Peloton Helping Trucks Travel Safely in Aerodynamic Platoons From its Menlo Park headquarters, where the office space and a conference room look onto a pair of Class 8 Peterbilt trucks, Peloton Technology is developing a product that links the active safety systems in heavy-duty vehicles, enabling long-haul trucks to travel safely in aerodynamic platoons. Peloton’s connected-vehicle technology promises to reduce accident, maintenance and fuel costs for trucking fleets, and to support a variety of intelligent transportation applications for industry and highway officials.

The system’s core function – known in the connectedvehicle world as cooperative adaptive cruise control (CACC) – synchronizes acceleration System development screen installed in a test truck. and braking between trucks.

An array of on-board sensors and processors track location, identify imminent hazards, assess surface conditions and generate a wide array of safety and performance data that support CACC and additional functions. Peloton employs radar, dedicated short-range communications (DSRC) radio devices and cellular networks to transmit data from vehicle to vehicle and beyond, reaching smart infrastructure and the cloud. Collectively, the system’s data and networking capabilities enable real-time applications, like crash avoidance and managing vehicle links, while also informing planning activities such as routing and scheduling, collision risk assessment and traffic management.

making the responses of active safety systems between the lead and following trucks nearly simultaneous. The technology also dynamically controls usage of the system to appropriate highway areas, weather, vehicle condition, driver hours of service, and other factors.

Peloton’s focus is on safety and its active safety systems are always on, making each equipped truck much safer at all times, both in and out of paired operations.

“We’re working to prevent the most common types of collisions involving heavy trucks,” says Peloton CEO Josh Switkes, “and at the same time enabling fleets and their customers to capture robust proven fuel savings.”

Peloton’s system builds on research over the past two decades. In the last five years, on-road tests of truck platoons in Europe and Japan have demonstrated onhighway fuel savings of greater than 10% for each truck.

Now, a suite of technological advancements have enabled Peloton to pioneer a road-ready system that not only achieves these significant fuel savings, but also integrates the latest features of advanced safety, driver awareness, telematics, big data and vehicle automation, and does so at a low cost with a payback period of well under one year. “Although our focus is on real-time safety and efficiency in highway operations, we’ve started to explore other roles for the system,” says Switkes, Co-founder of Peloton, adding that Peloton has received interest from stakeholders in bus transit, mining operations, and port and warehousing operations where the system would smooth stop-start activity in lines of vehicles.

With support from the Michigan DOT, Peloton is scheduled to conduct the first demonstration on the state’s new I-69 testbed corridor. Peloton plans to make the system available for commercial pilots in the first quarter of 2014.

Clean, Low-Carbon Fuels Summit: Participants Agree on LCFS On August 27th, CALSTART hosted the first annual Clean, Low Carbon Fuels Summit in coordination with Environmental Entrepreneurs and the California Natural Gas Vehicle Coalition. The goal was to facilitate a dialogue on cleaner fuels in California, the challenges and opportunities for this sector and the role of state policies.

Discussion focused primarily on the role of California’s Low Carbon Fuel Standard (LCFS), which requires a 10% reduction in the carbon intensity of transportation fuels by 2020. Participants agreed that meeting LCFS and clean fuel goals will require a “portfolio approach” that includes contributions from a wide array of fuels. They also agreed that the LCFS is driving investment and innovation today in many areas, though regulatory uncertainty and slow permitting processes are barriers that must be addressed if California wants to meet its goals.

Who should attend?  Companies with little or no presence or experience in China, who are considering whether or not to enter the China market, but need to understand the policy trends, product market situation and fleet needs and want to begin relationships with Chinese companies.  Companies actively working to enter the China market, but are running into difficulties and challenges or want to expand and are looking for additional business relationships.  Companies who are well established in the China market, yet realize they need to build better brand recognition, nurture existing relationships and build new ones.

More than 110 people took part in the Summit, including attendees from nearly 70 different fuel and vehicle companies and stakeholder organizations. This diverse group included industry leaders representing the broad array of advanced biofuels, from cellulosic ethanol and algae fuels to renewable diesel and biodiesel. There were also organizations active in natural gas, electricity, hydrogen, dimethyl ether (DME) and advanced vehicle manufacturing. Industry representatives were joined by outside experts as well as officials from the legislature, Governor’s office, local air districts and state agencies.

The Summit includes a unique two-day forum aimed strictly at commercializing clean transportation technologies and fuels for medium- and heavy-duty commercial vehicles and buses. The focus will be on natural gas, clean diesel, electric and hybrid technologies and on understanding the similarities and differences between US and China policy, technology and market dynamics. In addition, there will be opportunities for private, dedicated, pre-arranged meetings to network and begin or build relationships. On the optional third day, attendees will participate in technology tours in and around Shanghai.

Governor Andrew M. Cuomo recently announced a $19 million New York Truck Voucher Incentive Program (NYT-VIP) to encourage the purchase of battery-electric commercial trucks as well as other energyefficient transportation, including hybrid and compressed natural gas trucks.

CALSTART in partnership with NYSERDA facilitated its first successful Informational Workshop for the NYT-VIP at member company Frito Lay’s Brooklyn location.

The truck voucher program will include two voucher funds: $9 million for battery-electric truck vouchers offered in 30 counties around the state that did not meet federal clean air standards and a $10 million alternative fuels voucher fund for New York City, which also includes compressed natural gas, hybridelectric vehicles and retrofitting diesel engines with emission control devices.

“The Truck Voucher Incentive Program is another important step that New York State is taking to meet clean air standards,” said Governor Cuomo. “By focusing on advanced transportation technologies, including electronic and hybrid vehicles, we can provide cleaner communities in which to live and work.”

The program is directed toward class 3 to 8 trucks, which include large pick-ups, delivery vans, box trucks, buses, tractor trailers, garbage trucks, and construction vehicles

such as cement and dump trucks. Similar to the California HVIP program, vehicle manufacturers, dealers and retrofit providers will receive the vouchers, allowing them to pass on the full incentive in a lower vehicle price to buyers.

The Program includes:  Vouchers up to $60,000 can be obtained by companies, non-profits and state and local government entities toward the purchase of class 3-8 battery-electric trucks and buses, if they operate in the 30 specified counties.  Vouchers up to $40,000 can be obtained for the purchase or lease of Compressed Natural Gas (CNG), hybrid-electric or battery-electric trucks or repowering a diesel truck with CNG, if they operate at least 70 percent of the time in New York City.  80 percent of the purchase and installation of emission reduction equipment on medium- and heavy-duty diesel trucks such as diesel particulate filters, if they operate at least 70 percent of the time in New York City.

Workplace Charging Best Practices Published In support of DRIVE THE DREAM, Governor Brown’s event with corporate leaders recently to support electric vehicles (EVs), CALSTART has published a “best practices” document that provides information on the best and most cost effective ways to install and use EV chargers at the workplace.

“Though we are just in the early stages of the EV industry, several employers have already seen the benefit and opportunity of installing chargers at the workplace. ‘CALSTART’s Best Practices for Workplace Charging’ is based on many conversations about what has worked and what hasn’t for employers so far. It is a resource that can be used by employers to implement workplace charging programs in a most time and costeffective way,” said CALSTART President and CEO, John Boesel.

Among the key workplace charging implementation questions addressed in the document are:  How can chargers be installed at the lowest cost?  What is the right number of chargers to install?  Is this treated as an employee benefit?

With funding support from Bay Area Air Quality Management District, the South Coast Air Quality Management District and the California Plug-in Electric Vehicle Collaborative, CALSTART has been hosting webinars and inperson events, as well as supporting a wide variety of employers who are pursuing workplace charging programs. This document is based on interactions and meetings with close to a 100 different employers.

In related news, , the 9th Circuit Court of Appeals upheld California’s Low Carbon Fuel Standard (LCFS), rejecting arguments that the standard discriminates against out-of-state fuel producers.

This court decision is a major victory for the state’s Air Resources Board and for this groundbreaking policy. The LCFS is a performance standard that requires a 10% reduction in the carbon intensity of California’s transportation fuels.

Federal Policy On the funding and technology front, the Federal Transit Administration (FTA) recently announced that $13.6 million from the National Fuel Cell Bus Program will be awarded to municipalities around the country and that CALSTART will manage the funding.

Ongoing gridlock in Washington has large scale policy debates moving slowly. With just one year left in the federal transportation bill (MAP-21), Congress is looking ahead to the next transportation bill. Early-stage ideas on how to finance a future bill range from increasing the gas tax and indexing it to inflation, to allowing states to fund transportation through sales taxes, to a fee that would charge drivers for each mile driven.
