Sharing the wonders of the natural world with children expands their minds, opens their imagination and creates an awareness and appreciation for the amazing benefits nature offers us all. Battle River Watershed Alliance (BRWA) makes it part of their mission to educate and ultimately develop a sense of stewardship within youth in an effort to ensure future generations become the keepers of our world’s natural assets, including our precious water. Through the offering of fun, educational programs and initiatives, BRWA extends their reach to children of Camrose and surrounding area and teaches them the importance of positive interaction with nature. One such program is the Magpie Nature Camp offered to children ages eight to 12, which runs Monday to Friday, Aug. 19 to 23 from 9 a.m. until 3 p.m. Participating children will explore nature through interactive and informative activities. “One of the neat things about this camp is that there will be a very small ratio of kids per adults,” noted Battle River Watershed Alliance education outreach and program coordinator Nathalie Olson.

The camp will be run by camp leaders Samantha Bauer, Mackenzie Durocher and Nathalie Olson from BRWA and Steve Olson of Magpie Nature Centre. “This ensures that the campers will have lots of one-on-one attention and assistance in the activities. On some days, we will also have additional guests to lead activities, like helping us to fish and cook the fish.” The Magpie Nature Camp has long been a dream of BRWA, specifically Nathalie and her husband Steve (Magpie Nature Centre). “Steve and I have been involved in running nature camps in Ontario, British Columbia, California and Idaho. We are following a long tradition of ‘Coyote Mentoring’ to connect kids to nature so that they are safe, aware, respectful and inspired.” All the leaders involved in the camp have a strong understanding of local plants and animals and experience working with youth, which is evident in their enthusiasm and zest for expanding young minds. “The Fish and Game Association site (Pleasure Island) is an awesome place to host this camp,” said Nathalie. “It’s only a few miles outside of town, but you can really feel far away from it all. Many people

never get out past the trout pond, but it is a beautiful site to explore. We are glad to be working with them to offer this camp experience.” Whether it is casting a fishing line into the pond, dipping the pond to discover a whole other world of cool creatures, or using binoculars to catch close up glimpses of some waterfowl or other birds, the children are bound to experience the natural world in a fun and exciting manner. “This camp will be great for kids who like to be outside. We have lots of fun activities planned that the kids are going to love. They won’t even know that they are learning cool skills to help them grow and develop,” smiled Nathalie. BRWA provides relevant science, policies and eduction to all members of the communities it serves to fulfill their mission of having watersheds that sustains all life through the use of sound knowledge, wisdom and wise actions and ultimately preserve the watersheds. Going to the lake

So there we were, my brother and I, in the back of a half-ton, with a blanket around us. We had begged, until our parents said “yes,” to us sitting in the pile of sand we were bringing home from the lake for our sandbox in the back yard. In the cab of the half ton were our parents and our younger brother and sister. This would be totally illegal now. Four people in the seat of the truck cab. (No, there was no other seat.) No seat belts. (Hadn’t been invented yet.) Anyone–let alone children–riding in the truck box, unprotected. Bringing sand from a public beach. If I knew someone was going to do any of those things now, I’d try to talk them out of it. But in those olden days, it was just fun. One thing my brother and I hadn’t anticipated was that sand blows around. We were pretty gritty by the time we got home. That just added to the adventure. ***

“Going to the lake” was (and still is) one of the best parts of summer. Miquelon Lake was the closest and the one we visited most frequently. But it was not the Miquelon Lake of today, with a paved road to get there, and many camp spots, and paved parking areas, and buildings with electricity and plumbing, and a research station, and… Our Miquelon Lake was just the lake, with its sandy beach surrounded by long grass and short brush. The hilly gravel road to get there often had mud holes at the bottom of hills, and there was always a possibility that you’d get stuck. It was fun to watch for the hill that, when you got to the top you could say, “There’s the lake!” You drove as close as you wanted to the lake, parked wherever, spread your towels and blankets out on the sand and raced into the water. Some people had row boats or even motor boats, but most people didn’t. We just splashed around in the water and built sand castles on the beach. Later, you built an open bonfire for hot dogs to go with the rest of the picnic food, spread out on blankets on the ground. I have no memory of taking chairs to the lake. I do remember kids and grown-ups sitting on blankets on the ground. And sometimes you shovelled sand into the back of the half-ton to take home for the kids’ sandbox in the back yard. ***

There’s something about a lake. Whether it’s a Sunday afternoon adventure, or a weekend in a tent or RV, or a week in a cabin, being by a body of water does something for us. Whatever else might be going on in our lives seems to fade away at the lake. I’ve heard many people say, “I don’t know what it is, but I feel more peaceful at the lake.” Even walking around the paths or sitting on a bench by Mirror Lake in Camrose can work its magic to help whatever is on your mind to fade away for a while. And then there are all the water sports–swimming, canoeing, kayaking, water skiing, wave boarding, jet skiing…for some, the lake is relaxing. For others, the lake is physical adventure. It’s all fun. Miquelon Lake, Pigeon Lake, Buffalo Lake, Gull Lake, Sylvan Lake, Wabamun Lake, Lac Ste. Anne, Clear Lake, Dewberry Lake, Cold Lake… We’re fortunate in Central Alberta to have many lakes within driving distance. They each have their charm and personality. They all seem to help wash away cares for a while.

I would like to comment on Bonnie Hutchinson’s article in the last edition of The Booster, Bonnie has made some excellent points about the Okotoks development of Drake Landing. Bonnie touches on, but does not really dig into the fact that our future depends on a low carbon economy. Alberta has an abundance of oil and gas and the demand will run out long before our supply does. We are already seeing that, even given access to tide water via pipelines, there is no guarantee that anyone will buy our oil and gas, particularly in the long term. Already we see our biggest customer, the US, become a net exporter of hydrocarbons due to the opening of the shale structures in the Dakotas. While I support a managed transition to cleaner energy, this has been hampered by rhetoric on the issue by our past and present provincial and federal leaders. They have either been in denial of the climate crisis and the need for a low carbon economy, or they have set goals and signed climate treaties and have failed miserably to meet the promised emissions targets. As we see in Okotoks, I feel that it will be municipalities that are, and will, lead the way on clean energy and climate action. The scaling of the Okotoks project is not economically competitive due to the low price of natural gas. I would argue that projects like

these would be economic if they were given a level playing field with oil and gas. The economics of oil and gas are artificially cheap due to the incentives, tax breaks and royalty reductions and holidays given to hydrocarbons. And, I’ll say it, the future of the planet depends upon putting a price on carbon. In other parts of the world, solar technologies are subsidized. As we see in California, and of all places New Jersey, America’s leader in residential solar, this leads to a mature and viable industry that employs thousands of people. In Spain, the building code requires the installation of solar hot water systems. I have had solar hot water for most of the last 25 years that provided 75 per cent of my domestic hot water. The solar incentives offered by the last government have been cut as our new leaders have killed the carbon tax. I fear that the number of solar company upstarts, new companies with young and enthusiastic entrepreneurs, will also not be able to stay viable without the incentives the carbon tax brought for homeowners to buy in to this budding industry. In all of our combined years of living in Camrose (over 110), this is the first time we have felt the need to write a letter to the edi-

tor regarding the City of Camrose. With all the frittering away of public money in city projects through bad planning, poor engineering and cost overruns on such projects as the arena, City Hall, community centre, swimming pool, 48th Avenue bridge and the use of concrete on roads, such as in the road in front of the new Catholic church and 51 Avenue at the end of Main Street in the name of safety and downtown beautification, it boggles the mind that administration is now looking to save money by cancelling one of the icons of our city–the swans. We have been lucky to live next to Mirror Lake for the past 20 years and have the swans on our back lawn many times. They are a docile bird; however, if you get in their space or pose a threat they can become aggravated. We’ve seen people put their children at risk to the swans to take a picture which is not smart and then wonder why they become aggressive. We think better public awareness and more signage could be a help. Camrose is known far and wide as that cute little prairie city with the lake, fountain and swans. We urge the citizens of Camrose to voice their opinion pro or con to our elected officials because if we lose the swans we will not get them back. Joanne and Arden Olsen, Camrose

Stewardship presents food sources By Lori Larsen

Humans need food to survive and from the beginning of time, have been seeking out sustainable food sources. While, for the most part, today’s societies has food readily available, efforts are being made to discover new methods of sustaining food sources. On Aug. 8 at 7 p.m., Camrose Wildlife Stewardship Society (CWSS) presents Food Sustainability by CWSS summer program coordinator Brittany Woelk at the Stoney Creek Centre located at 5320-39 Avenue.

Woelk will be presenting information about food innovations and problems around the world. Brittany will be going into her fourth year of environmental science studies at the University of Alberta Augustana Campus in September of this year. Besides being passionate about preserving all of our natural resources, Brittany also has a strong interest in educating people on the important issues concerning food sourcing, and suggestions on how we can marry preserving our plan-

Come on down to Downtown Camrose on Aug. 15, from 4:30 until 7:30 p.m. at 49 Avenue between 50 and 51 Streets to experience a taste of the market local fare and get some tips on how to prepare them during the Discover, Explore and Experience Taste of the Market, in recognition of Alberta Local Food Week. Hosted by Downtown Camrose and Downtown Camrose Farmers’ Market, the event was made possible through a grant applied for, and received through, the Alberta Farmers Market Association. “We reached out to Dan Macpherson (Hotel Camrose Resort and Casino general manager) and are partnering with them with the use of the Casino’s chef Mahesh Marambage,” explained

Downtown Camrose executive director Bettyann Skagen. “Chef Marambage will be doing cooking demonstrations using local products purchased from vendors at the Downtown Camrose Farmers’ Market.” Chef Marambage will be preparing three to four recipes during the event with narration provided by Skagen providing information on the products and where they are available. “Some of the local businesses in the downtown area are also participating,” said Skagen adding that the entire event is a collaboration between many stakeholders in Camrose and area, to encourage supporting locally grown and produced foods. The event will open with remarks from the

City and County and other dignitaries and will also include some local entertainment and a glitter tattoo artist for the children. While down in the area, be sure to visit the Lions Centennial (Pocket Park) and enjoy being entertained by Magician/Dove conjuror Greg Ross, Infinite Imaginations Travelling Theatre and Renata Burns. This is a great opportunity to discover the variety of local food products that are literally offered in Camrose and area’s own backyard. Food artisans celebrate Local Food Week By Murray Green

Alberta Local Food Week is Aug. 11 to 18 and the Food Artisans of Camrose County will be sharing their member products at various farmers’ markets across the County during the week. Andrea Forstbauer of Grey Arrow Farm and member of the Food Artisans of Camrose County planning committee, has always valued the community for its embracement of locally grown products. “We are very passionate about local foods because it is the freshest possible food and fresher means higher nutrient content. You are also supporting local people and economy, which allows you to get to know the people who are producing the food for you,” explained Andrea. “We love getting top know our customers and they like it too because they can ask questions on how it was grown and what to use the product for.” Andrea delivers various sized vegetable baskets to Camrose customers on Tuesday afternoons. She brings her goods to the Rose City Church parking lot because of the high demand for her products, since she can’t be at every market. “It develops an appreciation between the producer and the customer. Eating local develops community” said Andrea, who runs a vegetable farm on the old Susan and Arnold Malone berry land. “We also grow extra varieties that you can’t find in the store. Our customers talk about getting their

Christmas box because it is new and different every week. We supply what is in season and people can try new things. Often they ask about a product and I can explain what it goes best with. It gets people outside of their comfort zone to try new things. Everything is picked within 24 hours of customers receiving them,” shared Andrea. “We also have a unique program where people can come and work a shift at the farm for us and they receive a discount on their

baskets. It allows people to work on the farm and a lot of people really enjoy that,” revealed Andrea. “They love it because they get their hands dirty and get the real experience of picking the items and seeing how it is grown.” If a customer is against trying a new product or can’t eat a certain item, she allows them to trade one item for another in her trade basket. “This is our third season of growing vegetables for customers and we carry

all of the basics, plus a few special items.” They love the Camrose area. “My husband (Denis) grew up on a organic farm and it is something he wanted to do. It tied into us wanting to bring local foods into the community. We are both into inviting the community on to our farm (they are also hosting on Alberta Farm Days on Aug. 17).” The Forstbauers have received good compliments. “I really like the fresh food and variety,” said customer

We like to support the local agriculture and the value is quite fair.” Andrea likes farmers’ markets, but by selling to regular customers it avoids waste or taking the products back home. She uses baskets and customers bring cloth bags or boxes to pick up their products. Customers have reported eating more vegetables because of the program, which has helped them become healthier. The Food Artisans of Camrose County has a brochure that lists about 60 food producers and processors in the County and City of Camrose and is available at all of the farmers’ markets within the County, at the County office and from the food producers in the brochure. “Our goal is to create awareness of our community that produces local and to support the producers themselves to help them become more successful,” said Andrea. Camrose family/occupational physician Dr. Itua Iriogbe will be receiving the CFPC Award of Excellence by the College of Family Physicians of Canada on Oct. 30 to Nov. 2 in Vancouver for his hard work and dedication. The CRPC award recognizes family physician members who have made outstanding contributions within the past two years in patient care, community service, hospitals or health care institutions, CFPC activities, teaching, research or other elements of the academic discipline of family medicine. “I’m one of a few doctors in North America and Canada that specializes in occupational medicine, it is a rare feat. I also see patients at the Millard Health Centre in Edmonton for WCB patients,” said Dr. Iriogbe, a specialist family and occupational medicine physician. “Having both qualifications shows that you are willing to go above and beyond what is required for treating injuries. I think the CFPC recognizes that and that is one of the reasons for the award. It is a first for Camrose and we also pro-

vide services for companies that have injuries. We have education on what exactly to do if someone is injured,” he added. Dr. Iriogbe has been in Camrose since 2009, arriving here from South Africa. He has been practicing medicine for more than 20 years, most recently in Camrose, practicing family and occupational medicine along with running the Occupational Injury Service at the Smith Clinic, working in St. Mary’s Hospital emergency room. “I give lectures through Occupational and Environmental Medical Association of Canada (OEMAC),” he said, which adds to his profile. “I’m one of the executive directors and the national treasurer. This leads to lectures and seminars locally and overseas.” Dr. Iriogbe has earned his place in the field of occupational and environmental medicine and put in many required hours of certification to become a specialist in the field. “Camrose is a good place for me to be based out of. It has a good hospital, it is close to Edmonton and the airport, which allows me to travel to give lectures. I

I’m looking at what else I can do to help family medicine in Camrose and Canada.” When he is in Vancouver, he wants to give a lecture to help other physicians help other patients. “I want to transfer my knowledge from the last 20 years to help communities,” he said.

Camerata brings home award

Camrose Camerata turned in an award-winning performance to earn the Alberta Music Festival Association top award for adult choirs. They placed first in the new Alberta Excellence Choral class, 19 years and over, for the 2019 Alberta Provincial Music Festival. “The provincial festival association had some restructuring this year as they moved from participating in the national festival association to creating their own independent classes and prize structures,” explained conductor Joy-Anne Murphy. Camerata was recommended based on their performance at the local Cam-

rose and District Music Festival last April, and the provincial music festival took place last May. “This new provincial class offered a prize of $1,000 to the winning choir, a prize that will help Camerata to plan comfortably for their upcoming 2019-20 season theme: Landscapes. Choral music is uniquely suited to conveying subtle shadings in sound that can convey visual concepts, as well as, of course, using text to give details and cues of setting, place,” added Joy-Anne. Camerata also won Olds and District Kiwanis Music Festival Plaque for the top choral group this year.

Zombies bring back ’60s songs By Murray Green

The Zombies, a British rock group recently inducted into the Rock ’n’ Roll Hall of Fame that had three major hits in the 1960s, have reunited to perform a concert tour in 2019 that includes a stop at the Jeanne and Peter Lougheed Performing Arts Centre this fall. Tickets go on sale on Monday, Aug. 12 at 9 a.m. for the April 20, 2020 show. “It’s super exciting to get the actual band from the ’60s,” said Tanya Pattullo, patron services manager at the Lougheed Centre. The Zombies, from Hertfordshire, England, were made up of several choir boys who took advantage of the British invasion in the early ’60s. The band was first active from 1962 to 1969, and then were reunited in 1990, and then again in 2004. The band consists of Rod Argent, Colin Blunstone, Steve Rodford, Tom Toomey and Søren Koch. Steve is the son of original band member Jim Rodford. Past members were also Paul Arnold, Paul Atkinson, Hugh Grundy, Chris White, Sebastian Santa Maria, Keith Airey and Darian Sahanaja. The Zombies were an English rock band formed in 1962 in St. Albans and led by keyboardist and vocalist Argent and vocalist Blunstone.

The group scored British and American hits in 1964 with “She’s Not There”. In the US, two further singles – “Tell Her No” in 1965 and “Time of the Season” in 1968 – were also hits. Their 1968 album Odessey and Oracle is ranked number 100 on Rolling Stone’s list of the 500 Greatest Albums of All Time. The Zombies were inducted into the Rock and Roll Hall of Fame earlier this year. The Zombies have returned to celebrate their long-awaited induction into Hall of Fame. After receiving their fourth nomination in five years, the support for The Zombies’ induction among the public and their peers was undeniable this spring with over 330,000 votes. On March 29, The Zombies joined Stevie Nicks, Radiohead, The Cure, Def Leppard, Janet Jackson, and Roxy Music as the 2019 class. Fittingly, the induction ceremony took place exactly 50 years to the day after The Zombies’ classic “Time of the Season” first hit number one on the charts in America. Never content to only look back, The Zombies are also touring in support of their latest Billboardcharting album, Still Got That Hunger, lead by founding and current members, vocalist Blunstone and keyboardist Argent, alongside Steve Rodford on

drums and renowned session guitarist Tom Toomey. New member, Søren Koch, joined the band following the untimely passing of The Zombies’ beloved bassist Jim Rodford (formerly of Argent and The Kinks) in early 2018. They were the second English band following the Beatles to score a number one hit in America. The Zombies infiltrated the airwaves with the sophisticated melodies, breathy vocals, choral back-up harmonies and jazzy keyboard riffs of their 1960s hit singles “She’s Not There” and “Tell Her No”. Ironically, the group broke-up just prior to achieving their greatest success–the worldwide chart-topping single “Time of the Season”, from their swan-song album Odessey and Oracle. To this day, generations of new bands have cited The Zombies’ work as pop touchstones, and the band continues to be embraced by new generations of fans. Following the break-up of the original band, lead vocalist Blunstone went on to develop an acclaimed solo career (with hits including “Say You Don’t Mind”, “What Becomes of the Brokenhearted” and “Old & Wise” with Alan Parsons Project) and keyboardist/ songwriter Rod Argent rocked ’70s arenas with his eponymous band Argent (“Hold Your Head Up”).

UNIDIRECTIONAL FLUSHING Why the City of Camrose is implementing the Unidirectional Flushing (UDF) Program: 1. 2. 3. 4.

To maintain and improve the City’s water quality. To improve water flow and pressure in the water distribution system. To reduce bacterial growth, restore disinfectant residual, and improve water colour. Unidirectional Flushing uses 40% less water than traditional flushing programs due to increased water velocity. 5. In addition to scouring the water pipes, the UDF Program also gives the City the opportunity to check, exercise, and maintain all water valves and hydrants. This year’s UDF program began July 25, 2019, starting with Zone A (in Area 2) and will continue for 2-3 months. Water service should not be disrupted during the flushing process. There may be a slight drop in pressure or a presence of discolouration in the water from the minerals and sediments being flushed from the pipes. If a discolouration is noticed, please turn the tap off for 15 minutes and flush from your bathtub tap until the water is clear. Camrose U13 Cougars won the Tier 4 division provincials in Edson on July 19 to 21. The local team knocked off the host Edson Prospects 12-7, July 21 to claim the title. There were no games on Friday because the diamonds were too wet. This forced organizers to run with a condensed schedule. Teams played five-inning games in the elimination round. However, the final went the regulation seven innings. U18 double-A

The Camrose Cougars support a 10-8 record after 18 games. Camrose outscored the South Jasper Place Jays 12-11, were edged 9-8 by the Okotoks Outlaws and lost 11-8 to the Stettler Storm on July 20 to 23. U15 triple-A

The Holden Blue Jays and the Armena Royals will be meeting in the Powerline Baseball League finals. Holden crushed the Expos 12-1 and 13-5 to earn a two game sweep in the semifinals. The Edmonton Expos defeated the Tofield Braves 6-3 in the wild card game involving the fourth and fifth place teams. The other semifinal had the Rosalind A’s against the Armena Royals.

Game 1 was on July 18 in Rosalind with the home team winning 3-2, Game 2 had Armena even the series with a 11-2 victory on July 25. In the deciding game, Armena won a close contest 5-4 on July 30. our pool, which allowed us to play on Sunday, July 14, in the ‘B’ side,” said manager Melissa Riopel. This advanced them to the semifinal game against Sherwood Park, which they lost 13-6. In the consolation bronze final against Sylvan Lake, they lost a close and intense 14-13 contest. “Rachel Herder continued her strong season as Crossfire’s ace pitcher, she pitched three shut out innings allowing our team to obtain a lead. Brooklynn Hannay hit a grand slam in the bottom of the third inning putting our team on top 7-0. The team also contributed a number of great defensive plays throughout the game. Sylvan Lake’s bats got hot in the following innings where they narrowed the gap and eventually obtained a lead in the top of the sixth inning,” explained Melissa. “In the bottom of the sixth inning we were unable to counter back and

we ended up losing by one run. Overall, we finished eighth in the province out of 17 teams on the weekend.” The girls had a very successful season finishing 21-13. “They learned many new skills and showed great improvement. The girls worked extremely hard practicing 24 times and playing 34 games. It has been a pleasure watching them this season. The girls had a lot of fun together and all formed some new friendships. The coaching staff also worked very hard to teach these girls as much as they could in such a short season. It’s been a wonderful team to manage with parents and players always willing and ready to compete, as Jordan and I continued to pack the schedule all season long.” The team is hoping to have some winter camps and practices. “We are looking forward to a competitive team at U10 again next year.”

Football players return with bronze medals By Murray Green

Two Camrose Buffaloes football players on the Football Alberta U16 provincial team returned from the Western Championship in Kamloops July 15 to 18 with bronze medals. Cornerback Kieran Sherman of Forestburg and defensive end Noah Segal from Camrose played with and against the best players in western Canada. Alberta lost to BC in a thrilling 26-21 game and routed Manitoba 69-0 in the bronze medal match. Saskatchewan won the tournament with a 21-7 victory over BC. “I was a little disappointed because I thought we could have won the gold medal. Alberta marched down to the three yard line late in the game, but didn’t punch it in,” said Kieran. Team Alberta won the event in 2017 and 2018. Both local players went to the U16 north camp in the spring and made that team. “After a game (in Calgary) with guys from the south camp, they took the best players from both teams to make one team,” explained Kieran. He played for the bantam Buffaloes last year and will move on to the Camrose Composite High School Trojans this fall. Noah will be heading into his second season with the Trojans. “It was great to play in the games where every player is an all-star. It was well organized tournament,” added Kieran. There were 325 players trying out for the U16 Team

Alberta squad and 40 players were selected to play in Kamloops. Both of the local players played minor football with the Camrose Buffaloes organization and will now play for the Camrose Composite High School Trojans in the fall. They want to share their experience with local teammates to help them as well.

A large crowd gathered at the main entrance of City Hall on July 30 to witness the Change of Command Ceremony, commemorating incoming Camrose Police Service (CPS) Chief Dean LaGrange assuming command of the service. Chief LaGrange took over as CPS Chief on July 8. Several visiting policing agencies were present for the ceremony including members from RCMP K Division, Calgary Police Service, Edmonton Police Service, Lacombe Police Service, Blood Tribe Police Service and Red Deer RCMP. Representing the City of Camrose were Mayor Norm Mayer and City councillors Kevin Hycha, Agnes Hoveland and PJ Stasko. Representing Camrose Police Commission were chair Rob Ford, Mark Schneider, Valerie Sims, Brian Hunter and Rick Myers. Following the marching in of the Camrose Police Colour Party, led by CPS ceremonial sergeant major constable Adam Belanger, Camrose Police Commission chair Rob Ford, City of Camrose Mayor Norm Mayer, CPS Staff Sergeant Rene Brisson and new Chief of Police Dean LaGrange inspected the members of the Camrose Police Service (in attendance).

Tour de l’Alberta celebrates 25 years By Murray Green

Alberta’s largest one day celebration of cycling and Le Tour de l’Alberta (TDA) bike event honoured 25 years of the tour on July 28. Riders started in Beaumont and they could participate in a family ride, 50, 100 and 160 kilometre distances. The longer two events went through Camrose County with a stop at

Miquelon Lake Provincial Park. Cyclists not only had a rest stop at the park, they enjoyed refreshments and healthy food such as fruit. TDA strives to find the most scenic, safe and fun route as possible. They try to find roads that do not need RCMP involvement too close, because they have time to follow rules of the road.

The Tour de l’Alberta is one of the largest one day cycling rides in Western Canada. The tour has introduced new riders to the sport as well as returning participants from previous years. Since 1994, the ride has grown to its current state of over 1,300 cyclists with four different ride options.

After the inspection, CPS Staff Sergeant Rene Brisson passed over the official Camrose Police Colour to Chief LaGrange, after which the signing of the take over of command was completed. The Change of Command ceremony is a military tradition that dates back to medieval times. Throughout military history, unit colours have marked the position of the commander on the battle field and served as a rallying point. More recently, the colours represent the heritage and history of the unit and the loyalty of its members. The colours are the commander’s symbol of authority representing their responsibility to the organization wherever they are commanding. The passing of the police service colours represents the transfer of authority and responsibility for the police service from one command to another. C h i e f LaGrange briefly addressed the parade and guests. “I stand in front of you today, humbled at the privilege of being appointed the eighth Chief of Police for the City of Camrose.” LaGrange ac k nowle d g e d several people instrumental in his career, specifically his parents, in-laws, children and wife. “I am excited to be a part Lori Larsen, Camrose Booster of this community and I will Camrose Police Service Staff Sergeant Rene Brisson,left hands over the official endeavour to Camrose Police Colour to make it proud.” Chief LaGrange.

Longmuir keeps classic truck on the road By Murray Green

The vehicle with the most units still running on the road from the late ’60s and early ’70s are the Chevrolet and GMC trucks. They were built to last and when Chris Longmuir came across a 1972 GMC, he wanted his wife Glenda to have one as a family driver. “My friend’s dad owned this truck and when my buddy showed me a picture of it, I made an offer. He said no. He must have thought about it overnight because the next day I received a call and I went and got it,” Chris recalled; who is allowed to drive it sometimes. He said he bought the truck for his wife Glenda, along with daughters Rosie and Jessica as a familyowned truck. “When I went to look at it, I fell in love with it. I took my own picture and sent it to Glenda. I wanted this truck,” he recalled. “The only thing I have done to it is put a new air cleaner in it.” The truck has a 454 engine in it and was made to work at a faster pace. “As far as I know there have been only three owners in the last 20 years. The guy that owned it used it as his grocery truck, once a week to Consort to get groceries. He couldn’t afford the fuel, so he parked it. If you look closely, it is probably a ’90s interior restoration. No body work has been done to

it that I know of,” shared Chris. “The last guy that owned it drove it 500 miles in three and a half years. I like to drive my vehicles and enjoy them.”

FUN FACTS

GMC traces its history to the 1902 founding of the Rapid Motor Vehicle Company in Pontiac, Michigan. In 1909, William C. Durant gained control of Rapid Motor Vehicle Company and made it a subsidiary of his General Motors Company. Between 1962 and 1972, most GMC vehicles were equipped with quad-headlights, while their Chevrolet clones were equipped with dual-headlights. The 1972 models were very similar to the 1971 models, with the only change being the rear view mirror was glued to the windshield rather than bolted to top of the cab and metal or vinyl-covered flat door panels were no longer available; all trim level door panels were molded plastic with integral armrests and wood grain inserts on Cheyenne and Sierra trim levels. For restoration, it should also be noted that the door and window cranks were slightly longer due to the molded plastic door panels and the vent windows were now secured with a single screw on the inside of the door, thus differentiating it from the 1971 model year. The trim levels were rearranged on GMCs, with the Custom now being the lowest level (the Deluxe being dropped) and the Sierra and Sierra Grande becoming separate trim levels at the top of the lineup, rather than option packages as before.

The black truck with chrome looks sharp driving down the streets in Camrose. “It is a fun cruiser. We’ve had Camaros and other trucks, but this is the most fun to drive. It turns heads and my wife bought a different steering wheel for it and my daughters have added some things to make it our truck.” When Glenda drives it she is asked about it and she tells them all of the details. “She knows this truck inside and out and it is hers. We joke about it and tell people it has just a V6 in it. They tend to believe us until she fires it up and they soon realize it is a big block,” said Chris. “I have been contemplating putting a 396 motor in it. It came with a factory 402 in it and the 396 is the same engine. It would be more original and you can get the same or more horsepower out of it anyway,” he said.

He noticed a rock chip in one spot, which revealed the truck may have been an olive green colour originally. “The wooden box is in great

shape, so we don’t have to do any work with it.” The family enjoys going to local car shows with the truck and showing off the classic.

County explains Intermunicipal Collaboration Framework By Lori Larsen

Since the implementation of the Intermunicipal Collaboration Framework (ICF) legislation in 2016, under the Municipal Government Act (MGA), by the provincial government, Camrose County has been busy developing ICFs for the 15 municipalities that they share boundaries with and to date have completed ten. Camrose County administrator Paul King shared the County’s perspective on the ICFs and the progress the County is making towards the March 2020 deadline. “Municipalities have been working together, long before the implementation of ICF legislation. The ICFs are like an inventory of shared services that one municipality delivers to another municipality, who in turn will share in the costs through a cost sharing formula. We are also required to look at services that we provide on our own.” King said the ICFs specifically have to address transportation, water, waste water, solid waste, emergency services and recreation. “The County completed an early adopter project with Wetaskiwin, Ponoka and Leduc Counties and created Intermunicipal Development Plans (rural to rural) with the use of a consultant. Through that project, funded by a grant from Municipal Affairs, a template was created which has been used by a lot of other municipalities. Rural to rural tends to be easy. What we share on our borders is generally farm land to farm land and the potential for development that would affect either municipality, is minimal.”

Where issues arose, according to King, was with the process between urban and rural. “We have, for example, approximately 40 agreements on shared services with the City of Camrose prior to this new legislation, such as fire, and recreation. Some of these have been in place for many years and some have end dates in 2023, 2025 or even 2030. “The County’s understanding of the ICF requirement is to list the agreements, agree that they are in place and determine which agreements are shared services and which ones we can do on our own. In terms of the ICFs, we don’t want to renegotiate the agreements.” However, King felt the City may have viewed this as an opportunity to revisit the shared services agreements and renegotiate the terms. The premise behind ICFs is to provide integrated and strategic planning, delivery and funding of intermunicipal services, allocate scarce resources efficiently in the providing of local services and ensure municipalities contribute funding to services that benefit their residents. “The fire department is a prime example of shared service between the County and the City,” explained King. “If the City of Cam-

rose goes to a fire, City of Camrose firefighters are attending. The County supplies the truck and equipment and the City supplies the firefighters. The County pays a percentage of the cost associated with fixed costs of operating the City fire hall, such as utilities, based on an agreed to percentage of value to the County. As well, every time the City firefighters go to a fire in the county, they also bill the County for the costs associated with responding to that fire.” King indicated the reverse occurs when City of Camrose firefighters require the use of the County fire truck (which is housed at the City of Camrose fire hall), within the City, the City pays the County a set rate. “The recreation agreement is similar. Our residents use City facilities such as the pools and ice hockey arenas, so the County shares in the cost. “If one party plans to start up a service that they think is going to be a benefit to the other, there is a process in the ICFs whereby we can negotiate how this will be done. Of course, if the other party isn’t interested in the service, they can say no.” King further explained, that there is also dispute mechanisms included in the ICF legislation. “If one party doesn’t feel the agreement is working, there is a

process to follow. First it is discussed between senior administration, then council to council. If it is still not settled, then it goes to mediation and if still no agreement, then to an arbitrator.” King said that one of the key distinctions that has to be made with the ICFs is the difference between a shared service and a contract. “A shared service is being delivered by one municipality to the other and there is a benefit by that municipality receiving, so they are prepared to share in the costs of that service.” On the other hand, he said an example of a contract service the County has with the City is the purchase/supply of potable water for the Hamlet of Ohaton. “The County buys water from the City and then resells it to the residents of Ohaton. “This is where the City’s and the County’s opinions are divergent, as to what the difference is between a contract and a shared service.” King said the County views that as a contract. “We have a meter house on the east end of Camrose that the City delivers water to and once it goes to that meter, it goes into our system where we distribute it via County pipes and connections out to Ohaton. We

look at that as a contract where we are buying water from the City it gets delivered by them to point ‘A’. After that, we look after everything else.” Other agreements contemplated under ICF legislation are what King referred to as third party services, such as the Camrose Regional Sanitary Landfill which is utilized under service agreements by the City, the County and the Village of Bittern Lake, but is operated by a third party. King said the ICFs are a good exercise. “It got municipalities looking at agreements, some of which had not been looked at for years and provided an opportunity to update them should that be necessary. “The thought process was: how can costs possibly be reduced? Is there a way we can save money if some of those services are shared among municipalities? How can we possibly do it better?” Citing the example of the County providing Protective Services, under contract, to five villages within the County, King said it saves costs and provides those villages with a vital service. “We signed off with our smaller bordering municipalities quickly,” concluded King, adding that those municipalities were happy with the agreements. “At this point, the County’s big project is to get the project finished with the City of Camrose.”

Jean Gartner Jean Gartner of Daysland, formerly of Camrose, passed away on Saturday, July 20, 2019 at the age of 93 years. City shares views on Intermunicipal Framework Collaboration By Lori Larsen

In 2016, the provincial government implemented new legislation under the Municipal Government Act, (MGA) requiring municipalities sharing common boundaries to develop Intermunicipal Collaboration Frameworks (ICFs) to be completed by March 2020. The basis behind the ICFs is to provide integrated and strategic planning, delivery and funding of intermunicipal services, allocate scarce resources efficiently in the providing of local services and ensure municipalities contribute funding to services that benefit their residents. In basic terms, ICFs are a collection of cost sharing agreements between neighbouring municipalities. City of Camrose manager Malcolm Boyd explains some of the history behind the onset of ICFs. “Municipalities collect taxes on pipelines, power lines and other linear infrastructure. An issue was raised by the urban municipalities regarding why rural municipalities were receiving the lion’s share of the monies collected from the linear tax assessments, yet the majority of the people requiring the services live in the urban areas (cities).” Boyd further explained that the urban municipalities felt it only fair that they receive a higher portion of the linear tax dollars collected. He said that the Progressive Conservative government (at the time),

rather than changing the linear tax process, created a method (ICFs) by which rural and urban municipalities rendering and sharing services would be required to create fair cost sharing agreements/contracts. “In our case (City of Camrose and Camrose County), we have many agreements with the County where we share the costs,” said Boyd. “However, the City felt, with some agreements, that the County was not paying their fair share. With the onset of the ICF’s requirements there is now a mechanism in place that should help ensure that municipalities pay their representative share.” Boyd specif ically referred to the example of recreational services offered in the City which are used by County residents. “The cost of recreation often needs to be subsidized,” he noted. “If we had to charge individual users what it actually costs to offer some of these servic-

es, then no one would be able to afford to use them. Services such as swimming and ice hockey are heavily subsidized.” Boyd also explained that the City is aware that County residents are benefiting from the use of these services (recreational, among others), but there is a concern that City taxpayers are subsidizing rural users. “One of the premises behind the ICFs is that it allows for arbitration, by the province, should the municipalities not be able to reach agreement.” Boyd said that when it comes to capital costs related to shared services, he fully appreciated the County’s desire to be part of the decision making process. In the example of the swimming pool renovation/ upgrades, Boyd explained that the County was approached in the initial stages and then conducted their own survey of their residents, that indicated the County residents were

in favour of the capital upgrade/renovations and felt they should pay their portion. “The County offered $2.6 million towards the project, but it was on the condition that the City would sign a new agreement. “The proposed agreement provided funding at a fixed percentage of the County’s assessment, rather than being linked to County usage. Although the City agrees in principle with the proposal, they could not agree to the dollar amount suggested as it did not fairly represent the use.” While Boyd did say that there are many successful cost sharing agreements between the City and the County, the City is also generally concerned about an overarching issue related to capital costs contributions. “The underlying principle should be that cost follows benefit. Those benefitting should be paying their share of cost. One understandable factor is that the County feels they are getting more services than what their taxpayers are willing to support. “This year, the City initiated a recreation planning study in partnership with the County. If we can plan together what we see as future recreation needs in the region, then we can work together right from the planning stage. Then when something is determined as a different level of service, it won’t be a shock to anyone.” Boyd further explained other existing agreements

between the City and the County including fire service and water agreements. “The City recognizes that water infrastructure is a valuable asset in terms of economic development. Typically, industry needs water and sewer and typically the City can provide those services where the County may not be able to, but there has to be a shared benefit that could include sharing assessment revenue from users.” Because the City and the County have several agreements/contracts for services used and rendered the matter of ICFs is complicated. Boyd said this offers an opportunity to revisit existing agreements to ensure both parties are being fairly represented as well as an opportunity to establish new agreements for services, such as the airport that is currently completely subsidized by City of Camrose residents. Referring to other agreements between the City and the County, including the City providing services of the Building Safety Department to the County and the County providing services of weed inspection to the City, Boyd indicated they are working very well. He also commented that by working together, the City and the County would be better able to compete with other regions. “At the end of the day, if we’re busy arguing with each other, neighbouring regions will be the ones attracting development.”

Good plastic By Arnold Malone

Plastics are a wonderful product. Moreover, plastics are everywhere. They are all around us. They are used on more products than a latex brain on speed can imagine. While there are seven families of plastics there are thousands upon thousands of uses. The advantage of plastic is that it has a base ingredient that is almost limitless, it is cheap to manufacture, it can be moulded into many shapes and it can be coloured. Plastic can be used simply as a thin flexible sandwich bag or as the heat resisting nose cone on a spacecraft re-entering the atmosphere. There is an organization that asks us to go plastic free for one month. I just can’t do that. Our mattress has interior plastic components. My alarm clock has a plastic shell. My toothbrush has a plastic handle and so does my razor. The toilet has a plastic flush knob and a plastic seat. I can’t go down stairs to the kitchen without walking on carpet that is backed with plastic materials. My refrigerator is full of plastic. The kitchen utensils are made of metal, but sit in a plastic tray. I turn on the radio with its plastic case to hear the overnight news. If I need to use the car I am in a vehicle that is at least 40 per cent plastic. Oh my, and it is only 8 a.m. Later, when I finish this article I will use my computer that uses plastic inside and out. If you despise plastic, don’t phone me, your phone is plastic also. Plastic shows up in unsuspecting places. It is an ingredient in chewing gum, a liner inside of soft drink cans, it is used in synesthetic clothing and is a significant component beyond earth in the space station. Plastic can be as flexible as sheer food wrap or as hard as steel. It is a product that resists corrosion, and can be moulded into unending shapes and sizes. Most of all it is easy to manufacture. It is durable, lightweight, and allows for fuel efficiency in cars and improves the design for enhanced safety. The air bag is plastic and 10 per cent of the weight and 50 per cent of the volume of a car/truck is plastic. For every 10 per cent reduction in weight we reduce 25 pounds of carbon dioxide over the life of a car. Plastics improve the efficiency of our homes. We can caulk our doors and windows, use vapour barriers in the walls and insulate our walls with plastic materials. Most companies use plastic in manufacturing of LED lights. In the arena of sport, plastic is an important material. Hockey, football, bicycling and skate boarding all encourage the use of plastic helmets to prevent head injuries. This same product has protected our knees, shoulders, hips, tailbones and spine. Many people ski on plastic and wear plastic goggles. The field of medicine is chock full of the use of plastic. From that syringe that come with the words, “this won’t hurt at all,” to tubing, fluid bags, prosthesis, pill capsules, catheters, contact lenses and hearing aids are but a few medical items that use plastic. The versatility of plastic, its efficiency of production, it’s strength and easy of shaping makes it a widely desired product. So, if you have managed to read this far, then you might want to grab this paper and run to your front porch and scream out, “but there is another side to this story.” Yes, there is. I will reflect on that in my next story. As is said on radio, “stay tuned, don’t touch that dial.” Soon, I will consider another perspective. There are new considerations that need to be taken but some plastics shall forever be apart of human use.

Verbal argument ensues Aug. 3

Camrose Police received a complaint of a male walking in traffic near 52 Street and 54 Avenue. Police located the male who was high on methamphetamine and arrested him for public intoxication. The male was later released without charges. A female contacted Revenue Canada regarding an overdue payment that she was to receive and was advised that the cheque had been cashed two months earlier. The cheque had been intercepted by another individual who then used a banking App to cash the cheque. Police are investigating the theft and fraud. At a routine check-stop police observed a driver to be under the influence of alcohol and cannabis. The male failed a road side screening test and was arrested for impaired driving. At police headquarters the male provided two samples of his breath, which exceeded the legal limit. The male was subsequently charged with impaired driving. Aug. 2

Ways to update some popular recipes include replacing the meat in chili, casseroles, stews and soups with beans, lentils or tofu. Use lentils or black beans in tacos or quesadillas. Top salads with beans or a hard-boiled egg. Add tofu to a vegetable stirfry. Puree cooked black beans, white beans or chickpeas. Then add herbs and spices to make a fast and easy dip or sandwich spread. Use nut, seed or soybean butters. Add them to dips, smoothies or spread them thinly on breads or crackers for a snack or a quick protein boost.
