Frito-Lay Leads the Way In August, Frito-Lay announced the growth of their California electric truck fleet. By the end of 2012, a total of 105 all-electric trucks will be deployed – the largest deployment in any state. These trucks will eliminate 200,000 gallons of fuel and about 4.5 million pounds of greenhouse gases annually.

Electrifying Goal for EV Employer Initiative CALSTART recently kicked off its newest program – the EV Employer Initiative. The goal: cause a measurable increase in workplace charging locations in the state, and increase the adoption of electric vehicles (EVs) in California. This effort is just the beginning of a campaign to promote workplace charging across the US. To meet this goal, CALSTART will engage California employers in six monthly, free, interactive and informative web meetings. The first will be held on September 25, with subsequent web meetings scheduled for the last Tuesday of each month.

California Governor Edmund G. Brown Jr. proclaiming the announcement “a great day and a great milestone.”

All-electric delivery trucks can run up to 80 miles on a single charge, have zero tailpipe emissions, emit 75 percent less greenhouse gases than diesel, while also virtually eliminating noise pollution.

"With the continued introduction of electric vehicles into our fleet, Frito-Lay continues to assert its commitment to environmental sustainability," said Leslie Starr Keating, senior vice president, supply chain for Frito-Lay North America. "We have seen the accelerated growth and acquisition of this innovative technology because of the support from California. It's these private and public partnerships that create the momentum that alternative fuel vehicles need to become even more competitive."

Frito-Lay received a grant from the South Coast Air Quality Management District and funding from the CEC and the Hybrid Truck Bus Voucher Incentive Project from California Air Resources Board, administered by CALSTART. (For more on HVIP, see pg. 2)

During the first online meeting, the participants will identify key areas of needed action and develop common approaches and solutions to move forward with installing workplace charging.

Agendas for subsequent meetings will be refined and adjusted based on feedback from previous meetings.

Three bi‐monthly E‐newsletters, presenting the findings of the meetings to date, will be published online. Once all meetings are concluded, CALSTART will assemble the recommendations from the group to develop a “Workplace Charging Toolkit” for employers to enable them to cost‐ effectively install workplace charging infrastructure.

CALSTART will launch Fold-n-Go Pasadena this Fall, a unique and generous subsidy aimed at helping commuters connect with transit by bikes, rather than commuting with vehicles. Sponsored by the LA Metro and the City of Pasadena, the program will provide vouchers for $220 off the price of a folding bike from exclusive manufacturer, Dahon.

Eligible participants include people who live near or work or study at one of several colleges. “This is an exciting opportunity to offer new ways for people to get healthy and get out of their cars and into transit, all while reducing vehicle miles traveled and cleaning the air in our city,” said project manager, Whitney Pitkanen.

CALSTART is engaging with the universities and major city employers to help let their employees know about how they can get involved.

California’s 2011-2012 legislative session ended Friday, August 31. It was a rollercoaster ride for CALSTART and for our industry. The highest profile bill was Senator Kehoe’s Senate Bill 1455, which was amended late in the session to extend important incentive programs currently set to expire by 2016 through to 2023. CALSTART was the bill sponsor and we worked hard with a very diverse coalition to gather the needed votes. When the clock struck midnight, we were just two votes shy of the two-thirds majority needed to pass out of the Senate and go to the Governor. If similar legislation is not enacted in the next legislative session, California’s AB 118 clean transportation funding will expire in 2016, and the majority of the Carl Moyer and AB 923 funding for air quality and transportation emission reductions will expire in 2015. Stay tuned as we continue to work on this issue in the coming months.

It was not all bad news – there are some noteworthy bills headed to the Governor’s desk . Assembly Bill 2405 (Blumenfield) is a CALSTART-supported bill that ensures that clean vehicles with white or green “stickers” (FCVs, EVs, PHEVs and NGVs) are exempted from tolls on high occupancy toll lanes in California. Also, Assembly Bill 1532 (Perez) starts to prioritize expenditure of revenues from California’s cap and trade program. One eligible use of these greenhouse gas reduction funds would be the development of state-of-the-art systems to move goods and freight, advanced technology vehicles and vehicle infrastructure, advanced biofuels and low-carbon and efficient public transportation.
