CONNECTING WITH COUNTRY Starting with country is a vital aspect to our proposal for White Bay Power Station. By starting with country we ensure that the design process is respectful to people with Ancestral connection to the Country that is being developed. We at Ashton & Mahon Studio have understood that to connect with Country we need to prioritize & protect the telling stories of Country through the design process. Rather than looking to neatly package site information & experiences into separate entities, we have started with Country centered design processes celebrate the complexity & interconnected nature of the many site stories, layers & experiences that are embedded in Country. WBPS is located within a range of complex interconnected stories & connections of Country & provides an opportunity to link various branches of site history & knowledge into design actions. We additionally recognize where ever possible the design should minimize any further harm & destruction of Country & its unique ecologies. This logic also applies to our approach towards thriving & sustainability in our strategic vision which has expanded our range of design priorities. In our proposal we consider the naming of functions & places within the design to be in line with ancestral traditions, & to implement sustainable strategies for the landscape. Further storytelling elements will engage with the existing place narratives of the site.
(Common) The diagrams were constructed with maps from Snazzymaps.com & Nearmaps, overlaid & edited in Photoshop. Labels were added in InDesign The boundaries were confirmed from a map of place names as recorded by William Dawes, accessed from naabawinya.blogspot. com ‘Sydney Aboriginal Language Insights’. The enhanced language & quotes are extensively borrowed from the Bays West Connecting with Country framework
“Country is honored named for the very specific aspects of that area eg: Gadi/Cadi - grass tree; Wallumatta - snapper water Country; Parramatta - eel water Country. It/She is never named after people. People can be named after elements or aspects of country but not the other way round. Bay’s West Connecting with Country Framework. Prepared by Bangawarra

WHITE BAY POWER STATION
White Bay Power Station is a prominent visual land mark of the Eastern Harbour City amongst other significant land marks including, ANZAC Bridge, Sydney Harbour Bridge, & Sydney Opera House.
We understand the importance of delivering a precinct that unifies these two regions & becomes a prominent entrance to the city from the west, whilst expanding the harbor foreshore connection being pioneered by the City of Sydney Council

ACCESSIBILITY Public Transport Network
503 504 504X
White Bay Power Station’s accessibility is illustrated through a diagram of the public transport network in the surrounding area. The surrounding context of White Bay Power Station features the Dulwich Hill Light Rail Line that connects Sydney’s CBD to the west reaching Lilyfield & then south terminating at Dulwich Hill. The closest stop is Rozelle Bay Station, however the pedestrian experience between it & WBPS is poor. It also features a variety of bus lines that run semifrequently. However only 4 services are servicing WBPS, 441, 442, 443, & 503, with only 441 & 442 arriving directly to the site. From this analysis it is clear that WBPS requires a more expansive & sophisticated network to deliver potential visitors towards the precinct. This is underway with the pre-existing planned construction of the “Bays West” Metro Station that will link the precinct into the train network. Further opportunities are possible for expanding the Dulwich Hill Light Rail Line by splitting at Rozelle Bay Station & connecting into deeper Rozelle, Balmain, & Birchgrove should the Metro Station not be implemented

ACCESSIBILITY
PUBLIC TRANSPORT

15min Catchment Analysis White Bay Power Station’s accessibility is further illustrated through an analysis of 15 minute travel time by different modes. Currently the walking radius only enables residents in the immediate Balmain & Rozelle area to reach WBPS. The public transport network extends the radius to most of the peninsula, however only cycling enables those from Anadale, Camperdown, Glebe, & Lillyfield to reach WBPS comfortably. To create a successful precinct that offers to the widest range of people these catchments will need to be extended into further suburbs & create a place focuses on human movement not vehicle movement. The proposal addresses this through the pre-existing planned construction of the ‘The Bays’ Metro Station. Additionally the integration of a bicycle highway & greater pedestrian permeability which will optimize access & expand the catchment. The proposal seeks to make WBPS a model of design excellence for further transport & moment interventions in the Bays West & the Greater Sydney Region.

WHITE BAY POWER STATION
ASHTON & MAHON STUDIO
In the surrounding context of White Bay Power Station an analysis is demonstrated through a urban typology diagram & legend. In the analysis WBPS is situated within a prime waterfront location that is blocked by Ports & Employment, & Waterfront Use zones. It is then flanked to the north by Industrial buildings. The surrounding area is then mostly compromised of residential dwellings. It is notable the lack of immediate & accessible green space in the proximity of the site, & in contrast the heavily altered waterfront from the Port developments. From the analysis it is clear that a green intervention is required within the precinct to alleviate Urban Heat Island effect & minimize storm water runoff. Through expanding the natural environment at WBPS, Biophilia related increases health & wellbeing benefits can be reaped. Additionally due to the proximity of commercial & industrial business the proposal needs to be sensitive to the extra potential business & cultural competition it could create from the construction of this precinct. From the analysis of the charts the Inner West Council Area has a lower proportion of separate houses compared to Greater Sydney & its change since 2011 is dramatic. For medium & high density structures it is reversed where it outperforms the Greater Sydney Region & is growing since 2011. From this it can be established that the Medium & High density dwelling structures will increase throughout the area & providing key infrastructure will be key to sustainable growth.

WHY THRIVING PRECINCT FOR WHITE BAY POWER STATION?
White Bay Power Station is located in a significant junction for the east & the west of Greater Sydney, & following the construction of the ‘Bays West’ Metro Station will become the first stop into the CBD & will expand the revitalized harbor foreshore. Due to this context it is vital for the design during post-occupancy to thrive. I have identified thriving as a key success term for the precinct. To thrive the design needs to sustain a harmony between cultural production & consumption, community participation & cultivation, & daily to weekly, to monthly, to yearly operation. The design will be considered successful if it can on a daily to yearly scale, create a public offering that enables social, cultural & community benefit. From engaging the local community & visitors from the Greater Sydney Region & its associated tourism, & encourage teaching experiences from leaders within the community, to providing fresh & frequent temporal uses, a variety of bright food experiences, & sustained engagement & participation in creative exercises & workshops.
Rejuvenate White Bay Power Station into a thriving & sustainable destination that provides community led events, cuisine, & creator spaces for the Greater Sydney Region
Further success can be measured through adoption of similar design actions in future projects, as The Bays West Quater seeks to be a model for design excellence. This is particularly relevant for its approach to movement & permeability, & its green & sustainable interventions.
