Reservations expressed about going ahead with City Hall By Dan Jensen

City councillor John Howard can't help but wondering if the City of Camrose was getting ahead of itself when it went to tender with the new City Hall. "I am not sure what we are tendering, and that leaves me with some concern," said Howard last week. "We have a plan now for a $17 million building and we don't know if it is going to fit or if it is the right colour. "We've gone to tender with a plan that three different reports have said may or may not work." Howard feels the City still needs to do some further work to make sure the development

meets all existing bylaws and there are no surprises at a later time. "We all know that the biggest changes in the cost of a project are in the change orders, so if we get five million in change orders we could possibly have a $22 million building that we wouldn't be able to do anything about because the train has already left the station." Central Agencies owner Norm Mayer feels it might be time for the City to cut its losses with the project as it is being proposed. "I don't think we need a four storey building and I don't think we need a 40,000 square foot City Hall," said Mayer.

"I think it is being forced and doesn't fit the site." Mayer believes the underground parking that is being proposed for the City Hall project could end up causing future problems and push the total cost beyond what council is currently willing to spend. "The fact that the architect is now suggesting that the parking problem can be partially resolved by putting underground parking in a slough base leaves one to wonder about the viability of this for the long term. Yes, you can construct water cisterns that hold water in and basically you would have to be constructing a founda-

tion of the same magnitude to hold the water out. This would be a very expensive proposition and still not an absolute guarantee as to the viability of the design. I guess if the architect is that convinced there is no problem maybe they should be putting up a letter of credit, or a cash deposit that the City could draw on if there are problems in the next ten years." Mayer feels it is wrong for council to ask contractors to submit bids for the City Hall without knowing for sure whether or not it is prepared to make a final decision on all the factors that need to be taken into consideration.

"I don't think council realizes the amount of work involved in putting together a bid price. You just don't look at it and say, ok, it is going to be 40,000 square feet at so many dollars per square foot. You have to break down all the costs for heating, lighting and get all your subtrades organized. It is not fair to ask the contractor to do all the work if you are not really committed to going ahead. Yes they (contractors) have that cost every time they bid a job but usually it is a committed job. There should be a unanimous commitment that they are going to go ahead."

New City Hall will comply with regulations By Dan Jensen

Camrose City council has been assured the proposed new City Hall development will comply with the current land use bylaw and other existing regulations. "The City will follow the very same process as everyone else who applies for a development permit," said a Feb. 4 report presented to council by City manager Damian Herle. Setbacks

An area under consideration by the development officer is whether there is any logic for allowing a variance in City Hall's front yard setbacks. By definition, in the land use bylaw, the front of the City Hall is actually the east side. "The development officer does have discretion to allow for up to a 25 per cent variance," said Herle. "The east side setback would require a variance of 20.6 per cent." The development would meet the side yard setbacks of six metres with an eight metre setback on the south and an 8.5 metre setback on the north. In utilizing discretion, Herle said the development would consider matters such as setbacks of nearby developments. Councillor Daryl Shillington addressed the 25 per cent variance allowance on the setbacks by recalling that at one time the variances were only five to 10 per cent. "Provincial wide it became a real issue and tied the hand of our development officer. In trying to be development friendly and to assist the developers we have increased that to 25 per cent, so if it is good for them it is good for us." Design

Cafe Voltaire at the Nordlys Film and Arts Festival provided the opportunity to enjoy live musical entertainment from local and regional musicians. Friday night entertainers included the duo of Aaron Olofson and Jessica Dostie, who performed a series of songs from the fifties and sixties. Olofson became interested in the guitar at a young age after listening to his dad play with the band Xtatix. "Watching my dad do what he did made me want to follow suit," said Olofson. "I just grew into a love of playing and performing music." Olofson didn't get serious about his music until he was in his early twenties when he formed a band of his own. "I played in many bands really, all over western Canada," he said. "I haven't played very extensively in the last two years but there was a stretch in the

mid 2000s when I played almost every weekend." Olofson said it was an honour to be asked to perform at the Nordlys. "I couldn't believe it when I received the call asking if I would be here. I hadn't attended a film festival in the past, but I had heard quite a bit about how it was started in Verlyn Olson's garage. I told them (the organizers) that I would be very happy to do it." Folk and Indie rock music was the focus of a Saturday afternoon Cafe Voltaire performance by Sarah Skinner, her brothers Jonathan and Ian, and her sisterin-law, Joelle. "We don't get a chance to do many live performances as a family," said Sarah, who did a couple of numbers with her ukulele, "so the Nordlys festival was a unique experience." Sarah, Jonathan and Ian started performing at community events in their home town of Turtleford, Saskatchewan, at a very young age.

"We all took piano lessons when we were small and were always doing something," said Sarah. Jonathan, Joelle and Ian are students at Augustana, while Sarah works with the Battle River Watershed Alliance. Sebastian Voltaire brought extra energy to the festival Sunday evening with a mixture of original and cover music from Spain, Portugal, Cuba and North America. "I have performed in Spain, Brazil, Argentina and Chile, and as a street performer, but most of my work over the last three years has been in Edmonton," explained Voltaire. "I have a connection to this area because my wife grew up in Hay Lakes." Voltaire said the film festival is important to the culture of Camrose and area. "I was really excited when I was given the chance by Hans (Olson) to be part of it," he said. "It was the first time I ever performed in Camrose and I don't think it will be my last."

The report indicated the design of the building has undergone a few changes to ensure compliance with the land use bylaw. Warm colours have been planned for the front panelling, which has a wood looking finish, while the blinds on the windows will add a warm and aged element. "The front of the building is now bold and dominant," said Herle. "There is an open public area, including benches and bicycle racks." Parking

The report noted that the issue of parking for the new City Hall is being addressed through meetings with Alberta Financial Services Corporation, which has indicated it may be willing to sell land to the City. "Leases for the AFSC property for parking could be viable, however would have to have mechanism for renewals â€“ parking needs to be for the life of the development," said Herle. "Recent discussions have lead to what is believed to be a very viable option for the City to purchase the lands and question and this is being pursued subject to project approval." Institutional zoning

Council expressed concern about the mixed messages it was getting from City administration about the development since defeating a bylaw on Jan. 7 to redistrict the land from the City Hall from institutional to direct control. "We were told on Jan. 7 that the development doesn't necessarily comply with the regula-

tions on the land use bylaw," said councillor Howard. "Then on Jan. 21 we were told, no, that is not quite true, that actually if the development officer uses maximum variance powers we would be able to go ahead with the plan as it exists. Now we are getting the message we don't even have to do the maximum variance powers, that there are just some minimal changes. I am really confused as to what is happening. Maybe no one else on council has that confusion but that is three reports in a row that are as different as night and day. At some point I am going to have to raise my hand and vote on this process and I would like to know that we have the best information before I do that." Councillor Gerry Galenza said he, too, is concerned about the different reports council has been receiving and how it seems that City administration seems to be negotiating with council prior to the issuance of a development permit. "I was under the understanding that we don't negotiate before a development permit is issued," said Galenza. "That was stated quite clearly in a couple of our previous incidences." Councillor Galenza also expressed concern about the height of the building and what effect an extra storey would have on the required setbacks. "I am not sure how these things apply and how we can address them. Sometimes I think we are almost in conflict because we set things up then go to our employees and say this is what we want." Herle said neither he nor anyone else in administration has been negotiating what conditions or criteria might be on the development. "I have specifically asked that our project manager take steps to ensure compliance with the downtown overlay plan as well as with the land use bylaw. I am not aware of any negotiations in which administration has been involved." Question about rules

Central Agencies owner Norm Mayer expressed concern, in a letter to the mayor and council, dated Jan. 28, about building a new City Hall on the existing site. "City council declined the redistricting to direct control on Jan. 17, and now it appears that if the rules are all bent quietly by the development officer to the maximum of that person's ability then the project would be fine to go ahead," said Mayer. "I would ask you to really consider this position because the site is obviously too small and that is why the manipulations are going on to try to justify the fact that a new City Hall should be built at the existing location. I am sorry but I think this development is being forced and just does not properly fit the site or provide the required parking, even if you have the parking underground. I know there were discussions about leasing land across the street from the provincial government but once again the bylaw calls for that land to be caveated for the lifetime of the building."

"Basically what it is is walking with a pair of specialized poles that are adjusted to a particular height," said Schensema. "By adding the poles you are spreading the weight over four limbs so to speak, thereby reducing the strain on your ankles knees and hips." The technique Schensema teaches engages the body's core when pressure is placed on the pole. "It takes pressure off your lower limbs," said Schensema, "and increases the circulation to the neck and shoulders, which can reduce neck and shoulder pain." While she hasn't had anyone recommended to her by doctors, Schensema said Nordic pole walking has been gaining popularity in the rehabilitation setting. She knows several therapists are using it as part of their training. Nordic pole walking originated in the Scandinavian countries in the late fifties as offseason training for cross country skiing, but didn't start making its way to North America until the mid nineties. Today, Nordic pole walking is a part of many people's daily exercise regime. "There are quite a few people in Camrose who are doing it," said Schensema. "Often, when I am out by myself, I see people walking either on the track at the Edgeworth Centre, in the valley, or around the lake."

Schensema will be running her next Nordic pole walking course for beginners March 8, 15 and 22. "I do most of my courses outside, weather permitting, because I find there is a little better traction for the poles. Used on a smooth indoor surface they tend to slip a little bit more." Now that I’ve been to China and had the chance to get to know people who want to stay in the country and have no desire to immigrate – not because of propaganda, but because it is quite simply their home – I care about China. For two weeks at the beginning of 2013, my colleague Varghese Manaloor (Economics and Management) and I accompanied seven students on a trip to the city of Zhuhai, in the South of China. As part of our course on the politics and economics of China, we had the chance to include a trip to a university that offers courses in English and that is located in one of the fastest-growing and changing regions of the country. Zhuhai is located directly across from Hong Kong, and it is one of the four Special Economic Zones that were created by the Chinese government in 1980. The goal of these zones was to open the country to foreign investment, in order to kick-start the economic development of the country. This policy met great success. In 1984, the population in the city of Zhuhai was stable with approximately 200,000 inhabitants. Then, in these Special Economic Zones, China began to massively produce goods for exportation to countries like Canada. Since then, Zhuhai has grown to 1.7 million inhabitants, the vast majority of which originate from other, poorer provinces, and regularly send or bring money home. Over the past thirty years, China has developed from a mostly under-developed agricultural country, into an increasingly industrial and recently service-oriented superpower. The members of the new Chinese middle class, mostly located in the urban centres of the coastal regions, now enjoy a lifestyle that is comparable to that of many Canadians, although their neighbours in older apartment buildings are extremely poor. The Chinese government has achieved this kind of development by denying its citizens most political freedoms and rights. In this period of reform, in reaction to the brutal policies set in place by Mao Zedong, a compromise of sorts has been achieved. Individuals are free to do what they want as long as they do not question the decisions made by the governing Communist Party of China or the political system in place – and demands for change continue to be met with repression. China’s government justifies these restrictions on political freedoms by reminding its critics that it is trying not only to feed 1.3 billion people; not only to take them out of this poverty; but to create the conditions so that, eventually, they will all have access to the resources needed to fulfill their basic needs. And it has achieved much: in 1981, 85% of the population lived under $1.25 a day, a number that by 2004 was reduced to only 27% (a difference of 600 million persons). For the Chinese government, economic rights – for instance, the right not to live in poverty – come before political rights. Although I cannot imagine what it means to live under the restrictions China places on freedom, and although I could even less accept them for myself, I can’t deny that these challenges are real. I also can’t deny that the country is, for the most part, under-developed and living in social and economic conditions I would not accept for myself, my family, or my neighbours. In Canada, we need to think about China and care about what happens to one-fifth of the World’s population – about people who choose to stay in their homes, close to their families and friends. We cannot cease to care about our own values or to see the degree to which they are not allowed to develop and take root in China. I cannot. Yet without ceasing to hope for a better solution, I also cannot ignore the poverty of the country. We want China to hold its judgment toward our society and our way of doing politics; how can we act otherwise toward China? After all, they let me in to have a look around.

The Camrose Healthy Lifestyle Coalition wants more groups to join the fun of travelling the Iditarod Virtual Trek. The Healthy Coalition partnered with the Camrose Primary Health Network to encourage friends, co-workers or family members to form a group to work towards a $500 cash group prize courtesy of the Camrose Healthy Lifestyle Coalition. Individuals who are currently registered, can also join a group. Currently PCN has 31 groups registered. "We wanted to be involved with the trek because it promotes a healthy lifestyle for families and individuals in Camrose and the surrounding area," said healthy coalition secretary Janet Roy. When you register as a group, your group’s progress is measured against the progress of other groups based on the percentage of active members for the past seven days. The group challenge takes the total of all the steps for the group, and averages it by the number of steppers in the group. This way it doesn’t matter if the group is large or small, it is all fair. But what does matter is making sure everyone in your group is active and logging his or her activities. New this year is that your group can assign an administrator for your group to help keep track of everyone. All you have to do is let the PCN know who you administrator. Johnson takes top honours at auctioneering championship Local auctioneer Doug Johnson was named the best at the Canadian All-around Auctioneering Championships in Calgary on Feb. 2. The competition was held in conjunction with the Alberta Auctioneers Association annual convention. "This is the third year they have run it with the Alberta

AGM," explained Doug. "It is a competition where you get up and sell five items in the preliminary round to the general public. It is a live auction of items ranging in value from $20 to $200. This year, there were 17 competitors. We had a meeting an hour before the competition and the committee drew at random, the order that we were

to go in. I drew number six and I'm glad I didn't go first." All of the auctioneers were judged out of 100 points. The five judges were looking for presentation, auction chant and effectiveness of selling. "You can't just sound good, you have to be an effective auctioneer and get the most out of

the product that you can," said Doug. "After everybody went the judges deliberated by compiling their scores together to determine the five finalists. Those five have to go again. They didn't announce the five finalists at once. Instead they called one up at a time." The waiting to hear if your name was called added some nervous tension to the event. "After four finalists, my name still hadn't been called," said Doug. "A good friend of mine, who is a very good auctioneer, wasn't picked at that point either. We looked at the other like the other person is going to be called. They called me and I went up to sell five more items. I felt that round went pretty well for me." They announced the winners in reverse starting with the second runner-up. "They announced those and finally my name was called. I received a trophy belt buckle and a cash prize," said Doug. "It wasn't a relaxing event and I'm glad it is over. It is nice to win, but it isn't something I would enter right away anytime soon. I entered one 27 years ago and I thought at the time that was enough for me. It was a good experience and it is good to go out of your comfort zone sometimes. This was definitely out of my comfort zone. Any time you have to stretch your limits, it

can't hurt. Win, lose or draw, you gain something out of it." Despite being named the top auctioneer for 2013, Doug still feels he is just one auctioneer in the area who tries his best for his customers. "There are a lot of good auctioneers out there and the judges just thought I was better on that day," he added. "In a regular auction, my sole goal is to get the most out of that item for the people I'm selling for. My goal remains the same, whether that is a charity auction or a farm auction. I'm working for my customer and it is important to be effective." Doug didn't have any inkling he would be named the top auctioneer. "At no point did I think of winning the event. As the event went on, the less confident I became. The competition was so good, I didn't think they were going to pick me. I always get nervous before a sale, but as it goes on I relax and treat it as a job. I just didn't want to mess up in the competition. I had no idea where I finished at the time they selected the top five. I hoped that I made the top five, but had no idea." Turns out that Doug was second after the first round, just three points out of first. He won the event in the last series. "It is a neat recognition from my peers. The judges are or were auctioneers, so it means a lot for me personally. But, that is all. It's off to work at the next auction for me and it's business as usual."

Goalie from the Philippines Thrilled to be a Camrose Kodiaks “Future Prospect!” When Louise Fernandez, now 12 years of age, left his home in the Philippines two years ago he knew little about the land of ice, snow and long winters. Upon arriving in Camrose, Alberta, however, it didn’t take him long to fall in love with the pace and action of Canada’s most popular sport. Much to his delight, his parents consented to Louise to joining newfound friends in playing the game of hockey. The grade five student, who attends Jack Stuart School, quickly landed a position stopping pucks as his team’s netminder. “His passion for the game and

eagerness to get better means he’s not only a joy to coach but also means his skills have improved weekly,” according to his atom coach, Curtis Smith. Louise idolizes the AJHL Camrose Kodiaks and rarely misses a game when the team plays on the EnCana ice surface at the Edgeworth Centre. This season the popular Future Prospect Program, sponsored and coordinated by The Camrose Booster, got the attention of this dedicated Camrose Minor Hockey goaltender. Louise wrote a letter expressing his intense desire to meet his favourite players on and off the ice. Based on his letter Louise was chosen as the Kodiak’s Future Prospect for the Friday, February 1 game. His unique opportunity allowed him to visit the Kodiak’s dressing room, meet Coach Boris Rybalka, along with his coaching and training staff, skate with the team in the pre-game warm-up, and join the starting line-up on the blue line for the national anthem which is played immediately prior to game action. He then joined his father Joseph, in the “best seats in the house”, a pair of seats with a small table in between. Panago Pizza delivered pizza and wings to the pair during the game as an additional way to cap off the exciting and memory-filled evening for the hockey-minded pair.

McLeod makes an impact on soccer By Jenn Stone

Erin McLeod, Canada’s number one woman goalkeeper joined a goalkeeping training session in Red Deer. The Red Deer Renegades and the City of Red Deer organized a session with her to provide the celebrity factor for the final training night for the organized goalkeeping camps. She provided her own spin on some drills and challenged the keepers to stop her shots for the penalty spot. After training, Erin spoke to a room filled with players, parents, coaches and Red Deer soccer executives. She spoke of her challenges, failures and successes. She said she used to be a nervous goalkeeper and that affected how her team played. Her greatest accomplishment was to gain confidence in herself and believe she could be a first line goalkeeper for Canada. “Getting ready in the change room before the bronze medal game, I had to bring my best game because my team needed me and I wasn’t going to disappoint them,” Erin said with a emotional tone. Erin’s best advice to all the young people in the room was to train hard mentally and physically. Read, get an eduction and believe in yourself. Some Camrose Minor Soccer players attended the event.

Augustana fine tunes systems prior to playoff hoop tournament By Murray Green

The Augustana Vikings women's basketball team has been focusing on improving for the playoffs since clinching a top two playoff spot. Augustana defeated Concordia Thunder 71-60 and 65-55 on Feb. 8 and 9. "We always have a game plan going into the weekend and we executed it well," said forward Chantel Heier. "We knew Concordia was going to be a tough competitor, and we had to play hard to win both nights. We are focusing on Keyano first now and preparing for the playoffs second. While we are playing Keyano, we will also focus on things that will help us get better for the playoffs." The team is making sure they have a good balance between offence and defence. "We are working on the basics to make sure we have those in place first," said the four-year veteran. "We don't know who we are going to play first in the playoffs yet, so the players are trying to improve on a whole. "Every game you start over and you have to play well to win. What you did yesterday doesn't matter anymore. It's all about the here and now. You can't take any team lightly, because that can get you in trouble." The team wants to put a complete team on the court in each game. "A big thing we are focusing on is working together, whether it is on offensive or defence," explained Chantel. "Each of us has to work on improving individual skills so collectively we can be better as a team." The Vikings are striving to keep opponents to just 55 points on the scoreboard. On offence,

the Vikings are doing a good job spreading the offence around. "A lot of times we go with who is having a hot hand," added Chan tel. "It can be a mental challenge, but we have to work through all adversities, changes and challenges other teams throw at us. The other team can change its defence and start to double-team a player and we have to adjust." As a graduating player, Chantel is applying a little pressure to herself. "It is exciting and nervewracking at the same time," said the former Stettler resident. "With our team doing well and hosting the playoffs, I couldn't have asked for a better last year. Everything is coming nicely together and hopefully the year ends great. The wins are not as important as how you feel. You want to accomplish something and do the best you can do. Hopefully everything turns out the way you want it to." Hosting the playoffs is an advantage for Augustana. "We are used to playing in this gym and have great fans. I haven't felt any pressure because we are not the ones organizing the event. Thanks to Greg Ryan, Leanne Shenton, Jadene Mah and others for taking the stress off of us. We just have to play." In the first game against Concordia, Kari Kubinec led the offence with 16 points. Taryn Story emerged as the go-to person in the second game and she collected 21 points. Kari added 14 points in support. The final Alberta Colleges Athletic Conference playoff tournament will be held at the Augustana gym from Feb. 28 to March 2.

This article discusses some of the advantages and disadvantages of naming one or more beneficiaries of your registered plan(s). Registered plans provide you (the owner or annuitant of the plan) with the ability to specify directly in the registered plan documentation a beneficiary to receive the proceeds from the plan upon your death. Specifying a beneficiary aids in passing the assets from your registered plan to the person(s) you intend. If you currently do not designate a specific beneficiary or beneficiaries, your registered plan assets will pass to your estate. If your registered plan assets pass to your estate, how they will be dealt with will depend upon whether you have a valid will or not, and probate will likely be required. It is possible to designate a beneficiary of a registered plan by will. If it is properly done so that the assets do not flow to your executors/estate trustees, it should not form part of your estate and, accordingly, not be subject to probate fees. A registered plan is a taxdeferred vehicle that holds qualifying investments for the purpose of saving for your retirement goals. Throughout your life, many opportunities and choices will arise that have financial implications – both for the short and long term. Looking at these opportunities in the context of your overall financial situation and plan will help you ask the right questions so you can better understand the issues and make the best financial choices. Advantages of naming a beneficiary in the plan documentation for a registered plan include avoidance of probate taxes. Naming a beneficiary for a registered plan may prevent the assets from passing through your estate, thereby enabling

your estate to avoid probate taxes on the registered plan assets. Tax-deferral: your registered plan assets may be able to pass directly to your spouse or common-law partner on a tax-deferred basis if you designated them as the beneficiary of your registered plan. If you have not named a beneficiary in the plan document but your will supports the passing of your registered plan assets to your spouse or common-law partner, your registered plan assets may still be able to pass to your partner or spouse on a tax-deferred basis if a special tax election is made. Control over the distribution of your assets: if you die intestate, i.e.: without a valid will, and you have surviving relatives, no matter how distant, they may be eligible to receive a share of your registered plan assets as part of your estate according to the presiding provincial legislation, whether it is your intention or not. In addition, the people or charities that you wish to benefit from these assets may not receive your assets in accordance with your wishes, and, even if they do, the allocation of the assets may not reflect the proportions that you intended to distribute. Finally, not having a valid will in place may cause an inconvenient and unnecessary delay in the distribution of your assets to your heirs. In the absence of having a valid will in place, a beneficiary designation made in the plan documentation may help you to maintain control over the distribution of your registered plan assets on death. Common-law relationships: if you are not married but in a common-law relationship, you should note that in the absence of a valid will that some provincial succession laws do not recognize common-law partners

from a property-division perspective on the death of a common-law partner. Consequently, a common-law partner may not be included in the distribution of estate assets. Although there may be a legal course of action for the common-law partner, this could involve much more stress, time and expense than simply designating that person as the registered plan beneficiary directly in the plan documentation if it is your intention to benefit them. Donation tax credit: if you name a charity as beneficiary of your registered plan, a donation tax credit on your final tax return for the value donated will be allowed. This donation tax credit has the potential to effectively offset the tax owing on the value of the registered plan at the time of your death. Disadvantages of naming a beneficiary directly in the plan documentation for a registered plan. Outdated beneficiary designation: if you have named someone in the plan documentation and subsequently updated your will with a different beneficiary, proceeds on death should be distributed to the beneficiary that was most recently named. The problem arises when the plan documentation has a named beneficiary and the annuitant dies; the financial institution may not be aware of the updated will and end up paying the proceeds to the beneficiary named in the plan as opposed to the will. It is very important to ensure that the plan documentation and the updated will are in agreement with respect to naming the same beneficiary. As a result, you should review your beneficiary designations regularly, at least every three years and any time your personal circumstances change (e.g. marriage, separation, divorce, or the death of a spouse). Minor beneficiaries: the income tax rules offer opportunities for income splitting and tax deferral when the beneficiary of a registered plan is a minor. However, most parents and grandparents are concerned about giving large sums of money to young children. If a beneficiary is named directly in the plan documentation and is the most recent designation, the registered plan does not form part of the estate, and therefore the will cannot be used to direct the assets or place restrictions on a beneficiary as to when they can access the assets. For example, a financially dependent 15-year-old may be the beneficiary of a registered plan, but you may prefer the plan assets remain in a trust until the beneficiary turns 25. Although there is preferential tax treatment naming a minor child as the beneficiary of your registered plan, you may not want the assets to become available for your beneficiary at a young age. You may choose your estate as the beneficiary of your registered plan and name the minor as beneficiary of some or all of your assets through a testamentary trust in your will. Battle River Bus ready to start rolling Submitted

“It’s time to get rolling, put wheels on the ground in Camrose County. Time to start connecting existing rural transportation services in Battle River Country.” This is the consensus of those representing several regional organizations who met by teleconference on Thursday, February 7, and a subsequent meeting at Camrose County on Friday, February 8. Work-group participants thus far include Alberta Rural Development Network, Association for Life-wide Living (ALL) of Alberta, Bashaw and District Health and Wellness Foundation, Bashaw Town Council, Camrose County, Hospice Society of Camrose and Dis-

trict, Rural Community Program CDSS. Daysland and Provost are also active participants in the proposed rural transportation network. A number of other communities and organizations from Pigeon Lake to the Saskatchewan border have expressed their interest in active involvement. Recent studies from several organizations indicate the absence of rural transportation in much of Alberta as well as the profound need for intergenerational and multipurpose transportation in Battle River area; e.g.: 2012 Rural Transportation Study Phase I by ALL (Camrose County in Bashaw, Edberg, Ferintosh, Duhamel, New Norway), 2010

report prepared for the Alberta Motor Association by the Medically at Risk Driver Centre (MARD), University of Alberta, results from surveys conducted by Camrose County and others. The Battle River Bus Working Group made some important deductions from the MARD report: There are actually many transportation assets in Battle River region. From 2010 data, there are in fact at least 17 small buses and vans in the region. By connecting these existing rural assets, there could be significant potential for servicing the entire area. Experience of the last several months points to growing interest in exploring regional collaboration for trans-

portation. When funding from a recent call for proposals went to Wainwright, the regional working group concluded, “we can live with that; it’s in the Battle River region,” and got right to work in planning its own next steps. The Battle River Bus Working Group decided to step up its efforts for implementation of a Camrose County transportation plan with a view to leveraging existing regional transportation resources. Meetings with a number of stakeholders are planned for March. They will start in Bashaw the first week in March with a presentation of the draft concept plan and be ready by March 26 for presentation to Camrose County Council.

Community-driven rural initiatives have been assuming greater importance in the last couple of years. It is exciting to see how rural people are coming together to find rural solutions to rural challenges. Interest in working together is growing. As rural people, they understand the treasures they have. They now want to harness a wide variety of local energies and build on their rural assets in creative ways. It is time to invest significantly in practical rural projects that address the needs of rural people in the communities where they live. The proposed Battle River Bus is a step in this direction.

Augustana reaches the playoffs in volleyball By Murray Green

Augustana Vikings men's volleyball team heads into the playoffs on a winning note, winning both matches against the Concordia Thunder, Feb. 8 and 9. The men's team earned a trip to Edmonton's King's University and a match against the Grant MacEwan Griffins in the qualifying round. Since two of the four teams advance to the next round, all the Vikings have to do is beat Grant MacEwan on Feb. 15 to advance to the playoff tournament at Keyano in Fort McMurray on Feb. 22 to 24. "Making the playoff qualifier round is a good thing for this team because we lost our 50-goal scorer from last year and didn't replace him with one," said coach Greg Ryan, in explaining his team in hockey terms. "We ended up in the exact same position as we did last year. The second thing is that we had an unbalanced schedule. We played the top five teams in a row in the first half, which put us on our heels. But, the boys have responded well. We pushed Red Deer (first place at 19-1) to five games on both nights." The Vikings played well against all of the top teams, although they didn't come away with a victory. "We lacked some maturity by losing to some weaker teams, but we feel we can play with anybody in this league, including Grant MacEwan," said Greg. "We are going into the playoffs in good shape. We have had some injuries, but we went with some of the younger guys and after a game and a half, they settled in and played well in the last match." Augustana didn't play the Griffins in the regular season. "They have one dominant player, so we are going to do some different things to keep the ball away from him. We are strong in the middle and a lot faster, so that adds another dimension to our game," explained Greg. "If we pass well, we will be alright. Our team has progressed and stacks up well against any other team." The Vikings won with 25-17, 25-19 and 25-16 scores in the first match against Concordia. Augustana needed five games to record the win in the second outing. The Vikings won 15-25, 25-23, 22-25, 25-19 and 15-9 in Edmonton. Max Lesziak (13 kills, one ace, three digs and a block) led

the Vikings in the three game set. Thomas Regier with nine digs and Matt Yoder with 10 kills also played well. In the five-game match, Adam Schwabe led the charge with 16 kills and 15 digs. He had help from Andrew Kaliel (12 kills, 15 digs and a block) and Mike Smook (19 digs). The Augustana women's squad wrapped up the regular season last weekend. Augustana lady Vikings won 3-0 and lost 3-1 to the Concordia Thunder. Augustana won the first match in three straight games 25-21, 25-20 and 25-18. However, Concordia didn't want to end the season without a win and came out hard to earn a 28-26, 25-17, 25-27 and 25-19 match victory. In the Augustana victory, Jill Metrunec led the team with seven kills, Catherine Laskosky recorded 13 digs and Stephanie Zahara had a combination of three kills and nine digs. Laura Kvenshagen with nine kills, Catherine Laskosky with 16 digs and Jill Metrunec (six kills, two blocks and 14 digs) led Augustana in the loss. Hockey

The Augustana Vikings hockey team are on a four-game winning streak heading into the final weekend of the regular season. Augustana defeated the lowly Briercrest Clippers 10-2 and 8-1 at the EnCana Arena on Feb. 8 and 9. The Vikings jumped out to an 8-0 lead in the third period before Briercrest got on the scoreboard in the first tilt. Devon Hobbs led the offence with a goal and three assists. Craig Cornelsen and Dane Bonish garnered two tallies and an assist each in a supporting role. Single markers came form Dan Hope, Kenny Bradley, Jeremy Beirnes, Brad Bourke and Boyd Wakelin. Ebba Marion Eunice Anderson was born on the farm south of Meeting Creek, Alberta on February 22, 1925 to Hugo and Jenny Anderson. She was baptized and confirmed in the Swedish Lutheran Church. Education was received at Hazel Grove School, high school in Meeting Creek, and a commercial certificate from Alberta College in Edmonton, Alberta. She began her career with the Alberta Provincial Government in 1945 and retired in 1982. She was active in the Swedish Lutheran churches wherever she was living, enjoyed five-pin bowling (won the Canadian Championship in 1973), travelled internationally, created beautiful handicrafts, and drove her Toyota around Alberta visiting family and friends. She continued living in Edmonton until April of 2001, when she relocated to Camrose, Alberta. She is lovingly remembered by all of her nieces and nephews and their families, and also by her many friends and colleagues. Ebba was predeceased by her parents Hugo and Jenny Anderson; two brothers Sig and Bert Anderson; and four sisters Thyra Liden, Harta Graham, Irene Streberg and Ellen Graham. Eldon Halvor Nordin was born on September 28, 1942 to Jennie and Lennart Nordin in Edmonton, AB. He grew up on the family farm at Hay Lakes and attended school at Sulitjelma and Hay Lakes. After high school, Eldon went to Devry Institute in Toronto and then returned to Edmonton and worked at CN Rail, Ackland, Gasarc Repair and Arrow Welding. In June 1966, Eldon moved home to the farm and continued commuting to Edmonton to work in all kinds of weather. On November 4, 1967, Eldon married Margaret Baker and this union was blessed with three sons. Left to cherish his memory are his wife of 45 years, Margaret; sons Corey (Kim) and their children Joshua and Gage, Shane (Lainie) and their children Maia, Allie and Kolby, and Sterling (Mellissa) and their children Rachel, Izzy and Asher. He is also survived by sisters Joanne and Annette (Jan); brother Lance (Marge); and numerous nieces, nephews, relatives and friends. Eldon was predeceased by his father Lennart (1965) and mother Jennie (2012). New Dodge Ram 1500 MotorTrend Truck of the Year for 2013 By Dan Jensen

If you haven't yet seen the 2013 Dodge Ram 1500 at Camrose Chrysler, you're in for a pleasant surprise. "It's an entirely new truck with technology and features not offered anywhere else," said Camrose Chrysler sales manager Denis Mercier. The Dodge Ram 1500 is designed, engineered and executed to strike at the emotional chords of the "Guts and Glory" mindset of enthusiasts and potential buyers. In form and function it conveys boldness, valor, virtue and power-oriented capability like no other in its class." Powertrain

The award-winning Pentastar 3.6-litre V-6 engine delivers best-in-class fuel economy and substantial increases in power and performance. Horsepower is rated at 305 at 6,400 rpm, while torque is 269 lb.-ft. at 4,175 rpm. Nearly 90 per cent of the engine's peak torque is available from 1,800 to 6,400 rpm, an important consideration when towing or hauling a load. With 395 horsepower at 5,600 rpm and 407 lb.-ft. of torque at 3,950 rpm, the 5.7-litre HEMI V-8 (Ram 1500 Tradesman Heavy Duty) can tow 11,500 pounds and handle a payload of 3,125 pounds. Fuel enhancing features with the HEMI include cylinder shut-off technology, which deactivates four cylinders of the engine during light acceleration or cruising situations on the highway when full V-8 power is not needed. Additionally, VVT technology improves fuel economy by first reducing the engine's pumping work by closing the intake valve later, and second, by increasing the expansion process of the combustion event. This allows more energy to be transferred to the wheels instead of being lost out of the exhaust as heat. VVT also improves engine breathing, which improves engine efficiency and power. The new 8HP45 eight-speed automatic transmission is the new standard transmission for Ram 1500 with V-6. For HEMI V-8 equipped Ram 1500 models, the higher torque capacity version 8HP70 will be available in the first quarter of 2013. Owners will appreciate an innovative rotary e-shift dial for trucks equipped with the new TorqueFlite eight-speed transmission that replaces both column and floor shifters. The exclusive rotary e-shift enables intuitive operation with a direct and confident feel, even with gloves on. The convenient dash-mounted, easy-to-understand and operate system provides total control of the sophisticated eight-speed transmission, and is Ram Truck's innovative approach to electronic shifters already used in Class 6-8 trucks. Fully automatic, both the 8HP45 and 8HP70 transmissions feature on-the-fly shift map changing. More than 40 individual shift maps for very specific conditions optimize shift quality and shift points for fuel economy, performance and driveability. The intel-

ligent software takes into account variables including engine torque gradients, kick down events, longitudinal and lateral acceleration, hill detection, friction detection and downshift detection to determine the appropriate shift map. Additional parameters integrated into the control strategy include vehicle speed control, electronic stability control interaction, and temperature. The result is automatic shifting ideally attuned to the performance requirements of almost any driving demands. Stop-start

Adding to industry firsts in a pickup truck is the application of stop-start, another fuel-saving feature available on select Ram 1500 models. This new system improves fuel economy by up to 3.3 per cent. Stop-start increases fuel efficiency by shutting the engine off when the truck comes to a complete stop. Amenities (radio, gauges, heating or air conditioning) continue to operate, making the operation transparent to the driver. The engine restarts automatically when the driver releases the brake, allowing seamless acceleration. Air suspension

The 2013 Ram 1500 is now available with an all-new air suspension system for optimum ride and aerodynamic performance. Another benefit to the new air suspension system is the load-leveling capability, which automatically detects load on the suspension from a trailer or payload. The air pressure increases until the vehicle reaches normal ride height, leveling the truck and improving the loaded ride. The new air suspension system features five height settings that operate automatically or may be controlled manually via console or key fob controls. Active Grille Shutters

The new Ram 1500 is the first truck to employ an active grille shutter system, which automatically closes the airflow through the huge grille when cooling is least needed. The system improves fuel economy by 0.5 per cent by reducing drag roughly three to five per cent, and improves warm-up time/defrost time.

Interior

New features and technologies create an opportunity for a redesigned interior with material upgrades, improved fit and finish, allnew interior themes with different colours and materials, all-new HVAC controls and new multi-media systems. Rear seat occupants can enjoy the same quality, fit and finish as the Mike Cuthbert driver. With points of con- Camrose Chrysler tact a priority, new premium materials, colours and designs are now on all four doors. Soft-touch materials enhance armrests and upper bolsters with expanded use of premium surfaces. The 2013 Ram 1500 features the next generation Uconnect system with background screens tailor-made to specific Ram models and themes. To make room for the new big screen, the centre stack is upgraded with matching materials found throughout the interior. The HVAC system includes a redundant architecture, allowing the operator to use either the touchscreen or manual controls to alter the truck's environment. Below the upgraded HVAC arrangement is a new switch bank with relocated, easy-to-use controls for a number of features depending on vehicle models and options. The centre console for both the bucket and 40-20-40 bench seat configurations is all-new with efficient storage in mind. The new bucket seat console utilizes the extra space as additional storage. The bench seat design includes three new cup holders built into the console lid that features a washable rubber bellow lining, allowing storage for most cup sizes, as well as other personal items.

Tuesday Bluesday welcomes Tim Williams back to the Bailey Theatre. This time Tim is joining Big Dave McLean in Camrose for a concert during the blues series on Feb. 26 at 8 p.m. Every time Tim has a concert in Camrose, it is a different experience. "I've played as a solo artist, with my band and shortly it will be with Big Dave McLean," said Tim. "It definitely keeps me busy by having several projects on the go at the same time. I love playing at the Bailey Theatre because it is a beautiful old restored room. I love playing in those types of facilities because it was made for good acoustics. It was designed as an entertainment and movie house."

Ice Cats claw a tournament win at home By Murray Green

The Camrose Ice Cats peewee girls' hockey team were crowned the winners of their own tournament, Feb. 1 to 3. Camrose doubled the Airdrie Lightning Bolts 6-3 in the final game. Jessica Hay led the offence with three goals. Kady Isnor, Taylor Markovich and Bryana Sharkey added single markers in the final. Goalie Dakota Baumle stopped 15 of 18 shots for the win. The Ice Cats defeated the same Airdrie squad earlier in the tournament, this time by a 3-1 score. Halley Hay scored twice and Isnor added the third tally to give Camrose the offence it needed. Baumle turned away 18 of 19 shots directed in her direction. Camrose beat the Okotoks Oilers 4-1 and badly outshot the visitors 45-21. Halley Hay, Cassidy Gaalaas, Gill Tanton and Markovich scored for the Ice Cats. Baumle made 20 of 21 saves. In the opening game, Camrose blanked the Spruce Grove Spitfires 6-0. Halley Hay and Jessica Hay garnered two goals each and single markers came from Gaalaas and Savannah Underhill. Baumle posted the shutout in making nine saves. Camrose pounded the Spruce Grove team with 59 shots. The Ice Cats are preparing to host the provincials in Camrose on March 21 to 24. The Camrose/Viking Grizzlies midget girls will also be hosting provincials on March 21 to 24. The midget games will be played in Viking.

The Kodiaks fought hard to garner a 2-1 playoff-style victory in Sherwood Park on Feb. 8, but it was the long trip to Brooks and a rash of costly penalties that gassed the Kodiaks the next night. "In Sherwood Park it was a really rough game and both Marshalls walked away with injuries," said Connor Mailey. "It was playoff hockey and also Kodiaks hockey, so we loved it. We just couldn't carry that over to the Brooks game. We have a young team and when you stare at Brooks' record, it kind of gets in your head." Camrose netted two power play tallies, one in the first and another in the second, before the Crusaders cut the lead in half before the middle period ended. There were no scoring or penalties in the third frame. Matt Gibney was solid in net with 28 saves on 29 shots and he picked up the win. Camrose fired 34 shots at the Crusaders' net. Brooks is not only the top team in the league, it is ranked number one in the country. "We ended up sitting back and watching them make plays. Brooks is a team that likes to get on the forecheck and we were not using our speed," explained Connor. "That is one thing, our forte, is using our speed to our advantage. That game, we just sat back." The Bandits ended Camrose's five game winning streak by clicking on five power play opportunities. Brooks built up a 5-0 lead before Camrose started to get the team's skating legs back. By then it was too late and the Bandits stole two points in the 9-2 contest. "It was a bitter lesson to learn, especially for the young guys," said Connor. "We play them again and show them what we are made of. I believe we will meet in the playoffs and show them again." Luc Vandale and Connor Mailey collected the goals for the Kodiaks. The goalies bore the brunt of the bad game by Camrose. Matt Gibney started the game and stopped 20 of 26 shots before Devin McDonald came in and turned away four of seven shots. Brooks now has a six game winning streak of its own against the Kodiaks. BRCF helps Children's Centre

Murray Green, Camrose Booster Blackpool performed at the Frozen Rose Blues festival at the Bailey Theatre on Feb. 2. The festival featured various local and musicians from across the province. Bluesday Tuedays are held every Tuesday.

Clarence Mastel, director of the Battle River Community Foundation, is seen presenting a cheque to Tammy Partington, program director for Daycare and Out of School Care.

The Battle River Community Foundation has granted $1,000 to the Camrose Children’s Centre. This grant is made possible by the Battle River Community Foundation’s Community Fund. It will assist with the costs associated with removing, replacing, sealing and waxing the new vinyl flooring in the hallway and front lobby entrance of the Children’s Centre. The Camrose Children’s Centre, an accredited, licensed day care centre, follows a learning through play approach to childcare which fosters curiosity and an eagerness to learn in a secure and encouraging environment. Children explore and experiment as they develop feelings of being capable and competent. In order to accomplish this mission, a facility that is comfortable and in good repair must be provided. The Centre includes a Day

Home program which has 12 licensed providers and 47 children. One hundred and twenty children are registered in the day care and out of school programs at the centre. The Centre also offers a full E.C.S. program with 21 children registered. The Battle River Community Foundation exists to support projects in East Central Alberta which benefit local communities and have a positive impact on the future. Contributions to the Battle River Community Foundation are permanently invested in endowment funds currently valued in excess of $6.8 million. Grants from the Battle River Community Foundation are made possible through the generosity of individual donors and organizations that have created endowment funds. The principal remains untouched and the income is made available annually to support local projects such as the Camrose Children’s Centre.

The Hay Lakes Tigers roared to girls' division basketball tournament victory at Charlie Killam School Feb. 9. Hay Lakes clawed their way to a 37-14 win in the final game over the host CKS2 squad. The Tigers defeated Tofield 35-14 in one semifinal, while CKS2 edged CKS1 31-28 in the other crossover match to determine the finalists. Jasper defeated New Norway 21-13 in the consolation contest. On the boy's side, the New Norway Spartans outscored Tofield 38-30 in the final. New Norway beat Hay Lakes 36-30 in one semifinal, while Tofield eliminated CKS1 42-22 in the other match-up. Special Olympics expands with new program By Murray Green

Special Olympics Camrose has enjoyed success in the past by offering softball, bowling and swimming programs to local athletes. Now the program is exploring the possibilities with basketball. Between 25 and 40 athletes learn and practice basketball at the Jack Stuart School every Sunday from 2:30 to 4:30 p.m. The program was made possible when high school student Ryan Sandberg agreed to be the head coach and enrol in a coaching clinic. "We've been going for five weeks now. I'm the vice-president of the Interact Leadership Club at Our Lady of Mount Pleasant School and I was looking for something to improve my leadership skills," explained Ryan. "I was asked by Larry Gibson, who is organizing the basketball, if I would like to volunteer." The program couldn't move forward without someone stepping up to be the head coach. "I had the background because I coach a high school team at OLMP already. I'm planning to attend a clinic in the summer to become certified," said Ryan. "Hopefully, we have enough development by next year to enter the Alberta Games for Special Olympics. That's our goal. Usually it takes a year or couple of years to put together a team anyway." Ryan has enjoyed coaching in the Special Olympics program. "The athletes are so eager to learn. When I blow the whistle everyone stops and I have their full attention. They want to be here and are here to learn," he added. "The basketball program was needed in Camrose because the athletes wanted it. We will likely have enough athletes to have two teams." The athletes bring a wide range of skills to the program. After warm-ups and new skills are taught, Ryan introduces the athletes to the game. "Right now when we split the players into teams I try to make them even, so it is fun for everyone. We rotate the players through, so everyone gets to play and learn," added Ryan. "We are going to run the basketball program until it is softball season. Many of the same athletes play softball." Each week a steady increase of athletes in the program is making it stronger. "With these athletes it is a lot of fun. The more love you show and give, the more you get back. I'm lucky to have quite a few helpers." Augustana and high school students also help coach the program with Ryan. The Camrose chapter of the Special Olympics has been in existence for nearly 20 years and consists of approximately 60 to 70 athletes ranging in age from early teens to mid/late 50s. All athletes are from either Camrose or the surrounding districts. Eight board members volunteer with the majority involved in coaching.
