TOWN MAYOR’S UPDATE It is now just over 2 months since I became Town Mayor and I’ve certainly been very busy. I’ve been working to set up the Street Pastor Scheme, Shopping Week and the Christmas Dinner for the elderly, as I promised when I became Town Mayor. I will be attending the newly set up Town Mayor’s Forum where mayors can discuss the issues that all Wiltshire towns and parishes face, with parking being one of the topics for discussion. In Calne we’ve celebrated the rededication of the War Memorial. I found it particularly moving when our young people read out the names of the men who left Calne and gave their lives to defend our country. Hills Waste have been given planning permission to build a link road across their site between Lower Compton and Oxford Road which will greatly reduce the number of HGVs going through the centre of the town. This in turn will reduce the levels of pollution our children walk through on their journey to and from school each day. As a community event the Summer Festival was a triumph. Thank you to everyone who worked so hard to make the costumes and decorate the floats. I want to say a special thank you to all the children who arrived early, ready for judging and waited so patiently until the carnival procession began. Also, we celebrated the centenary of the Suffragette Movement with a march through the town. It’s easy to take ‘the right to vote’ for granted. I wonder what the suffragettes would think about the people who don’t make use of their vote nowadays. It’s the best carnival we have had for a long time, so I need to pause and pay tribute to the hard work and imagination of the Town Council’s new Events Organiser, Erin Weaver. As always volunteer marshals and the Town Council staff worked tirelessly throughout the day and in the days beforehand to make sure the event ran smoothly. Although the Town Council continues to face challenges with budget cuts, reduced policing levels and an increase in our responsibilities, our community is going from strength to strength. The Calne Clean Up Crew are drawing in new members and working with local schools to inspire our young people to take pride in their surroundings. Also, Calne Safety Forum works alongside the CCTV team and the increasing number of Neighbourhood Watch Schemes. Calne Springs, the Chamber of Commerce, and the Our Place team are working hard to bring tourists to Calne. We are now part of the A4 Tourist Route which runs out of London. The Calne Our Place team are working with towns along the route and Visit Wiltshire to explore the potential of the project. Calne Town Mayor

CALNE SUMMER FESTIVAL & CARNIVAL 2018 On Saturday 30th June, hundreds of local residents joined us in the town centre for the annual Summer Festival & Carnival. Following the theme of books, the event was full of different activities, live music, authors and not forgetting the mystical Sea Sphere, which entertained guests around the town. Over 40 stalls lined the streets of Calne, from community groups to small traders who exhibited their products.

Advice can be given through home visits as well as over the phone. Fire safety alarm and appliance checks can also be organised in partnership with Fire and Rescue for eligible residents.
Judging this year’s procession entries was a difficult task for our judges, as the standards were very high! The two categories for judging were float entries and walking entries.

ANNUAL REPORT 2017/18 Welcome to a summary of Calne Town Council’s Annual Report for 2017/18. This report gives information about the Town Council, the money it spends and the activities it carries out. We welcome your comments and feedback. Jeannette Young Director of Council Services
COUNCILLORS Calne has 19 Town Councillors who are elected for a term of four years; the next election will take place in May 2021. Councillors are responsible for making key policy decisions and deciding on the Town Council’s spending plans and budget for the financial year ahead.

CORPORATE AIMS AND OBJECTIVES OF CALNE TOWN COUNCIL - To represent the views and wishes of all the residents of Calne. - To promote equality of access to every resident. - To preserve and enhance the culture and traditions of the town. - To work both independently and in partnership with others to improve the quality of life by developing and improving facilities and services to the highest standards. TOWN COUNCIL STAFF The Town Council employs 21 full-time and 9 part-time staff, several volunteers and also employs casual bar staff. Officers also provide support to councillors as required and a Proper Officer is present at all council and committee meetings to provide legal and practical advice and record decisions that are made. FINANCE AND ADMINISTRATION The finance and administration of the Town Council is carried out at the Town Council’s offices in Bank House. Finance and administration include support to councillors, general office support and support for frontline services.

GRANTS AND DONATIONS Grants and donations (including free use of Town Hall rooms are awarded by the Town Council’s Policy and Resources Committee. In 2017-18 Calne Town Council awarded £9787.50 of grants (excluding free use of the Town Hall). In 2017-18 Calne Town Council awarded £2347 in grants for free use of the Town Hall. Donations separate from the General Grants budget totalled £16,000 for the year 2017-18. CCTV CCTV continues to be a powerful weapon against crime producing consistently compelling evidence for criminal prosecutions. The team of dedicated volunteers staff the Control Room at peak times throughout the week, working in partnership with the main retailers in the town centre, providing that vital link to the police. Volunteers gave an accumulative total of 2875 hours since April 2017 an average of 240 hours per month.

CALNE NEIGHBOURHOOD PLAN On 1st February 2018, the Calne Community Neighbourhood Plan voters agreed that Wiltshire Council should use the Plan for Calne and Calne Without to help it decide planning applications in the neighbourhood. CALNE IN BLOOM 2017 Calne achieved its fourth gold in the RHS South West in Bloom awards in 2017. Judges, Bob Sweet and Richard Taylor, came to Calne on 11th July and visited many locations around the town. NEW BOUNDARY SIGNS Calne Our Place unveiled new boundary signs for the town, branding Calne as ‘A Town of Discovery’.

TESCO SHOWROOM In December 2017, the new Tesco Superstore provided a showroom for Calne. Managed by Calne Springs CIC, the showroom is available for renting by businesses for a wide variety of purposes, with days also available for local groups/ charities to do promotions. GRANTS AWARDED Calne Town Council awards grants to local community groups and organisations throughout the year. In 2017, A Place 4 Us, a local disability youth club was awarded £5000 from the Policy & Resources Committee. The grant allowed the club to secure 5 spaces for local young people with disabilities to access a venue to develop social and life skills.

This issue, we are foccusing on the amazing work that Calne Clean Up Crew do around the town. The group was set up by Catherine Crofts to help keep Calne clean with her dedicated group of volunteers. Since the group’s creation, they have been cleaning rivers, brooks, woods, verges, fields, streets and anything inbetween.

Calne in Bloom
The RHS South West in Bloom judges, Jane Pagano and Michael Foy arrived in Calne on Tuesday 10th July to mark the town in the South West in Bloom Portman Cup category.
lunch in the Town Hall and a chance to meet with all the representatives of the many community groups, volunteers and staff who work so tirelessly all year round to keep everywhere looking beautiful.
It was a glorious sunny day which started with greetings in the Town Hall from Chair of the Calne in Bloom working Group, Cllr Heather Canfer and Cllr Declan Boore. After some refreshment Calne in Bloom Co-ordinator, Trudy King gave an informal presentation whilst taking the judges around the photo displays depicting the past 12 month’s achievements.
Trudy King, Calne in Bloom Co-ordinator, said ‘it is an amazing achievement to have been awarded gold for each of the past four years and of course we hope for a fifth, but the main thing is to keep Calne clean and beautiful all year round for our residents and visitors. The main aim is always to benefit our community; we are very proud of our town and love to hear the positive comments from our residents and visitors. I feel very lucky to live here.’
At 10am, the party which consisted of the two RHS judges, Cllr Heather Canfer and Operations Supervisor, Ben Braine departed to start the tour. The criteria the judges mark each town on consist of Horticultural Achievement, Environmental Responsibility and Community Participation. These are then broken down into further sub-criteria.
‘We would like to thank all our grounds staff, community groups and many volunteers for their hard work and determination in what has been a very busy year with a recent challenging spell of weather, also a big thank you to Atwell Wilson for driving the party in their very beautiful vintage Daimler. They help us with this every year and it is very much appreciated’.
Areas visited throughout the 3.5 hour tour were Castlefields Canal and River Park, the newly restored War Memorial at St Mary the Virgin Parish Church, The Green, Beversbrook Sports Facility, Beversbrook Allotments, Page Close Community Garden, Phelps Parade, Town Gardens, High Street and finally Beach Terrace.

They will share meetings and take joint decisions and actions, but each organisation will maintain its own identity, constitution, operating policies and procedures. The Tesco store opened just before Christmas 2017 and Calne Town Council with Calne Springs took over the Showroom in January this year. A business can book the Showroom and use it for a charge to promote their services.
