This year's summit was a spectacular success as it provided an unparalleled forum for companies from both countries to form partnerships and grow their businesses. Crosspoint Kinetics Announces Plan to Launch Second-Generation Hybrid System

Crosspoint Kinetics, LLC, a newly formed subsidiary of Cummins Crosspoint, LLC, develops products and services that conserve, capture and reuse energy for customers and their communities. They recently announced plans to launch their second-generation, parallel-electric hybrid system for small para-transit bus, shuttle bus and package delivery applications. AEM, CALSTART and ICUEE CALSTART recently signed a Memorandum of Understanding with the Association of Equipment Manufacturers (AEM), a prime trade organization that represents the agriculture, construction, forestry, mining and utility sectors. AEM produces the International Construction and Utility Equipment Expo (ICUEE). At this year’s ICUEE in October, CALSTART developed and conducted two educational sessions for fleets. “Fleet Sustainability and High-Efficiency Vehicles: Updates for Fleets” provided an overview of the process fleets should undertake when incorporating alt fuel vehicles.

CALSTART Senior Project Manager Steve Sokolsky gave examples of new product offerings and tips for selecting the proper technology for the job. The second session, “Moving Toward Sustainability: How Fleets Have Managed the Process” was a roundtable discussion, moderated by Sokolsky, in which fleet managers who have already incorporated advanced technology vehicles described their experiences.

CALSTART and AEM are in the process of scoping out new educational opportunities that can benefit the members of both organizations.

US Hybrid to Build Next Generation Fuel Cell for Transit Buses

CALSTART announced that US Hybrid was awarded a contract to build the next generation of cost-effective fuel cells for transit buses. This funding will enable US Hybrid to build upon its previous work and become a supplier of core technology for zero-emission fuel cell powertrains for transit buses.

The funding is provided by the Federal Transit Administration (FTA) and will allow US Hybrid to fabricate, integrate, test and validate a next-generation fuel cell with the intent to commercialize the technology for transit use. CALSTART administers the project for the FTA. “With these contracts, US Hybrid is gaining access to world class technology, staff, facility and equipment. We are excited to be working with an entrepreneurial firm like US Hybrid to make zero-emission fuel cell buses economically viable,” said CALSTART President and CEO, John Boesel.

US Hybrid’s work is part of the FTA’s National Fuel Cell Bus Program.

CALSTART has led a number of successful projects since the formation of the National Fuel Cell Bus Program in 2005. Over the period of the program, fuel cell life (in transit operations) has more than doubled while costs have declined by 50 percent.

HTUF: The Forum for Action in High-Efficiency Commercial Vehicles The 12th National Meeting for HTUF was held in Chicago on October 6-9. Perhaps the most important takeaway from this year's event is the continued need to bring industry leaders (military and commercial, government and industry) together annually to share updates on important work across all highefficiency technologies for commercial vehicles, and to identify key actions required to move the industry forward in the year ahead.

The Commercial Truck Action Group (CTAG) confirmed industry desire for frequent updates and communications on HTUF progress throughout the year, specifically recommending web meetings to facilitate dialogue in an effective manner. CTAG also provided favorable feedback on several Working Groups and HTUF initiatives, including strong support for nationwide voucher incentive programs and the need for an innovative certification process with more flexible policies for allowing new technologies to be deployed during the early (low volume) stages of commercialization.

Drive demonstrated significant progress in overall driveability, regenerative braking and increased use of real-time driver feedback displays.

The Hino/FleetCarma MPG Challenge demonstrated the significance of driver behavior on real-world fuel economy, even on a fixed route of approximately 1.2 miles with 8-9 stops. The test vehicle for this Challenge was a 2014 Hino 195H

Hybrid electric truck. Results indicated that typical drivers delivered from 15% to 35% MPG improvement, clearly demonstrating the importance of driver behavior on Hybrid MPG and the importance of driver training and driver feedback displays.

Two specific areas of focus for the newly-formed HTUF Military Truck Action Group include:  Lifecycle Cost Methodology and the need to develop a Business Case Roadmap to augment the military’s Technology Roadmap.  Evaluation of the current TARDEC 30-year technology plan with comparison to current commercial industry plans.

On a closely related note, the debate over how to invest the AB 32 cap and trade auction revenues is heating up. This is a very large potential source of funding for clean transportation projects and CALSTART is actively engaging in these discussions.

In other funding news, the California Energy Commission held a workshop in early November to discuss the draft investment plan for the next year of CEC’s AB 118 clean transportation funding. The draft plan dedicates funding to a wide variety of project categories, including biofuels production, alternative fuel infrastructure and advanced vehicle demonstration and deployment.

Federal Policy At the federal level, lawmakers continue to look for ways to fully fund the Highway Trust Fund. Senator Boxer recently raised the idea of changing the current tax system from a retail tax on gasoline (tax at the pump) to a wholesale tax on gasoline (sales tax on refineries). The prospects for such a change are unknown, with the two parties still at an impasse on major tax reform issues.

In terms of funding for technology advancement, CALSTART has been particularly engaged in discussions around Federal Transit Administration (FTA) investments in no-emission and lowemission buses. FTA is planning on publishing the funding notice in mid- to late-December. CALSTART anticipates that there will be a climate change component to the solicitation, since climate is a significant element of President Obama’s environmental agenda.

In fuels policy, the Environmental Protection Agency (EPA) created quite a bit of controversy when they released a proposal that would reduce renewable fuel requirements for next year from 18.15 billion gallons down to 15.21 billion gallons. At issue are questions of market certainty, available fuel volumes and unintended consequences. A hearing took place on December 5 and the public comment period for the proposed changes will continue into January.
