PLANNING NEWS CHURCHILL RETIREMENT LIVING APPEAL UPDATE The Planning Inspector completed the joint virtual appeal hearing on Tuesday 9 February and is due to make a decision on whether to allow or dismiss the two appeals made by Churchill Retirement Living. Strong arguments were put forward about the plans not meeting the Calne Neighbourhood Plan and impact on the conservation area and near neighbours.

TOWN MAYOR’S UPDATE Welcome to my last Town Mayor’s Update for Calne Connection. There are too many people to thank for all of their incredible efforts through what has been, and still is a very hard year. COVID-19 has seen us lose friends and family, and has stopped us from socialising with our loved ones. Hopefully, we are now seeing the light at the end of the tunnel and a new normal is being born. We all know that it will be a thing we have to learn to live with as the months go on and our lives return to a sense of ‘new normal’. When the restrictions allow, I hope to see everyone backing the town council’s Shop Local campaign, as our High Street will certainly need all the support you can give. We ran an incredible campaign with Calne News, who have created a selection of articles, highlighting the local business offering around Calne. It has certainly been a turbulent two years to say the least. From holding wonderful events, seeing our twinned country’s visit us, and raising over £10,000 for my chosen

charities, Thrive at Kingsbury Green Academy and Dorothy House Hospice Care. We have then seen us all pulling together to help each other in the communities time of need. We will have a long road to recovery ahead, but I am sure the strength of the Calne community will win out again. It has been an honour to serve you as Calne’s Town Mayor, for which I wouldn’t have expected it to be for two years! I have learned an enormous amount, enjoyed most moments, and I have some good memories which I will always cherish but also some sad ones. I could not finish without saying thank you on behalf of the community to the NHS, frontline workers, the care community, community groups and everyone who has been involved in the mass testing and vaccination programme within Calne and Wiltshire.

Churchill Retirement Living argued that their proposal met requirements of the plan and that there were sufficient economic and environmental benefits to allow the appeals and grant planning permission. A final decision from The Planning Inspectorate is expected within one month. NEW LIDL DEVELOPMENT At a meeting on 27 January 2021, members of the Town Development and Planning Committee supported the proposal for a new Lidl store and business units off Oxford Road, subject to consideration of providing a controlled crossing point and the location of the existing bus stop. Wiltshire Council will make a decision in due course. PRE-ELECTION PERIOD/ PURDAH NOTICE Calne Town Council are now operating within the period of time immediately before elections when specific restrictions on communications activity are in place, known as the pre-election period. RIVERFLY MONITORING DAY Bristol Avon Rivers Trust (BART) are calling for volunteers to take part in a Riverfly Training Day in Calne, during Summer 2021. The Angler’s Riverfly Monitoring Initiative (ARMI) is a national scheme, launched by the Riverfly Partnership in 2007 to enable anglers, interested groups and individuals to monitor and help to protect their local rivers. The scheme helps ensure rivers are monitored more widely and at greater frequency than is possible by the Environment Agency alone. BART run several training sessions a year. CENSUS 2021 The census is coming, and it’s about you. By taking part, you will help inform decisions about the services you and your community need, like doctors’ surgeries and new schools. Without the information you share, it’d be more difficult to understand your community’s needs and to plan and fund public services. Whether it’s using the data to

plan apprenticeship schemes, new bike lanes or nursery spaces, your information makes a difference to the life of every single person in England and Wales. Census Day is Sunday 21 March. You can fill yours in online as soon as you get your access code in the post. If your household circumstances change on Census Day, you can let The Office for National Statistics (ONS) know. awards2020 CALNE CIVIC AWARDS 2020 Civic Awards are a celebration of people who have made an outstanding contribution to Calne, from a neighbour, community group or even a local business. The awards are split into three categories, the Calne Civic Award, Young Citizen Civic Award and Arts and Sports Civic Award. Unfortunately we couldn’t come together to celebrate the Calne Civic Awards winners in March 2020, so we created a virtual presentation which is available to watch on our YouTube channel. Nominations for the 2021 Civic Awards recently closed, and we hope to announce the award winners very soon.

VIRTUAL SANTA’S GROTTO 2020 An incredible £116 was raised from our Virtual Santa’s Grotto in December. All proceeds will be split between the Town Mayor’s chosen charities (Thrive at Kingsbury Green Academy and Dorothy House Hospice Care). We were delighted to welcome Santa into Calne Town Hall to film the special festive messages, with around 200 filmed for some of our younger residents! A huge thank you to everyone who took part, and donated to the Mayor’s Charities.

COMMUNITY GOVERNANCE REVIEW From time to time, each town and parish boundary is reviewed along with the number of voters who are in a particular ward. Wiltshire Council started a review in 2019. The findings of this review were:

The 2021/22 review is likely to be considered after the May 2021 elections, to determine if the new council wishes to comment upon the existing proposals, or make other suggestions, which can be fed into the process. FUTURE CHIPPENHAM At an Extraordinary Town Council meeting held on 15 February 2021, councillors agreed that they could not support any of Wiltshire Council’s three Future Chippenham proposed road routes and would submit this feedback to the consultation. In 2019. Wiltshire Council was awarded a grant of £75 million pounds from the Ministry of Housing Communities and Local Government. The grant ensures funding is available to contribute towards the cost of delivering the strategic infrastructure in and around Chippenham to support the potential longer-term growth of the area, should development come forward. ALLOTMENT AND GARDENS COMPETITION 2021 Introducing the Calne in Bloom Allotment and Gardens Competition for 2021.

The Calne in Bloom working group in association with Calne Town Council, wishes to encourage residents to join us in keeping Calne looking beautiful, clean and tidy.

The annual competition aims to celebrate the achievements of local residents, businesses and community groups for their gardens and allotments.

CALNE POP-UP POCKET PARK UPDATE FROM THE TEAM OF VOLUNTEERS Thanks to our great volunteers and committee members, the Pocket Park has proved to be a real community resource during the lockdown. Even during the Spring restrictions, volunteers were going to the Park alone, deadheading and watering and keeping things tidy. The hundreds of bulbs we had planted in the previous autumn gave park users’ hearts a little lift in the Spring.

RIVER WARRIORS River Warriors volunteers have cleared a lot of rubbish from Abberd Brook over 2020, including removing trollies, bikes, scooters, clothing and kids toys. All being recycled where possible.

Over the Summer, we were able to hold a vegetable swap day and a couple of socially distanced events for young people, with the help of Tamzyn, leader of Calne River Warriors. Activities included making an insect palace and painting stones with pictures of wildlife. This campaign celebrates the kindness within our communities and aims to get people from all walks of life connected in our community. YOUTH OUTREACH ACTIVITY PACKS

Calne Town Council supports many community groups with grants and donations, and are keen to work in partnerships that will benefit the local community.

As part of our Youth Outreach scheme, we created ‘Self Care’ Activity Packs to help our younger members in the community through the ongoing lockdown restrictions.

Recently, the Calne Health and Wellbeing Group were awarded four free additional uses of Calne Town Hall, to support the provision of Reconnecting Morning Sessions due to the exceptional circumstances caused by the COVID-19 pandemic, and the impact it has had on older residents. Is your community group/ organisation based in Calne or in the close surrounding area, and is of benefit to a significant number of people living in Calne? The contents included mental health resources, a range of activities and a few treats to enjoy! We distributed 100 bags through our partners over the half term. The packs were jointly funded by Calne Town Council and Wiltshire Council’s Calne Area Board, alongside support from the Youth Workers at The Rise Trust!

HELP GETTING AROUND Calne & District Community Link Scheme The Calne Link Scheme is a totally voluntary organisation that provides help in the form of care and transport for those in the local community who need it. People who through age or infirmity are unable to access hospitals, doctor’s surgeries or shops by their own means or by public transport are driven by the link scheme which also carries out shopping and provides companionship. CALNE LIONS DUCK RACE Calne Lions’ Duck Race has been postponed to Saturday 25 September 2021, pending government guidance on events.

The great community event, which attracts thousands of people to the town, involves over 3500 bath ducks racing down the River Marden. All monies raised go to local good causes. YOUTH OUTREACH UPDATE Calne Town Council in partnership with Calne Area Board, will fund a further 80 hours of Youth Outreach sessions until 31 July 2021. The provision of detached, street-based youth work in Calne provides young people with opportunities to engage with professional youth workers for support, advice and mentoring. The Rise Trust’s Youth Workers are based in Calne on a Thursday and Friday evening between 6pm to 8pm. Young people can get in touch in person, via social media or by contacting 07715681950. CHANGES TO BUS SERVICES From 1 March 2021, Stagecoach have announced that they will be operating the Calne Town bus services 40 & 43 and service 42 between Calne and Marlborough. VISIT CALNE BLOG WHAT I LOVE ABOUT CALNE - CALNE IN PHOTOGRAPHS By Tim Havenith, Author of Calne Place Names One thing I love about Calne is the immediate sense of community I felt when I arrived. I wanted to continue being part of that community, even when I’m unable to get out of the house. So, on 23 March 2018 I set up a Facebook group called ‘Calne in Photographs’ with my wife. I took inspiration from Peter Treloar, one-time Mayor of Calne, who published eight photograph books on Calne between 1974 and 2010. Housebound, but desperate to know more about the town we had decided to settle with our family, I set up the group without high hopes. However, by providing lots of content myself in those first few months and frequent Shout Outs from the Calne Facebook pages, we managed to get our first few members. They began to interact and share their own content, not just of Calne as is it, but also as it was – the journey had begun. It is to those first few members that I will always be grateful to. We gradually got to know each other and became a community. When new members joined, we welcomed them, encouraged them, and helped them with any questions they had about the town and its impressive past. Two years and eight months on, we are a community of close to 3500 members, from locals, to ex pats, to tourists, to those looking to move to Calne themselves. But what makes us a community? During lockdown 1.0, we not only shared photographs of Calne, but set up threads for our members all around the world to share photographs from their front window, day and night. It was wonderful seeing the landscapes of different countries in this way. It was special, to be thousands of miles apart, but providing that connection and support to each other during such an unsettling and troubling time – a time that continues still. The group brings people together in a way that was not possible before, for example two school friends, apart and without contact for 75 years have recently shared photographs of their reunion. And that’s not the only one, we also provide space for members to share information about upcoming school reunions. Our members have also been assisting local author, Dee La Vardera, with her upcoming book on C. & T. Harris, by sharing their memories and identifying people and processes in photographs. Along with members of the group, I am compiling information about all of Calne’s past mayors in the hope of publishing books to share the life and times of Calne through the activities of those mayors. For me though, the icing on the cake was a message from another person with disabilities commented on a collection of Christmas light photographs I’d uploaded. She said how lovely it was to see the lights as she can’t get out of the house to see them. This not only lead to a conversation about this year’s lights, memories of Christmas lights past – and more importantly, others responded with Christmas light photographs of their own. So, what makes us a community? Whatever is happening in the world, we come together to show and discuss the beauty of Calne – past and present. LATEST NEWS 2021 TOWN COUNCIL EVENTS UPDATE Unfortunately we haven’t been able to host most of our annual events for the past year, and many of the coronavirus restrictions still currently prohibit the gathering of large groups for events. We have therefore not yet confirmed plans for our regular annual events, including Spring Sing and the Calne Summer Carnival. Despite this, we are working to provide a range of free covidsecure events for residents as and when the relevant restrictions are lifted.
