The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.

Hello readers! In the 13th of February 2022 edition, our weekly monitor reached 460 new calls recently opened by European Institutions and Agencies. We monitored and reviewed 13 new calls published for funding from project platforms supported by Horizon 2020 Programme. These are "competitive calls" generally issued by multi-year projects funded under past Horizon 2020 big calls. They are aimed at helping SMEs and other third parties to benefit from services provided by project partners. Most of these services are concentrated on R&D activities and technological innovations in advanced industries in Europe. Moreover, we monitored a new funding call under EuropeAID programme.

INSTRUCTIONS FOR CONSULTATION ON SINGLE SYNOPSES
Programme
Public programmes that fund the specific call for proposals, according to specific policy objectives, and accompanied by specific working plans, financial regulations, etc.
Administration
Administrations, Institutions and/or Agencies, committed to the implementation of the programmes and funding of coherent initiatives and projects according to the single ongoing call for projects.
Objective
Public calls for projects generally include the general and specific objectives to be achieved by the funded initiatives. Objectives are coherent with the general ones defined by the funding programmes.
Eligible Activities
Projects are expected to be implemented through types of activities identified as eligible to public funding. In many cases, calls also list activitities and connected costs not eligible to public funding from a specific European programme.
Eligible Applicants
Entities eligible to apply for funding can be physical or legal persons. Legal persons can include public and/or private entities. In many cases, calls require applicants to form partnerships or legal consortia, with specific conditions for lead applicans, applicants and associate entities.

Objective
TRUBLO nurtures beyond the state-of-the-art research on blockchain technology and fosters the development of new software, platforms or tools for distributed trust. The objective of the TRUBLO Open Call is to stimulate research teams led by developers, innovators, researchers, SMEs, entrepreneurs and academia to define and implement small scale research projects on one of the two topics: Topic Trust and reputation models on blockchains; Topic Proof-of-validity and proof-of-location.
Eligible Activities
access to specialised knowledge, technology, capital and markets through a 15-month support programme, divided into 2 stages: INNOVATION and PROGRESS. Each stage is associated with a specific technology framework and services package to accelerate and enhance the development of new products and services that foster trust in internet information exchange and content. Through participation in the TRUBLO programme, the selected projects should have potential to entail a substantial advance in the state of the art, deliver results with the potential to create higher research, social and economic impacts, combined with the potential to generate new value into the media & internet market.

Objective
Enhance and expand the implementation of civic participation as well as co-creation in democratic life at scale, including the least engaged communities and categories of the population, at all levels from local to European. Improve the articulation between deliberative processes and representative institutions in liberal democracies, including through experimental approaches. Research should elucidate how to open up traditional institutions of representative democracy and increase trust in democratic governance through direct participatory processes as well as clear and transparent feedback mechanisms to citizens.
Eligible Activities
Proposals should include a specific focus on inequalities in civic participation, including ethnicity, gender, intersectionalities and digital divides, and explore and propose remedies. They should examine how civic participation and co-creation in its various forms, including social activism and social innovation, articulates with the traditional mechanisms and institutions of representative democracy, including acting outside them. Proposals should reflect on the potential of digitalisation and new ICT for enhancing citizen participation, including for public policy making processes. They should propose ways to improve the interaction between policymakers and citizens to enhance the public sphere, including robust and transparent mutual feedback between policymakers and citizens. Proposals are encouraged to include experimental research and design thinking to test the insights gathered and to deploy innovative solutions to demonstrate the solutions proposed. Social innovation might be also considered by proposals if solutions require social change, new social practices or social ownerships.

Comprehensive evidence on the mid- to long-term impacts of current political and social developments on European representative democracies. Develop policy recommendations, toolkits, narratives and methodologies for enhancing trust in political institutions, and boosting transparency, representativeness, and inclusiveness of representative systems at local, regional, national and EU level.
Eligible Activities
Proposals are expected to address some of the following: to create a robust and comprehensive knowledge base on long-term developments in terms of trust in, and trustworthiness of, the political institutions of representative democracy – parties, executives, parliaments, judiciary, social partners, institutionalised social dialogue, etc. – and their legitimacy. Proposals should relate changing voting attitudes at the individual level to wider political and cultural discourses, where feelings and emotions can compete and overrule facts and reasons, and to the emergence of new social movements and parties. They should analyse key drivers of such changes, taking into consideration socio-economic variables (including transformation in the world of work), as well as cultural variables linked to identity, generational differences, gender, ethnic diversity, security, migration and the material forms of discourse such as education and media. The political cleavages that shape current political phenomena and trace their connection to historical legacies as well as their foreseeable negative and positive long-term impacts on democratic systems should be analysed.

To that end, proposals under this topic should aim for delivering results that are contributing to all of the following expected outcomes: Based on a trusted governance and effective working modalities, research funders, health policy-makers and the research community work together in order to identify and prioritise topics of common interest and European benefit; Research funders and policy-makers: support the generation of knowledge related, but not limited, to cardiovascular diseases, diet related diseases and nano medical technologies, and have access to and make use of the evidence on the benefits and drawbacks of health interventions, in particular for optimising clinical management, personalised medicine (coordinating with the future Partnership on Personalised Medicine) and avoiding overtreatment; overcome the main obstacles to test health interventions at European level.
Eligible Activities
The “ERA for Health” Partnership will be a leading European initiative for the flexible joint programming of health related research and innovation programmes, effectively involving a wide variety of European funding organisations. This Partnership will be open in particular to public funders of Health research at both national and regional level in the Member States, countries associated to Horizon Europe and to other funders such as philanthropic organisations. Special attention will be placed on engaging with and including many research funders with relatively small budgets..

This topic aims at supporting activities that are enabling or contributing to one or several expected impacts of destination 3 “Tackling diseases and reducing disease burden”. To that end, proposals under this topic should aim for delivering results that are directed, tailored towards and contributing to some of the following expected outcomes: The scientific community has better understanding of the biology of the pathogens (virus, bacteria etc.), its transmission, its interaction with humans, animals and plants, in particular in view of emerging threats to human health, such as infectious diseases and anti-microbial resistance. Health care providers and practitioners have access to and use appropriate medical countermeasures, e.g. vaccines, diagnostics, therapeutics and digital solutions. Health authorities have the evidence-base and tools for better public health measures.
Eligible Activities
This topic aims to contribute and complement both of these initiatives, notably by addressing priority research and innovation gaps also identified by Member States and that would contribute and support the establishment and work of a potential future Health Emergency Preparedness and Response Authority (HERA). Research focussing on ‘pathogen X’ from threat assessment, horizon scanning for the identification of potential medical countermeasures and innovative technologies, including the development of standardised research protocols would be in the scope of this topic.

Carbon-negative sustainable biofuel production

Objective
Reusing or inhibiting biogenic effluent gases from biofuel production in the same process, increases the biomass conversion efficiency and sustainability potential and the overall resource and energy efficiency of the biomass utilization. Improving such integration will contribute to increase the biofuel technology competitiveness and acceptance and advance the European leadership and global role in the area of sustainable biofuels. Project results are expected to contribute to all of the following expected outcomes: Increase bioenergy efficiency and sustainability. Increase sustainable biomass resource utilization. Generate negative emissions from biofuel production.
Eligible Activities
Proposals should develop cost-effective solutions to minimize carbon waste in sustainable biofuel production processes by inhibiting biogenic effluent gas emissions or incorporating biological and/or chemical/other capture of the biogenic effluent gas emissions from the process and use it as appropriate either for separate in-situ downstream synthesis of renewable fuels of biological origin, or integrate it in the sustainable biofuel production through recycling. Proposals should also include an innovative approach for biogenic carbon storage, through for example integrating production of biochar and using it as soil amendment to enhance organic carbon content and functionality of soil, as well as a means to sequester carbon into the soil. Synergies with renewable hydrogen production should be developed by incorporating it as appropriate in the sustainable biofuel production to compensate for additional needs in hydrogen, increase overall biomass conversion efficiency, minimize the biogenic carbon waste and reduce the fossil carbon footprint of the biofuel production. The overall GHG emissions should be assessed on the basis of a Life Cycle Analysis for proving negative GHG emissions and higher sustainability potential of biofuel production when reusing biogenic effluent gases in-situ, along with addressing socioeconomic aspects.

Objective
The project is expected to advance the role and impact of bio-based innovation to accelerate the transition from a linear fossil-based economy, which leads to overuse and depletion of natural resources, into resource-efficient and circular bio-based systems operating within safe planetary boundaries. Improved and informed governance and social innovation contribute to reducing resource consumption and result in an increased innovation capacity of all actors. Informed consumers may pursue the objectives of circular economy, asking for efficiency and inclusiveness of services provided through less resources and goods, changing consumption patterns (e.g. reducing meat consumption), preventing food waste and separating bio-waste from other waste streams so that it can be (partly) converted to bio-based materials. Proposals will focus on consumer-oriented labelling options for industrial bio-based products with low environmental footprint, in terms of resources, processes and materials used. Industrial bio-based products do not include food/feed, biofuels, bioenergy and cultural/recreation sectors. However, relevant initiatives in the field of consumer-focussed labelling of sustainability of biobased products, arising from EU policies in the bioeconomy sectors, should be taken into account.
Eligible Activities
Select a range of bio-based systems where value chains can be monitored in their environmental and social impacts (benefits and trade-offs) from the primary materials trade to the final products. Develop pre- and co-normative research to design or update standards and labels for business-toconsumers communication of climate-neutrality and environmental impacts/benefits/trade-offs and performances of materials and products. Environmental impacts should include carbon footprint, climate neutrality, biodiversity impacts and any other environmental footprint relevant for the specific bio-based value chain and final products. Metrics on value generated, in the final product, per unit of biological feedstock used, including bio-waste, will be assessed. Develop guidelines on the design of labels for bio- based products that include the perspectives of public authorities (national, regional, local) and consumers. Assess existing/develop new monitoring system and indicators of effectiveness and robustness of existing business-to-consumers labels and certification schemes. Demonstrate/test effectiveness of existing (voluntary) business-to-consumers labels and certification schemes and monitor robustness. This action includes the identification of labels and certification schemes and testing of the monitoring system and indicators assessed/developed.

Changing the way water is used, managed and shared with people, our environment and our economy, addressing trade-offs and ensuring policy coherence, and helping shape the appropriate institutional environment to deal with the complexity of multiple water challenges and the design of the water systems of the future, requires effective development and implementation of sound water management and governance strategies. The governance and institutional set up must be designed to respect the needs of the natural aquatic environment in terms of water quantity (water allocation) and quality, reconcile the competing demands of the economy over water resources and drive the transition in water using sectors towards operation within the sustainability limits. Water problems are commonly the results of governance problems. Technical solutions often exist, but clarity is often lacking as to who does what, at which level and how. Implementing appropriate governance schemes or designing new multi-level governance and institutional settings for the implementation of sound water management, will help to achieve sustainable use of natural resources, as well as prevent pollution and protect biodiversity.

Restoration of at least 25,000 km of free-flowing rivers, in line with the EU Biodiversity Strategy, the EU Zero Pollution Plan and the Water Framework Directive as well as other EU instruments and policies that concern freshwater ecosystem protection; Reduction of artificial river flow barriers, improved eco-system connectivity in the Danube river basin (Danube river, its delta and its main tributaries), enhancement of water quality, enhancement of management of riparian zones and optimised sediment flow to the Black Sea; Enhanced restoration of freshwater ecosystems in the Danube river basin with nature-based solutions, including on the Danube delta and the Black sea; Increased population of the main fish, mollusc and other freshwater and Danube delta (transitional waters) species, especially emblematic species such as sturgeon; Improved protection of local communities and ecosystems from extreme events (flood, droughts, storms) in the Danube river basin and its delta, in particular with nature based solutions; Support the scaling up of ecosystem and biodiversity restoration in the ‘associated regions’ within the Danube river basin and Black Sea; Increased share of local revenue and business activities from the restored ecosystems in the overall local economic activities.

Proposals will show an effective and economically profitable way to freshwater ecosystem restoration and their sustainable use in the Danube river basin (including the transitional waters of Danube river delta), focusing on the reduction of the impact of artificial river flow barriers on wildlife movement, restoration and protection of biodiversity and valuable ecosystems (biodiversity hotspots), protection of inhabited areas against floods, measures to reduce impact of drought on freshwater ecosystems and biodiversity as well as sustainable management of river sediments. Nature-based solutions for freshwater ecosystem restoration and sustainable use will be at the forefront of the proposals.

Objective
The main objective is to develop a secure and trusted data space to enable the agriculture sector to transparently share and access data allowing for an increase in its economic and environmental performance. The space may also serve common good purposes (for more information on the scope of the data space, please see “A European Strategy for Data”, COM/2020/66 final). The data space is expected to facilitate the sharing, processing and analysis of production data, open data and possibly other public data (e.g. soil data). Production data supplemented by publicly held data will present new opportunities for monitoring and optimising the use of natural resources and will contribute to achieve the objectives of the Green Deal (including the Farm-toFork-Strategy; Biodiversity Strategy 2030 and the EU Strategy on Adaptation to Climate Change) and the Common Agricultural Policy.
Eligible Activities
The project will explore possible options and conceptual approaches for the future deployment of this data space. Provisions for transparent control of data access and use, development of governance and business models for the data space are to be developed considering, among others, the evolving regulatory environment, cross-data-space elements, and experiences with the EU Code of Conduct on sharing agriculture data by contractual agreement. The development of the data space is expected to have a strong end-user orientation and to consider potential users, including farmers currently less using data-based solutions.

A tourism data space, through its connection to other sectoral data spaces (e.g. cultural heritage) will provide access to information to the ecosystem, with an impact on productivity, greening and sustainability, innovative business models and upskilling. It will give the possibility of align offer to tourists expectations, adapting service proposals to new tourists groups, predict a high influx of tourists, and thus plan resources more efficiently, and even creating new business opportunities. The preparatory action will establish a multi-stakeholder data governance, an inventory of existing data platforms for tourism and a blueprint for tourism-specific building blocks which could contribute to the long-term convergence of existing and new data-related initiatives in tourism by making use of the data space technical infrastructure. The preparatory actions will support the deployment of these data spaces for tourism, and propose sustainable business models and incentives schemes to motivate participants to share data.
Eligible Activities
The funding will enable the establishment of a data sharing governance mechanism, with a detailed roadmap on how the data space for tourism will connect local data ecosystems at EU level that could be interconnected with other data spaces. The project will grow organically, building on different EU and national initiatives and public data ecosystems, and strengthening EU the connection between existing and future repositories of data.

Objective
The objective is to increase the awareness and recognition of the Union quality scheme on organic production. Information and promotion programmes on the Union quality scheme on organic production method should be a key priority in the internal market since this scheme provides consumers with assurances on the sustainability, quality and characteristics of the product and the production process used, the environmental benefits they generate and achieve added value for the products concerned and enhance their market opportunities. One of the expected results is to further increase the levels of recognition of the EU organic logo by the European consumers and increased knowledge of the information the organic logo aims to provide. According to special Eurobarometer (No 504), the awareness of the organic farming logo has increased by 29 percentage points since 2017 with 56% of European consumers who recognize the EU logo of organic farming. The expected ultimate impact is to increase awareness of the Union quality scheme on organic production and to enhance the competitiveness and consumption of organic products, raise their profile and increase their market share.

The action is anchored in the policy framework of the Culture strand of the Creative Europe programme and its cross-cutting issues (inclusiveness, reduction of environmental impact and gender equality). European cooperation projects are also designed to contribute to the implementation of emerging EU policy initiatives such as the New European Bauhaus. European cooperation projects are open to all the cultural and creative sectors. However, considering that this action aims to pursue the objectives of the CULTURE strand of the programme, projects involving exclusively organisations from the audio-visual sector and projects of an exclusive audiovisual content are not targeted for funding under it.

The initiative on Centres of Vocational Excellence (CoVE) supports a bottom-up approach to Vocational Excellence involving a wide range of local stakeholders. It enables VET institutions to rapidly adapt skills provision to evolving economic and social needs, including the digital and green transitions. CoVEs operate in a given local context, being the linchpin of skills ecosystems for innovation, regional development, and social inclusion, while working with CoVEs in other countries through international collaborative networks. They provide opportunities for initial training of young people as well as the continuing up-skilling and re-skilling of adults, through flexible and timely offer of training that meets the needs of a dynamic labour market, in the context of the green and digital transitions. They act as catalysts for local business innovation, by working closely with companies and in particular SMEs. Vocational Excellence ensures high quality skills and competences that lead to quality employment and career-long opportunities, which meet the needs of an innovative, inclusive and sustainable economy.
Eligible Activities
This action supports the gradual establishment and development of international collaborative networks of Centres of Vocational Excellence, contributing to creating skills ecosystems for innovation, regional development, and social inclusion. Centres of Vocational Excellence will operate at two levels: 1. At national level involving a wide range of local stakeholders creating skills ecosystems for local innovation, regional development, and social inclusion, while working with CoVEs in other countries through international collaborative networks. 2. At international level bringing together CoVEs that share a common interest

Forward-Looking Projects are large-scale projects that aim to identify, develop, test and/or assess innovative (policy) approaches that have the potential of becoming mainstreamed, thus improving education and training systems. They will support forward-looking ideas responding to key European priorities and that have the potential of becoming mainstreamed and giving input for improving education, training and youth systems, as well as to bring a substantial innovative effect in terms of methods and practices to all types of learning and active participation settings for Europe's social cohesion. The goal is to support transnational cooperation projects implementing a coherent and comprehensive set of sectoral or cross-sectoral activities that either: foster innovation in terms of scope, ground-breaking methods and practices, and/or ensure a transfer of innovation (across countries, policy sectors or target groups), thus ensuring at European level a sustainable exploitation of innovative project results and/or transferability into different contexts and audiences. The partnerships should be composed of a mix of public and private organisations combining researchers, practitioners and partners with the capacity to reach policy-makers.
Eligible Activities
Main activities under these Priorities could involve (non-exhaustive list): Action research, mapping work, producing large-scale sectoral or cross-sectoral outputs; Transnational capacity-building activities such as training, the analysis of policy contexts, policy-research, institutional adjustments; Pilot activities to test innovative solutions; Large-scale transnational events or networking activities, either sectoral or cross-sectoral; Exploitation activities to spread results to the educational community or sector; Think-tank activities, researching and experimenting with innovative ideas. Forward-Looking Projects are required to apply EU wide instruments and tools whenever relevant. Projects should include the design of a long-term action plan (beyond the duration of the Erasmus+ funded project) for the progressive take-up and mainstreaming of the innovations developed to be able to impact on education and training systems, in collaboration with the relevant authorities and institutions.
