Nestled in the heart of Missouri, Callaway County offers the perfect blend of small-town charm and big-city convenience. Residents and visitors enjoy access to outstanding education, healthcare, entertainment, shopping, and outdoor recreation. Our central location provides easy access to two nearby metropolitan areas,

Columbia and Jefferson City, both less than 25 miles away.

Fulton – The Heart of Callaway County

Fulton, the county seat, is home to nearly 13,000 residents and serves as a growing entrepreneurial hub. Fulton boasts one college and one university, historic properties and sites, unique restaurants and cafés, vibrant parks, and recreational spaces. Fulton’s thriving business community includes some of Missouri’s leading service institutions.

The Missouri School for the Deaf and the Fulton State Hospital have played a critical role in the local economy for over 165 years, employing more than 1,400 people. In 2019, Fulton State Hospital moved into a cutting-edge, $210 million

campus, solidifying its role as a cornerstone of the community.

Revitalization and Growth

Evidence of growth and progress is visible throughout Callaway County. The revitalized Fulton Brick District serves as a shining example of this progress. In 2022, the Brick District received the Pathfinder Award at the Missouri Governor’s Conference on Tourism for its Morels and Microbrews Festival. Starting in 2012 with just 300 attendees, the festival has since grew to more than 3,000 attendees, 450 pounds of morels, 20 breweries, and 50 volunteers.

The Brick District Playhouse, a 1920s-era landmark theatre, also continues to thrive. Since its grand reopening in 2018, it has hosted numerous cultural

and performing arts events.

Entrepreneurial growth is fueled by the Callaway Chamber of Commerce and the county’s robust manufacturing sector. Callaway County has seen job creation exceed the state average by 100% over the past decade. Key employers include the Callaway Nuclear Energy Center, which contributes an annual payroll of $100 million and $3 billion in revenue, and Harbison Walker International, which recently announced a $13.9 million expansion in Fulton.

Education and Heritage

Callaway County is home to two prestigious institutions: Westminster College and William Woods University. Westminster College is renowned for hosting Sir Winston Churchill’s historic "Iron Curtain" speech in 1946, commemorated today by the National Churchill Museum and the Breakthrough Berlin Wall sculpture. William Woods University is internationally recognized for its premier equestrian studies program.

Our agricultural heritage is equally rich, with surrounding communities like New Bloomfield, Auxvasse,

Williamsburg, Mokane, and others supporting thriving farming operations focused on beef cattle, corn, soybeans, and wheat.

ELTON HENSLEY MEMORIAL AIRPORT

Elton Hensley Memorial Airport is located west of the City of Fulton.

It started out as just one gravel runway and a single building in the 1930’s, by 1941 it expanded to 302 acres and three runways. In the mid 1960’s the City of Fulton began improvements to the

airport; a parking lot, paved runway, runway lighting and a terminal building were added.

The City of Fulton officially dedicated the airport in September 1967 and by 1983 had developed a master plan to further develop the airport.

As of 2023, Elton Hensley Memorial Airport has 46 hangar spaces and houses over 50 aircraft; the airport now has three runways, 2 concrete and one turf, allowing the airport to accept over 22,000 flights annually.

In 2024, the Chamber celebrated an incredible milestone—our 100-year anniversary as a Chamber of Commerce! Over the past year, we welcomed 44 new members and hosted 154 events, including signature programs like the annual Show-Me Innovation Teen Pitch Competition, Callaway County Candidate Forums, City of Fulton Council Forums,

and celebrated some major milestones with long-time chamber members.

Our efforts have been recognized at the Chamber of Commerce Executives of Missouri Fall Conference for initiatives such as Lovin’ Local, an annual shop local campaign, Teacher Appreciation Breakfast, creative marketing recruitment for industry, and this year The Local Lemon youth entrepreneurship program. These programs and events reflect our ongoing commitment to fostering a thriving community where businesses and individuals succeed.

As we look to the future, the Chamber remains dedicated to strengthening Callaway County. Many people ask how they can support our community, and the answer is simple: shop locally, get involved, and find ways to

make a positive impact in the place you call home. Nothing is more powerful than a community united for the greater good.

Tamara Tateosian, IOM is the Chief Executive Officer of the Callaway Chamber of Commerce. Her mission is to make Callaway County a better place by driving economic development initiatives, education, and workforce.

Amy Books is the Tourism and Marketing Manager for the Callaway Chamber of Commerce and Visit Fulton. Amy is dedicated to sharing the Chamber’s story and promoting the community to engage members and attract visitors.

Linda Nichols is the Administrative Assistant at the Callaway Chamber of Commerce. Linda loves working at the Chamber and greeting everyone she meets with a warm welcome.

Bailey Arban is the Events Coordinator for the Callaway Chamber of Commerce. Bailey creates and plans events that will leave a memorable impact on our members and Callaway County.

Brianna Kliethermes is the Small Business Liaison for the Callaway Chamber of Commerce. Brianna spends her days assisting small businesses. She is passionate about bringing new entrepreneurship opportunities to Callaway County.

Avery Cockerham is the Workforce Development Coordinator at the Callaway Chamber of Commerce. Avery is passionate about building partnerships with local employers and educational institutions to create more job opportunities.

EVENTS

The Callaway Chamber of Commerce offers a variety of events and networking opportunities that celebrate and support our vibrant community. In 2024, the Chamber hosted an impressive 154 events, including milestone celebrations and community initiatives.

The Chamber celebrated its 100-year anniversary at a Birthday Bash, proudly hosted the Connecting Entrepreneurial Communities Conference and launched the Junior Leadership Callaway Program.

RIBBON CUTTING AND GROUND BREAKING CELEBRATIONS

In 2024, the Chamber hosted several anniversary ribbon cuttings for local organizations and businesses,

celebrating milestones such as the 5-year anniversary of GoPo Popcorn, the 25-year anniversary of Koelling Family Chiropractic, the 30-year anniversary of Central Bank of Holts Summit, the 35-year anniversary of Callaway County Special Services, the 40-year anniversary of Ameren Missouri, the 50-year anniversary of Century 21 McDaniel Realty, the 65year anniversary of Missouri Girls Town, and the 135-year anniversary of Fulton United Church of Christ. Additionally, the Chamber celebrated the groundbreaking for William Woods University’s new residence hall, Carver School Senior Apartments, the 2024 Leadership Callaway Sensory Park, and the expansion of SERVE.

ANNUAL BANQUET

The annual banquet serves as a unique occasion, summarizing the activities of the previous year and highlighting the Chamber’s goals for the year ahead. The event includes the presentation of several awards, including Chamber Leadership Award, Allen Connor Youth Award, J.H. Atkinson Award, Loyal Subject Award, Chamber Ambassador of the Year Award, Small Business of the Year Award, and Large Business of the Year Award.

ANNUAL GOLF TOURNAMENT

The golf tournament provides an excellent networking opportunity for Chamber members and community leaders as they come together on the course

for a fun and competitive day. In this relaxed setting, participants can also promote their business. Awards and prizes are distributed at the conclusion of the event.

TEACHERS APPRECIATION EVENT

This annual event is designed to generate enthusiasm, celebrate, and express community support for the educators in Callaway County. The Chamber actively encourages all schools in the county to take part, urging their teachers to join in for a day of fun. In 2024, the event drew over 650 teachers, and each participant received a special gift.

TOWN AND COUNTRY

This event is designed to increase the awareness and interaction between two of Callaway County’s most prominent employment sectors - industry and agriculture. The event includes a program from our host as well as an award

presentation, including the presentation of the AgriBusiness of the Year Award and the Legacy Farmer Award.

BUSINESS AFTER HOURS

These networking events offer Chamber members an opportunity to promote their business in a structured environment. Business After Hours events are held in February, May, October, and December on the first Tuesday from 5 p.m. to 6 p.m.

BUSINESS BREAKFAST

Business Breakfast events are typically held the third Wednesday of every month from 8 a.m. to 9 a.m. Chamber members host these events in their location, which provides a great opportunity to further showcase their business.

CALLAWAY COMMUNITY UPDATE

This event serves as an excellent opportunity to familiarize yourself with city and community leaders, and other officials in

Callaway County. It offers a platform to receive updates on community matters directly from these leaders. Additionally, businesses have the chance to pose questions. This monthly event is conducted virtually via Zoom on the first Tuesday of every month at 9 a.m.

LEADERSHIP CALLAWAY & JUNIOR LEADERSHIP CALLAWAY

Leadership Callaway is a premier program centered around the various facets of Callaway County that provides a backstage pass to the inner workings of our community. The class runs from August through May, with enrollment opening in February. Junior Leadership Callaway mirrors the traditional program but is designed for students entering their senior year of high school.

SMALL BUSINESS ASSISTANCE

T he Callaway Chamber of Commerce is your go-to organization for all aspects of business.

Whether your business is large or small, the Chamber is equipped to support every stage of its lifecycle. Additionally, the Chamber provides personalized counseling to help business owners overcome any challenges they may encounter.

Entrepreneurs can rely on the Chamber for assistance with various needs, including refining their business plan, obtaining minorityowned certifications, comprehending financials, engaging in succession planning, and more.

SMALL BUSINESS

EDUCATIONAL CLASSES

The Chamber also provides a variety of classes for business

owners throughout the year. Topics vary and include starting a business, strategic planning, marketing, QuickBooks, e-Commerce, succession planning, and more. The Chamber prides itself on offering all of these at no or low cost to the attendee.

SHOW-ME INNOVATION COLLEGIATE PITCH COMPETITION

This program provides local college entrepreneurs with a platform to present their business concepts to a panel of judges. Students from Westminster College, and William Woods University can partake in this competition. Leading up to the event, the Chamber’s Small Business Liaison aids participants in preparation by offering assistance with their business plan and pitch. The competition culminates with the recognition of first and

second-place winners.

SHOW-ME INNOVATION PITCH COMPETITION

This program mirrors the collegiate pitch competition by providing entrepreneurs with a business concept the chance to present their idea to a panel of judges. The first-place winner stands to receive funding of up to $3,000, while the second-place winner will be awarded $1,500. Both winners will also receive a prize package. Prior to the competition, entrepreneurs receive individual coaching sessions with the Chamber’s Small Business Liaison.

SHOW-ME INNOVATION TEEN PITCH COMPETITION

In line with both the collegiate and standard pitch competitions, this pitch competition is open to students in 9th-12th grade who reside in Callaway County and have a business idea. The winner has the opportunity to receive funding of up to $1,000 to support their business concept.

THE LOCAL LEMON

This youth entrepreneurship program teaches children ages 10-16 how to start, own, and operate their own business: a lemonade stand.

The Chamber partners with other organizations to enhance the provision of resources, technology, and assistance for small business owners.

FULTON AREA DEVELOPMENT FOUNDATION

Fulton Area Development Foundation, known as the FADF, is a 501(c)(3) Organization that focuses on the economic growth of Callaway County. It is also a sister organization to the Chamber. Primary functions include nurturing business growth, workforce development, and providing necessary resources to the business community that will assist them in growing their business.

MISSOURI SMALL BUSINESS DEVELOPMENT CENTER

The Missouri Small Business Development Center (SBDC) helps businesses in every stage: concept to startup, growth to renewal, or mature to succession. Missouri SBDC experts are located all across the state providing assistance and hosting events on a variety of business topics.

Business specialists use their expertise to help Missouri businesses with critical business development issues. Guidance addressing topics such as management, marketing and strategic planning is available for new and existing businesses. All one-on-one counseling is confidential.

MISSOURI WOMEN’S BUSINESS CENTER

The Missouri Women’s Business Center is dedicated to entrepreneurial success by breaking down barriers to entrepreneurship. They focus on women, minorities, and low-to-moderate incomebased business owners. The Missouri Women’s Business Center assists entrepreneurs as they plan, start, build, and scale their businesses. They do so by providing accessible resources, programming, and whole health business coaching, at no cost, to all of their clients.

WORKFORCE ROUNDTABLES

These roundtable discussions are held on the second Wednesday of each month for local employers and workforce stakeholders, and feature insights on workforce trends. Every other month includes a tour of a Callaway County employer to highlight

job opportunities and company culture.

MONDAY HIRING HIGHLIGHTS

These highlights include weekly job opportunity spotlights shared on social media and other platforms, promoting open positions from local employers to the community.

NATIONAL MANUFACTURING DAY

A day dedicated to showcasing local manufacturers to high school students, fostering interest in manufacturing careers, and building connections between schools and industry professionals.

SPRING MANUFACTURING DAY

WITH MISSOURI SCHOOL FOR THE DEAF (MSD)

A specialized event focusing on manufacturing careers, hosted in collaboration with MSD and targeted towards student engagement in hands-on learning.

K-12 EDUCATION OPPORTUNITIES

Callaway County provides numerous K-12 educational opportunities for its residents, boasting four public school districts and two schools based on religious principles.

FULTON PUBLIC SCHOOLS

The Fulton School District encompasses 106 square miles and serves a population of approximately 17,000 people. The district enrolls approximately 2,300 students, employs 450 staff, and operates 6 school sites: 3 elementary buildings (Grades K-5), a middle school (Grades 6-8), a high school (Grades 9-12), and the Fulton Early Childhood Center (Pre-K). The district is noted for its strong academic program and its continued commitment to excellence.

Fulton Public Schools offers a wide variety of programs to ensure students come FIRST:

• Professional Learning Communities (PLC) and Positive Behavior Intervention Support (PBIS) are programs used throughout the district.

• Fulton Public Schools provides Chromebooks for each student to use.

• Classroom ratios across the district are at or below state standards in all

grade levels.

• Five mental health professionals are available district-wide to help with social and emotional skills and are available for any student.

FPS has entered into a community partnership with Westminster College, William Woods University, and the Fulton Public Schools Foundation to establish the FultonEd Scholarship Program to recruit and retain local high school graduates and undergraduates.

The community supports FPS district by approving Prop K (for Kids) in 2018 and Prop S (for School Improvement) in 2020. Proposition S featured

improvements and additions to facilities throughout the district including the new competition gym located at Fulton High School, the addition of 8 classrooms at Fulton Middle School, and secure entrances throughout the district. Construction on the final project of Proposition S is wrapping up with the brand new Kindergarten Center at Fulton Early Childhood Center. This new addition frees up space at the 3 elementary buildings allowing FPS to better serve students.

Within 50 square miles of picturesque countryside, the New Bloomfield R-III School District stands as a beacon of educational excellence and community spirit. With a student population of approximately 700 (Pre-K-12). The district comprises two well-equipped school buildings, where a dedicated team of 100 staff members works tirelessly to support and inspire the students.

Teacher-to-student ratios below the state average, personalized attention and tailored instruction are hallmarks of the educational approach at New Bloomfield R-III Public Schools. To enhance learning, every student is provided with a Chromebook, empowering them to explore, create, and collaborate in today’s digital world.

Recognizing the importance of mental well-being,

mental health professionals are available district-wide. These resources ensure that students have the support they need to navigate both academic and personal challenges.

The district's commitment to family engagement is exemplified through the Parents as Teachers program, which supports families from prenatal stages to five years old.

The New Bloomfield R-III School District operates on a four-day school week, allowing for extended learning opportunities and time for educators to collaborate and develop innovative teaching strategies.

The school's mascot, the Wildcat, embodies the spirit of determination and resilience that defines the community.

NORTH CALLAWAY R-I SCHOOL DISTRICT

North Callaway R-1 School District consists of the T-Bird Learning Center, 2 elementary schools, a middle school, and a high school. Its mascot is the Thunderbird. Geographically, the district is just over 320 square miles. Aspects of the district that are fairly unique include operating on a 4-day week schedule, and the low cost before and after school programs. North Callaway students typically attend classes Tuesday through Friday. The North Callaway R-1 School District has been fortunate enough to receive the 21st Century Community Learning Centers’ grant. This grant allows the district to operate before and after school programs for all students grades K-12 for a very nominal cost to families.

The T-Bird Learning Center houses a state-licensed childcare facility that cares for infants through 5 years of age. The childcare center is at full capacity (63 children) with a waiting list. T-Bird Learning Center also houses the district’s Parents as Teachers (PAT) program. PAT uses an early childhood home visiting model to provide services to pregnant women and families with children from birth through kindergarten. Lastly, the Center offers Early Childhood

Special Education services that are designed for young children (aged 3-5) with disabilities who need specially designed instruction or related services.

The district’s 2 elementary schools, Hatton McCredie Elementary and Williamsburg Elementary, provide learning opportunities for children in kindergarten through 5th grade. The district has around 420 elementary students.

In 2021-2022, North Callaway changed the makeup of its buildings from three K-8 schools to two K-5 buildings and the newly created North Callaway Middle School. This school is the home to approximately 238 students in grades 6-8. Uniting these young adolescents in one building has allowed additional programming and educational experiences for this grade span.

Finally, students enter North Callaway High School to complete the final 4 years of school. The high school provides many opportunities for discovery for over 360 students. Students are encouraged to extend their thinking and be a part of school-sponsored athletics and co-curricular activities. The district’s goal is to help them obtain the skills they will need to be successful as adults, both as leaders and contributing citizens and help students to identify their future path, be it college, career, or military. SOUTH CALLAWAY R-II SCHOOL DISTRICT

The consolidation of 18 separate school districts in 1957 resulted in the creation of the South Callaway R-II School District. In August of 1959, students began school in a newly constructed brick and concrete building which served elementary and high school students. Over the next 20 years, additions of classrooms, offices and a gymnasium were made. Construction of a separate high school building was completed in 1982. The high school complex provided a modern cornerstone for an emerging campus which includes various athletic fields and facilities. In 1996, the district expanded even further with the addition of the Early Childhood Learning Center, which

houses Pre-K through 2nd grade stduents. In an effort to provide a creative learning atmosphere in a student centered environment, continuous renovations and expansion efforts have taken place in all areas of the campus. The district now has a total enrollment of nearly 800 students from Pre-K through 12th grade.

South Callaway R-II boasts state-of-the-art technology providing each K-12 student with an iPad. This high-tech campus features district wide wireless internet access creating a 21st century learning environment. Athletic programs are available for middle and high school students in updated sports facilities. Vocational programs are offered on campus (Pro-Start, agriculture, and business) as well as at Nichols Career Center in Jefferson City, Missouri. Students seeking

an alternative high school experience may do so in a variety of ways including participation in dual credit, dual enrollment, online, and alternative programs.

KINGDOM CHRISTIAN ACADEMY

Under the leadership of the Holy Spirit, in November of 1994 Kingdom Christian Academy (KCA) was organized by a Steering Committee. The following year the school was incorporated, a Board of Directors was selected, and on September 5, 1995, KCA opened its doors as an interdenominational Christian school.

FULTON STATE HOSPITAL

Fulton State Hospital (FSH) is the oldest State Psychiatric Hospital west of the Mississippi River and has undergone a dramatic change that impacts the services the hospital provides over the coming decades. The $211 million-dollar, state-of -theart facility opened in August 2019 and has revolutionized the treatment provided to the patients served.

Currently, Fulton State Hospital treats up to approximately 450 patients across three buildings with two levels of security including: 1) Nixon Forensic Center (NFC), a high-security center that can treat up to 300 patients, 2) the Sex Offender Rehabilitation and Treatment Services (SORTS), a high-security center that can treat up to 200 civilly committed Sexually Violent Predators, and 3) Hearnes Psychiatric Center (HPC), a minimum-security center that treats 24 patients with developmental disabilities.

Additionally, in July 2024, HPC opened a nonforensic acute stabilization unit for individuals with developmental disabilities and mental illness. This is a short-term stay program.

FSH provides treatment to individuals with a broad array of mental health diagnoses, emphasizing services for those with serious mental illnesses using empirically supported treatment modalities. FSH has been recognized by multiple outlets for their outstanding work, including receiving the Missouri Hospital Association Distinguished Service Award, Governor’s Award for Quality and Productivity and Touchstone Award for use of evidence-based design in a healthcare facility.

MU HEALTH CARE FAMILY MEDICINE

MU Health Care offers two family medicine locations in Fulton — both of which have access to MU Health Care’s network of more than 600 doctors in over 80 specialties.

MU Health Care Family Medicine, located at 2613 Fairway Drive is open 7:30 a.m. to 5 p.m. Monday through Thursday and 7:30 a.m. to 4 p.m. on Friday. The area was organized into Callaway County, named for Captain James Callaway—a grandson of Daniel Boone.

The Civil War begins. Missouri was a border state, with mixed loyalties. There was a perception that the Union militia treated our area as an entity apart from the rest of the state. That’s how it became known as “The Kingdom of Callaway.”

Winston Churchill is invited by President Harry S Truman to visit his home state, where he delivered his famous “Iron Curtain” speech at Westminster College. In 1969, America’s National Churchill Museum opens in a 17th-century church relocated from London.

A statue commissioned for the Fire Fighters Memorial in Kingdom City was sitting in customs in New York City on September 11th. It was donated by the Fire Fighters Association of Missouri to the New York City Fire Department to honor those killed on 9/11. In 2002, a duplicate statue was installed at the memorial.
