School division revises student reporting practices

Battle River School Division (BRSD) is making changes to its reporting practices in junior and senior high schools in order to address concerns brought up by parents and students.

BRSD superintendent Dr. Larry Payne announced last week he is making two changes to the existing administrative procedure regarding student assessment.

Payne said while he remains confident that BRSD schools are ready to go forward with the best interests of students at the forefront, there are a couple of points that remain contentious and have become obstacles in the positive path forward.

"As I understand them, the concerns about reporting practices are centred on the availability of percentages on a continual basis to high school students and the accountability of students to complete their work. It has become clear to me that BRSD needs to provide more clarity and be responsive to ensure that parents and students feel their concerns are being heard."

BRSD presented a review of assessment practices, along with a re-commitment to moving forward in a responsive manner, to its board of trustees and the community on Feb. 14.

"We reviewed the processes and activities of all schools and did note that, at the high school level, more conversation between parents, students and teachers was required," said Payne.

BRSD will be assisting high school staff to be ready for full implementation of the new assessment practices.

"Prior to full implementation they will need to show me evidence that there is understanding by parents, staff and students, so that when we get to that place everyone is on the same page," said Payne.

One of the ways in which BRSD hopes to make things more clear is by asking every school to develop an outline of the circumstances under which a teacher might assign a mark of zero to a student.

"Our goal is to help students learn, and although we've never had a policy saying a student cannot receive a zero, we definitely don't give them often," said Payne. "We're asking every school to be clear about the process they use and how they reach the decision of assigning a mark of zero."

BRSD will also ensure that students can obtain a percentage mark from their teachers at any time.

"Our belief remains that outcome-based teaching and learning and detailed, descriptive feedback are critical to student success," said Payne. "We will continue to expect that from all staff. Percentage marks appear to be something that both parents and teachers are not yet ready to let go of and we respect that."

Detailed support will be provided to all school staff immediately following the spring break.

BRSD has been making changes in the way it does assessments gradually over the last nine years, starting with the elementary and junior high levels, as a way of ensuring a 21st century education for students and preparing them for future success in the global world.

"We are deeply committed to the achievement of all students and sound assessment practices are foundational," said Payne. "The learning of every student in every classroom is always our priority, and we will continue to move forward based on areas of professional and community agreement."

Battle River Bus to offer weekly rural transportation

Battle River Bus is the little engine that could. Camrose County council kept the wheels on the bus going around by adding funding to the pilot project on March 26.

The transportation system will start the day in Bashaw and make stops in Ferintosh, Edberg, New Norway and Duhamel before arriving in Camrose. The service begins on May 1.

Camrose County agreed to partner with the Association for Life-wide Living (ALL) of Alberta, the Alberta Rural Development Network and the Bashaw Bus Society to implement a pilot rural transportation project.

"We didn't receive provincial funding because we were too advanced in the process," said county administrator Steve Gerlitz. "It was noted that our proposal was not accepted because our application was at a point to implement a rural transportation project. The MARD grant funding was to be used for the research and development of a rural transportation program, not to in fact implement one."

The Battle River Bus High-

way 21 route currently has funding in place to operate from May 1 of this year to May 2014 with a total contribution of $19,364 to come from the county's Bashaw Ambulance Reserve Account in the 2013 budget.

Councillor Vern Peterson moved that Camrose County submit a request for proposal for the Alternate Transportation Services for Seniors - Rural Alberta Pilot Project under the Medically At-Risk Driver (MARD) Centre Grant Project, with matching funding in the amount of $32,500 to come from Bashaw Ambulance Reserve Account in the 2013 budget earlier in the year. He then brought forward a new motion to include the actual $19,364 amount that was carried unanimously when the application to MARD that was submitted by Camrose County on behalf of our partners was not successful.

"It was felt that too much work had gone into the research and development over the past couple years to let it go," Steve explained. "The steering committee decided to forge ahead with the idea of a pilot project. It will expand on the existing services

offered by the Bashaw Society's trip to Camrose every second Monday and fourth Friday of each month, which is fully funded by the society at a cost of $4,000 per year.

"Since Thursdays are typically slower days for medical appointments in Camrose, it was decided to operate the transportation every Thursday in addition to the Bashaw bus making the every second Monday trip," added Steve. However, the Bashaw Bus Society is going to discontinue the once a month Friday service.

The Battle River Bus pilot project will operate with a 14- passenger bus that is managed by the Bashaw Bus Society. The committee suggested that the bus must be in Camrose by 10 a.m. and return to Bashaw by 4:30 p.m.

A 1-800 number will be put in place so county residents can book a seat on the bus without calling long distance. Appointments will be made by the Bashaw Bus Society. "People have to phone in to book a seat.

If there is no booking from a community, the bus will not stop. It will be driving by, so booking is very important," said Steve.

A one-way ticket is possible.

"Someone from Camrose could book the bus to go to Bashaw at the end of the day," said Jack Ross of ALL. The steering committee consists of Association for Life-wide Living (ALL) of Alberta members Jane Ross, Jack Ross and Ted Wigglesworth; Marianne Schroeder of the Bashaw Bus Society, Penny Shance of the Town of Bashaw, Rural Community Development member Clarence Hastings and the Alberta Rural Development Network with Paul Watson, Odell Olson and Steven Gerlitz as members.

Battle River Bus will be looking at GreenTRIP for possible funding. The minister of transportation agreed to use GreenTRIP funding for a transit system in a Leduc, Nisku and Leduc County partnership.

The county views the bus service as a way to keep residents in their home communities longer. Even if the residents can no longer drive, this still gives them access to medical appointments in Camrose.

A projected budget uses an average of seven riders per trip

at $10 each for 52 weeks a year for $3,640 in generated revenue.

Additional sponsorship from the Alberta Rural Development Network of $2,000 and the Camrose County contribution of $19,364 totals $25,004.

Bashaw Bus Society expenses are projected to be $22,204 with maintenance, insurance and drivers. Office expenses and staff to answer phones and a new phone line amounts to about $800. That leaves an initial advertising budget of $2,000 to balance the expenses with revenue at $25,004.

During the 2013 budget deliberations that were held last November, council moved the outstanding balance of the Camrose Ambulance Reserve Account ($58,397) and the Bashaw Ambulance Reserve Account ($61,643.40) to the Debt Retirement Reserve Account, which can now be used for the transit project.

Until Camrose receives public transportation, Battle River Bus will be stopping at the places of need for the riders, within reason.

Camrose police nab suspended driver March 27

As a result of conducting a vehicle stop, police determined that the driver of the vehicle, an adult male, was currently a suspended driver. The suspension stemmed from the male being convicted of impaired driving. The driver was charged criminally for driving while suspended and his vehicle was seized for a 30-day period.

At approximately 1:30 a.m., police observed a vehicle fail to stop at a stop sign and then accelerate to a high rate of speed in a residential area. The vehicle failed to stop for police once the emergency equipment was activated and continued until the driver jumped out of the moving vehicle, which was slowly com-

ing to a stop. The male driver attempted to run away from the police who pursued the man on foot and managed to apprehend him a short distance away. A 20-year-old man from Camrose has been charged with: impaired driving, failing to provide a breath sample, driving while suspended, flight from police, resist arrest and dangerous driving.

Former British men's champ puts on a show at British Invasion

Eight-time British skating champion Steven Cousins shared some of the knowledge he has gained over the course of a long and successful skating career with members of the Camrose Skating Club March 23.

"I enjoy doing things like this more than anything else," said Cousins, who was the featured performer at the Camrose Skating Club's British Invasion ice show later in the day. "It gives me a chance to give back to the sport and help the kids who are coming up, in the same way that people helped me when I was growing up.

"If someone comes away from this with just one new idea I will know I have done my job."

Cousins landed his first triple jump, a triple salchow, at the age of 12, six years after taking up the sport. He won the Junior British Nationals in 1986 and 1988, and the won his first senior British title in 1989 at the age of 17. In the years since he has participated in eight world championships and three Winter Olympic Games.

At the 1994 Olympics in Lillehammer, Norway, he became the first Briton to land a triple axle.

"Landing that triple axle still ranks for me as one of the highlights of my career," said Cousins.

Another of his highlights was skating for Queen Elizabeth II during her Golden Jubilee, a

celebration to mark the fiftieth anniversary of her ascension to the throne.

"I did that in Nottingham, England," he said. "That was quite the experience."

Cousins was a training mate of former Canadian champion Elvis Stojko, who was the first skater to do a quadrupletriple combination, and did many STARS on Ice Shows with Kurt Browning, whom he considers to be a good friend.

Cousins moved his training base to Barrie, Ontario, in 1992 after a couple of years in California and Sun Valley, Idaho.

"It was the best decision I ever made," said Cousins. "Not only did it (the move) save my career, it helped me build my career. I owe a lot of my success to the Canadian public and those who have coached me. I now consider myself an adopted Canadian."

It was in Barrie that Cousins met Sara Zylka, who extended the invitation for him to skate at the Camrose Skating Club carnival.

"She used to come to the rink quite a bit," said Cousins. "I have known her for quite some time."

Cousins admits he still gets a touch of the nerves before any kind of performance.

"I am a firm believer that if you don't get nervous then you are obviously not excited to do it," he said. "I have been on the verge a few times of saying that I am not going to do that. It is just something you have to control and learn to live with."

Cousins considers himself fortunate to have been involved in skating for such a long time and experience the things that he has, including walking proudly into a stadium full of seventy or eighty thousand people for the opening ceremonies of the Olympics.

"There are people I have skated with that don't skate anymore, don't get the opportunity to do shows and be a part of this fantastic sport," he said. "The fact that I am still going strong at this time in my career makes me both happy and proud."

Benefit concert for rescue teams

Camrose resident Dreena Westerneng wants the community to support an all ages concert to raise funds for two important rescue organizations.

A concert, children's games and silent auction will be held at the Norsemen Inn on Friday, April 5.

"I put this together to raise money for CASDDA and NAARS (Canadian Search and Disaster Dogs Association and Northern Alberta Aquatic Rescue Society).

They are just two of the many volunteer groups that helped in the search for my younger brother and his friend when they went missing at Coal Lake, on the May long weekend," said Dreena.

"So far, the community has been amazing. Tragedy can bring forth some real beauty. This is about helping these two organizations and not about my brother.

We don't owe them anything, but I'm excited to be able to return some of the help they gave our family by being there for us."

Dreena's brother Everett and his friend were lost in a boating accident west of Camrose. Rescue searchers toiled for 10 days looking for the young men. NAARS is made up of volunteer policemen, firefighters and diving professionals. CASDDA is a team of people and dogs. The canines are trained to find people, no matter where they are.

"My family and friends felt very helpless because we didn't have a lot for equipment or tools to help look for him and his friend," explained Dreena.

She was thankful for the rescue teams that did help. "It is truly amazing what these dogs can do. The dogs pick up a scent and show the divers where to go by leaving a flag. The dogs even have little life jackets. Then the divers go in and see if they can find anything," said Dreena. "I can't think of a better way to repay these organizations, than hosting a benefit show to raise money for both teams. I feel that the more money they have, the better equipment and more training courses they can go to and maybe avoid a tragedy that I went through."

The benefit for the organizations will be an all ages show with live music, a 50/50, silent auction and children's activities. The children's activities are supervised and will go from 6:30 to 9 p.m.

Doors open at 6:30 and the show starts at 7:30 p.m. The bands playing will be Radioflyer, Any Last Regrets, The Bloozhounds and Mack Long. "Two of the bands used to play with my brother, Radioflyer and Any Last Regrets. The band Any Last Regrets are former Camrose people, who now live in Edmonton," said Dreena. "The Bloozhounds and Mack Long are amazing local artists that children can listen to as well. I wanted to have a concert and leave it at that. But, I was encourage to do more, like add a silent auction."

Dreena was hoping that members of CASDDA could attend, but the group is training in Europe on the same weekend.

All proceeds will go to NAARS and CASDDA.

The Chuck MacLean Arts Centre is proud to feature local artist Jason Dufresne from April 1 to 29.

Jason recently held a small, but impressive interactive show of his canvas paintings in the Camrose County chambers as part of a special event organized by the Association for Life-wide Living of Alberta (ALL) on March 9.

This time Jason will be showing a collection of his drawings. Jason is an abstract artist and as such tries to approach his art in as many ways as possible. Taking cues from constructivism, expressionism and minimalism his art extends beyond the linguistic communication. He says that he “is interested in the dialogue which occurs between artists and their materials; the tension between creative drive and material behaviour.” From his own experience he finds “that you have to make ten of something to get a good one.” He concludes by observing that “when artists make this sort of investment, their work begins to take on a life of its own, which introduces the notion of a metaphysical dialogue.”

Although from Camrose, Jason now teaches English in South Korea and is just home for a while. He graduated from Alberta College of Art and Design in 1996 and then attained a Master of Fine Arts degree from Concordia University in Montreal in 2004. In 2010, he participated in a self-directed Creative Residency at the Banff Centre. He has shown his work in several solo and group shows in Alberta, South Korea and Quebec.

Jason was also nominated for the Alberta College of Art and Design Board of Governors Award in 1996 and was awarded the Louise McKinney Academic Scholarship in 1994.

If you don’t feel that you understand ‘Abstract Art’ Jason will be on hand on April 11 from 2 to 4 p.m. to help dispel the mystery. We invite you to come and meet the artist and ask all the questions you want.

Camrose Special Olympic athletes were joined by bowlers from Wetaskiwin, Vegreville and Whitecourt at Tabb Lanes on March 23 for a fun day.

About putting your name on your work I took 60 Years of Wisdom and Wit off my book shelf and it flipped open at a short essay entitled “Signed by Hand.” I started to read it and couldn’t stop until I had read it all. It was thought-provoking and a well-spent investment of about ten minutes of my time.

60 Years of Wit and Wisdom is a collection of short essays written by Andy Rooney, well-known author and television personality who appeared on “60 Minutes” for over thirty years. He died, age 92, just a few weeks after his last appearance on the program in November of 2011.

I loved Andy Rooney’s exceptionally bushy grey eyebrows which, along with his somewhat prickly commentaries on “60 Minutes” helped to give the impression that he was a rather grumpy elderly person – an image which I believe he deliberately tried to create. However, for me, his television comments cut through the crusty veneer to reveal 60 years of Wit and Wisdom.

In his writing and television appearances, Mr. Rooney activated his temerity and curiosity to ask questions – the everyman type – often expressing vexations about mundane subjects.

It was Mr. Rooney’s curiosity that sparked the “Signed by Hand” essay that I just read. He was sitting in front of a brick wall in the living room of a friend’s house that was thought to be 125 years old. As was common in old houses, the plaster had long been torn off the walls which revealed the irregular shapes of the old original hand-made bricks. The bricks were not perfectly oblong yet Mr. Rooney observed that the wall was level and plumb – a masterly achievement.

“Who built this wall?” Rooney wondered. “Who spent months of his life putting up that wall, trying to make a perfect wall out of bricks that were not perfect? Who did this laborer’s work of art?”

To answer his question, his friend took him to a remote corner of the wall where, “scratched in the ancient mortar that still held the bricks together was the name T. Morin.”

Rooney speculated that “maybe signed work is the answer to getting better workmanship. Everything that anyone makes should have his or her name on it for praise or blame and reference. Work is frequently so anonymously done that the workman has no reason to identify with it and be proud of it. If everyone is going to know who made it, the person making it will be more careful.”

Rooney went on to say that “Every builder of every house should be compelled to attach his name, in some permanent but inconspicuous way to that house ... for better or worse."

In conclusion Andy Rooney says: “What we need in our country is fewer mile-long assembly lines turning out instant junk . . . We need more builders of solid brick walls willing to put ‘T. Morin’ on their work.”

One may not have agreed with Rooney but his comments always caused one to think. I would not suggest that all assembly line products are junk, but I do agree that if one is required to put his or her name on one’s work, it would probably result in more careful workmanship.

Missing in action

Where are our MLAs and ministers when we need them?

We read the two articles about the visits from the Property Rights Advocate and the Farmers’ Advocate (Mar 26/13, Booster) with interest, and wondered why MLA/Municipal Minister Griffiths, and MLA/Ag. Minister Olson did not attend the introduction of the new Property Rights Advocate at the Alberta Surface Rights Annual meeting. It would have helped them get their fingers on the pulse of their constituents. Likewise, for Minister Hughes and the earlier meeting (“Province gathers input…”) regarding the recent enactment of (the industry-driven) Bill 2 (Responsible Energy Development Act), which created a Government-appointed “Single Regulator,” and completely

removed “public interest” from industry-landowner controversies. We attended that meeting, anticipating a face-to-face encounter with Energy Minister Hughes (based on an email and the press, which both stated he would be travelling the province to convince farmers of Bill 2’s credibility). But Minister Hughes did not show up.

The Regulator’s mandate is to single-handedly: “a) provide for the efficient, safe, orderly and environmentally responsible development of energy resources in Alberta through the Regulator’s regulatory activities, and b) … to regulate i) the disposition and management of public lands, ii) the protection of the environment, and iii) the conservation and management of water, including the wise allocation and use of water." The Regulator establishes all its own rules and regulations (purportedly drawn from meetings like the one held in Camrose, where invited “landmen” outnumbered landowners three to one), and a poorly advertised website (www. energy.alberta.ca/Initiatives/ RegulatoryEnhancement.asp) that had a March 29th submission deadline.

According to Bill 2 (Division 3, 14.1; and Division 4), this new Single Regulator has the power to “do all things that are necessary for or incidental to carrying

out any of those duties or functions” [drawn up by the Regulator], and the Regulator reports to a Government-appointed Board of Directors. The option of an independent Hearing when property-entry/acquisition disputes occur between industry and landowners, no longer exists.

Landowners had numerous questions and comments that begged responses from Griffiths, Olson, and Hughes, at both these meetings … but our MLAs/ Ministers chose not to attend. Albertans seem to have lost all opportunities to provide actual face-toface “input” and the “feedback” that we are repeatedly told this Government “welcomes.” Since the election, all we seem to see of our MLAs (and/or Ministers) is photos of them in the newspapers, handing out Government cheques (e.g. Olson’s cheque for upgrades to the Camrose Elks Hall; Mar. 26/13 Camrose Booster), and their perpetual (political) photo ads (for which taxpayers pay the bill).

Where are our MLAs and Ministers when we need them?

How can we let them know what we think about the recent Bills, and/or for that matter, the needless Budget deficit? What happened to the "consultation" we were promised?

Friday, April 5, is National Caregivers Day. The Camrose Caregivers Support Group "US" and the Hospice Society of Camrose and District hope that everyone who knows someone who is a caregiver will show their appreciation on Friday.

The US Group provides "Understanding Support" for those persons who now are or have been the caregiver for a loved one with a chronic illness. The Hospice Society is currently working to provide a comfortable place for both the family and terminal patient in their final days.

There are currently thousands of Canadians caring for chronically ill and elderly loved ones. As the population continues to age and chronic illnesses increase, we will see more and more individuals being thrust into the position of the caregiver to a family member or loved one.

Caregivers dedicate a tremendous amount of time and energy every day tending to the needs of their loved ones affected by debilitating conditions. The US Group sees first hand the endless commitment and support that these individuals provide to those in their care. The constant

care and attention they provide can be overwhelming, exhausting and stressful. Their role often receives very little formal recognition. Please help US to change this.

On Friday, April 5, the Caregivers Support Group and the Hospice Society urge you to show your appreciation to those caregivers for providing that ever so much needed compassionate care to those who are suffering pain, confusion, guilt, uncertainty and loss of dignity. Giving the caregivers a “Thank You” or a hug will brighten their days and lift their spirits.

Wayne Throndson, director of the Battle River Community Foundation, presents a cheque for $2,904 to Deb Cryderman, director of Library Services.

The Battle River Community Foundation has made a grant of $2,904 to the Camrose Public Library.

This grant was made from the Ross and Denise Irving Endowment Fund.

Denise Irving felt strongly about literacy and the power of reading. To this end she created the Ross and Denise Irving Endowment Fund with the income to be distributed to the Camrose Public Library.

Beginning in 2004, and including this grant, the Irving Fund has provided $62,758 to the library.

According to a very excited Deb Cryderman, “the entire 2012 grant money was used for programming at the Library. In 2012, 11,583 participants took part in the Library’s 293 different programs and there were 23,760 reference questions. A total of 19,729 items were loaned to other libraries and Camrose borrowed 18,735 items from others. So you can see that the Library is a very busy hub of information and pleasure for the residents of Camrose and surrounding area.”

Deb points out that, “the grants received, on behalf of the Irving Fund, make a huge positive difference in the programs the Library can offer.”

The Battle River Community Foundation exists to support projects and organizations in East Central Alberta, such as the Camrose Public Library, which benefit local communities and have a positive impact on the future. Contributions to the Battle River Community Foundation are permanently invested in endowment funds, currently valued in excess of $7,200,000. The principal remains untouched and earnings are made available annually to support local projects and organizations. Some grant funding is also made available by generous donors who make flow-through gifts to the Battle River Community Foundation.

Since its founding in 1995, the Battle River Community Foundation has granted over $1,696,000 for worthwhile projects and initiatives throughout the Battle River area.

The Lloydminster Bobcats of the Alberta Junior Hockey league named Garry Van Hereweghe as the new head coach and general manager.

In 2001, Garry led the Camrose Kodiaks to a Canadian Junior Hockey League national RBC Cup championship and was named the AJHL coach of the year.

Garry has been involved with the organization since being named director of player personnel last May, and stepped in as general manager in January for the final two months of the 2012-13 season. In his roles with the Bobcats the former RBC Cup Champion helped bring in key players such as Devin Green, Liam and Mitch McNamara, and Tanner Dunkle.

Garry has more than 13 years of coaching experience at the junior-A level, including eight in the Alberta Junior Hockey League. He also spent two years in the Western Hockey League as an assistant coach with the Medicine Hat Tigers and Prince Albert Raiders. He was also coach and general manager of the Okotoks Oilers.

“It is with great pride and appreciation that I once again have the opportunity to coach in the AJHL and especially in a community as supportive as Lloydminster,” said Garry. “Serving as the director of player personnel and GM over the past season with the Bobcats has provided me the insight and opportunity to witness how committed the fans, sponsors, supporters and the City of Lloydminster are towards the Bobcats organization. It is a great hockey atmosphere and I look forward to being a big part of the community as well as the Bobcats hockey team.”

With only two graduating players leaving the roster and a head coach with proven success, the Bobcats head into next year poised to be a serious contender.

Protest held to stop genetically modified alfalfa from spreading

Local protestors will be marching to MP Kevin Sorenson's Camrose office on April 9 in an attempt to stop the production of genetically modified alfalfa.

"We will be meeting at the University of Alberta, Augustana Campus (4901-46 Avenue) in Camrose at 10:30 a.m. to prepare for the rally," said lead Takota Coen. "We will walk from the campus to our MP's office at noon."

The constituency office of Kevin Sorenson (MP for Crowfoot) is located at 4945-50 Street, Camrose. The petition can be signed at that time.

"There will also be a film night on April 4 at the Augustana Campus where the environmental club Earthwise will show a documentary about GMs and have a discussion about what people can do to further educate themselves and help stop GMs. This event is open to the public and everyone who is interested about food, health and the environment is encouraged to attend.

The event will begin at 6:30 p.m.," said Takota. "The movie night will be followed by a discussion about what people can do to create change in room C167."

Rallies outside MP offices across Canada on the same day hope to include meetings with MPs in their constituency offices.

The local rally will be held to explain why the Canadian Biotechnology Action Network is against genetically modified alfalfa.

The GM alfalfa could be registered for use in Eastern Canada this April and alfalfa varieties have just been cleared for the last step before they hit the market – all they need now is a final registration rubberstamp by the Canadian Food Inspection Agency. The Canadian Seed Trade Association and its corporate members including Monsanto, Pioneer and Forage Genetics International are also actively trying to get support for the release of GM alfalfa.

Because alfalfa is a perennial plant that is pollinated by bees, genetically modified alfalfa will inevitably cross-pollinate with non-genetically modified and organic alfalfa, threatening the livelihoods of family farmers across Canada. Prairie farmers have already rejected GM alfalfa for these reasons so now the industry is trying to introduce GM alfalfa in Eastern Canada.

"There will also be an emphasis to create mandatory labelling on all GM's at this protest. We are also collecting signatures for bill C-257," added Takota.

GM contamination is inevitable because alfalfa is a perennial crop pollinated by insects.

Weeds are becoming resistant to glyphosate (the active ingredient in some herbicide). Alfalfa is almost always grown in a mix with grasses and establishes readily without the use of herbicides. Farmers don’t want or need herbicide ready alfalfa. If genetically modified alfalfa is released in Canada, it will have negative impacts on a wide range of farmers and farming systems, both conventional and organic.

Alfalfa (commonly harvested and known as hay) is a highprotein forage fed to animals like dairy cows, beef cattle, lambs, poultry and pigs. It‘s also used to build nutrients and organic matter in the soil, making it particularly important for organic farming. If it’s introduced, GM alfalfa will ruin export markets for alfalfa products, contaminate family farms, make it more difficult for farmers to control weeds, and threaten the future of organic food and farming in Canada.

"This is an issue that demands as much public awareness as possible," concluded Takota.

Police seeking comments

Camrosians will have the opportunity to provide comments to a team of assessors on the ability of the Camrose Police Service to meet the standards of the Commission on Accreditation for Law Enforcement Agencies (CALEA) at an April 8 information session.

The session will take place at the Camrose Fire Hall starting at 5 p.m.

"We're asking that people keep their presentations to ten minutes or less," said CALEA accreditation manager for Camrose Police Service Bob Grant. "Those who cannot attend then but would still like to provide comments, may do so by calling 780-672-8300 between the hours of 1 and 3 p.m. April 8."

A copy of the CALEA standards is available at the Camrose Police Service.

Detailed process

The assessors – David Belmonte, deputy chief of the Lake Bluff Police Department in Illinois, and Laura Saunders of the Burlington Police Department in Burlington, North Carolina – will arrive in Camrose April 7 and be spending four days doing a thorough examination of all aspects of the Camrose Police Service's policies and procedures, management, operations and support services.

"The report they provide will help the commission decide whether or not the Camrose Police Service complies with the 480 standards it has set out," said Grant.

Benefits

Accreditation demonstrates that police services are committed to providing high quality service and that its procedures are effective and responsive, but yet fair and equitable.

"It enhances community understanding of the law enforcement agency’s role along with its goals and objectives and promotes community cooperation and understanding," explained Grant.

Accreditation is for three years, during which time the Camrose Police Service and other agencies must submit annual reports attesting to continued compliance with those standards under which it was initially accredited.

Camrose Police Service achieved its first accreditation through CALEA on July 31, 1993. The service was re-accredited in 1998, 2001, 2004, 2007 and 2010.

"Camrose Police Service received the meritorious award in 2010 for receiving accreditation for 10 years without conditions, as well as flagsthip agency status that allowed it to showcase itself at the CALEA conference," said Grant. "The comments that were provided by the public in 2010 spoke highly of the ability of Camrose Police Service to provide citizens with high quality, professional service."

Joan Walline (nee Bowes) Joan Walline passed away at Innisfail Alberta on March 29, 2013 at the age of 77.

Born in Camrose Alberta on June 12, 1935, she is predeceased by parents Russel and Dorothy Bowes, sister Betty Jupp, brother David Bowes, and grandson-in-law Gerald McGinnis Jr. Joan is survived by Don, her loving husband of 61 years. They were married in Camrose Alberta on February 27, 1952.

Joan is lovingly remembered by children Christine Sloman, Victoria (Kalven) Insco, Bonnie Walline, and Keith (Leanne) Walline; 14 grandchildren; 22 great-grandchildren; sister Lynda (Donald) Bowes; brother Dale (Joanna) Bowes; numerous sistersin-law, brothers-in-law, nieces and nephews.

A celebration of Joan’s life will be held at Innisfail United Church, 4720-48 Avenue, Innisfail on April 3, at 11:00 a.m. with Rev. Margaret Lange officiating.

Cremation has taken place, and a private family interment service will be held in Camrose, Alberta at a future date.

In lieu of flowers, memorial donations may be made to Canadian Lung Association or United Church Mission and Service Fund.

Elmer Julius Lohner Elmer Julius Lohner of Daysland, Alberta passed away on Friday, March 29, 2013 at the age of 79 years.

Good news and bad in provincial budget

There was good news and bad for the City of Camrose in the provincial budget handed down by Finance Minister Doug Horner in the Alberta legislature March 7.

The good is that the basic municipal transportation grant and the Green Trip funding has been increased.

The basic municipal transportation grant is made up of both a base capital grant, based on population, and a provincial highway maintenance grant, based on the number of kilometres of provincially designated highways in the City.

"I checked with the grants technologist with the provincial government and learned the highway maintenance grant funding mechanism has not changed," explained acting municipal engineer Jeremy Enarson in a presentation to City council March 18. "We haven't done any annexations in the past year and we haven't done any highway widenings."

The reason for the increase in the base capital grant is a new census which showed an increase in the city population.

"We saw a small increase and we did budget for that," said Enarson.

The City has not received

much information on changes to the Green Trip program.

"It appears the criteria for capital purchases will continue," said a budget report by City manager Damian Herle.

The province has reiterated its commitment to the MSI grant funding for municipalities.

"The same overall funding has been provided for 2013-14 as was provided in the previous year ($846 million)," said Herle. The City of Camrose allocation for this next year is $3,125,493 for capital projects."

The budget's bad news is that the municipal water/ wastewater program has been reduced.

"This will have a large impact on the City," said Herle.

"The program includes a grant that the City has used in the past and plans included using this grant in the short term and in the long term.

Projects that will be impacted by the reduced water/wastewater funding include the lake station replacement and the wastewater treatment project.

"The competition for the water/wastewater grants will be affected as a result of the government's belt tightening," said Enarson.

The budget totally eliminated the Strategic Transpor-

tation Infrastructure Program, which has been used for several projects in the past, including the widening of the highway on the east end of Camrose and improvements at the Camrose airport. The City had intended to use funding from the program for the airport taxiway runway.

"I asked the grants technologist with Alberta Transportation if there would be any other grants that the airport could qualify for and she said no," said Enarson. "She referred us to federal programs and we are still looking into those."

The City could also be facing a reduction of eight per cent in the Municipal Assistance Policing Grant.

"They haven't given any details in relation to that grant," said Camrose chief of police Darrell Kambeitz. "The only footnote they released is that $5 million of the grant would be reviewed and distributed differently between Edmonton and Calgary. The $5 million coincides with the eight per cent, so what is not clear is whether there is an additional eight per cent, other than the $5 million they are talking about aligning with Edmonton and Calgary.

If that eight per cent affects Camrose directly we would face a reduction of $30,000. Unfortu-

nately I can't get clarity on that so it is still unknown at this time."

The province has cut funding for the Alberta Law Enforcement Response Teams which have been set up to target organized crime, and will be discontinuing funding for a project called API 3, which is a provincial police records management system.

"The City has expended some resource hours and capital funding in anticipation of that project coming forward," said Kambeitz. "Those dollars won't be lost, they will simply be advanced to different IT sections of the police service."

Another initiative that has been discontinued is Safe Communities.

"The cut to the Safe Communities initiative will impact the City and County of Camrose," said Kambeitz. "We have many community partners that are currently accessing those grant funds. There will be many social programs out there that will be looking for new funding."

Camrose Police Service will continue to receive $200,000 a year for the New Police Officers initiative.

Councillor John Howard expressed concern over the elimination of the Summer Temporary Employment Program and

the $8 million (province-wide) reduction of funding for the Community Facilities Enhancement Program to $38 million.

"While the STEP program doesn't immediately impact our budget I predict that we can anticipate about a dozen community organizations that will be sitting around this table in the next five weeks saying our STEP funding was cut and can the City make up the difference," said Howard. "That is everything from the railway museum, the centennial museum and the library, the list can go on and on. I think we as council need to be prepared to make a fairly, and I think, a painful and difficult decision. At some point we have to say we can't keep picking up what the province dumps on us."

Howard said it is time to start holding the province accountable for what it is doing to Camrose and other municipalities.

"With the cutbacks that are being made we are finding ourselves behind more than the eight ball at this stage of the game in a variety of ways. We can't keep saying yes every time the province takes money away because we have only the one source of funds and that is property taxes."

Sophie is also survived by her beloved grandchildren: Christopher, Sean, Kimberlee, Melanie, Melissa, Nicholas, Adam and Katherine; as well her precious great-grandchildren Taylor, Amira, Jacob, Jawad, Lucas, Hadi, Natasha, Alexis, Carson and Landon. Sophie also leaves behind two sisters, Lydia and Hedweg, both of Germany; nieces, nephews, and a host of treasured friends, with special mention to Brigitte Lacroix.

Sophie was predeceased by her husband, Bernhard Kepper.

Funeral Services for Sophie took place on March 27, 2013 at 1:00 p.m. at Mountain Rose Funeral Homes Chapel with Father Brian Inglis as Celebrant. Cremation followed this service.

Kenny Bradley of Camrose passed away on March 25, 2013 at the age of 62 years.

Kenny was born on July 11, 1950 in Neilburg, SK to Bill and Agnes Bradley.

Kenny enjoyed hunting, fishing and photography – especially old buildings and vehicles. He was a carpenter and worked many years in the oil patch.

Kenny is survived by his children Luke (Barbie) Bradley of Red Deer, Seth Bradley of Red Deer and Alana Mellish of BC; three grandchildren; brothers Danny (Leona) of Ponoka, Roger (Barb) of Red Deer, Roy (Ruby) of Entwistle; sisters Ann of Medicine Hat and Marion (Bob) of Round Hill; and numerous friends and relatives. Dodge Journey Making a good thing even better

The 2013 Dodge Journey at Camrose Chrysler offers greater value than ever before.

Dodge Journey is available in six models, including the Canada Value Package, SE Plus, SXT Crew, R/T AWD, and R/T Rallye AWD. Power and efficiency

The Dodge Journey CVP, SE Plus and SXT are powered by a 2.4 litre 16-valve DOHC four-cylinder engine which produces 173 horsepower and 166 lb.-ft. of torque, linked to a four-speed automatic transmission. This fourcylinder engine delivers 10.8 litres per 100 km (26 mpg) in the city and 7.5 litres per 100 km (38 mpg) on the highway.

The award-winning 3.6 litre Pentastar VVT V6 engine, standard on Crew, R/T AWD and r/T Rallye AWD models, and available on SXT, produces 283 horsepower and 260 lb.-ft. of torque and is mated to a smooth-shifting six-speed automatic transmission.

The 3.6 litre Pentastar VV6 was recognized as a Ward's "10 Best Engines" winner for both 2011 and 2012.

In additon to excellent power, it delivers up to 12.6 litres per 100 km (22 mpg) in the city and 7.8 litres per 100 km (36 mpg) on the highway.

Craftsmanship

Dodge Journey offers levels of refinement not typically found in the crossover market. A beautifully crafted one-piece instrument panel sets the tone. A standard Electronic Vehicle Information Centre is positioned in the centre of the gauge cluster, which has a full-colour display backlit in Dodge red lights, giving it a soft glow, unlike any in the segment. Integrated centre stack bezels are sculpted, and designers softened the radius to make more room for the driver's knees.

The centre console has extra cushioning on the wide tilt-and-slide armrest. Lift the lid and there's a large centre storage bin with a 12-volt outlet and USB port where owners can hook up their MP3/iPod devices and keep them out of sight while charging. What is masonry all about and how has it evolved to what it is today?

Those are two of the questions that will be answered when the Camrose Masonic Lodge, the Eastern Star and Mt. Olivet chapters of the Royal Arch Masons and the Battle River Shrine Club conduct an open house at the Camrose Masonic Hall Sunday, April 14.

"A lot of people when they think of Masons think of history and mystery," said David Roth, grand master of the Grand Lodge of Alberta, who will present a video overview about the history and organization of the fraternity. "They don't really know the full story."

Though the modern fraternity was started in 1717 in England, masonry can trace its roots much further back through the history of the operative stonecutters who built the medieval cathedrals of Europe. Over time, non-operative stonemasons were accepted into the stonemasons' lodges and the work of the Masons because they were more philosophical in nature. Eventually, a separate Grand Lodge of Free and Accepted Masons was formed in London, England, and the organization of Freemasons around the world began. Today, there are more than 120 Mason-

ic Lodges in Alberta with more than 7,000 members.

Interest in Masons has grown in recent years, due in part to the popularity of such authors as Dan Brown and the large number of films and TV shows about the fraternity.

"The moral philosophy and spiritual underpinnings of the teachings of Freemasonry seem to appeal to a new generation searching for enlightenment," said Roth. "Many are finding it in the Masonic Lodge."

Roth said the main thing that keeps the interest of new members once they have satisfied their curiosity is the fellowship and mentorship that is enjoyed by every Mason.

"Our members range in age from 20 to 80," said Roth. "We have members who are pipefitters as well as members who are doctors and lawyers."

Membership in the Camrose Masonic Lodge is restricted to men who are 21 years of age and over and who believe in a supreme being.

"Once they have been invited and express interest they fill out an application and go through an interview process," said Roth. "The final decision is then made by Lodge ballot.

There is a spiritual aspect to the Lodge, we are not a service club, although we do a lot of good things."

Camrose and District Pre-school students have fun while learning.

Camrose and District Pre-school will be accepting registrations for 2013-14 at the Camrose Community Centre April 15.

"We're going to be doing it in the soccer field area from 6 to 8 p.m.," explained Camrose and District Pre-school director Maria Lobreau.

Camrose and District Pre-school's mission is to provide a nurturing and stimulating atmosphere that allows children to learn through play.

"Our belief is that through meaningful play the child will gain increased self-esteem as well as healthy growth in the areas of social, physical, intellectual, creative, emotional and sensory development," said Pat Walker, who has been teaching Pre-school the past 22 years.

"The children are able to build self confidence, make friends, and interact and socialize with children their own age in a group setting.

Many kindergarten teachers have told us they can tell which children have been to pre-school because they have better social and emotional skills."

Camrose and District Pre-school offers classes for both three- and four-year-olds which include roll call, show and tell, a letter and number of the day, discussion on certain themes, art and craft activities, gym or outdoor activities, interactive reading and singing. The threeyear-old classes run for two hours once a week, while the classes for four-year-olds run for two and a half hours twice a week. Children in the three-year-old class must be three by the time they enter the program and three by Dec. 31, 2013. Children in the four-year-old class must be four by Dec. 31, 2013.

Camrose and District Pre-school currently has two classes of 24 four-year-olds, one class of 23 four-year-olds, one class of 16 four-yearolds, and two classes of 24 three-year-olds.

"We're going to be reducing the number of children in our threeyear-old classes in the fall so that the classes are more manageable," said Lobreau. "The three-year-olds are less independent and the teachers have to be with them more than they do with the four-yearolds."

Camrose and District Pre-school conducts a graduation ceremony for four-year-olds every June, where students are presented with certificates and sing songs they have learned for an audience of parents.

"It's a proud time for the children, but also the parents who support us through the year," said Walker.

Alberta Child and Family Services provides subsidies for qualifying families with one stay at home parent. A Camrose and District Pre-school income-based subsidy (separate from the stay at home provincial subsidy) is also available.

Camrose and District Pre-school is a project of Camrose and District Support Services.

Primary Care Network celebrates first anniversary of weight management program Submitted by Colleen Lindholm, Camrose Primary Care Network

The Camrose Primary Care Network is celebrating the birthday and success of its On Your Weigh Weight Management Program.

The goal of the program is to assist people with creating a healthier lifestyle while learning strategies to better manage their weight.

The program began January 2012 and since has had over 200 referrals into the program, with over 140 regular active participants.

Following a referral from their family doctor, participants get started in the program by attending monthly Weight Wise classes through the Healthy Living Centre, a key partner in the program. From there they work

one-on-one with the PCN program nurse lead, Karen Lewis, RN, in looking at the root cause of their weight gain. This involves assessment of four areas including Mental (i.e.: stress or depression symptoms), Mechanical –( i.e. sleep apnea or chronic pain), Metabolic (i.e.: Type 2 Diabetes or hypertension) and Monetary ( employment and income).

Depending on what needs the client has, a care plan is then developed by the nurse in collaboration with a healthcare team including their PCN Physician and/or PCN Dietitian, Exercise Specialist, Pharmacist, Social Worker as well as Community resources and supports.

Karen and the team will then

work with the client to manage the causes and work towards achieving a healthier lifestyle. Managing a healthy weight is important as being overweight or obese puts you at increased risk for developing conditions such as Type 2 Diabetes, high cholesterol, high blood pressure, heart disease, certain cancers, sleep apnea, painful joints and back, impaired fertility, depression and low self-esteem.

There are numerous accomplishments to date with the On Your Weigh program, and one that stands out to Karen is the journey of client Jodie Feddema, who has been in the program for about nine months. “From my perspective, she has become a great role model for her family

in achieving a healthy active lifestyle,” states Karen. “I’m really proud of her success. She’s made positive change and has been able to maintain that even while on holidays.”

Jodie is also excited about her personal journey, “I have made several changes since being in the program. I now incorporate daily exercise (I use a step counter and aim for 10,000 daily steps), I have started tracking my daily food and exercise with an app on my phone, and I have involved my whole family in this journey. We are all aware of healthy choices and I take my kids grocery shopping with me so they can learn about nutritional information in the food and drinks we consume.”

Jodie adds, “Being in the program has made a difference in our lives … we all feel better overall. Our energy levels are up and we all look forward to some family time while taking a walk or doing some sort of activity..”

Midget girls win gold

The Camrose/Viking Grizzlies midget girls' hockey team doubled the High Prairie Timberwolves 6-3 in the provincial championship game to earn gold medals in Viking on March 20 to 24.

Jenna Acorn scored twice for the Camrose/Viking squad in the final. Reagen Josephison, Kennedy Schaffner, Robin Carter and Mikayla Schaffner each scored once. Goalie Keyana Stotz earned the win.

The Grizzlies edged the Irma Aces 2-1 in overtime during the semifinals in a close contest.

Jillian MacWilliam scored the winner with help from Brooklyn Mantai and Acorn. Camrose/ Viking had to score in the third to tie the match and force overtime. Carter netted the equalizer after Irma scored in the second frame. Stotz stopped 21 of 22 shots sent her way.

In round-robin play, the Camrose/Viking team tied the Innisfail Flyers 2-2, lost 2-1 to Fort McMurray, beat Barrhead 4-0 and blanked the Edmonton Warriors 8-0.

Mikayla Schaffner and Jillian MacWilliam scored against Innisfail. Carter was the lone goal scorer against Fort McMurray in the heart-breaking loss.

The northern team scored with 30 seconds left in the third period to win it.

The Grizzlies scored all four of their goals in the first period against Barrhead. Elize Taylor scored twice, while Josephison and Hannah Heck added single markers.

Camrose/Viking breezed

by Edmonton with Josephison scoring twice. Single tallies came from Madison Nott, Mantai, Heck, Taylor, Carter and Shelby Carrington. Stotz recorded the shutout in goal.

Both Josephison and Carter had four goals and four assists to tie for third in scoring with eight points. Stotz allowed just seven goals in five games for a 1.40 average and a .911 save percentage.

The Irma Aces peewee girls' hockey club defeated Lloydminster 2-1 to earn gold medals at the provincials in Camrose on March 22 to 24.

Irma blanked the Camrose Ice Cats 7-0 in the semifinals to advance to the final.

The Ice Cats beat St. Albert 6-0, lost to Lloydminster 4-0, defeated Red Deer 8-3 and beat Edmonton 4-0 to reach the playoff round.

Halley Hay garnered a hat trick against St. Albert to lead the offence. Bryana Sharkey, Cassidy Gaalaas and Gillian Tanton added single markers.

Halley netted five tallies against Red Deer. Taylor Markovich, Jessica Hay and Kassidy Baumle also provided the scoring.

In the game against the Edmonton Rockets, Halley collected three goals, while Kassidy Baumle chipped in with a single marker. Goalie Dakota Baumle earned a shutout and player of the game honours.

RECYCLING PROGRAM EFFECTIVE APRIL 8, 2013 Camrose County will be changing the Rural Recycling Program from a mobile pick-up to a full-time recycling program available at all County waste disposal sites, including Kingman, Kelsey and Meeting Creek Sites and the West Dried Meat Lake Regional Landfill as of April 8, 2013.

Recycling will still continue to be available at the Centra Cam facility in Camrose as well.

The University of Alberta, Augustana Campus and Vikings men’s basketball program are adding Cameron Vilcsak to the team beginning in the 2013-14 season.

The hard-working and talented point guard has been a key member of his St. Albert Catholic High School Skyhawks team, where he played under the tutelage of coaches Evan Holstein and Brett Gaudreau. Cam’s arrival on campus will reunite him with Vikings basketball rookie of the year, Cole Aikens, a high school teammate last season.

In his senior year at SACHS, Cam was selected to the MVP team in the Edmonton premier conference and was named an Edmonton Journal all-star. Cam was also selected as an all-star of San Diego “surf and slam tournament” and was named the MVP of SCA invitational tournament. He punctuated his personal accomplishments this season with a 42 point outburst against Leduc Composite. The summer months have been busy for Cam as well as he represented Team Alberta in baseball during 2007 and 2008 and Team Alberta basketball in 2012.

A strong student in the classroom, Cam youth group won the Leaders of Tomorrow Award, which coach Dave Drabiuk agrees will set Cam up nicely for a great future at Augustana contributing to the basketball program and the community at large. “Cam made an immediate impression when he visited our campus and our returning players are excited to welcome this dynamic player to our program,” said coach Dave.

His parents are very supportive of Cam’s academic choice as he begins his Bachelor of Science degree in physics and biology with designs on graduate level research.

Cam will be participating in the Augustana Vikings High School All-Star Series on April 6.
