Town Mayor’s Message Firstly I would like to wish each and every one of you a very Happy New Year. 2016 promises to be a good year for Calne with a number of initiatives ready to become reality. Exciting times. My mayoral year started with a bang and hasn't really stopped since. Requests for the chain to be present at this or that event keep rolling in. My priority has and will always be Calne first, so if there is a conflict with requests Calne will always win. It doesn't seem right to single out any one event over another as all are as important as each other, particularly to the organisers involved. Throughout the year I have attended all of the town events that Calne is famous for across the county and that make us the envy of other towns. Despite some wet weather at times the support from you, the residents, has never failed to make each event better than the year before. Of course none of these events could happen without the hard work and dedication of the organisers, council staff and volunteers that Calne seems to have in abundance. I salute you all. Having said all this, there was one event that stood out for me and that was the Magna Carta 800th Anniversary celebration in Salisbury. Eighteen giant barons parading through Salisbury city with banners flying, one for each community area. Calne's own Local Youth Network came up with some new clauses for a modern-day charter. They were Respect Yourself, Respect Others and Respect the Environment. The group proudly paraded the banner with them on through Salisbury. I was proud to be a part of that celebration, representing Calne, as your Mayor. Councillor Howard Marshall

The Masterplan represents some exciting plans for the town and the reinvention of Calne’s town centre, which is well deserved and a long time coming. It is time Calne got what it deserves and importantly what the community wants. Central Government keep telling us that town centres need to be sustainable, this is Calne’s opportunity to make that happen.
The Masterplan – Reinventing Calne’s Town Centre WHAT HAS HAPPENED SO FAR? In 2012 the Town Council commissioned a Vision and Scoping Study, asking how people want the whole town to evolve towards 2026. The study concluded with a vision for the town: ‘A prosperous market town with a thriving local economy in which people want to live and work. A town that is resilient to challenges through robust infrastructure and decision making. An inclusive and lively community that possesses the skills and businesses to remain competitive, and generates economic opportunities to meet local employment needs. A dynamic community in which public, voluntary and business sectors work together through a robust strategy to achieve their chosen vision’. Since then we have been busy bringing together the various companies that own land and properties in the Masterplan area and are ready to make real progress in 2016.

WHAT WILL THE MASTERPLAN LOOK LIKE?
WHAT ARE THE CURRENT CHALLENGES?
Taking into account public opinion gathered over the past couple of years, the Masterplan seeks to:
The Masterplan process has been complicated by the proposal from McCarthy & Stone to build a block of 32 retirement apartments in the middle of the site behind Lloyds Bank. If their plans go ahead on this site it would have a detrimental impact upon the main objectives of the Masterplan. As a result the chances of improving the town centre’s retail offer and subsequent employment opportunities would be greatly compromised, as would the possibility of creating a sustainable town centre.
• Deliver an improved mix of retail including café’s and bars, creating a night-time economy and places for the community to socialise in their own town. • Offer the creation of a square/piazza using some of the empty car parking space. • Introduce more culture. • Create an access road from the south using the existing steel bridge. This new road linking Church Street to The Pippin will enable traffic to get to Sainsbury’s without going through Curzon Street. • Develop a community hub with a potential new health centre, pharmacy and community services. • Increase residential units in the town centre.
The Masterplan is not opposed to accommodation for the elderly in the town, and the Town Council are trying to negotiate with McCarthy & Stone by offering them another town centre site which is in a much better suited position. We are discussing the proposals with all the relevant parties, including the developers and Wiltshire Council as the planning authority, and will be taking great care in our response to the planning application.

The objectives of this Partnership will be to:
• To oppose the current planning application of McCarthy & Stone and to continue negotiations with them to consider an alternative site. • To create a Limited Liability Partnership (Development Trust) which will have representation from the Town Council, Wiltshire Council, all stakeholders i.e. Sainsbury’s and Cooperative supermarkets, private landowners, local businesses, a development company and a social housing provider. This body will be the active development body and regeneration catalyst for the production and delivery of the Calne town centre Masterplan.
• Identify a development partner to join the Partnership. • Identify a social housing partner to join the Partnership. • Produce a Masterplan (including the design code) for the town centre in line with the development brief, previous related consultations and the Town Council’s wider economic and regeneration policies. • Drive the Masterplan’s progress through the planning process. • Prepare a development programme for implementation post-planning and drive its further progress. • Provide a watching brief over the programme through to completion, to include design, infrastructural and community issues.

PUBLIC CONSULTATION EVENTS AT VENUES IN BOTH CALNE AND CALNE WITHOUT COMING SOON

This success follows a campaign led by local businesses and Town Councillors, with the Town Council’s Town Development and Planning Committee agreeing to subsidise a six month trial with £3,600 paid to Wiltshire Council from Calne Town Council’s general reserves. In place until June, the trial is hoped to increase footfall to the independent businesses and historic streets within the Heritage Quarter. Accessed from the A4 and known to locals as Church Street Car Park, the site has been renamed to draw attention to the historic buildings that surround it. Calne Heritage Quarter is an area of the town centre which has been highlighted by local tourism group Calne Our Place for its historic character and charm. Be a Considerate Parker We are getting increasing complaints from residents about people who are parking badly and without thought for residents and other road users. In some cases it looks as if drivers have just abandoned their cars. Inconsiderate parking can present difficulties for our emergency services and it could be a case of losing your wing mirror or them not attending an emergency. Please think carefully about how and where you park. With so many cars on the road, many estates cannot provide parking for everyone outside your front door. Please park with due care and attention and leave a clear and safe passage for other vehicles – which could include a refuse truck, fire engine or ambulance.

CIVIL CEREMONIES AND RECEPTIONS AT CALNE TOWN HALL Opened in 1886, Calne’s historic Town Hall is licensed to host Civil Ceremonies and the Renewal of Vows with a choice of three rooms offering couples both intimate ceremonies and larger celebrations. Rooms can be booked individually, with prices starting at £140 for a two hour ceremony, or the entire venue can be hired for the day with prices starting at £425 for a ceremony and reception. The venue has a fully licensed bar with a range of drinks and local ales available and a fully equipped kitchen.
Spacious and bright, the wood panelled Large Hall can host ceremonies for up to 120 guests and is also an ideal venue for dining and entertainment. The historic Council COUNCIL CHAMBER Chamber is the perfect setting for intimate ceremonies, with seating for up to 30 guests. Meet local wedding suppliers at the Town Hall’s Wedding Fair on Sunday 28th February, 11am to 3pm.
The Corn Exchange can host ceremonies for up to 80 guests.

RECEPTIONS AT BEVERSBROOK
Set in glorious countryside, Beversbrook Sports & Community Facility provides a wonderful location for wedding receptions. The Pavilion has stunning views across the cricket grounds and can comfortably seat 80 people. The Community Hall has a light and airy feel and can seat up to 100 people. Both rooms have access to the bar. Marquees can also be set up within the grounds, taking full advantage of the countryside views. Prices start from £700, which includes venue hire for the whole day, marquee lining, chair covers and tablecloths. National Award for Beversbrook Sports & Community Facility The staff at Calne’s Beversbrook Sports & Community Facility beat off national competition at the Institute of Groundsmanship’s Annual Awards in November 2015, winning Grassroots Sports Grounds Team of the Year. The work of Beversbrook’s Head Groundsman Adam Witchell was further recognised when he came runner-up in the Unsung Hero category. Adam has also been awarded Wiltshire County Football Association Groundsman of the Year earlier in 2015 and came runner-up in the national Football Association Groundsman of the Year Award. The Institute of Groundsmanship (IOG) was founded in 1934 and is the leading organisation that represents professional and volunteer groundsmen and women. The IOG’s industry-wide Annual Awards recognise the important contribution made by groundscare staff in raising industry standards and encouraging greater professionalism. Beversbrook Sports & Community Facility opened in 2009 and is now home to 75 football teams. Set over 94 acres, the Calne Town Council facility hosts a wide variety of sports from cricket to tennis and is a popular choice for parties and functions. Calne Bonfire & Fireworks 6th November 2015 Beversbrook Sports & Community Facility hosted the town’s annual Bonfire & Fireworks event. The bonfire glowed in the darkness, whilst the laser show wowed the crowds and the outstanding fireworks display lit up the night sky. The community arrived in their thousands to enjoy the night’s entertainment. Nia & Libby Davies topped off the bonfire with their winning Guy Fawkes whilst children young and old enjoyed the funfair and free sparkler bar.
Calne Christmas Festival 28th November 2015 Thousands of people braved the weather and lined the streets of Calne for 2015’s Christmas Festival, which saw hundreds of local children take part in the colourful lantern parade. The parade was led by the three wise men on their camels, followed by the Town Mayor, Town Crier with son Harrison and Christine Wallace, Great British Bake Off Quarter Finalist. The Wiltshire Youth Marching Band were close behind with Father Christmas completing the line up. The town was filled with street stalls, food stalls and funfair rides and Santa’s grotto opened for children and adults alike to give their wishes to Father Christmas. The Town Mayor welcomed the crowds and Guy Fawkes competition winners Nia & Libby Davies pushed the button to light up the town, joined by 2015 Civic Award winners Peter Stedman and Herta Buckeridge. This was followed by the fabulous firework finale and live Nativity tableau performed by Calne Players, complete with local choirs, camels and a donkey.
