Robust research methodologies, improved intelligence picture and understanding of mechanisms behind organised crime activities related to trafficking of cultural goods both offline and online, modus operandi, possible nexus with terrorist financing; Enhanced ability of security practitioners to identify organised crime networks involved in trafficking in cultural goods and to detect their illicit business models, including financial aspects and money laundering activities in this sector; Enhanced ability of security practitioners to detect and prevent the emergence of organised crime networks involved in trafficking in cultural goods, and to respond to the threat of existing organisations; Improved and validated tools, skills and training materials (including the lawful courtproof collection of crime evidence) for European Police Authorities, Border Guards and Customs Authorities to tackle criminal activities related to trafficking of cultural goods;Improved cooperation between European Police Authorities, Border Guards and Customs Authorities, as well as with specialised researchers and international actors, in tackling this form of crime; Improved databases on stolen/trafficked cultural goods; Improved evidence-based policy-making against trafficking in cultural goods

Eligible Activities

The proposals in this topic should shed a light on these issues through robust research methodologies that prioritise new data collection and analysis, and applications towards the development of evidence-based policy. Proposals should support the gathering of intelligence and the development of tools that Police Authorities and other relevant practitioners need to fight this crime and to collect actionable (cross-border) evidence acceptable in court, with the ultimate goal of disrupting the illicit trade and of mitigating its harmful effects in Europe and beyond.

Objective

European Police Authorities benefit from better, modern and validated tools and training curricula to anticipate and cope with new and emerging technologies (notably 5G and beyond, as well as application-level communication, quantum computers and potential of quantum technology to encrypt communications) and facilitate their (specialised) daily work on prevention, detection and investigation of criminal and terrorist offences; European common approaches are made available to policy-makers and security practitioners for analysing risks/threats, and identifying and deploying relevant security measures while performing lawful interception in this new age, which take into account legal and ethical rules of operation, cost-benefit considerations, as well as fundamental rights such as privacy, protection of personal data and free movement of persons; Improved support in shaping and tuning of regulation by security policy-makers on lawful interception in case of new communication capabilities abused by criminals and terrorists, including on procedures and rules for the exchange of data retrieved from the lawful interception between Member States and on international scale, taking into account the court-proof nature of the evidence; Increased contribution of Police Authorities to standardisation activity in relation with lawful interception and access to digital evidences, by fostering a European approach to the challenges posed by new technologies in the field of communication for the police and the judiciary; Improved understanding of the capacity and usefulness of lawful interception in tackling terrorism and other forms of crime, and of the key challenges related to its capability to cope with new and emerging technologies.

Eligible Activities

there is a strong need to adequately tackle challenges for Police Authorities stemming from all these emerging developments as well as to make sure that lawful interception keeps track with these evolutions, respecting applicable legislation and fundamental rights such as personal data protection and privacy.

Objective

Projects should contribute to at least two of the following expected outcomes: Comprehensive stocktaking of developments over the last decade, so that the European Union’s democracy support efforts can both regain traction and be revamped where necessary. Development of an improved policy toolkit for supporting liberal democracy in the European Union’s neighbourhood, paving the way for more stability and cooperation. Evidence base for the mid-term review of the implementation of the Action Plan for Human Rights and Democracy 2020-2024. Reflection on the European Union’s aspiration and role in supporting democracy in its neighbourhood.

Eligible Activities

Proposals are expected to address some of the following points: To take stock of developments in democracy building or failure in the EU’s neighbourhood countries. Research should draw lessons as regards success factors and barriers (political, economic, social, cultural, etc.) in the different regional, national and supranational contexts. The role of third country actors like the United States of America, China, Russia and their impact on democratisation processes or the entrenchment of authoritarianism should be examined. Similarly, the interplay of security and stability considerations and democratisation support in the EU’s agenda and actions should be analysed. Proposals should also assess the mechanisms the EU uses to support political change, as well as examine the discourses and narratives it employs and the actors it targets. They are expected to collect reliable and comparable data on funding for democracy, human rights, gender equality, the rule of law and good governance support, in order to build an account of the outcomes of a decade’s efforts, and thus facilitate learning and improvement. International cooperation with partners from countries in the EU’s neighbourhood is strongly encouraged.

Projects should contribute to both of the following expected outcomes: Comparative and historical analysis of the multilevel political impacts of the COVID-19 pandemic crisis, including governance responses. Recommendations, based on normative and empirical approaches, to enhance the capacity of the EU and other democratic institutions, governments and intergovernmental bodies to build responses to global catastrophes based on international collaboration, solidarity, the rule of law and respect of fundamental values and human rights.

Eligible Activities

Proposals are expected to address the following: Examine the impacts of the different “exceptional or crisis politics”, including the invocation of emergency clauses under human rights law, on the constitutional and democratic polity (rule of law, political institutions, political participation, human rights and freedoms). A comparative and historical analysis, taking into account the varying approaches followed by the different governments, including the digitalisation of political participation and the respect for human rights and freedoms in the digital sphere, is encouraged.

The MSCA Doctoral Networks will raise the attractiveness and excellence of doctoral training in Europe. Eligible Activities

MSCA Doctoral Networks will implement doctoral programmes, by partnerships of universities, research institutions and research infrastructures, businesses including SMEs, and other socio-economic actors from different countries across Europe and beyond. MSCA Doctoral Networks are indeed open to the participation of organisations from third countries, in view of fostering strategic international partnerships for the training and exchange of researchers.These doctoral programmes will respond to well-identified needs in various R&I areas, expose the researchers to the academic and non-academic sectors, and offer training in research-related, as well as transferable skills[1] and competences relevant for innovation and long-term employability (e.g. entrepreneurship, commercialisation of results, Intellectual Property Rights, communication). Objective

This topic aims to support actions that foster the collaboration between local and regional authorities and energy communities and/or actions that develop integrated services to facilitate the emergence and growth of community energy projects. Energy communities can help citizens and local authorities invest in renewables and energy efficiency. The participation of citizens in renewable energy projects may also overcome social acceptance at the local level. Community-owned projects allow citizens to finance sustainable energy investments that deliver local economic benefits, social cohesion, and other priorities such as improving the energy efficiency of housing or reducing energy poverty.

Eligible Activities

This topic will support actions covering at least ONE of the scopes below: Scope A - Local authorities collaborating with citizen-led-initiatives Under this scope, proposals should foster the collaboration between local and regional authorities (including energy agencies) and energy communities. Scope B - Developing integrated services to support community energy Under this scope, proposals should support actions that improve market conditions and develop integrated services aimed at reducing complexity, simplifying decision making and stimulating the creation of community energy projects.

Objective

The global objective of this call for proposals is to further align the justice system of Bosnia and Herzegovina with European standards and the EU acquis. The specific objective(s) of this call for proposals is to strengthen the rule of law in BiH, notably by enhancing the independence, quality, effectiveness, accountability, and efficiency in the BiH justice sector and its results in fight against corruption.

Eligible Activities

The proposed action must include the following components but should not be limited to those: Component I: Support to the EU-led monitoring operation and the Integrity Unit within the HJPC Secretariat as regards the asset verification process for judicial office holders Component II: Foster ‚Rule of Law’ culture in BiH, including education on ethics, integrity and professionalism for law students and prospect judicial office holders Component III: Support the coordination and cooperation on the criminal justice chain in organized crime and corruption cases, including the consolidation of the results of EU4Justice phase I Component IV: Support to Justice Sector Reform Component V: Project visibility Component VI: Project reporting

Objective

The global objective of this call for proposals is to enhance the involvement and impact of the civil society in contributing to the rule of law and to a more resilient and cohesive society. The specific objective of this call for proposals is to encourage state and non-state actors to work together to build resilient and inclusive communities able to encourage youth participation in cultural, social, economic and public life, to reduce the risks of young people and vulnerable groups being attracted to violent extremism and organised crime, and to effective reintegration, resocialisation and rehabilitation of convicted persons after release..

Eligible Activities

The proposed actions must address at least one priority listed below in order for an application to be considered eligible: Priority area 1: the objective of this priority is to improve the rehabilitation, reintegration and resocialisation of convicted persons to reduce the risk of re-offending and vulnerability after release. Priority area 2: the objective of this priority is to encourage participation of civil society in preventing and countering violent extremisms leading to radicalisation and engaging at local level in sensitive areas where radicalisation is more eager to spread. Priority area 3: the objective of this priority is to support establishment of networking/ platform for cooperation with public institutions at central/municipal level and local business community for enabling environment for improving socioeconomic inclusion and services.

The global objective of this call for proposals is the development of the Armenian economy by supporting the creation and strengthening of small businesses in the cultural and creative industries sector, contributing to the country’s job creation and socio-economic growth. The specific objective(s) of this call for proposals are: 1. To support Armenian creatives to set up, grow and expand viable and sustainable businesses with a national and global outreach by providing a proper mix of financial and business development services to unlock the creatives’ and CCIs potential. 2. To enable the upscaling of entrepreneurial skills of Armenian creatives to support them to establish sustainable businesses by increasing their knowhow in company creation and management, as well as to improve the conditions for market access for CCIs through increased business capacities of different sub-sectors. 3. To improve the governance and effectiveness of the Armenian entrepreneurial ecosystem of the cultural and creative industries sector by capacitating ecosystem players and enablers to work with and for creatives and by providing them with sustainable options to build a more effective support system. 4. To enhance the infrastructure for sustainable creative industries through effective hard (physical) and soft investments, networking, effective business support and effective collaborations

Eligible Activities

1. Incubation, acceleration, and finance to support creatives/creative businesses in the ideation, validation, launch and growth of business ideas and creative enterprises 2. Business capacity building to support creatives/creative businesses to become more entrepreneurial; 3. Creative Hubs infrastructural and soft development to support entrepreneurs in the creative sector to find suitable spaces for work, startup development, community-building and networking 4. Ecosystem development for the benefit of new and existing entrepreneurs and ecosystem builders in the creative sector

La(s) prioridad(es) de la presente convocatoria de propuestas es/son: 1. Fomentar el diálogo y la colaboración para ayudar a vincular mejor a los beneficiarios de la protección social (especialmente los más vulnerables y discriminados: indígenas, personas con discapacidad, población de quintiles más pobres, mujeres rurales, personas LGTBI, etc.) con la programación de los servicios básicos de los actores gubernamentales y no gubernamentales, en articulación con otros sectores pertinentes (empleo, educación, salud, trabajo social, nutrición, seguridad alimentaria, servicios agrícolas, medio ambiente, resiliencia al cambio climático). 2. Articular una amplia plataforma nacional de organizaciones de la sociedad civil abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la implementación del sistema de protección social de Paraguay y apoyar la concertación nacional. 3. Reforzar la información, transparencia y la rendición de cuentas del sector, así como la auditoría social de los ciudadanos en la definición e implementación del SPS. 4. Fortalecer las capacidades de las organizaciones de la sociedad civil activas en el sector para mejorar su impacto positivo en el SPS.

Eligible Activities

Creación, mantenimiento y articulación de una plataforma común nacional de organizaciones de la sociedad civil, abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la educación de la educación en Paraguay.  Articular a través de esta plataforma un diálogo permanente sobre políticas de protección social, en primer lugar, con las autoridades públicas del sector, en particular a través de un trabajo conjunto con la UTGS.  Promoción de la implicación de los ciudadanos, incluyendo los representantes de la sociedad civil y del sector privado, y establecimiento de mecanismos permanentes de consulta ciudadana y de diálogo multi-actor en la definición y gestión de las políticas públicas de protección social
