The smart tool for EU proposal drafters and grant writers CallforEurope is a consultancy that provides for professional information and assistance on European Policies, Programmes and Public Calls. Our mission is to support transparent knowledge and easy access to all of the opportunities offered by EU Programmes. We think that giving fresh information on such themes is a valid lever for boosting European Union integration.
Our support is intended to: • offer technical information on how to access to and manage EU grants and projects; • make people find new transnational partnerships throughout Europe; • stimulate public debate on how to access to EU funds. Our ambition is to serve as a technical resource center. We want to serve primarily those that usually work on writing applications and
managing projects through European funding. Call them “Euro-drafters” or “Euro-experts”: in any case, their activity demands high specialization and a constant updating on European policies, programs and public calls. Hello readers! In the 23th of October 2022 edition, we commented some EU calls recently issued. Under the Erasmus+ Programme, the European Education and Culture Executive Agency (EACEA) issued 4 funding calls in order to promote awareness and debate on European strategies in the fields of education and youth. The EACEA also published new funding calls under the Creative Europe Programme. They are aimed at funding projects in various fields of communication and mass media, such as Europe-wide TV content production, innovative business models in the creative sector, slate, film and videogames development. The European Research Council issued a 30 M€ for funding grants for proofs of research concepts throughout Europe. Have a good read!

Objective
To support scaling up of companies in Europe, the EIC is seeking to build synergies with the wider European startup ecosystem via a second wave of actions under the Commission’s Startup Europe initiative. The actions will act as a catalyst to fulfil the potential of European startups, in delivering market-ready applications and technology solutions that can contribute to the competitiveness and strategic autonomy of EU industry in key technology areas and value chains.
Eligible Activities
Actions will reinforce the activities of the European Innovation Council by targeting digital and deep tech startups that have received support from EIC to support their scale up in Europe. The actions can support also deep tech startups not yet been supported by the EIC, including startups that have already received private investment or EU funding (e.g. under Horizon Europe or the Digital Europe Programme), and raise their awareness of the opportunities on offer from the EIC. It is foreseen that the targeted startup communities will contribute to development of applications that foster climate-neutrality, digital and circular economy, clean industry and user-centric technology development, while also encouraging inclusiveness, and incorporating European social and ethical values. Connecting local digital and deep tech startup ecosystems and supporting crossborder acceleration activities for startups. Among the startups ecosystems to be connected, specific attention will be given to including of ecosystems in Widening countries. Actions should also ensure the integration of startups with the Digital Europe Programme (for example from European Digital Innovation Hubs), the non-EIC parts of Horizon Europe (for example leveraging the Innovation Radar intelligence) and national programmes targeting startups.

Objective
The objective of the KYKLOS4.0 – Open Call #2 is to accelerate innovation in the digital manufacturing domain by facilitating the implementation of projects led by SMEs and with the participation of an industrial partner. The objective of the open call is fund the development of innovative solutions to improve digital manufacturing processes. Applicants will be required to select, integrate and validate one or more of KYKLOS 4.0 services and respective technological components as part of their experiments.
Eligible Activities
KYKLOS 4.0 - Open Call #2 invites proposals for the development of an innovative solution(s) for a manufacturing scenario in which they will have to carry out a pilot experiment in a manufacturing environment. The defined scenario must be addressed by developing a solution that adopts one or more services selected from the KYKLOS 4.0 platform, which should be integrated and validated as part of the defined experiment. Proposed solutions should demonstrate a high innovation potential and be ready to explore commercialisation opportunities by the end of the experiment period. The Open Call #2 will have a single phase where a minimum of 14 proposals will be selected. The maximum amount of funding per awarded consortia of 2-3 entities (a consortium must be led by an SME) is €150.000 (maximum of €60.000 per third party, with other specific rules applying for each type of entity).

Enable the creation of a European community of academic and research champions in institutional transformation towards inclusive gender equality. Strengthening of the inclusiveness and connectivity objectives under the new European Research Area. Award and certification schemes implemented in different countries, in the EU and beyond, have been shown to be useful tools for advancing gender equality in academic, research and innovation organisations, with some awarding schemes effectively being used as drivers for competition in attracting students and researchers and/or as prerequisite for having access to funding.
Eligible Activities
The Prize will be awarded to up to four academic or research organisations, and contestants can apply to one among the following three prize categories: Sustainable Gender Equality Champions: Organisations that can demonstrate a significant and sustained record of activity and a high level of achievement through the implementation of their GEP; Newcomer Gender Equality Champions: Organisations that have recently started implementing a GEP and can demonstrate the most progress in its implementation and achieved results; Inclusive Gender Equality Champions: Organisations that have developed the most innovative inclusive GEP addressing intersections with other social categories such as ethnicity, social origin, sexual orientation and gender identity (LGBTI+) or disability.

The project stemming from this topic should develop a shared methodology for transforming existing stations or designing new ones into socio-technical systems operating as city’s greening engines for the surrounding environment, and new urban hubs aggregating multiple services for the users and its citizens. In this respect, the project will integrate and contribute to the EU-Rail Multi-Annual Work Programme – Flagship Area 4 – A Sustainable and Green Rail System as well as to the European Union New EU Urban Mobility Framework[1].

The project stemming from this topic shall contribute to deliver the expected outcomes and the R&I work includes: The development of analytical tools that will support the methodology for evaluating the costs and benefits of broadening the original purpose and functions of a railway station in the context of urban planning and mobility (from a simple departure/arrival point to a dense node of mobility, economic and social activities) as well as smart grids and energy performance (and any relevant station transformation), The definition of sustainability indicators (including social, economic environmental and resiliency dimensions) guiding the methodology, taking into account the existing Sustainable Urban Mobility Indicators[2]..

The ERC wishes to support an organisation or a consortium of organisations to set up a funding scheme that would facilitate 3-5-month stays of journalists at research institutions. The purpose is to give the journalists opportunities to learn and work on in-depth reporting projects by immersing themselves in the research environment and interacting with scientists and scholars. Such opportunities – organised for example in collaboration with ERC host institutions and in ERC grantees’ teams and labs – should facilitate better understanding of frontier research, while respecting journalistic independence.
Eligible Activities
- design the support programme that addresses the aforementioned goals, advances the - set objective and respects the principle of editorial independence of journalists, - set up a high-level media advisory committee to ensure the credibility and independence of the programme vis-a-vis journalists’ community, - prepare conditions to carry out the actions, especially establish relations with ERC grantees and host institutions’ press offices to make sure the fellowships and placements are well organised and useful both to the journalists and to researchers, - launch calls for applications or proposals for fellowships or placements potentially using the Financial support to third parties (FSTP), - evaluate the proposals based on the criteria of excellence and impact, ensuring balance in terms of topics covered by the participating journalists, geographical distribution of host institutions, and gender of the participants, - provide funding to journalists or researchers, - organise meetings, networking opportunities for the participating journalists and researchers, - monitor the implementation of the programme, and report to the ERC on the performance of the programme.

Objective
The ERC Consolidator Grants are designed to support excellent Principal Investigators at the career stage at which they may still be consolidating their own independent research team or programme. Principal Investigators must demonstrate the ground-breaking nature, ambition and feasibility of their scientific proposal.
Eligible Activities
Consolidator Grants may be awarded up to a maximum of EUR 2 000 000 for a period of 5 years. The maximum size of the grants is reduced pro rata temporis for projects of a shorter duration. (This does not apply to ongoing projects). Additional funding up to EUR 1 000 000.can be requested in the proposal to cover the following eligible costs when these are necessary to carry out the proposed work: (a) "start-up" costs for Principal Investigators moving to the EU or an Associated Country from elsewhere as a consequence of receiving the ERC grant and/or (b) the purchase of major equipment and/or (c) access to large facilities and/or (d) other major experimental and field work costs, excluding personnel costs.. The Principal Investigators shall have been awarded their first PhD at least 7 and up to 12 years prior to 1 January 2023.

Objective
NetZeroCities (NZC) is a four-years project funded under the Horizon 2020 Research and Innovation Programme in support of the European Union’s Green Deal. NZC has been designed to help cities overcome the current structural, institutional and cultural barriers they face in order to achieve climate neutrality by 2030. NZC supports the EU’s Mission of “100 Climate-Neutral and Smart Cities by 2030” launched as part of the Horizon Europe programme. The project recognises the need for cities to develop specific strategies that are tailored to suit local and regional contexts, and will support them by developing, promoting, and integrating new and existing tools, resources, and expertise into a one-stop platform accessible to all cities through an online portal (Mission Platform). The project tailors advanced capabilities related to systemic change, citizen engagement and democratic, participatory governance, capital and financial structuring, and social innovation, to ensure cities have access to expertise needed to address their challenges in becoming climate-neutral. The NZC Pilot Cities Programme will identify 30 European cities or districts to test and implement innovative approaches, exploiting Research&Innovation towards rapid decarbonisation over a two-year pilot programme, working across thematic areas and functional silos in support of transforming systems. The selection of Pilot Cities will seek to address all urban systems, including mobility, energy systems, and the built environment, material and resource flows, health and wellbeing, natural areas, cultural/ social/ financial/ institutional systems, and accessible public spaces. Any one Pilot City might target all, or a combination of, these urban systems, depending on their context and the scale of the proposed pilot activities.
Eligible Activities
Pioneering activities to support climate-neutrality, including the deployment of innovative (new or improved) technology, product, process, service, solution, policy, or governance model at city level, explored in a cross-sectoral and systemic manner. Systemic, science-based innovative initiatives that strengthen cities’ use of scientific research and ensure translation of research results into policy actions, to accelerate climate neutrality in the sectors/domains of water, food, energy, industry, housing and deep building retrofitting, transport, and mobility through the levers of green technology (i.e. digitalisation), behavioural/lifestyle change, social innovation, culture, policy and regulation, finance, and new business models (e.g., circular economy). Activities to support climate-neutrality to establish new knowledge and build capacity and capabilities of city government and associated local actors through training, workshops, and other forms of learning. Activities aiming to build more collaborative communities, to advance new governance models at city level, and to engage citizens (including vulnerable/marginalised groups) and enable them to act on climate change in a systemic and cross-sectoral manner.

Objective
The topic aims to make investments in energy efficiency and small-scale renewable energy sources more attractive to private investors. Significant investments need to be mobilised to achieve the ambition set by the European Green Deal and the objective to reduce EU dependence on fossil fuels imports set out in the REPowerEU plan. While significant public sector expenditure is allocated to leverage private finance for sustainable energy (e.g. through the InvestEU facility), many private investors still lack sufficient incentives and tools to overcome the perceived complexity and risks associated with this kind of projects. Sustainable energy investments, understood in this topic as investments in energy efficiency and small-scale renewable energy sources, need further de-risking and mainstreaming into the strategic and operational approaches of market actors, in particular private financial institutions.
Eligible Activities
Proposals should address one or several of the following areas of work, with a focus on sustainable energy investments (i.e. energy efficiency and/or small-scale renewables): Improving risk and sustainability assessment in the methods and tools of private investors by integrating the specificities of sustainable energy, including multiple benefits of energy efficiency. The focus can be at project level (e.g. creditworthiness analysis, quality standards, benchmarking data) or at portfolio level (e.g. internal ratings-based approaches, climate stress-testing, analysis of sustainable energy aspects of investment strategies, etc.). Labelling and certification schemes including methodologies and tools for benchmarking, tagging, monitoring of investment performance, and disclosure of investment data with a link to the EU sustainable finance legislation.

Objective
‘Energy efficiency first’ (EE1st) has been a guiding principle in European climate and energy policies for many years. It means taking utmost account of cost-efficient energy efficiency measures in shaping energy policy and making relevant investment decisions. The principle is defined in the Governance Regulation, which inter alia requires EU countries to consider it in their National Energy and Climate Plans (NECPs). However, it is often overlooked in existing planning and investment programmes.
Eligible Activities
Building on recent and ongoing Horizon 2020 energy efficiency research projects[2] in the related field, action should address one or several of the following areas of work: Develop cost-benefit methodologies applying a system approach and taking into account the wider benefits of energy efficiency solutions from a societal perspective, providing tools and policy recommendations to assess energy efficiency solutions in the energy and non-energy sectors in line with EE1st. Support the development of frameworks and methodologies to further operationalise the principle at all levels and the integration of these frameworks across governmental levels. Support the monitoring of and reporting on the application of EE1st at the national, regional and local levels and assess the impacts of planning, policy and investment decisions on energy consumption and energy efficiency in line with and complementary to the reporting requirements as for example established in the governance regulation. Support the transfer of best practices where energy efficiency measures and projects are given priority over additional supply side measures at the national and local levels through pilot projects.

Objective
The impact of supply chains on wider society and the environment is in sharper focus than ever before. Companies are increasingly looking to their purchasing power as an opportunity to go beyond compliance and actively pursue positive social and environmental outcomes. The development of a “Buy Social movement” over the last years has seen public authorities, businesses and consumers increasingly seeking out opportunities to buy from social enterprises. The action will support the creation of local and regional partnerships aiming at reinforcing policy initiatives to improve collaboration in EU 27 (and other countries eligible to participate in the programme) between social economy entities and mainstream businesses in their supply chain strategies. In particular, these partnerships will aim at helping mainstream businesses to engage with a range of social economy suppliers and embeds sustainability and diversity into their core operations and value chains. It will also help social enterprises to grow their revenues and impact by tapping into corporate purchasing power.
Eligible Activities
This call for proposals focusses mainly on the transactional cooperation such as outsourcing of certain processes or services and buying of services and products. Establishment of such solid trade relationships (through B2B markets) can potentially evolve into more integrated and longer-term partnerships. it is important to enhance the capacity of social economy enterprises and SMEs and facilitate their access to ‘private procurement’ or buy social engagements. In particular, there is a need for further systematic integration in mainstream businesses’ value chains and development of structured partnerships (e.g. bid jointly for public procurement calls, piloting new projects, joint R&D, skills programs). This call for proposals aims to support actions that enhance an information flow, mutual understanding and learning perspectives between ‘regular’ and SE enterprises, and promote local, regional or national partnerships engaging SE representatives and mainstream business representatives (such as federations, sector federations or similar supporting organisations) and public authorities to foster the creation of “buy social” B2B markets at local, regional, national or cross-border level. The following types of activities (the list is non-exhaustive) can be implemented by consortia on local, regional, national or cross-border level: − Provide branding of SE towards corporate buyers in specific local contexts. The branding should focus on raising the profile of concrete SE operating in the proximity and social economy ecosystem. The aim is to showcase and communicate the added value of engaging with SE actors. − Setting up a centralised “buy social” (online) platform that makes it possible to make the offer of social enterprises known. This can be developed from very basic to very advanced functionalities. For example, mapping sectoral, product or service offer, partnerships such as for public procurement, or conducting market analysis.
