The Work Programme 2021-2022 for the Civil Security for Society Cluster under the new Horizon Europe Programme The new Horizon Programme is structured in different pillars and dimensions of interventions (see figure n. 1). Within the pillar 2, funding interventions will target for the 2021-2027, specific thematic clusters and missions.

What follows is our description for this week of the Cluster 3 - Civil Security for Society, its objectives and funding conditions together with the new funding calls under the Horizon Europe Programme

The Civil Security for Society Cluster and its Work Programme for 2021-2022 years

The Pillar 2 of the Horizon Europe Programme includes Global Challenges, supporting research relating to societal challenges. It is also aimed at reinforcing technological and industrial capacities through different clusters. It also includes the Joint Research Centre which supports EU and national policymakers with independent scientific evidence and technical support.

for Society, the 2021-2022 Work Programme includes the structure of interventions to be implemented through the current two years, thorugh three different destinations. Destination 1 - Better protect the EU and its citizens against Crime and Terrorism

The goal of this Destination is to bring improved prevention, investigation and mitigation of impacts of crime, including of new/ emerging criminal modi operandi (such as those exploiting digitisation and other technologies). Such an approach needs to be based on a deeper knowledge of human and social aspects of relevant societal challenges, such as child sexual exploitation, violent radicalisation, trafficking of human beings, disinformation and fake news, corruption and cyber criminality, including support to victims. Research can further help to transpose such knowledge into the operational activities of Police Authorities, as well as civil society organisations. Expected impacts:

The implementation of the research activities of this destination will make crime and terrorism more effectively tackled, while respecting fundamental rights, thanks to more powerful prevention, preparedness and response, a better understanding of related human, societal and technological aspects, and the development of cutting-edge capabilities for police authorities including measures against cybercrime. Overall indicative 2021-2022 budget: 87bn EUR

This Destination addresses, among other, objectives identified by the Security Union Strategyas well as the border management and security dimensions of the New Pact on Migration and Asylum. As such, topics included under the Destination are aimed at ensuring strong European land, air and sea external borders. This includes by developing strong capabilities for checks at external borders hence safeguarding the integrity and functioning of the Schengen area without controls at the internal borders, by compensating the absence of intra-EU border checks; being capable to carry out systematic border checks, including identity, health and security checks as necessary, while facilitating the travel of bona fide travellers and respecting rights and possible vulnerabilities of individuals; providing integrated and continuous border surveillance, situational awareness and analysis support; combating identity and document frauds; supporting future technology for the European Border and Coast Guard; supporting the interoperability and performance of EU data exchange and analysis IT systems; supporting better risk detection, incident response and crime prevention; improving European preparedness to, and management of, future rapidly evolving changes; and updating our maritime security management including migration, trafficking as well as search and rescue capabilities. Expected impacts: Proposals for topics under this Destination should set out a credible pathway to contributing to the following expected impacts of the Horizon Europe Strategic Plan:

Destination 2 - Effective management of EU external - Improved security of EU land and air borders, as well as sea borborders ders and maritime environment,

infrastructures and activities, against accidents, natural disasters and security challenges such as illegal trafficking, piracy and potential terrorist attacks, cyber and hybrid threats; - Improved border crossing experience for travellers and border authorities staff, while maintaining security and monitoring of movements across air, land and sea EU external borders, supporting the Schengen space, reducing illegal movements of people and goods across those borders and protecting fundamental rights of travellers; - Improved customs and supply chain security though better prevention, detection, deterrence and fight of illegal activities involving flows of goods across EU external border crossing points and through the supply chain, minimising disruption to trade flows. Overall indicative 2021-2022 budget: 55.5bn EUR

Destination 3 - Resilient Infrastructures

The reliable, robust and resilient operation of infrastructures is vital for the security, well-being and economic prosperity of people in Europe. They provide the basis for our daily lives, connect people to each other and guarantee different kinds of social and economic interactions. To be able to allow for such interactions, be it in transport, communications or services, infrastructures has grown more complex to keep up with the development of modern societies, while at the same time ensuring their resilience against disasters and the impacts of climate change and other factors that affect society e.g. demographic changes. INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES

Programme

Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.

Administration

Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.

Objective

Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.

Eligible Activities

Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.

Eligible Applicants

Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Contribution to the implementation of the 2020-2024 EU Action Plan on firearms trafficking; Improved intelligence picture of firearms trafficking in Europe, modus operandi of such criminal organisations, both offline and online; European Police Authorities, Customs and Border Guards Authorities, as well as forensics specialists and prosecutors benefit from modern and validated tools, skills and training curricula (including on the lawful court-proof collection of crime evidence) to tackle criminal activities related to firearms trafficking; Harmonised procedures in the investigation of trans-border crimes in full compliance with applicable legislation on protection of personal data; Improved cooperation between European Police and Border Guards Authorities, as well as with international actors, in tackling this form of crime; Strengthened ability of security practitioners to identify organised crime networks involved in firearms trafficking in an early stage; Reduced diversion of firearms into criminal hands in Europe; Enhanced ability of security practitioners to prevent the emergence of organised crime networks involved in firearms trafficking, and respond to the threat of existing organisations; Improved shaping and tuning of regulation related to the fight against firearms trafficking by security policy-makers.

Activities proposed within this topic should address both technological and societal dimensions of the firearms trafficking. Connections with other forms of crime should be tackled too. The international dimension should be analysed as well, including but not limited to the firearms smuggling processes.

Use of modern, robust, validated, easy-to-use and reliable biometric technologies by forensic institutes and security practitioners, notably Police Authorities, improving European investigation capabilities to fight terrorism and other forms of serious and organised crime; Shorter court cases due to the availability of more solid (cross-border) forensic evidence that is acceptable in court; Policy-makers and security practitioners benefit from European common approaches for analysing risks/threats, and identifying and deploying relevant security measures while exploiting biometric information, which take into account legal and ethical rules of operation, the procedural differences in the creation of biometric information (considering the gender dimension where relevant), cost-benefit considerations, as well as fundamental rights such as privacy, protection of personal data and free movement of persons; Improved support to policy-making on the use of biometric technologies by forensics institutes and Police Authorities; Improved understanding of the capacity and usefulness of biometric technologies information in tackling terrorism and other forms of serious and organised crime, and of the key challenges related to it, such as harmonisation/standardisation of data and processes; Contribution to the development of European standards for the handling and processing of biometrics in the context of judicial investigation; Forensic practitioners active in biometrics are provided with modern education and training curricula.

Objective

Expected outcomes: European citizens are educated, motivated and empowered to use digital tools for monitoring and managing their own physical, mental and social health and well-being. As a result, they take on a more active role in achieving their health potential and in adopting healthy lifestyles at home, in the community and at work, and they also interact better with their doctors and carers (receiving and providing feedback). Member States actively contribute to health literacy efforts, monitor and evaluate them. Health care and social services are better integrated, affordable, open to diversity and inclusion. Health promotion and disease prevention are enhanced by the awareness of healthier lifestyle behaviours, and overall there are better health outcomes throughout the life-course. .

Eligible Activities

Map health literacy research in the EU (and beyond). Develop a comprehensive and inclusive European strategy in improving (digital) health literacy for the benefit of all citizens focusing on health promotion, disease prevention, treatment and (self-)care as well as on monitoring its impact on the quality of life, wellbeing, productivity and the economy, taking into account geographic, social and economic determinants of inequities in digital health literacy. Help patients navigate the health care systems, interact with their doctors and carers as well as better manage their own health at home, in the community and at work. Create a network of champions in digital health literacy across the EU (and beyond) to foster exchange and uptake of best practices. Set concrete targets as well as areas for improvement on health literacy levels across Europe. Develop monitoring mechanisms and indicators to assess health literacy levels and their evolution across Member States. Include stakeholders from all relevant sectors (including but not limited to education, innovation, health care, Medtech, media) and involve also citizens in the co-creation, design, planning, implementation and evaluation of the strategy, including through social innovation tools and approaches..

Objective

delivering results that are directed, tailored towards and contributing to all of the following expected outcomes: An improved and professionalised NCP service across Europe, thereby helping simplify access to Horizon Europe calls, lowering the entry barriers for newcomers, and raising the average quality of proposals submitted. A more consistent level of NCP support services across Europe. The network of National Focal Points (NFPs) supporting the implementation of the EU Health programmes and the Enterprise Europe Network (EENs) providing support for small and medium-sized enterprises will be closely collaborating with the network of National Contact Points (NCPs) for the Health Cluster based on identified complementarities and synergies.

Eligible Activities

Proposals should aim to facilitate trans-national co-operation between National Contact Points (NCPs) with a view to identifying and sharing good practices and raising the general standard of support to programme applicants. The network will organise NCP Information Days, NCP trainings, brokerage events for potential participants and provide appropriate tools and instruments to support NCPs and researchers. Activities will support researchers of the social sciences and humanities to connect into all Clusters of Horizon Europe. To achieve its expected outcomes and objectives, the NCP network could cooperate with but should not duplicate actions foreseen in other thematic and horizontal Horizon Europe NCP networks.

Actions under this Destination will support EU objectives of inclusiveness, by supporting a human-centred approach to technology development that is aligned with European social and ethical values, as well as sustainability. These actions will further contribute to addressing the challenges faced by European industry and support the creation of sustainable, high-quality jobs by targeting skills mismatches, the need to empower workers, and ethical considerations relating to technological progress. Actions should devote particular attention to openness of the solutions and results, and transparency of the research process. To ensure trustworthiness, public awareness and support, wide adoption by user communities for the benefit of society, actions should promote the highest standards of transparency and openness. Actions should ensure that the processes and outcomes of research and innovation align with the needs, values and expectations of society, in line with Responsible Research and Innovation.esearch results into teaching and education at participating organisations. The objective of this heading is to gain industrial leadership in eXtended Reality technologies and immersive environments, while ensuring the European values of privacy, ethics and inclusiveness. It also aims to support the digital transformation of education through these technologies in particular.

Eligible Activities

Fellowships will be provided to excellent researchers, undertaking international mobility either to or between EU Member States or Horizon Europe Associated Countries, as well as to non-associated Third Countries. Applications will be made jointly by the researcher and a beneficiary in the academic or non-academic sector. Postdoctoral Fellowships either can take place in Europe (i.e. in an EU Member State or a Horizon Europe Associated Country) or in a Third Country not associated to Horizon Europe.

Objective

For technologies, awareness principles would allow a step-up in engineering complex systems, making them more resilient, self-developing and human-centric. Awareness is a prerequisite for a real and contextualised understanding of a problem or situation and to adapt ones actions (and their consequences) to the specific circumstances. Ultimately, awareness serves the coherent and purposeful behaviour, learning, adaptation and selfdevelopment of intelligent systems over longer periods of time.

Eligible Activities

Proposals are expected to address each of the following three expected outcomes: 1. New concepts of awareness that are applicable to systems other than human, including technological ones; 2. Demonstrate and validate the role and added-value of such an awareness in an aware technology, class of artefacts or services for which the awareness features lead to a truly different quality in terms of, e.g., performance, flexibility, reliability or user-experience. 3. Define an integrative approach for awareness engineering, its technological toolbox, the needs and implications and its limits, including ethical and regulatory requirements. This Challenge is only open to proposals for collaborative projects with at least 3 partners following the standard eligibility conditions. Proposals are required to comply with the Trustworthy Artificial Intelligence principles.

Objective

The Quality Label for Humanitarian Aid Volunteering certifies that an organisation is able to carry out high quality solidarity activities in compliance with the principles, objectives and requirements of the action ‘European Voluntary Humanitarian Aid Corps’. Obtaining this Quality Label is a precondition for participation only in volunteering activities in support of humanitarian aid operations. When applying for a Quality Label for Humanitarian Aid Volunteering, applicant organisations can choose one of the following roles: Support role - entails supporting, preparing and/or training participants before departure, mediation between them and their host organisations and/or providing support to participants upon return from their activity. The support role also entitles the organisation to submit project applications and coordinate partnerships for Humanitarian Aid Volunteering projects; Host role - covers the full range of activities related to hosting a Solidarity Corps participant, including the development of a programme of the young person's activities and providing guidance and support to the participant during all the phases as appropriate. The applications for the Quality Label for Humanitarian Aid Volunteering can be submitted on a continuous basis (i.e. at any time) during the programming period, to the Executive Agency, which is the sole implementing body for this action. The applications will be evaluated at set intervals, according to an annual timetable, which is aligned to the timetable of the Humanitarian Aid Volunteering call for projects.

Eligible Activities

In addition to complying with the above-mentioned principles, organisations implementing humanitarian aid volunteering projects must carry out specific tasks and responsibilities in order to ensure high quality activities. When applying for a Quality Label, organisations must be able to demonstrate their capacity to perform the tasks and take up responsibilities relevant to the role they are applying for, as outlined in the requirements below.

European Platforms for the promotion of emerging artists

Objective

This action will support projects that aim to increase the visibility and the circulation of European emerging artists and works outside their own borders, in Europe and beyond. It also seeks to increase access to and participation in cultural events and activities, as well as audience engagement and development. Such projects are also designed to contribute to the implementation of EU policy priorities in the culture field. In this regard, the circulation of artists and works can contribute to the activation of new and/or more sustainable cultural public spaces.

Eligible Activities

Activities shall be implemented in order to: (this is not an exhaustive list) • train and nurture emerging talent; • provide cultural organisations of all sizes and types with the opportunity to co-produce, cooperate and learn, by supporting these organisations with financial incentives (regranting) and offering emerging artists concrete and professional opportunities; • help emerging artists to reach a new and diverse audience and develop their careers by giving more visibility to their talent and work outside their borders, across Europe and beyond; • promote, celebrate and boost the diversity of the European repertoire by developing a common European programming of non-national artists and ensuring the presence of these artists at major events, festivals, fairs and markets; • develop a strong common communication and branding strategy, and establish a European quality label; enforce measures to improve working conditions for emerging talents and cultural professionals; • promote and encourage the digital shift to adapt to the substantial changes in how cultural goods are created, managed, disseminated, accessed, consumed and monetised, changing the value propositions which prevailed in the analogue era; • enforce peer-learning and networking, notably with other Platforms and other projects, actions and initiatives supported by Creative Europe; • develop and strengthen management capabilities with activities such as coordination activities, meetings, evaluation, quality control, reporting, etc.

La(s) prioridad(es) de la presente convocatoria de propuestas es/son: 1. Fomentar el diálogo y la colaboración para ayudar a vincular mejor a los beneficiarios de la protección social (especialmente los más vulnerables y discriminados: indígenas, personas con discapacidad, población de quintiles más pobres, mujeres rurales, personas LGTBI, etc.) con la programación de los servicios básicos de los actores gubernamentales y no gubernamentales, en articulación con otros sectores pertinentes (empleo, educación, salud, trabajo social, nutrición, seguridad alimentaria, servicios agrícolas, medio ambiente, resiliencia al cambio climático). 2. Articular una amplia plataforma nacional de organizaciones de la sociedad civil abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la implementación del sistema de protección social de Paraguay y apoyar la concertación nacional. 3. Reforzar la información, transparencia y la rendición de cuentas del sector, así como la auditoría social de los ciudadanos en la definición e implementación del SPS. 4. Fortalecer las capacidades de las organizaciones de la sociedad civil activas en el sector para mejorar su impacto positivo en el SPS.

Creación, mantenimiento y articulación de una plataforma común nacional de organizaciones de la sociedad civil, abierta a todos los actores, incluyendo a representantes del sector privado, con el objetivo de mejorar la calidad de la educación de la educación en Paraguay.  Articular a través de esta plataforma un diálogo permanente sobre políticas de protección social, en primer lugar, con las autoridades públicas del sector, en particular a través de un trabajo conjunto con la UTGS.  Promoción de la implicación de los ciudadanos, incluyendo los representantes de la sociedad civil y del sector privado, y establecimiento de mecanismos permanentes de consulta ciudadana y de diálogo multi-actor en la definición y gestión de las políticas públicas de protección social
