E-Truck Task Force: Simply Remarkable It is truly remarkable what the E-Truck Task Force (E-TTF) has accomplished in less than one year.

What’s So Special, You Say – Enterprise Rent-A-Car In February, Enterprise Enterprise is using its Rent-A-Car opened its fleet as a “petri dish” to Torrance rental office. grow the EV market.

What’s so special about that? Well, there are now 19 Enterprise Rent-A-Car locations in the United States offering electric vehicle (EV) rentals.

From the corporate office perspective, Lee Broughton, Head of Corporate Sustainability says, “Our industry’s future depends on keeping passenger vehicles – and the fuels required to power them – economically viable and socially acceptable. So, it’s important to invest in and integrate alternatives into our fleet.”

Enterprise isn’t putting on the breaks yet. In collaboration with the South Bay Cities Council of Government, Enterprise is piloting a program at the Torrance office for EV car owners. When they need to rent a longer-range vehicle, they’ll receive a 15% discount and are offered the opportunity to charge their own EVs at Enterprise during the rental.

The 2012 CODA All-Electric Vehicle: Ready to Roll CODA Automotive will soon deliver the first CODA 2012 all-electric sedans to their owners. And, there’ll be a lot to talk about as these clean vehicles hit the road. “Since day one, CODA has been committed to delivering affordable and reliable electric vehicles and clean technology to our customers,” says Phil Murtaugh, CEO, CODA Holdings. It definitely appears that the CODA 2012 will live up to that commitment.

“We’re a catalyst to EV infrastructure development, which includes offering extended test drives of EVs via rentals,” adds Greg Tabak, Director of EV Programs. Enterprise’s continued rollout of EVs, in the form of the Nissan Leaf and the Chevy Volt, is part of its overall goal to use its fleet as a “petri dish” to help grow the EV market.

Rather than range anxiety, the CODA 2012 provides range envy. There are two battery options – a 31 kWh battery that provides a range of up to 125 miles, and another battery option that provides a range of up to 150 miles. The 31 kWh option delivers nearly four times the average daily commute. And the fast and easy 6.6kW onboard charger provides a 100-mile charge in as few as four hours.

From the consumer’s perspective, we have a chance to rent an environmentally-friendly vehicle and, to top it off, Enterprise won’t charge us if the car comes back less than fully charged.

CODA believes in giving the drivers what they what, which is why the CODA 2012 is the first electric 5passenger sedan, with a full-size trunk.

National Policy Washington is divided, we are in an election year, and fuel prices are unusually high. All of this is helping to drive significant partisan bickering in Washington. President Obama has been calling for an “all-of-the-above” energy strategy that takes advantage of domestic oil and gas, while also supporting clean energy strategies. The President has announced programs providing $14 million for research into algae-based fuels and twice that for natural gas vehicle fuels. Additionally, on March 7, the President announced a $4.7 billion proposal to support the rollout of electric vehicles, natural gas vehicles and some other advanced technology options. The plan includes increasing the incentive for electric vehicles from $7,500 to $10,000, making it a point of sale rebate, and opening it up to other technologies. Broadening incentives beyond electric drive should increase political support, but this bold proposal still faces an uphill battle.

Federal transportation infrastructure funding continues to be a major sticking point. The House version of the Transportation Bill drew widespread criticism for its singular focus on road-building and lack of funding for transit and other alternative transportation modes. House leaders are trying to move the Bill in pieces, but there is no clear path forward. As with the Obama administration proposal, the prospects of passing this (or any other ambitious bill) remains uncertain in today’s toxic political climate. Congress is ultimately expected to pass a bill that looks more like a two-year extension of the policies, programs and funding levels in place today.

California Policy Given the current situation in Washington, many are looking to the states – particularly California – to lead the way on clean energy and transportation. On January 27, the California Air Resources Board adopted a historic suite of regulations that will drive

significant technology advancement in the light-duty vehicle sector. If successfully implemented, these policies will enable dramatic changes not only in California, but throughout the country. The policies include: ● Passenger car emission standards that will improve air quality and drive deployment of advanced fuel saving technologies through 2025 ● A Zero Emission Vehicle mandate resulting in 15 percent of new cars sold in California in 2025 have zero tailpipe emissions ● A general policy framework requiring that the large oil companies provide financing for clean and low carbon vehicle refueling infrastructure.

The bold standards put in place by California and the federal government will require a complementary suite of policies, including incentives to ensure these vehicles enjoy broad market acceptance.

CALSTART is working with a variety of stakeholders to ensure that public financial support for advanced transportation remains available for the next several years.
