The Workshop is bringing together employers, policy makers, infrastructure providers, building owners, building landlords, OEMs and other key stakeholders to discuss a wide range of topics on charging the workplace. This one-day interactive workshop will discuss how employers can support PEV market acceptance, and join the campaign to improve air quality, prevent climate change and reduce dependence on oil.

On June 25, CALSTART unveiled an 84.5kilowatt solar array at a ribbon-cutting ceremony. The solar project, which includes US-made panels placed over the parking lot and on the roof at CALSTART headquarters, provides enough electricity to meet 90 percent of the organization’s needs, including charging employees’ electric cars.

“Instead of relying on OPEC, the sun is now providing power to meet the needs of our building, and a decent portion of our employees’ commute energy,” said CALSTART President and CEO, John Boesel.

CALSTART is the first medium-sized commercial customer with a solar installation in the Pasadena Water and Power’s service area. The project was made possible by a Department of Treasury Energy Grant and will benefit from Pasadena Water and Power’s Solar Initiative, allowing CALSTART to be paid for every kWh produced – representing an expected $25,000 annually for the first five years.

Also, the organization will benefit from additional compensation through net metering, or selling power back onto the grid.

Electric vehicles were also on display at the event from CALSTART member companies, including Coda, General Motors, Toyota and an all-electric truck built by Smith Electric Vehicles and operated

At the end of June, Congress finally passed a two-year transportation bill, which continues funding at about $54 billion per year for the next two years. A few items of note for the clean transportation industry include monies for research, development and demonstration in transit and for new bus rapid transit projects. Additionally, the Congestion, Mitigation and Air Quality Improvement Program allows states to direct funding toward electric and natural gas vehicle infrastructure.

Looking beyond the transportation bill, a source of recent disagreement and political posturing has been the Navy’s use of clean fuels and advanced technologies. Conservatives are looking to prevent the Department of Defense from investing in alternative fuels, however the Navy Secretary argues that these investments are valuable and important from the standpoint of energy security and operational effectiveness.

Meanwhile, the Navy and the Department of Agriculture have just announced the availability of $30 million for commercial-scale drop-in biofuels projects, and the Department of Energy continues to invest in early stage biofuels research.

California Policy At its June meeting, the California Air Resources Board (CARB) unveiled a draft “Vision for Clean Air” that looks at the strategies and technologies needed to meet California’s climate and air quality goals through 2050. The document underscores the magnitude of the

challenge and the need for accelerated development and deployment of zeroand near-zero emission technologies, particularly in the truck and off-road sectors. Without near-term, widespread use of advanced technologies, California will be unable to meet the air quality standards. The document and supporting materials are available by going to www.arb.ca.gov/planning/vision/ vision.htm. Later this summer, there will be public workshops focused on this ongoing “visioning” process.

Fortunately, California is putting its money where its mouth is, at least for now. Both the Energy Commission and CARB recently adopted the AB 118 investment plans for FY 2012-13. CARB controls roughly $27 million in funding, most of which is going to hybrid and electric vehicle buy-down funding through the light-duty Clean Vehicle Rebate Project (CVRP) and the mediumand heavy-duty Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). The Energy Commission’s plan calls for investment of $100 million for, among other items, advanced manufacturing, biofuels facilities and natural gas truck incentives.

Unfortunately, California’s incentive funds are set to disappear in the coming years. One solution would be to use a portion of California’s greenhouse gas cap and trade program to provide funding for clean transportation technologies. The debate over how to continue investing in clean transportation in California is picking up steam, and CALSTART is actively engaged on all fronts.
