CalHEAT Forum 2013 Maps Route 66 to Clean, Efficient Trucks

The High-Efficiency Truck Users Forum (HTUF) brought more than 50 industry stakeholders together in Pasadena last month for the kick-off meeting of the Commercial Truck Action Group (CTAG).

The California High Efficiency and Advanced Truck Research Center (CalHEAT) and its stakeholders will be convening their third annual Forum:

HTUF 2013 marks a turning point in the focus of the program. It is now focused on highefficiency technologies and top crosscutting issues vs. our original singular focus on hybrids. Our aim in working with the fleets, vehicle OEMs, suppliers, military, policy makers and other stakeholders who participated in the meeting was three-fold: 1) To facilitate collaborative, actionoriented, enduring partnerships; 2) To forge a long-term relationship to evaluate and improve trucks and other commercial vehicles to speed commercialization of high-efficiency technologies; and

The CalHEAT Truck Market and Technology Transformation Roadmap, the action plan for clean truck technologies and commercialization strategies, has been completed. The Roadmap outlines 66 steps incorporated under three key pathways to clean and efficient trucks. The pathways include engine and driveline efficiencies, advanced electrification, and chassis, body and roadway systems. Forum attendees will dialog about next steps for implementing this roadmap to meet California’s clean air goals.

CALSTART’s Leadership Circle For the second year CALSTART’s Leadership Circle (LC) continues to provide a gathering point for member companies that provide CALSTART $7,500 or more during a calendar year. More than 100 members joined us as we held meetings at Sandia National Laboratory in Livermore, California in June and at Southern California Gas Company in December.

“These meetings serve as a way for CALSTART senior staff and industry experts to receive briefings and timely information on trends, policy and technology,” says CALSTART’s Director of Member Services, Kimberly Taylor, “while leaving plenty of time for valuable networking among the industry leaders.”

The Sandia meeting featured Mission Motor Company, Motiv Power Systems, Atieva, Seeo, and Peloton Technology showcasing their new technology innovations. Dr. Paul Miles spoke about and then led tours of Sandia’s Combustion Research Facility.

The second LC kicked off with CEC Commissioner Carla Peterman, joined by Jonathan Burke of Westport Innovations and Sven Strohband with Khosla Ventures offering their perspectives on the state of the industry.

Sempra Utilities Director of Emerging Technologies, Jeffrey Reed later joined the conversation, adding the utility perspective. Rounding out the discussion on emerging technologies were panelists from Via Motors, Quantum Technologies and General Motors discussing the outlook for Plug-in Hybrid Electric Vehicles.

Warner’s Vision for CALSTART: National Leader in Accelerating Use of Clean Technologies Jane Warner, the current Vice Chair of CALSTART’s Board of Directors, joins the other Directors in bringing a wealth of valuable experience to the Board Room. Ms. Warner joined the American Lung Association in California as President and CEO in July 2009, having 30 years of experience in nonprofit management, fundraising and consulting. Former work experience resulted in big benefits to the American Diabetes Association of Los Angeles, the Leukemia and Lymphoma Society, the Arthritis Foundation and others through her innovative and effective strategies.

Having served on CALSTART’s Board a few years and now serving as Vice Chair, she consented to responding to a couple questions from the Current staff.

What has been the highlight of your service on the Board?

Stakeholders provided valuable feedback, resulting in their top three technologies with the most potential for efficiencies.

The three include combined alternative fuel and hybrid system (CNG/LNG/Biofuel/ LPG), hybrid electric, and range-extended EV/PHEV. The top cross-cutting issues voted on by the group include specialty engine certification, lowering battery lifecycle costs and expanding state voucher incentive programs.

CALSTART Announces Nationwide Program to Support DOE Challenge and Expand Workplace Charging CALSTART recently announced a nationwide campaign to expand the number of work places that are electric vehicle friendly, enabling more employers to take part in the Department of Energy’s EV Everywhere Workplace Charging Challenge.

The Employer Electric Vehicle Initiative (EEVI), to be managed by CALSTART, will be a national campaign to encourage employers to install EV charging stations and take other steps to support the use of electric vehicles by their employees. The EEVI will act as a central point of information on best practices.

“We applaud the DOE’s challenge to employers and hope it will encourage them to take action,” said CALSTART President and CEO John Boesel. “Many employers are interested in the concept and want to support employees who buy EVs, but they want to do it right and at the lowest cost. The EEVI campaign and our website will be an effective means for employers to learn from each other and develop a set of best practices.”

4. Creation of a manual identifying the EV value proposition (costs/benefits) for businesses.

California Policy This is a very active time for California transportation industry policy. Efforts to extend incentive programs for clean transportation (AB 118, Carl Moyer and AB 923) continue. CALSTART continues to work with a very broad coalition of stakeholders to support legislation (SB 11 and AB 8) that would extend them through 2023.

Discussions continue regarding the use of revenues from California’s AB 32 greenhouse gas cap and trade program.

Early indications from the Governor’s office and the Air Resources Board suggest that transportation investments are a high priority, but competition for these funds will be fierce.

The fight around transportation fuels and climate policy in California continues, with some stakeholders pushing for major changes to and/or delays in the Low Carbon Fuel Standard. At least one bill has been introduced on this topic and CALSTART expects the debate to grow louder. Disagreements center on the cost and availability of clean fuels and the policy mechanisms needed to move to a low carbon transportation future.
