The Calne Festival of Food and Drink started in 2011 and has grown bigger and more successful each year. After a break last year it is back this year bigger and better.

This year there are fantastic free cookery demonstrations and talks running all day in Calne Town Hall, with BBC Great British Bake Off quarter finalist Christine Wallace giving a cookery demonstration during the event. There will also be children’s entertainment.

Visit the ground floor of the Town Hall where the White Hart presents the Beer Festival with a range of local brews and ciders and try our special ‘Calne Cure Ale’ blended especially for the festival by Arkells.

REPORT OF THE TOWN CLERK Time goes so quickly and another year has flown by. So, what has happened in the previous twelve months?

The Neighbourhood Plan is making great progress. It gives the community the opportunity to have its say about how it wants the town to develop in the future, and ensure that this is designed and delivered in a sustainable way. Volunteers are an important factor in this work, so if you are interested in being part of shaping Calne’s future, please do get in touch – we genuinely will welcome your support and ideas.

The Town Centre Masterplan is ready to move onto the next stage, which is to set up a Development Trust with all stakeholders to move towards implementation.

One of the highlights of the year was achieving Gold in the South West in Bloom competition for the first time.

Thanks go to all the volunteers, community groups, schools, businesses and staff who work so hard to make Calne so beautiful.

Beversbrook Sports and Community Facility recently became home to St Mary’s School athletics and lacrosse teams, and we are eagerly awaiting the installation of the All Weather Pitch as part of the Campus proposals.

The Campus plans also include the creation of a safe road crossing onto the facility. Additional on–site parking spaces are being created with the help of grant-funding.

Your Town Council is all encompassing and isn’t afraid to tackle some of the less savoury aspects of life – in this case dog poo! We all know there are a few thoughtless dog owners who do not clear up after their pets; it’s not nice and carries health risks for children and unborn babies if they or their pregnant mums have the misfortune to come into contact with it. Some of our staff have undertaken training to enable them to issue fixed penalty notices to those who allow their dogs to foul on our lovely open spaces. You will be hearing more about this shortly – watch out for Cain – the Town Council’s spokes-dog and mascot. We hope that everyone will follow his advice and ‘Keep Calne Clean’!

The various events organised by the Town Council offer a great opportunity for the community to come together.

April 2014 saw us introduce the ‘Spring Sing’, now added to the yearly events calendar. Choirs from Calne and neighbouring towns spent a day in the town performing at three venues, with participants including children’s school choirs, representatives of churches, ladies groups, male voice choirs and the newly formed Town Council choir. Like most other Town Council events it is free to enter and/or attend. So if you haven’t experienced it yet please do come along next year. Look out for other Town Council events which are advertised on the website, in the Calne Connection newsletter, and on social media as well as our noticeboards.

The Calne Our Place project is concentrating on increasing the number of visitors to Calne, and the amount of time they spend here. The project’s main aims are to celebrate Calne’s heritage (and to delineate a Heritage Quarter), re-position Calne as the Home of the Wiltshire Cure (the unique bacon-curing process developed by the Harris brothers), and work towards developing the A4 as a tourist route. An official launch is planned for September 2015 at the Food and Drink Festival.

The CCTV system still provides the town with protection from crime and a close working partnership with the police continues to flourish. Yet again, there has been great success in preventing and detecting crime. Not only do the CCTV volunteers drive down the fear of crime; on occasion they have alerted the emergency services to come to the aid of some in our community who have found themselves in need. The town owes a huge debt of gratitude to the 35 volunteers who monitor the system and make this possible.

Another highlight for me was to be elected as the National President for the Society of Local Council Clerks.

Halfway through my term of office, I have visited town and parish councils and local branches throughout England and Wales, presented at national and local conferences, and worked with newly-elected councillors at the invitation of the National Association of Local Councils. I was also sponsored by the Society to attend an international clerk’s conference in the U.S.A; a great experience and another opportunity to promote Calne – this time internationally!

COUNCILLORS The Town Council has nineteen councillors, elected for a term of four years; the next election will take place in May 2017. Councillors are responsible for making key policy decisions and deciding on the Town Council’s spending plans and budget for the financial year ahead.

STAFF Employing 23 full-time and 5 part-time employees, plus 14 casual staff, the Town Council is well-resourced to carry out its duties and priorities. This year, new staff have brought with them some refreshing ideas and made very positive contributions. We have also said goodbye to some long-standing and loyal colleagues.

TOWN HALL The Town Hall is managed by the Community Services Team which works to increase revenue generated through hirings, and to ensure community use is maximised. The Hall is licensed to hold civil weddings, wedding receptions and baby-naming ceremonies. In 2014/15, the building underwent major works, with the clock receiving an overhaul and the lift renovated.

EVENTS Events delivered by the team were well-received by the community and sponsorship helped to off-set cost in 2014/15.

ALLOTMENTS A large turnaround of plots this year saw new people at the two sites. The current waiting time for an allotment is approximately 4-5 years at both sites.

BEVERSBROOK SPORTS AND COMMUNITY FACILITY This year, the facility was runner-up in the Institute of Groundsmanship Best Grass Roots Sports Facility in UK and Ireland 2014, and achieved Gold in the Britain in Bloom Parks and Open Spaces category. The Head Groundsman was nominated for the FA Grounds Person Award.

CCTV Operators made 263 entries into the Incident Log. The logged incidents are not indicative of crime figures for Calne town centre, but are entries made by operators relating to anything suspicious seen on camera in compliance with the objectives set out in Calne Town Council’s Code of Practice.

PLANNING APPLICATIONS During 2014/2015 the Town Council was consulted on 125 planning applications. The Town Council’s Town Development and Planning Committee is statutorily consulted on planning applications submitted to Wiltshire Council relating to the town. The committee meets every three weeks to consider and comment on these applications.

CIVIC AWARDS Each year, the Town Council accepts nominations from the community for individuals who have made a significant contribution to the town. Those thanked with awards in 2014/15 were Mr Peter Stedman and Mrs Herta Buckeridge. Mr Daniel Adams was presented the Young Citizens Award and Caitlyn Fry was awarded support from the Mayor’s Gift Fund.

GRANTS AND DONATIONS The Town Council continued to support community organisations and not-for-profit groups with grants for projects and use of the Town Hall.

CORPORATE GOVERNANCE Corporate Governance ensures that the Council is doing the right things in the right way for the right people in a timely, inclusive, open, honest and accountable manner. This is critical in order to deliver the intended outcomes for citizens and service users and operate in an efficient, effective and ethical manner.

FINANCE AND ADMINISTRATION The finance and administration of the Town Council is carried out at its offices in Bank House and, when necessary, specialist consultants are employed to undertake services such as quantity and structural surveys, legal services, and valuation and land agency services in respect of the Town Council’s property portfolio.

The Council’s financial functions include accountancy, budgeting, payroll, asset management, debit and credit control. These functions are carried out in-house, with consultants commissioned on occasion.

THE BUDGET PROCESS The Town Council’s formal budgetary cycle commences in October when a report is presented to the Full Town Council recommending a budget for the year commencing the following April. Any percentage increase will take account of changes in staff costs to reflect agreed national pay awards, the likely level of inflation for other supplies and services needed by the Town Council and any expenditure on committed capital programmes.

Council Tax is collected on the Town Council’s behalf by Wiltshire Council; information on how your Council Tax is spent and the yearly budget are available on the Town Council’s website and from the Visitor and Community Information Centre. The Town Council does not receive any funding from local businesses through the National Non-Domestic Rate nor does it receive any funding from central government.

INTERNAL AUDIT During the year, audits are conducted by an internal auditor into processes of both a financial and nonfinancial nature to determine honesty, best value, and ensure that adherence to the law and council policy have been observed. The audit reports are submitted to the Town Council. Frequency of audits is determined by risk factor and recommendations for efficiency savings are made on both audited and non-audited processes as required.

CALNE HERITAGE CENTRE Calne Heritage Centre in New Road is located right at the heart of the Heritage Quarter. Initially financed by the millionaire industrialist Andrew Carnegie and built on a piece of land donated by Thomas Harris, the building was opened in 1905 as the town library.

The excellent natural light from the glass roof makes it an ideal venue for displays and for telling the story of the Calne Community area. Informative illustrated wall panels and interactive computer screens relate aspects of Calne’s long history, and since opening in 2004 the Centre has built up a large collection of historic photographs, maps, objects and ephemera.

Throughout the year the centre mounts a series of different exhibitions on a wide variety of subjects and encourages the community to contribute their stories and photographs to enhance the exhibitions.

Local groups and individuals also exhibit at the Centre, for instance the annual PhotoFest by the Camera Club during the Music and Arts Festival week is always a popular feature.

On average, the centre attracts between

2,500 and 3,000 visitors a year. Volunteers give talks both at the centre and out in the community, lead walks around the town, host visits by school classes and interested groups. They also answer numerous local history queries, often involving lengthy research. Many of these come by email from all over Britain and from abroad- America, Canada, Australia, New Zealand and South Africa. A few years ago a query was even received from Russia.

A small reference section of books, manuscripts and display books containing previous exhibitions are available and volunteers are always willing to help you find what interests you. Items of local interest are also for sale.

The Centre is available for hire as a meeting venue when it is closed to the general public.

All this is done on a voluntary basis and the Heritage Centre is always eager to welcome new volunteers if you have some time to spare. You can also offer support by becoming a Friend of Calne Heritage Centre, paying an annual subscription of £10.

This summer’s exhibition, from 29th July - 27th September, will be called “The Mills on the Marden: Calne’s woollen cloth industry and the subsequent history of its mills.” Make sure you come along and find out what sustained the local economy long before C&T Harris came into existence.

OKAY WHERE’S THIS CASTLE THEN? People often ask if there really was a castle in Calne. Castle House, Castlefields, Castle Street and Castle Walk certainly give us some clues but all was uncertain until in 2010/11 an archaeological survey led by local archaeologist Robin Holley found the remains of what was likely to have been a mediaeval crenelated semi-fortified tower house.

It is thought that when the existing Castle House was built and landscaped in the mid-17th century there was ‘a real possibility that it was at this time that the remnants of the previous buildings including the round structure (tower) were finally demolished and the lands at the rear of the house levelled’* Castlefields Canal and River Park Association,(CARP), which works to improve Castlefields (a Queen Elizabeth II Fields in Trust) on behalf of Calne Town Council, has recently received a grant of £3,505.80 from the Big Lottery ‘Awards for All’ scheme towards its ‘Castle Rediscovered project’ which aims to identify the building footprint for future generations.

Why not come and discover the castle site for yourself? During Calne Heritage Week (7th-13th September 2015) the site will be unveiled and you’ll be able to see the outline of the castle in grass and cotoneaster hedging and read about the history of the site. Then you’ll have a chance to wander round Castlefields, relax and have fun in this timeless corner of Wiltshire where Calne’s history merges with the present day.

• The Neighbourhood Plan Steering Group meet every three weeks to discuss and update on progress with work going on in the various sub groups.

• We have asked you lots of questions at various town and village events including the Duck Race & Business Fair and various Drop in Sessions in Calne town centre & Calne Without.

• We have listened to what you have said and will be putting together another round of questions in late summer to confirm our understanding of your responses.

• We have conducted our own ‘Call for Sites’ exercise to try and find out if anyone has any land in Calne and Calne Without which they are looking to develop, that we do not already know about.

• We will shortly be commissioning a ‘Transport Survey’ to provide evidence to understand traffic & transport issues in the town.

• We have engaged a specialist consultancy to assess the sustainability of potential development sites in Calne and Calne Without.

• The Neighbourhood Plan Steering group has been successful in receiving £5K grant funding and has just applied for a further £8K to fund work on the Plan. We have also been awarded a grant in the form of ‘technical support’ which will allow us to complete various aspects of the plan outside of members’ expertise.

During the Spring of 2015, Calne Renewable Energy Group carried out an interview exercise in which it spoke at length to members of the community regarding their concerns and hopes for Calne’s energy security in the future.

Those interviewed were volunteers and included young people from John Bentley School. The outcomes of this consultation can be found in the accompanying report on Calne Town Council’s website: www.calne.gov.uk/PublicConsultation.aspx The Group is now making plans for how to carry this work forward.

Beversbrook Confirmed As Swindon Town Training Ground Swindon Town has signed a formal agreement with Calne Town Council to use the training facilities at Beversbrook.

Having previously enjoyed the use of the Beversbrook Sports Facility on an informal basis, the new agreement will run for up to three years. Former Swindon Town goalkeeper Fraser Digby, who led the project to find a new training facility for the club, said: “The excellent playing surfaces available at Beversbrook are perfect for our club’s footballing ethos and will enable the coaching staff to continue their hard work of developing the playing staff.” Calne Town Council is delighted that an amicable agreement has been reached with Swindon Town Football Club. It is great for Calne and the Town Council is well aware that there are many Swindon Town supporters living in Calne. It is another great accolade for Beversbrook Sport and Community Facility in that the only professional club in the county has chosen Beversbrook for training its first team. The Town Council would like to thank the club for choosing Beversbrook and for the time they have already given to some of the young footballers using the facility.
