating to break and enter, possession of stolen property and mischief.

On June 18, Leduc RCMP Crime Reduction Unit executed a search warrant at a residence on 46 Street in Leduc. A search of the house and out buildings resulted in the recovery of stolen property including a dirt bike, trailer, golf cart and golf clubs.

The 45-year-old male suspect from Leduc was arrested and charged with nine offences including break and entering with intent; two counts

of possession of property obtained by crime for the purpose of trafficking; possession of break-in instruments; two counts of possession of property obtained by crime; mischief (under $5,000) and two counts of failure to comply with release order.

The suspect was held for a judicial hearing and has been remanded into custody to appear in court in Viking on July 6 and in Leduc on July 9.

“Property Crime and Crime Reduction remain a priority to the Leduc and Viking RCMP Detachments and its community members. We encourage the reporting of suspicious activity which can lead to successful investigations such as this,” said Sgt. Shane Himmelman.

The RCMP have been unable to determine the owner of the dirt bike and are seeking the public’s assistance to return the dirt bike to its rightful owner.

Rural cultural diversity examined by Augustana professor

With a vision to develop a better understanding of the causes and consequences of racism in rural Alberta the University of Alberta’s Centre for Sustainable Rural Communities (ACSRC) recently launched a video entitled “Hello Neighbour! Talking About Cultural Diversity in Rural Alberta.”

The video and accom-

panying PDF of the presentation broaches the topic of Cultural Diversity in Rural Alberta. ACSRC received the Government of Alberta Anti-Racism Community Grant in May 2019, to launch a pilot project entitled “Building Inclusive Communities in Rural Alberta.”

Along with research aimed at better understanding the causes and conse-

quences of racism in rural Alberta the grant afforded the opportunity to develop a community outreach program designed to engage rural citizens from across the province on the issue of cultural diversity and racism in rural Alberta. Due to the COVID-19 pandemic several of the planned community conversations facilitated by ACSRC to discuss the issue were cancelled.

In response to this, Clark Banack, PhD, project manager of the initiative, created the short video and accompanying PDF providing tips to rural community organizations and leaders interested in hosting their own community conversation on this important topic.

“The research is clear that, over the long term, quality cultural education and authentic intercultural

dialogue are keys to changing attitudes when it comes to addressing negative cultural or ethnic stereotypes” said Banack.

Camping is a great way to unwind this summer

Camping is a great way to spend some weekend or holiday time with the family enjoying the great outdoors, conversation around a crackling fire, eating such camping delicacies as s’mores and exploring the wonderful sites in Camrose County.

Camrose County offers plenty of campground options for weekend warriors of the campfire, some are operated by the county and others by the province and include Tillicum Beach Park and Campground, Ferry Point Campground, Miquelon Lake Provincial Park and Campground, Ferintosh Campground, New Norway Campground, Pelican Point Park Campground and Ross’ Flats Campground.

Each offers unique opportunities. Some are nestled among the trees, or near a waterbody or playing field, but all of them provide campers with an escape from the hustle and bustle of life.

Understanding that most people want to get away and relax, campers are reminded to be respectful of the facility and other campers, follow all campground rules, maintain social distancing and abide by any restrictions put in place to protect against COVID-19.

The following are a few golden rules to keep in mind while camping.

Driedmeat Lake, Tillicum Beach offers a variety of family activities including boating, fishing, picnicking, camping, hiking or just sitting on a dock enjoying the view and sunset.

you have selected your campsite.

Honour all noise bylaws and respect the rules when it comes to quiet time.

Honour “pets on leash” rules and always pick up after your pet and dispose of garbage in proper waste containers.

Set tents up in established areas only.

Dispose of all trash in designated trash bins or take it home with you.

Keep your campsite tidy. Do not leave food laying around that may attract wildlife.

Do not feed or approach wildlife. Observe from a distance, or safely (for both human and wildlife) shoo them away from your site.

Honour fire bans when in effect. Maintain a controlled fire, never leave fires unattended, and ensure they are com-

pletely distinguished before leaving your site.

Do not encroach upon other campers’ sites.

Respect a “no trespassing” unspoken rule.

Ensure all your property and camping vehicles are secured while away from your site or while sleeping.

When using walking or hiking trails, stay in designated areas as much as possible, do not trespass onto private land,

and bring out everything you bring in with you.

Use only designated firewood or bring your own firewood. Do not cut down trees or chop up deadwood.

Keep campground facilities such as washrooms and buildings clean.

If everyone plays by the rules, camping can be a wonderful way to rejuvenate.

Ross’ Flats campground to be in County hands

T he ag reement between the Duhamel Historical Society and Camrose County to run a campground will be terminated within 30 days of the County’s regular meeting on June 23.

The historical society has been in charge of running the Ross’ Flats Campground near Duhamel in the past, but the County ended that relationship in order to determine if the campground should remain open or be closed in the future.

Several letters were turned into the County about the all-night parties and damage caused at the campground due to no supervision. A few people are spoiling the experience for others.

“Closing the campground won’t solve the

problem of parties. They will just be moved somewhere else,” suggested councillor Trevor Miller.

The Duhamel Historical Society runs the campground and is responsible for maintenance of the site and the collection of fees. The proceeds from camping belong to the Historical Society, which amounts to around $1,000 in a typical year after the costs of maintenance.

Adding additional fencing was suggested, but the costs will run about $3,300 for install.

The campground was opened May 29, and since reports of parties of 25 to 30 people, a picnic table being burned and campers couldn’t leave because the main entrance was blocked by vehicles. The RCMP were called, but they failed to respond.

A large amount of empty bottles were left.

The fire was large and very close to the trees.

On another date, County staff attended to

extinguish a fire burning in a stump from a party the previous night.

“I’d like us to terminate the lease, monitor the situation over the

summer, and then decide what steps to take in the future,” suggested Reeve Cindy Trautman.

Tax relief for local livestock producers

Some good news is on the horizon for local livestock producers who suffered low moisture condition last year.

Producers could receive tax relief on their 2019 returns. The Government of Canada released the final list of designated regions where livestock tax deferral has been authorized.

The livestock tax deferral provision allows livestock producers in prescribed drought, flood or excess moisture regions to defer a portion of their 2019 sale proceeds of breeding livestock until 2020 to help replenish the herd. The cost of replacing the animals in 2020 will offset the deferred income, thereby reducing the tax burden associated with the original sale.

The list of regions included British Columbia, Alberta, Saskatchewan, Manitoba and Quebec for livestock tax deferral purposes. Ongoing analysis of drought conditions and excess moisture has indicated the need to expand the list of designated regions to cover almost all of the province.

The criteria for identifying regions for livestock tax deferral is forage shortfalls of 50 per cent or more caused by drought or excess moisture. Eligible regions are identified

Eligibility for the tax deferral is limited to those producers located inside the designated prescribed areas. Producers in those regions can request the tax deferral when filing their 2019 income tax returns.

“Extreme and unpredictable weather made 2019 a very difficult year for many livestock producers across Canada. It is a priority for our government to help our farmers and ranchers get the resources and support the need to manage and rebuild their herds,” said Marie-Claude Bibeau, Canadian Minister of Agriculture and Agri-Food.

Low moisture levels resulted in significant forage shortages for livestock producers. One option for producers is to reduce their breeding herd in order to manage feed supplies.

In addition to the livestock tax deferral provision, producers have access to assistance through existing Canadian Agricultural Partnership Business Risk Management programs, which include AgriInsurance, AgriStability and AgriInvest.

The old 1944 ex-Canadian National Railway locomotive 6060 is going to be repaired by the Rocky Mountain Rail Society. Once repaired, it will be put to work as an engine for the Alberta Prairie Railway in Stettler for train tours.

The Rocky Mountain Rail Society (RMRS) is proceeding with plans to repair its 75-year-old steam engine, ex-Canadian National Railway locomotive number 6060.

The engine, named the Spirit of Alberta, has been out of service since 2012 due to repairs needed to its boiler. Over the last eight years, RMRS has spent $132,000 conducting metallurgical tests and developing a repair plan.

“The plan is in its early stages of raising $650,000 for the repair costs, but with the current economic situation, it was decided to go ahead with an initial stage of the repair,” said Rich Graydon of RMRS (and regular train conductor).

The 1944 locomotive’s first stage of repairs will cost an estimated $50,000 plus GST, which the Society has raised to date.

The funds are a combination of Alberta Gaming and Liquor Casino funding and private donations.

The initial repair stage consists of the contractor, DF Boiler Tube Industries of Edmonton, removing approximately 100 boiler staybolts that require replacement. The boiler staybolts provide

strength in sections of the boiler while allowing water and steam free flowing room to move.

The RMRS had initially planned to conduct the repairs after raising the entire amount of funds needed, but have now decided to move ahead with the initial stage of the repair. After completing the first stage of the repair plan, they will then work towards funding the second stage which includes replacing the staybolts that have been removed followed by stage three, which is the repair of the boiler patches and holes.

“We realize in the current economic situation it will be difficult to complete the project. We hope that our project will provide jobs for Albertans and demonstrate our commitment to doing our part,” said Rich.

“It is incumbent on all Albertans and Canadians to do what they can in this time of economic need. We hope that this small gesture will lead to other nonprofit groups to look at their plans and encourage them to continue their missions.”

Work was scheduled to commence on June 22 in Stettler.

The RMRS is a CRA registered nonprofit and was created in 1984 as stewards for Canadian National Railway steam locomotive 6060. The locomotive was gifted to the Province of Alberta in 1980 from Canadian National Railway to celebrate Alberta’s 75 Anniversary. In 1992, Canadian National steam locomotive number 6060 was sold to the RMRS for safe keeping by the province.

It is a provincially registered historical resource.

The goal of the society is to preserve locomotive 6060 in operating condition for public education and tourism.

Engine 6060 is one of the best remaining examples of a modern steam locomotive and, in addition to being Canada’s largest steamer, is a rare example of a North American Mountain-type engine.

After operational 6060 is repaired, it has a job waiting to run at the Alberta Prairie Railway in Stettler.

County to launch new economic committee

Camrose County will soon have its own economic development committee.

“Council has requested that I do more in the way of economic development.

Based on the best practices of other municipalities and the recommendations of the EDA, we should create an economic development committee with council representation and members at large to create a strategic vision for our economic development program,” said planning manager Anjah Howard.

Staff will be appointed in an advisory and management role, with no voting power.

Councillor Doug Lyseng moved “that council establish an economic development committee as a subcommittee of council.” Councillor Jack Lyle added, “Council approves the terms of reference for a new economic development committee.”

The terms of reference recommended one councillor and six at large members serve on the committee. “Over time, we may need to change the composition of the committee, but to start, we want a manageable size where we have manpower, but not so much that people don’t feel like they are contributing and lose interest; this can be especially difficult during the strategy development when people really want to be actively working with businesses, not planning for it down the road,” suggested Anjah.

However, council wanted two councillors (Reeve Cindy Trautman and councillor Doug Lyseng were appointed) on the committee.

The terms of reference recommended four year terms, but staggering so that half the people change on election year and the other half change halfway through the election cycle to create some continuity on the committee. “I recommend a few five-year terms to cover the time from now until the election,” she said.

The establishment of a committee will help with workload and direction for the new economic development initiative.

“Currently, the direction we have is that we want economic development, but there is no road map or understanding of what that means to council or the community as a whole. An economic strategy without community buyin will not be very effective,” added Anjah.

“We’ve been working on attracting value-added agriculture with BRAED (Battle River Area Economic Development). Should it be the priority of the EDC, or should we continue to let BRAED spearhead it while the EDC focuses on other issues?” she questioned.

“Over the past couple months, I have been trying to update some of the basic information available for site selectors. About 80 per cent of the time, they are getting this information online and we don’t even know they are looking, so we need to make sure they have something to look at. Since we don’t have business licensing, we have also started compiling business information from development permits, so we can do more outreach to local business owners about their needs.”

Anjah wants to connect with about 350 rural businesses. “Due to COVID-19, I also worked with the Food Artisans of Camrose County group to help pivot and promote those businesses, so that they could weather that challenge,” said Anjah.

The committee is also key in building community relationships and ensuring that the work we are doing aligns with the business and community needs.

“People have learned through the pandemic that you don’t have to live in a big city to do business.

You can live anywhere and that is what we want to use to attract business to the County,” said administrator Paul King. “The cost to run a business is much lower.”
