FoldNGo Pasadena Unfolds Incentives to Bike to Transit
The Roadmap is becoming ever more clearly defined as it nears release. On November 7, CalHEAT will hold its sixth Advisory Council Meeting and Steering Committee to review the roadmap, focusing on the investment plan, truck technology adoption rates and environmental benefits. The Advisory Council and Steering Committee is composed of government and industry consultants and associations to vet and review the material. Additional public hearings and presentations will be made to the industry to garner acceptance and assure the roadmap is valid prior to its final release. What is the Roadmap? A major focus for CalHEAT remains the development of a technology and commercialization roadmap for trucks. The purpose of the roadmap is to provide a living action agenda and plan to chart the course of what is needed (Roadmap, continued on pg. 5)

CALSTART member Caterpillar, Inc. unveiled the construction equipment industry’s first hydraulic hybrid excavator on October 16th. The Cat 336E-LH is a 30-ton machine that recaptures and reuses energy in the swing system through sophisticated hydraulic accumulators and advanced controls. This fuel-saving Excavator will be read for delivery to customers this spring. The Cat 336E-LH is one component of CALSTART’s California Clean Truck Demonstration Program that is being administered on behalf of the California Energy Commission. Nine separate hybrid and electric truck demonstration projects are included in the program. In early 2012 CALSTART was awarded funds to administer the program for its technology partners, including Caterpillar. September 30th was the deadline for California Governor Jerry Brown to sign or veto bills. The Governor signed AB 1532 (Perez), which creates some guidelines for the expenditure of auction revenues from California’s cap and trade program. This program is expected to generate a substantial funding stream, and transportation-sector investments would be eligible. He also signed a related bill – SB 535 (DeLeon) – that directs a portion of these revenues to disadvantaged communities. Also signed into law are a trio of CALSTART-supported clean transportation bills by Assemblyman Blumenfield. Probably the most important of these, at least in the near term, is AB 2405. This bill allows single-occupant clean vehicles with a white or green Clean Air Vehicle Sticker free access to carpool lanes that are converted to toll roads, preserving an important incentive for the purchase and use of plug-in, fuel cell and natural gas vehicles. Among other things, the Governor also signed legislation (AB 1900, Gatto) intended to facilitate the production and use of biomethane in California. With the election and new legislative session just around the corner, it is time to look forward to challenges and opportunities in 2013. We expect attacks on California’s cap and trade and Low Carbon Fuel Standard policies to ramp up. We are also hopeful that there may be an opportunity to move legislation extending California’s transportation funding programs – AB 118, Carl Moyer and AB 923. November/December 2012 ▪ Page 6
