Summary of the Calne Community Neighbourhood Plan Housing Site Consultation - Spring 2016 We have just come to the end of another round of public consultation, which focussed specifically on housing sites, asking the views of the public on two possible sites for development: 1

Land North of Low Lane

Drop in events were held in the Town Hall, Calne and Lansdowne Hall, Derry Hill in May 2016. An online and paper questionnaire was also launched and this ran for a 6 week period, closing at the end of June 2016. A total of 385 responses were made to the questionnaire, including 390 detailed answers from residents giving their views. 130 people attended the two drop in events. A full report has been prepared and will be available to view on our websites very soon. The results of this consultation will inform the next steps and allow the group to move forward and develop their draft plan, which they hope to be ready by the Autumn. Opposite is a brief summary of the quantitative information.

Crowds of ecstatic residents packed the streets of Calne for this year’s Summer Festival & Carnival on Saturday 25th June. The jewel in the carnival’s crown this year was the 17ft long animatronic and roaring T-Rex dinosaur which entertained adults and children alike throughout the day.

Two Hours Free Parking in Heritage Quarter Car Park It was agreed in June’s Full Town Council meeting to fund a further six months of two hours free parking in Calne’s Heritage Quarter Car Park, Church Street. This follows a six month trial during which local businesses noticed an increase in footfall after awareness of the six month trial spread amongst residents and visitors.

NEW HERITAGE QUARTER MAPS UNLOCK CALNE’S PAST It’s never been easier to discover Calne’s thriving past with the installation of six new maps around the town’s Heritage Quarter.

Each of the six maps contains site-specific information and historical photographs, offering readers a glimpse into the past of each location.

Produced in collaboration between Calne Heritage Centre, Calne Town Council and community tourism group Calne Our Place, the maps are designed to encourage both visitors and residents to step off the beaten track and explore Calne’s historic streets and parks.

The maps can be found on interpretation boards outside Calne Heritage Centre and on The Green, as well as in bus stops on the High Street, The Pippin and either side of The Strand. Funded by grants from Wiltshire Council through Calne Area Board and Calne Chamber of Commerce, the maps also feature the location of Calne’s Blue Plaques and points of interest within the Heritage Quarter.

Calne Heritage Quarter was delineated 18 months ago by community tourism group Calne Our Place. The quarter is one of a number of the group’s initiatives to raise the town’s profile as a place to visit. There are plenty of ways to get involved in the group’s exciting work, to find out more like ‘Calne Our Place’ on Facebook or contact Claire Selman, Calne Town Council, on 01249 814000.

Calne Heritage Centre is free to visit and open Wednesdays to Saturdays 10am to 4pm and Sundays 2pm to 4pm. The centre tells the story of Calne through displays of objects, photographs and memories and will be hosting guided walks and talks during Calne Heritage Week, 5th to 11th September.

Music lovers can enjoy performances of classical, jazz, folk and blues plus fringe events. This year’s Festival includes five events for and by children, including Crazy Classics. Calne Choral will also be performing.

GUINNESS WORLD RECORDS ATTEMPT PLANNED AT CALNE’S CHRISTMAS FESTIVAL ON SATURDAY 3RD DECEMBER 2016 Calne Town Council is delighted to announce that plans are now well underway to enable a Guinness World Records™ title attempt to take place right in the heart of Calne for The Most Living Figures in a Nativity Scene.

The main sponsor of the Festival this year, the Bible Society’s Paul Woolley, Interim Chief Executive said ‘We are delighted to be involved as the main sponsor of Calne’s Christmas Festival as the whole town attempts to host the world’s largest live nativity.

The Bible story of Jesus’ birth is at the heart of Christmas and we are thrilled that people of all ages will be taking part and experiencing one of the world’s best known stories with a fresh perspective’.

The Town Council is excited about the prospect of breaking a Guinness World Records title right here in Calne and that it will include many people from the Calne Community. Exact details of how people can get involved will be published on the Town Council’s Facebook, Twitter and website pages very soon.

REPORT OF THE TOWN CLERK There is no doubt that this Town Council is extremely proactive, both in the formal business of the council and the development and welfare of the town and its residents. This is I believe a multi-factor achievement resulting from an extremely positive and forward thinking team of Councillors and Staff. There is obviously a legal and professional side to the council that has to be adhered to, but there is also a strong desire to continue to improve and expand the range of services to enrich daily life.

One of my themes for this year has to be nurturing the strong links between the Town Council, the local community and its many volunteers. Calne has always been able to Calne Town Clerk Linda Roberts, second from left, with other Wiltshire pride itself on the number of community Town Clerks at the 2015 Magna Carta celebrations in Salisbury groups that quietly go about their work.

Such individuals are frequently nominated to receive recognition under the Town Council’s Civic Award Scheme. If you know anyone who deserves recognition please do not hesitate to nominate them for next year’s awards.

The town again has been recognised for the high standard of its floral displays, including those of its residents, by gaining Gold in the South West in Bloom Competition. Thanks must go to all of the staff, volunteers and community groups involved in this project.

The CCTV system continues to be a valuable tool in maintaining the safety and well-being of the town. The CCTV Manager and his team of volunteers continue to monitor the streets to keep the levels of petty crime and traffic misdemeanors to a minimum.

The Town Council events again struck a high note this year. The Summer and Christmas Festivals, Bonfire Night, Town Crier Competition, Spring Sing and Festival of Food & Drink drew amazing numbers of residents even when the weather wasn’t particularly kind to us.

Whilst we are working hard to develop the future of the town, we are also strongly promoting Calne’s heritage.

Calne Heritage Quarter was delineated over a year ago by community tourism group Calne Our Place and the town’s first Heritage Week celebrated the wealth of notable buildings and history within our town.

Improvements have been made to the Town Hall’s Foyer and Corn Exchange and we are really excited about the prospect of achieving a Heritage Lottery Fund bid to develop elements of the Town Hall complex to create a real community and visitor focal point.

Finally to close, on a personal note, I must again thank my staff for their support during my year of office as the President of the Society of Local Council Clerks. This was a busy time for us all, but as usual the team stepped up, worked together and achieved to some what would be impossible.

In my role as President I put Calne and Wiltshire on the map nationally and shared many case studies with colleagues and councils on what can be achieved through determination and commitment to your community. We are a town which punches above its weight and I am proud and honoured to serve it in the capacity as Town Clerk.

COUNCILLORS The Town Council has 19 councillors who are elected for a term of four years. The next election will take place in May 2017. Councillors are responsible for making key policy decisions and deciding on the Town Council’s spending plans and budget for the financial year ahead.

STAFF Employing 22 full-time, 7 part-time and 24 casual staff, the Town Council is well resourced to carry out its duties and priorities. New members of the team continue to bring refreshing ideas and we have said goodbye to some loyal colleagues.

TOWN HALL The Town Hall is home to many community groups and is licensed to hold civil weddings, wedding receptions and baby-naming ceremonies. The venue hosted 12 ceremonies and/or receptions in 2015/2016.

EVENTS Events delivered by the team were well-received by the community and sponsorship helped to off-set the cost in 2015/2016.

ALLOTMENTS Both allotment sites at Beversbrook and Newcroft welcomed new plot holders throughout the year, with a current waiting time of 4 – 5 years for an allotment.

BEVERSBROOK SPORTS AND COMMUNITY FACILITY 40,000 people visit Beversbrook each year and the facility is home to 75 football teams (ranging from 3 year olds to seniors) and 25 other sporting, non-sporting and governing organisations. This year Beversbrook have been awarded: Institute of Groundsmanship Best Grass Roots Sports Facility in UK and Ireland 2015, level five ‘Outstanding’ in the Britain in Bloom “It’s Your Neighbourhood” Awards, Gold in the Britain in Bloom Parks and Open Spaces Category, runner-up in the Football Association Grounds Person of the Year 2015 and Winner of the Wiltshire Football Association Grounds Person of the Year 2015.

CCTV Operators made 145 entries into the Incident Log from April 2015 to March 2016 . Logged incidents are not indicative of crime figures for the town centre, but are entries made by operators relating to anything suspicious seen on camera in compliance with the objectives set out in the Town Council’s Code of Practice.

PLANNING APPLICATIONS During 2015/2016 the Town Council was consulted on 150 planning applications. The Town Council’s Town Development and Planning Committee is statutorily consulted on planning applications submitted to Wiltshire Council relating to the town. The Committee meets every three weeks to consider and comment on applications.

CIVIC AWARDS Each year the Town Council accepts nominations from the community for individuals who have made a significant contribution to the town. Civic Awards for 2015/2016 presented by Town Mayor Councillor Howard Marshall: Rebecca Green, Joe Provis, Jordan Holt and Beth Wheeler (Young Citizens Award), John Dawson, Kevin Wells and Andrew Marshall (Town Mayor’s Civic Award) and Ebony Bevan (Town Mayor’s Gift Fund).

GRANTS AND DONATIONS The Town Council continued to support community organisations and not-for-profit groups with grants for projects and use of the Town Hall.

CORPORATE GOVERNANCE Corporate Governance ensures that the Town Council is doing the right things in the right way for the right people in a timely, inclusive, open, honest and accountable manner. This is critical in order to deliver the intended outcomes for citizens and service users and operate in an efficient, effective and ethical manner.

FINANCE AND ADMINISTRATION The finance and administration of the Town Council is carried out at its offices in Bank House and, when necessary, specialist consultants are employed to undertake services such as quantity and structural surveys, legal services and valuation and land agency services in respect of the Town Council’s property portfolio. The Town Council’s financial functions include accountancy, budgeting, payroll, asset management and debit and credit control. These functions are carried out in-house with consultants commissioned on occasion.

THE BUDGET PROCESS The Town Council’s formal budgetary cycle commences in October when a report is presented to the Full Town Council recommending a budget for the year commencing the following April. Any percentage increase will take account of changes in staff costs to reflect agreed national pay awards, the likely level of inflation for other supplies and services needed by the Town Council and any expenditure on committed capital programmes.

Council Tax is collected on the Town Council’s behalf by Wiltshire Council. Information on how your Council Tax is spent and the yearly budget are available on the Town Council’s website and from the Visitor and Community Information Centre. The Town Council does not receive any funding from local businesses through the National Non-Domestic Rate nor does it receive any funding from central government.

INTERNAL AUDIT During the year audits are conducted by an internal auditor into processes of both a financial and nonfinancial nature to determine honesty and best value and to ensure that adherence to the law and council policy have been observed. The audit reports are submitted to the Town Council. The frequency of audits is determined by risk factor and recommendations for efficiency savings are made on both audited and nonaudited processes as required.
