Consistent Leadership Leadership and mentoring require consistency. Consistency doesn’t mean perfection, but it means doing what is required when it is opportune and when it is also a struggle. The ability to maintain consistency, is paramount. In this way, it is no different than diet, exercise, or any other thing that you expect results from. The number of tips, tricks, suggestion, and quotes that float around about how to be a good leader, can be mind numbing. You have to find a balance and learn what your consistency is. A key part of that is admitting that you aren’t perfect and making sure that those you lead, also understand that. Don’t try to sell them that bill of goods, they need to know that you are human and fallable at times. But if you are consistent in either doing what is right or admitting that you have made a mistake or failed and rectifying it, then you are on the right path. There are a couple of traps to be avoided in the path to
consistency. The first being, “Hey look what I did” leader. This is the leader that brags about what they did, posts everything they did for someone to social media (similar to posting a selfie of helping someone in need). The best acts of leadership can be retold to teach or give lessons, but this cannot be from a showboating standpoint. The other trap, is “parental wallet leadership.” This is when you are really absent as a leader to the needs of those under and around you, but you show up occasionally and give a “reward” or a trinket and expect them to be happy. Both of these traps can easily demoralize those you lead. The showboating, can make them feel like they are just a prop or a social project. It probably also makes them feel like you are doing things only for the self-attention. The “parental wallet” may give those around them something that they want, but will not be around to provide mentorship
and growth opportunities. Be the leader and mentor that you always wanted. Be consistent, look for traps, and solicit feedback. Use the feedback you get to refine and improve. Remember that consistency pays off. A good leader will have confidants that help them to spot things in their blind spots. Using the advice from the confidants, informed and accurate decisions and paths can be achieved.

2023 GSFA GAFC Conference Review This year's conference was held August 22-25th in Augusta, GA. The conference was a huge success. This year we had the most in attendance in over a decade. I would like to start by saying thank you to all the attendees, and special Thank You to all the vendors and Business partners who continue to support the fire service in Georgia. This year’s theme was “Better Together” and that we are. The success of this conference was a shared effort by Georgia State Firefighters and Georgia Fire Chiefs that proved we are better together. Thanks to all the hard work the Augusta fire department contributed to the success of this conference. Also, I would like to extend a special” Thank You” to the conference committee volunteers for working alongside the business managers Yalonde Tanner and staff with GAFC and Taylor Moore and staff with GSFA. It takes a lot of work to have a successful conference and this year was no exception. On the first day of GSFA business session we started our day with an invocation from our Chapman Ronnie Cowart.
The first order of business was to approve the minutes from 2022 these were passed and approved by the membership body present. In old business we reviewed a resolution brought before the body in 2022 by Cartersville fire department in regard to residential sprinklers. There was legislation presented at the capital during the 2023 session, however the legislation did not make it through crossover day. We look forward to this legislation being reintroduced next year in 2024. As your president I presented the State of the Association. During this presentation It was reported Membership is flat. GSFA has a total of 3,251 members: 3,113 Active, 21 Active Ret., 98 Retired, and 19 Lifetime Members. As we move forward with getting our district VP's active and setting up membership drives during district meetings, we hope to achieve an increase in membership. Secondly, I am proud to report a short financial update as of June 30, 2023, GSFA total equities of $216,443.22. A joint account report from GAFC treasurer Chief Zaydel will be given tomorrow.
Over the past few years some of our membership has questioned the practice of having a business manager from outside of our state manage the business of our association. After the conference in 2022 we sent out RFP in search of a business manager within the state of Georgia. We had several RFP submitted, however after interviews the board decided to remain with our current contract holder, AAM (Advance Association Management) from Nebraska. Currently, we are under a contract until 2024, at which time we will review all our options. AAM has provided great service to our association. New Business: GSFA board has reviewed the bylaws and with every change of leadership usually comes changes in By-Laws. This year there were a few amendments to our current bylaws, and also some additions too. All changes and Additions to the By-Laws were voted on and passed by the body.

standing president of the association. I am honored to have served as your president over the last year and even further honored to have the responsibility of choosing this year's recipient of this award. There were many deserving individuals that came to mind when choosing the recipient of this award, but only one could be chosen. The recipient of this award is an individual who has dedicated his life to public servant hood. He has demonstrated, in my opinion, what is required to be a great leader. This individual has always told
me what I needed to hear, rather than what I wanted to hear. He is a man of integrity and believes in living life by strong standard and values. This individual has shown me to trust in God for guidance and for help when I needed it most. He exemplifies what it means to have self-sacrifice and to always put others before himself. He believes the most in people and strives to allow them to use their knowledge, skills, and ability to achieve their full potential, all while supporting and guiding them when needed. Self Ownership
If you did not have the opportunity to attend the 2023 Georgia Fire Service Conference this year, you missed an outstanding conference. The event started with a keynote speaker who ignited the educational atmosphere. Dr. David Griffin of the Charleston Fire Department gave a heartfelt account of being the driver operator for the first arriving engine on the Super Sofa fire, which claimed nine Charleston Firefighter's lives. Dr. Griffin's account describes the struggles he encountered due to being unable to do his job as a pump operator and completing the simple function of putting the engine into pump gear (Griffin, 2023.). He later explained how he needed more self-ownership in his personal training before this day, and as a result, he only knew enough about pump operations to pass the test to become a relief driver (Griffin, 2023). He further described his struggles to charge attack lines with people inside calling for water. Many of us there at the conference had heard his presenta-
tion before; however, several attendees stated that his message resonated with them during this conference. The question has to be asked: does today's fire service embrace self-ownership of training? Firefighters frequently have a different view of who is responsible for their personal training. Many training officers have the same story to share; their personnel think it is the organization's responsibility to provide all the training needed to do their job. While each department is responsible for providing training to ensure each of its firefighters is operationally ready, each firefighter is ultimately accountable for his/her training. Chief Rick Lasky equates pride to personal commitment (Lasky, 2019). Firefighters who do not take ownership of their own training lack personal commitment and therefore lack pride. We all have encountered people at the fire department who are either looking for a part-time job with benefits, a poser, or a t-shirt wearer who only works or volunteers for the fire department for reasons other than to be a public servant. These firefighters will always blame their shortfalls in their
ability to do their job in their fire department. They will never accept that they assumed a responsibility to be prepared to respond and function on emergency scenes. These firefighters also shy away from training either because they are embarrassed by their lack of skills or do not have the desire to do what it takes to be a firefighter. Firefighters must accept that their training will determine how well they perform on any emergency scenes (Lasky, 2019). The sheer number of skills firefighters are expected to be proficient at is staggering. Some of these skills are those we repeat almost daily, call, or shift. On the other hand, we may not have to utilize these skills years after we learned them in basic training. However, we will be expected to perform these skills with high professionalism and efficiency in emergencies. When a structure fire occurs, the family expects the firefighters who arrive to be able to do what is needed to save their loved ones. When was the last time you trained on doing a beam raise to a second-floor window and rescuing a person from out of that window? AUTUMN 2023 • 21

Self Ownership (continued) This activity is a once-in-acareer event for most firefighters. If you have yet to do a beam raise in eight years since basic training, how well will you perform? Will you be quick enough and skilled enough to get the ladder placed correctly and quick enough to save the victim before they are overcome by smoke or flames? Imagine the feeling you would have if this skill had not been practiced or discussed. Even worse, imagine the guilt that you would feel if this operation did not go well because of your lack of refresher training and skill maintenance. Your abilities may decide whether a family ever sees their child or loved one again. Dr. Griffin explains how his life was impacted by the lack of ability to do his job that day. He was at the pump panel during the Charleston Super Sofa Fire. This led to him turning to alcohol painkillers and becoming a mixed martial arts competitor (Griffin, 2013, p. xiv). He had entered into a stage of being self-destructive. Luckily, he turned his life around and decided to heal healthily. Unfortunately, not all emergency responders can find a healthy way to cope. Self-ownership does not stop with training; it also spills over to station duties, equipment maintenance, and appearance. How well were your emergency response units checked to ensure operational readiness? What is the condition of your personal protective equipment? How clean is your station? Perceptions are a reality in the fire service. If the public or an elected official stops by the fire station and the equipment is in disarray or the station
is dirty, how will this impact his or her confidence in the local fire department? It is easy to blame someone else when this happens, but ultimately, we are all responsible. Be the person who encourages other firefighters at your station, crew, or volunteer department to train and practice as much as possible. Become an example to follow and be a positive mentor to younger firefighters to teach them the necessity of training. Younger firefighters push the senior firefighters or officers to train, be the squeaky wheel. If something is dirty or not in the shape needed, clean it or fix it. Don't say, "I didn't leave it that way, so I will not fix it." Once this happens, you have moved from being responsible to accepting ownership in making your department or profession better (Bjorge, 2022). Any firefighter, company officer, or Chief Officer will experience that call, which will stay with them for the rest of their career. How well you train or prepare will determine if it is a proud memory or a demon that wakes you up at night. Self-ownership in all aspects of your profession ensures your equipment is always ready and you are prepared for whatever situation you may encounter. If you have not faced one of these situations yet, try to imagine how Dr. David Griffin felt when he could not do his job and supply water to those who were becoming lost and trapped, calling for help. Take responsibility for your training and make every day a training day.

We close out another year, and what a great year it has been. If you were not able to attend the joint fire service conference this year in Augusta, I’m here to tell you, you missed a great time. If you could not attend this year try to plan to attend in 2024. The educational committee has a lot of work to do to keep up with the pace of this year. The firefighter’s competition is always one of my favorite things to watch at the conference, what a great time this event was. I hope each and everyone of you have a great and safe holiday season.
Understanding Fire Dynamics
Let’s look into fire investigation and the investigator as it relates to fire dynamics. The fire investigator must truly understand and be capable of interpreting fire patterns. Fire patterns are the results of smoke coming into contact with walls or ceilings, leaving a residue that forms the pattern, as the smoke rises it leaves a "V" shaped pattern. As the smoke rises upward the V shape pattern is created because of air entrainment. This pattern is basically etched on the structure’s walls and or ceiling. This pattern will point the fire
investigator in the direction of area of fire origin. When understood properly, these burn patterns will direct the investigator toward the path of fire spread in reverse; this will lead the investigator back to the area where the fire originated, and then begin to determine what caused the fire. The fire patterns take on many forms depending on where they come in contact with and how they intersect with flames. When smoke meets with flames on a wall at the same time an hour glass pattern is generally formed. The fire pattern is also deterWhen investigating a fire, paying attention to the "V" shaped smoke pattern can help pinpoint the start of the blaze.

Fire Dynamics (continued) mined by the fuel load of the origin of the fire and how far and close it is to the wall. The further away from the wall the origin is the fire pattern or the V will be higher and rounder than if the origin is close to the wall. Understanding fire dynamics can assist the fire investigator, whether it’s an accidental or intentional set fire. According to the National Institute of Standards and Technology (NIST), the definition of fire dynamics is the study of how chemistry, fire science, material science and the mechanical engineering disciplines of fluid mechanics and heat transfer interact to influence fire behavior. In other words, Fire Dynamics is the study of how fires start, spread and develop. It is imperative that the fire investigator understands fire dynamics from start of ignition to the end of combustion. Each phase of the fire has different aspects and affects the heat release rates of a given item and how it contributes to fire spread. The investigator needs to know the heat release rates of certain materials to help determine fire travel, smoke patterns and velocity of the fire. “The single most important factor in fire scene reconstruction is the fire plume, which is a buoyant column of hot gases produced by the combustion of a fuel source emitting a vertical column of flames and hot products of combustion fire plumes can originate from any fuel combusting that has a sufficient heat release rate to generate a buoyant column of flames and smoke” (David J. to understand four basic fire plumes. “The first is axisymmetric plumes which displays a radial distribution from a common vertical plume centerline” (David J. Icove, 2013). Then we have the window plume which is ventilation controlled and is seen usually in window openings are large areas where the rate at fire cannot burn all the material fast enough and with air entering the room and exiting the room allowing it to burn outside the fire room. The next is the balcony plume which appear on over hangs, these plumes generally appear on porches or overhangs of structures as the fire travels out of the room of origin. Then the last plume we need to understand is the line plume these plumes are long lines along the front lines of fires. They can also be used in large areas such as warehouses. The fire investigator should also understand how an enclosure fills with smoke and the effects it has on the investigation. As combustion starts smoke is rising to the ceiling or upwards. As it reaches the upper most part of the room it spreads and fills the entire space then starts to flow downward filling the room with smoke. This is important to the investigator as it shows how much smoke was actually in the room. This smoke leaves a demarcation around the room and gives the investigator an idea of how much smoke was in the room. This could be very helpful especially when a fire fatality is involved. The amount of smoke is dependent on the fire load and
the rate at which the fire is burning. The demarcation left by the smoke is also dependent on how much ventilation or how much the room is open. References David J. Icove, J. D. (2013). Is Brotherhood Important?

The Oxford Dictionary defines Brotherhood as, “an association of people linked by a common interest.” I have heard for years that there isn’t any Brotherhood in the Fire Service anymore. In most cases, those that have made this statement have done very little to foster Brotherhood themselves. I believe one of the reasons that people feel this way is because they don’t truly understand what Brotherhood means. There are clinical definitions, like the one at the top of the article, but they don’t get into the underlying truths. Brotherhood more simply is when one of your coworkers is out sick, and you call or text them to see if they need anything. When the “old guy” that you barely know, is having a retirement party and you go to it and wish him well. It is when a department member has a new baby, and you ooh and ahh appropriately when they show you a picture. It is when you see a look of concern on someone’s face, and you ask them what’s wrong, and then listen without being judgmental. It’s when someone else got the promotion that you wanted, but you still offer your congratulations. It’s when someone in your de-
partment (not just at your station) has lost a loved one and you visit them at the funeral home and/or go to the funeral. It is when you make it a point to tell someone “Good morning,” or at least recognize they are one of you (including rookies and recruits), regardless of what kind of day you are having. It’s when someone wants to talk, and you give them that opportunity, without constantly thinking about what you will say, as soon as they stop talking. When you look for the good things about your coworkers and not consistently dwelling on the things they do that annoys you. It is recognizing each coworker’s worth, even if they are not your favorite person. It’s when you assign a subordinate a task, and then help them accomplish the task, even when it is “beneath your rank requirements.” It’s replacing the paper towel or toilet paper roll, for the next person, even though there is still a sheet left on the old roll. Brotherhood is more than just “having each other’s back” on a call, it’s about having each other’s best interest in mind every day. We all have negative thoughts, but if that is the normal connotation of our conversations, then we are having a negative impact on moral and Brotherhood, whether we want to admit it or not! The greatest example of broth-
erhood was Jesus on the cross. He gave himself for everyone else, while making himself of no reputation. Scripture tells us that “Greater love hath no man than this, that a man lay down his life for his friends.” John 15:13. This not only refers to literally being willing to die for someone else, but to be willing to put their needs ahead of your own. So, IS Brotherhood Important? ABSOLUTELY!! It’s the difference between just having a job and being part of something much bigger! Should we get satisfaction from our own accomplishments and abilities? Of course, but when things become all about me, Brotherhood ceases to exist. My own simple definition of Brotherhood is this: Brotherhood is not about what your Brothers and Sisters do for you, it’s about what you do for them! Using DLA Disposition Services to Breathe Easier By Jeff Landenberger DLA Disposition Services Georgia's volunteer fire departments in Taliaferro and Warren counties have expanded their operational capabilities, thanks to the DoD Firefighter Property Program and the Defense Logistics Agency Disposition Services. This collaborative effort, involving DLA Disposition Services, the US Forest Service, and state forestry agencies, grants firefighters access to surplus Department of Defense Department equipment, enabling them to acquire firefighting and emergency service resources. Nathan Cranata, a ranger with the Georgia Forestry Commission, said one of his duties with GFC is to screen property available through the program. While browsing the DLA Disposition Services website, Cranata discovered two trailers containing Cascade Systems, which are essential for refilling firefighters' air tanks during operations. Unlike stationary setups in firehouses, these portable units refill air tanks on-site. "In a four-hour structure fire, a department with only 20 cylinders would exhaust its air supply. To replenish the air, they either need to transport the empty cylinders back to the station or request additional tanks," Cranata explained. Recognizing the value of these mobile Cascade Systems, Cranata reached out to the volunteer fire departments of Taliaferro and Warren counties. Although they already had stationary cascade systems, the portable trailers offered a unique solution to their
cylinder availability constraints, enhancing their readiness for immediate emergency response. "These trailers are something neither department would have been able to afford otherwise,” Cranata said. “They each have stationary cascade systems they use, but those did not provide mobility." He emphasized that the trailers' conditions were worth the trip, despite classification codes. Both departments decided to pick up the trailers themselves, the more cost-effective option compared to transport costs if handled by forestry. “DLA valued the trailers at around $60,000 [original acquisition value], but the departments
estimated their new cost at approximately $130,000,” Cranata said. “The acquisition of these trailers through the FFP saved taxpayers $260,000 and will enable the departments to sell their old cascade systems, funding new equipment purchases.” He added that the impact these trailers will make goes beyond the two counties that acquired them. Surrounding areas with mutual aid agreements will also benefit when the trailers are deployed to fires in their respective areas.
