Calne Town Mayor, Cllr Robert Merrick, cut the ribbon at the re-opening and commented on the facilities: “After four years of being closed, it’s great to have the facility reopened”.

The toilets were taken into Town Council ownership earlier this year and our top priority was to re-open public toilets for the town which we have completed.

We held a consultation in September on the potential future use of the site and will consider the feedback received.

VIRTUAL SANTA’S GROTTO Unfortunately due to the ongoing pandemic, it will be unsafe for Santa’s Grotto to go ahead at Calne Town Hall this year. But, despite Santa being unable to meet local children in his grotto, he is keen that they don’t miss out on the pre-Christmas fun.

We are very excited to announce that Santa will be spending a day with us at Calne Town Council recording video messages for local children so that he can wish them a Merry Christmas and assure them he knows what is on their Christmas list.

If you would like your child to receive a video message from Santa please register your interest by emailing our Santa Liaison Officer, nwaters@calne.gov.uk.

Look out for more information on Calne Town Council’s social media pages, our website www.calne.gov.uk and the Town noticeboards. The closing date for registering interest is Friday 11th December.

REMEMBRANCE DAY IN CALNE Due to the ongoing restrictions, this year’s Remembrance Day events had to run differently to previous years.

Unfortunately we weren’t all able to meet for our usual large parade through the Town Centre, however, a virtual service from St Mary’s Church was held in the morning for all to watch from home.

In addition to the virtual events, a special addition to the head sculpture quietly appeared earlier this month.

Diana Malling, a local resident who runs Malling Makes, created a custom sized face covering to fit on the head, outside the Calne Library.

The face covering took over two weeks to carefully design and construct, and was presented for all of the community to enjoy over the following weeks.

CHRISTMAS IN CALNE LIGHT UP CALNE CAMPAIGN With the Covid-19 pandemic causing the cancellation of the town’s traditional Christmas Festival and Lantern Parade, local residents are working together to light up Calne for Christmas.

With the prospect of children missing out on the magic of the annual Christmas lights switch on, local resident Claire Willoughby came up with the idea of encouraging residents to decorate the outside of their homes with Christmas lights and stage a mass switch on.

PLANNING NEWS they are switched on. When this issue of Calne Connection went to print, approximately 100 homes in Calne had already signed up to take part.

The mass switch on will take place on Saturday 5th December at 6pm.

Calling all Pet lovers! Please will you help us to put a smile on local dogs and cats faces this Christmas!!

We would like to receive donations of small shoe boxes or gift bags made up for either a dog or a cat so that we can pass them to families in financial crisis this Christmas.

Contents could include Toys, Treats, Meat Sachets, Biscuits etc. Please add a label stating whether it is for a Cat or Dog. We would also like to give a small gift to the pet’s owers. Donations of chocolates, biscuits, wine etc gratefully received.

HELPING VICTIMS OF DOMESTIC VIOLENCE (HVDV) Introducing the HVDV charity shoebox appeal for 2020. For more information on the campaign and to find drop off point, please visit www.hvdv.org.uk.

CALNE MEDICAL CENTRE The proposed Calne Medical Centre (20/01057/FUL) application was UNANIMOUSLY APPROVED at Wiltshire Council’s Northern Area Planning Committee on 7th October.

The proposal includes: medical centre with integral pharmacy, with associated development including means of access, access road, diagnostics/ ambulance bay, car and cycle parking, bin storage area, and hard and soft landscaping - Land north-west of Silver Street and south of Fynamore Gardens, Calne.

Cllr Trotman commented on the announcement, “Yes, good news for Calne from the North Area Planning Committee for granting permission but with the caveat, that the means of access from the A3102 is delegated for officers to negotiate a better solution than shown on the plan”.

CHURCHILL RETIREMENT LIVING We have been informed of a Virtual Appeal Hearing in reference to the Churchill Living Retirement Applications (19/03435/FUL & 18/09556/FUL).

The hearing is to be held in response to the appeal by Churchill Retirement Living relating to the application to Wiltshire Council for 39 apartments for older people (sixty years of age and/or partner over fifty-five years of age), guest apartment, communal facilities, access, car parking, landscaping and 4 retail units at Land to the rear of 8 to 13 High Street, CALNE. The Hearing will be held as a virtual event on 18th January 2021 at 10am, run by an Inspector in the normal way, but with the parties invited to join via Microsoft Teams or telephone.

Welcome to a summary of Calne Town Council’s Annual Report for 2019/20. This report gives information about the Town Council, the money it spends and the activities it carries out.

The team of twenty-seven dedicated volunteers staff the Control Room at peak times throughout the week.

The volunteers have amassed 3331 hours since April 2019 this is an average of 277.5 hours per month, which is currently a 29% increase from the previous year.

GRANTS AND AWARDS Grants and donations (including free use of Town Hall rooms) are awarded by the Town Council’s Policy and Resources Committee.

In 2019-20, Calne Town Council awarded £37,088.40 of grants.

Awards to community groups and other non-profit organisations are required to meet the Town Council’s strict guidelines and criteria.

Of which £5,070.25 was awarded for free use of the Town Hall, £12,500.00 was awarded as part of general grants and £24,588.40 from other budgets.

BEVERSBROOK SPORTS FACILITY The state of the art Sports and Community Facility is run by Calne Town Council and is a hub for the community.

Set in 94 acres of beautiful surroundings, it has a wide choice of indoor and outdoor sports and community facilities.

In 2019-2020, the total number of football match hours totalled 900 hours, 4,917 hours of 3G pitch usage and 400 football tournament matches. 42 games of Cricket and 66 sessions of training.

Beversbrook welcomes over 45,000 people a year for a variety of sporting and community activities.

HOLY TRINITY CHURCHYARD UPDATE Contractors working for the Town Council have recently been cutting and clearing grass at Holy Trinity Churchyard.

In September, the Town Council officially took on responsibility of the maintenance at the now closed burial ground from the Parish of Calne and Blackland.

Ongoing maintenance will be carried out by Town Council staff, and a management plan is being drawn up to keep the area in good order.

COMMUNITY SPEED WATCH We’re calling for volunteers to help set up a Community Speed Watch group for Sand Pit Road Community Speed Watch helps local people to address speeding in their communities. The scheme brings local people together to monitor speeding in their communities.

All information recorded is passed to the police.

Following a Metro Count last year, Posted Speed Limit for Sand Pit Road is 30 mph. 85th percentile speed was recorded as 40 mph. Average speed was recorded at 34.6 mph.

Volunteer roles required to set up the group: • Scheme Leader • Scheme Administrator • Scheme Members Support and full training will be provided to volunteers by Wiltshire Police’s Traffic Management Policing Officers.

PREPARING FOR WINTER Would you know what to do in an emergency? Take a look at some potential winter hazards, the impact they may cause and some recommended steps to take.

The emergency plan, developed by Calne Town Council and local/national partner organisations, is to enable Calne residents to access community support, self help and self reliance when faced with an emergency situation.

BEAT THE STREET 2021 Beat the Street is on its way to Calne! The scheme turns towns into giant games. Earn points, win prizes and discover more about your area by walking, running and cycling. Pick up a Beat the Street card and swipe Beat Boxes across your community!

A Beat the Street scheme was last in Calne in 2015 as part of the Town Council’s Air Quallty Programme. Cllr Glenis Ansell commented on the scheme’s return “I’m delighted that the Town Council has agreed to bring ‘Beat the Street’ back to Calne for Spring 2021!”.

The scheme aims to increase physical activity, improve mental health and wellbeing, increase active travel, improve community interaction and encourage people to walk, run, scooter or cycle around the town.

The ‘Beat Boxes’ will be placed on lamp posts and everyone who’s taking part will be issued with a swipe card that they tap on the beat box to record the number of steps they’ve travelled. You can take part as an individual or be part of a team or group.

PROJECT UDPATES

CORONAVIRUS RESPONSE The Coronavirus pandemic has impacted many members of our community. Calne Town Council continues to work alongside our amazing community groups and partner organisations to ensure support is offered to those most in need during these difficult times.

We would like to express our most sincere gratitude to all of the community volunteers and key workers for helping to keep our community safe.

COMMUNITY SUPPORT LEAFLET In April, we produced a Community Support Guide, packed with local support groups, mental health and wellbeing resources.

With the support of 20+ volunteers, approximately 10,000 leaflets were distributed to houses within the Calne Community Area.

Since November, we have distributed an additional supply of leaflets to local pick-up locations, including supermarkets and essential shops.

GRANTS AWARDED As part of our Grants and Awards Scheme, we have successfully awarded grants to both Jack and Jill Preschool and Calne Health and Wellbeing Group for covid-related funding.

WEDDING OFFER

CALNE FOOD BANK SUPPORT Since the start of the first lockdown, we have endeavoured to support those most at need in our community.

Calne Town Council has donated over £1,500 worth of food to the Calne Food Bank on a regular basis to meet demand for food parcels.

In August alone, we donated 120 tins of vegetables, 96 litres of fruit juice, 72 litres of UHT milk, 60 tins of soup, 48 tins of custard, 36 tins of rice pudding, 48 packets of biscuits, 12 bags of sugar and 96 tins of spaghetti, ravioli and beans and sausages.

YOUTH OUTREACH SESSIONS Working in partnership with Calne Area Board the Town Council has provided funds for The Youth Trust outreach workers to meet with young people across the Town on a Thursday and Friday evening.

We remain in regular contact with the team of volunteers to identify further support needed.

FACE MASKS AND VISORS Our Community and Business Support Officer has been busy working with local community groups to distribute a supply of Face Masks and Shields within the community.

So far, over 700 visors and 2600 masks have been distributed within the local community.

This has included Shields donated from Shield Wiltshire and John Webb. Reusable face coverings were purchased by the Town Council.

HALLOWEEN PUMPKIN TRAIL In the October Half Term, we arranged a Halloween Pumpkin Trail around Calne Town Centre for all to get involved with.

We were delighted with the incredible response, with over 150 children taking part in the trail over the week.

THE BEVERSBROOK COLUMN THE LATEST NEWS AND UPDATES FROM BEVERSBROOK SPORTS AND COMMUNITY FACILITY NEW PLAY AREA

BUSINESS AS USUAL-ISH We were really pleased to see all of the clubs and groups that use Beversbrook back with us after lockdown.

All activities, except children’s parties, were able to restart in August, albeit with strict social distancing measures in place to keep everyone using the facility and our staff safe.

We look forward to (Covid-secure) business as usual when the second lockdown ends.

On Tuesday 29th September, Cllr Robert Merrick officially opened the new under-8s play area at Beversbrook Sports and Community Facility. This is the latest addition to the facilities and assets managed by Calne Town Council.

A Town Council Spokesperson commented “We’re pleased to add the new Play Equipment at Beversbrook Sports Facility, to the range of facilities and services that we provide to the residents and visitors of Calne.

This new facility follows a large schedule of planned Play Area Refurbishments, with the completed refurbishment of Stokes Croft and Newcroft (King Edward Close) play areas, the completed replacement of defective equipment at North End Play Area and the installation of new pieces of equipment.”

HOSTS OF ARMY FA SEMI-FINAL In September, we were delighted to host the 8 Battalion REME vs 7 RLC in their Army FA Challenge Cup semi-final match, which was postponed in March due to Covid.

Sadly 8 Battalion REME were beaten on the day but we were really pleased to have hosted the match at Beversbook.

FOOTBALL TEAMS UPDATES Swindon Town FC have renewed their agreement with Beversbrook Sports Facility for another two years. This means that the Swindon Town 1st team will train at Beversbrook until 2022.

In July 2020, Chippenham Town Academy relocated to Beversbrook from Chippenham Rugby Club to use Beversbrook as their academy and educational centre.

The agreement is until 2022 and will see all U23, U18, and U17 training and playing their National League games at Beversbrook.

We are also pleased to announce that FC Calne, Derry Hill and FC Wiltshire will also continue to train and play their home matches at Beversbrook until 2022.

NEW ARCHERY PATH Calne Archers Club has been awarded grant funding from Hills Landfill Trust and Section 106 to construct a path from the All Weather Pitch to the Archery Range.

The need for a footpath was identified by the club Committee and feedback from the disabled members.

Currently, to access the Archery Range members have to walk across a section of grassland. During Spring and Summer the range is accessible by all the club members as the ground conditions are suitable.

However, during Autumn and Winter the grassland becomes sodden and therefore cannot be used by members with disabilities or members in wheelchairs. Unfortunately, until now, this has meant that members with disabilities are unable to participate in the sport during the winter. This has also led to the club seeing a reduction in the number of members. The construction of the new path will mean that the Archery Range will be accessible to all members throughout the year which is great news for Calne Archers and all of its members.

RECREATION GROUND UPDATE The Town Council is responsible for the Recreation Ground located on Anchor Road. We are pleased to confirm that negotiations have completed with the Calne Recreation Club and Calne Bowls Club to enter into new leases.

Within the next month or two, you will see two planning applications being submitted to Wiltshire Council for approval.

COMMUNITY GRANTS

The money needed for the relocation of the Rugby Pitch and new fencing will be taken from funds contributed by housing developers in Calne. This money was committed when planning permission was given for new housing towards sports pitch improvements.

The Town Council will submit a planning application for new sports fencing to prevent unauthorised access to the new rugby pitch on the Potters Field area of the Recreation Ground along with retractable sports fencing for training and match days.

The Recreation Ground provides a home for many local groups and clubs, including Calne Recreation Club, Calne Rugby Club and Calne Bowls Club. Also the facilities include Tennis Courts, a Children’s Play Area and a Multi Use Games Area (MUGA).

Calne Town Council supports many community groups with grants and donations, and are keen to work in partnerships that will benefit the local community.

At the Policy and Resources Committee on 2nd November, Calne In Tune was awarded a Community Grant of £7,850.

The grant is to pay for part of the additional rent for the continued use of the upper floors at Calne Central as they are renovated, for temporary storage of music equipment whilst the upper floors are renovated and to provide a workshop space for the repair and recycling activities which currently partially funds Calne in Tune.

VOLUNTEERING CALNE OUR PLACE Calne Our Place’s aim is to celebrate Calne’s unique heritage, vibrant community and independent businesses.

The group has a few volunteer vacancies, including a Secretary and Facebook Co-ordinator role.

CALNE SUMMER PLAY SCHEME Calne Summer Play Scheme are looking for a new Chair to join the volunteer committee, could you help?

The scheme is run by volunteers for 4 weeks in the Summer Holiday for children of all abilities, aged 6 to 13 years.

Calne Town Council provides the scheme with annual grant funding, with additional revenue from local organisations, charities and businesses, as well as local fund raising activities.

CRIMESTOPPERS AMBASSADOR Calne Town Council is a proud member of the Crimestoppers Ambassador Programme. The scheme is designed to increase awareness of Crimestoppers through partnerships with businesses, public authorities, charities and other agencies.

We’re hoping to develop our relationship with the team at Crimestoppers to highlight specific crime hotspots in Calne, and to promote the charities mission to help stop crime in our Community.

Crimestoppers is an independent charity that gives people the power to speak up to help stop crime – 100% anonymously. They believe everyone has the right to feel safe from crime, wherever they live.

Crime can be worrying and some people refuse to speak to authorities for a host of reasons, from fear of retribution, embarrassment or awkwardness to cultural expectations.

LATEST NEWS IN BRIEF 2021/2022 COUNCIL BUDGET The Town Council is preparing to set is budget for 2021/2022.

This is collected as part of the Council Tax bill issued by Wiltshire Council. The precept is the money needed by the Town Council to operate the services it delivers to the residents of Calne.

CALNE YOUTH COUNCIL The Town Council has agreed to setup a Youth Council. We will be working on a launch meeting in the new year.

If you are a young person aged 11-19, and would like to get involved please let us know via calne@calne.gov.uk.

Each Committee of the Town Council has approved the money it requires and the Full Town Council will make a decision on the overall amount required.

OXFORD ROAD BUS SHELTERS The Town Council has agreed to take on responsibility for three new bus shelters to be placed on Oxford Road funded from S106 monies at the Bug and Spider roundabout and by the new Weston Meadow development.

HIGHWAYS IMPROVEMENTS The Town Council agreed to allocate funding of up to £2,000 from the Community Infrastructure Levy restricted reserve for the following projects Curzon Street – pedestrian crossing survey £900 and 20mph Zone Signs £1100.

2021 CENSUS The next digital-first census will take place on 21st March 2021. The census is a survey that happens every 10 years and gives the Office of National Statistics (ONS) a picture of all the people and households in England and Wales.

Further highway improvement schemes will be considered at the November meeting of the Calne Area Transport Group.

These include 20mph zone for Anchor Road, pedestrian safety improvements for North Street, improved crossing of A3102 Water Mint Way and road re-allocation projects to include experimental speed limit on Oxford Road.

All kinds of organisations, from local authorities to charities, use the information to help provide the services we all need, including transport, education and healthcare.

By taking part, you’ll be helping make sure you and your community get the services needed now and in the future.
