Focus on: Calne Town Council’s Leisure & Events Team Calne Town Council organise several popular town events such as Calne Christmas Festival and welcome over 40,000 people a year to Beversbrook Sports & Community Facility.

Beversbrook spans 94 acres and is home to 12 football teams and 25 other sporting and non-sporting organisations. The Leisure & Events Team’s roles include:  Organising town events including Calne Bonfire & Fireworks and Calne Summer Festival & Carnival.  Maintaining 12 different sized football pitches, 3G pitch, 4 tennis courts, cricket square, archery range and 3 lacrosse pitches.  Managing bookings for the Sports Pavilion and Community Hall from regular hirers and parties.  Screening films at Big Screen Beversbrook.  Liaising with couples holding weddings and receptions at Calne Town Hall and Beversbrook.  Serving drinks and snacks from bars at Beversbrook and Calne Town Hall.

Meet the team: Kevin Whitehorn, Head of Leisure & Events “I started working at Beversbrook Sports & Community Facility in January 2009, and the facility opened in May that year. I began as Community Football Development Officer and delivered two five-year Football Foundation Football Development Plans, establishing projects such as Walking Football, Turn up and Play and Women’s Development. As Beversbrook Facility Manager, my role now includes managing our team of grounds staff and seeking new opportunities to develop the facility. In 2016, Beversbrook proudly opened the All Weather Pitch (AWP) grant funded by Wiltshire Council. The AWP is a valuable asset to Beversbrook allowing football teams to train 52 weeks a year.”

Calne Civic Awards Congratulations to this year’s Civic Award winners. The Town Mayor presented their awards at the Annual Parish Meeting held in Calne Town Hall on Friday 24th March. Local choir Singchronize also treated the audience to a musical performance.

Always an action-packed day for all the family, this annual event organised by Calne Town Council fills the Town Centre with free activities, performances and street stalls. The day culminates with crowds lining the streets to enjoy the carnival procession of street walkers and floats decorated by local schools and groups.

Calne Town Centre Benchmarking Study In November 2016, Calne Town Council and Calne Our Place took part in a National Town Centre Benchmarking Study designed to help understand, measure, evaluate and ultimately improve town centres. The process included gathering shoppers’ postcodes, counting footfalls on market and non-market days and conducting surveys with shoppers and businesses. Thank you to the 41 town centre businesses who took part in the study. The results will be of interest to anyone who wants to know more about the performance of Calne Town Centre, particularly businesses. The full report is now available to view on Calne Town Council’s website www.calne.gov.uk .

Key Findings - General Retail Offer: 68% of Town Centre Users visited Calne for Convenience Shopping (low-cost, everyday items such as food/drink), 25% higher than the National Small Towns average. The majority (80%) of A1 shops (eg retail/ hairdressers) are unique to the town centre. 7 Traders were present during the Market Audit compared to the National Small Towns average of 15.

Shoppers: 71% of postcodes gathered in the Shoppers Origin Survey were from residents. 88% of Town Centre Users visited Calne at least once a week. Over three quarters of Town Centre Users reported that convenience was a positive aspect of Calne. 88% of Town Centre Users stayed in Calne for less than 2 hours.

Car Parking: 27% of all Car Parking spaces are vacant on a Market Day, 4% lower than the National average whilst 34% are vacant on the Non-Market Day, 3% lower than the National figure.

Key Findings - Positive Low number of empty shops: The vacancy rate in Calne of 5% is lower than the National (9%) and Regional (7%) averages.

Calne Town Council and Calne Without Parish Council have submitted the Calne Community Neighbourhood Plan to Wiltshire Council, who are coordinating a public consultation on this document between Monday 27th March and Thursday 11th May 2017 (by 5pm).

The submission can be viewed and commented on from the Wiltshire Council consultation portal.

Paper copies are available to view at: Calne Community Hub & Library, The Village Stores, Derry Hill and Wiltshire Council, Monkton Park, Chippenham. Comment forms can also be collected from these locations, and returned by email to neighbourhoodplanning@wiltshire.gov.uk.

Following this consultation the comments received will be passed to an independent examiner, to be appointed by the council, who will consider the representations and recommend whether the Neighbourhood Plan should be put to a community referendum.

Footfall: Footfall in Calne on both the Market and Non-Market Day is higher than the National average.

The Market Day figure of 145 persons per ten minutes compares favourably to the National Small Towns figure of 98 persons, whilst the Non-Market Day figure of 103 is also higher than the National average of 86 persons.

Business Confidence: Business confidence was prevalent from the Traders who responded to the Benchmarking Survey. 51% reported that Turnover had increased over the last 12 months, 13% higher than the National Small Towns average.

Customer Spend: 65% of Town Centre Users spent over £10.00 on a normal visit, 4% higher than the National average.

Key Findings - Room for Improvement Car Parking: 39% of Businesses felt that Car Parking was a negative aspect of Calne.

Retail Offer: Improving the Retail Offer was a key theme to emerge from the suggestions in terms of general improvements to the Town Centre. 64% of Town Centre Users rated Retail Offer as a negative aspect of Calne, whilst 34% of Businesses reported that the Mix of Retail was a negative aspect of operating in the Town Centre.

Traffic Congestion: Reducing the Traffic Congestion in the Town Centre was a key theme to emerge from the comments collected.

Public Toilets 43% of Town Centre Users felt that Public Toilets were a negative aspect of Calne.

What is Mayor Making?

Calne’s Town Mayor and Deputy Town Mayor are elected each year at the Mayor Making Ceremony in the Town Hall. This year the ceremony will be held at 7pm on Monday 15th May, and members of the public are invited to attend and witness this civic occasion.

The Town Mayor During the year of office the Town Mayor will attend numerous events in the community, such as school fetes, festivals and new business openings. The Town Mayor plays an important role in raising the profile of the Town Council both within the town and elsewhere.

The Town Mayor is empowered to sign legal documents on behalf of the council, chairs the meetings of Calne Town Council and has the right to attend all committee meetings. A photographic record of Calne Mayors can be found on the walls of the Council Chamber within the Town Hall. The role of Town Mayor lasts for one year, although Councillors can be Mayor more than once.

The Deputy Town Mayor The Deputy Town Mayor is also elected each year at the Mayor Making ceremony. The Deputy will step in in the event the Town Mayor is unable to undertake a specific duty.

In normal circumstances, the Deputy Town Mayor is elected to Town Mayor the following year. The Deputy Town Mayor is automatically appointed as chair of the Policy & Resources committee, and also has the right to attend all committee meetings of the council. The Deputy also has the power to sign legal documentation on behalf of the Town Council.

The Ceremony 1 - Councillors arrive fully robed to the ceremony held in the Large Hall.

Councillor robes are only worn at a handful of civic occasions throughout the year including Remembrance Sunday. The procession is led by Calne Town Crier Mark Wylie, who has held the position since 2007. Mark is extremely accomplished and in 2015 achieved the accolade of best International Town Crier at championships held in Bermuda.

2 - Delivery of the Ceremonial Mace by Calne Mace-Bearer Kevin O'Daly.

A ceremonial mace is a highly ornamented staff of metal or wood, carried before a sovereign or other high official in civic ceremonies by a mace-bearer, intended to represent the official's authority. Calne’s Mace was presented to the town in 1927 by Mr J.F. Boddinar and Kevin O’Daly has been the town’s Mace-Bearer since 2004.

3 – The Town Mayor exchanges the Mayoral Chain with his or her successor. This is the official point at which the role is exchanged.

4 – The newly elected Town Mayor then awards the role of Deputy Town Mayor.
