Fulton, the county seat and home to almost 13,000 people, is an evergrowing entrepreneurial community that is home to both a college and a university, restaurants and cafes, historic properties and sites, as well as parks and recreational spaces. In addition, the thriving town has an energetic business community with some of the state’s leading service institutions.
State institutions such as the Missouri School for the Deaf and the Fulton State Hospital have been critical for Fulton’s stable economy for more than 165 years. Together, they employ more than 1,400 people. The Fulton State Hospital, which is the oldest public mental health facility
Callaway County celebrated its 200th birthday in 2020. Throughout the past 200 years, evidence of growth and progress can be seen all around the county. One of these notable successes includes the revitalization of the Fulton Brick District. In 2022, the Fulton Brick District was recognized with The Pathfinder Award at the Missouri Governor’s Conference on Tourism for the Annual Morels and Microbrews event that is held each spring. This award recognizes an organization that successfully develops a niche tourism market. Garry Vaught, co-owner of Beks, and local attorney Tom Riley first came up with the idea of a morel event in 2011. The first festival was held in 2012 with about 300 attendees, 64 lbs of morels, 10 breweries, and around 7 volunteers. The 2022 festival had about 3,000 attendees, 450 lbs of morels, 20 breweries, and 50 volunteers.
Also located in the quaint Brick District is the Brick District Playhouse, a 1920s-era
landmark theatre that, since its official opening in 2018, has hosted cultural and performing arts events. Renovations are currently underway in the balcony that will finish the restoration of the Playhouse.
Progress is also seen through the continued entrepreneurial development stimulated by the ShowMe Innovation Center. This stimulation includes the growth of several large businesses over the decade that exceed the state average by 100 percent. One of those large businesses, the Callaway Nuclear Energy Center, has created an ongoing impact in the county with its annual payroll of $100 million and revenue generation of $3 billion.
The Callaway Nuclear Energy Center is also one of 20 manufacturers in Callaway County. The county offers an expanding manufacturing base with new job creation at seven local industries during the past four years. One example includes Harbison Walker International, who added a $1.9 million expansion in Fulton, retaining 70 and adding two dozen more jobs in the county.
Along with a vivacious business community and
ever-growing manufacturing sector, Callaway County’s education sector is also quite notable. Fulton’s Westminster College and William Woods University both have rich reputations – William Woods for its internationally recognized equestrian studies program and Westminster for its Green Lecture Series, which attracts leaders to the Fulton campus to discuss foreign policy issues. The most notable speaker in this series was former British Prime Minister Sir Winston Churchill, whose famous “Iron Curtain” speech in 1946 will forever be a pillar in the Fulton community. Churchill’s speech is commemorated on the Westminster campus today by the National Churchill Museum and 32-foot-long section of the Berlin Wall called Breakthrough, which is viewed by more than 20,000 visitors annually. George H.W. Bush, Gerald Ford, Mikhail Gorbachev, Harry Truman, Ronald Reagan, and Margaret Thatcher are among the great leaders who have come to the Fulton campus.
Since its founding in 1820, Callaway County has been an agricultural-based community with a rich history. The county’s outlying communities including New Bloomfield, Auxvasse, Williamsburg, Mokane,
Millersburg, Holts Summit, Portland, and Kingdom City have rich agricultural pedigrees that support farming operations for beef cattle and crop production –primarily corn, soybeans, and wheat.

The Callaway Chamber of Commerce is pleased to provide this resource to our community and those that are looking to relocate to Callaway County. In 2022, the Chamber welcomed 41 new members, held 87 events which included the 1st Annual Show-Me Innovation Collegiate Pitch Competition and The Local Lemon, a Youth Entrepreneur program. In the fall, the Chamber was
recognized at the Missouri State Chamber CCEM Conference for the Annual Lovin’ Local Shop Local Campaign. As we move into the new year, the Chamber is committed to continuing and improving these activities that will strengthen and nurture the communities of Callaway County.

With four public school districts, and two Christian based schools, Callaway County offers many K-12 education opportunities for its residents.
• Fulton Public Schools provides Chromebook computers for each student to use in grades K-12.
The Fulton School District encompasses 106 square miles and serves a population of 17,000 people. The district enrolls 2,200 students and operates 6 school sites: 3 elementary buildings (Grades K-5), a middle school (Grades 6-8), a high school (Grades 9-12), and the Fulton Early Childhood Center (PK). The district is noted for its strong academic program and its continuing commitment to excellence. Fulton Public Schools offers a wide variety of programs to ensure students come FIRST:
• Professional Learning Communities (PLC) and Positive Behavior Intervention Support (PBIS) are programs used throughout the district.
• Class sizes are at or below state standards in all grade levels.
• Five mental health professionals are available district-wide to help with social and emotional skills and are available for any student experiencing a crisis.

have been served by local schools for over one hundred years. Since the late 1800’s, when the first school in the New Bloomfield area was established, the school has grown and changed to meet the needs of the students and community. The New Bloomfield R-III schools now educate approximately 700 students every year.
Children in the New Bloomfield School District
New Bloomfield R-III serves students in grades prekindergarten through twelfth grade with a rich curriculum and a wide range of cocurricular and extra-curricular activities. Students perform above the state average on ACT, and staff is considered highly qualified in the areas they teach. The school pride can be heard and seen through the halls of the two buildings five days a week. As the pride of the community, the school continues to
follow its mission statement of Leading Lifelong Learners in all that it does.
North Callaway R-1 School District consists of the T-Bird Learning Center, two elementary schools, a middle school, and a high school. Its mascot is the Thunderbird. Geographically, the District is just over 320 square miles. Aspects of the district that may be fairly unique are operating on a 4-day week calendar, and low cost before and after school programming. North Callaway students typically attend classes Tuesday through Friday. The North Callaway R-1 School
District has been fortunate enough to receive the 21st Century Community Learning Centers (21 CCLC) competitive grant for the past several years. The 21
CCLC allows the district to operate before and after school programs for all students grades K-12 for a very nominal cost to families.
The T-Bird Learning Center houses a state-licensed childcare facility that cares for infants through five years of age. The childcare center is at full capacity (63 children) with a waiting list. T-Bird Learning Center also houses the District’s Parents as Teachers (PAT) program. PAT uses an early childhood home visiting model to provide services to pregnant women and families with children from birth through kindergarten. Lastly, the Center offers Early Childhood Special Education (ECSE) services that are designed for young children (aged 3-5) with disabilities who need specially designed instruction or related services. The District’s two elementary schools, Hatton McCredie Elementary and Williamsburg
Elementary, provide learning opportunities for children in kindergarten through fifth grade. The District has around 420 elementary students. Students learn essential skills in reading, writing, math, social studies, and science. They also start to develop social skills like sharing and respecting others.
In 2021-2022, North Callaway changed the makeup of its buildings from three K-8 schools to two K-5 buildings and the newly created North Callaway Middle School. This school is the home to approximately 238 students in grades 6-8. Uniting these young adolescents in one building has allowed additional programming and educational experiences for this grade span. While English Language Arts, Math, Science, and Social Studies are all still a vital part of a middle school student’s day, the number and type
of elective classes a student can add to their schedule has increased significantly. Students have the opportunity to take physical education, art, music, agriculture, and current events classes to name a few.
Finally, students enter North Callaway High School to complete the final four years of school. The High School provides many opportunities for discovery for over 360 students. Students are encouraged to extend their thinking and be a part of school-sponsored athletics and co-curricular activities. The District’s goal is to help them obtain the skills they will need to be successful as adults, both as leaders and contributing citizens and help students to identify their
future path, be it college, career, or military. Programs unique to the high school level include Jobs for America’s Graduates (JAG), dual-credit classes in multiple subject areas, and Career and Technical Education (CTE) classes in Agriculture and Business. Students may also choose to pursue additional CTE classes at Hart Career Center in the Mexico Public School District.
The North Callaway R-1 School District has three goals to guide all of its programs: ensure academic excellence, promote a positive learning culture, and strategically use resources. The consolidation of 18 separate school districts in 1957 resulted in the creation of the South Callaway R-II School District. In August 1959, students began school in a newly constructed brick and concrete building which served elementary and high school students. Over the next 20 years, additions of classrooms, offices and a gymnasium were made. Construction of a separate high school building was completed in 1982. The high school complex provided a

modern cornerstone for an emerging campus which includes various athletic fields and facilities. In 1996, the district expanded even further with the addition of the Early Childhood Learning Center, which houses students from preschool through second grade. In an effort to provide a creative learning atmosphere in a student centered environment, continuous renovations and expansion efforts have taken place in all areas of the campus. The district now has a total enrollment of nearly 800 students from pre-K through 12th grade.
South Callaway R-II boasts state-of-the-art technology providing each K-12 student with an iPad. This high-tech campus features district wide wireless internet access creating a 21st century learning environment. Athletic programs are available for middle and high school students in updated sports facilities. Vocational programs are offered on campus (Pro-Start, agriculture, and business) as well as at Nichols Career Center in Jefferson City, Missouri. Students seeking an alternative high school experience may do so in a variety of ways including participation in dual credit, dual enrollment, online, and alternative programs.
Kingdom Christian Academy (KCA) is a private, interdenominational, nonprofit Christian school. Their policies are not governed by any church or denomination, but rather by a corporate Board of Directors composed of Christians from various denominational backgrounds. Under the leadership of the Holy Spirit, KCA was organized by a Steering Committee in November of 1994. The following year the school incorporated, a Board of Directors was selected, and enrollments began to be accepted for the 1995-96 school year.
Kingdom Christian Academy offers Preschool through 8th-grade education and is
committed to being a place where academics and faith unite. As a community of believers, KCA’s purpose is seen by equipping and training students, through Christian education, to use their unique talents for the glory of God. In cooperation with parents and churches, KCA seeks to cultivate students who love God, through spiritual development, and who possess an understanding of God in all of creation, through academic development.
The school and its staff are devoted to enhancing Godly parenting and spiritual training by serving as an extension of the Christian home and church. Our belief is that school is just one part of the education triangle that begins at home and is continued in the church. Successful Christian education instills in each student a world and life view that is distinctively Bible
centric. As a staff and faculty of born-again believers, KCA believes that God has created each child with unique gifts. Each one has strengths and challenges and learns in different ways. Their goal is to meet each child’s specific needs while equipping all students to become mature disciples of Jesus Christ through His Holy Word.
Established in 1875, St. Peter Parish created a mission to provide faith-based instruction for the community. The current building at 700 State Road Z was dedicated in 1951 and offers an Early Childhood Learning Center and PreK-8th grade classes. Current school enrollment has a student-to-teacher ratio of 14:1. The school takes pride in family involvement and high levels of education. Westminster College is small in size but big on results. clothing items, shoes, and accessories for JAG students, students searching for employment, and Missouri Job Center candidates. Being prepared for an interview is key for success, and we are excited to be able to provide a stress-free shopping environment at no cost to students and those seeking career opportunities.
In conjunction with National Manufacturing Day (mfgday. com) events and activities, all four school districts in Callaway County are invited to various manufacturing
facilities within the county. In 2022, Avail Switchgear, Danuser, Dollar General, Hitachi Energy, and Walsworth provided tours and information to students on what they are looking for in an employee and how to apply.
Westminster and William Woods students were invited to a day of learning about future careers in Callaway County. This event aims to educate our local college students on the different employment opportunities in Callaway County. In 2022, Dollar General, Ameren
Missouri, Central Bank –Fulton, Avail Switchgear, PFS Brands, The State of Missouri, and Callaway United Way presented to 20 college students about what their company does, their available employment opportunities, how students can apply, what growth opportunities their company has to offer, and why students should choose them after graduation.
In 2022, the Callaway Chamber of Commerce hosted a Spring and Fall Job Fair/Business Expo. This event is to help local
businesses in Callaway County promote their open positions and showcase what their company has to offer. Both events saw over 20 job seekers and allowed local businesses to network with one another.
The Callaway Chamber of Commerce is partnered with the Missouri Job Center to help job seekers in many different aspects including planning a career, education, preparing for a job interview, and finding hiring events.
The Callaway Chamber of Commerce is your go-to organization for all aspects of business. The Chamber can assist businesses large or small with every stage of their business’ lifecycle. In addition, the Chamber offers one-on-one counseling to help business owners with any challenges they may face.
The Chamber can assist entrepreneurs with a wide range of needs including perfecting their business plan, minority owned certifications, understanding financials, succession planning, and more.
This program gives local collegiate entrepreneurs the opportunity to pitch their business idea to a panel of judges. Students from Westminster College, William Woods University, and Lincoln University are able to participate in this competition. Prior to the competition, the Small Business Liasion at the Chamber helps particpants to prepare by assisting with
their business plan and pitch. A first place and second place winner are awarded.
This youth entrepreneurship program teaches children ages 10-16 how to start, own, and operate their own business- a lemonade stand.
This program is similar to the Collegiate Pitch Competition,
as it gives entrepreneurs with a business idea the opportunity to “pitch” their idea to a panel of judges. 1st place winner will receive up to $3,000 worth of funding, 2nd place winner will receive $1,500. Both winners will receive a prize package. Before the competition, the entreprenuers receive oneon-one coaching with the Chamber’s Small Business Liasion.
The Chamber also provides a variety of classes for business owners throughout the year.
Topics vary and include starting a business, strategic planning, marketing, QuickBooks, e-Commerce, succession planning, and
more. The Chamber prides itself on offering all of these at no or low cost to the attendee.
The Chamber is able to partner with additional organizations to further provide resources, techonolgy, and assistance for small business owners.
Fulton Area Development Foundation, known as the FADF, is a 501(c)(3) Organization that focuses on the economic growth of Callaway County. It is also a sister organization to the Chamber. Primary functions include nurturing business growth, workforce development, and providing necessary resources to the business community that will
assist them in growing their business.
The Missouri Women’s Business Center is dedicated to breaking down barriers to entrepreneurship and entrepreneurial success, with a focus on women, minorities, and low-tomoderate income-based businesses. The Missouri Women’s Business Center assists entrepreneurs as they plan, start, build, and scale their businesses. They do so by providing accessible resources, programming, and whole health business coaching, at no cost, to all of their clients.
The Missouri Small Business Development Center (SBDC) helps businesses in every stage: concept to startup, growth to renewal, or mature to succession.
Missouri SBDC experts are located all across the state providing assistance and hosting events on a variety of business topics.
Business specialists use their expertise to help Missouri businesses with critical business development issues. Guidance addressing topics such as management, marketing and strategic planning is available for new and existing businesses. All one-on-one counseling is confidential.
In an everchanging environment, Callaway County is working to deliver many healthcare services.
Fulton State Hospital is the oldest public mental health facility west of the Mississippi. The hospital is certified by the Centers for Medicare and Medicaid Services, and has been accredited by The Joint Commission (TJC) since 1984.
Fulton State Hospital underwent a dramatic change recently that will impact the services the hospital provides. The new $211 million state-of-the-art facility has revolutionized the services provided to the clients served.
Fulton State Hospital consists of treatment units for high security patients (300 beds), individuals with developmental disabilities (24 beds), and the Sexual Offender Rehabilitation and Treatment Services (SORTS) program (125 beds). Once the Nixon Forensic Center opened, the Biggs Forensic Center closed. Clients from the Biggs Forensic Center
and Guhleman Forensic Center moved into the new facility. The hospital will continue to maintain the 22-bed minimum security Hearnes Forensic Center in a separate building on campus.
MU Health Care offers two family medicine locations in Fulton — both of which have access to MU Health Care’s network of more than 600 doctors in over 80 specialties.
Fulton Family Medicine, located at 2613 Fairway Drive, is open from 7:30 a.m. to 5 p.m. Monday through Friday. Vascular services, including vascular ultrasound imaging, are available the second Thursday of each month. Additionally, the location has an on-site lab and imaging services. The lab is open from 7:30 a.m. to 12:30 p.m. and 1:30 p.m. to 4:30 p.m. Monday through Friday. Call (573) 642-1990 to schedule an appointment.
Callaway Physicians, located at 110 Hospital Drive, is open from 8 a.m. to 5 p.m. Monday through Friday, with on-site lab hours from 7:45 a.m. to 12 p.m. and 1 p.m.
to 5 p.m. Monday through Friday. Cardiology services are also offered from 10 a.m. to 3:15 p.m. on Wednesdays, and nephrology is available from 8:30 a.m. to 1 p.m. on Wednesdays. Call (573) 6425911 to set an appointment.
MU Health Care’s Mizzou Therapy Services, located within the YMCA of Callaway County at 1715 Wood Street, offers outpatient physical therapy to people of all ages. Sarah Moore, DPT, specializes in complex diagnoses and injuries and is experienced in orthopedic and athletic conditions, as well as pelvic health and gastrointestinal dysfunction. The clinic is open from 7 a.m. to 5 p.m. Monday through Thursday and 8 a.m. to 12 p.m. on Friday. To schedule an appointment, call (573) 590-7060.
Among other nursing services, the Callaway County Health Department offers lab services. No appointment is necessary, but a physicians order is required. For information, call (573) 642-6881.

In 2022, the Callaway Chamber of Commerce held a total of 87 events.
In 2022, the Chamber held 13 ribbon cuttings and a groundbreaking ceremony. The Chamber loves to celebrate the opening of new businesses, anniversarys, and other milestones and achivements in Callaway County.
The annual banquet is a special event that recaps the prior year’s activities and puts focus on the goals of the
Chamber for the upcoming year. The following awards are presented at the event: Chamber Leadership Award, Allen Connor Youth Award, J.H. Atkinson Award, Loyal Subject Award, Chamber Ambassador of the Year, Small Business of the Year Award, and Large Business of the Year Award.
This 10-day giveaway starts on February 1st and leads up to Valentine’s Day. The goal of this campaign is to highlight local businesses,
showcase local gift ideas, and create engagement in the community. A different prize is featured each day on the Chamber’s Facebook page, and the community can win the prizes by liking, commenting on, and sharing the post. A different winner will be randomly selected each day for 10 days.
The golf tournament is a great networking opportunity for Chamber members and community leaders as they gather together on the greens to play a round of golf. The tournament gives members the opportunity to highlight their business in a relaxed setting. Awards and prizes are presented at the close of the event.
This event is held annually to create excitement, celebrate, and show community support to the educators and teachers of Callaway County. The Chamber encourages all schools within the county to participate and have their teachers attend for a morning of motivation! In 2022, over 550 teachers were in attendance and they each received a 1Canoe2 planner.
The Chamber is proud to be the host for the first Fulton High School home football game. This is a great opportunity for businesses to connect with students,
parents, and the community who attend the game. Booths are set up so that attendees pass by them and interact with participating businesses.
This event is designed to increase the awareness and interaction between two of Callaway County’s most prominent employment sectors - industry and agriculture. The event includes a program from our host as well as an award presentation, including the presentation of the AgriBusiness of the Year Award and the Legacy Farmer Award.
These monthly networking events offer Chamber members an opportunity to promote their business in a structured environment. Business After Hours events are held on the first Tuesday of every month from 5 p.m. to 6 p.m.
Business Breakfast events are typically held the third Wednesday of every month from 8 a.m. to 9 a.m. Chamber members can host these events in their location, which provides a great opportunity to further showcase their business.
This one hour virtual event is a great way to get to know the city and community leaders and officials in Callaway County and to also hear updates from them regarding the community. This event also provides businesses the opportunity to ask those leaders questions. This event is held virtually through Zoom on the first Tuesday of every month at 9 a.m.
Leadership Callaway is a premier program centered around the various facets of Callaway County that provides a backstage pass to the inner workings of our community. The class runs
from August through May, with enrollment opening in February.

The Chamber prides themselves on having a group of leaders that are diverse, engaging, and are constantly seeking success within their organizations and the Chamber. The board helps create an engaging and innovative environment by supporting the Chamber and its staff and members and always leading by example.
Since 1989, Chamber Ambassadors have been the biggest cheerleaders for the Chamber and the community. You will see them at ribbon cuttings and groundbreaking ceremonies where they celebrate business milestones. Additionally, you will see them advocating for the Chamber and recruiting businesses to join or at Chamber events lending a helping hand.

Historically, the area was inhabited primarily by the Osage.

A statue commissioned for the Fire Fighters Memorial in Kingdom City was sitting in customs in New York City on September 11th. It was donated by the Fire Fighters Association of Missouri to the New York City Fire Department to honor those killed on 9/11. In
The area was organized into Callaway County, named for Captain James Callaway—a grandson of Daniel Boone.
The Civil War begins. Missouri was a border state, with mixed loyalties. Hearing rumors of an impending invasion in October, the commander of a hastily formed militia offered to disband if the federal troops agreed not to invade. The federal commander agreed. There was a perception that the Union militia treated the area as an entity apart from the rest of the state. That’s how it became known as “The Kingdom of Callaway.”

A dedication of a monument marked Callaway County’s official birthday. The planned Bicentennial bash, like so many activities in 2020, was postponed due to the Covid-19 pandemic. In 2021, Callaway County held its celebration along with the State of Missouri’s Bicentennial.

Pay homage to brave Missouri firefighters who gave the ultimate sacrifice in the line of duty at the Fire Fighters Memorial. In 2001, a statue commissioned for this memorial had just arrived in port from Italy. The Fire Fighters Association of Missouri donated that statue to New York City in honor of the heroes from the September 11 attack on the World Trade Center.
